Surfactants are classified according to the size and strength of the hydrophilic and lipophilic groups of the molecule. The balance of these two opposing groups is known as the hydrophile-lipophile balance or HLB. According to this definition, a lipophilic surface-active agent is assigned a low HLB number and a hydrophilic one-a high one. The HLB value is obtained as follows, on the basis of known group values defined empirically by Davies' and listed in [Table 1:]

The neutralization of acid mine drainage is becoming a common practice in the eastern United States. Over 200 plants are now in operation. Lime is the neutralizing agent utilized in most treatment plants; however, limestone may have an economic and practical advantage. Current research efforts of the Federal Water Quality Administration, both inhouse and through grants, to develop and demonstrate the use of limestone are reported. In essence, a state-of-the-art review is presented.

THE Tralee preparation plant, owned and operated by the Semet-Solvay division of Allied Chemical and Dye Corp., is located on the Virginian rail- way, near Mullens, Wyoming County, W. Va., and the mine, which is in the Winding Gulf district, produces coal exclusively from Pocahontas No. 3 seam. The property, comprising 4900 acres, is leased from the Pocahontas Land Corp. Prior to 1930 four separate mines were operated in this tract, some having been started about 1916.

The Pinto Valley digital control system is a supervisory system interfaced with a conventional analog control system. The design criteria, the hardware selection, and the startup of the system in the Pinto Valley concentrator are reported in depth. Examples of data collection application, as well as the present and immediate future implementation of control strategies, are discussed. This paper is a description of the digital data acquisition and control system that is installed at Cities Service's Pinto Valley concentrator.

Discussion of the paper of W. W. NORTON, presented at the Salt Lake meeting, August, 1914, and printed in Bulletin No. 92, August., 1914, pp. 1993 to 1999. ARTHUR S. DWIGHT, New York, N. Y.-Mr. Norton's chief argument is directed against the idea that the D. & L. sinter is any better material for the blast furnace than the H. & H. product. He supports this by citing two experimental furnace runs. Reducibility.-To discuss a furnace record like that quoted by Mr. Norton for the five days' run in August, 1912, is manifestly difficult for an outsider, but a possible explanation for the poor reduction on Furnace No. 5, smelting D. & L. sinter, may lie in the fact that both sets of furnaces carried the same fuel charges. Other things being equal, if 11 ½ per cent. coke was right for the furnaces smelting H. & H. product, it Was too much for the furnace smelting D. & L. product, as I shall endeavor to show later, and incipient overfire, accompanied by higher leads in slag and matte, was induced. It may sound like a paradox to say that excessive fuel sometimes produces poor reduction, but it is a sad fact. In certain plants where practically the entire charge to the blast furnaces receives a preliminary treatment by being sintered on the D. & L. machines the peculiarities of this problem have had to be very carefully studied, for serious metallurgical difficulties presented themselves when the change was first made to D. & L. sinter in large quantities. Some of these plants had blast pots before they had D. & L. machines, and many opportunities were afforded for comparative study of this very point. There is reason to believe that, clue to the long period of blowing and the higher temperatures developed in the pots from greater mass action, the iron in the H. & H. product is present chiefly as Fe203, perhaps in the form of ferrites, while in the D. & L. product the iron is present as FeO. The fuel charge in the blast furnace must be so proportioned as to exactly meet the chemical and thermic requirements of reduction and melting. If ally of these functions have been performed before the material enters the furnace, a corresponding allowance should be made or the fuel balance will be disturbed and bad work will result. One of the functions of the coke is to reduce enough metallic Fe for the matte requirements, leaving the remainder of the iron as FeO to go into the slag. In smelting almost any other material than D. & L. sinter the iron must-be reduced from the higher oxides, Fe203 or Fe304, to the protoxide, FeO, before a true comparative basis is reached. Experience has shown that with about one-half D. & L. sinter on the charge the coke should-be cut about 10 per cent. This theoretical benefit is borne out by the practical blast-furnace results on a large scale in numerous plants. In fact, wherever this very important factor is ignored the evil symptoms of excessive fuel will be indicated,

The first step in a quantitative analysis ot the mechanism of oil displacement by water in a fractured reservoir is usually conceded to be the solution of the differential equation describing the saturation distribution of two immiscible fluids flowing in a porous medium, where the capillary pressure is taken into account. In such a system the production mechanism may consist of displacement of oil both by the flow of water due to natural or artificially imposed pressure gradients and by imbibition, which implies a flow of water not due to external pressure gradients. Owing to the presence of the two oil displacement mechanisms, the mathematical model given by the differential equation intended to describe the system may not properly represent the behavior of the physical system. In fact, in the reservoir the rate of water advance may be very slow, and in the case of a fractured reservoir with a great number of large fractures, the pressure difference determining the flow of water through the matrix may be much less than 1 lb/'psi over lengths of a few feet. In such a case, imbi-bition (the exchange between oil in the matrix and water in the fractures resulting from capillary forces) may become, with time. a significant element of the production mechanism. It occurred Lo the authors, however, that without going into a physical analysis of the process of production, it might be possible by means of simple abstract reasoning to throw some light on the variation of recovery with time under conditions occurring in a highly fractured oil reservoir with rising water table. The object of this paper is to present both the reasoning and its application to a reservoir of the highly fractured type. Specifically, the analysis given here was undertaken to try to explain the increase of recovery (as defined later) with time as observed in this reservoir, without having to assume unlikely variations in the reservoir parameters with depth. This attempt has been successful as will become clear upon comparison of the computed recoveries with the actual field data. ABSTRACT MODEL Let us consider a small volume. of porous matrix saturated with oil at time, t = 0. Let the process of oil displacement by water start at time, t = t,,. At some time, t, the process will have terminated. Then a volume of oil equal to or smaller than the original oil contained in the matrix will have been produced. The first basic assumption that describes the model and guides the forthcoming reasoning is that the oil production from the small volume. dv, is a continuous monotonic function of time and that it converges to a finite limit. Such an assumption is not inconsistent with the results of laboratory waterflood tests as well as with results of imbibition tests where this is, in fact, observed. The second basic assumption is that none of the properties which determine the rate of convergence change sufficiently during the process to affect this rate or the limit. Let it be assumed that the form of the function of time relative to production from the matrix volume. dv, is given by where V,(t) is the volume of oil produced up to that time t. R is the limit toward which the recovery converges, A is a constant giving the rate of convergence, and V,(t) is the volume of oil originally in place in the volume, dv. CONSTRUCTION OF RESERVOIR FROM ABSTRACT MODEL Let the reservoir consist of a series of identical blocks of porous matrix stacked vertically and separated by fractures. Let each of these blocks satisfy the conditions of our abstract model. These conditions are: (1) that recovery is a continuous mono-tonic function of time converging to finite limit, and (2) none of the properties that determine the rate of convergence change sufficiently to affect the rate or the limit. Let water be rising in fractures so that oil production from any part of the block starts when the water comes in conLact with it. TOTAL RECOVERY FROM THE RESERVOIR COMPARED TO RECOVERY FROM A SINGLE MODEL ELEMENT As stipulated in Eq. 1, in the case of the abstract model,

TULSA, the host of the Petroleum Division this year, is the oil metropolis of the Mid- Continent and gateway of the Southwest. It has risen in less than three decades from a dusty cattle town of less than 1000 population to its present-day status of a modern, wide-awake and prosperous city of close to 150,000, with an assessed realty valuation of approximately $100,000,000. Oil was discovered near Tulsa in 1901, and with it came th.2 development of the Mid-Continent field, one of the richest in the world. Tulsa from the start has been the center of operations, and its location on foul- and aggressive application of the airplane to oil-field requirements tends to fix this status as production is developed farther and farther afield. That Tulsa is far more than an ephemeral oil town is punched into the newcomer's- especially the Easterner's-mind, as he is whisked by taxi from the railroad station to the Hotel Mayo. The cicadalike pounding of the riveters on the steel skeletons of many skyscrapers, mounting upward to fill the gaps in an already well-developed skyline, dispels the feeling of a new atmosphere and puts him back on Forty-second Street, Michigan Boulevard or whatever his own particular "Main Street" may be along which an American city is being remade. THE terms surface tension .and surface energy are well known when applied to liquids and are generally described by referring to the excess energy of the air: liquid interface as a result of unsaturated molecular forces surrounding the surface molecules of the liquid due to the presence of the air phase on one side. Such unbalanced forces produce the familiar water droplet of spherical form and are generally summed up as a surface tension measured in dynes per centimeter which can be shown mathematically to be equal numerically to a corresponding surface energy expressed in ergs per square centimeter. A specific surface energy, however, is best thought of as the energy necessary to produce one unit of new surface on a substance. Hence, in producing a bubble in a flotation cell the impeller must supply surface energy corresponding to the air: liquid interfacial area on the interior of the bubble. Inasmuch as it is relatively easy to extend or contract the surface of a liquid, there are a number of successful methods for liquid surface tension, or energy, measurement based upon surface deformation. This happy state of affairs does not, however, extend to solids, which are considered to possess surface energies for the same reasons as do liquids, i.e. because of unsaturated ionic bonds at the solid gas interface. As in the case of the flotation cell producing surface on liquids as new bubbles, it takes energy to produce new surface on solids as new particles. As every mill man knows, this surface is produced on mineral solids in a grinding mill by the action of a tumbling mass of iron balls. But here so much energy usually is wasted by the inefficient action of these balls that a large amount of heat is generated, and the surface energy production may be easily confused with the energy necessary to produce this ineffective heat. The tumbling balls and fracturing minerals ultimately take their energy from a rather large electric motor. It has been variously estimated that from 10 to 20 pct" only of this energy from the motor does not appear as heat and may be presumed to appear as surface energy on the minerals present.. Such a production of new surface on the mineral phases is accompanied, of course, by a size reduction that is inevitable as more and more mineral interior molecules become surface molecules by the fracture exposure. This size reduction of mineral particles, although the most obvious feature and perhaps the sole object of the milling operation, is from this energy viewpoint the outward manifestation of the production of surface energy only. Measurement of the characteristic surface energies of pure minerals and their various mixtures in ores would be a step towards understanding of the energetics of the commercial grinding operation. In addition, the characteristic surface energy of a mineral is probably a physical property specific for that mineral, and therefore, from a scientific standpoint, should be measured. It is interesting to note that, in contrast to the large body of work on the surface tensions of liquid systems and biological systems, the field of solid surface energies has been neglected. Prior to. 1920 it is difficult to find more than one or two references to work on solid surface energies in Chemical Abstracts. Since 1920 such references number somewhat less than 100, while those on liquid systems are numbered in the thousands. Much of this apparent neglect of the field of solid surface energies (the term is intended to be somewhat inclusive at this point and refers both to the solid: gas, and the solid: liquid interface) is because of the lack of a reliable method of measurement rather than any lack of scientific curiosity. It was, and still is, difficult to produce new surface on a solid without the simultaneous production of interior changes in the same solid which may consume part of the energy used. Instability effects in semicanductor devices have long been attributed to the motion of charges on or within oxide layers on the surface. These effects are of critical importance in metal-insulator-semiconductor MIS) field-effect devices. For this reason, the capacitance-voltage or the conductance-voltage characteristic of these devices can be used as a sensitive detector to study charge transport and polarization effects in the oxide or insulator. A review is given of the results of such studies of thermally grown SiO2 as well as of other insulating films of importance in silicon technology. Three types of effects are distinguished. The first of these is the drift of mobile cations within the dielectric, examples being thermally grown SiO, which is often contaminated with sodium ions, and a variety of other glasses in which the mobile ions are a part of the glass composition. The second effect is a dipole-type polarization which occurs in phosphosilicate glass films obtained by reacting P2O5 with thermally grown SiO2. The third effect involves the transfer of charges between the dielectric and the silicon electrode. This occurs in silicon nitride and other deposited dielectrics. It is concluded that MIS studies have provided a powerful technique joy the study of charge transport and polarization effects in insulating films. The knowledge gained from these studies has led to an understanding of surface effects on conventional transistors and diodes as well as making possible stable MIS transistors. THE metal-insulator-semiconductor field-effect transistor is conceptually the oldest type of active semiconductor device.' The earliest attempts at making this device were frustrated because of high surface state densities at the interface between the semiconductor and the gate insulation.' However, by using a silicon substrate with thermally produced silicon dioxide as the gate insulation, this problem was solved and metal-silicon dioxide-silicon devices with good characteristics were made as early as 1960. 3 Yet it was still over 5 years before these devices became a commercial reality. This delay was largly due, not to surface states, but to stability problems associated with polarization effects within the insulating layer which caused the threshold voltage of the device to drift under temperature and bias treatments. The solution to these problems has not only made possible stable MIS devices, but it has added immensely to our understanding of failure mechanisms in conventional bipolar transistors and has added to the reliability of ali types of planar devices. In this review, we shall first describe the effects of various types of polarization phenomena on MIS device characteristics. Then, since thermally grown SiO, is by far the most important insulator used in these devices, we shall review historically the type of instabilities which have been observed in thermal oxides, the attempts at understanding and eliminating them, and the present status of the problem. We shall then turn our attention to the various deposited insulators which have been used, including lead glasses, phosphosilicate glass, vapor-deposited silicon oxide, and silicon nitride. Interestingly enough, many of these materials show polarization effects which are quite different from those generally observed in thermally grown SiO2. THE EFFECTS OF POLARIZATION PHENOMENA ON MIS CHARACTERISTICS The simplest MIS device and the one which has been most frequently used in the study of polarization effects is the MIS capacitor. Two modifications of this structure with single- and double-layer dielectrics are illustrated in Figs. l(a) and (b), respectively. The capacitance of this structure as a function of voltage applied to the metal gate electrode is plotted in Fig. 2 for the case of an n-type silicon substrate. When the silicon surface is accumulated (positive bias) the measured capacitance is just that of the insulating layer C. When the surface is inverted (negative bias), the capacitance is that of the insulator and a silicon depletion layer in series CoCs/(Co + Cs). Indicated on the horizontal axis of Fig. 2 is the voltage VT at which the silicon surface becomes strongly inverted. This voltage corresponds to the threshold or turn-on

I WOULD like to spend a few minutes describing to you the present condition which exists in the oil industry and then point out some aspects of this deplorable situation in which I think petroleum engineers can be helpful. As you know, the oil business at this time is in a very critical condition, .due to the tremendous potential production in excess of current demand. This is a world-wide condition as well as a national problem, as it is estimated that the surplus production available for the market in foreign countries is of about the same proportion as that existing in the United States. Due to the inability within the United States to hold production within the bounds of demand prices have been slumping for the last four years and at this time have reached the point where the sales value of the average barrel of crude oil in the United States, is far below the cost, of production. In addition to the large amount of potential production available for the market in excess of demand we have in storage in the United States about six hundred fifty millions of barrels 'of oil. Unless something can be done to limit the amount of oil coming onto the market to a point well below the demand, which point will permit the reduction of stocks, it looks as though the 'oil business is facing demoralization.

Discussion of the paper of Edmund D. North, presented at the Spokane meeting, September, 1909, and published in Bulletin No. 37, January, 1910, pp. 21 to 25. A. SCOTT REID, London, Eng. (communication to the Secretary*) :-As a constructor of several glass mine-models, I have read with much interest the description of the model of the Montana-Tonopah mine-workings by Edmund D. North. As an interchange of ideas and experience is always an advantage, and in view of the fact that such models are coming more and more into vogue, perhaps the following remarks on this subject may prove of interest to mining engineers generally and to Mr. North particularly. In the model of the Waihi gold-mine, New Zealand, which I constructed, a dust-proof case is used. The top, bottom, front, and two ends are of glass; the back only is of wood, painted a dull white, against which the mine-workings show very distinctly. Each mine-level is represented by a horizontal sheet of glass, supported on metal runners fixed to the uprights at each end of the case, in a manner similar to that described by Mr. North. The corner uprights are strengthened by having a metal band screwed to the inside face of each, to which the metal runners or supports for the sheets of glass are screwed in turn. The reason for having this additional strength is that as the mine is developed in depth, and fresh levels are opened, the increasing weight of the glass sheets, added to the model, caused the unsupported wooden uprights to bend slightly, so that the glass sheets-did not fit in with the desired nicety, and co-ordination was, to a considerable extent, lost. Strengthening the uprights in this manner is not important in models of mines in which only a few levels have been opened, or when the sheets of glass are small, but in the Waihi model there are 15 sheets of glass to be supported, and more to be added as development proceeds, and the weight is considerable.

The correct plane for Fig 2b and 2c is the plane in parenthesis above the figure numbers and not that in the figure subtitle. J. T. The fall meeting of the. Institute of Metals Division will be held in Philadelphia on Sept. 30 to Oct. 2. All meetings will be held in the Ritz-Carlton Hotel, Broad and Walnut Streets, which is also the hotel headquarters. As this meeting is being held in conjunction with the meeting of the American Foundrymen's Association, the members of the Institute will have the privileges of the exhibit of the Foundrymen's Association. This, it is expected, will be one of the largest exhibits made in this country. On Monday evening, Sept. 29, there will be a meeting, in the Ritz-Carlton Hotel, of former officers and members of the Executive Committee of the Institute. The importance to the growing steel industry of the United States of a domestic supply of ferro-manganese or "spiegel" of a high grade, induces me to bring to your notice some details of the method by which a superior article is produced in the Austro-Hungarian Empire. At Reschitza, Hungary, and probably at Laibach also (the Krainische Industrie Gesellschaft), ferro-manganese is made in a blastfurnace, with charcoal as fuel, and limestone as the flux. The ore is a ferruginous mixture, containing about 37 per cent. of sesquioxide of manganese. It is silicious, and somewhat, resembles, in its appearance, the manganese ore from Red Island, in the Bay of San Francisco, California. It contains about 29 per cent. of silica and some alumina, shown by the subjoined analysis:

H. L. Burghoff.*—I have a question, Dr. Smith. A number of the alloys you mentioned contain lead, which, of course, is present as discrcte particles. At what level of concentration does lead begin to play an important part in determining these elevated-temperature characteristics ? A. J. Smith.—That is a difficult question to answer because of the complicating features of the alloys that arc lead free. I do not know of any work done on the subject. But for comparison, 85-5-5-5 has about the same characteristics at, say 450°F. as 88-10-2, which is lead free or contains at most 0.30 per cent. Both 85-5-5-5 and 88-10-2 precipitate delta. At the Atlanta Meeting in October, 1895, a short paper was presented by Mr. R. W. Leonard on the " Assay of Auriferous Ores and Gravels by Amalgamation and the Blow-pipe" (Trans., xxv., 645), embodying the results of some very conclusive tests as to the value of the process. His arguments regarding the desirability of the process appear to be indisputable, but the practicability of the field-outfit used by him is open to question. The Province of Ontario, in which Kingston is situated, is still largely unexplored; and at the Kingstoil School of Mining we give much attention to the instruction of prospectors and the testing of ores. The Discrete Element Method is a numerical technique suitable for use in modeling the discontinuum behavior of jointed rock. The disadvantage of this method, in its application to analysis of underground excavations, is the necessity to discretize the complete problem domain. Since the far-field rock responds to the excavation as an elastic continuum, it may be appropriately represented by the Boundary Element Method. This exploits the inherent advantage of the Boundary Element Method in representing a quasi-infinite domain in terms of its internal surface geometry and associated boundary conditions. The procedures employed in developing a first-generation coupled Discrete Element-Boundary Element algorithm are described and the solution to a simple problem verifying the performance of the coupled code is presented. A procedure for numerical treatment of installed support systems is also presented.

ENGINEERING COUNCIL is not "about to die," as some persons are saying. Through a natural and foreseen reorganization, Council is entering a new stage of existence with enlarged power for usefulness. Its early constituents have made it possible for many more of their fellow engineers and men of other technical vocations -to take a- share in its activities, responsibilities and support. A new organization is being set up, but it is really a new embodiment of the same spirit of service. Another step is being taken toward the full acceptance by the technical professions of their obligation to the public and to one another for those services which can -be rendered only through effective organization. A brief retrospect is timely. Engineering Council was established in the spring of 1917, as a department of United Engineering Society in response to requests of its Founder Societies. .It followed various attempts of these societies to deal through joint committees with public questions affect¬ing engineers -and with inter-society affairs. These attempts had very limited results. In the new by-laws adopted by United Engineering Society, the purposes and-powers d-powers of Engineering Council were thus defined: "To provide for convenient cooperation between the four Founder Societies, for the proper consideration of questions- of general interest to engineers and to the public, and to provide the means for united , action upon questions of common-concern to engineers.

It was once aptly said that a sign of approaching senility is ceasing work on a subject and beginning to talk about it. Perhaps that explains why, after many Years in which Part of my duties has been the training of college men in various branches of petroleum exploration geophysics, I have now begun to talk about it. In making an outline of what I believe ought to be discussed under the general heading of the title, I found it almost impossible to subdivide the ideas into an ordered set of discrete subjects. Rather, the pertinent remarks seemed to interlock almost everywhere. The consequence is that it will be necessary to start with the conclusions and then try to justify them by jumping back and forth. However, based on the types of men with whom I have had to deal, the subject naturally divides itself into two parts. In the first part, I should like to deal with the case of those undergraduates whose natural bent is toward the physical sciences and who may decide to enter the geophysical fold as a career. The other part will deal with those many men, geologists and engineers for the most part, who have drifted into exploration geophysics by one means or another, and whom it is necessary to train for geophysical work while they are occupied in their routine jobs. Here it may be in point to remark that most men in exploration geophysics at Present have been developed from precisely the latter group, and that the problem of training here is of great importance even though, in this paper, it will perforce occupy the secondary place. Training oF a Geophysicist The outstanding reason for the perplexing problem on the training of a geophysi-cist is that ideas differ on the answer to the question: "what is a geophysicistp" ln any of the scientific "specialties," like physics, for example, it is relatively simple to pigeonhole a man as being qualified to call himself a physicist. That appellation applied to an individual does not mean that he has mastered only the branches of intellectual endeavor usually associated under the broad name of "physics." we expect him also to have a more than mere acquaintance with mathematics and chemist~ and some understanding of most of the other sciences. But note this important point—we expect our physicist, whom we have chosen as an example, to be intelligently trained so that, if necessary, he can and will know how and where he can get the proper information on a subject in which he is not a specialist; he will know how to absorb that information and turn it to his uses. It seems to me that this is the outstanding characteristic of a man who can truly call himself a scientist: that he is a specialist in one of the broad branches of science in that he has enough training and discipline in the scientific approach so that, when called upon to do so, he can inteugently absorb knowledge from another bordering science (and all sciences not only border upon one another to some extent, but more often, overlap One another), and
