This paper makes no claim to any new idea; it simply reviews the Treasury Department Regulations pertaining to the practical application of depreciation and depletion and other allowances governing taxation of oil and gas properties. Other methods may be existent, but as they may not conform to the legal status they must be discarded. In complying with the present laws governing the industry with regard to taxation and the allowable deductions therefrom, the following considerations are essential: Depletion, depreciation, amortization, other allowances, and items not, deductible. It is definitely understood that depletion is the loss or exhaustion sustained in the continuous operating of an oil and gas property, and that each unit of oil or gas taken out reduces the value of the property until its final exhaustion. Depletion applies only to the natural deposits of oil and gas due to their removal in the course of exploitation of any property. Depreciation is defined to cover the waste of assets due to exhaustion, wear and tear, and obsolescence of the physical property, and is separate and distinct from depletion; its allowance is that amount which should be set aside for the taxable year in such sums as for the useful life of the property will suffice to repay its original cost—or its value as of Mar. 1, 1913, if acquired by the taxpayer before that date—less the salvage value at the end of such useful life. Amortization is allowed for such facilities as were built or acquired on or after Apr. 6, 1917, for the production of articles contributing to the prosecution of the war and, in the case of vessels, those built and acquired after that date. The amount to be extinguished, in general, is the excess of the unextinguished or unrecovered cost of the property over its maximum value under stable post-war conditions. Claims for amortization must be unmistakably differentiated in the returns from all other claims of depreciation. The taxpayer is also required to furnish full information with the claims for amortization to the full satisfaction of the Commissioner. Further reference is directed to the specific rules and regulations for making these claims.

FOR many years more money was spent in the search for and the production of gold than the gold that was produced was worth. The same thing is now true of petroleum. More money is spent for the search and. production of petroleum than the market value of the petroleum produced. The first thought concerning this statement will be that men would not embark in a business in which more money was expended than the value of the product produced. Few people realize that more money is spent in the oil business than the market value of the oil produced. This would not stop the spending if they knew it. Everybody knows that more money goes into a lottery than comes out of it, yet the instinct for gambling is so widespread and so easily excited that lotteries are forbidden by law. The hope of winning the grand prize is what lures men on. The search for and production of oil has become a more frenzied game than the search for gold ever was. THE OIL BUSINESS PAYS NOW BUT THE PUBLIC WILL PAY FOR ALL ETERNITY The public could sit back and enjoy all of this, knowing they were being supplied with petroleum products at less than their real cost, if it were not that our most valuable and least plentiful natural resource is being dissipated at an alarming rate, which is constantly increasing. Here is an industry that for many years has not been governed by natural laws. The so-called laws of individual and mass psychology play a more important role than natural physical and economic laws. Even the law of supply and demand works only in the most remote way in this industry. The oil production business as a whole is now paying the price for this folly; but the public will pay the price for all eternity. The seriousness of this matter, as an outstanding national problem, has been under consideration by many men for a long time, but nothing has been done to conserve our petroleum resources and prolong the supply, although very important steps have recently been taken to make this possible.

THE name "tripoli" is used to designate a number of more or less similar types of silica of sedimentary origin. Usually they are spoken of as "soft" silicas, and are light, very fine grained, porous, and friable. Structure is microcrystalline or cryptocrystalline. The deposits are the residual product of weathering and occur in massive form, either blocky or in friable masses. Tripoli is the end product of the weathering of siliceous Limestones, cherty limestones, or cherts. Weathering removes the calcium carbon- ate, leaving a finely divided siliceous residue to which the name "tripoli" has been applied. Authorities differ as to whether the chert accumulates first and is converted into tripoli or the tripoli is derived by direct decay from various forms of silica during initial weathering of the Limestone. It has also been asserted that tripolis were formed in situ in essentially their present condition as a flocculent, colloidal silica, but it is now believed by most geologists that varying degrees of pressure, combined with one or more methods of origin, have influenced the characteristics of the deposits. Considerable confusion has existed as to what constitutes tripoli. Owing to the similarity of names, tripolite, a type of diatomaceous earth found originally in Tripoli in northern Africa, has been erroneously called tripoli. Tripoli, however, contains no diatoms, the distinguishing characteristic of diatomaceous earth. The material mined in the Missouri-Oklahoma area has been considered by the trade to be the type material, and many feel that the term "tripoli" should more properly be restricted to the product of this region. Although also designated as soft silica, it would be less misleading, perhaps, if the siliceous material mined in southern Illinois were called amorphous silica. Both the Missouri-Oklahoma and Illinois materials are very high in silica. Different in composition, as it is very much lower in silica content than tripoli or amorphous silica, yet included under the classification of tripoli in Bureau of Mines statistical data, is the small but important output of rottenstone in Lycoming County, Pennsylvania. The principal justification for grouping these three types of silica is similarity of use.

Grinding Practice-These tests were run in the 9 ft diam by 8 ft long grate discharge ball mills at Climax. Each mill functions in closed circuit with a 78 in. Akins duplex high-weir classifier, and a circulating load of 300 pct is maintained. The size of the mill feed is 6 pct on 3/8ths, which is ground to pass 28 mesh. Testing Methods-Each grinding section is equipped with a conveyor scale on the ball mill feeder belt, a watt-hour meter on the ball mill motor, and an automatic sampler for the ground product. These instruments are exceptionally valuable to the mill testing program.

Exploration by AS&R of the Nuestra Senora lead-zinc-silver property, located in Cosala District, Sinaloa, Mexico, has proved sufficient ore to warrant placing the mine on an operating basis. Installation of mine plant, concentrator, and townsite, is expected to commence late in 1951. Opening of a lead-zinc property in Nigeria is also being contemplated by AS&R. Private enterprise is being urged by Secretary of Interior Chapman to start a synthetic fuels industry, it is reported. Based on tests at the Louisiana, Mo., plant which produces quality gasoline at costs up to 144 per gal, he predicts that a commercial plant would pay for itself in 10 years.

The application of a simple, two-dimensional computer technique for evaluating rock burst potential in cut-and-fill stopes was investigated. The principal purpose of the study was to compare the effectiveness of high-modulus fill and destressing as aids in the control of rock bursts. Two conclusions that are probably of general applicability are drawn. First, high-modulus fill is ineffective as a means of increasing the mine stiffness and acts to control rock bursts only if it supports enough load to reduce substantially the stresses on the unmined vein material. Second, destressing is most effective if it is performed when the vein material is near the point of failure.

STEAM is, and doubtless always will be, the basic power in the anthracite industry, either directly applied through engines and pumps or electrically. The rapidity with which electric power is being applied to the mining and preparation of anthracite leaves little doubt as to its utility and economy. There is practically no operation, except possibly the drilling of hard rock, that has not been successfully electrified and the matter of drilling is handled economically with electrically driven compressors and the standard compressed-air drills. Conservation and the seemingly ever-increasing cost of production, justify careful consideration of the possible results of the more extensive use of electric power in the industry. It is not planned to discuss, herein, the relative economies of individual applications but to consider the relative economy and flexibility of steam and electric power. The reports available for the year 1920 indicate a production of slightly over 80,000,000 tons of anthracite, of which 8,843,500 tons were used for power and heating purposes; in other words, over 11 per cent. of the production was used at the mines. Some of this was used to generate electric power at the mines, about 160,000,000 kw-hr., while 150,000,000 kw.-hr. was purchased from the public utility companies. One large producer, who is buying some electric power and generating some, used over 13 per cent. of the production for power and heating at the mines. Another producer, where considerable electric power is generated on the properties, is using less than 9 per cent. of the output for power and heating. One of the largest producers has a fuel consumption of over 15 per cent. of the output, besides which considerable power is purchased. A careful study of the field indicates that steam-operated plants use upwards of 13 per cent. of the production for power and heating, while electrically operated plants use about 1 per cent. for heating; so that, for steam-power purposes at least 12 per cent., or 268.8 lb., are used for power out of each ton produced.

For the purposes of this analysis it is assumed that the petroleum industry has undergone a basic economic change whereby the degree of competition present in its operation is reduced by the collective control of production brought about by statme-directed proration. Formerly freely competitive in all its parts, the industry is now fully competitive only in its marketing, its manufacturing and transportation, its search for new oil supplies, its drilling operations (with some qualifications), and its capital movements. The practical problem before the industry in its new status is the maintenance of equilibrium, with planned control of crude-oil production (proration) substituted for competition and price as the regulatory mechanism at one point in the supply-demand system. It is further assumed that proration has become so firmly established in the legal and operating framework of the business that it may be looked upon as an institution. The purpose of this paper is to call attention to the effect of unregulated drilling upon the orderly functioning of proration. Economic Structure of Petroleum Industry The economic structure of the petroleum industry, under the current form of proration, may be visualized, in simplified form, as shown in Fig. 1. This diagram is designed to indicate the existing mechanism whereby supply and demand are equated. Demand is created largely by conditions external to the oil business, whereas supply is conditioned by a series of stages incidental to the discovery, development and production of a resource. The time elements involved in changes in demand and supply are of an entirely different order, the demand factor being much more flexible and "quicker" than the supply factors. It should be observed, also, that the position of price, formerly between "demand" and "supply," has been moved to a sidewise location where it still affects demand but influences current supply only through its bearing upon proration, drilling and search. Proration has been substituted for price as a throttle at the well head, but at this point only. The mechanism now works in this fashion: a declining price stimulates demand and the

Iraq, formerly called Mesopotamia in Asiatic Turkey, became a kingdom under British Mandate after the world war and is expected to gain its independence in 1932 when it enters the League of Nations. The kingdom is shown on Fig. 1 in its relations to neighboring countries, to the Mediterranean Sea and to the Persian Gulf. It is slightly smaller than the State of Texas with its capitol, Baghdad, inland about as far from the Persian Gulf as Breckinridge, Tex., is from the Houston Shipping Channel. The oil fields lie 180 to 225 miles north of Baghdad, or about as far as from Breckinridge to Oklahoma City, and about as far from the Mediterranean as Fort Worth is from Hobbs, N. M. A narrow-gage railway runs from Basra, the Persian Gulf port, to Baghdad. From there another narrow-gage runs into the Kurdish hills east of the Tigris to Kirkuk. A standard-gage, part of the old Berlin-Baghdad system, follows the west bank of the Tigris northward from Baghdad to Baiji, a village about 100 miles south of Mosul. No railway exists between Iraq and the Mediterranean, though the Anatolian Railways in southern Turkey come to within 50 miles of the Iraq frontier and 120 miles of Mosul. Surveys have been completed for a railway through British Mandates from Haifa to Baghdad as well as for a railway through French Mandated Syria from Tripoli to Abu Kemal near the Iraq border. Wagon roads, excepting those constructed by the oil companies, are few and indifferent in Iraq and no road exists across the desert to the Mediterranean, but contrary to prevalent beliefs the surface is firm and free from sand dunes so that motor cars can go almost anywhere in dry weather, with ease. Frequent motor car and airplane service exists between Baghdad and the Mediterranean ports and motor car service may be had between Kirkuk and Nisibin, Turkey, where on two days each week through Wagons Lits service is available to Paris. Baghdad is about 21 days distant from New York City with present transport facilities. D. R. MITCHELL*—The Chairman mentioned that we have had many papers on cleaning of fine coal and treatment of wash water solids. There are, of course, two reasons for that. One is that we have legislation, particularly in the east. that is making us go into these things whether we want to or not. It just so happens at the present time that I have four plants that are going up under my general direction, three new and one rehabilitation job, and in all of them, we have these problems. Therefore, I was very happy to be able to listen to these papers, because some of the things that are in them are going to help me solve some of the problems that I am facing. Of course, the second reason why we are concerned about fine coal recovery is the fact that coal has become a luxury item in a good many places, particularly in the anthracite region, so that we cannot afford to have it go to waste like we did in former years. There is a third minor reason, and that is that we are finding how to handle and use the extremely fine sizes that we did not know how to use in former years. Now, I have a couple of questions that I would like to ask. First, what are the maximum solids that you could have in a pulp going to one of these launder screens? I realize that it would be for anthracite. Second, of course the life of these screen surfaces is not very long— with brass or bronze, I believe it is a week, and with stainless steel, a month. Would it be possible to use screen surfaces like the Bixby-Zimmer round rod for the small sizes and possibly increase the life? Have you experimented with that? Another point that I would like to bring out, both in Mr. Parton's paper and in some of the others, in studying cyclones and any settling apparatus where we use orifices, the life of the orifices is very short, and that is a problem that still has to be solved. AS a member of the Institute and as the president of the National Coal Association, I come before you today in a dual role. As an Institute mem-ber I welcome the opportunity to make complimentary reference to the growing support which bituminous coal operators are giving to programs looking to the advancement of the engineering profession, and to suggest plans whereby these programs may be enlarged to mutual advantage. As a representative of the bitu-minous industry, it gives me special pleasure to express the appreciation of the industry for the services ren-dered to it by members of your profession. Needless to say, there is a close relationship between the engineer and the coal operator. With increasing frequency and in the interests of the industry, the engineer is becoming more of a factor in the business of producing coal. I need look no further for an out-standing example of this encouraging trend than to Samuel A. Taylor, who not only is a bituminous coal producer but also has risen to such eminence in the engineering profession as to have been chosen the head of this great body of technical men, the American Institute of Mining and Metallurgical Engineers. There are many coal operators whom I might mention as having achieved distinction in the engineering world, such as Howard. N. Eavenson, chairman of the .Coal and Coke Committee. And I would be guilty of a serious .oversight if I failed to make reference to Eckley B. Coxe, one of the founders of the Institute in 1871, a prominent anthracite operator and credited with several important inventions. While it is true that a. considerable number of execu-tives of coal-producing companies in this country came up through the engineering ranks. the proportion of mine executives in England, France, and Germany who are graduate engineers is much larger than it is in the United States. In France all members of the staff are engineers and such is the case in Germany up to the owner of the mine. In Germany the owner is not so frequently an engineer as is the rule in France.

THE diamond drilling of certain characters of unstable rock forma-tion, as, for example, the copper-bearing schists of the Miami district in Arizona, is rendered most difficult by what is known as " caving" of the sides of the drill holes. As this caving is very greatly increased by the action of flowing water, it occurred to me, after experiencing a great deal of difficulty with caving in diamond-drill holes which I was drilling for the Miami Copper Co., that if I could substitute air for water, much of the caving-with resultant difficulties, such as decreased speed of sinking and increased consumption. of diamonds-would be overcome. After some experimenting, I found that it was perfectly practicable to substitute air for the water; forcing the air down the hollow rotating rods in the same manner as is done with water, the air passing out around the bit, which is thus cooled, and ascending on the outside of the rods to the collar of the hole, carrying the borings in just as satisfactory a manner as had been done by the water, but without the accompanying destruction or caving of the sides of the drill holes such as had been so generally experienced with the water. When water was encountered in the drilling this water was forced up to the collar just as it would have been had water been used in the .drilling, but with the correspondingly decreased flow there was relatively less washing or caving of the sides of the drill holes. The only change necessary in the arrangement of the drill is that a cross instead of a tee is used at the collar of the hole. A tightly woven jute bag is attached to one arm of the cross, for collecting and filtering the sample; and when drilling in dry ground a jet of water is attached to the opposite arm of the cross, to collect the dust and wash down the sample into the bag. The rods rotate through a stuffing box attached to the upper opening of the cross. The distention of the jute bag by the issuing air indicates the operating conditions as sufficiently as did the flow of water when using water in the drill hole.

GRINDING costs are an important item in cement manufacture, and the cost of power is one of the large items in grinding costs. Even where power is of secondary importance, cost items dependent on mill capacity are influenced by the efficiency with which the mill uses power. Tube mills typify the grinding mills most generally used in cement plants, though other types are in use. Tube mills have been widely criticized as being extremely inefficient, and this feeling regarding them has led to many attempts to design more efficient grinding equipment. Other types may be an improvement over tube mills, but the improvement has certainly not been revolutionary, at least as applied to clinker grinding. The very fact that there is doubt regarding the relative efficacy of various types of mills is an indication that an adequate basis for an analysis of performance is lacking. The development of methods of analyzing mill performance has been hampered by the lack of a suitable method for measuring the work actu-ally done in pulverizing. There has been no acceptable standard to which mill performance might be compared. As a consequence, it was not known whether the margin of possible improvement in pulverizing operations was large or small. Even direct comparison of different types of mills was seldom possible because most plants had only one type of mill for each type of service. Comparisons between plants were difficult because of differences in the grinding characteristics of various clinkers. Some recent developments complete a chain of circumstances that place the cement, industry in a particularly fortunate position for the study of its clinker-pulverizing operations. Modern investigators of grinding phenomena have generally agreed that the best measure of mill performance is the production of new surface. For most materials this measure of performance is largely theoretical and has a rather remote connection with the practical aims of the grinding operation. In clinker grinding, on the other hand, surface area is intimately connected with the properties conferred on the cement by grinding. ALTHOUGH the open-hearth charge contributes CO, C02, H2, and water vapor to the combustion gases and absorbs oxygen from them, in the main the thermal effects in the melting charge and molten bath can be considered independently of those in fuel combustion; the latter then is regarded simply as the source of the net heat required to finish a heat of steel. First of all, it should be remembered that a large percentage of the heat supplied to the bath is furnished by oxidation of the various elements in the charge itself. If this charge consisted of 80 to 100 per cent of hot metal and the oxidation were accomplished by blowing in air or oxygen, as in the bessemer converter, the net heat absorption would be negative; that is, the bath would contribute part of the heat required to keep the melting chamber hot, in addition to that contained in the finished steel and slag. - In actual open-hearth practices, probably the nearest approach to this is in the duplex furnace, charged with bessemer-blown metal and some hot metal, where very little heat is required to complete the refining and nearly all the heat energy from fuel combustion is used to keep the roof and walls of the melting chamber up to around 2900 to 3000 F (1600 to 1650 C), so that the bath will not cool off during the refining. The other extreme is with all-cold charges containing around 80 per cent steel scrap and 20 per cent cast iron or cold pig iron, in which case a very large proportion of the heat in the bath at tap is supplied from the fuel combustion. THERMAL EFFECTS IN MELTING In a typical heat, the fuel furnishes about four million British thermal units per ton of steel produced. The heat required for the metallurgical processes is not easily defined in useful manner but it ranges downward from about one million Btu, depending not only on the charge but on the manner of calculation. The Teziutlan copper-zinc deposit is supposed to be of late Cambrian or early Paleozoic age. The country rocks are a series of schists or phyllites, flat lying and in the form of a plunging anticline. The ore deposit occupies a single horizon in the schist for a known horizontal extent of 1200 meters. Along its strike occur four large lenses or ore bodies. These ore bodies occupy positions along the flank and extend to the crest of the anticline. The primary mineralization is in the form of quartz, pyrite, sphalerite, chalcopyrite and galena, with a few scattered silver anti-monides. Quartz and pyrite form the mineralization between the ore lenses. Ill the ore lenses the sulphides appear as a massive, very fine-grained intergrowth of minerals. The intergrowth suggests a contemporaneous deposition of the heavy sulphides. The grain size, usually under 0.09 mm., makes the separation difficult and fine grinding important. The ore bodies were formed at great depth by solutions probably originating in the same basic magma that gave rise to the dolerite sills that are so common in their vicinity. Introduction The Teziutlan copper-zinc deposit is distinctly different from other ore deposits of Mexico in age and type. Previously stated to be pre-Cambrian in age, it is now quite generally supposed to belong to the late Cambrian or to the early Paleozoic period. Also, in contrast to the usual shallow-vein zone type of mineralization in Mexico, there is here exemplified an intermediate vein zone deposit of copper and zinc. So far as is known, the Tezintlan vein is unique in the history of Mexican geology and in a class by itself, its closest counterpart probably being the copper veins of the pre-Cambrian of Canada. The Teziutlan district is in the extreme northwestern corner of the State of Puebla, Mexico. Teziutlan, the terminus of a branch line of the National Railways from Mexico City, is connected to the mine at Aire Libre by a 17-km. narrow-gauge railroad owned and operated by the Teziutlan Copper Co. Owing to excessive grades on this short linc, Shay-geared locomotives arc used for the transportation of concentrates and supplies.

THE Duquesne property of the Callahan Zinc-Lead Co. is about 20 miles east of Nogales, in southern Arizona. One mine is near the mill, but most of the mill feed is hauled in by truck from a number of small mines. The same sulphides are found in all the ores, in general, but the amounts vary considerably. All ores contain silver, copper, lead and zinc minerals but one mine ships ore high in silver and lead and low in copper and zinc; while another mine ships ore high in copper and zinc, and low in silver and lead. The common sulphides are galena, carrying most of the silver; chalcopyrite; sphalerite, carrying iron in solid solution; and pyrite, in a gangue consisting of limestone, quartz and garnet. Mineralization, is fairly coarse. At the present grind of about 66 per cent minus 200 mesh most of the sulphides are liberated. A small amount of chalcopyrite is locked up with the sphalerite and cannot be liberated at an economic grind, and the copper carried into the zinc concentrate with the sphalerite accounts for the comparatively poor recovery of copper in the copper-lead concentrate. PRODUCTION OF TWO CONCENTRATES The milling problem, which was complicated by the extreme variation in the grade of the feed, was first attacked with the idea of producing a silver-copper-lead concentrate and a zinc concentrate, both with satisfactory grades and recoveries. By February 194I, it was felt that these objectives had been attained, when the grades of the various products and the recoveries were as shown in Table I. [ ] A rough outline of the flowsheet and reagents used is as follows: Minus ¾ -in. feed to a 7-ft. by 36-in. Hardinge ball mill working in closed circuit with a 36-in. Wemco classifier. The classifier overflow passes to the second cell of an 8-cell bank of No. I8 Special Denver Sub-A flotation machines (volume, 22.5 cu. ft. per cell). A rougher concentrate is removed from the second to the fifth cells inclusive, and returned to the first cell, which is the cleaner. (written discussion?).¬Since the efficiency of the different phases of personnel work employed by industrial concerns, which are bringing about greater efficiency and lessening the labor turnover, the latter being intimately connected with "contentment of mind," depends on the individual workman, it is highly desirable, as far as industry is concerned, to keep the workman's mind and body in trim in order to lessen accidents and produce a higher grade of work. Prevention being better than cure, health supervision of the workmen during employment should be maintained by the employers in order that mental alertness and physical well-being may be obtained. I have long believed, from observation in many plants, that when any problem is dependent on the individual workman, what he believes and what he does is vitally dependent on his health. I will follow with much interest what is to be clone in the future in relation to the subject of health supervision during employment (as well as medical examinations at the time of employment), and I hope this idea will be generally instituted in personnel work. A workman with good health and a contented mind should be an ideal component of a progressive industrial concern. The contentment of the workman is fostered by a number of admirable phases of welfare work which are being still further developed. The mental and physical well-being of labor should be the issue in Labor vs. Capital in the new period of the industrial promotion of the United States into which we are now entering.

ALTHOUGH a few engineers have recognized the problem of the mechanism of filtration it has never been studied in a quantitative way. A background for a better understanding will be afforded by a survey of certain fundamental principles of filtration. In recent years, authorities have become practically unanimous in saying that the actual filtering should be done, not by the cloth itself, but by a layer of solid particles deposited upon it. Thus, a cloth may be used in which the openings are considerably larger than the particles to be filtered, provided that groups of particles form an arch or bridge over each opening. This can be accomplished if the initial pressure is so low that the arch will not be broken while it is still thin. According to Wright,1 the chief advantage of this method of filtration is that the open-weave cloth does not become clogged as easily as does one of closer weave, where the fine particles often work their way into the interior of the cloth and become caught there. If the character of the material to be filtered is such that it will not form a good film, then it becomes advantageous to use "filter aids" for pre-coating the cloth with a desirable layer of solids, and the coating need be only of a very slight thickness for good results. Until the film is formed, the first runnings of the filtrate may be cloudy, often necessitating refiltering this portion. A factor which has considerable effect on the performance of filters is the concentration of solids in the pulp. According to Wright, a. high concentration of solids gives a porous cake, since the flow is then slower than with- a thin pulp. The porosity of the cake is also affected by the pressure: a high initial pressure tends to compact the cake, and the same effect results from fluctuations of pressure. In his studies of the relation between pore size and particle size, Hatschek2 observed that the particles in a pulp tend to arrange themselves with maximum cross-section parallel to the direction of flow and that this is more marked at the higher velocities.
