That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

The distribution of tin and iron between slag and metal phases at about 1150°C was studied in pot scale experiments. The distribution coefficient k = (Sn/Fe) In metal X (Fe/Sn) in slag was found to vary from about 300 for metal corresponding to nearly pure tin, to about 100 for metal of about miscibility gap composition (17' 4 per cent Fe). Results conformed reasonably well to a straight line relationship between log k and (l-2NFe), as expected on theoretical grounds, and are consistent with thermodynamic data for the Fe-Sn phase diagram and the reaction Fe + SnO = FeO + Sn.Calculations are presented indicating the feasibility of smelting low-grade tin concentrates in a two-stage counter-current reduction process.

The Martha epithermal Au-Ag deposit contains multiple generations of quartz veins with a range of textures. We examined: +        vein textures, +        crosscutting vein relationships, and +        the paragenetic sequence within the pit walls as well as a wide range of hand specimens. Samples include host rock, breccia, and veins, but these groups are not distinct; instead, they form a continuum.   Veins at Martha mine show a wide range of textures on a local scale; these textures also change significantly over both the lateral and vertical extent of the pit. Common textures include crustiform bands, comb quartz, colloform bands, platy quartz, massive quartz, drusy quartz, sedimentary textures and brecciation.   Vein grades relate to textures. Many textures, including crustiform, platy, cherty, and sedimentary textures display predominantly low grades, but some textures are linked with high grades, such as ginguro, massive and comb quartz where they are associated with visible base metal sulphides and/or electrum. Host rocks and most breccias are low grade, as most samples contain <2 ppm Au.

GENERALThe lode, for purposes of description, may be said to be divided into two portions which are usually referred to as the Southern and Northern Orebodies.The southern ore-body is the larger and in places attains a width of 200 feet. The northern ore-body is, generally speaking, comparatively narrow. These ore-bodies have a northerly pitch of approximately 45' and a westerly dip of 60. In the southern ore-body a grid of ore chutes is provided at 31 ft. 8 in. (5 square set) intervals and this necessitates an elaborate arrangement of cross-cuts, portion of which have to be driven through the foot-wall. Crushed country rock adjacent to the foot-wall makes it necessary for drives to be placed at least 60 feet from the lode.In the northern ore-body the ore chutes are arranged along a longitudinal drive, thus making a much simpler layout. These layouts were described in detail by A. R. West (Proceedings A.I.M.M. No. 117). In opening up a new level from the shaft plat, a heading is extended in a westerly direction until a point approximately 60 feet from the footwall of the lode is reached.At this point the direction of the cross-cut is altered to a bearing approximately 90 to the general strike of the ore-body, and the cross-cut continued until the hanging-wall is intersected. From the information obtained together with that from diamond drilling, the outline of the ore-body is plotted as closely as possible, and this serves as a basis for the layout of the level. Drives south and north from the main cross-cut are made in order to determine the southern and northern extremity of the southern ore-body. The Boston Marine Industrial Park (BMIP) Boat Section, which is part of contract C04A2 of the Central Artery/Tunnel (CA/T) project, is currently under construction in South Boston, Massachusetts (Fig. 1). The Boat Section is approximately 900 feet long and varies in width from about 135 to 185 feet (Fig. 2). The depth to the top of the Boat Section base slab varies from about 28 to 31 feet below final ground surface and about 23 to 26 feet below normal ground water levels. The Boat Section is supported on 578 anchors drilled into the underlying bedrock each designed for a working load of 630 kips. Design and Construction Team The owner of the project is the Massachusetts Highway Department (MHD). The owner's representative is the Management Consultant, Bechtel/Parsons Brinckerhoff. The section design consultant (SDC) consisted of HDR Engineering, Inc. with GEI Consultants, Inc. as the geotechnical subconsultant. The general contractor was the joint venture of Kiewit, Perini, Atkinson, and Cashman. The boat anchors were installed by the subcontractor Delta Geotechnical Services, Inc.

The South African based platinum mines produce the world?s majority of platinum metal that is used in autocatalysts and jewellery. As the platinum market is forecast to grow at healthy rates into the future, the South African producers, Anglo Platinum, Impala, Lonmin and Northam are planning to expand in the next decade. Furthermore a number of smaller producers who are accessing other mineral rights are entering the buoyant market. The South African platinum mines have traditionally exploited the Merensky reef of the Bushveld Igneous Complex (BIC); however, the mining of this reef is reaching depths that require significant vertical shaft systems and costly refrigeration for access to the ore bodies at deeper levels. In the past decade all of the producers have begun to mine the less attractive UG2 reef because of its cheaper mining costs. This UG2 reef contains significant quantities of chromite with typically a chrome-to-iron (Cr/Fe) ratio of 1.35. UG2 ores can contain between 10 and 25% Cr2O3 depending upon the reef width and the selected mining method. It is relatively cheap and easy to extract a portion of the chromite from a platinum concentrator tailings stream at a grade of between 40-42% Cr2O3. However it is only in recent years that some ferrochrome producers have begun to source some of their chromite from the tailings of platinum producers. South Africa is also the world?s largest single producer of ferrochrome and supplies much of the world?s stainless steel producers and thus the growing market for their product. As the traditional sources of high Cr/Fe ratio ores have been depleted at the shallow economic depths and thus have become more expensive sources of chromite, technical developments have improved the ability to use fine chromite economically to make acceptable grades of ferrochrome. Thus UG2 fines are now becoming possible cheap sources of acceptable feed to the ferrochrome industry. The abundance of feedstock for ferrochrome production and the lessening dependence on mined material will impact upon the structure of the ferrochrome business in South Africa. With continued platinum mining from UG2 reefs, South Africa is set to remain highly competitive in the world?s ferrochrome/stainless steel industry.

The uppermost subsoil profiles of the Bangkok plain can be divided into four layers, namely: weathered clay, soft clay, stiff clay, and dense sand layers. The soft Bangkok clay is a normally consolidated marine clay with built-up preconsolidation effects and overlain by a weathered crust. Up to the present, a large number of full-scale tests on excavations and pile foundations has been made by numerous investigators. Based on these results, the available data are reviewed and evaluated. The results show that for test excavations, the excess pore pressures were overpredicted by the existing theories. The vertical and lateral movements in the excavations can be predicted by the bilinear and non-linear finite elements using appropriate modulus values. Relationships among probability of failure, safety factor, and safety margin of the excavation were also obtained. In the case of pile foundations, good agreement between the measured and predicted ultimate pile capacities were obtained for long piles. The adhesion factors ranged from 0.4 to 1.0 while the average skin friction factor was found to be 0.33. The ultimate capacity of the pile was also predicted successfully by using the Dutch cone data. For lateral deflection of piles, Davisson and Gill's theory predicted well in the low deflection zone while Poulos' theory agreed well in the high deflection zone. From the probabilistic analysis of ultimate pile capacity, the probability of failure was related to the central factor of safety. Current trends into mining iron ore have seen an increase in the exploitation of problematic orebodies that would typically be disregarded. These bulk materials cause problems within all facets of the material handling stream, from remains left in train wagons to transfer chute blockages, which can cause costly downtime to mining operations (Roberts, 1998). These problematic bulk materials are referred to as wet and sticky material (WSM) due to the adhesive and cohesive nature they possess. Their characteristics can be computationally expensive to model. With the development of discrete element modelling (DEM), in conjunction with advancement in computational power over the past decade, it is now more feasible to model WSMs into the DEM technique.This research will couple two different contact models that can represent the characteristics of a WSM. These models include the Simplified Johnson-Kendall-Roberts (SJKR) and the Easo liquid bridging contact models. The SJKR contact model is an expanded form of the classic Hertz model. This model includes the tensile forces that are in the contact zone between two bodies when they are separated, which the Hertz model failed to capture (Johnson, Kendall and Roberts, 1971). The Easo liquid bridging contact model accounts for the capillary effects and surface tension that will form between two bodies, such as that of a WSM (Soulié et al, 2006). Both of these models were coupled to give the best representation of a WSM, which was simulated using MoleculeX™ (Chen and Williams, 2017) as the software platform.Additionally, this research also investigated the adhesion of problematic iron ore samples onto impact plates under dynamic conditions. An experimental set-up consisting of an apron feeder and inclined impact plate was utilised, to gain an understanding of the way the material builds-up and the possible modes of failure that could be experienced. This was undertaken for different wall liner materials, wall liner angles and moisture contents of the iron ore samples. From this, a series of DEM calibration simulations were conducted on the experimental set-up and particle size distributions (PSD) of the iron ore samples. El presente trabajo describe la realización del monitoreo de zonas revegetadas de cierre de minas utilizando técnicas de teledetección espacial. El estudio evaluó las áreas iniciales del programa de revegetación final de la minera Yanacocha. Las áreas de estudio son Maqui Maqui y San José, se localizan en la zona este de operaciones y se encuentran en cierre desde el año 200 y son restauradas dentro del programa de revegetación de áreas finales de la empresa. Como parte de la medición del éxito del programa se realiza el monitoreo de las mismas utilizando estas nuevas tecnologías. Por ello, es aplicable como parte de la conducción de los programas de revegetación de los planes de cierre de minas.

Mineralogy, traditionally associated with concentrator studies, is being increasingly applied to problems in pyrometallurgy. Such investigations commonly make use of a number of techniques, and the results are combined for a meaningful interpretation, which can lead to a successful solution for the problem. Mineralogical techniques are described for various pyrometallurgical operations. Examples are given of studies and investigations involving mineralogy in chemical-looping combustion, feed monitoring to platinum-smelting furnaces, and losses to slag in base metal and platinum smelting.

The collection zone residence time distribution (RTD) of mechanical self-aerated flotation cells was characterized for liquid and solid per size class (-45 mm, +45-150 mm and +150 mm). It was found that a single large industrial cell with a volume of 130 to 250 m3, now used in plant operations, can be well represented by an LTST (large and small tank-in-series) model plus dead time. From a scale-up point of view, results showed a similar mixing behavior for industrial cells ranging from 130 to 250 m3. Also, single mechanical cells showed a similar mixing pattern (RTD) when compared to large pneumatic flotation columns. It was confirmed that for practical purposes, the mixing condition in a flotation bank of three or more cells in series can be well described by the classical N tanks-in-series model.

"The “Jameson Cell” flotation cell was developed at Mount Isa Mines in the late 1980’s to address deficiencies in our flotation column installations. Early base metal installations had a variable record. The test work and trials showed they made an improvement metallurgically when operated correctly, but performance of the early installations was hindered by a range of operational and maintenance issues. The installations needed to be more robust, and we needed a better understanding of how to successfully integrate the cells into the plant flow sheet.During the 1990’s, Jameson Cells had great success in coal fines flotation and organic removal in SXEW applications, and became the standard in these applications in Australia. These installations improved the cell design and materials of construction and the cell flow sheet design, to make it low wear with self-regulating control, producing good performance with little operator input.These improvements have enabled a fresh look at the use of Jameson Cells in base metals. Recent new installations have shown significant benefits in “hybrid” circuits, that combine the best features of both Jameson Cells and conventional flotation cells, achieving better overall circuit performance in a smaller footprint than either technology could do by itself.Case studies of successful base metal applications are discussed, using size-by-size mineralogical performance to explain the improved circuit performance. The new methods of flow sheet test work design are also described."

"In many mineral processing plants ore is reclaimed from a stockpile using multiple feeders. The discharge from these feeders is combined onto a single conveyor from which total tonnage is measured. Typically, operators set feeder output ratios to adjust the proportion of total tonnage drawn from each feeder. From a process control perspective, this system is not easy to control because the response time of each feeder depends on the distance from the feeder to the weightometer. This paper proposes a simple and elegant process control strategy to manage feeder ratio changes and the associated long and varying process dead-times. Changes in feeder speed are delayed and filtered to compensate for transport delays between feeders. The strategy was evaluated by simulation and installed on a mill feed system.ResumenEn numerosas plantas procesadoras de minerales, el mineral es extraido desde una pila de almacenamiento usando varios alimentadores. In connection with a Bureau of Mines research program on utilization of Cuban lateritic ores, a comprehensive review was made of the chemical literature on nickel and cobalt. Initially, the review had as its objective the selection, from the voluminous literature dealing with the chemistry of these two metals, of only those references to reactions that were especially pertinent, or at least closely related, to the field of extractive metallurgy. Later, the coverage was extended to include references to the techniques and plant applications of extractive metallurgical procedures for the recovery of nickel and cobalt. In this report, the period from January 1929 to July 1955 has been covered, as it seemed logical that recent literature should be of greatest value. This cutoff date was established in order that the bibiliography could be issued at an early date, inasmuch as currently much work is in progress on the lateritic ores. Later, a supplement will be prepared extending the coverage to about 1900.

While the original purpose of the Bureau of Mines work on fluorine micas was to synthesize large single crystals or film suitable to replace natural muscovite or phlogopite, the objective was broadened to include development of the many possible fluorine micas as a class of new, unique materials. Several methods were developed for the synthesis of the fluorine micas at atmospheric pressure: Solid state reaction, melting in crucibles, internal resistance electric melting, and arc resistance electric melting. The latter two methods are now med commercially. A variety of fluoromicas were synthesized by isomorphic substitution including disilicic, trisilicic, and tetrasilicic. Fluorophlogopite, KMg3AlSi3O10F2, is the fluoromica most widely used. While most of the fluoromicas are completely stable to water, many water-swelling fluoromicas and fluoromontmorrilonoids were synthesized. Single crystals or film of the fluorine micas were grown to 2 inches or more by a number of methods, but none has as yet proved economical. In the report, detailed data and descriptions are given on compositions, syntheses, products, and uses, and on the properties including physical, dielectric, chemical, X-ray, optical, and structural.

The major purpose of this bulletin, as indicated in the preface by Dr. John W. Finch, Director of the Bureau of Mines, is to give a critical review of the coal-mining methods used in the principal producing countries of Europe, to describe the reasons underlying the adoption of these methods, and to contrast them with coal-mining methods employed in the United States. The report includes discussions of various subjects intimately related to coal mining, such as geology of the principal coal fields; production and resources of the several countries; mine safety and health research; Government mining regulations; mine inspection and rescue procedure; safety lamps; fixed lighting methods under-ground; testing electric motors, mining machines, and mining explosives for permissibility; and special mining hazards, such as explosions of gas and coal dust, mine fires, instantaneous gas outbursts, ground movement and surface subsidence, and bumps. Commercial, economic, and labor problems of European coal mining, including miners' output, wages, and social-insurance schemes, as well as cost of mining, prices of coal, etc., are briefly described. It will be noted that data on most subjects are not given for Russia, which has become an important coal-producing country, owing to the lack of reliable published information concerning Russian coal mining.
