The Bureau of Mines investigated the availability of the land in south-central Alaska for exploration and mineral development of locatable minerals under State or Federal laws. The land ownership for an area of nearly 72.5 million acres in south-central Alaska was divided into 3 availability categories and 15 subcategories. In July 1985, 31.0 million acres of the study area were available for mineral exploration and development, 6.2 million acres were available with restrictions, and 35.3 million acres were unavailable. About 23.6 million acres in the study area are underlain by mineral terranes. About 9.9 million of the 23.6 million acres are available for mineral entry, 2.4 million acres are available with restrictions, and 11.3 million acres are unavailable. While much of the land currently classified as unavailable will be reclassified once it is conveyed to the State or to Native corporations, about 22% of the unavailable lands underlain by mineral terranes are now Federal parks, preserves, wildlife refuges, wild and scenic rivers, and military lands, all of which are considered permanently unavailable for mineral exploration and development.

This report presents the results of a study for the Bureau of Mines to compare loan terms for non-fuel mineral projects in developing countries, from various International Financial Institutions (IFIs), and from private sector commercial sources. The study compares IFI and commercial loan terms for seven mineral projects in developing countries. The International Financial Institutions represented are: ? International Bank for Reconstruction and Development (World Bank) ? International Finance Corporation (IFC) ? Inter-American Development Bank (IDB) ? Asian Development Bank (ADB) ? International Monetary Fund (IMF) In addition, the costs of financing for these mineral projects were compared with the costs of long-term debt to the five largest U.S. mineral producers.

A wide range of minerals is found within the Republic of South Africa, many of which are exploited to a greater extent than in similar deposits found elsewhere. It is often asked whether this is atributed to the high grade of the ores encountered in this country, or whether such factors as fiscal and Infrastructural incentives create an economic climate that has en bled the mining industry to successfully extract and market minerals at a profit. This paper views South Africa's mineral resources in a regional and global context In an attempt to place the country's geological wealth in perspective. The deposit, which is devoid of direct surface expression, is located at the unconformity between the Lower Proterozoic (Aphebian) Wollaston Group meta-sediments and the Middle Proterozoic (Helikian) Athabasca sands tone, at a depth of 410 m to 450 m below surf ace.AI the end of 1984, the deposit had been defined by 105 mineralized holes over a length of 1800 m and a width of between 25 m and 105 m. It has the shape of a flat-lying lens 5 m to 30 m thick and shows a remarkable longitudinal and latera continuity from the information obtained to date. A well-defined bulge of the unconformity underlies the mineralized zone over its entire length.The deposit appears to be controlled by an east-west-trending structure within which a particular rock facies (""augen gneiss"") has developed in the graphitic metapelites of the Wollaston Group. It is surrounded by a strong alteration halo affecting both sandstone and basement, characterized by extensive development of Mg-A I rich clay minerals (illite-chlorite).The mineralization is hosted principally by the Athabasca sandstone, and consists mainly of uraninite and sulfo-arsenides of nickel and cobalt.Numerous geochemical and geophysical surveys have been carried out in the Cigar Lake area, and no specific geochemical or geophysical anomaly can be directly associated with the mineralized body, although there may be locally a good coincidence. New approaches in the last decade have led to the supplemental use of raw coal as a direct energy source in several iron and steelmaking processes. The dependence on more expensive coke and electricity is being progressively reduced. The Technology Venture of Klockner Werke and CRA has pionered several of these developments and is pushing ahead to processes for scrap melting and direct smel- ting of iron where coal is the ONLY energy source. Such complex developments depend strong- ly on the experience gained in the simpler but related processes for coal use already in operation. The longer term implications of a successful coal-based direct smelting process for the world steel industry are substantial.

The analytical variability encountered when sampling for platinum-group metals (PGM) was statistically evaluated during a 1983 study by the Bureau of Mines and the University of Alaska. Sampling procedures were designed to systematically incorporate commonly used reconnaissance exploration techniques under actual field conditions. Analytical variability was evaluated at each procedural step. Analytical data from each sample from a single deposit grouped relatively well around the calculated mean for that deposit. Standard deviations did not exceed 43 pct of the mean for any of the deposits; more commonly, the deviation was about 25 pct. Statistical treatment of the data by analysis of variance indicated the most important source of error is selection of the sample site. Two or more replicate samples appear necessary to adequately quantify the PGM content. Secondly, significant variation occurs during preparation of a pulverized split for fire assay. The optimum sample size was in the 11-lb range; larger samples did not appreciably reduce variability. Smaller samples generally indicated a higher degree of variability. Evaluation of the sample method suggested the common grab sample, if carefully taken, is a useful indicator of the general range of PGM concentration but potentially includes a considerable margin of error.

MESA Corporation has completed a four-year program for the Bureau of Mines to develop a technique for measuring roof competence in underground coal mines. The preferred technique employs a tracer gas that is injected into a roof borehole drilled near the working face. The tracer gas performs the dual purpose of determining the pressure loss rate from the borehole and of marking the diffusion pattern of the the escaping gas. The primary detection technique relies upon observation of the rate of pressure drop in a hole drilled in the roof strata under test. If this measurement indicates a significant probability of roof collapse, the gas diffusion pattern is outlined with the Leak-gun tracer-gas detector. These two techniques provide a comprehensive method for predicting the relative probability of roof collapse in operating coal mines.

INTRODUCTION Today, conventional raise boring is an accepted method of development in underground mines and on major construction projects. Over the years that this technique, and its associated machines and tools, have been under development, many articles have been written on the subject. To a great extent, these papers have reported operating results of one or more specific projects or have been generalized reviews of state-of-the-art machines and tools. This paper is intended as a review of the technique from an operational standpoint. Conventional raise boring, as opposed to the related variants box hole drilling and underground blast hole drilling, is a two step process consisting of the pilot hole drilling and reaming cycles. This author has covered the subject of pilot hole drilling in another article (1) . A good review of the current machines and equipment has been presented by Monroe (2) and an overall review of this entire technology was published by E&MJ (3) and Mining Journal, April, 1983 (4) . The subject of the reaming cycle is presented here together with some of the technical aspects of how the drilling tools are intended to be used. In 1984, at the request of Bureau of Land Management, the U.S. Bureau of Mines studied the 13,730-acre Burnt Lodge (MT-065-278) Wilderness Study Area (WSA) in order to evaluate the mineral resources. The WSA is located in Phillips and Valley Counties, MT, about 55 miles south of Malta adjoining the Charles M. Russell National Wildlife Refuge. It is underlain by near horizontal sedimentary beds of the Hell Creek Formation, Fox Hills Sandstone, and Bearpaw Shale. No mines or prospects were found in the WSA. Bentonitic beds were examined, but are generally less than 1 ft thick and, except where exposed, are deeply buried. Kaolin-bearing sandstone in the Colgate Member of the Foxhills Sandstone was sampled and may have potential for use in structural clay products. However, remoteness and inaccessibility of the area make it unlikely that the material could be economically extracted even though some of the material is marginally useful.

To determine the availability of lead and zinc from demonstrated resources, the Bureau of Mines evaluated 235 mines and deposits in 31 market economy countries. Of the 235 mines and deposits evaluated for this study, 186 were evaluated as zinc operations, 30 as lead operations, and 19 as copper operations. Demonstrated lead-zinc resources of market economy countries in 1981 were approximately 4.3 billion metric tons (t) of ore containing 221 million t of zinc and 97 million t of lead. Of these amounts, approximately 154 million t of zinc and 70 million t of lead are estimated to be recoverable. The analyses indicate that demonstrated resources in market economy countries should be sufficient to satisfy projected demand for primary lead and zinc through the balance of the century. The U.S. lead industry will continue to have a comparative advantage over the rest of the world industry, barring any drastic increase in the cost of compliance with pollution control regulations. It appears that the comparative disadvantage faced by the U.S. zinc industry will probably intensify owing to the relative quantity of lower cost zinc resources in other countries, especially Canada, Australia, Mexico, and Peru.

Many of the difficulties faced by the U.S. mineral industry in 1982 and 1983 emanated from the worldwide recession, from the high value of the U.S. exchange rate, and, in part, from actions taken by foreign governments to protect selected industries. While some problems will be minimized with continued worldwide economic recovery, others remain and may require special attention by U.S. policymakers. These problems include declining U.S. production capacity in selected mining and mineral processing industries, the impact of the high value of the U.S. exchange rate, and protectionist trade practices by competitor nations. Illustrative of the last is the International Trade Commission (ITC) determination in June 1984 that both the domestic steel and copper industries have been substantially injured by foreign imports. In its July 1984 recommendations to the President, the ITC suggested higher tariffs and quotas for 5 years on 70 percent of steel imports but conditioned the aid on cost-cutting and modernization steps by the domestic industry. In the copper decision, two commissioners recommended increased duties, two recommended that quotas be imposed, and one recommended that no relief be provided. The President decided in September to seek voluntary restraint agreements with nations that export steel to the United States and rejected both quotas and higher tariffs on copper imports. General Economic Setting This decade opened with the U.S. mineral industries struggling to deal with double-digit inflation, record high peacetime interest rates, and almost 7 years of oil-cartel-induced energy price increases that seriously affected the profitability of energy-intensive industries such as mineral production and processing.

Discarded automobiles represent the greatest single resource of reusable metals, plastics, and rubber in the United States. This report presents results of Bureau of Mines research, conducted from 1965 to 1983, on separating and recovering useful materials from the scrapped hulks, using old and new metallurgical techniques combined with standard scrapyard methods. The Bureau determined the materials composition of three composite cars designated as circa 1960, mid-1970's, and early 1980's, and used these cars to study smokeless incineration and hand-sorting techniques. In studies on treating rejects from automobile shredders, the Bureau designed a process that included air classification, water elutriation, magnetic separation, handpicking, and heavy-medium separation, and also investigated cryogenics and liquation. Complete recovery of cop-per and other metals was economically made by hand and tool dismantling, leaching, or selective melting of starters and generators. Techniques are also discussed for plastic recovery and waste tire treatment.

This report describes the design, development, manufacture and incorporation of noise control features on a jumbo drill and the results of successful tests of this drill in surface and underground mines. The noise-reducing features developed under this program are applicable to future designs of jumbo mounted drills that can be cost effectively manufactured and have the potential to reduce noise levels at the operator's position from 115-120 dBA to 95 dBA or less without a reduction of currently attainable drilling rates.

Volume II The purpose of this study is to explain reasons for the productivity differences in mining crews. The literature on group productivity is examined. Then a new approach to estimating productivity differences is proposed and estimated across seven different mines. The results indicate a fairly robust model in terms of explanatory power. Recommendations on how the model can be used as a managerial tool are presented.

The U.S. economy continued to grow moderately in the third quarter, but at a slightly higher rate than in the previous quarter. According to the Department of Commerce's preliminary estimate, real gross national product (GNP) grew at a seasonally adjusted annual rate of 3.3% during the third quarter of 1985, compared with a revised 1.9% for the second quarter and 1.6% for the third quarter of 1984 (table 1). Civilian unemployment dropped from the constant 7.3% rate between February and July to 7.0% in August and 7.1% in September. Employment on nonagricultural payrolls continued to increase (table 2), resulting in a continued rise in personal income, which in turn supported growing consumer purchases. Although purchases of services continued to provide the underlying foundation for the economic growth, the manufacturing sector received additional stimulus from significant increases in consumer purchases of durable goods, particularly automobiles. The increased demand for durable goods resulted in significantly higher industrial production for August and September, compared with levels attained previously this year (table 3). Capacity utilization increased to 80.5% in August but returned to 80.2% in September, matching the 1985 low previously reached in July (table 4). The real net export deficit grew only $0.2 billion in the third quarter; at $34.0 billion, however, it continued to exert a negative influence on the economy. On September 22, in an effort to reduce the deficit and make U.S. goods more competitive on world markets, the U.S. Government agreed to cooperate with the Governments of France, the Federal Republic of Germany, Japan, and the United Kingdom in attempting to lower the-value of the dollar in relation to other world currencies. Low inventories, rising factory orders and construction spending, the possibility of a lower U.S. dollar, and aggressive automobile production plans announced by domestic producers for the fourth quarter indicate the potential for an increase in manufacturing activity in the United States.

The U.S. economy made significant progress in 1984. The current-dollar gross national product (GNP), the market value of the Nation's output of goods and services, increased almost 11 percent over that of 1983 to slightly more than $3.66 trillion (table 1), and the real gross national product increased almost 7 percent.2/ Such rapid growth in real GNP has not occurred since the early 1950's. Real final sales increased only 5 percent during 1984, and real business inventories increased $24.8 billion ($57.9 billion in current dollars). Total employment of 106.7 million was an all-time record, and the unemployment rate declined from 9.5 percent in 1983 to 7.4 percent in 1984. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services (-$62.5 billion) and even larger negative net exports of merchandise (-$107.6 billion). The strong dollar and the substantial increase in net imports of goods and services helped reduce U.S. inflationary pressures and provided a major source of loanable funds for financing domestic private investment.

The Bureau of Mines is conducting research to improve technology for the recovery of strategic and critical metals, such as cobalt, nickel, and chromium, that are lost in bulk and particulate superalloy-type scrap because it has not been possible to process mixed contaminated scrap efficiently. The research approach involves melting and casting mixed superalloy scrap into soluble anodes for electrodeposition of Ni-Co alloys by controlled-potential electrolysis. The initial experimental results described in this report are from electrolytic tests us-ing alloy anodes cast from elemental nickel, cobalt, and chromium, the main constituent metals of superalloys. Baseline data and operating parameters are necessary for Ni-Co and Ni-Co-Cr alloys before detailed experiments can be conducted on the more complex superalloy scrap. This basic research assessed the effects of cathode potential, S04:CI electrolyte ratio, electrolyte pH, stirring rate, deposition time, cathode current density, and chromium concentration on cathode current efficiency, alloy deposit composition, and deposition potential at a cell temperature of 55° C.

Volume I This report presents the first national survey of miners' attitudes and opinions about their-work. The goal is to present attitudinal data that bears on coal production. Interviews were conducted in 26 mines with 2,000 miners. High levels of cooperation were exhibited by management, union and the employees. Data are presented about miners' attitudes about general aspects of their work such as pay, supervision, their jobs, etc. Another section of this report reviews opinions about specific aspects of work performance. Recommendations are presented.

The potential for large-scale fires in underground fuel storage and fuel transfer areas prompted the Bureau of Mines to study fire hazards in these areas and devise improved fire safety technology for use in these areas. This report describes the Bureau's research to characterize and quantify fire hazards in fuel storage and fuel transfer areas, develop guidelines for safe and efficient fueling system design, prepare specifications for automatic fire sensing and suppression systems for these areas, test prototype systems in the laboratory and in underground mines, and perform cost-effectiveness evaluations of the devised technology.

Free carbon added to the ferrochrome powder produced more M7C3 carbides than did material contained in surfacings made from ferrochrome alone, and improved the wear resistance. Several white iron powders with greatly reduced chromium contents also white iron contain-M7C3 carbides. One derived from white iron powder had wear resistance to that of weld-deposited hard facings. Among the parameters investigated, surfacing thickness was found to have a or influence on diffusion of elements out of the , microstructure, and wear resistance. The results of field tests on bucket-wheel excavator teeth and plowshares with cast-on hard surfacing are given.
