"FOUR PAPERS ON CEMENTED BACKFILL were given at the Annual General Meeting of The Canadian Institute of Mining and Metallurgy in 1970:Weaver, W. S., and Luka, R., ""Laboratory Studies of Cement-Stabilized Mine Tailings"".Pasieka, A. R., Beattie, H. F., and Espley, G. H., ""Cemented Hydraulic Backill within the Falconbridge Group of Companies"".McLeod, P. C., and Schwartz, A., ""Consolidated Fill at Noranda Mines Limited (Geco Division)"".Clement, W. P., and Sokoloski, R., ""Pumping Cemented Backfill"".These four papers give the impression of a development in mining technology that has been substantially completed. Somewhat over ten years ago, The Inter-national Nickel Company of Canada, Limited and Falconbridge Nickel Mines Limited started experimenting with the addition of Portland cement to mill tailings to produce improved backfill and cheaper floors for scraping. Shortly after, the Canada Cement Company Limited (now Canada Cement Lafarge Ltd.), with full support of the two mining companies, started an extensive research program to provide the technologic-al data necessary to exploit what was obviously going to be a significant development in mining technology."

The Bureau of Mines' Oil Shale Data- Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. Although the thoughts and efforts of the great majority of people in many parts of the world are today directed toward killing each other, the purpose of this paper is to discuss means of conserving human life. In a world of turmoil and strife, we find time to discuss and make plans to achieve our objective -prevention of the "sacrifice" of life through avoidable accidents. The word" sacrifice" is used here advisedly, as one meaning of the word given in the 1942 edition of Funk and Wagnalls New Dictionary of the English Language is "the act of giving up some desired or valued object for the sake of *** future good." As everyone agrees that life is man's most priceless possession, one wonders if past sacrifices have been in vain. It appears that life is cheap in America; it is cheap because some of the industrialists are too much concerned with making a profit to devote much time and thought to conserving human life; it is cheap because some labor leaders apparently are interested solely in personal power and prestige; it is cheap because a great many workmen fail or refuse to cooperate energetically with the various organizations interested ill; their safety and welfare; it is of little value because, individually and collectively, we are indifferent to our responsibilities toward our fellow men.

A cross-discipline approach combining geology, metallurgy and mine planning, geometallurgy is seen as the next logical advance in improving the design and operation of mining businesses. This rapidly evolving field is focused on realising the value that has often been lost in the chasms between the aforementioned technical silos. When successful, the geometallurgical approach promises the ability to tailor mining and mineral processing development and operational options more closely to the characteristics of the resource with resulting lower costs (both capital and operating), improved recoveries and fewer project failures.As with any technological (or managerial) change, there will be side effects from the success of the geometallurgical approach that will impact areas beyond obvious linkages between geology and processing. Some of these effects have the potential to be beneficial to the resource industry and society in general. Beyond the basic geometallurgical promise of closer alignment between processing design/strategy and the multivariate 3D spatial characteristics of the mineralisation, this paper discusses the broader implications and ramifications of the emergent geometallurgical approach: enhancing exploration and discovery; improving project development success; achieving sustainability in an industry working with non-renewable resources; in a world of increasingly hard won license to operate, improving the management of potentially harmful by-products and waste materials (with knock on effects for proactive management of closure issues); smarter approaches to energy management and thus optimisation of projects with respect to carbon footprint; and potential to re-value assets and thus realise a strategic advantage in the area of acquisitions, divestments, mergers and take overs. The authors strongly believe that companies that actively engage with the above issues (and ensure that technical efforts in the area of geometallurgy are not isolated from the larger value chain activities of the firm) will be able to exploit the opportunities that consequentially arise. These early adopters will gain first mover advantages. Firms taking the broad view of geometallurgy will have an opportunity to maximise stakeholder value and win greater success than their less insightful competitors.

MODERN advances in practically all lines of industrial development have occurred in such rapid succession, and have been accepted so readily as accomplished facts, that a retrospect surprises us, by showing how comparatively few of the acknowledged factors of improved conditions may be considered as old. While these advances have not been confined to any country, they have been more pronounced in some than in others, and nowhere more so than in the United States, the population of which, having multiplied nearly three-fold between 1870 and 1910, demanded a proportionately greater increase in materials, supplies, and manufactured products. It therefore appears desirable to discuss mainly conditions in the United States, as concrete evidence of industrial progress throughout the world. Looking backward for but three generations, we may trace the introduction and development of canal- and steamboat-navigation; railroad-transportation; artificial illumination beyond that furnished by candles and lard-oil; quick communication by mail, and subsequently by telegraph or telephone; the manufacture of iron, beyond forms of small dimensions; the production and utilization of steel in large quantities; the economic use of mineral fuel, oil and gas, etc. The practical coincidence of the fortieth anniversary and the 100th technical meeting of the American Institute of Mining Engineers, offers temptation to recall and compare the conditions of mining and metallurgy in or about the years 1871 and 1911. A complete resume would cover phenomenal changes in mining-methods and equipment by which the output of individual exploitation has grown from scores to hundreds and even thousands of units in equal time-intervals. M Y DUTIES, as a member of the Department of Franco-American War Cooperation of the French High Commission were to study the copper and brass industries of America from the mining of the various non-ferrous metals to the semi-finished, or finished materials. In the pursuit of these studies, it was my privilege to visit a number of industries and organizations in different parts of the country. I first visited most of the Eastern copper refineries that were supplying the Allies with vast amounts of metal. These works are producing their material by the multiple or the series process, although the first method predominates. But, regardless of the process employed all the plants attain an exceptionally high standard of quality in their production. One of the points that particularly attracted attention was the manner in which improvements could be traced from the older worlds to the more recent ones. The impression was that, thanks to a spirit of broad-minded cooperation between the principals of the companies and frequent exchanges of views between members of the staffs, all persons interested benefitted by the experience thus gained, to the advantage of the community at large.

Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

By arrangement between the Ontario Mining Association and Messrs. John Taylor & Sons, Mining Engineers, 6 Queen Street Place, London, E.C.4, the writer was engaged for a period of not more than three months to report on the rockburst situation in Ontario mines. This was later amplified, by mutual agreement, to include, at the expense of detail, visits to the larger camps where rockbursts had not occurred, to get a general picture of conditions and to discuss the subject with operators in their respective areas. Progress of Bureau of Mines research related to oil and gas during the past fiscal year has been marked by the publication of more than 40 reports on the various phases of the work . These include papers dealing with the production of oil and gas , transportation of gas , chemistry and refining of petroleum , thermodynamic properties of hydrocarbons , and the processing and utiliza- tion of helium . As an additional service to Pennsylvania oil operators , a new suboffice was opened in Bradford , Pa . , during the year . With this addition , the work of the Petroleum and Natural Gas Branch of the Bureau of Mines is now conducted in two large stations , the Petroleum Experiment Station , Bartlesville , Okla . , and the Petroleum and Oil Shale Experiment Station , Laramie , Wyo . , and three field offices and laboratories at San Francisco , Calif . , Dallas , Tex . , and Franklin, Pa., and two suboffices, Wichita Falls, Tex., and the newly opened suboffice at Bradford, Pa. In addition, this Branch operates large-scale helium-production plants in Texas, Kansas, and New Mexico, and maintains ex- tensive helium-bearing gas reserves in Texas and New Mexico. All helium opera- tions are supervised from headquarters at Amarillo, Tex. A small headquarters staff is in Washington, D. C. A backward glance at the road traveled during the past several years by the Petroleum and Natural Gas Eranch of the Bureau of Mines brings out a general background for the events of the fiscal year 1949. Throughout the fiscal year 1945, the activities of the Branch were still mainly concerned with such war activities as making special field studies for the Petroleum Adminis- tration for War, finding ways of increasing rates of production, and supplying data pertaining to the manufacture of aviation and jet-propulsion fuels. A period of adjustment came in 1946, characterized by a turning from war to peace procedures and efforts to give wide distribution to technical facts ob tained in wartime research; also, there came a realization that the demands of war had broadened the horizons of research. This was emphasized in 1947, when a peacetime program was restored, based upon the long view of the Bureau's place as a research agency in oil and gas. Close attention was given to tech- nical detail in 1948, and emphasis was placed on maintaining a balance between the industrial need for technical knowledge and Governmental-research possi- bilities in the fields of (1) withdrawal of petroleum from natural deposits, (2) utilization of petroleum and its products, and (3) commercial utilization of helium. Studies of petroleum production and utilization and helium production and utilization are the normal functions of the Branch. These functions (sometimes expressed in different words) have been the mainstay of this organization since initiation of the work. The details of approach vary with changing conditions, but, fundamentally, the functions have been the same in both peace and war. The work of the past fiscal year has emphasized the advantages that accrue when Government and industry join in a wise use of technical and scientific knowledge gained through research. Outstanding evidence of the beneficial results of cooperative effort by the Bureau of Mines and various organizations is found in the following typical examples, the details of which are discussed in the body of this report. Working in close cooperation with operators along the Gulf Coast, the Natural Gasoline Association of America, and the National Association of Cor- rosion Engineers, the Bureau found, through field testing, that corrosion protection by means of chromates in high-pressure gas-condensate wells costs less than $1 per million cubic feet of gas produced. Laboratory experiments to measure the corrosion effects of carbonic and propionic acids on various steels and alloy steels gave data that will serve as guides in the selection of new. materials for the construction of well equipment to be tested by industry under actual service conditions.

"Silicosis was first reported by the ancient Greeks and is apparently as old as human history. The prevalence of this illness peaked in the last half of the 19th century and the early part of this century, when mechanized industry was developing and the relationship between dust exposure and disease was less well understood. Yet, even today in devel-oped countries, sporadic outbreaks of silicosis occur when workers are consistently exposed to silica particles of respir-able size (0.5 to 5.0 µm in diameter) at levels exceeding those recognized to be safe.Silicon dioxide or silica. is the earth's most abundant mineral. Silica is considered to be either free (i.e.. unbound to other minerals) or combined. Minerals with high amounts of free silica include quartz (including granite) flint. Chert, opal, chalcedony, and diatomite. Combined forms of silica are called silicates and include, among others, asbestos talc and kaolin.In the crystalline form, silica exists as quartz, cristobalite, and tridymite (Fig. 28). Of these quartz is ubiquitous in the environment and occurs as sand and as a part of many rocks. Cristobalite and tridymite occur naturally in lava and can be formed by the heating of quartz or amorphous silica. Cristo-balite is more tibrogenic than quartz. Amorphous silica is noncrystalline and, therefore, is relatively nontoxic and does not cause silicosis. It occurs as diatomite (skeletons of pre-historic marine organisms) or as vitreous silica (glass), the result of carefully melting and then quickly cooling free crystalline silica. Heating diatomite with or without alkali (a process known as calcining), forms cristobalite and adds the respiratory toxicity of free crystalline silica.There are many opportunities for occupational exposure to respirable crystalline free silica. Some of the commonly en-countered occupations in which the risk of silicosis exists are reported in Table 20.Silicosis. the pulmonary disease caused by the inhalation of silica particles of respirable size, is most commonly cate-gorized by findings on the chest radiograph. The most typical presentations simple silicosis and progressive massive fibrosis appear different radiologically but are grouped under the category of classic silicosis because they are a part of the radiographic spectrum of this illness. Radiographically, simple silicosis appears as small (less than 10 mm in diameter), rounded opacities, typically predominant in the upper lung zones. Progressive massive fibrosis is the result of the coalescence of these small nodular opacities and appears as larger opacities (more than 10 mm in diameter), again typicallydistributed in the upper lung zones."

The practical concern of economic minability of large, high-grade manganese nodule deposits in the northeast Pacific Ocean is addressed in this Bureau of Mines report. Principal objectives are to (1) estimate tonnage and grade of deposits with significant potential and (2) describe and estimate profitability of operations designed to mine and process deposits with greatest apparent potential. Analysis of data from over 800 ship stations identified three areas for detailed study. Average metal contents of these areas range from 1.30 to 1.45 wt pet nickel, 1.00 to 1.24 wt pct copper, 0.21 to 0.26 wt pct cobalt, and 26.8 to 27.8 wt pct manganese. Estimated recoverable nodule resources are 67.0, 66.9, and 148.8 million dry metric tons (t). A system to mine, transport, and process nodules from the three sites is described and costed. Although hypothetical, the system utilizes hydraulic mining and Cuprion (Kennecott) processing, which have been successfully tested at pilot scale. Nickel, copper, and cobalt are the three primary products, but ferromanganese is a considered option. Estimated capital requirements are approximately $1.5 to $1.7 billion for three-metal production. If ferromanganese were recovered, an additional investment of about $130 million would be required. Operating costs range from $71 to $83 per dry metric ton of nodules without manganese, and from $103 to $123 per dry metric ton with ferromanganese. Discounted cash flow analyses predict low returns, ranging from 2.7 to 5.2 pct with ferromanganese and from 4.1 to 6.0 pct without.

By now the term AFMAG has been fairly well introduced to the mining industry. Several papers have been presented and published concerning AFMAG (references 1 and 2). However, the term AFMAG remains rather new to the industry, and the exact place which AFMAG occupies in the minerals exploration field is still somewhat uncertain in the minds of many who may have use for this new and interesting method of electromagnetic exploration for conductive minerals. It is the purpose of this paper to again review the basic theory of the AFMAG system, to describe and - illustrate the equipment and data presentation as used in aerial surveying, and to provide some idea of the cost and nature of airborne AFMAG surveys. This paper is primarily of a general descriptive nature and presents AFMAG theory in a schematic rather than mathematical form; emphasis is placed on the equipment, the present method of data presentation and survey operations, since it is believed that such, information will now generally best serve to inform the mining industry of the characteristics of the AFMAG system.

Living and killed organisms, particularly microorganisms, and extracellular products derived from the organisms are increasingly finding use in minerals engineering. Goals include both enhancement of mineral processing/11.ydrometallurgica,l operations and remediation of mineral industry wastes. Some of the applications, such as biologically assisted leaching of ?sulfide ores and bioxidation of refractory gold ores, are well established commercial ?processes used around the world. Others, such as the use. of organisms for the removal of heavy metal ions from dilute aqueous streams, are nearing commercial application. Many other uses of microorganisms and. their derivatives are potentially possible. These include use of microorganisms in flocculation or flotation of minerals., remediation of organics potentially discharged from mineral engineering operations, degradation of cyanide, the recovery of bitumen from heavy oil reservoirs and tar sands and the solubilisation of lignites and low rank coals. In order to fully exploit these many possible uses of organisms and their derivatives, extensive fundamental .and .applied research work exploring the fundamentals, potential and practicality of the various possible uses of microorganisms in mineral engineering should be vigorously pursued. ?

In 1987, the U.S. Bureau of Mines began a study of the 4.0 million acre Toiyabe National Forest located in eastern California and western Nevada. This report is a compilation of published, company, and field data for part of the Paradise Range, Nevada. The information is intended to aid the U.S. Forest Service in their long range management of minerals and augment the USBM data base. The Paradise Range study area, located 60 air mi northwest of Tonopah, NV, encompasses about 100,000 acres of which approximately 71,000 are administered by the USFS. The area is in the Basin and Range Province and consists of an east tilted block of sedimentary, metamorphic, and volcanic rocks which have been intruded by granitic rocks. Three major mining districts, the Ellsworth, Gabbs, and Fairplay are in, or extend into the study area. The earliest recorded mining activity occurred in the Ellsworth district in the early 1860's. Commodities produced from the study area include gold, silver, copper, lead, zinc, mercury, tungsten, iron ore, magnesite, and brucite. The Phelps Stokes Iron mine has produced about 1.1 million tons of iron ore, the Baxter-Hancock mine has produced over 10,000 stu WO3, and the Gabbs Brucite-Magnesite mine has produced millions of tons of brucite and magnesite. Numerous other mines have produced, but quantities are relatively small. According to company information the Gabbs mine, currently producing, has brucite-magnesite reserves that will last at least 50 years at current mining rates. One hundred thirty one million tons of identified copper-molybdenum resources exist at the B.C. Springs prospect according to company information, but molybdic oxide (Mo03) prices would need to double or triple from the current $3.00-3.10 per lb before mining of the deposit would be economical. Most company exploration activity in the study area is now focussed on precious metals. Active, or recently active mining claims appear to cover more than one-half of the 100,000 acres studied.

Past failures of coal refuse embankments have resulted in more intensified efforts in inspections of coal refuse sites. Inspections, however, are mainly qualitative and time consuming. In August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photointerpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Bibliographies of literature reviews in the area of past coal refuse embankment failures, monitoring instruments and methods, and photogrammetry are included.

THE study of diamond drill results at the Lake Athabaska property of Athona Mines, Limited, and the co-ordination of information secured, has demanded extensive application of methods for interpreting true conditions, both structurally and from the point of view of ore outlook. This work was in charge of a capable engineer, who, as the result of exhaustive study of the drill cores, has been able to issue maps and plans exceeding the expectations of the majority of engineers and geologists who visited the field during the past summer (1935); that is, having in view the fact that staking of the property had been completed but a few months beforehand and that geological conditions were practically unknown up to the time drilling began in April. The following pages present an outline of the work of the assay and engineering offices in co-ordinating and interpreting the results of the drilling. The writer desires to acknowledge the suggestions offered by A.P. Beavan, geologist and engineer at Athona Mines, whom he assisted during the drilling campaign, and also the co-operation of the drilling contractor's employees. The geological map, mine plans, and forms accompanying the paper are from the Company's engineering office files.

I. INTRODUCTION. THE central power-station. of the De Beers Consolidated Mines, Ltd., was designed and built under my supervision about five years ago. Since no detailed description of this plant has ever appeared, it may possess sufficient interest to warrant its publication, even at this late date. Although some additions may have been Blade to the plant, the following account, prepared from my notes, and accurate up to May, 1905 (at which time I severed my connection with the De Beers Com¬pany), will, I think, be found substantially correct. Certain local conditions governing the design of this plant should be stated first. If. GENERAL CONSIDERATIONS. The climate is hot and dry. The .region around Kimberley is arid and water is very scarce. The supply obtained from the mines contains so much material in solution that it is unfit for use in boilers or condensers (although tests recently made with a water-softening plant, built by Hans Reisert, of Germany, would indicate that water thus treated is suitable for boilers). And the amount of water required for concentrating about 30,000 tons of ore per day is so large that the question of adequate water-supply for this power-station had to be carefully considered. The rainy season extends from December to April, and the rainfall averages about 15 in. per year. Droughts are frequent; and in some years there is scarcely any rain at all. The water-supply for the town of Kimberley is brought from the Vaal river, 16 miles distant, and pumped into town by a private water company. The charge made for water, which is

Records show that much of the lead produced in the Upper Mississippi Valley lead-zinc field was taken from natural openings along crevice systems at shallow horizons or at the surface. During the early history of the district, the shallow deposits were worked intensively; but in recent years the production of lead, except as a byproduct of deeper mining for zinc ores, has not been significant. Considering the methods of early mining, the character of mineralization, and the fact that galena can still be found on the surface of the old digging areas, it was reasoned that enough mineralization might remain on and above bedrock to permit, through the use of modern equipment and methods, economical re-treatment of surface material in the digging areas.
