Introduction In 1986, the US economy passed the $4 trillion mark. However, the value of domestically processed materials of mineral origin fell slightly to $240 billion. The value of metals produced from US ores was unchanged at $5.6 billion, as was recycled scrap at $4 billion, while the value of industrial minerals rose slightly to $17.9 billion. Consumer demand strongly affects mining and the US economy is relatively saturated with longlived products. Moreover, in recent years there has been a steady increase in consumer, mortgage, and federal debt, inhibiting new purchases of goods. Motor vehicles and housing are major traditional markets for mineral materials. However, the 242 million US citizens already possess 170 million licensed motor vehicles and 92 million dwelling units. In 1986, domestic motor vehicle production fell 3%, to 11.3 million units, while new housing starts rose slightly to 1.8 million units. Nearly all mineral commodities move relatively freely in world trade. As detailed in Figs. 1 and 2, in the last three decades world production of major mineral materials has greatly increased. At present, substantial excess productive capacity exists not only in the US but also in many other countries. Consequently, the US mineral industry is encountering increasing competition from other sources, along with increasing competition from newer, engineered materials. For example, US production of plas¬tics has risen from 900 kt (1 million st) in 1950 to 22.7 Mt (25 million st) in 1986 - on a volume basis significantly greater than steel. Plastics, too, are mineral-based materials, some 7% of petrochemicals going to their manufacture. 1986 saw increased calls for protection. But President Reagan, in his 1987 State of the Union Message and Economic Report to the Congress, reaffirmed adherence to a policy of free and fair trade. However, he stressed the need for increased efforts to open foreign markets to US exports and to increase competitiveness of US industry US imports of mineral-based minerals in 1986 were valued at $40 billion and exports at $24 billion. Strategic minerals As detailed in Fig. 3, imports supplied a significant proportion of total US consumption of several important materials, including many classified as "strategic and critical." There were no changes in stockpile policy during the year. Congress debated the President's 1985 proposals to reduce stocks of World War II-type materials and to focus more on high technology materials needed for the cutting edge of future military material. But no final action resulted. However, Congressional concern about apartheid in South Africa did result in increasing pressure to limit imports of South African minerals. Meanwhile, the National Critical Materials Council in the Executive Office of the President intensified its efforts to be better able to advise the President. "1. IntroductionThe Falconbridge Owl Creek open pit gold mine is located 17 km northeast of Timmins and 2.5 km west of the Kidd Creek metallurgical site. Diamond drilling first commenced in 1964 with open pit production commencing in 1982. Other operations within close proximity are the Canamax-Pamour Bell Creek Mine and the Falconbridge Hoyle Pond Mine.Since 1982, 1,216,000 tonnes assaying 4.5 g/t have been processed in six concentrators. This paper summarizes the metallurgy achieved with special emphasis on some of the unique problems encountered in the processing of this refractory ore.2. GeologyThe Owl Creek deposit, located 3 km north of the Porcupine-Destor fault is in easterly trending carbonaceously altered volcanic and sedimentary rocks. The deposit strikes east and dips steeply north.The ore body can be best described as a wedge shaped sandwich of volcanic basalt between the surrounding sedimentary greywacke. The north and south volcanic-sedimentary interfaces are marked by graphitic zones. The south graphitic contact is more continuous with its thickness varying from 5 m to 20 m as compared to 0.5 m to 3 m to the north. Quartz veins occur throughout the deposit with a predominant vein running along the south contact where it is characterized by numerous graphitic inclusions. Some veins carrying gold values intrude into the sediments in the north. With depth the sedimentary and volcanic zones taper while the quartz-graphitic zones appear to become more dominant."

There are no large rivers in Western Australia capable of supplying water for processing magnetite ores. If sea water is used there are severe corrosion issues and the requirement to wash the concentrates with potable water. If groundwater is used there is a need to treat the water and sustainability is an issue for large projects because of potential drawdown of the aquifer.If sea water is desalinated the cost of the water is high because of the power requirement. At the same time the necessity to conserve water has lead to flow sheets where all of the tailings have to be filtered to minimise the water requirement.Managing the various water qualities and optimising water recovery and quality has resulted in optimising the water balance and issues meeting environmental obligations. Reverse flotation is a critical final step in reducing the silica level in the final concentrate and requires good quality water.

Discrete (digital) signal processing techniques are proving to be very valuable tools for miners using the block cave method. Waveform analysis of different measured signals associated with active mining provides valuable information on production dynamics and safe operation of the mine. For example, correlation of the three-dimensional surface displacement velocity waveform and the production output waveform reveals a remarkably predictable time-varying physical process. In this paper, the authors discuss the signal processing techniques used to study these relationships, as well as the related implications for mining.

The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

As expected from similar crystal structures and favorable atomic size factors, titanium, vanadium, and molybdenum are completely soluble in one another above the transformation temperature of titanium. The fl phase parameters of the continuous solid solution are shown graphically. Limiting compositions for retained fl phase have been determined. VANADIUM and molybdenum both have body-centered-cubic structures at all temperatures and, from the atomic diameter comparison factor, 3.9 pct, would be expected to form a complete series of solid solutions. The existence of complete solubility has been confirmed by work' at the Jet Propulsion Laboratory. Furthermore, vanadium and molybdenum have favorable atomic size factors to form complete binary solid solutions with the B phase, high temperature form of titanium, which also has body-centered-cubic structure. Pietro-kowsky and Duwez' and Hansen et al." have established the existence of the complete series of solutions in these binary systems. Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. "Mineralogical characterization and metallurgical extraction of silver is challenging due to its complex mineralogy and chemistry. Over 200 Ag-bearing minerals have been identified and a silver-rich ore body would typically contain 5 to 10 different silver minerals. Silver can occur not only as discrete microscopic (visible) silver minerals but also as submicroscopic (invisible) silver in other minerals. During processing, silver may form passivation compounds such as silver hydroxide, silver sulphide, jarosite-like silver sulphate, silver halide or silver cyanide precipitate, all of which may negatively impact on silver extraction. Knowing the deportment of silver in the ore and its metallurgical products is important in flowsheet design and plant optimization. This paper begins with the classification of silver ores and minerals and a review of processing techniques, and focuses on the major mineralogical factors to explain why and how these factors affect silver extraction. Case studies are provided to demonstrate the application of silver process mineralogy in flowsheet design and plant optimization.INTRODUCTIONSilver was known to and utilized by mankind since ancient time. Actually, it was one of the earliest metals discovered and utilized by mankind after gold and copper.Silver is the whitest metallic element. It is rare, strong, corrosion resistant, and unaffected by moisture, vegetable acids, or alkalis. Silver is also resonant, moldable, malleable, and possesses the highest thermal and electric conductivity of any substance. The chemical symbol for silver is Ag, from the Latin argentum, which means white and shining. Although silver does not react with many chemicals, it does react with sulfur, which is always present in air at trace amounts. The reaction causes silver to tarnish, and consequently it must be polished periodically to retain its luster.Silver possesses many special physical characteristics and qualities that make it useful to a variety of industries. The photography industry is the biggest user of silver compounds. Silver forms the most light-sensitive halide salts, which are essential to developing highquality photographic prints. Silver also has the highest electrical conductivity per unit volume of any metal, including copper, so it is used extensively in electronics."

A paper presenting an overview of legislative and best practice approaches to the management of OHS&E and business risk for Australian tunnelling operations. Best practice can be achieved in Australian tunnelling through ærisk awarenessÆ by decision-makers and line personnel. This will identify problems before they occur and lead to implementing controls appropriate to avoiding loss throughout the life cycle of the underground opening. The author draws on legislative approaches from all Australian states together with practical experience from risk management and risk engineering work from six recent tunnelling projects. This describes a process that:commences with concept risk assessment,involves quantification of major hazards,conducts assessments of operating risks, andleads to implementation of an integrated management system that keeps construction activities connected with the controls identified in the design and planning phases and minimises the losses sustained as a result. Cooling of critical furnace equipment to produce freeze lining is of particular interest as many metallurgical processes are intensified while attempting to prolong campaign life. This idea was combined with high-capacity heat pipes in the design of a copper slag launder. The design methodology of the launder and heat pipe cooling system is examined in this paper. With reliable material properties and operating conditions, CFD was used to quantitatively predict the skull thickness and the corresponding heat load applied to the slag launder. The operational limitations of heat pipe technology were considered and an appropriate cooling system was incorporated into the model. Parametric modeling was used to simulate several launder and heat pipe configurations. The generated results were then used to optimize the design of the launder, which was built and tested in August of 2005. The experimental performance of the cooling system is evaluated and compared with the model results.

Coal bumps are brittle, violent failures associated with high stresses and competent host strata. To study bump mechanisms, conditions in the vicinity of a deep longwall mining face in bump-prone strata were monitored using three discrete systems. First, a microseismic monitoring network recorded mining-induced seismic events throughout the mine and surrounding strata. Second, pressure variations and distributions on the longwall shield legs across the face were recorded. Last, tomography surveys imaged seismic transmission properties ahead of the face. Results from the three systems were correlated in an effort to increase understanding of mining-induced stress redistribution and bump potential. An initial, one-week study showed that the correlation between averaged tomogram values and seismically active areas had a coefficient of correlation (R) of 0.89. Further results of these studies demonstrate that the tomography system is capable of imaging heavy shield-leg loading and bump-prone conditions prior to them disrupting the face operations.

Several deep Swedish cut-and-fill mines experience severe ground control problems, including roof collapse and wall sloughing, as a result of variable rock quality and high in situ stresses. A project to examine the problem included two main areas. The first was prediction of mining conditions at depth and the adaptation of cut-and-fill mining to such conditions; the second was the assessment and improvement of support methods at present and future depths. Simple, elastic, mine-scale numerical models were used to optimise stope sequencing and more detailed, stope-scale models to simulate the failure processes around a stope and the interaction of rock mass and support. Kristineberg was chosen for testing and calibration of the predictive methods because of its long history of severe ground conditions and the large base of observational and monitoring data available for comparison. Horizontal cut and fill was found technically suitable to depths beyond 1 000 m and economically viable if ore value covers support costs. Stability can be achieved with the present support technology down to 1 000 m but the 7-strand 15.2 mm cables have poor deformation properties (5% failure strain) compared with rebar rock bolts (17%). Reducing the intervals between levels from 100 m to 50 m will cut support costs and improve production reliability and capacity. Simulation of sill-pillar mining indicated that conditions would be most severe when pillar height was reduced to 15-20 m; mining of a sill pillar has been carried out successfully to the last 3 m, whose extraction is planned for the near future

Microseismic monitoring and evaluation is one aspect of the National Institute for Occupational Safety and Health (NIOSH) research program. Roof falls are often preceded by a period of elevated microseismic activity, but not all periods of elevated activity result in a roof fall, nor do all roof falls occur after some amount of elevated activity. The objective of this study is to review periods of elevated microseismic activity and determine whether fracture activity rate can be used to anticipate the initiation of roof falls. The study was carried out at an underground limestone mine where major roof falls are associated with excessive horizontal stress. The progression of roof falls was detected by the microseismic signature produced by the rock falling from the mine roof onto the mine floor, which is termed a roof fall impact event. A total of nine elevated fracture activity periods that resulted in seven major roof falls were examined. It was observed that elevated fracture activity preceded the initial roof fall impact event in three out of four major roof falls. The initial impact event was not identified for the remaining three roof falls. Fracture event rates were analyzed and a roof fall alarm trigger of five fracture events in a ten minute time period was established for this test case. The fall alarm trigger was tested against six of the elevated activity periods. Four roof falls occurred in the six periods of elevated activity, and two would have triggered the alarm before the roof fall occurred, while two false alarms were generated. The results show that limited success would have been achieved by the microseismic system as a roof fall alarm trigger. However, the trigger would have been successful at warning of the onset of elevated activity, allowing mine employees to respond appropriately. The study highlighted some issues with implementing such a system in an operating mine, including the need for real time identification of fracture related microseismic signals among mining induced signals, and accurate location and identification of fracture clustering.

The Swedish mining companies LKAB and Boliden, the equipment supplier Atlas Copco, the general contractor NCC and the specialist company Reflex joined forces in 2005 to advance the field of rock technology for the purpose of mining and underground construction. The creation of the company Rock Tech Centre is part of the strategy developed by the Swedish mining industry to strengthen co-operation with industry, academia and society. This paper outlines the current R&D strategies developed for the industry in general, discusses what focus areas are selected and provides some details on the current RTC project portfolio, especially faster and better drifting.

Probably over 95 percent of the coal production of the United States depends upon the use of explosives before it can be placed in the railroad car at the mine, and up to the present time it has been impossible to obtain Pry kind of practicable explosive that isn't dangerous unless handled carefully. In other words, no "foolproof" explosives have been found to date and inspection of the accident records of the coal mines of this country indicates that the use of explosives in coal mines has taken a sad toll of lives. ACCIDENTS PROM EXPLOSIVES IN COAL MATES Of the 2,000 to 2,500 persons killed annually in the coal mines if the United States, 100 to 125 have been killed from explosives without an explosion of gas or dust; these accidents have been due to misfires, hangfires, premature blasts, or accidental setting off of explosives through carelessness or otherwise (but chiefly through carelessness in some form). In this type of accident the flame character of the explosive is not necessarily involved, although an unexpected or premature blast is initiated much more easily with black blasting powder, which has a long flame, than with a permissible explosive, which has a flame much shorter and of briefer duration. By far the greater number of such accidents are caused by black blasting powder or dynamite rather than by permissible explosive.

A detailed examination of carbonic acid leaching of crude iron-containing magnesia derived from Savage River magnesite shows that the rate and extent of magnesium and iron dissolution are affected by the slake time, leaching temperature, carbon dioxide pressure, pulp density and rate of agitation. In order to produce high-purity magnesia from the leachate by precipitation and calcination, the optimum leaching conditions, which are those that yield maximum magnesium and minimum iron dissolution, have to be a compromise in terms of the above parameters. For example, iron dissolution can be limited by leaching at an elevated temperature (-45°C), but because the maximum concentration of magnesium biearbonate decreases rapidly with an increase in temperature, it is necessary to use a low pulp density (-2 per cent solids) in order to achieve an acceptable degree of magnesium dissolution.Evidence is obtained that iron dissolution involves the formation of a soluble ferric bicarbonate complex that decomposes at elevated temperatures. The extent of iron dissolution is much higher than might be expected and it is probably because the original magnesite contains siderite in solid solution with the magnesite; on calcination, the hematite whieh is formed is in a very finely divided condition and hence more reactive.

The state of Pennsylvania was at one time one of the leading coal producing states in the east. However, legislation and industry trends over the last 10 years have adversely affected the amount of bituminous coal mined in Pennsylvania and the whole eastern United States. The application for and approval of a new mining permit is a very costly and arduous task. When a new mining operation is established it is crucial that nothing within the operator’s control causes the operation to stop producing. This paper discusses the action taken by a small mine in Pennsylvania when their blast induced vibrations rose to levels that typically would have resulted in a total mine shut down by the regulatory body governing such operations.
