A great many labor leaders and others advocate shot-firers as the acme of relief for all the dangers connected with solid shooting, and where large quantities of powder are used in one blast in coal mines. Legislative bodies in several mining States have enacted laws providing for shot-firers in mines under such circumstances, the blasting to be done at night after the miners have left the mine. With all due respect to the opinions and honesty of purpose of these advocates of shot-firers, it is evident that a great many of them are not considering this important question in the broad sense it deserves and should be considered.

There are many technologies available today in terms of fire and life safety in road tunnels. So many in fact that it is becoming more and more difficult for clients and contractors alike to determine what they want and what they need. From a clientÆs perspective, fire and life safety is about protection to its infrastructure and to the public at large. Conversely, the contractor is looking to meet its æfit for purposeÆ or ædeem to complyÆ requirements in the most economic and practicable way. Practices regarding fire and life safety in road tunnels have undergone a degree of transformation during the last decade or more throughout the world. This transformation has largely been driven by a series of catastrophic accidents such as the major fires in Europe including the Mont Blanc Tunnel, Tauern Tunnel, Saint-Gothard Tunnel, and now most recently in the CityLink Tunnels in Melbourne. International guidelines produced by organisations such as the Permanent International Association of Road Congresses (PIARC), the European Union, the International Tunnelling Association (ITA) and the US National Fire Protection Authority (NFPA) now provide clients, owners and designers with the tools required to define and specify the required fire and life safety systems in road tunnels. The majority of these tools are based on risk assessment and risk management. Recent road tunnel projects within Australia, however, have not referred solely to such guidelines. Clients have opted to prescribe different or additional fire and life safety requirements within the projectÆs technical specification documentation (project requirements), leaving designers and contractors with little room to implement alternatives or substitutions. Further, these project requirements are largely dictated by practice established on previous road tunnel projects within Australia. This paper looks at the current international guidelines and practices and undertakes a comparison with the EastLink tunnels in Melbourne and other road tunnels within Australia and makes assessment on whether Australian methods are the most appropriate for clients and contractors alike. Focus is directed to the key elements of fire and life safety such as:traffic envelope, barrier arrangements and emergency walkway provisions;deluge systems;drainage systems;fire rating requirements;tunnel ventilation systems;cross passage provisions;fire safety assessment;critical intelligence systems including help phones, CCTV, incident detection, tunnel signage, etc; andexternal tunnel control systems.

A manutenção de monumentos e obras históricas deve ser executada com o uso de argamassa de cal, devido à sua maior permeabilidade e por preservar as características originais da obra. Entretanto, o uso de revestimento de tinta acrílica comercial sobre esta argamassa interfere na permeabilidade da construção como um todo, por vedar a superfície das paredes e tetos, internos e externos. Como uma alternativa que permite maior permeabilidade, tem-se a tinta à base de solo, constituída de água, cola branca e solo rico em silte e argila. O presente trabalho tem como objetivo quantificar e comparar as permeabilidades de amostras de argamassa de cal revestidas com tinta acrílica e com tinta de solo. Usou-se o método do tubo de Karsten para medir a permeabilidade dos dois revestimentos em comparação com a argamassa de cal sem revestimento. Os resultados dos ensaios indicaram que o revestimento de tinta à base de solo apresenta permeabilidade significativamente maior que a acrílica, sendo então mais indicada para o uso em restauro e manutenção de edificações históricas.

Roast-reduction smelting (RRS) of nickel concentrate, combined with flash smelting of copper concentrate, was one of the process options that Inco considered as a means of meeting its 1994 sulfur dioxide abatement target at its Copper Cliff operations. RRS involves deep roasting the nickel concentrate in fluid bed roasters. The roaster off-gas is heated in a sulfuric acid plant, and the low sulfur calcine is reduction smelted with coke in an electric furnace to yield a sulfur-deficient matte. The latter material is converted to Bessemer matte in Peirce-Smith converters, with minimal evolution of sulfur dioxide, and the converter slag is reverted to the electric furnace. Excellent nickel and cobalt recoveries are obtained. This paper discusses the development of RRS, including extensive commercial scale testing at Inco's Thompson Smelter, and its key operating parameters.

The primary objective of this study is to "evaluate the influences of different equipment systems on prime farmland subsoil compaction due to surface mining in the Midwest." The study is centered on four mine sites each utilizing a different combination of equipment for soil removal and replacement. Subsoil compaction is the primary focus of this research effort. Primarily owing to physical location, it is difficult to alleviate the increased compaction directly below the topsoil in reclaimed soils. Different equipment combinations cause varied effects when soils are replaced during surface mining activities. By collecting field data within a statistical framework, the effects of different equipment combinations on subsoil compaction can be evaluated and conclusions drawn. This research effort evaluates a comparison of natural and replaced soils by moist bulk density data. This comparison centers on changes in bulk density and texture to a depth of 48 inches. For each study site a complete case study is provided for use in data correlation and interpretation. Basis for this research effort centers on four (4) major experiment designs: o Comparison of soil bulk density values for three distinct equipment systems evaluated on the same general soil types (i.e. scrapers, bucket-wheel excavators and end-dump haulback); o Evaluation of the effects of soil replacement in repeated lifts using scrapers; o Presentation of bulk density values representing soil compaction for four (4) equipment systems (i.e. bucket-wheel excavators, draglines, scrapers and end-dump haul back) on four separate mine sites in the midwest; o A prediction analysis model is developed for subsoil bulk density following reclamation based on equipment characteristics and a statistical evaluation of texture. The soil data base of information includes data from the 1982 Bureau of Mines study entitled, "Impact of Surface Mining on Soil Compaction in the Midwest" as well as data from this research project. The final report is synthesized through an analysis of field data, statistical analysis and literature review. The final report focuses on the interpretation of results for practical application by government and industry.

THREE regional meetings are planned for this summer and fall following the spring meeting held under the auspices of the Iron and Steel Committee and the Ohio Section at Cleveland in April and in lieu of a general fall meeting of the Institute. Plans for all of them are maturing rapidly. Excellent programs and. interesting visits to points of local tech¬nical interest are already assured. THE SALT LAKE CITY MEETING This meeting will be under the auspices of the Milling Committee and the Utah Section. It will be one of the features of the joint convention held the week of August 22 to 26 with the Western Division of the American Mining Congress. The National Institute for Occupational Safety and Health (NIOSH) identified hearing loss as the most common job-related disease in the United States in its 1996 National Occupational Research Agenda. Previous studies by NIOSH have shown that operators of surface drill rigs without cabs are commonly exposed to A-weighted sound levels exceeding 90 dB. During hammer-drilling, A-weighted sound levels exceeding 100 dB were recorded at the operator station. NIOSH collaborated with a local drilling company to design and install a partial cab between the operator and the drill steel in an effort to reduce the sound level at the operator station. Sound level measurements in the field show the partial cab reduces the A-weighted sound level by 5 to 9 dB at the operator’s left ear and 2 to 5 dB at the operator’s right ear while hammer-drilling. This paper briefly discusses the preliminary design of a cab and the testing of materials for construction of the prototype. An explanation of the ideas behind the prototype design and fabrication are covered. Finally, the field test method and results are discussed in detail.1

All mining and quarrying operations that employ blasting to fragment and move broken ground have a price to pay for æby-productsÆ such as vibration and noise. These æby-productsÆ cannot be eliminated but they can be controlled and modern blasting techniques have improved to the point that excessive environmental restrictions can be adhered to whilst maintaining acceptable production rates and quality. Accurate measurement is the key to control, and as the environmental limits are becoming tighter, the proper way to measure vibrations from blasting operations becomes an integral part of the mining or quarrying operations. The basic vibration monitoring system consists of a primary sensor connected to a data logger and computer software for the analysis of the signal received and recorded. Currently, as with all fields of measurement, much improvement has occurred over the past decade, and electronic devices are much more accurate and reliable. Data analysis has also improved considerably with the computing power that is available to field operatives today. Mounting the primary sensor has been often overlooked in supposed æstandardsÆ with procedures such as double sided tape, resting on a flat surface provided the vibration level is less than a given amount. But if it is worth going to the expense of the monitoring equipment and manpower, surely it is worth a little extra effort to ensure the primary sensor is coupled to the ground effectively. The primary sensor must move with the ground and measure this movement; so if the primary sensor is allowed to move without respect to the ground (ie poor coupling to the ground) then a false record of the physical event will be measured. This scenario can easily be a practical reality if the primary sensor coupling method to the ground is not effective. In this study a number of mounting methods were fabricated and connected to similar data monitors and a series of ænormalÆ production blasts were used as the vibration source. These mounting devices were measured against an in-house procedure (the æstandardÆ) and the relative merits compared. A laboratory investigation was also carried out to look at the physical parameters of the æsoil and their effect on vibration attenuation of the in-house standard method.

Many future and current block and panel caves extract ore from veined rock masses. These rock masses are composed of open joints forming blocks or rock with healed networks of veinlets. These two types of discontinuities pose a challenge for rock mass characterisation and classification due to difficulties in distinguishing actually open joints from healed but weak veins when diamond core drilling and excavation blasting practices disturb the rock mass. The inability of separating characteristics of open joints and healed veins has often resulted in an underestimation of the rock mass quality and as a consequence led to inappropriate assessments of rock mass response to mining (ie rock mass behaviour) and consequently deficient excavation stability assessments and ground support designs. In this paper, guidelines are provided to improve the characterisation and classification of veined rock masses. It is shown how veined rock masses can be mischaracterised resulting in often incorrect forecasting of rock mass behaviour. Following this, the classification of veined rock masses is examined. It is shown how the primary classification systems (ie Q – Barton, Lien and Lunde, 1974; rock mass rating (RMR) – Bieniawski, 1976) may not lead to reliable ratings in veined rock masses if care is not taken to differentiate between open joints and veins of varying strength. Examples are provided to illustrate how the Q and RMR systems are insensitive to veining. Results of the study of chloride ion concentration effect to osmium-187 sorption from wastewater of copper smelter with use of foreign anionites of different basicity and structure are presented in the work. It was found that the increase of chloride ion concentration in the wastewater helps to increase recovery of osmium using anionites regardless of their nature. The ways to intensify the process are proposed. The method for osmium elution from the anionites with potassium iodate solution was developed. It was shown that the method lets to recover up to 99% of osmium from the anionites. Recommendations for selection of eluents for better recovery of osmium from the anionites were elaborated. Several water treatment options have been studied and piloted. A process based on activity of sulphate reducing bacteria combines sulphate removal and heavy metal removal in one process step. The anaerobic bacteria reduce the sulphate to sulphide and consequently metal sulphides will precipitate. The final design for the commercial scale plant is described.

The schlieren technique describes an optical analysis method designed to enhance light distortions caused by air movement. The ability to visualize air flow has significant implications for analyzing underground mine ventilation systems, including the enhancement of surveys and models. Currently, traditional schlieren methods are impractical underground. Background oriented schlieren (BOS) provides a solution to this problem. BOS requires two primary components, a professional quality digital camera and a schlieren background. A schlieren background is composed of a varying contrast repetitive pattern, such as black and white stripes. This background allows the camera?s sensor to capture minor light diffractions, such as those caused by air flow. Although BOS shows great potential for ventilation analysis, sensitivity is an issue. This paper seeks to validate the BOS technique for imaging flow through a regulator by comparing BOS images with traditional schlieren images. This paper also outlines initial experimental efforts used for the validation.

This report documents a preliminary hydrologic investigation of an area where longwall mining methods are to be used. The scope of work includes: determination of physical and chemical characteristics of major soil types in the area; determination of physical and chemical properties of surface water bodies; collection of geologic characteristics, including stratigraphy, structure, and detailed aquifer descriptions; collection of 10 years' meteorological data and installation of a weather station; and a detailed ground-water investigation that includes completion of observation wells, aquifer testing, water quality sampling, and analysis using a 3-D computer model. The Trescott model developed by USGS was used to simulate steady-state aquifer conditions. Input data from 8 multiple-completion monitor wells were used to model an area of approximately 10 square miles. Two layers, coal and overburden, were simulated, both confined. Model results showed good agreement with know piezometric data, desaturated areas, and flow from springs. The study area was found to have very low-yield bedrock aquifers with transmissivities ranging from 5 to 320 ft2/day for the coal (depths from 500 to 1,200 ft) and from 499 to 576 ft2/day and fractured sandstone units (depths less than 100 ft). Annual precipitation and recharge are very low, 10 to 11 inches and 0.25 inch respectively. The area has very high relief and large areas of rock outcrop. No perennial streams are present on the site.

The Bureau of Mines examined the washability data for 25 Appalachian coals requiring low-density washing to reduce sulfur content to 1 percent, using the distribution-curve method. The purpose was to estimate how closely theoretical sulfur values could be approached, what yields of washed coal could be expected, and the recovery efficiencies that might be achieved. Assuming that the run-of-mine coal would be crushed to 3/8 inch and cleaned in dense-medium cyclones, the calculations indicate that theoretical sulfur contents could be approached closely when cleaning at a specific gravity of separation as low as 1.30. With coals that have favorable specific gravity compositions the recovery efficiency anticipated for cleaning at 1.30 specific gravity is surprisingly high. Similar calculations for cleaning with concentrating tables at intermediate specific gravities indicated that theoretical sulfur contents at 1.50 specific gravity could be approached closely with some coals but not with others. The calculations suggest that operating a table at a specific gravity of separation much lower than about 1.50 probably would be unsatisfactory with most coals.

The increasing demand for pure aluminum and aluminum compounds of industrial quality from kaolinite ore cannot be overemphasized. Nigeria is one of the African countries endowed with abundant solid mineral resources that have not been sufficiently exploited to assist its indigenous industries. A wide array of applications of pure aluminum and its compounds are available, such as paper filling, refractories, adsorbent, catalysis, and paint additives. In this study, the upgrading of a Nigerian biotite-rich kaolinite ore by a hydrometallurgical route was investigated in oxalic acid media. During leaching studies, the effects of parameters including reaction temperature, lixiviant concentration and particle size on the extent of ore dissolution were examined. At optimal conditions (1.0 mol/L C2H2O4, 75 °C), 92.0% of the initial 10 g/L ore was reacted within 120 min. The dissolution curves from the shrinking core model were analyzed and found to conform to the assumption of surface diffusion reaction, and the calculated activation energy of 33.2 kJ/mol supported the proposed model. The unreacted product (~8.0%) analyzed by XRD was found to contain siliceous impurities and could serve as a valuable by-product for certain industries.

THE Alaska Juneau mine has been developed through an adit driven at the elevation of the top of the mill and all mining is done above this main haulage level. As a result of wholesa1e"mining operations about 11,000 tons rock containing one dollar' per ton in gold is, hauled to the. concentrator during every 24 hr. Due to the method of mining, whereby a system of oreways delivers-the.ore direct from the stope to the bottom level of the mine, no tramming of ore is done on any of the upper levels. However, ;in doing exploratory drifting and crosscutting on the upper levels, the broken material is trammed by hand in 1-ton 18-in. gage cars to a nearby raise connecting with one of the several oreways. This constitutes the only tramming operation except that on the main level.

To ensure that this investment is effective, the Owner or Manager must have a clear understanding of the information required from the Project controls systems. If appointing a single Managing Contractor, the Owner or Manager must stipulate what is and what is not required from the Project Controls Systems. There are numerous computer programs available for scheduling and cost control and it is important to select systems which best serve the Owner's needs.
