Paper presented at the conference: Risk assessment in the extractive industries, held in Exeter, UK, 23-24 March 1994, and first published London: IMM, 1994, preprint volume, 10pp., 11 refs. No completely reliable method for characterising and quantifying airborne dust risk exists. A new monitoring technology has been developed whereby dust collected from four-way directional and high volume samplers is analysed for mineral content and particle size for integrated dust mapping. A dust database was set up for the area surrounding the Ffos Las open cast coal site in South Wales. It included XRD directional traces from 17 gauges over 20 months, XRD traces from window ledges in the nearby communities, the major soil types in the area, dust data from haulage roads and public roads and reference-type mineral samples. The database can be accessed relationally to compare and analyse the data using mineral, direction, time, weather and geographical relationships. The data has been used to assess areas of low, intermediate and high levels of risk from dust fall-out

There is a generalized discussion of the technology of mining and smelting iron ore, with a selected bibliography on the current state of these arts. The circular contains a summary economic account of world iron are resources, and discussions of the structure of the domestic and principal foreign mining industries, iron are mine employment and labor productivity, research and development, legislation, government programs, and strategic factors.

EVERYONE enjoyed the coal meeting and found it profitable. At least your correspondent did, and those to whom he talked. Close to a hundred were there. The Coronado proved an excellent headquarters hotel, though it is two miles or more from the business district of St. Louis; its Crystal Room was suitable for the technical sessions; its Lounge adequate for registration and informal chats; its Club Caprice made an artistic setting for the informal banquet; and its Coal Hole in the basement presumably served other needs-unfortunately we passed up an invitation to find out, and never got another. To be sure, the first day of the meeting (Monday, Oct. 28) was a drizzly one, but that only served to keep people inside where they belonged. Believe it or not, the first technical session was only five minutes late in getting tinder way, with H. N. Eavenson's words of welcome. M. M. Leighton then took over the conduct of the meeting, and invited Eugene McAuliffe to read his paper on how much coal the railroads are likely to use in the future. E. G. Bailey then presented some written discussion; among other things he wondered about the success of stokers on locomotives, and whether or not the burning of coal in locomotives could not he made a cleaner operation. Mr. McAuliffe pointed out that railroads are built to haul coal rather than to burn it. Maximum firebox efficiency is often subordinated to the traffic situation. Powdered-coal firing has not been a success because of limited firebox space. Stokers have resulted in economies indirectly, because large locomotives cannot he hand-fired and stokers thus make them possible. Nowadays it is not so important to do away with smoke, cinders, and soot, because most trains are sealed up and air-conditioned.

An experimental technique has been devised for studying the reaction kinetics of the reaction: ZnO + 2Fe0 = Zn(g) + Fe203, by which zinc evolution can occur from a molten slag bath in the absence of a carbonaceous reductant. When studying the reaction kinetics by heating from room temperature, solid state reactions and poorly defined melting points may obscure the starting point of the reaction. In order to eliminate this problem, an experimental technique was devised whereby two molten slags could be melted independently, and then mixed, to provide a well defined starting point from which to begin taking measurements. Two crucibles were mounted in a vertical reaction cylinder. The upper, mild steel, crucible had a bottom pouring plug which was sealed by a steel stopper rod. A fayalite mixture was contained in this crucible. The lower crucible contained an A12O3-CaO-SiO2-ZnO solution. Once the two slags had been melted, the steel stopper rod was removed from the upper crucible. The upper, reduced slag (fayalite in equilibrium with the upper steel crucible), drained into the lower crucible where the two slags were mixed by submerged argon stirring. Dip samples were taken to measure the zinc content of the final mixture as a function of time. The experimental procedure will be described, as well as results of experiments which were conducted on synthetic slags. The system investigated was similar to the lead blast furnace slag which is produced by the primary lead smelters of Missouri, USA.

The problem of determining the optimum exploitation life of machinery, namely the optimum time for machinery and equipment replacement, represents a complex and highly responsible engineering task. Taking into consideration the situation prevailing at coal pit mines in Yugoslavia, the tasks of this class are very complex and difficult. To make a decision on replacement of capital equipment and machinery, such as bucket wheel excavators within the mentioned systems, understands a management task of utmost responsibility. It requires high professional and analytical knowledge as well as the reliable arguments, based on multidisciplinary professional approach. In this paper, the authors present their views on the problem of establishing the optimum exploitation life of bucket wheel excavators, offering an algorithm, based on dynamic programming, as a solution. A Reconnaissance of the manganese- and chrome-ore deposits of Cuba was made by the writer, as a representative of the U. S. Geological Survey, in company with Mr. Albert Burch of the Bureau of Mines, under instructions of the Secretary of the Interior, in the spring of 1918. The Cuban Government courteously detailed Sr. E. I. Montoulieu, a mining engineer connected with the Treasury Department, to act as escort and associate throughout the work on the island. The object of the study was to obtain authentic information for use of the United States Government as to the location, character, quantity, and availability of the manganese- and chrome-ore deposits in Cuba. Accordingly, the work comprised examination of such deposits as seemed to be of promise, without regard to stage of development, with a view to a determination of the quantity and quality of ore likely to become available for shipment during 1918 and 1919, and of the tonnage of ore in reserve. Wile it was possible to visit most of the deposits that seemed to be of promise, there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Moreover, the necessity for paying particular attention to the ore deposits and the mines precluded the possibility of making more general studies of the geology of the region, and of making satisfactory collections of country rock and of fossils, and so for other details as to the geography and geology of Cuba the reader is referred to the report by Hayes, Vaughan, and Spencer.l Mr. Burch returned to the United States about 10 days in advance of the writer, who continued, in company with Sr. Montoulieu, investigations of reported deposits in Pinar del Rio, Matanzas, and Santa Clara Provinces. Production targets are the basis for almost every decision made by operations personnel in the daily operation of a concentrator. It is the production targets that determine how the plant is operated and therefore determine its efficiency. However, to achieve maximum plant efficiency production targets must be relevant to the process and achievable.In RoseberyÆs case, for many years, production targets were taken from budget data which, with the exception of mill feed tonnes and grades were carried forward from the previous budget. The zinc concentrate grade target was fixed at 57 per cent Zn, a long-term average; it was the accepted æstandardÆ for Rosebery. Historical data showed this target was never consistently achieved and plant efficiency was highly variable.Investigations into the possible causes for the variable performance ruled out plant and mechanical issues. Despite the Rosebery concentratorÆs age the plant and equipment are more than serviceable and reliable. The mineralogy of the ore and specifically the iron content of the sphalerite was found to be the most significant determinant of zinc concentrate grade. It was found with increasing frequency that the zinc grade of the sphalerite in the ore was below the zinc concentrate grade target. Consequently on these occasions attempts to meet the required concentrate target destabilised the process resulting in plant inefficiencies.Using the correlation between iron and zinc, data modelling was able to accurately predict the maximum zinc concentrate grade achievable for any ore type. By using on stream analysis instrumentation the operations personnel are now provided with constantly updated concentrate grade targets. By knowing the mineralogical limits of the ore at the time it is being treated process stability is maintained allowing plant efficiency to be optimised. This has resulted in a step change in plant performance and a significant increase in revenue.CITATION:Harris, G R, 2012. "Northern Minerals Limited’s (ASX: NTU) flagship project is the Browns Range Rare Earth Project (the Project) located in Western Australia, consisting of a number of deposits with high value, heavy rare earth elements, in particular yttrium, terbium, and dysprosium. The deposits are dominated by xenotime mineralisation, which occurs within hydrothermal silicified and hematitic breccias. The Company delivered an initial JORC compliant resource estimate for the Project at the end of 2012 of 10,500 t of contained total rare earth oxides (TREO), which was increased to 28,084t of contained TREO in October 2013 and further enlarged to 47,997 t of contained TREO in February 2014. Concurrent with the growth of the Project resource base, significant progress has been made in developing the metallurgical process for the beneficiation and extraction of rare earth elements (REE’s) from the xenotime mineralisation. Development of the beneficiation circuit evaluated several process options and selected whole-ore flotation and magnetic separation, followed by flotation (hybrid circuit) as the two preferred flowsheets to pilot, following encouraging results on the bench of 83% and 86% recovery to a 20% TREO mineral concentrate respectively. Several downstream hydrometallurgical extraction flowsheets were evaluated. However, the following two preferred process flowsheets were ultimately selected for further detailed investigation during the prefeasibility study: 1. Sulphation bake, water leach, purification, oxalate precipitation, and/or calcination to produce a mixed RE oxide; 2. Sulphation bake, water leach, phosphate precipitation, caustic conversion, HCl leach, and oxalate precipitation to produce a mixed RE oxalate. Excellent heavy rare earth oxide (HREO) extractions (~ 90%) from beneficiation concentrates were achieved on the bench for both circuits, however flowsheet 1 was ultimately selected as the preferred flowsheet to pilot due to lower capital and operating cost. A mixed rare earth oxalate (42% TREO) or oxide (92% TREO) can be produced with low levels of Th and U of 3 ppm and 6 ppm respectively."

This paper presents experimental evidence that supports the use of bromine/bromide as a potential alternative to conventional cyanidation for gold leaching. The study evaluated a brominebased lixiviant, Stabilized Bromine, with considerably lower vapour pressure than liquid bromine. Using a rotating device, the rate of gold dissolution was determined at various concentrations of this reagent. The reactivity of pure pyrite, arsenopyrite and chalcopyrite minerals was also evaluated in stabilized bromine reagent. Furthermore, bromine leaching of gold in a number of gold bearing ores was undertaken. Results showed that significantly higher gold recovery can be achieved with bromine than with cyanide when leaching gold encapsulated in sulphides, but bromine consumption was high owing to simultaneous oxidation of the sulphides. The greatest promise for the bromine leach process was with oxidized gold ores. The recovery of gold from oxide ores with bromine was comparable to that achievable with cyanide and bromine consumption was reasonable when leaching was conducted at a near neutral pH of ~6. In the case of oxidized gold ores containing copper mineralization, it is possible that bromine consumption may be lower than cyanide consumption, since there is evidence to suggest that bromine is less reactive than cyanide with copper minerals.

Recycling of rare earth magnet wastes is essential to insure the stable supply of rare earth resources. For the development of a novel recycling process, the removal of rare earth oxide from an off-spec alloy magnet was investigated by melting the alloy magnet at 1503 K together with fluoride flux, LiF-50 mol% NdF3 and LiF-?25 mol% NdF3-25 mol% DyF3. After melting, the separation of magnet alloy from the fluoride flux was achieved, and neither suspension of alloy in the flux nor suspension of flux in the alloy was observed. Oxygen concentration in the alloy decreased from 5000 mass-ppm to 160 mass-ppm by utilizing 1.5 times of equivalent amount of flux needed to completely dissolve the oxide. The investigated process is suitable for mildly contaminated waste such as a used (end-of-life) magnet because of its simplicity, low energy consumption and small limitation on location for operation.

Com o desenvolvimento de novos materiais para ferramentas de corte, os processos de usinagem de aços endurecidos (com remoção de cavacos em aço com dureza superior a 45 HRC) têm estado cada vez mais em evidência, de tal modo que, em alguns casos, substitui-se o processo de retificação por possibilitar a redução do tempo de produção e do custo de fabricação. Além disso, é possível obter peças com elevado acabamento superficial e tolerâncias apertadas. Este trabalho visa analisar o desgaste de ferramenta de metal duro e possíveis danos causados na superfície da peça através das solicitações térmicas e mecânicas originadas do fresamento com alta velocidade de corte no aço AISI H13 endurecido. A avaliação do desempenho das ferramentas de metal duro consistiu na análise dos seguintes parâmetros: vida, desgaste de ferramenta, dureza, rugosidade e microestrutura. Os resultados obtidos neste estudo mostraram que o material da ferramenta e a velocidade de corte influenciaram no desempenho das variáveis de saída citadas. As ferramentas de metal duro apresentaram baixo rendimento na usinagem HSM (High Speed Machining) e rendimento satisfatório com velocidades de corte convencionais.

"Safety performance in many companies and even industries has stalled in the few years. Accidents rates are at a "plateau" and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas disaster, organizations that have "exemplary" safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Other classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters and even the Chernobyl nuclear reactor. Looking into the root causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there specific cultural features that can be delineated? The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensiveresearch since 1997 of organizations that suffered unexpected disasters.The Piper Alpha Oil Rig disaster in the North Sea, on the 6 July 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry.In short, an explosion and fire occurred when a pipe started leaking gas and ignited. A temporary flange, with no safety valve, was used to block off this pipe during a maintenance operation the previous shift. The permit to advise operators not to start the pumps on this line was misplaced and lost. Several deficiencies, problems and system failures coincided. A key factor was that the water deluge system was inoperable at the time and failed to extinguish the large fire that erupted, followed by an even larger gas explosion. The accommodation unit, situated on top of the oil rig, was the main "killing field" - most men gathered here to await instructions (which never came) and where they died from smoke inhalation. Later, a large explosion of the gas pipeline from an adjoined rig exploded and killed more people.The line of events and the associated system failures are all very relevant in the analysis of the accident, and provide the only insight into what caused the accident. But much "further back", inside the organization’s culture, lurks more dark matter. The first inclination is to ask what was "deficient" in the culture. Did they not care enough about safety, or about their people? Did they have a culture where production decisions were more important than safety considerations? Did they ‘coerce’ supervisors and employees to ignore safety precautions or did they just "fly by the seat of their pants"?Not surprisingly, it is very difficult to identify the true nature of the culture in that business because in such an aftermath of death and destruction, no one dare say that the safety culture was a ‘positive one, focused and caring’ or that the company was doing well in safety and that this is only a freak accident. Indeed, there were many deficiencies in the organization’s systems and procedures, such as the permit to work system.But there are some niggling questions: How is then that the Piper Alpha Oil Rig was actually considered the company’s most productive and safest oil rig in the North Sea? Why would this rig win a safety competition, 6 months before the disaster, with the deficient permit as its most outstanding successful system?"

Recent development of more specialized and complex seal configurations and compounds has greatly improved the reliability and permitted the use of higher pressures in hydraulic systems.

The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation's minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau's research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.

The transition from exploration to feasibility is a stage in the development of mineral resource projects that is frequently not handled well. The transition marks a point in the project development process where resource evaluation priorities change significantly from the discovery of mineralisation and the rapid assessment of the potential tenor of the mineralised system, to the detailed assessment of the deposit.   Information used in the exploration process tends to be of a qualitative or theoretical nature initially, but gradually becomes more quantitative in character as geological knowledge relating to individual prospects grows.   The transition from discovery and rapid exploration of a new deposit occurs at a relatively early stage in project development, coinciding with the first attempt to prepare a resource estimate for the deposit. Fundamental assumptions regarding both structural and grade continuity and uncertainty inherent in existing information need to be made so that they themselves may be addressed during the collection of additional data.   The effective commencement of feasibility studies involve the introduction of new accountabilities either as a result of appointment of a project manager, and through needing to be able to quantify: ò     the quality of data being collected for resource evaluation purposes; ò     confidence associated with resource estimates; and ò     the need to develop an audit trail for the project, required to make the resource evaluation decision-making process as transparent as possible.   Quality assurance is a concept to which exploration geologists have frequently had little exposure. Being able to demonstrate the quality of data used in feasibility studies is, however, a crucial component of the overall risk management and reduction.   Development of a transparent audit trail for data assists in demonstrating the quality of data which is frequently perceived to translate directly to confidence inherent in resource estimates.   Establishing procedures for geological data collection and management also provides a more reliable framework for making decisions that impact on project execution, again resulting in improved confidence in resource estimates and associated geoscientific data.   Regular, independent technical audits, in principle similar to audits conducted for the ongoing certification of standards compliant quality assurance systems, are a major, positive factor in effective project management and execution.   Information used in project evaluation, feasibility and development must be based on facts. Facts are effectively observations that are ideally made systematically, recorded in a systematic manner, and by being collected effectively are not subject to change.   Effectively managing the transition from exploration to resource evaluation, feasibility and project development involves recognising the nature of changes in the nature, detail and scope of geoscientific data required at each stage of project development. In doing so it is essential to: ò     recognise when the change occurs (as early as preparation of the initial resource estimate for a project); ò     accept that the change may not be gradual; and, ò     ensure that the project evaluation team is adequately resourced.   These objectives require recognition of the value of previous experience and the need to instill a true team approach amongst both staff and contractors associated with the project. Regular formal and informal communications between staff, contractors and other stakeholders in the project are an essential tool in ensuring personnel are aware of factors affecting their role in the project.

The Expanded West Pit of the 15 MTY El Cerrejon Mine will reach a maximum depth of270 m. Slope stability evaluations indicated that this depth, combined with structural complexities, would create a serious risk of footwall instability. Stabilization call for anchoring the footwall by installation of cable bolts, 9 to 33 m long, of multi-strand steel cable. For each of the 15 m high mining benches, a row of bolts is installed with variable horizontal spacing, depending on dip magnitude. Cable bolting is now standard operating practice and 11800 bolts will have been installed during the life of the mine.

Most of the recent growth in nickel demand has been for the production of stainless steels and virtually all of it has been satisfied by new ferronickel and nickel pig iron projects. But "good" laterite resources are more and more difficult to find: Ni grades are decreasing while Fe contents are increasing and SiO2/MgO ratios vary from 1 to 3 and even higher if limonites are included. Predicting the smelting behaviour of such ores requires a more fundamental understanding of the thermodynamics of these systems in commercial operations. One valid question is thus whether these furnaces are at thermodynamic equilibrium or not. The present paper investigates this question, compares calculated and measured O2 partial pressures and mechanical/chemical slag loss ratios and concludes that ferronickel furnaces are not at thermodynamic equilibrium. This departure from expectation is actually to the operators’ advantage: the targeted ferronickel grades can be obtained at lower reduction potentials than calculated from pure thermodynamics.

Fluorite, a kind of critical non-metallic minerals, is the primary source of industrial fluorine. Sodium oleate (SO) is commonly used as the collector of fluorite ores. However, because of its some features (such as the low solubility, high solidifying point, and poor dispersion of SO) at low temperatures, it profoundly inhibits its collecting ability as well as the flotation performance. Herein, we have developed a low-temperature-resistant collector for the efficient flotation separation of fluorite from quartz. The advantages and disadvantages of the SO and sodium petroleum sulfonate (SPS) were analyzed by comparing the performance under different temperature conditions. The results of flotation tests suggest that SPS exhibited much better collecting performance than SO under low temperature. The flotation mechanism of the two collecting agents were further analyzed by contact angle measurements, zeta potential measurements, Fourier-transform infrared spectroscopy (FT-IR), and flotation kinetics. The results indicated that both collectors can selectively undergo electrostatic and chemical adsorption with fluorite, with no adsorption on quartz surface. The sulfonic acid group in SPS is a hydrophilic functional group, which has a relatively higher solubility in water. Therefore, the water solubility of SPS is better at low temperatures.
