"INTRODUCTION These safety standards for anthracite mines have been prepared for use as a guide for Federal inspectors. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7282 issued in May 1944 and used as a guide in Federal inspections. No provision made in these safety standards should be construed or operate to nullify any existing State statutes; they are intended to supplement the State statutes in the interest of increased mine safety. Mines are inspected in accordance with the Federal Coal-Mine Inspection and Investigation Act of 1941, Public Law 49, 77th Congress, H. R. 2082. Any unusual hazard noted by an inspector and not covered by these standards will be discussed in the inspection report, and suitable remedial procedure will be recommended.ARTICLE I. - SURFACE STRUCTURESSection 1. Breaker and cleaning plant.Electric switches and controls in breakers and cleaning plants should be enclosed.Where coal is dumped at or near air-intake openings, reasonable provisions should be made to prevent the dust from entering the mine.Section 2. Lamp houseNaphtha or other flammable liquids in lamp houses should be kept in approved containers or other suitable dispensers.Flame safety lamps should be permissible and maintained in permissible condition.Flame safety lamps should be properly cleaned, examined, and assembled by a qualified lamp attendant or other competent person before each period of use. Lamp assembly should again be checked by the person using it immediately before he enters the mine.When not in service, methane indicators, flame safety lamps, and electric cap lamps should be in the custody of competent persons responsible for maintenance and testing."

The Diesel Emissions Evaluation Program (DEEP), a research consortium formed in 1997 by Canadian mining companies, labour unions, and provincial and federal government departments, completed its work by mid-2006. This program, in which Vale Inco participated with both direct funding and in-kind contributions, investigated the ability of currently available technology to significantly reduce underground concentrations of diesel particulate matter (DPM) with high efficiency and low maintenance over a long-term period (years of life).While DEEP?s testing showed that engine maintenance is a critical component for lowering DPM, it was clear that reduction of DPM to the very low target levels of ~0.05 mg/m3 was not possible with maintenance alone. The best candidate technology for achieving low DPM levels was particulate filter systems. Furthermore, successful deployment of such systems was highly dependent on removing them from having to rely on human intervention for their regeneration. The search continues within Vale Inco to identify a reliable and rugged system.

Operations and Maintenance departments have long had an adversarial relationship. The widespread evolution and adoption of modern management techniques such as Reliability Centered Maintenance (RCM) and Lean Production however has driven interest in working co-operatively to optimize overall plant performance. Mining and minerals operations have long adopted RCM in maintenance, and are now adopting Lean throughout the organization. Modern management initiatives like these explicitly call for co-operation between the two disciplines of maintenance and production and many advances have been made in the realms of people and methodology. One area that has lagged behind in supporting these developments however is information systems. Enterprise Asset Management (EAM) systems in maintenance and newer Manufacturing Execution Systems (MES) in operations have not been truly integrated in the way needed. Complicated plants, different software architectures, continually changing conditions and many variables have lead to systems problems which have contributed to the maintenance/operations divide. Master data synchronization (the ?plant tree?) and integrated reporting of real-time data with transactional data are just two of the issues that are being solved by new approaches in information technology including web services and service orientated architectures. New technologies are coming on-stream to enable the final ?bridging of the gap?.

Recently, a new approach to controlling alumina feeding in a H.H. cell has been proposed [1, 2 and 3]. This approach, labeled In Situ aluminium cell control, is based on a correlation between the slope of the cell voltage during a no feed observation period and the dissolved alumina concentration in the bath. Once the dissolved alumina concentration has been estimated, a primary calibration surface uniquely relating the dissolved alumina concentration and the anode-cathode-distance (ACD) to the cell voltage is used to estimate the cell ACD. Once both the alumina concentration and the ACD have been estimated at the end of the observation period, a PID controller can be used to regulate the rate of alumina feeding using only the normalized cell voltage to calculate the error between the estimated dissolved alumina concentration and a target value. The In Situ aluminium cell control algorithm has now been tested with the Dyna/Marc [4, 5 and 6] cell simulator demonstrating that it should be possible to control a H.H. cell in this manner with less variation in the dissolved alumina concentration and other process variables producing a prediction of improved cell current efficiency and power efficiency.

"INTRODUCTION Mica is found in Georgia from the Fall Line in the central part of the State to the Valley and Ridge Province in the northwest. During the past 3 years, Georgia has been one of the chief producers of dielectric mica in the United States. Since January 1945, when prices were reduced, mining has decreased until practically no sheet mica is being recovered at present.The main mica-bearing regions in the State may be classified into three districts: The Thomaston district comprising Upson, Lamar, and Monroe Counties; the Ball Ground district, comprising Cherokee and Pickens Counties; and the Hartwell district, comprising Hart and Elbert Counties. There are numerous mines and prospects in all of these districts. All have been visited from time to time by engineers of the Bureau of Mines and by members of the Federal Geological Survey. The Federal Survey has made detailed maps and reports on all of the most important ones.This report will deal with five of these properties on which the Bureau of Mines has diamond-drilled.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The authors are lead authors for chapter 4.3 ?Emissions from Ferroalloy Production? in ?2006 IPCC Guide-lines for National Greenhouse Gas Inventories, Volume 3?. The paper discusses the methods to calculate and report emissions from the production of ferrosilicon, silicon-metal, ferromanganese, silicomanganese and ferrochromium alloys, as well as the basis for the methods and choice of emission factors. CO2 is the main greenhouse gas emission from ferroalloy production, accounting for about 95 % of the total CO2-equivalents. The most accurate method of determining emissions is to base the calculations on reported amounts and analyses of reducing agents and carbonate ores used in the process. If analyses are not available, typical CO2 emission factors for the different reducing agents are recommended. If neither reliable amounts nor analyses of all reducing agents are known, default generic CO2 emission factors for the type of ferroalloy multiplied with amount produced, can be used. The CO2 produced from bio-carbon (charcoal and wood chips) should be reported but will not be accounted for in national emissions. If any bio-carbon is used, the default generic CO2 emission factors cannot be applied. CH4 accounts for less than 1 % of the total emission of CO2-equivalents. Default emissions factors for CH4 are given for the production in open or semi-closed furnaces of silicon-metal and ferrosilicon. In the production of FeMn, SiMn and FeCr in closed furnaces the gas containing CO,CO2 and volatiles can be combusted in boilers and N2O may be formed. While reporting is not required, IPCC Guidelines recommend that the N2O-content in the off-gas is measured.

For TBM tunneling no visual inspection of excavated ground is possible. This may hinder the high-speed excavation, particularly in complex ground conditions. The TBM Excavation Control System was developed for better prediction of geological conditions ahead of the tunnel face during excavation. The seismic reflector tracing produces volumetric images of anomalies in the ground in “near-real time.” These images are verified using logging data from pilot boring and TBM driving data, to improve reliability and precision of ground mapping. Also good correlation was obtained between the rock strength index computed from TBM data, and one derived from volumetric seismic images.

STRETCHING from New York southwestwardly to Georgia is a great range of hills and mountains consisting of pre-Palaeozic schists, slates, and gneissic and granitoid rocks, known locally by many different names; in Pennsylvaniaa as the South mountains, the Berkshire or Durham and Reading hills, and in Virginia and farther south as the Blue ridge. To the northwest of this range lies the " Great Valley," underlain by Lower Silurian limestones, and known as the Lehigh valley, Cumberland valley, Shenandoah valley, valley of Eastern Tennessee and Georgia and by other local names, but all these are parts of one valley, geologically and geographically continuous from New Jersey to Georgia. Lying upon and along the northern flank of this range of mountains, and dipping northwestwardly under the limestone of the valley, is the Potsdam formation (Primal or No. 1 of the Pennsylvania Geological Survey), which consists of sandstone or conglomerate overlain by slates. The latter are sometimes arenaceous and occasionally are replaced in part by sandstone. This formation varies from a few feet to several hundred feet in thickness. At the outcrop the slates are completely decomposed, oxidized or disintegrated, forming a belt of clay several hundred feet wide occupying the interval between the outcroppings of the sandstone and limestone. This clay-belt includes a more or less continuous series of iron-ore (brown hematite) deposits, which have been, and still are, extensively worked. The belt is more or less continuously mineralized with iron throughout its length, and hundreds of large deposits of ore have been developed and worked, producing many millions of tons of ore.

Accurate measure of fragment size distribution is a key objective in all blasting and crushing operations. Several generic distribution functions have been devised to describe the degree of fragmentation for the representative range of fragments from selected measurements. The application of four distribution functions, i.e. Rosin-Rammler, Swebrec, Grady and Gilvarry, in describing fragment size distribution of impact-induced fragmentation of a limestone rock has been investigated. A modified Hopkinson Pressure Bar experimental set-up is used to control both impact velocity and energy input into the target rock. The feed size in the sample holder is varied from 6.35mm to 15.88mm in three ranges and the impact velocity up to 14m/s. The size distribution in the product is determined by sieve analysis for a range of impacts. The experimental results are fitted to the four distribution functions to examine their relative accuracy and reliability.

"A campaign was undertaken during the greater part of 2001 at Noranda’s Brunswick Mine Concentrator to investigate the role of gas (air) superficial rate distribution (Jg profile) to the cells in the final Zn cleaning stage (bank of seven cells). Three profiles were tested: Balanced (each cell with same Jg), Increasing (from cell 1 to 7), and Decreasing, along with an “as found” profile in a parallel control bank. The experimental design allowed for two confounding factors, changes in ore type and circulating load. The Increasing profile consistently gave the best metallurgy (down-the-bank grade / recovery). The reason for improved performance was traced to the response of the first few cells. The Increasing profile gave the highest selectivity of sphalerite against non-sulphide gangue (NSG) in these cells with relatively even recovery per cell down the bank (10-15% based on feed to each cell). The other profiles gave lower selectivity and higher zinc recovery in the first cells (up to 25% in cell 1), which combined to reduce overall bank performance. The increased selectivity with the Increasing profile is attributed to the low gas rate in the first cells reducing water recovery and hence limiting entrainment of NSG gangue. The Increasing profile was subsequently configured for all four stages in the zinc cleaner circuit.INTRODUCTIONThe performance of a flotation circuit is largely the result of the operator’s response to visual clues. This includes manipulation of the gas (air) input and how it is distributed to cells in a bank. A lack of sensors prescribes this approach. Over the past ten years the Mineral Processing Group at McGill University have developed a set of gas dispersion sensors including one to measure gas superficial rate (or simply “gas rate”), i.e., volumetric gas rate per unit cell crosssectional area, Jg (Gomez and Finch, 2002). The device collects bubbles in a tube immersed in the pulp and infers Jg from the pressure-time curve generated after a valve is closed and air starts to accumulate. The usual units are cm/s. It is robust, reliable and suited for plant use.A version of the Jg sensor was tested extensively during 2000 at Noranda’s Brunswick Mine Concentrator (Dahlke et al., 2001). The results were sufficiently encouraging that a sensor was fabricated to suit local requirements (Insta-Jg). The sensor detected malfunctioning field instruments and flotation mechanisms, and demonstrated that gas distribution to cells in a bank “as found” had no particular pattern, or profile. Preliminary testing suggested that a balanced profile (i.e., all cells with the same gas rate) gave superior metallurgy (grade / recovery down the bank) than the “as found” profile. This observation prompted a focused campaign to explore the impact of the gas rate (Jg) profile, introducing the notion of “gas distribution management”."

To protect mine personnel and moving equipment at underground roof fall areas, mine operators typically install steel sets, which are covered with wooden blocks and backfilled with an expanding type cement material. In large roof falls, the cost of void backfilling becomes prohibitively high causing some mines to leave the voids open. However, the durability of wood over time and the capability of the steel set and wood lagging to resist falling rock are unknown. This has caused concerns for the Mine Safety and Health Administration (MSHA) and ground control engineers. During past two years, Keystone Mining Services, LLC designed and developed various impact-resistant steel set designs that were approved by MSHA and installed in various underground fall rehabilitations. This paper presents the patent pending impact-resistant steel set design methodology, including (1) steel set design per AISC national standard, (2) design, development, and laboratory testing of a water proof composite impact resistant lagging panel, and (3) impact resistant steel set design based on Law of Conservation of Energy. Two underground cases will be included detailing the application of the system.

Devido à descoberta de petróleo em um gigantesco reservatório situado na região litorânea entre os estados de Santa Catarina e Espírito Santo, a malha dutoviária brasileira irá aumentar consideravelmente nos próximos anos, assim como a necessidade de novos sistemas dutoviários capazes de transportar óleo e gás a pressões cada vez mais elevadas. A soldagem de tubulações no Brasil ainda é realizada de forma manual com processo ao Arco Elétrico e Eletrodo Revestido, fortemente dependente da habilidade do soldador; com a utilização de soldagem robotizada, tem-se maior controle dos parâmetros de soldagem, com possibilidade de obtenção de juntas de boa qualidade, além do ganho considerável em produtividade. O objetivo deste trabalho é analisar a tenacidade ao impacto charpy na ZTA de juntas soldadas do aço API 5L X80 utilizadas para transporte de petróleo quando submetidas a processo FCAW-G robotizado com o arame AWS E111T1-K3MJ-H4 para passes de enchimento e acabamento, com Ar + 25%CO2 como gás de proteção, e processo GTAW com o arame ER80S-Ni1 para passe de raiz, utilizado Ar + 25%CO2 como gás de proteção. Os resultados obtidos são comparados com o processo SMAW manual, utilizando como consumíveis os eletrodos AWS ER 7018 e E9010-G; as soldagens foram realizadas na posição plana e vertical ascendente; com os resultados obtidos de energia absorvida em ensaio de impacto charpy, com entalhe localizado na ZTA, foram correlacionados estes valores com a microestrutura presente na ponta do entalhe dos corpos de prova.

The production of minerals for economic use is a two-stage process, involving mining to extract the mineral from the ground, and processing to convert the mineral into a marketable product. Generally, mining and processing have been viewed as self-contained entities. Both have separate objectives, separate cost centres and key performance indicators (KPIs) that do not reflect the customer/supplier relationships that inherently exist. However, mining and processing operations are inter-connected and therefore intimately inter-related with the performance of one operation affecting the performance of another. Optimizing each stage separately without considering the whole system often misses potential economic benefits and energy savings. During the past fifteen years, the authors have been involved in implementing a holistic methodology ?Mine to Mill Process Integration and Optimisation (Mine to Mill PIO)? to maximize the overall profitability of the operation rather than just optimizing any individual process in a mining operation. Metso Process Technology and Innovation (PTI), along with their project partners, have conducted several projects to significantly increase their production- generating typically 5% to 20% higher throughput and improve the overall mine and concentrator performance through PIO methodology. This proven methodology has applications ranging from greenfield projects to long-standing operations with AG/SAG, HPGR or conventional grinding circuits. This paper explains the Mine to Mill PIO methodology and discusses the benefits of such an approach on the energy consumption, the overall costs and benefits of mining operations. The paper also summarizes several case studies illustrating the use of PTI methodology in a variety of applications. The McLaughlin Mine is a world class epithermal gold deposit located in the coastal thrust fault of Northern California, U.S.A. Homestake adopted a proactive strategy in the permitting of the Mine. Extensive environmental base line studies were undertaken. Engineering and process alternatives were evaluated for environmental impact along with other factors. A unique pressure oxidation process was selected. Screening studies were conducted as a basis for the selection of waste rock and tailings disposal sites. Project engineering and permitting were fast tracked. Construction required eighteen months and the first gold bar was poured in Parch of 1985, six years after the initial discovery. Project facilities are designed and operated so as to minimize environmental impacts. A comprehensive monitering program demonstrates permit compliance. Reclamation of the site is ongoing throughout the Mine?s twenty year life. Non-mined lands are managed to maximize wildlife habitat value.

The Australian coal industry over recent years has experienced the situation whereby exploration and mine development are moving into geographical areas where the coal seams have never been mined to any extent in the past, if at all, and particularly where there is no history of experience in preparation of these seams. Additionally, the demands have been such that the development of a mine up to production stage should proceed with minimum delay. This is a situation which is of some importance and concern, in view of the coal quality requirements now experienced within world markets which can only be met, in most cases, by careful preparation. Costs are such that the preparation plant should operate as required by the situation and with maximum efficiency, which means that laboratoty information of breakage and washability characteristics which are required for preparation plant design should be accurate and available as soon as possible, even to a certain extent during the progress of the exploration.

"Abstract - Time-domain electromagnetic systems are most sensitive to highly conductive targets during the transmitter on-time. Data collected during the on-time is highly influenced by the geometric relationship between the transmitter and the receiver. Unless corrections can be applied for these geometric variations, the ability to correctly detect and identify highly conductive targets can not be fully realized. Variables affecting the relative position between the transmitter and receiver include changes in the position of the receiver with respect to the transmitter, variations in transmitter attitude, and transmitter loop deformation. The level of accuracy in the determination of the relative geometry required to permit complete removal of the effects due to geometric variations is different for each of the variables and is dependent on the depth of the target. The most influential geometric variation involves changes in the relative position of the receiver with respect to the transmitter along the direction of flight; this variable, therefore, requires the highest degree of accuracy. The accuracy required for receiver motions along the vertical direction is roughly one order of magnitude less, and in the lateral direction, several orders of magnitude less. The objective of this paper is to relate the sensitivity of the response to transmitter-receiver geometry to the ability of an airborne, time-domain electromagnetic system to resolve a highly conductive vertical target. This is achieved by a detailed analysis of the effect of the individual x, y, and z distances between the transmitter and the receiver, the transmitter attitude (roll, pitch, and yaw), and transmitter deformation.Sommaire - Les systèmes électromagnétiques en domaine temporel sont particulièrement sensibles aux cibles à forte conductivité durant le temps d’excitation. Les données collectées durant l’émission du transmetteur sont fortement affectées par les relations géométriques entre le transmetteur et le récepteur. Silicon Valley Clean Water signed a progressive-design-build (PDB) contract with Barnard Bessac Joint Venture (BBJV) to design and construct the Gravity Pipeline tunnel in Redwood City, CA. Owner and Design-Builder teamed with designer Arup to provide a final product: 3.3 miles of 182 in. O.D. precast concrete segmentally lined tunnel with 10 ft. and 11 ft. I.D. Fiberglass Reinforced Polymer Mortar (FRPM) carrier pipe, complete with two FRPM Drop Structures. BBJV and Arup collaborated with SVCW to evaluate alternative design concepts, negotiate an agreeable price and reduce contingencies through a transparent estimating process, and deliver the project ahead of schedule.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to mineral industries' mines, quarries, and plants that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove that efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

With an increase of mining depth, a series of mining-induced hazards such as rockburst, coal and gas outburst, roof collapse, and water burst are getting more serious and more frequent. The intrinsic mechanism responsible for the occurrence of mining-induced hazards is the damage and unstable failure of rockmass or coal seam. The most distinct difference between deep and shallow levels is the so-called three ‘high’ (H3) conditions, i.e. high geo-stress, high fluid pressure and high geo-temperature. Therefore, the response of rock or coal to the deep mining operation is a phenomenon involving thermal (T), hydraulic (H), and mechanical (M) processes. Most importantly, mining excavation may vary the rock stress condition greatly, which may be a key factor to trigger the mining-induced hazards such as rockburst. In this regard, it is of great significance to clarify the damage and failure mechanism of rock and coal under coupled THM conditions, in order to clarify the rock failure mechanism responsible for the occurrence of mining-induced hazards. Thereafter, the mining-induced hazards cannot be predicted with confidence by considering each process independently. Of course, the requirement to include coupling of these processes depends on the specifics of the mining-induced hazards under consideration. For example, the water inrush is considered as a coupled hydro-mechanical (HM) process, in which the unstable failure of rockmass occurs under the combined contribution of geo-stress and water pressure. As for the coal mining at depth, in addition to high geo-stress and gas pressure in coal seam, the high geo-thermal condition that may greatly change the adsorption / desorption of gas and gas flow should be taken into account. Firstly, a general-purpose mathematical model for rock damage and failure process under coupled THM conditions is formulated based on damage mechanics principle, and it is solved by finite element method (FEM). In this model, the deformation and damage of rock, fluid flow and thermal transfer in rock would interact with each other, one process affects and initiation and progress of another. Then, the model is used to predict the mining-induced water outburst, where it is simulated as coupled hydro-mechanical (HM) problems. Based on the numerical simulation, the dimension of water-proof pillar is designed. Finally, the gas drainage from deep coal seam is numerically evaluated, where the coupled coal-gas interaction considering the effect of gas adsorption/desorption, gas flow in coal seam and geo-stress and geotemperature, is comprehensively taken into account. The proposed model could be used for clarifying the mechanism of mining-induced hazards in deep-level mining.
