Three electrostatic field sensing proximity warning devices were tested using full-scale cranes and power line systems, a scaled model facility, environmental testing facilities, and theoretical/numerical analysis. The design objective of each device is to assist in safe crane operation near overhead power lines. Several design deficiencies (varying from device to device) were observed, including inadequate overlap in sensitivity ranges, utilization of vacuum tubes and electro-mechanical parts, temperature sensitivity and inaudible alarms. In addition, the testing showed major device limitations including sensitivity to boom orientations and length, polarization dependent responses, and unreliable operation in the presence of multiple power line circuits. The multiple power line circuit problem is intrinsic to electrostatic sensing devices. The remaining deficiencies and limitations are correctable within a state-of-the-art design. This investigation is not intended to evaluate the safety aspects or policy of utilizing proximity warning devices. Rather, the purpose is to determine the performance characteristics of such devices in relation to the criteria specified in proposed MSHA regulation 77.805-4 (i. e., the devices must alarm at a distance of 10 feet from the power line).

The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. We conclude with recommended steps to earn and maintain the social license at the project and industry levels.CITATION:Boutilier, R G, Black, L D and Thomson, I, 2012. RECENTLY it has become the custom of retiring presidents to talk of the relations of the Institute to its membership and its constituency- and it seems a good precedent to follow. Past-president Smith reviewed our relations to materials and to society in general. Mr. Bradley spoke of the value and use of our publications and of our educational duties. My message will be in regard to the coordination of our various groups of member interests and of service to industry. This Institute has, within its organization, four divisions and fourteen technical committees--each interested in a separate put very definite subject, and each covering a phase of mining engineering interest. These vary from geology and the geophysical methods of prospecting, to the physics of the structure of metals, truly "from the mine to the consumer"-from the preparation for mining to the final use of that which has been mined.

Duty on Lead Reduced. -On December 28, the President signed H.R. 5047 which reduces the duty on unwrought lead from 3.5% ad valorem to 3% ad valorem, with a floor level of 1.0625 cents per pound, effective retroactively from January 1, 1980, through June 30, 1983. Pacific Northwest Power Bill Passed. -On December 5, the President signed S. 885 which will enable the Bonneville Power Administration to guarantee 20-year contracts to its 15 major industrial customers in exchange for higher rates. In effect, the bill will have industrial customers pay some of the costs of building additional generating facilities in the Northwest, of which thermal units are expected to be a major part. BPA supplies power to six primary aluminum producers which operate eleven plants having over 30% of the primary aluminum capacity in the United States.

The contract objective is the development of an Automatic Fire Control System for Mobile Underground Metal Mining Equipment. The Phase I Report, which described the projected data handling plan, was published on July 24, 1975. The Phase II effort covered the period from July 24 through December 2 and accomplished the following objectives: ? Acquisition of data in accordance with the project data handling plan. Data were acquired through visits to twenty mine sites in ten states and Canada; visits to Bureau of Mines and MESA facilities; visits to mobile equipment manufacturers; and an extensive literature search. ? Analysis of accumulated data which provided the following specific types of design inputs: selection of the type of mobile underground equipment found to represent the greatest overall fire hazard; typical operating conditions for the vehicle; characteristics of the reported fire experiences; and performance, cost and maintenance factors affecting potential purchases of automatic fire control systems for underground mining equipment. ? Development of the AFCS design concept. Utilizing the data analysis results and considering the state-of-the-art of fire control system components, a recommended design concept was developed with particular emphasis placed on the need for a low cost and reliable system. Design trade-off studies are provided for the recommended system and for four alternate system concepts.

Gold mining is a subject that not only appeals to the popular imagination but has vital importance to the world's economic structure. However, a discussion of the use of gold as a medium of exchange, and a basis for credit between nations and for monetary systems is not within the scope of this paper. The importance of gold in carrying on the commerce of the world, the present supply and rate of production, the probable trend of future production, the probable future requirements, and related subjects have recently received much attention from bankers and economists, and many articles on these subjects have been published. During slack periods of base-metal production due to falling prices, accompanied by scaling down of base-metal mining operations and often by the closing down of at least some mines, there usually result revival of interest in gold mining, search for previously undiscovered deposits, and reopening of some old gold mines.

The Environmental Session will consist of five papers dealing with various aspects of trace elements associated with coal. Analytical procedures to determine the amounts of trace elements will be discussed. Other papers will deal with trace elements in streams downstream from coal mines, potential pollution from wastes from coal preparation plants, potential recovery of trace elements, and potential pollution from trace elements as a result of the combustion of coal.

MANY metals by virtue of their place of occurrence as ore, and their uses are travelers! Iron and steel, for instance, is one of the greatest of travelers in the form of ships and the romance of iron in this respect is only just beginning to be superseded by the stories which can be told of the travels of aluminum and its alloys, used in the building of airplanes. Tin is a traveler from the Straits Settlements to this country and Europe, for use in the canning industry; afterward traveling all over the civilized world as a part of the container for preserved foods. Silver is somewhat of an aristocrat, when its uses are measured against those of the baser metals. From earliest times it has been used for adornment (first perhaps o4 the person and later for the embellishment of weapons and' buildings), for the making of fine ar¬ticles used in the household, and as money. While its uses have been widened by the discoveries in chemistry, electricity and other sciences, its early uses are still much in evidence in our modern life.

The U.S. Bureau of Mines (USBM), in cooperation with the American Society of Mechanical Engineers (ASME), conducted over 200 hours of melting tests to vitrify residues from five municipal waste combustion facilities. Combined residues (grate residue and f1yash) from three municipal waste combustors, a waste water treatment sludge combustor, and flyash from a refuse-derived-fuel (RDF) boiler, were sequentially melted in a I-metric-ton (mt) water-cooled-wall electric arc furnace. Each of the residues underwent magnetic separation, screen size analysis, and bulk chemical analysis prior to melting. The furnace products were examined by optical and electron microscopy and by X-ray diffraction. Bulk chemical analyses were acquired for the metal, fume, and vitrified furnace products. The material balance for the furnace operation indicates that from 69 to 86 pct of the feed reported to the vitrified furnace product, which had leaching potentials well below the EPA limit for each metal, as determined by the EPA TCLP. The electric arc melting furnace currently is being utilized in a cooperative research project between the USBM and the Idaho National Engineering 'Laboratory (INEL) for melting tests on simulated low-level radioactive wastes,

An investigation was conducted to study possible sources of Utah refractory and structural clays that could be used for the manufacture of refractories and light or buff burning heavy-clay products. A field study was made and the clay samples tested to determine their firing characteristics. Results of the Bureau's work indicate many small noncommercial deposits of hypogenic clay occur in igneous rocks. Commercial hypogenic deposits are mostly halloysite clay developed by hydrothermal replacement of limestone. The high firing shrinkage of halloysite precludes its use as a refractory, however, halloysite produced at the Dragon Mine south of Eureka, is used fur making oil catalysts. Clays and shales suitable for low heat duty refractory products are found in the Manning Canyon shale, in shales associated with coal bearing rocks, and in the Dakota formation. Some of the clays from the Dakota formation are also suitable for high-duty refractory products.

Planning the use of South Africa's energy resources, especially coal, is of the utmost importance. The State and the mining industry require reliable official estimates of the economically mineable coal reserves for planning purposes. An overview of al the previous reserve estimates is given, with specific attention to the two most recent estimates-those of Petrick and De Jager. The differences between these two estimates are highlighted. The following important aspects are discussed: . the need to update the information regarding South Africa's mineable coal reserves, . the necessity of understanding and agreement between the coal-mining industry and the State department responsible for updating the coal-reserve data, and . the importance of the specific assumptions used in the updating of the data. A downward adjustment of mineable reserve figures is proposed, and the factors that influence the meaningful exploitation of the coal reserves are discussed. A recommendation is made as to how the Waterberg coal reserve should be exploited, and it is concluded that the Soutpansberg Coalfield cannot be exploited economically in the foreseeable future. An evaluation of the status of the coal-export trade is made and compared with the assumptions and targets set at the start of the coal-exportation scheme. The comparison shows the extent to which the exploitation of the coal reserves is being negatively influenced by the current market situation. Recommendations are made regarding planning for the coal-export market, and the aspects that have to be taken into account to keep South Africa in the export market are identified. Reference is made to the fact that the present unrestrained wage and salary adjustments, which show a total disregard of South Africa's poor productivity record, require serious thought and speedy rectification if the country is to survive in the export market. A salary and wage strategy must be developed to suit the specific needs of the Republic of South Africa.

Most of the Indian coking coals are medium coking and of very high ash content. Beneficiation of these coals is a must for their utilisation in coke making. During washing while the ash content of the coal is reduced, the same is expected to affect the reactive-inert ratio and the proportion of various petrographic constituents in the clean coal. This will affect the coking behaviour, including the expansion characteristics, of such coal. An increase in expansion behaviour of coal increases the wall pressure and may damage the battery wall. Therefore, close monitoring of coking properties along with drop in ash is necessary for smooth use of the coal in coke ovens. An effort is, therefore, essential to understand the impact of washing on its coking properties. The studies were carried out with captive coals of Tata Steel, India. Three medium coking coal samples namely, VII A, VI A and XI SEB seam coals of West Bokaro Colliery were used for the study. The coal samples after washing to different ash levels were subjected to the following analysis: proximate, crucible swelling number (CSN), LT GK test, dilatometer and plastometer tests and petrography. The experimental data were then analysed to assess the relationship of various coking properties of the coal with its ash content. The studies clearly show that there is a strong impact of beneficiation of the coal on its coking behaviour. The impacts are more at lower level of ash in the clean coal. In general, the coking properties increase with a decrease in ash. This is primarily due to an enrichment of vitrinte materials in the clean coal and an increase in the reactive-inert ratio in the coals. However, the most important impact of the lowering ash is on the increase in the swelling nature of the coal. The coals with lower ash become highly expanding in nature. This may be very critical from operations of coke ovens point of view, especially stamp charged coke ovens. Necessary precaution should be taken in selecting the other coal blend constituents when these coals are beneficiated to a very low level of ash content.

For many years the Federal Bureau of Mines-in cooperation with other agencies-has been making investigations and compiling and publishing reports and statistics on accidents in the various branches of the mineral industry.4 Its assistance has been enlisted also in health, safety, and ventilation problems' incident to the driving of many large tunnels in the United States in recent years. As part of this work the Bureau has compiled considerable statistical and other information on accident experience in the tunneling branch of the heavy-construction industry. It has always been difficult to obtain up-to-date information on tunneling methods and tunnel accidents. Published accounts of tun¬nel construction furnish much interesting material of engineering, historical, or fiscal value, but usually little or no attempt is made to discuss and critically analyze the means taken to preserve the health and life of employees.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation , and utilization of coal . This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Yancey, in charge , J. W. Buch, Thomas Fraser , L. L. Newman , and L. D. Schmidt of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology; H. Over 50 reports were written by the members of the Solid Fuels Mission . These , together with microfilms of supporting data obtained in the course of the investigations , are on file at the Bureau of Mines , Washington , D. "Mining environments, whether open-pit or underground, pose difficult conditions for any sensor system. However, the ever-increasing need for automation requires the application and use of sensor systems in order to gather relevant information required for process automation. Ultra-Wideband radio (UWB) is a robust technology well-suited for underground applications. These applications include positioning and communication. This paper introduces UWB and presents results from measurement campaigns in harsh environments. Using filtering and sensor fusion precise and robust positioning can be achieved even in confinements of underground mining environments. INTRODUCTION Indoor positioning systems (IPS) are gaining ever more importance. Especially in light of ongoing efforts to reach the goals of what was coined as Industry 4.0 by the German government, the development of IPS is inevitable. According to a recent report about the “Global Indoor Location Market Outlook 2019” a growth from $ 597 million in 2014 to $ 3961.8 million by 2019 is expected [1]. Hence, there is also an economic incentive to pursue this topic. The mining industry is profiting from this development as well, since IPS are the basis for the automation of especially mobile mining equipment. Ideally, indoor positioning systems offer to position the equipment continuously and, what’s more, even in real-time [2]. Different approaches are available for IPS. The difference of these systems lie in terms of accuracy, cost, precision, technology, scalability, robustness and security. [3] At the Institute of Advanced Mining Technologies (AMT) of RWTH Aachen University, research suggests that one of the more auspicious approaches for IPS in the mining sector is the employment of ultra-wideband (UWB) radio technology. Because of this, there has been ongoing research into the best way to introduce UWB technology for the application in underground environments. The research started with an indoor positioning application, which only consisted of the UWB system. In the course of this, different algorithms were developed to enhance the system’s performance for the use in the mining industry. This led to the idea of sensor fusion in which the information of the UWB system are combined with infrastructure-independent technologies like inertial navigation systems (INS) and image-based technologies."

This report is one of a series based upon investigations made and being made within the Missouri River Basin in Montana by engineers of the Bureau of Mines , Albany Branch , Mining Division . These investigations are being made primarily to provide preliminary information to the Department of Interior agencies and to others concerned with planning the proposed Federal power developments within the Missouri River Basin. This report has been designed to permit public distribution of the factual data obtained . Virtually all known metallic -mineral occurrences and some nonmetallic mineral deposits within Fergus County were investigated in 1948. The investigations cannot be considered complete , however , because some long inactive mines or prospects may have been missed . Most of the old mine and prospect openings now are caved ; many are completely inaccessible . Many of the claims located years ago have been abandoned ; others have been relocated under different names and ownerships . Because of such conditions , much of the information regarding their development and operation necessarily has been obtained from available Federal and State publications , supplemented by information provided by owners and local residents .

This report describes the performance of Phase I of a project to design, analyze, and demonstrate a multilift longwall mining method applicable to mining coal seams twelve (12) feet or more in thickness. A non-simultaneous multilift operation is the most viable thick seam mining technique for introduction to the United States coal industry. In the case of the proposed site at Emery, Utah it will result in an increase in coal extraction from 30% with present methods to at least 50% and possibly more. The major technological advance involved in this project is mining a lower lift under a previously mined upper lift. To accomplish this, entries must be developed and maintained beneath the upper lift gob. This will necessitate the use of steel supports at frequent intervals throughout the lower lift' entry system. This has not been done in the U.S. to date. An economic analysis of the project indicates that, while this method will result in a higher than average cost per ton for coal mined, the coal would be competitive with current-operation in the area.
