The A5 road in the United Kingdom forms an ancient and well-used route through the hills and mountains of North Wales. In the 1990?s a programme of work was conducted to upgrade the road to modern standards. As part of this work a new cutting was constructed to bypass a portion of road routed through a gorge close to the village of Ty Nant. This new cutting was formed by drilling and blasting and included much pre-splitting and extensive rock bolting. This operation caused much concern to local residents relating to vibration, air overpressure and flyrock.

"Sand is a naturally occurring granular material that is a result of the physical or chemical breakdown of rocks. Raw/natural sand contains various minerals, and it is this combination of minerals that brings the value to the construction aggregate industry. However, it is the quartz component of sand that is valued in its application as industrial silica in glass, high purity quartz, foundry sand, and oil and gas fracturing. Depending on the industry, the grade requirements can be the concentration of SiO2, particle size or shape, as well as contaminants such as the heavy refractory minerals, clays, fines, and alkali metals. With the ever declining mineral feed grade, processors continue to face challenges making the industry specific concentrate grade. As such, it becomes more important to tailor make the processing reagents to fit the mineral, processing conditions, and desired quality specification. This paper focuses on the application of novel collectors towards the beneficiation of sand for each of the major industrial silica applications. INTRODUCTIONQuartz is a mineral composed of a framework of silicon and oxygen atoms. It is the second most abundant mineral in the Earth’s continental crust. There are many species of quartz, which are defined by the particle size, shape, and color. Silica sand is one of those species, which is the byproduct of the physical or chemical breakdown of quartz containing rocks or crystals. Geologist define silica sand as a silica mineral with a particle size between 0.05 and 2 mm in diameter (Zdunczyk, 2001). Silica sand has significant value to society in recreation (beach sand and toy boxes), construction aggregate (concretes and asphalt), industry (iron & steel casting, fracturing proppants, and glass), as well as specialty products such as semiconductors or silicon wafers used in electronics.The aggregate business is the dominant consumer of silica sand products. Conversely, glass making, foundries (casting material), abrasives, and fracturing proppants are the dominant applications for industrial silica sand. Not much beneficiation is required for sand products going into the construction industry, other than sizing and scrubbing to remove clay. However, the industrial silica sand applications are dependent on particle size, shape, and degree of contaminants, which sets the market value (table 1). Therefore, as the more specialty products are produced, more sophisticated techniques and chemistry need to be applied to ensure the appropriate quality is met."

More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. Having made my point, I could stop my remarks right now; but

The Bureau of Mines has prepared, as circumstances have dictated, a series of schedules setting forth the minimum requirements that various types of equipment should meet to be considered safe and satisfactory for use under certain hazardous or unhealthful conditions. These schedules cover a wide variety of devices ranging from explosives to electrically operated mine locomotives. This paper discusses the functions and operations of schedules under which respiratory protective devices are tested and approved. It emphasizes that the aim of the Bureau respirator-approval system is to make available to the public respirators that meet definite performance requirements. The responsibility of the respirator manufacturer in pre-testing the device and in maintaining its quality after it is approved are explained. Aid is provided for the user in selecting the proper device for specific application, and a plea is made for better education of all concerned in the proper use of the devices. DISCUSSION Provisions have been made for testing and approving the following types of respiratory protective devices: Self-contained breathing apparatus,2/ supplied-air respirators,3/ gas masks,4/ dispersoid respirators,5/ and chemical-cartridge respirators.6/ These devices are tested at the Central Experiment Station of the Bureau of Mines in Pittsburgh, Pa. Self-contained breathing apparatus is tested by personnel of Health and Safety District B; other types of respirators are tested by the Branch of Health Research.

This paper discusses the potential role of underground space and tunnelling in urban planning in Australia. The paper gives examples of the infrastructure and commercial applications of underground space which have been effectively used overseas but have been slow to be considered as a part of urban planning in Australia. In particular, the paper looks at underground quarrying and underground commercial development and their potential use in the urban environment. Existing sites and potential sites for quarrying and/or commercial use have been classified using a system developed by the author. Underground quarrying may provide some solutions for planning problems involving sand and aggregate supplies, waste disposal and other uses. Commercial development involving underground excavation may be accepted if the cost of underground commercial development can be shown to be equivalent to the cost of above ground development. The paper concludes that one role of the underground construction industry is to promote tunnelling and underground space amongst architects, town planners and planning decision-makers. The Australian Underground Construction and Tunnelling Association (AUCTA) and the Australian Society for Trenchless Technology (ASTT) should be instrumental in actively promoting the use of underground space in society.

The effect of multiple tunnels /cavities on the stress and deformation field of the soil media was investigated by using a two dimen- sional plane strain boundary element model. The soil was considered as an elastic, isot- ropic and homogenous media. The interaction of two circular and parallel tunnels/cavities was investigated. Depth of burial, tunnel spacing and surface load width were the system variables considered. The results of this study indicated that the vertical displacements of the soil media increases by decreasing the distance between the adjacent openings, the interaction between the two tunnels/cavities can be neglected for K/D > 5, while the load width has a minor effect except in the dis- tance of D from the center line of the load and for a depth of 2D.

It is sometimes necessary to resort to extremes in order to call attention to something that is pertinent to safety in mining. When some of the experts in occupational safety talk about this topic, they usually refer to a 'regulation' established by the Romans which stated that, due to the health hazards, usually death, no Romans but only slaves should work in mining. Since the time of the Roman Empire, a lot of ground has been covered in the field of mine safety. Nowadays, it can be said that occupational safety is being seriously addressed, with the result that the number of mining accidents has reduced dramatically, fatalities in this industry are less frequent, and the rate of accidents compared with other activities, such as construction or fanning, is low. This achievement has been possible initially through government legislation and by procedures established by the mining companies themselves. However, the dilemma for government is whether to regulate and if so, how much. It is pleasing to observe that most companies are establishing working procedures which conform with new government legislation, placing strong emphasis on the duty of care for mine employees. There will always be some regulatory aspects of legislation, and perhaps the best example of this is in the use of mine hoists where there are no international or Australian standards, and the regulations applied are of an empirical nature that err on the side of safety.

"1.1. WHAT ARE AGREEMENTS AND HOW ARE THEY FORMED?In order to have an agreement, at common law, there must be an offer, acceptance of that offer, and consideration passing between the parties. In addition, the material terms (i.e. the basics or substance) of the agreement must be discernible, preferably by means of documentation. Although these concepts may appear simple and straightforward, the law relating to them is voluminous and complex. Some brief comments are worthwhile.• Offer/acceptance: Both offer and acceptance should be in writing, but they need not be. The actions, conversations, and/or correspondence of the parties may constitute either or both of them. Notwithstanding, the local law or practice of a jurisdiction will impose some specific requirements for certain types of agreements. If these requirements are not met, the agreement may be unenforceable. For example, Ontario’s Mining Act requires transfers of unpatented mining claims to be evidenced in writing and recorded.1• Consideration: Consideration is usually thought of as being money, but it can be virtually anything, even “the premises” (i.e. the mutual covenants or promises contained in the agreement itself). In addition, if one party, relying upon the offer of another, does something to his detriment, then the doing of the act can be considered to be an acceptance of the offer and, under the legal concept of “detrimental reliance”, can also be consideration. Whether or not detrimental reliance exists will depend upon the circumstances of each case.2• Material terms: The requirement that the material terms of an agreement must be discernible does not mean that all of the terms of an agreement must be documented or even have been considered, just the basic or material ones. In addition, it will be up to a judge to decide what is material – not necessarily the parties. In order to establish the material terms, a Court may look at all relevant documentation and may hear oral evidence. It will resist “writing the agreement”"

An impact wear testing machine was devised by the Bureau of Mines that simulates the repeated impact conditions encountered in large milling and grinding operations where breakage and spalling are problems. The apparatus provides data on materials that may help in the design of alloys with improved resistance to deformation, spalling, and breakage. The test blocks are 2 in thick by 6 in by 8 in. Impacts are produced by dropping 3-in-diam balls weighing 4 lb from a height of 10 ft. Tests were run until breakage occurred or to a total of 100,000 impacts. Four types of failures of the test block were observed: (1) cold flow of the bulk material by plastic deformation, (2) flaking of the surface in the impact region, (3) spalling of the block to form a crater in the region of impact, and (4) breakage of the test block into two or more major pieces. The effects of composition, heat treatment, microstructure, and hardness on types of failure are discussed.

The Brisbane Airport Link Project (AirportlinkM7) includes the design and construction of more than 12.5 km of tunnels, with the Kedron interchange including four ramp tunnels that intersect with mainline tunnels and result in caverns with spans of up to 26 m. These caverns are in highly variable ground conditions with less than 35 m of cover underlying residential neighbourhoods and commercial properties. The Kedron caverns were constructed using the sequential excavation method (SEM). Owing to complex geometry and excavation sequence, the caverns were designed based on numerical modelling methods, including both two- and three-dimensional models. These numerical methods were used to develop a suite of support types with excavation sequences for the expected range of ground conditions. A combination of methods that included in-tunnel monitoring (convergence monitoring and extensometers), probe holes, endoscope probes, face mapping and ground settlement measurements were used to verify performance of the tunnel support systems and to select and refine the appropriate support system for each section of the caverns. The construction monitoring data indicated that numerical modelling can provide a good basis for predicting the performance of large-span underground openings in highly variable ground conditions. Copper concentrates from northern Peru contain large amounts of arsenic and antimony in the form of sulfosalts like enargite, tennantite and tetrahedrite. These impurities affect up to 30% of Peruvian copper production. Under the sponsorship of the Instituto Geologico Minero y Metalurgico in Lima a project to separate copper from arsenic without pollution of the environment is being carried out at the National University of Trujillo in Peru. The U.N.T. process is unique in the respect of using .low melting salts as solvents, and sulfides of metals with high cation potential as destructors of the complex sulfosalt molecules. Laboratory scale experiments have given encouraging results but interesting and difficult problems developed on scale-up. The process is pyro-hydrometal-lurgical and under certain circumstances its economics are promising.

The introduction of continuous mining machines in the late 1940's prompted the mining industry to reassess shuttle car batch-type haulage. Between place changes, the continuous miner could cut and load coal on a nearly continuous basis, but after loading a shuttle car, the high-capacity machine had to wait until the second shuttle car came inby and spotted itself under the miner tail boom. Thus, the wait-for-shuttle-car delay periods became the new bottleneck for increased coal production from the mine section. Recent studies have shown that nearly 25 pct of the continuous miner cycle time is consumed by delays in the haulage system, usually waiting for shuttle cars. Computer simulations of a face operation indicate that up to a 45 pct increase in coal production may be realized through the use of a continuous haulage system, assuming of course that the outby haulage system can handle this increased capacity. Coincidently, there are recent claims by some mines using continuous face haulage of a production increase of 45 pct compared with shuttle car haulage. These documented production records, computer simulations, and common sense indicate the potential of continuous face haulage in underground coal. The late 1960's and early 1970's saw several mining machinery manufacturers market mobile bridge carrier and piggyback bridge conveyor continuous haulage systems for use in underground coal mines. These systems have shown limited potential in some mines and outstanding success in others. It appears that no one system can be universally applicable to all underground mining conditions; thus, the Bureau of Mines has conducted extensive research over the last few years to investigate different types of continuous haulage systems for use in high and low coal seams that will advance the state of the art.

The reason lies in their desirable mechanical properties and the fluidity and absence of hot shortncss which facilitate ca,sting. Objection to the use of these alloys may be raised on account of the rather frequent instances of failure of a type variously described as disintegration, exfoliation and intererystalline corrosion. In all cases which have come to our kno~vlcdge where the conditionsof service were known, failure has occurred upon cxposurc to moisture and heat varying from a hot moist atmosphere to lligh pressure steam. RIoreover, the alloys described in all such roses contain impurities or alloying metals which the present authors have found to have enormous accelerating effects on intererystalline oxid:~t'ion in zinc-aluminurn alloys. Thus Williams1 experimented with an alloy containing a large percentage of tin exposed in Cuba. Baucr2 reports failure of a boiler plug containing over 1 per cent. of impurities, doubtless lead for the must part, and Rawdon's3 examinations were madc on an alloy containing 0.1 per cent. lead also exyosctl to thc Tropics. No thorough investigation of the nature and cause of this type of failure has been made heretofore, so far as the authors are aware, although Rawdon correctly classified it as internal oxidation. We have, therefore, carried out this investigation in order to det'ermine the exact nature of this phenonienon and the effect of other metals present as impurities or intentional additions in accelerating or retarding it. In the appendix we include a considerable amount of data which may be valuable in selecting an alloy combining good physical properties with high resistance to oxidation. In a paper before the Institute at Wilkes-Barre, Pa., June, 1911,' Mr. James Gayley discussed the application of this process to iron-bearing materials. The same author² described the results of operations at the plant at Birdsboro, Pa. The purpose of the present paper is to present further discussion of some techuical details involved in the operation of this plant, and of the theoretical and practical relations of this product to blast-furnace practice. Since Oct. 1, 1911, the Birdsboro plant has been in operation at the blast-furnace of the E. & G. Brooke Iron Co. The results have been highly satisfactory, although the material treated, being chiefly the flue-dust currently made by the furnace or taker] from the accumulated stock-pile, was excessively high, and yet not uniform, in carbon, so that the desirable control or regularity of the amount of fuel in the mixture treated could not be maintained. Nothing could more forcibly demonstrate the flexibility of the process than the fact that, under these conditions, the sinter produced was, in all cases, of excellent quality. The Dwight & Lloyd process, as such, slid its present highly-developed mechanical appliances were described by Mr. Gayley in the paper above mentioned. While the repetition of some particulars will be unavoidable in this paper, it will be confined to features bearing upon the metallurgical principles involved. IT IS usually assumed that chemical specifications are sufficient for steel to be used for case carburizing, and if the steel analyzes within the ordinary limits specified for steel for this purpose, no difficulty traceable to the steel used should be encountered in obtaining satisfactory results in the case carburizing and hardening. Much work has been done to determine the effect of various alloying elements on the rate of carbon penetration, etc. but, to our knowledge, little if anything has been published in regard to the effect of the quality of the steel on the final results in the hardening of case-carburized steel parts. The writers believe that the structure of the case both before and after quenching is greatly affected by the actual condition of the steel itself as made, and that for good results in the case-carburizing and hardening departments, the steel should be of the best possible quality as regards non-metallic impurities. It is the purpose of this paper to prove that the presence of excess dissolved oxides in the steel, as made in the melting furnace, affects permanently the results obtained in carburizing and hardening and that it is possible that the presence of dissolved oxide can result in total unfitness of low-carbon steel for, case hardening purposes. When races and rolls for roller bearings are made from a low-carbon steel, case carburized and hardened, it is of primary importance that the results of this treatment be of the highest quality. It is necessary, therefore, that in the case-carburizing work each detail be rigorously checked to avoid any defects which would cause the loss of much time and material. The case carburizing with which this paper deals was done in under-fired oil furnaces. The temperature of each furnace is controlled by means of a platinum platinum-rhodium thermocouple, in connection with a potentiometer indicator and potentiometer recorder. The temperature of each furnace is registered every 15 min. by an operator, who is continually checked by the automatic recorders.
