INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. Members of the Institute who have visited the works of the Lackawanna Iron and Coal Company at Scranton, will remember the exposure of a large vein of anthracite coal in the rocky bank on the south side of Roaring Brook, near the blast-furnace. The vein is quite flat, and is exposed to view for several hundred yards along the banks of the brook, a few feet above the surface of the water. It is some ten feet in thickness, and is known as the Big Vein. At a point just opposite the blast-furnace, much of the coal from this vein was mined out many years since, the usual pillars being left to support the overlying rock and drift, which are here some twentyfive to thirty feet in thickness. Research performed on arcing faults and their interaction; with electrical insulating materials within coal.-mine power-system enclosures is described. This work was performed at The Pennsylvania State University from 1 December, 1976 through 30. November, 1977. Results presented are interim in nature and future research is planned to integrate the simulations which have been constructed, as well as to apply developed experimental procedures to the evaluation of electrical insulating materials for use in coal-mine enclosures. The thrust of this research has been divided into several primary areas. These include the development of a theoretical procedure for computation of three-phase and line-to-line arcing fault currents as a function of time, formulation of an arc model based upon thermal-arc plasma properties so that arc voltages and energies may be computed, development of a simulation for pressure and temperature rises when an arc interacts with an electrical insulating material within an enclosure, experimental evaluation of electrical insulating materials in terms of their tendency to support an arc as well as their potential contribution to enclosure pressure rises, and integration of the above research areas to form overall procedures for theoretical and experimental evaluation.

The topic assigned me by the Chairman of the Institute, "Safety Practices in Franklin and Williamson Counties, Illinois," I fear will necessarily resolve itself into a paper on shale dust, its application and the results obtained. I returned .only last week from a three weeks trip through these counties at which time, through the courtesy extended me by the operators, I had ample opportunity to visit and inspect many of the largest mines in the field, some of which are among the largest in the United States. With the exception of shale dust and ventilation, I see but vary few instances where the Illinois mines are further advanced in safety precautions than the western mines, and in some respects I believe the operators of the West are further advanced in safety methods than their eastern brothers. Great care is exercised in handling of all ventilation currents. Standard tellurium analytical procedures were modified to obtain the greater sensitivity needed to support a survey of tellurium resources by the Bureau of Mines. Resulting volumetric and spectrophotometric methods for determining tellurium in all types of tellurium-containing materials are described. Sample decomposition and preliminary separations of interfering selenium, gold, and silver are the same in both procedures. The volumetric method is applicable to samples containing a minimum of 10 parts per million of tellurium, In this method the tellurium is reduced to elemental form, and the colloidal suspension is titrated with 0.01 normal iodine solution. The weight of sample for analysis, from 0.25 to 10 grams, should be selected so that the sample contains 0.1 to 5 milligrams of tellurium. To insure accuracy, duplicate samples should be run and the results averaged, particularly on samples of low tellurium content: The limit of determination is 0,001 percent tellurium, which is equivalent to 0.1 milligram of tellurium when using a 10-gram sample. The spectrophotometric method is particularly applicable to low-tenor materials containing from 0.5 to 50 parts per million of tellurium. Up to 10 gram samples are required for making accurate determinations in the low-concentration range. The sample used should contain between 5 and 100 micrograms of tellurium. The turbidity of a colloidal suspension of tellurium prepared from such a sample is determined in a spectrophotometer .t at a. wave-length of 440 millimicrons, and this value is compared with those of standard samples containing known amounts of tellurium.

About 100 million terajoule is used annually worldwide to overcome friction and that is one fifth of all energy produced. The largest quantities of energy are used by industry (29%) and in transportation (27%). Based on our recent studies on energy use in passenger cars, trucks and buses, we concluded that it is possible to save as much as 17.5% of the energy use in road transports in the short term (5-9 years) by effective implementation of new tribological solutions. This equals to annual energy savings of 11.6 exajoules, fuel savings of 330 billion liters and reduction in CO2 emission by 860 million tonnes. In a paper mill, 15-25% of the energy used is spent to overcome friction. The electrical energy used by a paper machine is distributed as 32% to overcome friction, 36% for the paper production and mass transportation, and 32% is other losses. In paper machines, 11% of the total energy used to overcome friction can be saved by the implementation of new tribological technologies. This would result in electrical energy savings worldwide of 130,000 terajoule, economic cost savings of 2 billion euros and CO2 emission reduction of 11 million tonnes annually. An overview of the total energy saving potential by improved tribology in transportation and industry is presented.

The authors attended the 11th International Conference of Directors of Safety in Mines Research held in France, July 1963. In addition to Conference discussions pertaining to control of coal dust they had the added assignment to study present European practices for neutralizing the coal-dust explosion hazard. Information was obtained through discussions with the Research Directors, by visits to testing stations and observations of operating mines in various countries. This paper tells what the current practice in this field is in Europe, and how effectively coal dust explosions are controlled. The method is rock dust barriers. CONTROL OF COAL DUST DISSEMINATION Experience in Europe indicates that the control of dust production and dissemination by water or foam systems is not successful except during undercutting. Cybulski, Dawes, and DeBraaf - respectively Director, Mines Research Establishment "Barbara", Katowice, Poland; Principal Scientific Officer, Safety in Mines Research Establishment, Sheffield, England; and Chief, Central Mines Research Establishment, Hoensbroek, Treebeek, The Netherlands - believe that wetted dust becomes readily dispersible and abatement measures should be considered only as a temporary means for reducing the health hazard. In an effort to reduce the health hazard, calcium chloride is used on the floor of main haulageways in Dutch mines and water infusion is practiced in Germany in mines where the coal is relatively porous. With respect to wet coal dust, the Belgians, British, Dutch, French, and Russians reportedly have accepted the results of research from the Polish and American experimental mines on the effectiveness of water as an inert in arresting explosion propagation. The Polish use the two test methods proposed by the U.S. Bureau of Mines1 for evaluation of the adequacy of wetness of mine dust; they require that water be added to the wet dust to maintain a minimum of 50% moisture by weight if dependence is placed on water alone. GENERALIZED ROCK DUSTING The general attitude with regard to protection against coal dust explosions throughout Europe is that generalized rock dusting is a vital primary step to inhibit initial ignitions but definite emphasis is also placed upon the efficiency of rock dust barriers. Those exceptions to generalized rock dusting are Germany and Austria where some rock dusting is done but principal reliance is placed upon rock dust barriers. The rock dust used in Belgium, Holland, Russia, and Poland is coarser than that used in the U. S.; 50% of the dust is through a No. 200 sieve (75 microns). Recent research by the Polish indicates that the portion finer than 20 microns is ineffective in arresting explosion propagation, and that the rock

THE first specimens of this material which came under my notice, as found in the State of Texas, were sent to me by Mr. J. C. Melcher, of Fayette county, soon after the organization of the State Geological Survey. I wrote him concerning it, and had the locality and manner of occurrence described, but 1 had no opportunity to visit and examine the deposit until the present field-season. Later, specimens were collected by Dr. Penrose and myself on a trip made by boat down the Rio Grande, from Eagle Pass to Hidalgo, in June, 1889. At the time of collection I marked the substance "Albertite," doubtfully, but, on examination, it proved to be nearer Grahamite. The geological horizon of the two occurrences is Tertiary. The first locality mentioned is in the upper part of the beds called by us Fayette beds, and provisionally correlated with the Miocene, or Grand Gulf of Hilgard's Mississippi section, while the latter is in the lowest strata of the Eocene which are exposed on the Rio

"Scrubbing both horizontal (drum) and vertical (attrition) are considered simple unit operations in the beneficiation of phosphate ores. In general, the operating conditions are fixed at high solids content based on the experience of the engineering or equipment manufacturing company responsible of designing this beneficiation step. Nevertheless, scrubbing is a complex unit operation designed to clean the surfaces of phosphate mineral particles of slimes, break loose weak inclusions or attached particles of impurities, and break aggregates of clayish material. Therefore, it is considered that as high solids content as possible should be used to enhance particle-particle interactions (impact and rubbing) without taking into consideration the rheology of the system. However, scrubbing unit operations design requires studying the balance between the increase of particle-particle interactions with the cushion effect that may occur when slimes, clays and fines decrease the availability of free water increasing the apparent viscosity of the phosphate slurry up to that of a paste consistency. This paper presents data from laboratory tests to determine the best operating conditions for the design of these unit operations based on the highest P2O5 grade obtained with the lowest impurities for different size fractions. INTRODUCTION In the beneficiation of phosphate ores, unit operations such as horizontal scrubbing (drum) and vertical scrubbing (attrition) are considered simple unit operations. Therefore, little attention is given to the design of horizontal and vertical scrubbing during the basic engineering studies, and the detail engineering stage, the manufacturers recommending “standard” units and operating conditions based on their experience. Due diligence of several beneficiation phosphate plants at industrial scale indicates that a deficient scrubbing of the phosphate ore results in significant problems in downstream unit operations, such as classification, clarification, gravity separation, magnetic separation, flotation, dewatering, and filtration. Scrubbing is in fact a complex unit operation designed to clean the surfaces of phosphate mineral particles of slimes (clays and fines), break loose weak inclusions or attached particles of impurities, and break aggregates of clayish material. Two phenomena occur, the particle-particle interaction (impact and rubbing), and the rheological effects of releasing significant amount of fines into the slurry. Therefore, high solids contents are recommended to enhance the particle-particle interactions, which may result in a change in the rheological regime of the system due to the slimes, clays, and fines decreasing the availability of free water. This increases the apparent viscosity of the system up to that of paste consistency resulting in a cushion effect that suppresses scrubbing. Under these conditions, not all fines are release and rejected (deslimed), downstream unit operations being affected by the release of clays, resulting in P2O5 losses."

Worldwide production of black coal amounts to about 8 billion tonnes. Perhaps 20% of this annual production is washed to improve its quality, generating perhaps 250 million tonnes of coal tailings annually, generally in the form of a slurry. The coal tailings slurry is typically thickened to about 25% solids by mass prior to disposal to a tailings storage facility (TSF), and hence comprise mostly water (about 85% by volume), plus sand, silt and clay-sized mineral particles and carbonaceous material. While the tailings settle and consolidate on deposition in the storage facility, their high moisture content makes them prone to run-out should the tailings dam fail, and makes rehabilitation of the tailings difficult. Hence, it is important to understand the consolidation and shear strength of coal tailings. Laboratory consolidation testing of coal tailings from a slurry to a soil-like state has been carried out in a purpose-built, large-scale, slurry consolidometer, instrumented with load cells and pore water pressure (PWP) transducers. Laboratory vane shear testing of coal tailings produced at different gravimetric moisture contents has also been carried out. The test results have allowed a regression model to be developed relating the peak vane shear strength of the coal tailings to their gravimetric moisture content.CITATION:Islam, S and Williams, D J, 2018. Four samples of manganese-bearing material from the Aroostook County, Maine, deposits were tested at the Eastern Experiment Station of the Bureau of Mines at College Park, Md., to determine their amenability to beneficiation by ore-dressing methods. The samples represented material from the Maple Mountain-Hovey Mountain deposit, the Dudley farm, and the Burnham farm and contained 11 to 14 percent manganese. None of the tests produced appreciably enriched concentrates suitable for further treatment for the production of ferromanganese. The intimate association of the manganese minerals with iron and siliceous minerals requires extremely fine grinding to liberate the manganese minerals in these ores and prevents efficient concentration by physical means.

To gain insight into the current status of pillar design practice in the underground coal mines of United States, a survey has been undertaken in the late 1993 and early 1994. A total of 552 room-and-pillar mines and 75 longwall mines have been surveyed to collect general, geological and mine plan information. The collected information are critically analyzed with special emphasis on the pillar design criteria adopted in these mines. A safety factor analysis has also been carried out for the pillars in room-and -pillar mines.

Researchers associated with the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory (PRL), are investigating injuries (fatal and nonfatal) attributed to water well drillers during well drilling activities. Injury data, obtained from various sources, suggest that many water well drillers are experiencing unnecessarily high insurance premiums and very avoidable citations or violations from the direct result of accidents, injuries, and fatalities occurring throughout the water well drilling industry. Expensive insurance premiums and unnecessary citations are the direct result of poor health and safety practices. Visits to numerous water well drilling sites were conducted by NIOSH personnel to characterize and identify the injury data collected and to provide inexpensive strategies to prevent, minimize, and eliminate safety and health issues associated with water well drilling activities.

Low Strain Pile Integrity Testing has been used in India since 1990’s and several have tried to demonstrate the utility and benefits of this method. However, use of this technology was limited till 1998 as not enough data maybe was not available to justify its use and application on major infrastructure and real estate projects. The first author has done significant work in this method resulting in its use in practically all sectors of the industry that use concrete bored pile foundations as a supporting element. The paper explains various signal enhancers or modifiers involved in processing of low strain test data and its implication on the final output. It also describes how the method can lead to abuse or can provide poor interpretation if incorrectly used. The current effort is to demonstrate that data collection and evaluation becomes complex with changes in soil stratum and pile profile. The paper highlights the present testing practices and provides a guideline for classification of pile integrity into few simple categories in Indian context rather than writing complex interpretations.

Efficient and effective management of extraction process tailings is an essential ingredient for the continued success and development of Alberta's vast oil sands resources. Open-pit oil sands operations north of Fort McMurray recover bitumen from flotation circuits. Process tailings are managed in carefully engineered and monitored external tailings management facilities and in below-grade mine pits. In order to support reduction of production costs and improve upon established tailings management practices, CANMET has been working with the oil sands industry in a collaborative framework to assess the potential to integrate thickened tailings into oil sands extraction process flowsheets. Albian Sands has commercialized the process while others, including Syncrude Canada Ltd., continue to evaluate the suitability of the process for their operations. This paper provides an update on R&D work undertaken in recent years to assess and develop the potential of thickened tailings technology for the open-pit oil sands operators of northern Alberta. The aim of this work was to explore opportunities to optimize process efficiency and environmental sustainability by improving water and energy conservation and develop more alternatives for tailings management and reclamation.

"Failures of coal ribs are major hazards in underground coal mines. For the period of 2010 to 2014, rib falls were the leading cause of groundfall fatalities and accounted for 35% of all groundfall-related fatalities. Currently, the National Institute for Occupational Safety and Health (NIOSH) is conducting a research project to develop an engineering-based design methodology for rib control in underground coal mines to reduce rib fall accidents and fatalities. Numerical models can be used as part of the design methodology provided the models are appropriately calibrated and verified.This paper presents a coal rib model to simulate the mechanism of coal deformation and fracturing that can lead to stress-driven rib falls. The proposed coal rib model was calibrated against published data from an instrumented rib site at the West Cliff Mine in Australia. Fracturing of the coal rib was defined by critical VALUES (of plastic shear strain of the coal material and rib displacement. A critical plastic shear strain of 2.8% and a sudden increase of rib displacement of 30 to 45 mm were sufficient to develop a fracture plane in the rib model. Accordingly, a discontinuous rib deformation was achieved and it compared favorably against field monitoring data.INTRODUCTIONCoal ribs are the vertical walls of coal formed when entries are developed in a coal bed. Failures of coal ribs are a major hazard in underground coal mines. Furthermore, failing ribs can contribute indirectly to roof and floor instability by increasing opening widths across intersections and entryways. Over the last 18 years, there has been a continual occurrence of injuries and fatalities in underground coal mines due to rib falls. For the period of 2010 to 2014, rib falls (excluding longwall face failure and bursts) were the leading cause of ground fall fatalities and accounted for 35% of all groundfall-related fatalities (MSHA, 2015)."

Following the wide-spread acceptance of ANFO as a useful, low cost blasting agent, studies have been made to adequately describe the physical and explosive properties of this material (1). As the quality of the AN blasting prill improved, reliability and sensitivity to initiation were greatly increased and many methods of priming were chosen from the standpoint of economics with little appreciation for the need to initiate so as to obtain the most efficient detonation. Under certain conditions, ANFO could be initiated with primers no more powerful than a No. 8 blasting cap (2). Research on primers for ANFO followed and it was demonstrated that this blasting agent was subject to extreme transient velocities upon initiation with wide variations in energy output depending upon the nature of the primer. For these reasons it was shown that powerful priming was economically justified (3). These studies helped to define the properties of an effective primer and the guides for its efficient use. In the vast surface coal mining industry, technological advances in earth moving equipment were paralleled by the development of larger and larger borehole drills (4). Even though ANM) was the major blasting agent used in this industry, investigations of priming techniques in these larger boreholes was almost non-existant. In 1962, Mr. Cleon Woolsey of Enos Coal Company disclosed to the industry that dramatic improvements in blasting production could be achieved with new priming and boostering methods (5). The research program at the Atlas laboratories was designed to explain these results and extend the study of initiation of ANFO with both high explosives and slurry explosives and to define the principles involved.

One of the world's most respected scientists, Dr. Hans A. Bethe (see box) has concluded that if anything can solve the energy crisis, it will be coal and uranium. "It is an illusion to think that we can solve our problem by energy conservation alone. For the next few years, conservation must play a very important role, but at the same time, we must see and develop all our alternative energy sources," he said. In his series of five lectures on the energy crisis, given at the University of Utah while he was visiting professor there during February 1974, Dr. Bethe examined all the existing and newly proposed energy sources. He very quickly ruled out solar power, wind power, and tidal power. Solar power, he said, would be 3% to 4 times more expensive than nuclear energy and would only make sense in tropical areas; wind power, which could at best produce one-tenth as much energy as solar, is "for the birds;" and tidal power, which can be exploited in only a very few coastal locations, is "for the fish."
