This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

IN order to provide a clear picture of the development of the sink-and-float process of concentration as applied to the iron ores of Minnesota, a few pertinent facts should be brought out concerning the ores and the products of concentration. Iron ore is primarily a cheap commodity handled in immense quantities. The price of iron ore at present, based on a natural iron content of 51.5 per cent, varies from $2.55 to $2.70 per gross ton f.o.b. cars at the mine or washing plant in Minnesota. Last year 92,000,000 gross tons were shipped from the Lake Superior district (Minnesota, Michigan, and Wisconsin) to the furnaces. Concentrated iron ores have no greater value per unit of iron content than ores that can be mined and shipped direct from the shafts or open pits. For years only the higher grades of concentrating ores could be treated and sold in competition with the immense reserves of direct shipping ore available. These higher-grade "straight wash" ores required only the simplest treatment; namely, the washing out of fine sand from coarse ore particles. As the exhaustion of the "straight wash" ore is reached, rock is found replacing part of this sand, and the ore no longer responds to the former sizing treatment. Substantial tonnages of this marginal (jig ore) remained to be treated. Because of the limitations placed on concentrates by the furnaces-namely, low price of product and minimum amount of fines-iron-ore concentration has been and must continue to be a one-pass process. Only an increase in price or a change in structure of concentrates allowed by the ore consumer will encourage departure from this practice. Faced with the necessity of handling large tonnages, with the limitations mentioned, iron-ore research men have found their search for new and more efficient methods of treatment seriously handicapped and removed from the field of fine crushing. Sink-and-float treatment appeared to offer the best field in coarse concentration and has been proved by several plants to be well adapted to our problem. The use of ferrosilicon as a medium solid was decided upon. In our present practice, the ferrosilicon metal, carrying about 83 per cent iron, 15 per cent silicon and 2 per cent carbon and nonmagnetics, is crushed to pass 65 mesh and used without further sizing. When mixed with water the specific gravity of the medium may be controlled to within 0.02 per cent above or below the required gravity. The Société Nationale Industriel et Minière (SNIM) is expanding its ore and concentrate production capacity in Mauritania, West Africa. This government-controlled mining company has been in production since 1963 and currently exports some 12 Mt/a.SNIM is presently doubling its magnetite concentrate production at the Guelb el Rhein mine. An existing processing line will have a second parallel production line of 4 Mt/a added. The mine is located some 600 km inland from the Atlantic coast in the heart of the Sahara Desert.The metallurgy of the ore is reasonably straightforward. It is a magnetite banded iron formation that is amenable to magnetic separation. While the existing plant uses semi-autogenous grinding and dry magnetic separation, the new processing line will use HPGRs, dry magnetic separation, and a wet milling and magnetic separation circuit for treating middlings.The process choices refl ect the scarcity of water in the region, the high cost of locally generated power and the operating experience and preferences of SNIM. Dust control in the desert environment has been a particular challenge.The metallurgical design aspects as well as the infl uence of the environmental and commercial aspects of the project are presented.

"The use of electromagnetic field to remove suspended particles from metals such as aluminum by pushing to the boundary has been well studied. However, the potential of this method is yet to be exploited for the removal of inclusions from silicon. Considering the increasing amount of Top-cut SoG-Si scraps year upon year, there is the need to harness all the potentials of technologies to recycle this materials to ensure sustainability. This study investigates, and discusses new results on the effect of processing parameters such as composition, coil current, and frequency on the removal of inclusions from silicon under high frequency AC electromagnetic field.IntroductionThe solar cell silicon making industry requires pure and clean silicon in order to maximize the conversion potential of the solar cell material. The conversion efficiency of solar cells is limited by minority carrier recombination at dislocations and those intra-granular defects such as impurities, small clusters of atoms, or precipitates [1]. Recent global developments in the energy sector with a drive for the production of clean, reliable, and affordable energy have stirred a rapid growth in the production of photovoltaic (PV) cells.[2] Thus over the years, silicon based PV cells has seen a lot of growth as it has a PV market share of over 90 % [3] either as single-crystalline silicon, or multi-crystalline Si (MC-Si), or amorphous Si [4]. MC-Si produced by directional solidification of solar grade silicon melt dominates the silicon PV market. During the directional solidification process, SiC and Si3N4 particles within the melt are pushed by the solidification front to the top of the ingot which is the last to solidify. Therefore the top of the ingot is cut generating what is known as top-cut solar silicon scraps. The Si3N4 particles are mainly from the coating material at the inside surface of the silica crucible and from the air absorption during solidification process. The SiC particles mainly stem from the carbon reduction process of the primary production of silicon [5]. For sustainability the silicon in the top-cut silicon scraps must be recovered. Therefore methods for removing non-metallic particles, such as SiC and Si3N4, from the silicon are important in order to recycle the top-cut scraps to a useful feedstock for the silicon solar cells manufacturing."

In order to determine the influence of the number of increments of the sinter sample on the variability of the chemical composition obtained in Sinter Plant production, a variographic study was carried out. It was performed with two series of samples. The first series was composed of 40 samples with a 6-second interval, with the objective of obtaining the so-called minimum practical error, resulting from the extraction processes of the sample of the conveyor belt and preparation and analysis in the laboratory and the second series composed of 60 samples with a range of 4 minutes, which points to the sample selection error. The results obtained showed that the minimization of the sample selection error occurs for increments spaced in 15 minutes, being in agreement with ISO 3082, but with significantly better results than those currently practiced for intervals between 1hour increments. It was then decided on the suitability of the sampler to allow hourly increments to be collected and on a second opportunity to install a sampling tower with primary and secondary samplers to collect increments every 15 minutes including sample size reduction.

The demand for aluminum for military use during World War II called for an expansion of aluminum production in the United States A large part of the bauxite (the normal ore of aluminum) consumed in this county comes from Netherlands Guiana, South America. During the war, enemy activities were at times a serious threat to the flow of bauxite to the United States. The need for aluminum. stimulated the investigation of domestic deposits of bauxite and emphasized the wisdom of studying other aluminous materials, such as high-alumina and diaspore clays, to determine their possible use as aluminum ores. The occurrence in Pennsylvania of high-alumina flint clays and nodular diaspore clays has been known for many years. Several companies are mining these high-alumina, low-iron (less than 3 percent Fe2O3) clays and using them for the manufacture of refractory brick. Most of the production has come from Clearfield County, but clay deposits arc known also in Cambria, Centre, Clarion, Clinton, Indiana, Jefferson, Somerset, and Westmoreland, Counties.

This paper describes the operation of two kerosine flotation plants in Alabama for cleaning —10 mesh bituminous coal. One plant treats washer sludge, the other raw coal. Data on capacity efficiency and capital and operating costs is given. Methods for increasing cell capacity are discussed. IN cleaning coal it has long been recognized that methods which give excellent results for the coarser sizes may give poor or even no cleaning for the finer sizes. Effective cleaning of the fines, therefore, is usually a separate and distinct problem. For many years the problem of fines was considered of relatively minor importance. Now there is growing interest in methods of cleaning the fine sizes of coal because: 1. There are more fines. Increasing mechanization and the adoption of full seam mining methods have resulted in the production of a greater percentage of smaller particles than were produced by hand loading methods. 2. The fines have deteriorated in quality. The same causes that have led to increased quantity have also operated to decrease quality through greater contamination with slate, rock, and other diluents. 3. The fines have become more valuable. When coal was comparatively cheap, loss of the finer sizes was tolerated but, with the rapid increase in the cost of mining coal, it has become imperative that the maximum amount of clean coal be recovered from the mixture of coal and rock delivered to the tipple. 4. In many cases, the fines have become a stream pollution problem. Increasing governmental activity and legislation to prevent stream pollution often have made it necessary to retain the fine material which formerly was permitted to escape with the washer effluent into flowing streams. The Sloss-Sheffield Steel and Iron Co. operates four coal mines, all within a 20-mile radius of Birmingham, Ala., with a total annual production of 1,-250,000 tons of washed coal. Three of these mines are in the Mary Lee seam and one in the Jefferson seam. Although some steam and domestic coals are produced, the major portion of the coal is used to make coke for blast furnace operation. Fine coal is desirable for coking, and all the coal so used by Sloss is crushed to 1/4 in. Therefore, there is no problem of an outlet for even the finest sizes of coal. Since the coal is used for metallurgical purposes, low ash is of greater importance than would be the case if it were used for steam generation or domestic heating. Based on present blast furnace practice at Sloss, it is calculated that each percentage of ash in the coal carries a penalty of $0.22 per ton of coal. Thus there is a considerable margin for operating costs in a fine coal cleaning method that will result in materially lowering the ash content of the cleaned coal. Development of Fine Coal Cleaning Problem In 1942 Sloss reopened its Bessie mine and constructed at this location a new preparation plant to clean 11/4 in. x 0 coal from the Mary Lee seam.

The uncertainty of geomaterials properties is commonly encountered in resource engineering applications, especially in mining engineering where the rock mass texture, joints, fractures and damage zones can impose the mining method and operation cycles. In the present research work, we focus on the elastic properties of rock masses. We use stochastic numerical simulation of fractured rock masses to estimate their Young moduli. The procedure starts with field mapping campaigns which are conducted to evaluate the locations, dip angles, strike and trace lengths of pre-existing fractures. We develop statistical law parameters of the natural fracture network to represent the weakness patterns. In addition, we use HLA-Dissim, a recently developed and validated Matlab program, to simulate the propagation of monochromatic longitudinal waves and derive the equivalent elastic modulus of fractured rock masses. Such procedure applies within a simulation domain, which is greater than an Elementary Representative Volume.At a second stage, we conduct finite element simulations to validate the previous approach. The matrix and the actual fractures zones are reproduced in the model to mimic the natural set-up. The block is excited on particular positions and its response is evaluated on predefined spots. Real field rock fracture mapping data and monitored single-hole blast induced vibrations are used to validate the theoretical and numerical approaches discussed herein. Comparison between the simulated and measured vibration records shows a great agreement which confirms that the proposed methodology has a full potential to predict and optimise multihole/multidelay blast-induced vibrations.CITATION:Hamdi, E and Karrech, A, 2015. The Bureau of Mines investigated the role of imported natural flake graphite in dolomite-carbon refractories used in steelmaking processes. Fundamental engineering data were obtained to enable the evaluation of substitute materials. Changes in oxidation resistance (2,000° F), hot strength (2,750° F), and deformation under load (2,7500 F) caused by 10-wt-pct additions of five different kinds of natural flake graphite and increasing quantities (0 to 30 pct) of a 90-pct-carbon natural flake graphite were studied. Results indicated that carbon purity of 10-wt-pct-graphite additions did not influence hot strength or deformation under load. When the quantity of 90-pct-carbon graphite addition varied between 0 and 30 wt pct in a dolomite-carbon brick, hot strength was highest and de-formation under load lowest with 10-wt-pct additions. As hot strength test temperature was increased from 5000 to 2,750° F, the strength difference observed between 0-and 30-wt-pct additions of a 90-pct-carbon graphite became smaller. Additions of a boron-treated graphite caused significantly higher strength and lower deformation under load at high temperatures, while an addition of ball clay significantly reduced strength and increased deformation.

"Complexity in soil-foundation interaction and subsoil nonlinear behavior cause difficulties and uncertainties in evaluating the actual values of foundation design factors such as settlement. The acquired continuous records of Cone Penetration Test (CPT) can be used to determine the soil profile and characteristics those are applicable in the geotechnical design. In this paper, it has been attempted to present a new non-linear stress-strain approach to estimate the foundations settlement by using CPT data in the form of soil behavior classification charts. This new approach is based on Janbu method (1960s and also 1998). Instead of using fixed and constant values for stress exponent (j) and modulus number (m), continuous coefficient variations can be used. The proposed approach also can be used as a new method to predict pile group settlement. A data bank has been compiled containing twenty-two practical case histories to investigate the accuracy of the predictions made by the proposed and available common methods. The comparisons indicate that the proposed approach is relatively able to predict the settlement close to their real values. Therefore, it can be considered as an alternative method based on valuable CPT data and nonlinear stress-strain approach for foundations and pile groups settlement estimation.INTRODUCTIONComplexity in soil behaviour for settlement analysis is the result of non-linear and time dependent stressstrain behaviour of soils, their elasto-plastic performance under loading and unloading situation and also effects of stress history (Holtz et al., 2011; Fellenius, 2015). Hence, many relations and equations have been proposed to predict foundation settlement, where most of them are based on typical different parameters such as soil stiffness (E), foundation width (B), contact pressure (q) and pressure developing in depth (Janbu, 1967 also 1998; Briaud and Gibbens, 1999; Uzielli and Mayne, 2012).The Janbu approach for settlement estimation, proposed by Janbu in the early 1960s, combines the basic principles of linear and non-linear stress-strain behaviour of material. The method is applied to all types of soils. The relation between stress and strain is a function of two non-dimensional parameters which are unique for any soil: a stress exponent, “j”, and a modulus number, “m”. The Janbu relations are derived from the definition of tangent modulus by the following expression:"

The mining sector, which has an important place in terms of raw material and energy supply, is referred as a sector with one of the highest fatal accidents in comparison with other sectors. In this century, where occupational health and safety awareness has increased, it is important to review the past accident statistics and to determine the current deficiencies by using the information in the inventory. In this study, the Malmquist total factor productivity index (MPI) has been utilized to investigate the changes in the work accidents occurring in the Western Lignite Corporation (Turkey), where underground and surface production methods are applied, and to determine the measures to be taken. According to the results obtained, both the decrease in production amount and the increase in the number of accidents caused inefficiencies during the period in concern due to the expected 10-year economic life of the mechanized system operating in the underground production panel that came to an end in 2007 and the flooding took place in early 2017. Compared with the underground operations, it has been determined that production can be carried out at the appropriate scale despite the heavy working conditions encountered due to the changing climatic conditions and the progress of production in the surface operations.

Ventilation 'is currently used in mines to sustain human life, prevent explosions, and provide a more healthful work place. Future automated-mining systems could use ventilation techniques quite. different from today's practices. The Bureau of Mines is anticipating various methodologies for ventilating the automated mining systems which are now beginning to emerge in the mining industry. This paper examines the special ventilation requirements for automated mining systems. Topics include requirements for automated systems, current studies with blowup ventilation tubing, and ventilation of two types of highwall -ripper type mining machines.

While processing zinc cakes with application of Weltz-technology silver remains unrecovered and goes into clinker. In order to prevent it the elaboration of effective silver recovery methods from zinc cakes before their weltzing becomes necessary. A combined method of zinc cakes treatment with leaching and flotation in a closed water circuit has been worked out. The technological scheme envisages the use of sulphgydril collectors in combination and comprises a series of consecutive operations: leaching, filtration, precipitation(cementing) and flotation. Total silver recovery is approximately 94%. The technology elaborated has been realized in a project by which the construction of a new shop is under way now.

A program for the compilation of evaluated physical and chemical numerical properties data is being pursued at the National Bureau of Standards within the Office of Standard Reference Data. This program is being sponsored by the Department of Energy and managed by the Battelle Office of Nuclear Waste Isolation in Columbus, Ohio. The intent is to assemble a reliable body of numerical properties data concerning candidate mineralogical materials in which high-level radioactive wastes are to be buried. The ready accessibility of the data to site designers and the credibility achieved through the evaluative process are designed to help assess and compare the feasibility of each candidate material for use as a disposal site. Both generic and site-specific data are to be assembled. To date, generic rock salt properties have been assembled and published by the NBS as NBS Monograph 167. Details of the effort to produce this book are discussed.

The packed coke bed in the lower part of an iron making blast furnace, the dead man, dissolves slowly in a pool of hot metal, which is tapped regularly. The coke particles of the dead man not only exhibit a size distribution, but also their size distribution is non-uniform throughout the dead man and as a result, the porosity of the dead man is non-uniform. This causes the flow of hot metal through the dead man to be irregular and non-uniform, bringing about channelling in the coke bed. Channelling is detrimental to the refractory lining life of the hearth of a blast furnace. Using population balance modelling and a porosity model it is possible to keep track of the local changes in size distribution and bed porosity during dissolution of coke particles. Numerical simulations show that carbon dissolution from a packed coke bed (with particles which exhibit a size distribution) increases the average porosity, decreases the mean particle size and changes the size distribution to a distribution with a smaller size range. Influence of the type of initial size distribution (mean, variance) is investigated. The calculated changes in porosity are used to dynamically adapt the flow and the mass transfer (kinetics) during calculations. This approach provides the possibility to implement dynamic porosity calculations for CFD applications, and thus simulate the results of various coke types and particle size distributions on dissolution and flow behaviour.

The restricted workspace present in low-seam coal mines forces workers to adopt awkward working postures (kneeling and stooping), which place high physical demands on the knee and lower back. Method: This article provides an analysis of injury claims for eight mining companies operating low-seam coal mines during calendar years 1996-2008. All cost data were normalized using data on the cost of medical care (MPI) as provided by the U.S. Bureau of Labor Statistics. Results: Results of the analysis indicate that the knee was the body part that led in terms of claim cost ($4.2 million), followed by injuries to the lower back ($2.7 million). While the average cost per injury for these body parts was $13,100 and $14,400, respectively (close to the average cost of an injury overall), the high frequency of these injuries resulted in their pre¬eminence in terms of cost. Analysis of data from individual mining companies suggest that knee and lower back injuries were a consistent problem across companies, as these injuries were each among the top five most costly part of body for seven out of eight companies studied. Application/Impact: Results of this investigation suggest that efforts to reduce the frequency of knee and low back injuries in low-seam mines have the potential to create substantial cost savings.

Nowadays, the HPGR (high-pressure grinding rolls) is an intermediate step between filtering and balling in the most modern iron ore pelletizing operation. The operation debottlenecks filtering process and reduces pressure over the typical milling process to control particle size to the balling. The present study evaluated aspects of microwave application to the iron ore concentrate fed to HPGR in a bench scale unit. Iron ore concentrate was irradiated varying the microwave exposure time and grinding efficiency was evaluated. The moisture influence in the HPGR efficiency was also assessed. The pellet feed blaine surface area (BSA) improved by 300 cm2/g and % < 325# fraction by 3%. Scanning electron microscope (SEM) images show the formation of micro-cracks onto the particle surface induced by microwave; the effect observed helped improve the milling process performance, in addition to the moisture reduction observed due to the temperature increase.

The location and production potential of a large block of strippable reserves in North Dakota were determined by using published data as a base and adding new drill hole data or other data contributed by companies that presently own or lease coal lands. Only beds exceeding 5 feet in thickness, under less than 120 feet of overburden, and in large blocks of 5 million tons or more were included in the estimates. All such reserves are in the Fort Union Formation of western North Dakota and are lignite in rank. Sixteen large blocks of reserves evaluated in this study are estimated to contain a total of 4.1 billion tons of strippable lignite.
