Rare earth elements (REEs) have many critical uses in advanced technology and the lack of a reliable domestic supply has been identified by the US DOE as a vulnerability to US economic security. Our research focuses on developing an economical process for extracting REEs from coal fly ash and power plant wastewater sludge by coupling a hydrothermal extraction process with the engineering of a ligand-associated media for concentrating REEs from the extraction liquid. Ash samples have been collected from two Detroit-area Power plants that burn 100% low sulfur coal (Trenton Channel) or fuel blends of 75% low sulfur coal and 25% high sulfur coal or 70% low sulfur coal, 15% high sulfur coal, and 15% petcoek (Monroe Power Plant). Ash samples are then subjected to hydrothermal conditions from 100-350 °C for 1-24 h at Los Alamos National Laboratory and leachate concentrations are measured by inductively coupled plasma-mass spectroscopy (ICP-MS) and compared to hydrofluoric acid digestion results. Experiments designed to aid in ligand selection and loading optimization show that di-(2-ethylhexyl)methanediphosphonic acid (H2DEH or DIPEX™) can be successfully loaded to a commercially available swellable organically modified silica (SOMS) media. Preliminary results show that DIPEX-associated SOMS surface loading can exceed 4x on a mass/mass basis and in simplified sorption experiments with Nd solutions (~pH 2), the DIPEX-SOMS media can sorb >90 mg Nd per g of media. Recovery of the sorbed Nd with low pH solutions has had low efficiency with the high (4 g DIPEX/ g dry media); however, near complete recovery was achieved with lower surface loadings (0.05 g DIPEX/ g dry media). Column experiments are being conducted to evaluate the optimal ligand/media ratio for repeated use. Completive sorption with Fe and other major cations are also being evaluated.

Two coal samples (810 Panel and Area 900) collected from Clarence Colliery have been tested under a controlled heating procedure to evaluate the gas evolution trends corresponding to increasing temperature. Gas evolution data are normally used to identify key gas indicators and validate the trigger action response plan settings for the mine as part of the Principal Hazard Management Plan for Spontaneous Combustion. The samples were located some 6 km apart and there is a significant coal-type difference between them. At low temperatures (<100°C), the Graham’s ratio (GR) values for the two samples are almost identical. However, at elevated temperatures, there is a significant difference, with the 810 Panel coal having higher GR values than the Area 900 coal. This is most likely due to a difference in the coal reactivity. The 810 Panel coal does not evolve ethylene until temperatures in excess of 140°C are reached, whereas Area 900 coal evolves ethylene once temperatures in excess of 120°C are reached. The 810 Panel coal also produces significant ethane evolution (200 ppm) at low temperatures (50°C) due to the presence of retained ethane seam gas, which decreases as the temperature increases due to desorption from the coal. Once the coal temperature exceeds 130°C, the ethane evolution increases again due to coal oxidation reactions, reaching levels of 50 ppm. In contrast, the Area 900 coal has no significant low-temperature ethane evolution, and ethane evolution only increases once the coal temperature exceeds 120°C. There are also noticeable differences in the trends of other gases evolved from the coal. These findings have implications for the interpretation of gas monitoring results from the two different areas of the mine. They also illustrate the need for obtaining results from each new area of a mine as it develops so that changing gas evolution trends can be identified in advance of mining.CITATION:Beamish, B, Sargeant, J, Levi, T and Theiler, J, 2015. "Phosphorite, or phosphate rock, is the most significant secondary rare-earth resource. It contains high amounts of phosphate-bearing minerals along with low contents of rare earth elements (REEs). In Florida, about 19 Mt of phosphate rock are mined annually and most are used to manufacture fertilizers using a wet process, in which sulfuric acid reacts with phosphates to produce phosphoric acid and phosphogypsum. In the wet process, REEs are also leached out into solution and eventually get lost in the leaching residue and phosphate fertilizer. Recovering REEs from Florida phosphate rock in the wet process will be beneficial to broadening rare-earth availability, improving the quality of phosphoric acid product and protecting the environment.This study focuses on the influences of wet-process operating conditions on REE leaching efficiency. The results indicate that REE leaching efficiency increases with phosphoric acid addition in the initial pulp. At a temperature of 75 °C, a stoichiometric ratio of sulfuric acid (H2 SO4 ) to calcium oxide (CaO) of 1.05 and a weight ratio of liquid to solid of 3.5, REE leaching efficiency reached a relatively high value of 52.82 percent. The trends of REE leaching efficiency were similar to those for phosphoric acid (P2O5 ). Extensive tests on the leaching residue showed that during leaching, about 90 percent of the REEs were released from the phosphate rock but only 52.82 percent ended up in the leaching solution. This phenomenon can be attributed to two factors: (1) the effect of phosphate ions (PO4 3-) in the solution, which caused REE ions to form REE phosphates and be precipitated into the leaching residue, and (2) the influence of large amounts of anions such as sulfate (SO4 2-), dihydrogen phosphate (H2 PO4 -) and hydrogen phosphate (HPO4 2-) anions as well as the polar molecule H3 PO4 , which surrounded the REE cations and formed an ion atmosphere that prevented the PO4 3- from contacting and combining with REE cations. Interaction of these two opposite effects determined the REE distribution between leaching solution and residue."

Gold in sulfide ores is associated predominantly with sulfide minerals and occurs as both microscopic and submicroscopic particles. In non-refractory sulfide ores, gold occurs mainly as coarse- and medium-grained particles. Minute inclusions and submicroscopic gold usually account for a minor portion. In contrast, gold in refractory sulfide ores occurs mainly as minute particles and submicroscopic gold, and microscopic gold usually accounts for an insignificant portion. In gold ores containing carbonaceous material, the preg-robbing nature of carbonaceous material may impose challenges on gold extraction and cause gold losses. To extract gold from refractory sulfide ores, the ore needs to be finely ground and preoxidation is often required. Sulfide host minerals must first be oxidised to create a porous structure through which the cyanide leach solution can penetrate to reach the colloidal gold particles. The oxidation is traditionally achieved by roasting, autoclaving or bacterial oxidation. In carbonaceous sulfide ores exhibiting a preg-robbing nature, the carbonaceous material needs to be treated by roasting, autoclaving or other means to minimise the preg-robbing effect. As a predictive and troubleshooting tool, the gold deportment study plays an important role in gold metallurgy. It determines the deportment of gold in an ore or mill product and identifies the mineralogical issues that may affect or may have affected gold extraction. The information acquired from a gold deportment study can be used to assist in process selection, flow sheet development, recovery improvement and reagent optimisation.CITATION:Zhou, J, 2013. Cliffs Natural Resources Pty Ltd (CNR) operates iron ore mines in the Koolyanobbing region of Western Australia. Ore is mined from three locations, separated by many kilometres. The ore is stockpiled at these locations, according to an in-house ore classification system (based on grade and source) and then trucked to the crushing and screening plant at Koolyanobbing. Lump and fines products are railed to Esperance for ship loading and export to Asian customers. CNR prides itself on the relatively low inter-shipment grade variability of the products. The Koolyanobbing crusher is fed using a daily blend plan, generated to maintain lump and fines product grades within acceptable tolerance ranges around targets. Achieving low variability requires predicting lump and fines grades as accurately as practical from the estimated head grades of the ROM ores potentially going into the blend. The grade prediction model may be either a direct prediction of crushed lump and fines grades and lump percentage, or be split into two stages: the bias between blasthole estimated head grade and crusher head grade and then the lump-fines algorithm for splitting the head grade between lump and fines products. The lump-fines algorithm comprises the percentage of lump and the difference between the lump and fines grades. We describe a weighted least squares (WLS) regression model for predicting crusher grades and lump proportion from the estimated head grade for Fe, P, SiO2, Al2O3, Mn and S. The method is applied to CNR production data, where the regression model explains approximately 60 per cent of the variance in the crushed ore grade, for both lump and fines. A further small but significant improvement in prediction can be achieved by including the ore classification data in the model. The regression errors exhibit strong positive serial correlation, indicating trends in grade error across multiple blend records. To compensate for the longer-term error, an exponentially smoothed model was developed and applied to the daily grade blend errors. This gave an increase in the longer-term variance explained and therefore an improvement in grade prediction.

The investigation into the hydrologic and hydrogeochemical influence of longwall coal mining in the Appalachian coal basin was under- taken in response to the need to technically address problems of damaged or impaired well yields, and quality deterioration. Prior to this study, issues regarding reduced aquifer yields and degraded water quality had to be handled in a very qualitative manner. Such an approach would, in the long run, claim a heavy toll on the mining industry. The primary objective of this undertaking, therefore, was to provide sufficient and reliable information base for the determination of the local and possibly the regional effects of longwall mining on well yields, and the hydraulic and hydrogeochemical parameters of the immediate surface and subsurface water systems. Specifically, the program was designed to supply definitive data to answer the following series of questions: 1. Does longwall mining affect the quantity and quality of water in local wells above and adjacent to longwall panels and barrier pillars? 2. If the water quality is affected as soon as mining takes place, does it heal? or if it is not affected immediately, does it change over a longer period of time? 3. How do the aquifer water transmitting characteristics respond to induced physical ad hydrologic variations? 4. What is the extent of the various changes in quantity and quality of the water resources? 5. Should and can standard hydrologic evaluation techniques be used to determine the hydraulic properties of highly fractured zones located within a larger and less permeable aquifer?

"This research used the austempering heat treatment on the SCM435 thin specimen with a type of double loop and obtained the Cr-Mo bainite structure, and then we could further investigate the mechanical properties of SCM435 bainite structure. Experimental data showed the stability of the mechanical properties of specimen with austempering temperature 830°C for 25 minutes was better than that of 15 minutes. The size of austenite grain affected the strength of thin specimen. After austempering at 830°C-25minutes and salt bath at 290°C, the stability of UTS was better than that of salt bath at 310°C and 330°C. The average hardness of all specimens was about more than HRA70. The specimen with austempering at 830°C-25minutes and salt bath at 290°C-30minutes had bigger grain size of austenite and retained y, it also had higher hardness and strength toughness. So, its stability was improved for tensile strength comparing with traditional tempered martensite process.IntroductionSCM435 is a Cr-Mo steel with high strength and high hardness properties, and it has been widely used in machine parts, shafts, gears and strength screw products [1-3]. However, this system often has lower reliability due to the brittleness of high-temperature tempering and quenching inequality. Considering the austempering heat treatment can obtain the uniform bainite structure to improve the temper brittleness, and the austempering heat treatment is a continuous process that it also has efficiency and uniformity. For the thin plate specimens, the mechanical properties of the bainite structure are better than traditional martempering structures."

The question of disposition of the slack and dust so troublesome to coal mine operators of the West has been divided by your committee chairman into three heads, viz: The preparation and transportation of fine and powdered coal. The developments along the line of low heat carbonization. The uses to which fine and pulverized coal have been put. The development of low heat carbonization has been assigned to me. This is really not a part of the subject but as it has a most important bearing on the future use of coal, I presume the chairman thought best to include it. An English committee on smoke abatement makes the statement that the burning of raw coal is "dirty, wasteful and unscientific". I will go a step further and characterize it as an "economic crime." It has been predicted by eminent scientific men that eventually no raw coal will be burned for heat or power purposes. All this will take time, experimentation and large expenditure, but it will surely come. The question of disposition of slack and dust so troublesome to coal and utilization of its by-products has been retarded by the abundance and cheapness of the raw coal, and by the abundance of suitable coking coals for metallurgical purposes. But necessity is surely, if slowly, demanding that the enormous waste ensuing from the burning of raw coal for heat and power must cease. For instance, smoke abatement investigations in Manchester, England, showed that the increased cost of household washing was about $1,250,000 per year due to smoke and soot. It is estimated that in London 200 tons of soot and smoke particles are suspended in the atmosphere over that city during dense fogs and that much more than this is emitted from the chimneys each winter day during the forenoon. As an example of what benefits a smokeless fuel gives, it is cited that in the mill town of Shaw, England, the burning of smokeless fuels in the factories has reduced the so-called fogs by about 80%. SnO2:F/CdS:In bilayers were produced by the spray pyrolysis technique on glass substrates. The structures were characterized by recording and investigating their transmittance curves, I-V plots, X-ray difractograms (XRD) and by observing their scanning electron microscope (SEM) images. From the I-V plots it was found that the SnO2:F forms an ohmic or quasi-ohmic contact with CdS:In. XRD patterns show the polycrystalline nature of the films and show that there is a small shift in the position of the (200) line of SnO2:F without the appearance of new peaks. The morphology of the structures are compared with those of SnO2:F alone and CdS:In alone on glass substrates.

THE great event in American affairs was the sudden death of President Harding, on Aug. 2, in San Francisco. A few hours later Vice-Presi¬ dent Coolidge took the oath of office while in his father's farmhouse in Vermont and forthwith proceeded to Washington as the 30th president of the United States. The French and Belgian governments' replied to the British refusing the proposed discussion of the German offer and declaring that they would pursue their policy in the Ruhr until the German government abandoned its resistance and surrendered unconditionally. The economic collapse of Germany .appears to be nigh. Chancellor Cuno and his cabinet resigned the govern-ment of Germany on August 12, and Gustav Strese-mann, head of the People's party, accepted the task of forming a four-party coalition government. Coinci-dentally, there were food riots throughout Germany, and many persons were killed and wounded. The , National Assembly of the Turks at Angora ratified the Lausanne treaty, in the latter part of August, whereupon the retirement of the military forces of the Allies from Constantinople and the Straits began. Thus, Turkey was fully reinstated as a European power. The Greek government also ratified the Lausanne treaty and commenced to put its army on a peace basis. The number of unemployed persons in Great Britain is again increasing, which is causing much concern. The flood of crude oil and gasoline, which is severely taxing storage capacity, had its natural economic effect. Some small refiners were constrained to liqui-date in distress. The Governor of North Dakota, having acquired a supply of such cheap gasoline, insti-tuted a drastic cut in price, deliberately egging on the big refiners to do likewise. The Standard Oil Co. of Indiana accepted the challenge with enthusiasm, say-ing that it had always been its policy to sell as cheaply as any competitor. There was a humor in this situation which paved the way for the Standard to extinguish its small competitors and do by invitation of the State exactly what the muck-rakers had always charged as its greatest crime. The gasoline war spread to other states and reductions in price were made even on the seaboards. All of this was purely economic.

After one work year, we could notice 29% productivity improvement in the bottleneck process, 25% cost reduction in outsourcing, standardization of the processes, 8% reduction in direct labor. Consequently, it was possible to implement a financial reserve and a long term planning cash flow.

This Bureau of Mines report describes the results of an investigation for developing and applying procedures for stabilizing excavations openings in highly yielding ground. The approach developed in this report involves nonlinear modeling of the progressive relaxation of the zones of rock mass around the excavations opening where Coulomb criterion of failure is exceeded. Stresses are calculated by using a computer code; Coulomb-failure condition is examined for both intact rock and joints (using strength parameters [~] and c). The rock mass in the failed zones is relaxed by reducing the Young's modulus of the rock based on an empirical formulation that is a function of the shape of the opening and the extent of the failed zone. In addition, the material in the failed zone is assigned reduced strength paramters 0' and c'. The limiting (or convergent) relaxed zone is obtained through an iterative process by manually changing the rock modulus and the strength parameters between iterations. Support pressures are computed by applying forces normal to the excavation surface. The approach is applied to the analysis of stability and support requirements for an entry in a longwall coal mine.

The Vicksburg mining property lies in the southeastern foothills of the Star mining district, Beaver County, Utah (fig. 1). Within a few miles of the Vicksburg mine, lying in a semicircle from south to northwest, are such past producers of lead-silver ores as the Moscow, Hoosier Boy, Red Warrior, Wild. Bill, Harrington-Hickory, and many others. Farther to the north, in the San Francisco district, are the famous Horn Silver and Cactus mines. The formation at the Vicksburg property consists of interbedded limestone, shale, and dolomitic limestone. These beds have been metamorphosed by the intrusion of irregular masses of porphyritic igneous rocks grading from quartz-monzonite to granodiorite. Ore deposition is in north-trending fissures of sheeted zones, contact metamorphic in type. These depositions were subsequently altered to gossan. A preliminary investigation of the Vicksburg property involving surveying, mapping, and sampling was made by W. A. Young and F. H. Gunnell, engineers of the Bureau of Mines, in the fall of 1946. As a result of the investigation, a project was set up to investigate the possibility of ore occurrence at greater depth on the fissures under the mineralized zone by diamond drilling.

Every mine will close! Charting a profitable course through mine operations to acceptable mine completion requires that risk and opportunity management planning of the mine life begin as early as possible in the life cycle. Management targets and metrics are required to identify and navigate the course to successful mine completion based on economic, social and environmental criteria. This paper outlines the application of The Metrics NavigatorÖ principles to the life cycle of a mine site. In general, metrics are required to make key strategic ideas apparent, transforming those ideas into a manageable set of quantitative measures that guide communication and decision making. For example, the chemical industry has established metrics that focus on the life cycle impacts of its products and eco-efficiency of their processes. Other industry sectors have focused attention on workplace and community well-being outcomes. These management metrics are necessarily organisation-specific, aligned to stakeholdersÆ expectations and the strategic outcomes sought, as well as the cause-and-effect relationships underlying key issues. Recently, the Global Environmental Management Initiative (GEMI), a consortium of multi-national companies, developed The Metrics NavigatorÖ. The guidance document provides a structured process for assessing and developing metrics for key environmental, social, and economic issues based on business and stakeholder perspectives. It incorporates best practices learned from the chemical and other industry sectors and has since been applied to develop metrics that guide life cycle strategies. The paper examines how the life cycle of a mine site could benefit from experiences in other industry sectors where sustainability metrics have guided strategy. It considers the potential application of The Metrics NavigatorÖ process to the life cycle of a hypothetical Australian mine site using the processes that have been successful in other industry sectors.

The Bureau of Mines is developing a method to recover Ni, Co, and Cu from laterites containing less than 1.2 pct Ni and 0.25 pct Co. The method consists of the following basic unit operations: (1) reduction roasting, (2) leaching, (3) solvent extraction, and (4) electrowinning. The method reflects three Bureau of Mines objectives: (1) recovery of critical minerals that are domestically in short supply from low-grade domestic laterites, (2) lower processing energy requirements, and (3) solution recycling. This report deals with the extraction of cobalt and the preparation of a suitable cobalt electrolyte by solvent extraction from liquor produced by this method. Nickel and copper are coextracted with LIX64N from an ammoniacal ammonium sulfate leach liquor containing about 1.00 g/l Ni, 0.30 g/l Co, 0.03 g/l Cu, and 0.02 g/l Zn. Cobalt (III) in the nickel-copper barren raffinate is reduced to cobalt (II) with cobalt metal. Reduction of cobalt (III) to cobalt (II) greatly aids subsequent extraction. Commercially available XI-51 extracts about 94 pct of the cobalt from the treated raffinate in one stage in a laboratory mixer-settler continuous circuit. Ammonia loaded on the solvent is removed in two washing steps. About 94 pct of the cobalt then is stripped from the XI-51 in one stage with spent cobalt electrolyte containing about 77 g/l Co and 18 g/l sulfuric acid (H2S04), Electrolytes containing less H2S04 also may be used. Preliminary data indicate that coextracted zinc may be removed from pregnant cobalt eletrolyte containing 3 g/l or less H2S04 with di-(2 ethylhexyl) phosphoric acid (D2EHPA).

Fan performance graphs are generated by digital computer using two programs, RUN- FANS and FANPLOT. RUNFANS calculates fan performance data from stored specific-volume, specific-speed data for a given fan type with appropriate allowances for fan diameter, rotational speed and air density. FANPLOT accepts specifications for drawing the graph and accepts either user-supplied pressure-quantity data or RUNFANS- calculated data as input, Operational procedures for both programs are detailed and examples of their interactive query routines are included. The hardware necessary to generate the graphs is illustrated. Several hardcopy output options are discussed,

In the course of this address, President Raymond referred to the law, said to have been discovered at the French works of Terrenoire, that the amount of phosphorus may be increased without injury to steel, if the amount of carbon be proportionately decreased. The works named have been for more than a year, it is said, manufacturing in the open hearth, by the Martin process, steel rails containing as high as 0.35 per cent. of phosphorus, with about 0.15 per cent. of carbon, which were not found inferior to Bessemer rails. It is not claimed by the manager of the works that phosphorus is an ingredient to be preferred, or purposely introduced; but only that materials containing it (such as old iron rails, etc.), can be succesfully employed. Other parties have apparently a higher opinion still of the new manipulation, and are prepared to claim for " phosphorus steel" superior qualities. Mr. I. Lowthian Bell alluded to the subject in his recent address as President of the British Iron and Steel Institute, but without expressing a positive opinion. After pointing out that the commercial value of the process turned on the cheap manufacture of ferro-manganese, by means of which only could the necessary amount of manganese be introduced into the Martin bath, without increasing its contents of carbon, Mr. Raymond proceeded to say that the principle alleged to have been discovered at Terrenoire was already known years ago, in this country, at least. Not only had steel been manufactured here, containing high percentages of phosphorus, coupled with low percentages of carbon, and suitable for use in rails, boiler-plates, etc., but the reason of its surprising qualities had been distinctly surmised, if not widely proclaimed. The following analyses and extracts from private letters prove these assertions. Some of them assert a similar principle in .the case of wrought iron; but the analyses, and the remarks based upon them, have reference solely to the steel manufactured under the superintendence of Mr. Slade, at the works of the New Jersey Steel and Iron Company in Trenton.

After pointing out that the commercial value of the process turned on the cheap manufacture of ferro-manganese, by means of which only could the necessary amount of manganese be introduced into the Martin bath, without increasing its contents of carbon, Mr. Raymond proceeded to say that the principle alleged to have been discovered at Terrenoire was already known years ago, in this country, at least. Not only had steel been manufactured here, containing high percentages of phosphorus, coupled with low percentages of carbon, and suitable for use in rails, boiler-plates, etc., but the reason of its surprising qualities had been distinctly surmised, if not widely proclaimed. The following analyses and extracts from private letters prove these assertions. Some of them assert a similar principle in -the case of wrought iron ; but the analyses, and the remarks based upon them, have reference solely to the steel manufactured under the superintendence of Mr. Slade, at the works of the New Jersey Steel and Iron Company in Trenton.
