The last two decades have witnessed the resurgence in popularity of a century old tool for shaping laws and public policy – the ballot initiative. In recent years, anti-mining special interests have used the initiative process to secure voter approval of measures to ban modern surface mining for gold and silver. In November 1998, voters in Montana approved such a measure1 – the effects of which have been devastating to the mining industry in that state. In November 1999, anti-mining groups sought to place a nearly identical provision on the general election ballot in Colorado. They did not succeed, but the battle over mining’s future continues in the most important forum of all – the court of public opinion. The Colorado measure failed, in large part, because its proponents failed to convey a positive environmental theme. The mining industry also exercised early-on the rights available under state law for administrative and judicial review of the initiative, instead of relying upon the limited relief that would have been available had it waited until after the secretary of state approved the measure for the November election ballot. This article will summarize the ballot initiative process in Colorado and the proceedings that took place over Initiative No. 215.

Mesh based areal support is commonly applied in South-African deep-level gold mines. It forms part of an integrated support system that can cater for both rockfall and rockburst incidents. The application has been successfully applied over many years. Operations have different geotechnical conditions and practical considerations, which has led to the development of various types of mesh and integrated mesh-based support systems (i.e. meshing and lacing versus welded or chain-link mesh sheets). Typically rolls or sheets of mesh is pinned with rockbolts to the surface of an exposed excavation. Applications vary from hangingwall coverage in a conventional stope gully to complete excavation coverage in footwall drives of conventional mines or on-reef drives in massive mechanised mines. It is however critical to understand the behaviour of the rockmass and apply suitable support systems.

The United States was the world’s largest producer and consumer of boron compounds during 1995. According to estimates from the US Geological Survey(USGS), boron mineral concentrate and chemical production in the United States totaled an estimated 1.1 Mt(1.2 million st) yielding 602 kt (663,000 st) of B2O3 for an estimated value of $462 million. This level of production exceeded 1994 revised production figures by about 9%. The United States continued to provide nearly all its own boron supply while maintaining a strong position as a source of sodium borate products and boric acid to foreign markets. During 1995, about 900 people worked in domestic boron mines and plants, about the same as in1994. USGS estimated total world production of boron during 1995 to be about 3 Mt (3.3 million st), yielding about 1.6 Mt (1.8 million st) of B2O3. World production in 1995 was about equal to revised 1994 levels.

This is the fourth in a series of coal technology reviews being prepared. in accordance with a recommendation voted by the Coal Division C.I.M. in session at the Jubilee Meeting, Vancouver, 1948, that the Department of Mines and Resources be requested to arrange for publication by the proper Government authority of a Quarterly Review of Coal Technology for distribution among those concerned in the production and use of coal in Canada. Copies of the first review, which appeared in the November, 1948, BULLETIN, pp. 612-614, of the second review in the June, 1949, BULLETIN, pp. 272-275, and of the third review in April, 1950, BUL-LETIN, pp. 1,9?3-196 (also, respectively, in Transactions, Vol. LI, 1948, pp. 262-264 Vol. LU, 1949, pp. 117-120, and Vol: LIU, 1950, pp. 133-136), were distributed by the Dominion Coal Board and are still available on request. In this review, the first in the series in the field of combustion, development and trends during the period approximately from World War II to the present time are described and therefore the presentation is general. Later reviews will particularize developments in relation to the range of coals available in Canada.-ED. The gold at Giant Yellowknife is intimately associated with a complex mixture of sulphides, including pyrite, arsenopyrite, stibnite, and a wide variety of antimony sulpho-salts. Direct cyanidation has never been feasible. Recovery is almost entirely dependent upon flotation, roasting of flotation concentrate, and cyanidation of calcine. In November 1958, an Edwards-type roaster and an early prototype, two stage Fluosolids roaster, were replaced by a large two-stage Fluosolids roaster of improved design. The new roaster was started at "safe" medium temperatures, but early in 1959, temperatures in both stages were gradually and deliberately lowered to determine whether continuous autogenous roasting could be maintained under exacting low temperature conditions necessary for good extraction. In the overall open pit mine planning process, mining phase design is a strategic driver in guiding and constructing the block extraction sequence and determining the annual net cash flow distribution. Mining phase design should obey some practical constraints, such as ?minimum mining width? and ?flat mining phase bottom?, to allow space for haul road development and truck and shovel access on each bench. However, these practical mining phase design requirements are not taken into account in all first-cut mining phase design methods and post-processing is always required to convert an impractical design to a practical one, resulting in a potentially significant loss of Net Present Value (NPV) relative to the first-cut impractical designs. In this paper, we present a method using a meta-heuristic algorithm ? Simulated Annealing ? to enforce those practical constraints in determining a mineable phase design whilst ensuring minimum NPV loss.

A rapid method of determining natural fracture trends in collieries has been developed. The method will yield information that is precise enough to permit fracture domain boundaries to be delineated in a coal seam. Instead of a survey of cleat trends in a colliery taking several man-weeks or even man-months, a reconnaissance survey can be carried out in only a few man-days. At each of a sequence of sampling sites along a traverse, five measurements of trend are recorded for each set of fracture directions. A sequential plot of the medians of each fracture set is then made manually underground or by a computer in the mine office. Changes in fracture pattern can be detected easily in colliery development work if a geologist visits advancing faces regularly, and forecasts can be made about the likelihood of forthcoming faults and dykes. A full description of this method is given in Shepherd and Fisher (1981). The concept of mapping fractures rapidly in a colliery is based on using a geological traverse (Compton, 1962), along which observations can be made at chosen, regular intervals. The technique has been widely used for surface mapping across outcrops and in follow-up work in photogeological studies (Hepworth and Kennerley, 1970). In these cases, the geologist surveys the traverse line as mapping proceeds. In a colliery, however, ready-made traverse lines already exist in panels and along main roadways, often in several directions. It is thus possible to traverse a colliery in different directions and record the fracture trends at intervals, generating a reconnaissance fracture map. This can also be done on a continuing basis as mine development takes place. Generally, a sampling traverse should be longer than 0.5 km with sampling sites at relatively close-spaced intervals along the traverse. For example, in room-and-pillar mines pillars are commonly formed on 40-m centers and the sampling sites can then be arranged at 20-m intervals [(Fig. 1)]. The sites might have to be closer together for mines known to have bad mining conditions. The predominant fracture trend is normally the face cleat and the subordinate trend is the butt cleat (McCulloch et al.. 1974). Various changes can occur in the cleat or joint pattern: the face and butt sets may disappear or an entirely new set or sets may appear. Therefore, it is best to record all prominent fracture sets. Sometimes there is only one; in other cases there may be as many as three or more. An odd number of measurements of each fracture set are made (generally five or more) to enable the median value to be determined easily. The median value can be plotted underground using graph paper or a computer plot can be made in the laboratory or mine office [(Fig. 2)]. The sequential linked median (SLIME) plot draws the median trend for each sampling site as a unit line segment. The segments from successive sampling sites can be connected together to form a long chain [(Fig. 2A)]. The needle plot, on the other hand, draws a straight line to represent the traverse and then plots out the median trend for each sampling site [(Fig. 2B)]. The SLIME plot is better for visual display, as it highlights small irregularities and gross changes in trend. However, some work is required to relate the individual segments to their site location along a traverse. In this respect, the needle plot is more convenient because each segment -can be plotted-at a point corresponding to its location. Also, there is precise match-up if needle plots of face and butt cleat are compared. A description and listing of the SLIME program is given by White et al. (1981). An example of the use of this method is given for Wallsend Borehole colliery in New South Wales (Australia) [(Fig. 2)], where domains II and IV are associated with mining hazards. Domain II is coincident with a normal fault of 2.6-m throw, and domain IV with a basic dyke 12 m thick. These hazards were approached driving in a southwesterly direction, and a pronounced change in trend of the cleat to a northwesterly direction occurred at a distance of approximately 45 m from each one. The northwestern joint trend is parallel to that of the dyke and fault, and it occurs at a higher frequency close to these structures. The association of a particular joint set with faults has been found elsewhere (Shepherd and Creasey, 1979). The two minor cleat direction changes within domain V are narrow joint zones that are less than 5 m wide. The fracture trends derived from a SLIME traverse can be verified by collecting larger quantities of data at selected sites, as shown in the balloon density (rose) plots depicted in [Fig. 2C]. Many longwall operators experience difficulty complying with the federal regulation limiting average dust exposure. Others are currently in compliance, but the dust exposure limit keeps then from increasing their production. Spray water is a major means of dust control. Excess water can cause problems in the transportation system and the cleaning plant, and reduces the Btu value of the run of mine coal. Thus, the dust exposure reduction per unit of water sprayed must be maximized. This paper discusses underground tests recently completed as part of a Bureau of Mines research program to determine the effects of variations in spray water flow rate, pressure, proportioning and spray orientation on longwall shearers.

Computer models for simulating the construction and for calculating the properties of particulate solids in two- and three-dimensional systems (coverings of circles and packings of spheres, respectively) were developed. By simulating the physical process of constructing circle coverings and sphere packings, in which the circles or spheres were randomly selected from many different distributions of sizes, physically realizable loose random assemblies were simulated whose physical and geometrical properties were predictable with the computer. Many of these properties, such as the number of contacts, are extremely-difficult to measure accurately, or considerable ingenuity is required in their determination. All of these properties were easily and accurately calculated by the computer models for many different coverings and packings constructed from equal, discrete, uniform, and log-normal distributions of particles. In addition to the loose random assemblies, dense random covering and packing constructions were simulated whose properties are ideal upper limits for those of the loose random coverings and packings. The properties of the dense random coverings and packings, heretofore only obtainable by theoretical analysis, were also simply obtained. The statistical geometry of loose random coverings and packings was studied, and several new interpretations of the area-covering or space-filling requirements in these systems were made. In two dimensions, it was found that the properties of all loose random coverings are predictable by taking suitably weighted averages of the corresponding properties of just four kinds of polygons whose edges are defined by connecting the centers of mutually tangent circles in the covering. The distributions of these polygons that permit area-covering were determined, and empirical equations for predicting the density, average coordination number, and average pore area in loose and dense random coverings were formulated. The properties of loose packings were determined by performing a simplicial division of the computer-simulated assemblies to produce a unique set of minimum volume, space-filling tetrahedra whose edges connected the sphere centers in each packing. A simple empirical equation was formulated that permits the calculation of the average number of contacts in any sphere packing, random or regular. Some of the statistical geometrical properties of the simplicial tetrahedra in the computer-simulated packings were analyzed. The tetrahedron edge length distributions in all the loose random packings were nearly identical when the edges were presented in terms of sphere diameters, regardless of the sphere population in the packing. Moreover, the gap lengths in the loose packings were to an excellent approximation representable by a uniform distribution of sizes. The distributions of spheres in tetrahedra resulting from the simplicial division of the loose random packings also existed in the tetrahedra in dense random packings. These observations were employed in developing a unique method for predicting the geometrical properties of loose random packings without simulating the assembled packing. Instead, the space-filling simplicial graph could be predicted for any given density of packing of any sphere population. The cumulative packing properties of these tetrahedra were shown to be nearly identical to those calculated by all loose random packing simulations attempted in this investigation. The simplicial tetrahedra completely describe a packing and can therefore be used to predict all properties of interest.

Field-scale experiments were conducted at Gorgas, Ala., from 1951 to 1954. Three reaction paths were formed by electrolinking-carbonization, using electrode spacings of 150, 152, and 155 feet. The coal along these reaction paths was gasified, using air, oxygen, and steam separately or in various combinations. At the conclusion of operation, a drilling survey was conducted to determine the location and approximate area of the reaction zones. During the applications of the electrolinking-carbonization technique the maximum limitation on electrode spacing was not determined. Initial tests were conducted at 60-foot spacing. Successful path-preparation tests were made at 150-, 152-, and 155-foot spacings, and the indications were that much longer spacings were possible. The potential requirements appear to be constant, regardless of path length, while the gross power required probably will increase with path length. During the carbonization phase gas was produced that is similar in quality to coke-oven gas produced at low to intermediate temperatures.

The Bureau of Mines evaluated the emission control methods, including the capital investments and operating cost, necessary for further reducing lead levels in ambient air at the Glover, Herculaneum, and Buick smelter-refineries in Missouri and the East Helena, MT, smelter. The U.S. Environmental Protection Agency (EPA) has proposed more stringent lead in ambient air standards than those currently in effect. This report presents theoretically achievable lead emission reductions and estimated capital and operating costs. Lead emission inventories theoretically can be reduced from 1985 levels by 2,421 lb/d at the three Missouri operations by containing and filtering fugitive emissions within structural enclosures and baghouses. The aggregated capital and operating costs in 1986 dollars using conventional environmental and workplace technologies are estimated to be $250,014,100 and $18,507,800, respectively. Estimated total incremental cost is $0.063/lb as refined lead. Additional regulatory costs attributable to Occupational Safety and Health Administration (OSKA), U.S. Department of Labor, workplace standards are included since proposed environmental controls may otherwise degrade workplace conditions. Continuous drossing is evaluated as an alternative to conventional OSHA controls. Substituting continuous drossing for conventional work- place technology results in an estimated aggregated capital and operating costs of $258,344,800 and $15,719,600, respectively. Estimated total incremental cost is $0.062/1b as refined lead. For comparison, the average open market price of refined lead during the first quarter of 1986 was $0.184/lb.

This report, which covers the period from January 16 to October 21, 1974, describes the work performed in compliance with the requirements of contract no. H0242028 and modifications 1 and 2 thereto. The purpose of the contract was to further reline and modify three of the canopies (shuttle car, loader, and roof drill) which were developed under contract no. H0220031, and to conduct further testing and demonstration of the relined designs. Modifications I and 2 involved conducting further in-mine evaluations of the face. drill and cutter canopies, also developed under contract no. H0220031. In addition to the canopy modifications, the contract involved an evaluation of an operator's seat concept for a shuttle car which was developed for the USBM by another contractor.

This Bureau of Mines study investigated molten salt electrorefining for beneficiating low-grade, high-carbon ferrochromium products which can be readily produced from domestic chromite concentrates. A second objective was to refine commercial ferrochromium into low-iron chromium products. Electrorefining of both types of ferrochromium in molten CaC12-NaCl-CrC12, CaCl2-MgC12-CrCl2, or KC1-LiCl-CrCl2 electrolytes produced chromium-iron products with virtual elimination of other impurity elements and some lowering of the iron content, Over 90 percent of the chromium present in the feed materials was recovered. The electrodeposited products were upgraded further by magnetic separation techniques into chromium containing less than 5 percent iron. The technical feasibility of preparing a premium chromium product from a low-grade, high-carbon ferrochromium made from domestic chromite was demonstrated. Chromium virtually free of carbon, oxygen, and silicon from high-carbon ferrochromiums was produced. In addition, the amenability of three commercial grades of ferrochromium to electrorefining and magnetic separation for preparing chromium metal containing less than 5 percent iron was determined.

A load rating procedure was performed to evaluate safe load capacity of the Port of Miami Tunnel (POMT), FDOT Tunnel No. 871071 SR 887. The rating procedure performed on a total of eleven stations beneath roadways and with fill depth less than the tunnel exterior diameter (42 ft). Calculations on tunnel sections passing beneath roadways were performed to evaluate the structural response of the sections subject to moving vehicular loads, dead load, and earth pressures. Ratings were performed in accordance with AASHTO and FDOT guidelines. The procedure considered two types of vehicles (HL-93 and FL-120) and two rating levels (Design level and Permit level). As part of HL-93 vehicle, Tandem load was also considered for rating, separately. For HL-93 and HL-93 Tandem, inventory and operating level ratings were performed. The results show rating factors are high. The minimum rating factor is 16.8 using Inventory truck HL-93. For Permit level using FDOT FL-120 truck the minimum rating factor is 6.9. As can be seen, rating factors are higher than comparable analysis for bridges. This paper explains how the procedure can be implemented for tunnels and evaluates the rating results.

An initial point that I would like to make very emphatically?and as our title might erroneously suggest for those of you old enough to remember . . . Peter Harben and myself do not intend to shoot ourselves in the foot. We derive our livelihood from a number of aggregate, industrial and other minerals producers, both here in the United States and outside. This paper, therefore, is a fence-straddler or for information purposes (we hope) only, rather than any "fur or agin" stances. In essence, some of you may consider it a U.S.G.S. publication! In fact, we hope that it serves to inspire aggregates producers to do some radical thinking, to promote introspection, and to that end it would benefit both domestic and foreign producers. The title could be shortened into a brief question of "Aggregates Travel?" with an emphatic no for the answer. In the past, the success of a construction materials venture depended upon your ability, through siting, to provide the customer f.o.b. the job site, a product at the lowest possible cost.

In the Tubarão Pelletizing Plants, anthracite is used as solid fuel, which has fixed carbon content of 72%. This paper will present the pilot scale results and industrial scale tests of an alternative fuel to anthracite, named Blast Furnace Dust. All the work was developed using samples from Arcelor Mittal Tubarão, due to it has a large source of production and is near to Vale/SA, which reduces significantly the cost for the material’s transportation. There was an impact on the variability in fixed carbon results of the slurry, mainly at the beginning of the test, reaching very high levels and put on risk the pellets physical’s quality. This variation can be explained by some operational disturbances and, mainly, by the low predictability of Blast Furnace Dust quality and lack of an adequate system for material preparation and dosage.

Coalbed methane (CBM) is currently being produced from a relatively small area in the Dunkard and Pocahontas basins, in the northern and central parts of the Appalachian Basin, respectively. In general, much of the production occurs where the coal beds are beneath 500 feet or more of overburden, where the rank of the coal is high-volatile B or greater (%Ro >0.8), and where the natural fracture system is enhanced by structural deformation. It is anticipated that near-term CBM development will continue within these areas and will expand in the Appalachian basin as technology improves and as the price of gas rises.
