The 26th international APCOM symposium, hosted by The Pennsylvania State University, was held Sept. 16 to 20, 1996 in University Park, PA. Conducted about every 18 months throughout the world, APCOM symposia focus on the Application of Computers and Operations Research in the Mineral Industry. The APCOM International Council is the governing body of the symposia and determines the symposium’s locations and sponsorships. This group is composed of the nine permanent (voting) members. They include the University of Arizona, Colorado School of Mines, Pennsylvania State University, Society for Mining, Metallurgy and Exploration, Inc., Canadian Institute of Mining, Metallurgy and Petroleum, South African Institute of Mining and Metallurgy, Technical University of Berlin, Institution of Mining and Metallurgy and Australasian Institute of Mining and Metallurgy. The three nonvoting members are Moscow Mining Institute, China Institute of Mining and Rudarski Mining Institute of Slovenia.

Shutdown is a generic term for what may be called an Outage, Turn Around (TAR) or Overhaul etc. Running a plant shutdown well has always been key to the financial contribution of a mine. However, something important has changed. The post pandemic reality is that it is harder to retain workers and many of those near retirement just didn’t come back to work. This is creating a shortage of experienced people and a workforce that changes employers easily. We are seeing the impact of this manifested in the erosion of established maintenance and supply chain processes that now struggle to yield the plant runtime that could once be taken for granted. The scope, cost and duration of a shutdown varies widely depending on the nature of the work and the equipment being renewed. The PM of an electric shovel might require a week of downtime and cost $100,000. A gold plant may need to go down for 3 days when its time to change mill liners and cost $500,000. A turnaround in a refinery can take more than a month and cost multi millions. Despite the huge differences.

WE got our chance to talk with Arthur J. Blair at the Annual Meeting at the Pennsylvania Hotel. By two o'clock Wednesday afternoon things had quieted down enough so we had our interview in the foyer to the Ball Room. There were the usual questions. Where were you born? In La Salle County, Ill., on March 26, 1885. Where did you go to school? Northwestern University, B.S. degree in 1906. Where did you start work? For E. J. Longyear right after leaving school. One's ability as a geologist was measured by one's ability to wield a brush hook and ax. He stayed on the job as geologist for three years and then got to thinking about the advantages of a warmer climate. The advantages stacked up favorably, so off he went to Birmingham, Ala., just about the time U.S. Steel took over the Tennessee Coal, Iron and Railroad Co.

Mining is an international business and vital contributor to national and global economies. It depends on the trust and confidence of investors and stakeholders for its financial and operational well-being (Committee for Mineral Reserves International Reporting Standards (CRIRSCO), 2016). The Social Licence to Operate (SLTO) is an increasingly multifaceted and multistakeholder risk that can impact investment decisions. Community challenges to broader political and economic decisions have given rise to protest delaying or stopping projects or closing mines and has led to loss of life (Ernst and Young, 2016). Some governments are now giving greater powers to stakeholders to make the final decision on approving mining and metals activities (EY, 2016). With billions of dollars in project investment at stake, ongoing engagement, collaboration and effective communication with stakeholders is crucial and mutually beneficial solutions are increasingly expected (EY, 2016). It is therefore essential that the industry communicates the risks (and opportunities) associated with investment effectively and transparently in order to earn the necessary level of trust with investors and stakeholders to underpin its activities (CRIRSCO, 2016). The stone-quarrying industry of the United States, including such related operations as rock crushing, rock dressing, and the manufacture of cement and lime, reported a larger volume of employment in 1934 than in 1933. Reports from the operating companies to the United States Bureau of Mines showed an increase in the number of men employed, number of man-days of employment, and total number of man-hours of labor performed during the year. Moreover, the average worker had a longer period of employment during 1934, the gain amounting to 11 percent over 1933. The increase in employment was accompanied by no increase in accidents for the industry as a whole; in fact, the accident rate for 1934 was a fraction lower than the rate for 1933. In some branches of the industry the frequency of accidents increased, but these increases were more than offset by reductions in rates for other branches. Reports for 1934 were received from 1,403 active plants. The working force averaged 64,331 men for 204 days per man, and the total period of employment for all of the men was 95,258,880 man-hours. Each employee averaged 1,481 hours of work during the year. The total number of hours of labor represented a gain of more than 8 percent, and the average working time per employee showed a gain of 62 hours per man.

Modern mechanical raise drilling was first introduced into the United states in 1962. This method of safely, economically raising a shaft has steadily increased in popularity since that time. This steady growth has been largely enhanced by the many advantages to be gained by mechanical raise drilling, as well as by the increasing reliability of the equipment required. It is the purpose of this paper to briefly review the state of the art of raise drilling to include: the various applications and advantages; the equipment requirements, including a comparison of the various types and sizes of machines and rock cutting equipment; equipment performance; and future trends.

Converting biomass into valuable fuel requires various preprocessing of the raw materials. Biomass densification is one of the conversion processes for its utilization. The aim of densification is to produce biomass pellets, which can withstand regular handling stresses and exhibit high densities with uniform size and shape. Physical properties, such as the particle size distribution after comminution is of highest importance for the binding mechanisms in the pelletisation process. Durability and strength of the pellets play an important role indicating the ability to withstand handling stresses. Particle size distributions of the cereal straws (Rye and Wheat) after specific comminution and liberation processes have been carried out with the help of three different image analysis (Microscope, Camsizer and Fibreshape). The durability of the pellets have been investigated as specified in the standards (ASAE standard S269.4) with a quadratic crate and the strength of the pellets with compression and tension testing machine (Zwick Roell type: ZMART.PRO). The particles size results showed differences in both length and width after different comminution processing. An exact comparison between the particle size analyses with the three different image analyses was not possible. The particle size distribution and the different comminution processes displayed influences on the durability and strength of the produced pellets. The particle size distribution displayed approximately 40 % of fines and 60 % of fibers. The particle size distribution displayed a direct relation to the durability of the pellets. Further durability and strength of the pellets displayed a good correlation.

This document contains most of the materials needed to use the exercise. The main part of the document is the instructor's copy. It tells how to use the exercise, presents the objectives, the master answer sheet, the scoring key, and discussion notes to be used following the exercise. The next section summarizes results from field tests of the exercise, and reports the miners' evaluation of the activity. The last part of this document is three appendices. Appendix A is the exercise problem booklet. This booklet can be duplicated locally. The booklets are reusable. One is needed for every person in the classroom. Appendix B is the answer sheet. The section has been driven about 4,000 feet from 4 West Mains. One of the shuttle car operators took a call from the fireboss saying that there was smoke from an unknown source coming into your section. You attempt to contact someone to find out where the smoke is coming from but get no response. You assemble the crew and start riding out of the section on the mantrip when you encounter heavy smoke. At this point, you decide to take your crew and travel on foot in the belt entry that is on a neutral split of air. After traveling about 6 crosscuts in the belt entry, you encounter heavy smoke at which time you and your crew don your person-wearable SCSRs (PWSCSR). After donning the apparatus, you and your crew continue traveling outby in the belt entry. Near the mouth of the section, one miner in the group starts to have trouble breathing from his SCSR. Because breathing resistance is increasing with the length of time the apparatus is worn, the miner is "outbreathing" the device since his oxygen requirements are greater that what the PWSCSR can supply. Introduction The Flin Flon zinc plant operates on what is known as the low density or standard sulphate process, that is, the zinc is carried through the plant solution circuit attached to the SO4 or sulphate radical at a concentration not exceeding 175 grams per litre zinc. The process may be described briefly as follows: The zinc is received in the zinc concentrate chemically combined with sulphur and mixed with many other impurities. The concentrate is roasted and most of the sulphur is burned to a gas, which is discharged from the plant. The roasted concentrate, or calcine as it is called, is leached with a weak sulphuric acid solution so that the resulting leach solution contains a high zinc content but a very small proportion of the impurities. The solution is separated from the solids and is purified further by agitation with zinc dust to remove copper, cadmium, and cobalt. This purified zinc sulphate solution is then pumped to the electrolytic department. The solids from the first leach are again leached, but this time with a stronger acid solution to dissolve all of the remaining zinc which is soluble in the strength of acid available. The solids and solution from the leach are then separated. The solids are stock-piled for further treatment at some future date and the solution, carrying a relatively high amount of impurities, is sent to the first leach, where the chemical action is such that the contained impurities are precipitated as solids. The electrolytic department is nothing more than a large number of electroplating cells in which the zinc is plated on aluminium sheets. Since zinc does not plate tightly to aluminium, the zinc plating or sheet is easily stripped from the aluminium and the sheets are collected to be melted and cast into the standard market bars or slabs. In the electro-deposition cells, the zinc sulphate (ZnS04) is split to metallic zinc (Zn) which plates out, and sulphate (S04) which combines with the hydrogen of the water of the solution to form sulphuric acid (H2S04). When one pound of zinc is deposited, about one and one-half pounds of sulphuric acid are formed. This acid is sent to the leaching section, where it dissolves one pound of zinc from the calcine. The solution is purified and is again pumped to the plating cells. The solution travel forms a complete circuit.

There is approximately 240 000 tonnes of arsenic trioxide dust stored in underground chambers at the Giant Mine in Yellowknife, Northwest Territories, Canada. To minimise the amount of arsenic released to the environment, a number of closure alternatives are being considered. One alternative is to mine the dust, encapsulate it and dispose the mixture into a secured landfill. The potential leaching behaviour of the encapsulated dust was examined in a laboratory programme. Cylinders of arsenic trioxide dust mixed with cement/aggregate and bitumen were prepared. The dust content varied between zero per cent and 60 per cent of dry weight charge. The cement cylinders were tested for strength, leaching and freeze/thaw durability. The bitumen cylinders were tested for leaching only. The results show that increasing dust content in the cement cylinders negatively impacts the strength and the freeze/thaw durability of the samples. A contributing factor is likely the high water to cement ratio in the samples. Leaching tests show that arsenic release from cement cylinders increase with increasing dust content. Arsenic concentrations in leachates do reach a plateau at a certain point in time. Arsenic release from bitumen cylinders was significantly lower compared to cement cylinders. Arsenic concentrations eventually were less than 0.05 mg/L in samples containing up to 25 per cent arsenic trioxide dust. Arsenic leaching rates were found to decrease by an order of magnitude over the course of three months.

Deregulation, as authorized by the Energy Policy Act of 1992 (PL102-486) allows free-market competition in the electric-utility industry. As the act unfolds, though, uncertainties abound about the type, degree and direction of impacts throughout the affected economy — from fuel suppliers to electricity generators and from power distributors to energy consumers. Instead of having a familiar base of captive customers and electricity prices fixed by negotiation with state public utility commissions, utility companies are preparing for open, free-market competition. They are looking at all areas, including fuel supply, to cut costs to remain competitive. Humorous anecdotes are told about utility companies shunning insiders for senior executive positions. Instead, they are opting for people from the telephone or other industries with deregulation experience. And there are light-hearted stories about a trend away from traditional electric-company names, such as the name of a city or state followed by Edison or Power and Light, to space-age names, such as Ameren, Entergy, Illinova or Unicom. No one wants to be left behind or be perceived to be left behind.

The Bureau of Mines Coal Carbonization Laboratory has been interested for the past 20 years in the quality of coke in connection with the selection of coals for the manufacture of coke. The principal experimental. method of carbonization, whereby 100- to 200-pound charges are carbonized in sheet-steel cylindrical retorts with recovery and determination of the properties of coke, gas, and products, was developed in cooperation with the American Gas Association,4 5 and it is known as the BM-AGA method. Results of the investigations of 90 coals included in the BM-AGA Survey of the Carbonizing Prop¬erties of American Coals have been published; 6 and, in addition to these, about 200 coals have been carbonized over limited temperature ranges. Because coke from cylindrical retorts differs in shape from that made in rectangular ovens, the BM-AGA method has been criticized, although those who developed it have always believed that it served well as a means of measuring the relative strengths of cokes from different coals. It is recognized that no laboratory-method carbonization, even on a large twit, can yield results that exactly duplicate those obtained in commercial ovens and retorts. However, with the completion and satisfactory performance of an experimental vertical slot oven of 500-pound capacity at the University of Illinois Geological Survey Laboratory,' the opportunity to directly compare BM-AGA coke with coke made by two-sided heating became available and the necessary test apparatus was installed. The Bureau of Mines slot oven, which is similar to that designed by the University of Illinois Geological Survey, has been used to carbonize 11 coals (or blends) tested by the BM-AGA method. This report compares the results obtained by the two methods.

A field operable, breadboard model, borehole radar was developed for the detection of hazardous geological anomalies in and above a coal seam in advance of mining. A four-inch diameter downhole probe was fabricated and tested in several environments. The radar transmitter was also employed in a cross-hole or through transmission mode to determine natural geotechnical and man-made conditions between boreholes. Sensitivity to underground conditions in both modes of operation were indicated.

"Preventative maintenance is a burden for equipment users but a demand from the machine suppliers to ensure performance. Machine availability depends on preventative maintenance being followed.Mining equipment is becoming more and more sophisticated and productive, yet less and less time is available for preventative maintenance. Manufacturers invest in reducing costs, simplifying operating requirements, and lowering maintenance requirements, but it is the users who must invest more heavily in the advanced maintenance systems to keep the units operating.IntroductionPreventative maintenance has been, and still is a key factor in avoiding disturbances in production due to equipment downtime. Manufacturers ask for it in extensive maintenance schedules, check lists, programs, etc. often with a ""threat"" that, if not performed, the machine guarantee will not be valid. Modern mining and construction machinery has become sophisticated, like all other machinery, with elaborate hydraulic, electric and electronic systems and computerized controllers. Maintenance organizations within the mining industry have grown to heavy cost centres just to keep up the availability of the equipment.It is difficult for machine manufacturers to have maintenance programs that suit every user. International suppliers have to deal with different cultures, education levels, environments, organizations, etc. Maintenance programs recommended by manufacturers often do not meet some user's needs while they are ""overkilling"" to others. Preventative maintenance schemes recommendations of what to do, in what frequency, etc.) usually fit mechanical components in the equipment, e.g. wear measurements, crack indications, lubrication, oil changes, etc. But how does one perform preventative maintenance on huge hydraulic systems, electrical and electronic systems and computers? Failures in these systems usually occur without any warning and are more or less impossible to predict. Another difficulty in creating effective preventative maintenance programs for these kinds of systems is the relatively low volume of mining and construction equipment that is produced per year. For example, although Atlas Copco is one of the largest manufacturers in the world of underground blast hole drilling machines, the company still does not produce more than a few hundred drilling jumbos per year. These are made in more than 10 different models, with different systems and components, and very often are custom adapted to the end user's requirements."

Most mine ventilation engineers are involved in ventilation planning and design in some capacity. Ventilation modelling software used by a competent experienced ventilation engineer is extremely useful in developing good ventilation designs by allowing assessment of a wide range of potential options. Unfortunately, ventilation modelling undertaken by persons who do not have sufficient experience or knowledge usually results in a façade that covers up a fundamentally unsatisfactory design. Ventilation models are produced for a wide variety of purposes including: fault-finding of a problem area in a mine and options analysis for resolution of such problems; a complete review or optimisation exercise of an entire mine’s ventilation system; or a much longer life-of-mine type of study. Models can be intended as the basis for studies with diverse purposes such as primary shaft or airway sizing, primary fan specification, examining re-entry times after blasting, resolving leakage or recirculation, or investigating the impact of fires or underground climate or cooling requirements. The concepts of ‘materiality’ and ‘fitness for purpose’ are essential to developing or using a ventilation model and serious mistakes have been made in wrongly using a ventilation model for purposes for which it was never intended, often because it is simply the most recent model on the mine site. Mistakes at this level often translate into faulty ventilation strategies and inefficient or ineffective use of scarce capital for ventilation projects. Validating a ventilation model is a time-consuming and expensive process and not every model must (or even should) be fully validated to meet the objectives at that time. This paper discusses the application of quality assurance in ventilation planning with particular respect to the ‘basis of design’ (BOD) as well as the standards for validating a ventilation model. It also provides a recommended way of dealing with non-conformances in measured versus modelled values of critical parameters in the model.CITATION:Brake, D J, 2015. M.S. Azun The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also, I do not agree with the conclusion implying that the main goal for state companies is to capitilize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondant government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

El presente trabajo realiza un estudio comparativo de las propiedades físicas y químicas de tres nitratos de amonio, cuya interpretación se relaciona con las conclusiones sobre estudios de AN-FO realizados en la Universidad de Missuri. Básicamente se evalúa los factores de campo que afectan la performance del AN-FO, como el confinamiento, diámetro del hueco, inicio de la carga y mezcla del explosivo, así como se mide la factibilidad de disparar al AN-FO sin una dinamita. Los tajeos de producción de la mina Casapalca sirvieron de ejemplo para ejecutar dichos disparos, encontrándose que el AN-FO francés es el más adecuado y sensible en torno a la performance de los otros explosivos, dado sus componentes como su ahorro de consumo.

"The application of passive tracer gas sources in underground mines is particularly useful for long-term tracer studies as well as for studies conducted in permissible areas of underground coal mines. The use of passive perfluoromethylcyclohexane (PMCH) sources has been previously demonstrated in underground mines, but this new work details the testing of multiple, distinct tracer compounds compatible with passive sources. A description of their potential application in mine ventilation systems is also provided. Three tracer compounds are detailed: (1) PMCH, (2) perfluoroethylcyclohexane (PECH) and perfluoromethylcyclopentane (PMCP). The release rates of these tracers were examined over a 180-day period at multiple temperatures. The advantages and disadvantages of these sources are presented, along with potential applications in characterizing ventilation circuits, flow through gob and leakage. IntroductionThe use of tracer gases for ventilation applications is an established practice, with various past research projects conducted using sulfur hexafluoride (SF6). Tracer gas techniques have been applied to assess flow rates, dilutions rates and auxiliary ventilation system efficiencies with quick, reliable and accurate results (Suglo and Frimpong, 2002). Perfluorocarbon tracer (PFT) compounds are a new introduction to ventilation and air modeling applications in terms of ventilation flow characterization (Watson et al., 2007).PFTs are liquids that are characterized by low background presence in air, low reactivity, high detectability and low toxicity. A design was proposed, called a permeation plug release vessel (PPRV), to convert PFTs from a liquid to a gas and then release the gaseous tracer in a controlled manner. The initial concept was originally introduced by Brookhaven National Laboratory and refined later to become the PPRV. The PPRV functions by allowing the volatile PFT liquid to become a vapor in a controlled manner. The vapor diffuses through a permeable silicone stopper at a predictable rate proportional to temperature (Zhang and Cloud, 2006)."
