Rather like the mythical "Economic Man" "an employer" in this context must necessarily be an abstraction, and the views possessed by such an abstraction, a composite of many views known to have been expressed. Not even the complex Conciliation and Arbitration legislation in this country provides any helpful specifications, except in one peculiar particular. The Australian Conciliation and Arbitration Act provides an almost totally tautological definition, except in that one oddity referred to above. It is this : "An employer means any employer in any industry, and includes any person who is usually an employer in an industry, and also includes a Club." No doubt there is some perfectly justifiable reason for such specific and unique particularity in an otherwise meaning- less definition. That need not trouble us in this exercise.

The safety record of the coal-mining industry, both anthracite and bituminous, in 1966 was improved over that of 1965 in all general measures of injury experience. The improvement was more pronounced in the anthracite industry. The total of 10,679 disabling work injuries comprised 233 fatal and 10,466 nonfatal injuries, 26 and 692 fewer, respectively, than in 1965. The number of fatalities in 1966 was the lowest annual total since complete records were started in 1910. Similarly, the number of nonfatal injuries in 1966 was lower than in any year since 1930 when such data were first collected.

Abstract-Eclogite is an important source of diamond in the upper mantle, but is more localized than peridotite. Using eclogitic minerals in kimberlite and diamond exploration is also more problematic than using the well-known peridotite-derived indicator minerals Cr-pyrope and magnesiochromite. The problems include color similarities between orange garnets from eclogites, Cr-poor megacrysts, and crustal garnets, chemical similarities with Cr-poor megacryst suite garnets (specifically elevated Na2O contents), and low abundance of eclogite garnet xenocrysts in most known kimberlites. Chemical screens must be used carefully to distinguish between varieties of orange garnets in exploration samples. For example, most orange garnets of crustal origin have >22 wt% FeO, with mantle eclogite garnets having lower values. Na2O-bearing garnets from the Cr-poor megacryst suite can be distinguished from Na2O-bearing garnets from diamondiferous eclogites by the elevated TiO2 contents of the former. The low abundance of eclogite garnet xenocrysts in kimberlites worldwide, however, may dictate that use of eclogite garnets in diamond exploration in most cases be restricted to advanced stages of kimberlite exploration and evaluation of kimberlite diamond potential. Crpyropes, Mg-ilmenites and Cr-rich chromites are more useful than eclogitic garnets in most stages of diamond exploration. If orange garnet xenocrysts are sought in a kimberlite exploration program, those from the Cr-poor megacryst suite will be more useful than eclogite derived garnets, due to the typical great abundance of the former, although they carry no information of the diamond potential of the host kimberlite.

"Falling commodity prices and a rising supply surplus have ushered in a period of restraint in capital project investment across the global mining and metals sector. Competition for capital project funding has seen fewer projects progress through investment gates and a stronger focus on projects that deliver gains in capital productivity and strategic outcomes.Over the course of the 2015 financial year, EY conducted a study of 108 projects in the global mining and metals sector (EY analysis; Larsson and Ericsson, 2014; SNL Financial, 2015). The projects studied were at various life cycle stages and related to the development of copper, iron ore, gold, coal, nickel and other commodities. Each individual project investment exceeded US$1 B, and the studied group represented a cumulative investment value of US$367 B.The research found that the majority of projects were delayed and/or over budget when measured against the initial estimates made during the early stages of the project life cycle. Of the surveyed projects, 69 per cent were identified as facing cost overruns with an average overrun of 62 per cent above the initial estimate and 50 per cent reported schedule delays, even after remedial acceleration initiatives.The analysis found that budget and schedule overruns could be attributed to five key causes:project management factorsstakeholder conflictsresource constraintsregulatory, and policy-related challengesunfavourable external environment.Improving project delivery performance starts with successful planning, followed by rigorous management during delivery. This paper details a brief history of the Australian gold industry from the 1980s gold boom to the present day, highlighting an industry characterised by innovation in plant design and junior companies prepared to "have a go", in contrast to the conservatism of many larger mining companies. Design flexibility, the innovation of new processes, the preparedness to exchange "process know how" and technology singularly differentiated the gold industry from other sectors during the 1980s to the present. The introduction of two stage crushing, semi autogenous (SAG) milling, and pebble crushing, mill innovations, carbon in pulp (CIP) and carbon in leach (CIL) and the North Kalgoorlie screen etc were all exciting changes in the industry.

Significant progress has been made in the reduction of serious injuries and fatalities resulting from mine blasting operations. Despite the progress, injuries and fatalities continue to occur. A leading cause of injuries and fatalities from blasting continues to be inadequate blast area security. Even though significant improvements in technology have been made, insuring adequate blast area security remains a challenge and requires constant vigilance. The advances in technology have created safer blasting products and have improved productivity and economics by enabling large, more efficient and effective blasts. However, as blasts grow larger in size, the complexity of adequately securing the blast area increases even more. Periodically the basic fundamentals involved in blasting safety should be reviewed, particularly for securing a blast site regardless of the size of the planned blast. Factors such as flyrock and toxic fumes must be taken into account to insure the safety of persons and property from the results of a blast. This paper examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are: (a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f) training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

This report summarizes the findings of a 9-yr research program, sponsored by the U.S. Department of Energy and conducted by the Bureau of Mines, to evaluate refractory liner materials for coal gasifier reactors. Commercially available refractories were exposed to coal gasifier reactor environments, reproduced in the laboratory with a high-temperature, high-pressure test facility, followed by extensive postexposure evaluation. Thirty-six castable or gunnable refractories and cements and 24 refractory brick were evaluated. The behavior of castable refractories reinforced with stainless steel fibers was also examined. Gas environments that were evaluated included steam, H2, CO2, CO, and typical high-and low-Btu gas mixtures. Exposure pressures ranged from 100 to 1,000 psig, temperatures from 5000 to 1,1000 C, for periods from 50 h to 2,000 h. In some exposures, sodium and/or potassium hydroxide were introduced in order to simulate a high-alkali environment. It was found that intermediate-and low-alumina refractories produced from domestically available raw materials, rather than high-alumina refractories produced from imported raw materials, gave the best service as liner materials and that alkali attack was probably not a serious problem with most refractories. Based on the results of this program, good choices of refractory liner materials for gasifier reactors can be made.

The U.S. National Institute for Occupational Safety and Health (NIOSH) is conducting mine illumination research to determine if light-emitting diode (LED) cap lamps can improve safety by reducing glare. Glare can impede a miner?s ability to see hazards and to safely perform their work. Another objective is to determine if a person?s age is a factor. This is important because the workforce is aging ? the average miner is now about 43 years old. Three cap lamps were used to evaluate glare: an incandescent cap lamp, a commercially available LED cap lamp and a NIOSH prototype LED cap lamp. Thirty NIOSH personnel from the Pittsburgh Research Laboratory (PRL) served as test subjects. Three age groups were established with ten subjects in each group. Testing was conducted in the Mine Illumination Laboratory (MIL) of NIOSH PRL. The results indicate no statistically significant difference in discomfort glare among the incandescent and LED cap lamps. However, an analysis of variance for disability glare indicates that the LED cap lamps were superior for the older subjects. Disability glare scores for the oldest subject group improved 53.8% when using the NIOSH prototype LED cap lamp compared to the incandescent cap lamp and 36.5% compared to the commercial LED cap lamp. It ap­pears that, given the conditions of this study, LED cap lamps will not increase discomfort glare and can enable significant improvements in disability glare for older workers. It is also evident that not all LEDs are created equal. The disability glare improved the best for older workers when they used the NIOSH prototype LED cap lamp, which has a different spectral power distribution (SPD) (more short wavelength energy) than the commercial LED cap lamp. Therefore, for disability glare, the results suggest that the SPD is an important factor to consider in cap lamp design.

For a correct evaluation of the performance of any process, it is important to reconcile the data gathered in the plant from the material balance point of view for all the streams flowing in and flowing out of the process unit. There are two main approaches to reconciliation of data, which involve minimization of the sum of the squares of: (i) the closure residuals and (ii) the component adjustments; both weighed with the estimated variances of the components. Though, these approaches have served us well, it has not been possible to ascertain if the reconciled values for various components and the split factors obtained using these approaches are truly the best estimates. In this paper, this aspect has been investigated by analyzing pseudo-experimental data of known error structure on size classification of particles in a hydrocyclone. Three types of basic error structures were considered for the measured component values: absolute error, relative error and chi-square error. The error structure was modified by adding a random component of error using normally distributed random numbers corresponding to zero mean and different levels of variance. By carrying out a large number of simulation experiments, it has been shown that in the presence of random errors, irrespective of the basic error structure of data, which is usually unknown, the chi-square error minimization criterion can be used to obtain most reliable results. The rate of hydration influences many important physical properties of gypsum. Previous research examined the rate of gypsum hydration and related this to compressive strength and microstructure development using BET specific surface area analysis. The analysis of gypsum porosity in combination with BET surface area and rate of hydration remains to be done. In the present study, mesoporosity is analyzed using the numerical method of Barrett, Joyner and Halenda (BJH) to gain a greater understanding of gypsum hydration and microstructure development. The rate of hydration has a significant effect on mesoporosity of the gypsum matrix. The results reveal the effect of mesoporosity and hydration rate on some macro physical properties of gypsum.

The U.S. Bureau of Mines; Tuscaloosa Research Center, in cooperation with the U.S. Army Corps of Engineers under interagency Agreement No. 14-09-0078-1510, conducted a comprehensive sampling program of 10 upland disposal sites along the Alabama, Black Warrior, and Tombigbee River systems in Alabama. Samples from each site were characterized according to particle size, chemical analysis, mineralogical content, and potential end use. Additionally, samples were subjected to the Toxic Characteristic Leachate Procedure to determine the presence of potentially harmful heavy metals. Based on the results of these studies, each sample was determined to have properties amenable for use as aggregate in general-purpose portland cement concretes and certain asphalt concrete applications.

Accessory metals, although valuable resources, present possible environmental concern in the smelting of base metals. The Bureau of Mines, U.S. Department of the Interior, has undertaken research to define the chemistry involving these metals. Arsenic in copper smelting is the first to be investigated. Roasting, the first step in many copper smelters, was chosen for initial investigation because of the potential for arsenic removal in this primary process. Simple, static-bed, vaporization experiments were devised to obtain the data in this study. Ancillary transpiration and mass spectrometry were also used to delineate conditions necessary for arsenic volatilization from a roaster feed. For nearly complete arsenic removal, a temperature of 650°-700° C, a reducing atmosphere including carbon monoxide, and a source of sulfur were found to be essential.

Originally developed for use in coal mines where on-shift blasting with explosives was prohibited, compressed-air blasting has been used for the past 15 years as a substitute for fixed explosives. With the current commercially available compressed-air systems -Airdox and Armstrong -coal is dislodged by a high-pressure discharge of air from a pressurized shell placed in the coal borehole. In the original systems stationary compressors were mounted on the surface or in the underground ventilated areas. These proved so successful that a mobile compressor unit was developed for use at the working face. Because of the possibility that such a unit might operate in a gassy atmosphere, the Bureau of Mines has investigated the hazards associated with operation under conditions where firedamp could accumulate in explosive concentrations. Land use is the single most important element affecting the quality of our physical environment. .The minerals industry is a user of land and by its very nature, directly affects the landscape. Mining is a very visible activity. Producers of sand and gravel, crushed stone, clay, cement and lime operate right at the interface of the public. These production sites must be located near population centers. People are more travel oriented than years ago and through use of the expanded interstate highway system visit remote and little-visited areas. They visit communities on their vacations, places they enjoy on weekends and places they drive past on business trips. Although not residents of these localities, they have a strong interest in changes that occur in the landscape. As a result, the public has a greater concern today about mining and its use of land. From 1930 through 1971, the minerals industry used 3.65 million acres, or 0.16 percent of the land mass in the United States (4)2/. Of the total 3.65 million acres utilized, about 59 percent was accounted for by the area of excavation, 20 percent by disposal of overburden and other mine wastes from surface mining, 13 percent by disposal of mill or processing wastes, and 5 percent by disposal of underground mine wastes; the remaining 3 percent was subsided or disturbed as a result of underground workings. Nonmetallic minerals and fossil fuels each accounted for 43 percent of surface land used during 1930-71; the metal mining industry utilized the remaining 14 percent.

THIS REPORT give's the results of a study of the central and south parts of the Cushing oilfield, including a description of the geology, a review of the production history, and estimates of oil reserves available by secondary-recovery methods. Each of the major producing zones of the field is treated separately. The report, which is one of a long series of field studies the Bureau of Mines has conducted over the past 40 years, was prepared to aid operators to increase oil recovery and to help prevent underground waste in the Cushing field, in the State of Oklahoma, and in the United States. The geology and production history are presented not as a review of past behavior of the Cushing field but rather to interpret the possibilities for increased oil recovery by future development of this and similar areas. The field, which is in the northwest corner of Creek County, Okla., was discovered in 1912 and developed during 1913 and 1914. For several years it, was one of the most important areas producing high-grade crude oil in Oklahoma. Although some oil has been recovered from each of 10 separate reservoirs, nearly 98 percent of the total recovery of oil in the area studied was from 4 major producing formations (table 1). "Speakers and attendees of the 2016 Cutting Edge Conference could not be faulted for keeping one eye on the presentations taking place at the Hyatt Regency at LAX in Los Angeles, CA on Nov. 7 and 8 and another on the results of the historic election in the United States that took place on Nov 8. While there was certainly interest in the presidential campaign, there was also a great deal of interest in Measure M on the California ballot. Measure M, which passed easily, is a half-cent sales tax increase that will fund the most ambitious transit expansion in Los Angeles County history.In the coming years, the ballot measure will transform a traffic-choked region by funding the construction of nearly a dozen new rail lines with an estimated $120 billion raised in four decades. Among the projects that could come to fruition are a twin-rail tunnels project through the Sepulveda Pass and new connections in the city.During the update on West Coast projects, Bill Hansmire summed things up with a slide asking “How much work is there on the West Coast,” and his answer was “Billions.”From Seattle, WA south to Los Angeles, there is already a lot of work for tunneling and underground construction experts, and Measure M ensures that there will be plenty of work for decades to come.Currently, The Los Angeles County Metropolitan Transportation Authority (Metro) has three rail projects underway that were funded by Measure R in 2008 — the Regional Connector, the Purple Line subway extension and the Crenshaw/LAX Line that are designed to alleviate the traffic pressure with an eye to more solutions.Measure M is the fourth sales tax increase to fund transportation in L.A. County, bringing the base sales tax rate to 9.25 percent. In some cities, which already levy their own sales tax, the rate would be higher, The Los Angeles Times reported.About 35 percent of the revenue will fund major new transit projects, such as the subway under the Sepulveda Pass, extension of the Gold Line to Claremont, extension of the Crenshaw Line to West Hollywood and acceleration of the Purple Line Subway construction along Wilshire Boulevard to finish in 2024, 10 years earlier than scheduled.About 17 percent would fund a dozen highway improvement projects, such as widening parts of I-5 in the Antelope Valley and southeastern county, adding bus lanes to the Sepulveda Pass section of the 405 freeway and adding truck-only lanes to a section of the 710 freeway."
