The level of impact and mitigating measures that are forecast in an environmental assessment (EA) for a new, or significantly modified, metallurgical processing facility or mine are taking on increasing importance during the subsequent life of the facility. The basic premise is that one is authorized to operate within the envelope defined by the approved EA. Operations inevitably change as they develop and mature, and at some point, one is faced with the prospect of re-doing the original EA work. This can lead to significant development delays. Cameco Corporation (Cameco) has played a major role in developing the northern Saskatchewan uranium mining industry over the past decade. Through the EA process, the company has developed ideas on what works well in generating approvals that give the operator some future flexibility. Early introduction of concepts for potentially different mining and processing methods, as well as contingency plans if things do not work out exactly as predicted in the original EA, can make subsequent regulatory approval for change a more efficient process. One must also preserve the principles of open consultation upon which the EA process was originally based. As such, involvement and support from local communities and other stakeholders is required to ensure the long-term success of the EA process.

Oklahoma City is undergoing a replacement program for an existing 66in (1.675m) water pipeline that conveys raw water from Atoka Reservoir to the City. This pipeline currently crosses the Canadian River on elevated piers and is subject to flood hazards. To replace the existing pipeline and mitigate flood damage concerns, two parallel microtunnels will be constructed below the river channel. Access is from construction shafts located near the midpoint of the tunnels; opposing drives are launched from each shaft. This geometry dictated shafts of significant depth – exceeding 120 ft. (37m). To accommodate the casing pipe segments and microtunneling machines, a minimum shaft diameter of approximately 34 ft. (10.4m) was required. Due to the difficult geologic setting, a reinforced secant pile compression ring is specified by contract in the top 70 ft. (21.3m) of these construction shafts to provide a very low permeability support system.

The Falconbridge Matte Leach Process yields high-purity nickel chloride by selectively dissolving nickel from copper-nickel converter matte with hydrochloric acid , purifying the solution by solvent extraction and crystallizing NiCl2 4H2O by further acidifying the purified leach liquor. In the Kristiansand Matte Leach Plant, a granular oxide is produced by high-temperature hydrolysis of the nickel chloride for subsequent reduction to a high-purity granular metal product, designated NICKEL 98. This paper describes the investigation of on alternate route to processing nickel chloride in which high-quality cathode nickel is produced by electrowinning from all- chloride electrolyte. The investigation was made in a pilot circuit containing two production-size electrowinning tanks operated in conjunction with the commercial-scale leach plant.

There are many methods to estimate costs quickly. One of these is the Parametric Method, where costs are estimated from general algorithms (or curves). Derived from an original tool based on the O’Hara model, a software called MAFMINE was developed. MAFMINE is based on parametric models to estimate investment and operational costs in mining. The software itself is based on the use of a computer model known as client-server. However, the model needs new inputs from advances made by the mining industry, mainly in terms of electrification, automation, digital transformation and preconcentration to face Environmental, Social and Governance (ESG) concerns. Thus, this work was to prepare a new core module ready to incorporate the new technologies aiming to deliver operation and capital costs associated with environmental impact mitigation. The tool generates an order of magnitude estimate for CAPEX and OPEX to establish a very first Discounted Cash Flow (DCF) in a mining venture. For quick evaluations, at a preliminary level, the results are very promising.

Inco acquired majority interest in the nickel laterite concessions in eastern Guatemala in 1960 and, through its subsidiary Exmibal, extensively explored the deposits until 1965 to define the site for project development on the north shore of Lake Izabal. This paper outlines the exploration methods used to evaluate the Guatemalan laterite deposits.

(Presented by invitation at a meeting of the Spokane Local Section of the institute, Feb. 17, 1912.) THE Pilares de Nacozari mine is located in Sonora, 75 miles south of Douglas, Ariz. The town of Douglas is on the International Boundary and is the place at which the ores from the Bisbee mines are smelted. The Moctezuma Copper Co. owns the mines at Nacozari, and the copper-concentrates shipped to the Copper Queen smelter, at Douglas, make a good smelting-mixture with the Bisbee ores. The Moctezuma Copper Co. and the Copper Queen smelter at Douglas, as well as the railroad from Douglas to Nacozari, are owned by the Phelps Dodge Co. The ore-deposit occurs in the form of a large ellipse with a major axis of approximately 2,000 ft. and a minor axis of about 600 ft., the major axis bearing about 90 W. of N. The whole of this ellipse is more or less mineralized; the surface being principally an iron gossan with some occasional copper-stains. Below the oxidized zone, which is not more than 50 ft. deep, the minerals are pyrite and chalcopyrite, with occasional seams of chalcocite, the latter being rare. There appears to be no well-marked zone of secondary enrichment, the oxidized gossan over the greater part of the deposit changing suddenly to what is apparently the original unaltered ore. The copper-values are concentrated around the perimeter of the ellipse, and it is principally around this perimeter that the mining is done. The ore mined averages a little more than 3 per cent. of copper, with a small amount of silver, less than an ounce per ton. Some ore of considerably higher grade than this has been shipped, however, but the above average is of the mill-run. The ore is wider near the two ends of the ellipse than along the sides, and is mined in some cases to a width exceeding 200 ft. [Coals of low-volatile rank cannot be coked without admixing large proportions of high-volatile cod in the used type of byproduct-coke oven, because they expend excessively and. exert side thrust, which ruins the oven wells. Some medium-volatile coals also give trouble. Since high-rank coals produce a strong, blocky coke, it is desirable to have the rank as high as practicable, particularly in the manufacture of foundry coke. Accordingly, it has become the practice to mix or blend high-volatile shrinking coals with as much low-volatile coal as possible and still have a mixture that mill not deform the walls or cause difficulty in pushing the coke. Occasionally, the safe limit of low-volatile cool has been exceeded and ovens have been damaged. It is desirable, therefore, to have a reliable method of determining the expending tendencies of mixtures before they are charged into the ovens. Furthermore, coal changes somewhat in its properties as mining progresses, end therefore, mixtures found to be safe at one time may cease to be so subsequently, particularly if nearly the maximum allowable percentage of low-volatile coal is being used. ]

HW Process Technologies, Inc. (HWPT) has developed a patented membrane-based ion fractionation system, which specifically separates copper from gold and silver species in a cyanide matrix. This Engineered Membrane Separation (EMS?) system was pilot demonstrated on the 82,000 liters of pregnant leach solution' (PLS) generated from tailings, via thin layer leaching, at a mine site in Durango State, Mexico. The EMS? recovered ~90% of the gold-silver cyano-complex to a 90% volume permeate (based upon an EMS? feed stream of 100% volume) while rejecting -90% of the copper cyano-complex to a \0% (by volume) concentrate. The EMS? technology combines pore-size specific electro-statically charged membranes with engineered materials of construction and application-specific operational design that reject multi-valent, ionically charged species to the concentrate and transmit mono-valent species through the membrane to the permeate. The 850 ppm Cu PLS contained approximately 0.8 gil free NaCN with, the copper cyano-omplex principally in the CU(CN)3 and CU(CN)4 forms. The gold grade of the PLS was -2 ppm Au. The ~LS calcium concentration at -700 ppm Ca was reduced to ISO ppm.Ca (± 50 ppm) by sodium cycle ion exchange pre-treatrnent prior to EMS? processing.

NFPA 502, Standard for Road Tunnels, Bridges and Other Limited Access Highways establishes minimum fire protection and fire life safety requirements for road tunnels, bridges and other roadways where access by emergency responders is physically limited. The 2008 edition of NFPA 502 represents the Technical Committee?s consensus of current best practice for fire protection and life safety requirements for road tunnels, bridges and similarly limited access highways. Research of national and international test programs, design guidelines and regulating standards was per-formed and considered in an effort to establish a singular, comprehensive document representing a recognized base threshold of fire safety in these type facilities. This paper provides an overview of the more significant revisions including the application of fixed fire suppression systems, guidance on tenable environment, protection of structure and dangerous goods transport.

Flame propagation of lower limit hybrid coal dust-methane-air mixtures in vertical and horizontal flame ducts of 15.2 cm id and 1.8 m length has been investigated to provide information bearing on safety in mines. Fuel concentrations at lower limits of flame propagation and equivalences of coal dust and methane are much higher for continuing flame propagation than for short-span flame propagation in the vicinity of an "overdriving" ignition source. As the energy of the ignition source was increased, the flame speed and the distance of flame propagation from the ignition source increased, whereas the total fuel concentration at the lower limit decreased.

Significant progress has been made over the past few years on characterizing and understanding the hydrodynamic properties of frothers and collectors and their effect on flotation performance. This new understanding of the relationship between chemistry and hydrodynamics has dramatic implications for how flotation circuits should be controlled and optimized. Previous work has shown that choosing a frother of the right 'strength' is critical to the optimization process, and the work and discussion presented here serve to strengthen the argument. In addition, we know that collector chemistry may also influence hydrodynamic properties and needs to be taken into consideration. To achieve the desired outcome, the overall system of reagents and operating parameters must be considered. This paper describes and discusses some of the findings from recent research on frother and collector chemistry effects (on hydrodynamics), and how this knowledge can be used to improve flotation performance. Examples from plant experience are discussed.

READERS of a technical paper, or the audience if the paper is presented orally, judge the paper on several counts. The September 1940 issue of MINING AND METALLURGY contained an excellent short article by S. Marion Tucker en- titled "Are You Going to Present a Paper," which considered the general subject of presentation. In it Dr. Tucker referred to the large number of poorly prepared and badly delivered papers that are presented annually before the large number of technical and other societies that meet regularly, and he stressed the point that good delivery, length of paper, content, and composition are of great importance. All of Dr. Tucker's points were well taken; however, good illustrations are equally important in explaining certain phases of some papers.

Mineral carrying rates across the pulp-froth interface in the range of 1.4-3.2 tph/m2 and bubble surface coverages between 7 and 22 %, have been determined in large rougher flotation cells operated under normal conditions. To evaluate these variables, measurements of bubble size distribution, bubble load and size distribution of particles collected by true flotation, were performed at different concentrators. A model for estimating the bubble surface coverage at the pulp-froth interface level as a function of bubble load, Sauter mean bubble diameter and particle size distribution of the mineral collected by true flotation, was developed. Bubble loadings in the range 24-70 kg/m3, bubble sizes between 1.5 and 3.2 mm and superficial gas rates between 1.2 and 2.0 emfs, were measured in copper rougher flotation cells under normal operating conditions. Estimated bubble surface area fluxes were in the range 31 to 62 cm2/s/cm2- Results of carrying rates and bubble surface coverage, at the pulp-froth interface, were significantly lower than the maximum carrying rate for the collection zone, indicating that in this case is difficult to achieve maximum carrying rate at the pulp-froth interface level. The main constraints regarding carrying capacity limitations are then related to the froth transport characteristics (i.e. cell design, froth residence time, froth stability, froth recovery). Since the comprehensive review of the Persian fields presented by Sir John Cadman last year, operations have proceeded normally. No developments of especial importance fall to be recorded and it remains only to bring up to date the full information given at the beginning of 1933. Controlled production from the Masjid-i-Sulaiman and Haft Kel fields has been maintained at slightly higher rates than during 1932. The figures for the past five years are as follows: These represent crude oil and products piped to the coast but exclude products reinjected into the reservoir, a process that has been in continuous operation at Masjid-i-Sulaiman during the period under review. The systematic delimitation of the Haft Kel field has been continued during the past year and results have been sufficiently encouraging to justify the inception of a wider scheme for distribution of production. Drilling has been resumed recently in the Persian sector of the Naft Khaneh field, and preliminary survey work is in progress for the selection of a site for a refinery at Kermanshah arid the construction of a connecting pipe line. Investigations in connection with the scientific control of reservoir were dealt with in considerable detail in last year's review. This work has been steadily pursued during 1933 and certain of the investigations have been the subject of papers presented to the World Petroleum Congress held in London in July of last year.

JOGMEC (Japan Oil, Gas and Metals National Corporation) became the first entity to sign an exploration contract for Cobalt-rich Ferromanganese Crusts (Crusts) with the ISA (the International Seabed Authority). The contract was signed on 27 January 2014, and 15 years exclusive rights for exploration activities had started in the contracted area, located in the North-Western Pacific Ocean. JOGMEC had already conducted basic scientific surveys around the contracted area from 1987 to 2012. Activities by JOGMEC that will be undertaken during the first 5 years of the contract include examination of geological and acoustic surveys, environmental baselines surveys, and undertaking basic studies of R&D in mining, processing, and smelting technologies. Geological surveys will include analysis of rock core samples, using BMS (Benthic Multi-coring System). Deep-towed TV Camera will be used to estimate the distribution of crusts deposit and to get basic environmental data of deep-sea megabenthos. Water sampling, marine sediment sampling, and installation of mooring systems on the seafloor will also be conducted as a part of environmental surveys.

The paper aims at clarifying the up-to-now misappreciated role taken by pore water on the design of deep tunnels in saturated porous media. Numerical simulations with a non-dimensional FEM-model emphasise the influence of pore water characteristics (in situ pressure and compressibility) and boundary conditions (lining permeability) on the short and long term underground-structure equilibrium states. These results cannot be achieved by means of monophasic total stress analyses. There are wide variations in the values of heats of explosion and detonation as reported in literature. These values are not “stand-alone” or sole properties of the explosives. Specifications of the conditions under which they were determined are necessary to characterize these values. This paper proposes that these values are dependent on their oxygen content and the surroundings their products “work against” upon expansion. Also, the heats of explosion and detonation values can have the same values, but different products, showing that the products can take “independent paths” but have the same values.

Under a DOE-funded project, four advanced flotation technologies (the Jameson cell, the Outokumpu HG Tank Cell, an open column and a packed column) were evaluated at the benchscale to identify the technology or combination of technologies that best improved fine coal recovery and reduced processing costs. The results indicated that two-stage application of the Jameson and packed column cells provided the optimal performance. Subsequently, proof-of-concept scale testing was conducted at the Cyprus Emerald Coal Preparation Plant. The results confirmed that levelized production costs were lower using two-stage cleaning with the Jameson cell followed by the packed column.
