Lunar construction faces unique challenges arising from the nature of regolith and megaregolith. Unlike terrestrial soils shaped by weathering, lunar regolith is composed of angular, poorly sorted particles produced by impacts, with bulk Density, strength, and trafficability varying sharply with depth and terrain. Boulder fields, floaters, and talus aprons add further complexity, disrupting excavation and mobility. Apollo missions documented these conditions through drive-tube samples, trenching, penetrometer data, trafficability tests, and seismic profiling, but the results remained as datasets rather than a unifying classification. This paper introduces the LRC (Lunar Regolith Classification) Framework and the Overconsolidation Ratio applied for the Moon (OCR*), the first contractor-ready system to organize Apollo-derived trends into excavation demand zones (L1–L5). LRC is explicitly a classification, not a stratigraphy: depth ranges are indicative and require in-situ verification before use. Each zone is defined by bulk density and strength ranges, field proxies (bootprints, trench stability, auger torque, seismic contrasts), and corresponding excavation implications. Worked examples from Apollo 15 (mare), Apollo 16 (highlands), and Apollo 17 (pyroclastics and talus) demonstrate how observed data translate into LRC zones. These cases show that LRC captures both systematic depth trends and sharp local heterogeneity. The framework standardizes excavation planning for landing pads, haul roads, berms, foundations, and tunneling trials, while converting floaters from hazards into resources. LRC thus provides a common language for lunar construction. Rooted in Apollo evidence but designed for Artemis verification, it is proposed as a living standard; a reference framework to guide site preparation, excavation, and risk management in the next phase of lunar development.

Ore grade modeling of a placer gold deposit is considered a challenging problem even today. Typically, gold-bearing deposits show extremely erratic and unpredictable grade variation. This is principally because of isolated occurrences of gold metal within a few high-grade pockets. Because of sporadic fluctuation of high-gold-grade distribution, the overall spatial continuity of the deposit becomes poor. This type of variation is often described by a lognormal or highly skewed frequency distribution, and the spatial continuity of the deposit is characteristically represented by a variogram model that exhibits a high nugget component. Further complicating the matter is the sparse availability of drillholes to capture such erratic variation. Due to the prohibitive cost of drilling, gold grade and reserve estimations are typically carried out using insufficient exploratory data. Use of a traditional estimation technique on limited data often produces an unreliable ore grade model. Kriging and its nonlinear variation, lognormal kriging, are frequently used in gold deposit modeling (Rendu, 1979; Journel, 1980); however, kriging is flawed by the smoothing effect. Moreover, though kriging is known to be globally unbiased, it is not free from conditional bias. As a result, if a deposit is modeled using the traditional kriging technique, a high-grade zone can be predicted to be a low-grade zone and vice versa. Predicting high grade as low grade results in a missed opportunity to exploit profitable ore. On the other hand, prediction of low-grade ore as high-grade ore might result in financial loss for a mining operation. Thus, the use of kriging for ore grade mapping of a gold deposit may not be recommended. Estimation techniques (including kriging) can produce an estimate with minimum error in a minimum-error variance sense. However, no matter which estimation technique is used for grade modeling of a highly erratic deposit like gold, the error margin is bound to be high. Therefore, any grade prediction made for an unknown location is associated with high uncertainty. Since various mine-planning operations, including derivation of grade tonnage curve, pit design and economic analysis of the deposit, are based on estimated grade rather than true grade, a mining project evaluation that depends upon estimation will be subject to considerable risk. Thus, the successful design of a mining project not only depends upon accurate grade estimates, but also upon accurate assessment of uncertainty, for predictive grade is equally important. Although the kriging standard deviation is used as an indicator of uncertainty for prediction, it is flawed by characteristics related to a data-independence property. This study, therefore, investigates the stochastic simulation technique of conditional simulation for ore grade modeling of a placer gold deposit at Nome, Alaska. It is expected that the research will provide a better solution to ore-grade deposit modeling than the kriging technique because (1) conditional simulation preserves spatial continuity as well as reproduces the data histogram, thus avoiding the smoothing problem; and (2) generation of multiple realizations helps to accurately quantify the uncertainty about grade values in the deposit.

The Shiloh Church deposit is a very significant molybdenum occurrence in an ususual, perhaps unique, geologic environment. Work done to date indicate that several million tons of "ore" may be present, occurring as a matrix in limestone and dolomite breccias. Mineralized rocks cored to date are at or near the surface and the deeper resource potential has not been tested. The prospect is located in Polk County, north- western Georgia (Fig. 1). The "ore zone" was outlined by North American Exploration, Inc. (NAE) using geochemical prospecting techniques. Extensive geological work, including core drilling, has been conducted on the properties, together with geochemical and geophysical surveys. The geology, geochemistry and geophysics of the prospect are discussed. It is hoped that these data can be used to formulate exploration programs in similar terranes located elsewhere in the eastern U.S.A.

"Underground stone mines in the United States use the room-and- pillar method of mining. The stability of the roof between pillars determines the mining dimensions and size of equipment that can be used. The findings of a survey of roof span stability issues and design practices are presented, and the observed factors contributing to roof instability are discussed. Identified stability issues are evaluated, such as maximum roof span, horizontal stress, and roof beam stability. The results of field observations, roof monitoring, and numerical analyses are used in the evaluation. The importance of the first roof beam thickness and its impact on roof stability and support requirements is presented. An evaluation of the current experience with stone mine roof spans relative to international experience is presented. A step-by-step design procedure is suggested which emphazises the need to collect adequate geotechnical data, understand the immediate roof stability, select a mining direction, and meet support requirements.INTRODUCTIONIn room-and-pillar mines, the roof between the pillars is required to remain stable during mining operations for haulage as well as access to the working areas. Roof and rib falls account for about 15% of all reportable injuries in underground stone mines (Mine Safety and Health Administration, 2009). Therefore, the stability of the roof is an important safety consideration. The size of the rooms in underground stone mines is largely dictated by the size of the mining equipment. Large mining equipment is used, requiring openings that are on average 13.5 m (44 ft) wide by approximately 7.5 m (25 ft) high to operate effectively (Esterhuizen et al., 2007). The dimensions of the roof spans are largely predetermined by the equipment requirements, and design is focused on optimizing stability under the prevailing rock conditions. If the rock mass conditions are such that the desired stable spans cannot be achieved cost effectively, it is unlikely that underground mining will proceed. In addition, large roof falls can extend across the full width of a room and may extend more than 5 m (16 ft) above the roof line. These large falls are a safety hazard and can have a significant impact on mine access and production. The National Institute for Occupational Safety and Health (NIOSH) research into stone mine roof stability has focused on identifying both the causes of roof instability and techniques to optimize stability through design."

There appear to be great opportunities, in certain localities of Canada, to develop new sources of raw materials for an expanding Canadian glass industry.New developments in the structural clay products industry have centered around facing brick as a structural load-bearing material, prefabricated brick panels, large-sized units, isostatic pressing of sewer pipe and auto-matic settmg of brick. Fast-firing techniques, using prefired or calcined raw materials, and the development of high-strength products will result in the use of a wider range of raw materials in the whiteware and structural clay products industries.Porcelain enamel, a material used for many years in domestic appliances and for sanitary ware, now is used extensively in architecture, agriculture, water tanks, highway signs and reflectors, and in products where resistance to corrosion-plus-temperature is important. Exotic composites of ceramics and metals, and specialized ceramic coatings applied on metals by various techniques such as flame spray, plasma jet, or vapour and chemical deposition have proved useful in materials for aircraft power plants, rockets, missiles and nuclear applications."

With construction underway on the 22.5 km (14 mile) Initial Segment of the Link Light Rail transit system in Seattle (including the one-mile EPB-driven running tunnels and mined station at Beacon Hill), the Sound Transit Board on May 20, 2004 voted on selection of a preferred route for an approximately eight-mile extension northwards from the central business district to Northgate, and authorized immediate start of advanced conceptual/preliminary engineering and geotechnical exploration programs scheduled to be completed in Spring 2005. The extension includes approximately914 m (30,000) route-feet of bored running tunnels, a mined station with platform level approximately 60 m (200 ft) below grade, three (possibly four) cut-and-cover stations and a cut-and-cover cross-over structure, as well as an aerial terminal station at Northgate and other line-section below-grade and aerial structures. All tunneling will be in glacial soils.

PHYSICAL AND CLIMATIC DIVISIONS. PERU is divided into three regions-the coast, the sierra, or high mountainous region, and the a montana," or forest region of the Amazon basin. The Coast.-The coast is an arid region. No rain falls excepting in the extreme northern part, which borders the Gulf of Guayaquil. There is, however, a slight precipitation in the form of mist (garua), which occurs on the coast hills during the so-called winter months. The aridity of the coast is due principally to the antarctic or Humboldt ocean-current, which, being cold and having a temperature lower than that of the land, absorbs rather than produces vapors. The coast mists occur during the season when the land is relatively cold. Near the Gulf of Guayaquil the antarctic current diverges from the coast, so that in the Tumbes valley and adjacent country the conditions in the summer months are such as produce rains. In the remaining valleys of the coast, agriculture is made possible only by means of irrigation, and is accordingly very limited in extent, although rich and varied. In the northern and south-central portions of the coast, plains extend inland from the sea, while in the southern part there is a coastal plain separated from the Pacific by a range of coast hills. Between the northern and south-central plains, as well as between the south-central and southern, the foothills of the sierra descend to the seacoast. The Sierra.-The sierra embraces the high land dominated by the lofty cordilleras of the Andes. In the southern part of Peru there are two cordilleras, the western and the eastern, which enter from Chile and Bolivia respectively, and inclose between them the Titicaca Lake basin. To the north of Lake Titicaca these cordilleras unite in the knot of Vilcanota, south of Cuzco. In many underground mining applications where-dry fill is used, only a token acknowl- edgement of the fill properties is given. It is the aim of this paper to induce mining engineers to consider dry fill as an engineer- ing material rather than a mass to place in unwanted voids. Dry fill is generally cheap, inert and readily available, but it can still contribute to mining performance. In particular, the choice of the dry fill becomes more critical as stope sizes increase, controlled choked draws are used or pillar recovery introduced. Selection must be initiated from an evaluation of the role of the fill in the mining operation. In most cases the fill must be chosen before quarrying begins and an investigation must be made of available sources and appropriate quarrying methods. Some of the properties of fill are described together with evaluation techniques. A com- parison of placement conditions is limited by the complexities of material flow and degrada- tion: However, field and model tests can aid interpretation in these cases. Examples are given of aspects of dry fill selection and their incorporation in mining design.

Information has been collected from seven underground mines in Quebec and this paper shows preliminary results from one. In particular, it shows how a combination of multiple regression analysis, mathematical programming and a set of realistic mine constraints can be used for a particular application of mine planning. More specifically, the paper shows a parallel between maximizing production of tons of broken are, minimizing explosives costs or minimizing the costs of explosives per ton of broken are by an appropriate selection of ANFO and TOVEX quantity of explosives. Finally, the paper shows that minimizing the costs of explosives per ton of broken are is the best alternative to follow providing a special optimization program can be set up."

In engineering in general, close agreement between theoretical predictions and structural performance is rare—this is particularly true in rock slopes. Since the complexity of natural arrangements makes exact theoretical solutions of associated structural problems almost impossible, the role of theory should be that of developing guides or markers to which observations and experience can be related. The author in this paper has outlined the results of a theoretical study of highly idealized models which represent both granular materials and jointed rock. Some important practical considerations result—especially in regard to horizontal stresses—when theory is compared with full-scale experience. In the field of engineering activity, specific examples of close agreement between theoretical prediction and structural performance are rare. Particularly is this so for the case of rock slopes, where, owing to the complexity of the natural arrangements, it is quixotic to expect exact theoretical solutions to the associated structural problems. The role of theory is rather that of developing signposts or guide rails to which observations and experience can be related. It is with this in mind that the present paper has been prepared; the author's aim has been to set out briefly the results of a theoretical study of highly idealized models which represent both granular materials and jointed rock. Despite the idealization of the problem, it will be seen that the theoretical conclusions are in accord with full-scale experience, particularly as far as horizontal stresses are concerned, and they point to some important practical considerations. CLASSIFICATION OF ROCK SLOPES At the risk of over-simplification, an attempt has been made to classify the problem of rock slopes into three broad categories with respect to internal stress systems. These are illustrated in Fig. 1. It is tacitly assumed in this classification that the strength of individual particles is very much greater than the interparticle strength whether the particles are the crystals of an igneous rock (Case I) or the blocks of Cases 2 and 3. The Homogeneous Monolith: This case is representative of uniform unjointed rock. Under relatively low stress conditions the internal stress system may approximate to that of an elastic body as given by Terzaghi.' It is more usual, however, for overall stability, to consider the material as a rigid plastic which yields in shear when S =C + c tan 4> where S is the shear yield stress, o is the normal stress on the surface of failure, and C and d are empirical constants according to the Mohr-Coulomb criterion of failure. Sokolovsky has recently developed, for the first time, a series of mathematical solutions to problems involvinga C, mass subject to self-weight. He demonstrates that for such a case a semi-arch (Fig. 2) is stable. A corollary of this argument is that for a true C, d material a curved overhanging slope is possible and such an observation may well aid field identification of these materials. The shape of the curved slope face is however directly dependent on the C-value, and from the long-term point of view this is a most difficult value to establish with any degree of confidence. It is customary to measure C and 0 in some form of shear test—usually a triaxial compression test—on core specimens sampled from the rock, and as far as the author is aware the present case is the only one in which, as far as overall stability is concerned, such tests are

I WAS asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had- pot yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what' grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a fair deal is all the man wants.

[The utilization of Western coals and lignite is a continuing study of the Bureau of Mines, and storage of these fuels is of paramount importance. Since the seasonal demand for coal in the Western States triples between the summer and winter months, successful storage of these low-rank fuels would tend to level out this variation and should reduce fuel costs. The time is rapidly approaching when the West Coast States, particularly California, will annually import several million tons of coal from the Rocky Mountain States for additional power production. This will necessitate storage of large quantities of coal, and it is thefore important to develop experience in such storage. Dry surface storage, by virtue of its flexibility and low cost, is particularly adapted to the stockpiling of large quantities of coal. This report will, therefore be primarily concerned with such storage. Inasmuch as the problems of dry, open-pit storage are quite similar to those of surface stockpiling, experiences in pit storage will be discussed briefly. Although spontaneous combustion is a hazard in storing coal, experience has proved that heats can be avoided by proper stockpiling procedures. The purpose of this report is to show that the most reactive coals can be stored satisfactorily on the surface by avoiding segregation and by thorough compaction.]

"This paper will explain how the Contractor and Owner avoided a contractual dispute involving characterization, impacts, and final remedy for challenging ground conditions encountered during drill and blast excavation of the starter tunnel required for launch of the tunnel boring machine (TBM). During excavation more than 600 feet underground, the Contractor encountered a large complex fault zone subject to more than 14 bar of water pressure. Successive ground inflows from the fault complex over a six-month period presented significant technical and partnership challenges for the team and ultimately delayed the project by nearly one year. This paper will discuss how the Contractor, Owner, and their respective consultants worked together to address these challenges, make decisions, and ultimately move the project to successful completion. PROJECT BACKGROUND AND NEED Seven states of the western United States of America rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River basin, including the Rocky Mountains, the Wind River Mountains, and the Uinta Mountains. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin. During the 1980s and 1990s, snowfall was relatively abundant and Colorado River flows were high on average. Beginning in the year 2000 and continuing to the present day, snowfall has been well below documented historical averages and Colorado River flows have diminished. In fact, a trend toward diminishing flows is evident during the period of the historical record. This variability in Colorado River flows and the trend to lower flows is represented in the following Figure 1."

Pre-splitting was substituted for line drilling to achieve stable rock slopes and reduce excavation beyond the pay line on a Connecticut highway project in 1962-63. Changes have occurred in developing rock slopes that were not foreseen by Alan Bauer and Jim Scott who in the early days understood the relationship of explosive energy to stable slopes. Cushion blasting as currently used produces slopes designed to blend or complement the natural landscape with slope holes detonated after the main body of holes. Pre-splitting is the opposite. The best results have been achieved by detonating the pre-split line of the holes first to allow readjustment of the slope plane fracture and a separate blast for the main body of loaded holes.

Among the more important factors involved in the use of high explosives in blasting operations is the means employed to bring about the detonation of the charge. When flame is applied to high explosives many of them may burn if not confined; but all of them when burning under certain conditions of confinement may detonate. Detonation may also be effected by mechanical means, such as frictional impact caused by a blow or by rubbing between surfaces. By this means, however, the full effect of the explosive charge may not be developed, so that a partial detonation, often accompanied by the burning of the explosive, results. When nitroglycerin was first used it was fired by the application of flame, but considerable difficulty was experienced in exploding it with certainty and in obtaining uniform resl'llts. In 1864 Allred Noble, a Swedish engineer, discovered that nitroglycerin could be surely and completely detonated by exploding in contact with it a small quantity of an initiatory explosive. Mercury fulminate was the substance then found capable of producing the best results There are many other fulminates and other substances that will produce complete detonation of commercial" high" explosives, but detonators or electric detonators containing mercury fulminate as the characteristic ingredient are still almost exclusively used in this country. The term" detonator" is used in the publications of the Bureau of Mines to designate what the miner calls a "blasting cap "-a copper capsule containing a small quantity of some detonating compound that is ignited by a fuse. The term" electric detonator" is applied to a blasting cap that is similar except for being ignited by means of a small wire which is heated to incandescence or fused by the passage of an electric current. One of the conditions prescribed by the Bureau of Mines for a permissible explosive a is that it shall be :fired by a detonator, or preferably an electric detonator, having a charge equivalent to that of the standard detonator used at the Pittsburgh testing station. A further requirement is that this charge shall consist by weight of 90 parts of mercury fulminate and 10 parts of potassium chlorate (or their equivalents). At the request of a manufacturer of permissible explosives, an investigation was undertaken by the bureau to determine the relative strength of detonators and electric detonators having different compositions. The tests of electric detonators herein reported were conducted by H. F. Braddock, junior chemist; J. W. Koster, J. E. Tiffany, junior mining engineers; and A. S. Crossfield, junior explosives chemist, at the Pittsburgh testing station of the bureau. Similar tests of detonators were not conducted because it was believed that the results would not show sufficient variation to warrant such tests. It is hoped that the conclusions drawn from the tests made will be of service to those using explosives by enabling them to select the grade of detonator or electric detonator that will insure the most effective results. The conclusions are given in this bulletin, which is published by the Bureau of Mines as one of a series of publications dealing with the testing of explosives and the precautions that should be taken to increase safety and efficiency in the use of explosives in mining operations. The results of tho experiments described in this bulletin show that the average percentage of failures of explosives to detonate was increased more than 20 per cent when the lower grades of electric detonators were used instead of No. 6 electric detonators, and was increased more than 50 per cent when these lower grades were used instead of No. 8 electric detonators. It is noteworthy, however, that when sensitive explosives, such as 40 per cent strength ammonia dynamite (p. 33), were tested under conditions ideal for detonation, the same energy was developed irrespective of the electric detonator used. When tests were made with a less sensitive explosive, such as a 40 per cent strength ammonia dynamite containing nitrosubstitution compounds (p. 32), the energy developed increased with the grade of the electric detonator used. For example, the average efficiency of four different explosives was increased 10.4 per cent when a No.6 electric detonator was used instead of a No.4 electric detonator, and 14.9 per cent when aN 0.8 electric detonator was used (see tabulation onp.45). The results of the tests emphasize the importance of using explosives in a fresh condition, but as fresh explosives can not always be had in mining work, strong detonators should be used in order to offset any deterioration of explosives from age.

"INTRODUCTION For many years protective grounding of electrical equipment has been advocated as a means of safeguarding equipment against damage and of minimizing shock hazards to persons. Several codes are in effect covering in considerable detail the items to be observed in obtaining effective grounding in and about industrial plants. Although the coal-mining industry does not have a comprehensive code of its own covering the grounding of electrical installations, a number of States and individual coal-mining companies have issued codes, standards, or rules that include certain requirements with reference to grounding. As early as 1916, 4/ and again more recently, 5/ the Bureau of Mines recommended grounding, particularly as a means of preventing shock to men working on or around electrical equipment.It is common knowledge among electrical engineers of public utility and mining companies that connecting a wire from the frame of a machine to a rod or pipe driven into the earth does not necessarily assure desired protection of surface equipment. In fact, it has often been found necessary to use several interconnected rods and to treat the surrounding earth with salt or other chemicals before the connection to earth would have sufficiently low resistance to give satisfactory results. Even these expedients have not produced the desired results in some localities. It has also been found that ground connections initially having a low resistance may attain high resistance during some seasons of the year. In spite of such difficulties with surface equipment, it has sometimes been assumed that a mining machine resting on the floor in a coal mine is grounded by virtue of its contact with that floor. It has also been assumed by persons endeavoring to comply with grounding requirements that a peg or rod driven into the mine floor would provide a sufficiently low-resistance contact with the earth to be satisfactory as an electrode for connecting the grounding wire from frames of equipment. That both assumptions may be wholly untrustworthy has been proved by the authors in actual tests with underground machinery."

The importance of timbering, not only from a financial point of view but from an actual mining point of view, is so often overlooked or slightly glossed over by the average expert and investor, that I have thought it would prove interesting to go into the matter and to invite discussion upon the subject. We will first take small veins, or reefs as they are termed in some mining countries; and by small veins it is intended to denote fissures from a few inches to three feet. The ore body is supposed to be confined within well defined walls free from gangue matter, unless the casing can be defined as such. Now, if the walls are smooth and moderately hard, no timbering is required other than the stulls, which are braced from wall to wall in order to form platforms or stages to stope from. Should the reef from wall to wall prove payable, or should the vein be of a character to prohibit cleaning or sorting; and it be determined to send the whole of the stone to the, reduction works, the stuUs should be left in place until the section or block of ground is worked out, in order that if a weak spot in the walls (especially the hanging) occur, it would be possible, without any particularly extra expense or difficulty often times accompanied by danger to brace and secure the slabs. After the block became entirely stoped, it would pay where labour was cheap to remove the majority of timbers to stull another section.

The purpose of this study was to assess the various aspects of public safety related to the thousands of abandoned or inactive underground mines found throughout Western Colorado. Review of available published mine inventories yielded data on over 8,000 abandoned underground mines. A random sample of 200 mines was then selected for field visits representative of mining activity in Colorado. Inspections of the openings at two hundred abandoned underground mines were performed recording descriptive information regarding the opening, the mine site, the surrounding area, the primary opening hazard, secondary hazards related to structures or dumps, other openings to the same mi ne, available construction materials, possible safeguard methods, and any special observations such as apparent activity, previous closure attempts, environmental constraints on construction, and access problems. Of the 200 mines visited, twenty mine openings representative of varying geologic, environ-mental, access, and mining conditions were selected for detailed low-cost safeguard application. Description of these safeguards is presented in narrative, itemized labor-materials equipment tabulations, and illustrations. Research into the regulations of mine closure and safeguards was also undertaken to determine jurisdiction of public lands. Recommendations were suggested to improve the awareness and ability to continue this program into an implementation stage.

The rare earth elements (REEs) are a group of 17 chemical (metallic) elements which appear in the periodic table. The group consists of 15 lanthanide elements along with yttrium and scandium (Table 1). They share many similar properties, which is why they occur together in geological deposits. Although commonly referred to as rare, they are really quite common; the reason they are perceived as rare is because it is not common to find them in commercially viable concentrations. These metals are critical to advanced technology, ranging from smart phones to global positions system (GPS) receivers, medical devices and jet engines. They are critical in green, high-tech and defense industries (Fig.1 and 2). Although there have been increasing efforts to find alternative supplies, these efforts have been complicated by the pollution that rare earth mining and processing creates. To extract rare earths minerals from mined ore is a complicated and costly process. The ore is first mined through normal mining process, the bastnaesite, which generally contains a number of minerals of little value, is first removed through a floatation process. The bastnaesite containing the REEs is further separated into their respective pure forms in a separation plant using acid and various solvent extraction separation steps. Each element has its own unique extraction steps and chemical processes. At times, these elements, in the form of oxides, will require reprocessing to achieve ideal purity. The last steps would be to further process into metals first, then alloys for various applications. The entire process takes approximately 10 days. The mining and processing of REEs, if not carefully controlled, can create environmental hazards. This is one of the reasons the Mountain Pass Mine in California was closed down in the 1980s.
