Net Present Value Impact of Discount Rate The Discounted Cash Flow (DCF) method of valuations is universally used and accepted. The main criticism of the method is that it does not recognize the value of projects long life projects. This can be seen in the preceding graph where the present value of cash flows in later years are small for discount rates over about 10%. This graph covers a project that has a 25 year operating life. It is clear from the low height of the NPV bars at 10% and 15% in the last years of the project that an additional 25 years would add almost no value to total project NPV. As an example of this effect, an colleague undertook the evaluation of a pulp and paper project. The plant could be justified, but it was not possible to justify planting the trees as they took too long to grow and so had not appreciable NPV. The plant had to purchase wood to feed the plant.

The 53 countries that constituted Africa in 1992 accounted for a significant portion of total world output of a number of mineral commodities. However, the continent's total output for a number of major mineral commodities declined relative to the volume produced during 1991. (See tables 1 and 2.) The most conspicuous declines in mineral production from 1991 to 1992 were for cobalt and copper (declines of 28.6 % and 23.4 %, respectively), which could be partially attributed to mining and metal processing difficulties caused by political and economic disruptions in Zaire and for uranium (12 % drop), for which much of the continental production decline was ascribed to Namibian cutbacks in response to lower world prices. The severe regional drought also adversely affected the mineral industry in a number of sub-Saharan nations.

CHANGES in mining practices have evolved so quietly and unobtrusively that perhaps we scarcely appreciate how truly startling these changes are unless we cast our minds back so as to compare the past with the present. Such retrospection is, indeed, necessary when attempting to forecast the future, for it is only by carefully reviewing the past that we can hope to obtain an indication of what the future may hold in store. In this instance, it is not necessary to delve into the very early history of . coal mining, as our purpose will be served if the last three or four decades are reviewed, a period that is still fresh within the memory of many of us. These earlier days might be termed the selective period of mining, for at that time the coal resources of the world had not been tapped to anything like the extent they are at present and this condition enabled the owners and operators to exercise selective powers and only mine such seams of coal as could be most easily reached an worked at the lowest possible cost and which, at the same time, would suit the requirements of the market. Carrying this thought of selective mining still further, the miner, who was then an artisan skilled in all the branches of his calling, was able to select or discard such parts of the seam he was working that the co al sent out of the mine was acceptable to the consumer with just the barest minimum of preparation. Compare these conditions with the? conditions prevailing today, when coal seams of medium height, good quality, and readily accessible have been largely depleted and the operator has been compelled either to carry on his operations under much greater depths of cover where the coal is more costly to win, or else to work seams of lesser height or of poorer quality.

The paper introduces a new rock mass cuttability classification (RMCC) system for roadheaders used in coal mines. It includes performance prediction models for both axial and transverse roadheaders, based on six parameters: uniaxial compressive strength, Cerchar abrasivity index, volumetric joint count, strike and dip of joints, joint aperture, and groundwater condition. The study validates the RMCC system through field and laboratory measurements, showing high correlation coefficients between net cutting rates and RMCC indices.

Airborne geophysics and geomatics is at a crossroads as to whether it remains a viable mapping tool, both technically and commercially, and broadens its potential for new applications (eg environmental monitoring, civil engineering and precision farming). The use of small and stable multisensor aerial platforms to conduct highly flexible surveys flown at a low/reasonable cost of operation is a recurrent wish of many stakeholders in the natural resources exploration and mining industry. Through its Fly Light Airborne Geophysics research program, EXIGE and partners have pushed the development and testing of two new airborne carriers with unique capabilities for geo-surveys: GyroLAG’s gyrocopter and Infotron’s unmanned aerial vehicle (UAV). These carriers are the next generation of versatile and innovative aerial vehicles for remote sensing and monitoring. They are rotary, smart tailored, ultra-high resolution manned (gyrocopter) or autonomous (UAV) airborne platforms that combine the merits of dense data sampling, accurate position location, very low clearance above ground or sea level, slow speed, interchangeable and combined multiple geo-sensors, automatic data quality control and real-time quality assurance. They also have the benefits of being highly efficient, cost-effective, commercially attractive, safe, reliable and easy to deploy and operate. Their technical specifications and multiple advantages compared to traditional aircraft and/or ground crews are presented in this paper. This publication presents abstracts of articles and investigations pertaining to the utilization of fly ash. The terms "fly ash" and "flue. ash," as' used in most of the papers, refer to the ash from pulverized-coal firing collected by electrostatic precipitators or mechanical collectors. Several investigators do not define the material on which they report beyond calling it fly ash, but they probably refer to the fine material resulting from burning pulverized coal. A few of the papers report on investigations involving not only the use of fly ash but boiler slag as well. These can be identified by the title of the articles. Bibliographical information and the abstracts are arranged according to the date the papers were published, with the most recent listed first. With the continually increasing use of pulverized-coal firing, profitable disposal of the fly ash is becoming a problem of greater importance to many utility and industrial companies. Also, in recent years, the public demand for cleaner air, and the more highly efficient fly-ash collectors available have resulted in the collection of a greater percentage of the fly ash produced. The solution to better utilization of fly ash has, therefore, been the object of research for some years.

"This report is based primarily on a study of safety conditions and practices followed in the coal mines of Japan. Not all of the coal fields in Japan were studied, but typical mines in the largest producing areas and a fair cross section of coal-mine-safety conditions observed during February to April 1948 are described.Information was obtained through investigations conducted in the mines, discussions with mine-management officials and representatives of labor unions of the various mines visited, and examination of records and statistics from the various offices of the Coal Board of the Ministry of Commerce and Industry and from the Coal Association of Japan. Statistical data covering the same subject, obtained from different sources, varied in many respects and apparently were reported inaccurately, but such discrepancies can be attributed to different methods of reporting and compiling statistics.It is difficult to correlate the high fatal and nonfatal injury rates that prevail in Japanese coal mines with the conditions observed in the mines. Virtually all mines visited were attempting to prevent accidents and explosions, by apparently following known safety precautions for the prevention thereof. Some commendable safety innovations were observed at several mines; they indicated that mine officials are giving thought and consideration to hazardous conditions that affect their particular mines.Naturally, the operating officials and management were anxious to impress the writer with their interest in accident prevention and safety. Operating officials were found to be receptive to safety and wore interested in formulating definite safety programs. Some nines had well-planned and well-organized safety programs, which, if put into effect, would contribute greatly toward reduction of accidents.The approach to safety in Japan is quite different from that in the United States, especially the concept of personal responsibility for accidents and the extent to which the individual should be protected against hazards. Management is responsible for providing and maintaining safe working conditions. Collaboration between management and worker, as understood in the United States, does not exist in Japan.Increase in accidents since the cessation of hostilities is the result of unsettled economic conditions in the coal industry, influx of inexperience workers, and breakdown of discipline among the miners, who have been organized into unions. Those unions are greatly influenced by ""leftist"" tendencies.It was observed that the Japanese mine worker is fatalistic by nature and has little, if any, noticable safety consciousness. The most urgent major requirements to reduce accidents in the coal mines are to train the worker in accident prevention and instruct him regarding the inherent hazards of his occupation.Revision of the mining laws would help to reduce accidents if the companies would comply with such laws and provide safer working places and if the workers would cooperate with management and observe and comply with such laws as are enacted for their protection."

"The Iron Ore Company of Canada's Carol Lake Project is Located near the western boundary of Labrador, 960 air kilometers northeast of Montreal (Figure 1).The Concentrator operation was started in 1962 with a capacity to produce 7 million tonnes of concentrate per year. The bulk of the concentrate was pelletized at a 6 million tonnes per year pelletizing plant completed in 1963. The remaining concentrate was sold in the international market. The concentrator was first expanded in 1966 to 10 million tonnes per year capacity with the pellet plant also expanded in 1967 to match the increase in concentrate production. In 1973, the concentrator was further expanded to gear with the increase in concentrate sales. In 1977, more than 40 million tonnes of crude ore was processed to produce in excess of 17.4 million tonnes of concentrate and 10.4 million tonnes of pellets."

DIAMOND drills have played an important part in the development of mines for many years. Recently. they have also entered the production field arid the use of diamond drills m the primary breaking of ores has become a big branch of the industry. The writer has estimated roughly that the total diamond drilling in Canada during 1942 was 5,625,000 feet, of which 2,250,000 feet, or 40 per cent, was for blast-holes. This accounts for 6,750,000 tons of ore broken, using the conservative factor of 3 tons per foot of hole. Many consider that the use of diamond drills for blast-holes is the most important advance in mine practice of the past decade, and the industry owes a great deal to the staff of Noranda Mines, Limited, for the pioneering they have done in the development of long-hole mining methods and for publishing their results. A great many mines have followed Noranda's lead. At the Waite-Amulet, Aldermac, Flin Flon, Canadian Malartic, Hoyle, and Matachewan Consolidated mines, most of the ore is broken by long-hole blasting. While the mines were developing new methods, the diamond-drill industry was developing mechanically-set bits and better machines. Through the effective use o smaller, cheaper diamonds, as well as more efficient setting, bit costs per foot are only one-half what they were ten years ago. Few people realize that a diamond bit is relatively inexpensive. The common EXT coring bit, for example, contains some 200 small diamonds, weighing altogether about 2.70 carats which, at $3.40 per carat, cost $9.20. After use, the equivalent of about 100 of these diamonds may be recovered. Therefore the true cost of the bit is only $7.00, made up of $4.60, the cost of the diamonds lost, $2.00 for setting, and $0.40 tax. The trend in machines has been toward specialization for the different classes of rock in blast-hole work. Light, high-speed machines have been developed for soft ores and higher powered machines for hard ores.

"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 (PL 109-236, 2006) established the Office of Mine Safety and Health, functioning as the Office of Mine Safety and Health Research (OMSHR) within the National Institute for Occupational Safety and Health (NIOSH) and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued more than 150 contracts focused on worker health and safety. Initial funding for this program was provided by the United States Congress through two emergency supplemental appropriations and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation. Ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website (www.cdc.gov/niosh/ mining/researchprogram/contracts/index.html) and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously (Snyder et al., 2016).External contracts are broadly classified by the following areas:• Communications and tracking.• Emergency response.o Self-escape and breathing air supply.o Refuge alternatives.o Escape and rescue.• Equipment safety.• Fires and explosions.• Ground control.• Mine environmental systems (mine ventilation and atmospheric monitoring).• Worker/workplace health and safety.Contracts are issued under a request for proposal (RFP), through a broad agency announcement (BAA) or under an interagency agreement (IAA). An RFP solicitation includes a specific problem description and a well-defined scope of work to guide the offeror in preparing a bid to conduct the research. Under the BAA several problem areas are described and the offeror develops the scope of work and deliverables for the proposed research. An IAA is very similar to an RFP except it is a contract between two federal government agencies."

A laboratory method for examining crude shale oil is described. The method uses only about 500 ml. of sample and a limited number of analytical determinations. Results provide information on the general characteristics and composition of an oil and serve as a basis for comparing different oils. However, the method does not provide for direct estimates of yields of commercial products. Analyses of 10 oils produced in the United States by different methods of retorting and of 10 shale oils from commercial-scale operations in 6 foreign countries are given. The shale-oil-analysis method presented in this paper is based on and employs the same equipment as the Bureau of Mines routine method for analyzing crude petroleum. As shale oil contains groups of compounds not generally found in petroleum, several modifications of the petroleum method that might increase its suitability for application to shale oil were investigated. The modifications included in the present method take into account the apparent poor heat stability of shale oil and the presence of large quantities of olefins and nitrogen compounds.

Musculoskeletal disorders (MSDs) are a group of painful disorders that affect muscles, tendons, nerves, joints, cartilage, and ligaments. They are a serious problem among the workforce in the United States. In the construction industry, high physically demanding tasks expose construction workers to a number of well recognized MSDs risk factors such as repetitive motion, high force exertion, and awkward body posture. Finding ways to effectively identify and evaluate risks of MSDs can significantly alleviate this problem. To this end, this paper reviews state of practice and research in the assessment of risks of MSDs among construction workers, in which a number of biomechanical models have been developed to evaluate joint and tissue loading with the aid of state-of-the-art remote sensing technologies. Findings from the review reveal that despite the advances in tracking human motion and muscle activities, current remote sensing approaches still involve sophisticated instrumentation and expensive experiment setup. These factors greatly limited the applicability of such approaches in real construction settings. How can we detect and evaluate the construction worker?s MSDs risk in real work environments? In this paper, strategies by utilizing video surveillance systems are presented, to set the stage for addressing the above question and discussing future research in real-time, marker-less, and costeffective MSDs risk assessment.

This report analyzes the availability of chromium in the form of ferroalloy products (high-carbon and low-carbon ferrochromium and ferrochromium-silicon) and chromite products (metallurgical, chemical, refractory, and foundry sands) in market economy countries (MEC's). A total of 873.5 Mmt of in situ material, containing 202.5 Mmt of chromium, in 10 MEC countries was analyzed for availability as of the January 1989 study date. Extraction and beneficiation of this in situ material would result in 475.4 Mmt of marketable chromite products. As analyzed, 288.5 Mmt of these chromite products would be available for export or for internal chemical and refractory use and 186.9 Mmt would be smelted in-country to produce 74.3 Mmt of high-carbon ferrochromium, 3.9 Mmt of low-carbon ferrochromium, and 2.0 Mmt of ferrochromium-silicon, all available for export. A network flow model, which includes centrally planned economy countries (CPEC's), was also constructed to analyze world chromium supply and demand interactions for the period 1986 through 1994 and to address a hypothetical North American embargo on direct imports of all South African chromium products beginning in mid-1990. The model shows capacity constraints developing in the MEC high-carbon ferro chromium industry in 1987 and a possible subsequent overreaction by the industry in terms of new capacity additions. The results suggest that sufficient chromium is available to North America should an embargo on direct imports from South Africa be imposed by its governments. However, the effect on export revenues in South Africa is relatively small, and timely increases to world ferrochromium, chemical chromite, and foundry sand chromite capacities would be required.

"The nonferrous production industry has gone through a remarkable transformation in recent years in terms of developing and adopting new technologies. Technology innovations have largely been driven by the need for greatly improved environmental protection in addition to increased productivity. One of the most notable aspects of the new technologies is their ability to reduce the emission of sulfur and other pollutants to extremely low levels.The current industry trends towards more environmentally friendly technologies are bringing about additional benefits of developing more efficient, technically advanced, and continuous processes in closed reactor vessels. Key aspects of these modem trends include the use of increased oxygen enrichment in the process gas, better process control, reduced manpower requirements, and plant operations with more skilled personnel.Computer simulation and modeling of complex processes have become more reliable, realistic, and thus increasingly useful in metal production. Some of the notable examples are reviewed.Finally, the need and advantages for value-added production in the nonferrous industry are discussed.I. IntroductionMost recently commissioned technologies for nonferrous metals production have been developed largely in response to environmental concerns. One of the most remarkable improvements made by the nonferrous industry in the last decade has been the rapid increase in sulfur capture. Before the start of the last decade, 90% capture of sulfur was considered good. Since then, strict emission regulations have become the norm in advanced societies, although smelters in many parts of the world still operate with limited pollution control. Other emissions and discharges have also been substantially reduced, resulting in much improved working conditions and worker hygiene in addition to the overall environmental protection. The development of the more environmentally friendly technologies has accompanied other advantageous advances made in the nonferrous industry, i.e., the trend towards more gas-tight, continuous processes and larger plants. This has increased the competitive edge enjoyed by the industry in the industrial countries, offsetting the higher costs of labor and pollution abatement that they have to overcome in those countries. Experience has shown that clean technology often leads to a profitable business, because its adoption forces the concomitant advancement of related technologies in addition to the avoidance of penalties imposed by the public on pollution-prone industries. Needless to say, there are other driving forces for new technologies such as reduction of operating and capital costs, improved product quality, and energy considerations in terms of reduced consumption and utilization of readily available sources."

Introduction There are 1.4 Gt (1.5 billion st) of recoverable coal under less than 914 m (3,000 ft) of cover in Colorado in pitching seams. Snowmass Coal Co., in cooperation with the US Department of Energy, introduced the longwall mining method in pitching seams to North America. This venture is a coal mining research program directed toward the profitable production of coal under difficult mining conditions as found in pitching seams of the western US. Snowmass Coal classifies pitching seams into the following categories for longwall on the strike in seams 3 m (10 ft) or less thick: • Flat = 0 to 10°: Normal continuous mines and shuttle cars work efficiently. • Slight = 10° to 22°: The maximum pitch that rubber tired equipment will function. • Moderate = 22° to 40°: The angle of repose of mined coal. • Steep = 40° to 60°: The limit of safe use of this roof support. • Vertical = over 60°. The longwall roof support covered here will work in all pitches except vertical. The shearer and conveyor will work in flat through moderate conditions. Longwalling across strike with this equipment in seam pitch over 60° could be accomplished with an inclined face. Development of the first longwall panel began in 1979 and was completed in 1981. The longwall equipment was installed and mining began on Aug. 11, 1981. Mine Planning and Development The original mine plan took advantage of old works abandoned in the 1960s. The gates were developed on a two-entry system with the entries rising 2° to the strike, allowing water to drain from the face. The mining method was by Alpine F6A road header continuous miners with bridge conveyor type coal transport into 5.4-t (6-st) bottom dump coal cars hauled on 1.1-m (42-in.) gauge track by 7.2-t (8-st) battery locomotives. The initial concept was to haul coal from the longwall by battery locomotive. Lack of discipline, however, was shown in the irregular direction of the gate entries, and local rolls in the coal seams severely limited the capacity of battery locomotives. Current mining law prohibits using an intake escapeway for belts or trolley locomotives. A two-entry system is the simplest method of panel development in a pitching seam. A continuous miner cannot be trammed from one entry to another because of steep "X" cuts. Thus, the development requires a continuous miner in each entry. The configuration of the old mine works resulted in a first panel longwall block of three 108 m x 1.6 km (355 ft x 5,400 ft). In panel development, the use of battery locomotives for coal hauling became evermore costly. When the panels were completed and the setup room finished, the lower gate entry was changed to a belt entry and battery locomotives were abandoned. A new slope was driven and the mine supply system was converted to rubber tire diesel supply. The latest generation of roadheader and standard high powered shuttle car-to-belt system is now used for development. Selection of Longwall Equipment Longwall mining across the strike on pitching seams is currently practiced in many nations. Equipment similar to that used by flat seam longwalls is available for pitching seam use in Great Britian and Germany. Face equipment includes a twin outboard armored face conveyor. It was selected to give maximum retention of coal on the conveyor due to flight rigidity and to prevent coal from sliding down the face and jamming the lower belt gate. Also selected was a 22-mm (0.9-in.) Dowty twin-outboard face conveyor for a 106-m (350-ft) face with a single 112-kw (150-hp) drive

Buyer is at liberty to increase or diminish the quantity called for in any year, to the extent of not exceeding 10 per cent; provided that the quantity to be taken shall not be less than buyer's consumption; provided further that notice of such increased or diminished demand be given seller 12 months in advance of such change," is to be construed as a contract for the sale of stated quantities of rock, deliverable in approximately equal quantities during each year for the specified series of years, subject only to be increased or diminished after specified notice in any year, where the amount taken would not be les<; than the buyer's consumption, not exceeding 10 per cent, and the contract indicating that the rock was intended by both parties for consumption in the fertilizer plant of the buyer. but the quantity to be taken was not limited by the necessities of' the plant.

ZEST in the search for new supplies of metallic ores and petroleum is difficult to maintain with stocks of raw materials accumulating and with over- production rightly or wrongly blamed for most of our industrial troubles. Enthusiasm over new methods of prospecting has consequently diminished and exploration programs in many fields have been drastically cur- tailed. Very naturally the effects have been felt with particular keeness in highly specialized phases of the work, such as geophysical prospecting, for the feverish scramble for new areas in which to drill beneath magnetic or electrical anomalies has abated, and there is even a lull in the firing in the battle over salt domes on the Gulf Coast. It is unquestionably an unhappy time for many of the organizations dependent on this work, but in certain respects the situation may be beneficial in correcting unsound practices that .have grown up through the necessity for haste and for quick decisions. With the restriction of the field to the more competent workers by the harsh rule of survival of the fittest, a general improvement, not only in technique but in business methods, can be expected which may go far in restoring public confidence. This U.S. Bureau of Mines report chronicles the historical development of longwall mining in the United States and speculates on future developments to the turn of the century. The involvement and contributions made by the Bureau during these developments are also discussed. Two major periods of history are analyzed: (1) from 1875 to 1950 when small advancing faces were operated manually, and (2) from 1950 to 1990 when mechanized extraction and powered roof supports provided a system to efficiently extract large coal panels. Five eras of technological development during the modern period are described and analyzed. These eras discuss the development of (1) mechanized extraction, (2) powered roof supports, (3) high-capacity roof supports, (4) shield supports, and (5) system automation. Current trends are analyzed in terms of longwall utilization, face production, support capacity, face widths, and new technological developments. From these analyses, the future of longwall mining to the year 2000 is speculated. It is concluded that longwall mining will continue to grow in importance during the next decade and that the next major technological milestone will be the realization of a fully automated longwall mining system.

THE first fall meeting of the new Coal Division started on time on Thursday morning, Sept. 11, at Pittsburgh, with Paul Sterling of the Anthracite Section presiding and over a hundred members and guests in the room. The attendance increased from session to session, the total registration being 248. Excellent arrangements had been made by the officers of the Division covering all features of the meeting, the only drawback being that more papers-were listed for presentation than could be discussed in the time available. Howard-N. Evensong, chairman of the Division, explained this situation as sore and sore papers case in by likening it to the case of the small boy who wanted a second niece of pie at the end of a large seal.
