Platinum and its allied metals osmium, iridium, rhodium , palladium, and ruthenium are the most costly of the better-known metals and combine properties that make them unique among the elements . For a number of isolated uses substitutes have been found which are cheaper and quite as satisfactory ; but none will replace platinum in many of its varied uses , and there is a large and growing demand for purposes for which no economical substitutes are known . As this paper is being written the supply of platinum tends further to increase as a result of the exploitation of newly developed resources and the expansion of production from older sources . In obedience to economic law prices have declined steadily . Buyers , always reluctant to commit themselves on a falling market , have maintained a waiting attitude , and consumption trends are not clearly indicated . Should platinum again approach the price of gold , the natural tendency would be to use more of the metal . In recent years , however , the industrial and scientific uses of platinum have become subordinate to its consumption in jewelry . In matters of personal adornment the popular whim and not practical utility is the dominant factor in demand , and it does not follow that lowered prices will stimulate demand . The substitution of white gold and certain plated goods for platinum may be checked by cheaper platinum , but a fickle public that turned from gold to platinum when platinum became the more costly metal can not with certainty be expected to buy more platinum jewelry because more of the metal than formerly may now be had for the same price . The dearth of platinum during and for some years after the World War had a profound effect upon prices , and this in turn wrought important changes in the field of consumption . When prices advanced the chemical industry, formerly the leading consumer of platinum, was forced to economize in its consumption of the metal and to substitute other metals whenever it could . Somewhat similar conditions resulted in the electrical industry and in the use of platinum in dentistry . Some of these former outlets are permanently closed , and others may be reopened now that platinum prices have receded to pre-war levels , but despite the general expansion of industrial and scientific activity since 1913 the demand for platinum outside the jewelry trade has suffered a net decline . Since the metallurgy of platinum is relatively simple the reason for its high price is its relative scarcity in the earth's crust . An interesting speculation set forth by certain geologists attributes the extraordinarily high density of the interior of the earth in part to the presence of iron alloyed with substantial amounts of platinum and other related metals . In support of this hypothesis it may be said that platinum is often found in meteorites , and known deposits in the earth's crust are all of deep - seated origin . However , even if there were a high concentration of platinum in the interior of the earth it would be next to impossible at the present state of our knowledge to make it available , and the world would continue to depend for its supply on deposits found within minable depths below the surface . For many years before 1914 the world obtained its supply of platinum metals primarily from Russia , which before the war produced as much as 300,000 troy ounces in a year , or approximately 95 per cent of the world output . Despite fluctuations due to internal political disturbances Colombia managed to account for 3 to 4 per cent , leaving the rest of the world to furnish the remaining 1 to 2 per cent .

The burning of coal without smoke is a problem that concerns the Government directly because of the advantages of smokeless combustion both in public buildings and on naval vessels. In addition, smoke abatement is a factor in conserving the fuel resources of the United States. Hence, as part of its general investigation of the best methods of utilizing the coals of this country, the Bureau of Mines, which is in charge of the fuel-testing work formerly carried on by the United States Geological Survey, has made extended tests to determine the conditions necessary for the smokeless combustion of bituminous coal in boiler furnaces. Bulletin 39,a a preliminary report, treats the smoke problem from a theoretical point of view, detailing the steps that are being taken by . municipalities, manufacturers, and citizens to abate smoke, also showing the possibility of a clean city. The present bulletin not only shows that bituminous coals high in volatile matter can be burned without smoke, but also that large plants carrying loads that fluctuate widely, where boilers over banked fires must be put into service quickly and fires forced to the capacity of their units, can be operated without producing smoke that is objectionable. Proper equipment, efficient labor, and intelligent supervision are the necessary factors.

In July, 1918, the attention of the Secretary of the Interior WItS called to the rapidly increasing cost of producing gold and the declining output of that metal in the United States. Realizing the importance of the gold-mining industry, the Secretary appointed a. committee, consisting of Hennen .Iennings, chairman, J. H. Mackenzie, and Charles Janin, of the Bureau of Mines, and H. D. Me- Caskey and F. L. Ransome, of the United States Geological Survey, to,make a thorough study of the gold-mining situation in the United States. The study was to cover the increased cost of recovery and the decreased output of gold, and to consider the different measures that had been proposed to relieve the industry and stimulate production. This report embodies the results of the investigation and study made by the committee. The report presents statistical data compiled from various sources, showing the production of gold in the United States and other countries, with comparative figures for coal, iron, and other mineral products, and describes the sources and distribution of gold output in the United States. It discusses the relation of gold' production to finance and credit, the causes for the decline in gold output, and measures for the relief of the industry. The Interior Department publishes this report in the belief that the widest publicity possible should be given the findings of the committee in order that attention may be directed to the serious conditions revealed therein, and in the hope that wide discussion of the subject may result in some action being taken that will aid in upholding the gold standard ,and the gold industry.

During the past few years great progress has been made in the United States toward safer, more efficient, and more economical tunneling methods. This advance is partly due, no doubt, to the recent increase in the number of tunnels and adits driven for devel- oping and draining mines and transporting ore. The Bureau of Mines during 1911 and 1912 made a special examination of this phase of mining operations, in connection with an investigation of mining methods and means for preventing accidents. The details especially studied were the provisions for the safety of employees, the kinds of equipment, the methods of driving, and the costs of con- struction. The results and conclusions obtained from that investi- gation are discussed and summarized in this bulletin. Up-to-date information concerning tunneling methods is difficult to obtain. There are few books on the subject; and much of the material they contain, although interesting and of value historically, is now obsolete. The engineering periodicals, it is true, endeavor to keep abreast of the times, and several in nearly every issue present some article bearing upon tunnel work. But the very multiplicity of these articles prevents one from reading them all, and the foreman or superintendent in charge of a tunnel, or the mining engineer designing one, and especially the business man financing the project, has no time for a lengthy search after scattered articles in order to determine the present status of tunnel work. Then, too, knowledge of new methods travels slowly. Valuable inventions and improve- ments in tunneling as well as in all the other industries frequently remain in the notebook of the investigator, or as theses are buried in university libraries, or are published only in journals of small scien- tific societies. New tunneling methods and equipment that are prov- ing safe, efficient, and economical may be totally unknown outside the district in which they originate. This paper, based on a special examination both in the field and in engineering literature, is in- tended to supply data concerning modern and recent tunneling practice in the United States, and to make suggestions that, it is hoped, will result in a saving to the mining industry of energy, capital, and life.

This paper is the second of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. This paper deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in this paper applies to all forms of placer mining. The third paper deals with dredging and other forms of mechanical handling of placer gravels, and drift mining.

In Europe and in certain other foreign countries studies have been made, extending over a period of years, relating to the winning of oil from oil shale. More work has been done in these countries than in the United States, for the reason that a supply of natural petroleum has not been so generally available there as here. Information has been obtained relating to present practices in these foreign lands in the development of a shale-oil industry. It is realized that in the past there has been very little inducement to invest capital in shale-oil enterprise in the United State's because the supply of petroleum has been plentiful; however, the time possibly is not far distant when the utilization of oil shale may be cons¬idered a desirable and financially sound venture, as it may be necessary before long to augment our supply of oil with that recovered by processing shale. The data presented herein portrays at least some of the thoughts of those engaged in obtaining oil from oil, shale in Europe, and they depict some of the results thus far obtained as well as certain plans for further efforts to win oil from shale; it is hoped that those who undertake the development of a shale-treating industry in this country will find useful information in this report.

I. INTRODUCTION. WHEN so much has been written upon a subject on which so little definite information is available as upon this, some reason must needs be assigned for adding to the volume of literature. A sufficient reason is found in the probable great future importance of China as a producer of mineral wealth. The present undeveloped state of mining in the Empire is due to many causes, among which the most important are the relatively simple needs of the population, the lack of transportation-facilities, the inelastic regulations governing the industry, and the superstitious reluctance of the people to make excavations which might disturb the spirits of the earth and air, or of ancestors. Iron is the metal most in demand, yet the needs of the population, until recently, only made necessary a production of approximately 0.5 lb. of iron per capita per year. The present annual production of iron for domestic consumption, in the United States, is nearly 600 lb. per capita. The curious state of development of transportation in this interesting country has been a greater handicap upon the mining industry than upon any other. The point upon which it hinges is the absence of a road-system. Except for a few military roads, now almost impassable, there are no roads in China; that is to say, there is no land which is set aside as a right of way, belonging to the commonwealth. Throughout the agricultural districts, generally speaking, the entire area is in private ownership, and the lines of travel are between fields. External trade strongly influences the well being of all nations. In the modern economic mechanism, no country is so well endowed that it has not to import commodities from others and to export its products in turn to make good its deficiencies, to rectify or improve its financial structure. From the standpoint of international commerce, Canada is strategically well placed. On the south she is bounded by the richest country in the world. On the east she faces the Atlantic, on the west the Pacific. On both coasts there are fine harbours to which lead great lines of railway that span the continent. Canada is now fifth among the exporting nations of the world. For disposal abroad, she has enormous quantities of primary commodities and substantial amounts of manufactured goods as well. But she is far from being self-sustaining. She is unusually dependent on foreign trade, not only because of the commodities she has to sell but because of the lack of many essential articles she does not or cannot produce. To Canada, external commerce is vastly more important than internal trade. The wealth of nations is decided by their ability to produce more than they need, to sell more than they buy, and to build up favourable balances resulting from trade or services. With few countries, however, are returns perennially satisfactory. Fruitful periods are followed by leaner years. In times of prosperity foreign credits are increased, monetary systems strengthened, reserves accumulated to withstand recurring days of strain. Today, the foundations of financial systems are being re-examined, "dogmas hitherto accepted as canonical are being questioned" . It is not only in Europe and America that men search for illumination in problems arising from monetary restrictions.

Placer mining is the mining and treatment of alluvial deposits for the recovery, of their valuable minerals. The method has been used principally for mining gold, but a large proportion of the world's production of tin, platinum, and diamonds and other gem stones and minor quantities of other heavy minerals have been won in this manner. In the United States, as in the world at large, gold has been the principal mineral obtained by placer mining. Minor quantities of metals of the platinum group are recovered with the gold in some localities. Important quantities of sapphires have been produced at placer mines in Montana, and tungsten minerals have been obtained on a commercial scale from placer deposits in California and Colorado. Other heavy minerals or gem stones, however, have not been mined to any important extent by this method in the United States. The search for placer gold and the working of the deposits when found have had much to do with the early development of the West. Placer mining has been gradually overtaken and surpassed in importance by lode-gold mining, until in 1932 less than a quarter of the country's total gold production was from placers or about an eighth, excluding Alaska. In 1932 about 76 percent of the placer gold produced in the United States was recovered by dredging. Although other forms of placer mining still are important, they have been declining for many years, as the richest and most readily mined deposits of gravel along the stream courses have been exhausted. During 1931 and 1932 there was a revival of small-scale mining, but few new deposits were discovered.

As a producer of gold and platinum, Colombia is most emphatically an important country. Last year it produced 656,000 oz. of gold-twice as much as any other country in South America, in fact accounting for a third of the production of that continent. In platinum, world data for 1941 are not available, but in 1939 Colombia exported 39,000 oz., apparently ranking fourth among the world's producing countries, being exceeded only by Canada, Russia, and the Union of South Africa. Colombia was always a mining country. Centuries before the Conquest, Indians mined gold, copper, silver, salt, and emeralds. The Spaniards simply intensified mining. The Bank of the Republic states that from 1493 to 1940 52,177,427 oz. of gold was produced by Colombia, and official Chocó statistics show that about $60,000,000 worth of platinum was mined between 1908 and 1941. These figures are impressive indeed considering that only rich pockets and surface showings were mined by the ancients.

Mineral economics interfaces the mineral sciences and engineering with finance and economics in the analysis of appropriate questions facing the minerals and energy industries. Its practitioners include those trained in the earth sciences; mining, petroleum, and geological engineering; metallurgy and mineral preparation; as well as finance, information systems, economics, and statistics-most usefully in one or more combinations. Allowing for some overlap, three general areas may be identified: evaluation, economic analysis, and resource appraisal. Evaluation begins with mine investment analysis (exemplified by Gentry and O'Neil, 1984) and process costing, for which the STRAMM Handbook (Anon., 1977) provides a well-known basis for mining and beneficiation. But it extends from property appraisal, often used for the determination of taxes and royalties, through the determination and comparison of transport costs (e.g., Richer and Soo, 1977), and to benefit/cost analyses of externalities. Economic analysis, the subject of this section, is displayed in rigor and extent both theoretically and as applied to commodity classes in Vogely (1985), but it is implicit though apparent throughout Lefond (1983). The text edited by Vogely places minerals in their aggregative context with economic growth and trade, proceeds to the theoretical analysis of minerals and their markets, analyzes the structure and performance of the major mineral sectors, and concludes with policy issues: fuel, nonfuel, and environmental. Resource appraisal employs quantitative methods for the estimation of mineral and energy resources. It moves through geologic, geophysical, and geochemical properties to the identification of estimation procedures for mineral endowment and for the economic measure of stocks and flows of specific minerals (Harris, 1984). "In 2013, Augered Cast-in-Place (ACIP) piles are a mature foundation technology throughout the United States. General guidelines for the design and construction of ACIP piles are available along with numerous references for design in specific North American geologies. In fact, the current generation of contractors and geotechnical practitioners might view ACIP piles as just another deep foundation option to be considered, along with driven piles, drilled shafts and others. This acceptance has developed, however, over a 60-plus year period.The term, Augered Pressure-Grouted (APG) pile is often used when referring to ACIP piles because the piles emerged out of construction processes at the Intrusion-Prepakt firm in the late 1940s. The company’s specialty was pressure grouting and preplaced aggregate concrete. The grouting was typically accomplished by driving a pipe to a target level and then injecting grout under pressure. In some soil conditions, it was necessary to use an auger to reach the desired grouting depth. In these circumstances, the grout pipe was driven beside the auger and grout was pumped as the auger was withdrawn. The grout pipe was then withdrawn as well. This was the genesis of the APG, or ACIP pile, and many piles were installed using this technique. The patent application, “Method for Forming Piles” was filed by Raymond Patterson of Intrusion-Prepakt in 1951, and the patent was granted in 1956. The process was eventually modified when a suitable hollow-stem auger was developed. Licenses were granted to the Lee Turzillo Contracting Company and Berkel & Company Contractors, Inc. in the late 1950s. Each of the three companies Patent, LicensesThe patent application, “Method for Forming Piles” was filed by Raymond Patterson of Intrusion-Prepakt in 1951, and the patent was granted in 1956. The process was eventually modified when a suitable hollow-stem auger was developed. Over time, “Augercast” was frequently used as a generic term for the system. The installation of these piles was, and still is, a highly nuanced process; “contractor dependent” is a term often seen today. Intrusion-Prepakt, Berkel and Turzillo all had personnel who were part of the original group that developed the system and who appreciated the craftsmanship involved in forming sound piles."

The combined value of production of natural abrasives, which includes tripoli, special silica stone, garnet, staurolite, and emery, increased about 21070 in 1989. The increase in the value of staurolite and tripoli production was the result of an increase in the quantity of materials produced and an increase in the unit value. Emery decreased due to the significant decline in the volume of the material produced. Special silica stone experienced both a decrease in unit value and quantity produced. Garnet showed a small increase in quantity, but a decrease in unit value. The silicon carbide industry saw a slight decrease in the quantity produced and a 12070 increase in the value of production. The fused aluminum oxide industry showed a 5070 decline in the quantity produced, but enjoyed a 15070 increase in the value of production. Combined production for both industries decreased 4070 in quantity but increased 13070 in value compared with those of 1988.

Informal gold mining operations in the Amazon emit about 100 tonnes of mercury annually because of poor amalgamation practice. Lack of information and the complexity of mercury transformations hinder effective action to prevent such pollution and/or monitor its extent. In the past, mathematical equations have been formulated to deal with the correlation of natural variables and mercury in biota but often, the error range is too great to provide useful models. Projection of physico-chemical variations in an environment subjected to mercury emissions onto the extent of bioaccumulation is fraught with many uncertainties and unknowns such as internal correlations between variables and the site-specific nature of biota contamination. Often assumptions about closed systems are invalid when applied to natural environments. This work presents a heuristic approach to this problem in which amalgamation methods and natural variables are dealt with using an IF-THEN rule-based system that concludes about levels of emission and risk of bioaccumulation. The system is able to handle uncertain or vague data and yet still provide useful output. Belief in mercury oxidation or dangerous conditions are examined using Fuzzy Logic techniques and Inference Equations. These belief levels are derived from thermodynamic equilibrium data together with field observations of natural variables. This procedure can reduce the need for sophisticated analytical equipment and can provide information and diagnosis to non-technical people.

The output or oil and gas rrom the producing fields in the United States is rapidly deelining. Coincident with this decline is a steadily increasing demand ror petroleum and its products, but at present there are no commercial substitutes ror gasoline and lubricating oil. Undoubtedly, many new fields will be discovered in this country during the next rew years. Indeed, there may be periods or temporary flush production that ror a rew months or a year or perhaps two years will afford a surplus. Such peaks are temporary and should not be given too much weight in considering the relation between petroleum supply and our national lire. In considering this problem we must regard a long period or time, and, ir we do that we shall see that domestic production will be unable to keep pace with consumption. Hence, the public good demands t~at the highest efficiency obtainable be practiced in the production or oil. To accomplish this end, the operator or to-day should so organize his rorces ror development and production that he recovers every barrel or oil that can be recovered at a profit. This necessarily involves the use or eeonomical and scientific methods or development a:nd production and the elimination or waste. The Bureau or Mines has ror years urged the conservation or petroleum and its products, and has pointed out that -such conservation should start before the oil is brought to the surface rather than arter it is in storage tanks. Losses or petroleum underground have undoubtedly been rar greater than losses in storage, in transportation, and in refining. The quantity lost usually is indeterminate, and hence difficult to express in terms or money, but by remembering that entire oil fields have been ruined by invadIng waters some idea may be gained or the importance or underground waste. The petroleum engineer is coming to be recognized as an extremely important aid in the intelligent development or oil fields. In this paper an effort is made to outline ror the engineer and producer a field or work whereby science and engineering not only can but have been applied practically. The mining engineer has been the direct- ing hand in the development of mines, and it is being recognized more and more that the petroleum engineer has a similar function in developing oil properties. Thispaper aims to show the general method of procedure in studying underground conditions in producing oil fields and how such study may not only correct but even prevent great unnecessary losses. Such work provides the company with maximum insurance for the field against loss and is accompliphed at minimum cost and minimum risk. Throughout the paper reference is made to oil wells and oil fields, but to a certain degree many of the suggestions relating to oil wells are applicable in the care and protection of gas wells and in solving gas problems.

WE have just heard a very able presentation, by Mr. J. C. Cameron, on the subject of Recent Trends in Labour Relations, as they exist today in Canada (l). With minor changes, what he said applies equally to the situation in the United States. Direct negotiation between employer and employee on a man-to-man basis, wherein good faith and mutual esteem was at least sometimes a factor, has almost entirely given way to a mass struggle in which each side is represented by highly trained specialists in a new jurisprudence, built up on vote-getting labour laws, decisions in analogous cases by Boards whose members may have had very little personal acquaintance with the specific case, etc., etc. Membership in a labour union has become almost an essential requisite to a job; once in, the individual workman loses his identity and dares not act on his own initiative or even express any idea not handed him by his Union head. An honest workman cannot turn in an honest day's work, because his Union will not allow him. Leadership in the Unions has become so powerful an instrument, both politically and monetarily, that Union policies are drafted primarily to build up that power, and may have little relation to the equities of the individual case. ?While both sides still render lip-service to the doctrine that Capital and Labour can advance best by co-operation to mutual benefit, that doctrine has in effect given way to as bitter and as legalistic a struggle as any in our civil courts.
