The majority of the tailings dam operations in South Africa will be required to comply with the new Global Industry Standard on Tailings Management (GISTM) within the next one to three years, depending on the dam classification and the requirements of the respective investors and insurers. With up to 72 auditable requirements, the implementation of the Standard needs careful planning and prioritization. This paper focuses on the practical steps to GISTM compliance for tailings facilities in operation in South Africa. The discussions are based on current practices, South African regulations, and industry standards requirements. The possible changes in dam classifications and the associated requirements are presented.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. Air and water pollution and land reclamation relating to coal mining and utilization continued to be featured in research and technologic work on coal by the Bureau of Mines in 1967. Details of the environmental studies are given in this report, along with accounts of other research relating to the mining and utilization of coal. Other studies that were continued during 1967 included health and safety, mine explosives, coal preparation and transportation, coal utilization processes, chemistry and properties of coal, inspection and analysis, and inter-national activities. Publications issued in 1967 are cited throughout the report and in appendix C. Bureau of Mines research centers and laboratories are listed in appendix A, and organizations contributing to or cooperating in the work, in appendix B.

Introduction In northern Ontario, refractory clay is found on four rivers of the James Bay watershed: the Abitibi, the Mattagami, the Missinaibi, and the Moose. The clay all belongs to the same geological formation ( the Mattagami of Lower Cretaceous age) , and occurs within a structural depression or 'basin', the boundaries of which have never been defined but which appears to cover at least 1,500 square miles of territory. The recently constructed James Bay extension of the Temiskaming and Northern Ontario railway crosses the northeast end of the basin at the Onakawana lignite field, which by rail is 126 miles north of Cochrane, 605 miles north of Toronto, and 60 miles southwest of Moose Factory. Smoky Falls, the northern terminus of the railway owned by the Spruce Falls Power & Paper Company, Limited, is 7 miles south of one other point in the basin, i.e., the outcrops of refractory clay, sand, and kaolin at the foot of Long rapids on the Mattagami river. Smoky Falls is 50 miles north of Kapuskasing. In a very early report(l) , Dr. Robert Bell, of the Geological Survey of Canada, described '"light coloured marl in horizontal beds" from the Missinaibi river, and noted that the lignite also occurring in the river was probably :associated with the marls. This was undoubtedly the Cretaceous refractory day. Other early writers noted the occurrence of fire-clays, but it was not until Joseph Keele(2), of the Geological Survey, visited thee region in 1919 and studied the clays that their real significance was known.

Many Americans have seen Greenland while flying over it on their way to or from Europe. Few have visited this largest island in the world. Portions of the 20 percent of the territory that are not ice-covered are highly mineralized. Greenland could become very productive if the present interest in exploration increases. The people and Greenland’s history The population of Greenland is 57,000. Twenty percent are Europeans, mainly of Danish decent, while 80percent are native Greenlandic or mixed Greenlandic-European. The native population is the same as the Inuit of the Canadian Arctic. They speak the same language.

The investigation described in this paper deals with the development of high-temperature alloys of the Konel series over a considerable period of time at t,he Research Laboratories of the Westinghouse Electric and Manufacturing Co. The word ''Konel" has been coined to designate a class of alloys which are essentially nickel-cobalt-iron with other elements added, usually in small quantities. Most of these alloys contain titanium, usually about 2.5 per cent. The main consideration related to strength at high temperatures but the thermionic characteristics of the alloys was also of considerable importance. It is, however, with the mechanical properties at elevated temperatures that we are herein concerned. Much attention has also been devoted to their age-hardening characteristics. There is little need to stress the utilitarian aspect of this subject, as it has been discussed frequently. Alloys exhibiting superior properties at normal or elevated temperatures rapidly find many suitable applications. There may be some question, however, as to what constitutes a "superior alloy," or an alloy that may have good service possibilities at high temperatures. The problem is complex and various means have been employed to predict the useful life that may be expected of a material. In recent years the "creep limitJ' has been used as the best means of evaluation. Such tests necessarily are prolonged and hence collection of data is very slow. In a general survey of many alloys therefore the creep test is not desirable and recourse must be had to much shorter time tests in order more rapidly to select alloys which appear to show promise. For this reason the present survey has been made using the high-temperature tensile test and a bend test developed by Howard Scott.' In the tensile test the conditions have been standardized for all tests, so that values obtained are at least comparable, one alloy with another, although the absolute values recorded merely indicate the mechanical properties at the given temperature under a definite rate of loading.

From September 1978 to December 1983, ESD Corporation (formerly a Division of FMC Corporation) undertook the development and testing of a bidirectional auger under contract with the U.S. Department of Energy. Underground testing began in August 1981 at Peabody Coal Company's Marissa Mine near Marissa, Illinois. The auger was developed to increase mine production and coal recovery without increasing land subsidence. It bored 4-foot-diameter by 10-foot-deep holes into pillars on 7-foot centers (each hole recovering 5 tons). All operating during this test was performed by maintenance personnel with the goal of finding ways to increase the machine potential. The maximum excavation rate achieved was 1.4 tons per minute. It was concluded that the concept of drilling short holes to extract coal from underground pillars without surface subsidence was practicable with a wheel mounted auger, but that more power was desirable for this mine, and that the hydraulically driven augering system that provided experimental versatility was not sufficiently reliable for production use.

Shales , clays , and loess in Iowa were tested and evaluated to determine feasibility of producing lightweight aggregate by commercial rotary - kiln or sintering methods . Preliminary testing was conducted in a muffle furnace . Rotary - kiln tests were conducted in a 16 - inch by 14 - foot rotary kiln . Concrete cylinders and cubes were tested to determine qualities of the aggregate . Three samples made suitable lightweight aggregate by rotary - kiln methods and two by sintering .

Machine manufacturers’ recommendations on maintenance strategies of capital-intensive draglines are not always based on real data and therefore lead to losses from downtime. This paper proposes a preventive maintenance strategy for a dragline deployed in an opencast coal mine based on reliability-centered maintenance and failure-mode-effects analysis using real operational data. Reliability-centered maintenance replaced a cluster of critical failure components of the dragline while satisfying two specific conditions: (i) the components should be replaced at the earliest mean time to failure (MTTF) within the group and (ii) the time taken to replace all the parts should be equivalent to the maximum downtime within the group. Estimated threshold weightage factor identified twenty-six critical failure components for the preventive maintenance strategy, and clustering of components divided them into nine groups. In a group, the loss that is expected to occur by replacing some of the components before their failure, and the gain by reducing the overall maintenance downtime, has been explained through a cost-benefit analysis. The total net profit generated is calculated as US$200,178. This clustering activity also led to a reduction of annual downtime by 231 h, whose approximate market price as equivalent coal production costs $295,365.

This bulletin presents a summary of available information regarding the sources of uranium, radium, and vanadium, the methods used in treating the ores, and the uses of the finished products. In particular the paper describes the ores found in the United States, giving especial attention to those characteristics of the ores and the conditions of their occurrence that affect mining and treatment. This report (arid related appendices) provides a description of the functional design specifications, engineering design specifications, and program of instruction for development of a training system for dragline equipment operators. Based upon a task analysis and training system analysis prepared under Phase I, Phase II efforts expanded upon and refined the functional design specifications. The training hardware components have been developed to a point shy of system fabrication. A detailed outline of the porgram of instruction and content sequence has been prepared. The objective of the training system described in this report is to provide new operators of dragline equipment with the requisite skills and knowledge to assure cost-effective development and an adequate supply of our human resources.

Flame safety lamps have been used in gaseous mines since the Davy lamp was introduced, more than 100 years ago. During the last decade the flame safety lamp has been rapidly replaced by the electric lamp as a device for illuminating the miner's working place; in the United States the electric cap lamp has been widely adopted. For example, in 1911 approximately 45,000 flame lamps and no electric lamps were being used in the Pennsylvania bituminous mines, which were then producing 35 per cent of all the soft coal mined in this country; by 1918 the flame lamps had decreased to 17,000, whereas electric lamps-mostly of one maketotaled nearly 48,000. In Great Britain during the same years the total of 723,934 flame lamps decreased to 590,185 and the electric lamps gained rapidly from 4,298 to 156,521. No later reliable figures are at hand. However, before the flame lamp becomes obsolete, it is fitting that the Bureau of Mines compile a permanent record of a device which has served the mining industry for more than three generations, and not only made possible the development of entire districts that otherwise could not have been worked but undoubtedly saved the lives of thousands of underground workers. Flame safety lamps are capable of doing more than the name indicates. First, under normal conditions, they can be used in a mine atmosphere that contains an explosive mixture of gas and air without great danger of exploding such a mixture, though such use of a flame lamp should not be permitted. Second, to an experienced man they indicate percentages of gas much lower than the explosive limit, and thus can be used to indicate to workers the approach of an unsafe condition in the mine atmosphere. Third, flame lamps will not burn in an atmosphere greatly deficient in oxygen, and they therefore warn the users of such deficiency in time to withdraw to a place of safety. Flame safety lamps are still used rather widely in the United States for general illumination and to a still greater extent for detecting gas. Many coal-producing States require fire bosses to use these lamps in gaseous mines, and the regulations of several States specify that a gIven number of such lamps be kept available for emergency service.

Gases and vapors given off by petroleum and its products have long been recognized as somewhat injurious, when inhaled in high enough concentrations. The petroleum industry has recognized these effects and has tried to minimize the possibility of employees encountering dangerous concentrations of the vapors. Petroleum gases and vapors have not, however, been considered as actively poisonous, in the sense that hydrocyanic (prussic) acid and phosgene are poisonous; men have been exposed to them repeatedly, and for long periods, without any marked ill effects. Light Mexican crude oil when first introduced into the United States for refining was handled in much the same way as was customary with other apparently similar crudes; but experience soon showed that some toxic substance escaped from the crude during production and transportation and in most of the refinery operations. After a preliminary investigation several of the larger companies decided that the gases from the petroleum were the source of trouble, and therefore took precautions, wherever possible, to protect the men from exposure to these gases. With the increasing use of Mexican crude, this problem has become important. The present report covers the work done on the subject by the Bureau of Mines and the Public Health Service under a cooperative agreement with the American Petroleum Institute.

Detailed descriptions by operating area of the Kidd copper smelter are presented, together with accounts of complement staffing, training, and preparation activities for smelter start-up in June 1981. Concentrate tonnages smelted in the first twelve months of operation were constrained by the capacity of the furnace off-gas system. However, modifications designed and introduced over that period, plus sustained efforts by operations and maintenance personnel have resulted in stepwise improvements in smelter performance.. Consistent operation at design feed rates has been well demonstrated over the third and fourth smelter campaigns and efforts continue on further improving the continuous smelter on-line times and increasing campaign life. In November 1982., following a seventeen month preproduction period, the Kidd smelter attained full operating status.

This report details work performed and results obtained in a study of the water management aspects of oil shale mining and retorting in the Piceance Creek Basin. Three specific sites were investigated, and optimal water management systems for both conventional and in-situ extraction processes were generated. Water-related legal and environmental constraints on development were identified and the water management schemes were developed in compliance with these regulations. Limitations on shale oil production implied by limited water supplies were evaluated. Potential Basin-wide effects of development were evaluated using a computer model, and mitigation strategies were developed. Recommendations for additional investigation and analyses were presented.

An industrial minerals review involves an attempt to assemble field and statistical data which are obscure, elusive and incomplete. Often, when me statistical data are available, combining or lumping of commodity values conceals the value of specific items. Personal knowledge of the minerals known to occur in the area of concern, combined with whatever available published data may be compiled, together with careful use of several extrapolation methods, may yield an acceptable summary review of the industry. However, it is particularly hazardous to speculate on future trends and economic aspects because of the many unpredictable variables which may affect the industrial minerals business. Among these variables are the effects of diverse geological conditions, the impact of technological changes (including new uses for minerals not formerly considered industrial types), changing socio-economic factors (including growing environmental controversy), use of substitutes and even recycling of some of the industrial minerals (for example, building materials, lime, etc.). My main objectives are to reveal, as accurately as I can, the state of the in¬dustrial minerals situation, and the effects of possible future developments on this industry in Idaho. Where the words...industrial-tyke minerals, .are used in this discussion, reference is made to selected metallic and nonmetallic minerals and related materials, as well as rock (Table I). Industrial minerals known to be present in Idaho may be listed under general use categories as in Table 1. Some of these commodities are being marketed, have been marketed in the past, or occur in potentially marketable quantities. Mineral fuels are neither mentioned, nor are they considered important in Idaho. Based upon our present knowledge and lack of known, economically valuable occurrences of these commodities, they are considered insignificant (Idaho Bur. Mines and Geology, 1964). It is a remarkable fact that consumption of gasoline in the United States has shown an increase every year since automobiles first became important, and even in 1930 there was a four per cent increase, in spite of the universal depression; the estimated increase if the times had been normal, was ten per cent. The Bureau of Mines issued three Information Circulars on marble many years ago (5), (6), (7).2/ They have long been out of print; furthermore, conditions have changed considerably in the industry in succeeding years. A presentation of current data is therefore desirable. This report furnishes general information on marble, including its properties, distribution of domestic and foreign deposits, methods and equipment used in quarrying and milling, economic and marketing problems, and recent advances in marble technology. INTRODUCTION Most marbles are crystallized limestone. The term "marble" is derived from a Greek word meaning to sparkle or flash, because the calcite crystals in marble sparkle as they reflect light. The word "marble" is employed frequently to mean a small ball used in the game of marbles with which nearly every child is familiar. Although the little spheres were originally of marble, few of those made in recent years contain that material; nevertheless, the expression "playing marbles" has persisted.

IT is a great honor to be asked by. the Board of Directors of this Institute to deliver the Henry Marion Howe lecture. The invitation carries with it a great responsibility, which I accept with considerable hesitation and with a feeling of unworthiness to perform the duties expected of me in this hour devoted to the memory of the life, character, and work of the late Professor Howe. Many of you recall the scholarly address delivered here a year ago by Prof. Albert Sauveur, and the beautiful tribute he paid-to his friend and colleague of many years in the great work of changing the art of iron making into the science of iron. My association with Professor Howe, was of brief duration-only one year-and the relation was that of pupil to teacher. My feeling toward him in later years was always that of a humble disciple at the feet of a master. He attained his third academic degree in the year that I was born. I recall the pride I felt when, after entering the, steel industry, I received from him, from time to time, letters asking for information or, perchance, asking my opinion, and he was always most punctilious in acknowledging the source of such bits of information in his writings. It was also my good fortune to sit at the feet of another great teacher-Sir William Roberts-Austen, at the Royal School of Mines. I mention him because his name was used by Osmond in coining the word "austenite," which is the subject of this address, and Osmond's suggestion was heartily approved by Howe. These three international metallurgists were the best of friends and delighted to honor the achievements of one another. There are other reasons for mentioning Roberts-Austen at this time. It was an introduction from Howe that opened to me the door of his -laboratory as well as of his heart. It was while at Roberts-Austen's laboratory that I .worked side by side with William Campbell
