The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

The U.S. Bureau of Mines (USBM) was established in the public interest to conclude inquiries and scientific and technologic investigations on mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increaseee efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the U.S. Bureau of Mines to "disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act." In accordance with this directive, USBM reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-USBM publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make this kind of list both necessary and valuable. This edition describes reports and articles published during calendar years 1992 and 1993. It supplements the 50-year list of Bureau publications from July 1, 1910, to January 1, 19602; and these 5-year lists of publications and articles: from January 1, 1965, to December 31, 1969\ from January 1, 1970, to December 31,19745, from January 1, 1975, to December 31, 19796, from January 1, 1980, to December 31,19847, and from January 1, 1985, to December 31, 19898?.

Any organization that subjects its activities to a continuous improvement process must be able to adequately measure the results of the implemented changes in order to pursue better results over time. This is no different for mining companies. When it comes to blasting, an accurate fragmentation analysis can correlate blast design and rock mass parameters to particle size distribution, enabling us to further analyze the correspondence of specific design patterns, applied to specific rock mass properties and the result in measured fragmentation indicators, such as P80 and fines percentage.

Known resources of nickel laterites considerably exceed nickel sulfide resources and there is a growing consensus that most new nickel production will be sourced from laterites. The development of nickel laterite projects is very capital intensive due to inherently low grades, inability to concentrate ore prior to processing, complex processing technology and typically large infrastructure requirements. This has resulted in most recently proposed projects being "mega-projects," to achieve economics of scale. However, this may result in unacceptable project risk in many cases. Furthermore, many known laterite resources are not large enough to support a mega-project. This paper describes an alternative model for nickel laterite project development that allows, smaller scale and reduces capital exposure. The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The Stange and Byrnes Heirs manganese mines, adjoining properties in Bland and Giles Counties, Va., have produced at least 20,000 long tons of concentrates containing 8,000 long tons of manganese. They were selected as the site for a strategic-mineral development project because of the existence of geologic possibilities for extensions of the known ore body. In plan, the long dimension of the ore body parallels the axis of a major anticline. Localization apparently is due to longitudinal and transverse fracturing incident to two-way folding. That the manganese oxides were deposited by downward-moving solutions is suggested by the fact that mineable concentrations are confined to a coarse, porous sandstone under-lain by impervious silt and clay. Bureau of Mines project work began on January 15, 1941, and was completed on April 23. The work sampling the faces of the pit, bulldozer trenching, and churn drilling. Pit sampling consisted of 132 channel samples usually 5 feet long and taken at 20-foot intervals. Seventeen trenches aggregating some 4,500 feet in length were dug by the bulldozer. Trenches averaged 12.6 feet in width and 5 feet in depth. A total of 1,978 feet of churn drilling was done in 33 holes. In preparation for churn drilling it was necessary to construct roads to 21 of the 33 sites. A total of 2,867 linear feet of road averaging 13 feet in width was built.

THERE have been great changes in the design, capacity, and pressure of steam generating units over the past fifty years. If we go back as far as 1890, the plants then existing were largely horizontal return tubular boilers, hand-fired, with the boilers supported on the brick sitting which was com-posed of red brick with, probably, a refractory lining one brick thick in the combustion chamber. About this time, the water tube boiler began to supplant the H.R.T. boiler and, where new plants were being constructed of any size, water tube boilers were largely installed. In those days, say from 1890 to 1905, a 250 h. p. water tube boiler was considered a large unit. These boilers were largely the straight tube type and were set with the first row of boiler tubes three to six feet above the grates. The brick setting was a combination of red brick and fire-brick. The fire-brick lining in the furnace proper was usually 9 in. thick and in the first pass 4 1/2 in., while the rest of the setting was entirely red brick. These units were largely hand-fired and were expected to produce about 100 per cent rating as a maximum. It may be well at this point to define rating, which is the evaporation of one boiler horse power per hour by each ten square feet of heating surface in the boiler. A boiler horse power is the evaporation of 34.5 pounds of steam from and at 212°F. Consequently, a boiler containing 2,000 square feet of heating surface is rated at 200 h. p. and the evaporation at 100 per cent rating is 200 X 34.5, which equals 6,900 pounds of steam per hour from and at 212°F.

Polychlorinated Biphenyls (PCBs) have been widely used as fire resistant dielectri coolants in electrical equipment used in mining applications, including transformers capacitors, electric motors, and electromagnets. In addition, PCBs have been used in hydraulic fluids and heat transfer fluids, and are present in many oil filled transformers. The Environmental Protection Agency recently banned the manufacture of PCBs and equipment using PCBs, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggest ways to decrease the risks resulting from continued use of PCB equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.

Dissolution of non-metallic inclusions in the metallurgical slag is of vital importance for cleanliness control of the steel manufacturing. With the development of high temperature confocal laser scanning microscope (HT-CLSM), new insights have been obtained due to its in situ observation characteristics, higher resolution and precise control. However, HT-CLSM measurement has the limitation, eg the slag composition cannot include high amount of transition metal oxides. In addition, it is time consuming for the experimental procedure and not so simple to succeed for every measurement. It is known that digitalisation has made a significant progress in recent years. Machine learning (ML), a sub-domain of artificial intelligence (AI), is the key enabling technology for the digitalisation of the material science and industry. The database for ML model is collected using almost all available HT-CLSM experimental data and subsequently the established database is trained by different ML methods. Unseen data is used as the benchmark of the ML model. Al2O3 dissolution is the main process to be predicted in the current study. A good agreement between the HT-CLSM data and the ML model prediction results show the possibility to apply ML in process metallurgy.

VAGUE rumors and stories have been heard, from time to time, about the diamond and gold deposits of southern Venezuela. It is perhaps appropriate, at this time of revived interest in gold mining, to publish a few facts in regard to this country, which has been undergoing exploration since the fifteenth century. Gold and diamonds are found principally in the State of Bolivar which lies in southeastern Venezuela and is bounded by British Guiana on the east and Brazil on the south (see Fig. 1). The famous Mt. Roraima is situated at a point where these three countries meet in a common point (see Fig. 2). Some gold is also found in the southern part of the territory of Amacuro. Good oil prospects exist in the northern part of this same territory. Diamonds are found on the Caroni river from Rio Paragua to the village of Guri. This Paper describes a sudden spill of rock waste used for backfilling from a waste pass at one of the underground mine in Canada thus causing a major failure/accident. The mine operator immediately launched a detailed investigation to understand the causes of this accident and develop procedures to prevent any recurrence of such events in future. The investigators from McGill University were invited to collaborate with the engineers at the mine to examine this accident. The events leading to the accident were studied and appropriate measurements were taken and samples of the waste material was collected for further test and analysis. The field visit and the interview of the witnesses allowed a detail documentation of the events. The sequences of events related to the incident together with the experimental results obtained in the course of the investigation is detailed. The waste material was characterised in the laboratory with regard to its behaviour in the presence of water. This information is then discussed and the failure mechanism involved in this accident is identified. The full recommendation as well as the immediate operational measures implemented by the mine to prevent future occurrence of such events are discussed and presented.

Volatile gold prices in the face of rising costs for mining and refining is causing the mines to look for new ways to reduce costs and increase recoveries. This task is complicated by the fact that the gold in hereto unexploited reserves is associated with increasingly complex ores - either preg-robbing, refractory, associated with high concentrations of copper, or all of the above. Ion exchange resins can play a significant role in this quest for improvement. Although ion exchange resins have been used in Former Soviet Union (FSU) countries for the recovery of gold for many decades, it is still not widely used in the Western World. Synthetically manufactured ion exchange resins can be tailor-made to suit the chemical and mechanical characteristics of a specific application. As such, ion exchange resins can be used in a variety of solution matrices (e.g. cyanide, thiosulphate and acid), and process designs (recovery from clear liquor after solid-liquid separation or directly from the leached pulp). In this paper, a number of applications are discussed along with a review of recent developments in ion exchange technology.

The use of iron powder during the postwar conversion period has been increasing with great rapidity. This is particularly true in regard to the manufacture of molded mechanical parts such as bushings, gears, cams, small wheels, and the like. Many manufacturers have found it possible to replace machined cast iron and carbon steel with molded iron powder parts, and thereby can not only effect a savings in cost, but can produce a better product as well. As the field of application for iron powder parts widens, greater demands are made upon the powder supplier concerning quality and uniformity characteristics. The following are some of the most important properties parts fabricators desire in the iron powder they use: 1. The powder should have high compressibility so that good density can be obtained without the use of excessive pressures. At the same time, it should show low die wear so that a large number of pieces can be produced from the die. This means that the powder must be of high purity and good softness or plasticity. 2. The powder should produce compacts of high green strength, so that unsintered parts can be handled without breakage or fraying of the edges. 3. The sintering properties should be good so that satisfactory strength is obtained in the sintered piece. 4. Compacts made from the powder should show small but, above all, uniform dimensional changes during the sintering operation so that accurate parts can be produced, and warping and other such bad effects eliminated. 5. The powder should have satisfactory flow properties for automatic molding. 6. It is very important that the powder be uniform in sieve analysis, compressibility, flow, purity, and other qualities, from container to container in any given lot and from shipment to shipment. 7. Price—The fabricators desire all these good properties, but in many instances still do not wish to pay a premium price. There has been considerable discussion as to the importance of price of the powder in relation to the cost of the finished product. It is true that in cases where certain special properties only procured by powder metallurgy are required, price is not a criterion. On the other hand, there have been a number of applications recently made which would not be commercially practical with a powder which commands a premium in price. Iron powder parts are compressed in automatic presses to definite size, shape, and density. The powder is compressed to a density figure dependent upon the function the part is to perform, as well as upon such important considerations as press capacity and die wear. Any substantial project undertaken by private enterprise would normally be subjected to a Discounted Cash Flow analysis of its commercial viability, and would proceed only if the rate of return was judged satisfactory. A 'national viewpoint' analysis attempts to do the same but from the viewpoint of the community as a whole. The objective is to ensure that those projects are undertaken which yield the best return, economic and social, to the nation as a whole.

In a congested city or urban area, so called “lifeline of the city”, i.e. Gas, Electricity, telecommunication, as well as other utilities or facilities are supplied or transported underground through buried pipes or utility tunnel. Sometimes these buried pipes or utility tunnels are deep underground and interfere with the foundation of new structure. It is highly probable that a pile foundation is placed near an existing underground buried pipe or utilities tunnel and may influence its load bearing capacity. Hence, estimation of reduce load bearing capacity of the pile foundation placed near the existing buried conduit or utility tunnel is a complex soil-buried structure interaction problem. It is further complicated owing to uncertainty in estimation of geotechnical parameters of foundation soil due to measurement and testing errors, inherent soil variability and model transation. Under such circumstances, load bearing capacity is best assessed in probabilistic framework or through reliability analysis. The present study demonstrates how concept of response surface method (RSM) in conjunction with Numerical Analysis and First Order Second Moment (FOSM) methods can be combined to per the reliability analysis. The study answers the following question “reliability in reduction in the load bearing capacity of single pile placed near the existing underground pipe or utilities tunnel”. It is demonstrated that the approach provides first hand ination on the reduction in the load bearing capacity and then estimate the reliability of that estimation in terms of an index called Reliability Index (). Such preliminary investigation can be useful for advocating the detailed analysis as well as in the decision making for relocation of pile foundation.

THE Great War forced the peoples of the world to recognize the importance of the wise development and use of the world's natural resources. Not the least, and perhaps the most, important, is the world's fuel supply- solid, liquid, and gaseous. Without fuel our civilization would be impossible, and mankind would of necessity have to congregate in the torrid zones of the earth's surface for at least six months of every year. Of the three classes of fuels the solid ones are the most plentiful, as well as being the most widely distributed, since few countries are entirely devoid of solid fuels of one kind or another. Until a hundred years ago wood was the fuel most generally used in this country, but since then coal has supplanted wood as a fuel in all its uses, except in the outlying districts and among the farming communities. For many years the supply of coal was thought to be unlimited, but as years went by more thought and study were given to the world's coal resources, until today not only are the limits known, but in one instance at least their depletion is predicted to be almost within the age of living men, unless more provident methods are put into practice for their winning and utilization.

"My first reaction to Joanna LaForte’s discussion paper is that she has quite properly assumed that I would like the process of equitable participation between aboriginal landowners and mining companies to be a fast process. On the other hand, I have been a business lawyer long enough to know that the past experiences of the parties will have a significant effect on how they will proceed at any one time.In my article, I was trying to convey the importance of responding to the wishes, aspirations and fears of aboriginal communities in Arctic regions without land settlements. I agree that if it is necessary to wait for governments, the process will be quite slow. My article did point out that often aboriginal communities and mining companies who have become comfort-able that a project is in their mutual interest regard the government(s) involved as their common enemy. I agree that the education and training of aboriginals should “expedite the negotiations and end the power struggles equitably”. Also, I did not mean to suggest that the elders distrust of changes in traditional land use was solely due to concern for alienation and separation from their offspring; however, I suspect it is one reason for their caution. I also agree with this author that establishing opportunities that enable the young aboriginal community members to remain in the north and avoid the problems that await them in southern urban culture should be a common concern of the mineral developer and the Arctic aboriginal community.When this author suggests I am “overly concerned about how much land the aboriginals will control, how educated they may become, how ignorant they are of mining procedures, how objections from aboriginals will escalate expenses, etc.”, she attributes to me as “concerns” matters that were intended to be general information for my readers. My references to the increased land holdings and the improvement in education of aboriginal peoples was intended to deter mining companies from any attempt to be inequitable in their dealings with aboriginal communities."

The Australian Corporations Law generally requires Independent Expert Reports to be presented in support of capital raising or in defence of mergers and takeovers. The introduction of the VALMIN Code in 1995 (and its recent revision issued as the VALMIN Code, 1998) made Assessment and Valuation Reports in these circumstances much more comprehensible than before because of its key requirements for transparency and materiality. By forcing the Independent Valuer to provide an explanation of the reasoning behind the estimation of a particular resource asset, VALMIN allows the reader to clearly see any error or illogicality in the valuation methodology used and to seriously question or even reject the resulting value. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Independent resource asset Valuers are the essential link between mineral explorers/miners on the one hand and brokers/analysts/fund managers/investors on the other. The minerals and financial industries both expect them to not use inappropriate or invalid valuation methods and illogical steps within these methods. This paper examines some of the less sensible ways in which some of the main techniques that Valuers commonly use to assess the fair market value of mineral properties have been applied in recent instances. The authors hope to discourage the adoption or perpetration of the æWhat-number-did-you-have-in-mind?' approach. It is MINVALÆs view that as many methods as possible should be used in any resource asset valuation. If any of the resulting estimates are in approximate agreement (particularly if they were derived using the less subjective of the available methods), ie if they cluster, they are probably more persuasive as being the Preferred Value of the asset than outlier values within the Valuation Range.

To maximize productivity and improve minerals processing technology, the U. S. Department of the Interior, Bureau of Mines, is investigating a particle agglomeration technique as a means of increasing the percolation rate of leaching solutions through heaps of clayey or finely crushed, low- grade, gold-silver ores. Bench-scale and pilot-scale experiments conducted on different ores indicated that the percolation rate of cyanide leaching solution was enhanced markedly by mixing the ore with a binder, such as lime or portland cement, moistening the mixture, then mechanically agglomerating and aging the feed prior to heap building and leaching. In addition, the rate of silver and gold extraction markedly increased without sacrificing total recovery of values. The use of concentrated cyanide solution instead of water during the agglomeration procedure substantially decreased the leaching time required to obtain maximum recovery. Results from bench-scale and pilot-scale experiments using the particle agglomeration technique are discussed.
