Surface coal mine design has traditionally relied on graphic and analytic approaches for pit layout and equipment selection. A number of interactive graphic microcomputer programs have been written that aid in the design process in the academic arena and should also have industrial applications. The programs described include a drag-line cut diagram and production index calculation program, a downslope load scraper cut diagram and volume program, and an overburden volume and coal tonnage sequencing program.

INTRODUCTION The Bureau of Reclamation is conducting a research program to investigate, develop, and test polymer-impregnated concrete tunnel support and lining systems for gravity flow, circular cross-section water conveyance tunnels. This system consists of segmented precast rings, backfilled with concrete. Polymer-impregnated concrete is conventional precast concrete which has been impregnated with a liquid monomer. The liquid monomer is subsequently converted to a polymer by thermal-catalytic or radiation methods. The polymer is a solid plastic which fills voids and microfractures within the concrete, resulting in greatly improved strength and modulus of elasticity and reduced permeability, which in turn increases the durability of the concrete. The immediate goals of the program are to develop techniques for the fabrication of precast concrete segments, test single segments to determine physical and mechanical properties, assemble the segments into a support and lining system, load and test the full-scale system, evaluate specific applications, and develop design criteria and construction procedures. The technology for using limestone or lime to scrub SO2 from power-plant flue gas has significant implications to the limestone industry. A brief status report on these processes will be made, possible process requirements on the limestone properties will be reviewed, and projections on the buildup of demand with respect to time will be reviewed. Disposal problems inherent with the use of these throwaway processes will also be summarized. Given a viable technology, relations among (1) distance of power plants from low- and high-sulfur coal and limestone deposits, (2) modes of handling and transporting immense tonnages of bulk material-coal and/or limestone, and (3) regional air-quality standards are some of the factors which will ultimately determine the demand for limestone. A discussion of these factors will be presented, with the intent of identifying geographic regions where significant increases in production can reasonably be expected.

Skarn deposits present many unique problems in estimating ore reserves, including difficulties arising from the complex character of the mineralization and intricate ore body shapes resulting from structural complexity. Mineralization within skarns occurs in metasomatically altered carbonate horizons produced by magmatic hydrothermal fluids emanating from intrusive stocks. Deposit formation is controlled by both the presence of favorable host rocks and by proximity of these host rocks to a mineralizing intrusion. Ore controls must be defined to account for abrupt changes in grade that occur between miner- alized and unmineralized horizons. Gradational grade changes within the mineralized zones must also be defined in terms of skarn type and included barren rock to assist in reserve estimation. Defining mineralized limits can be further complicated by faulted, rotated, or folded strata affecting the morphology of an ore body. The MacTung copper-tungsten exoskarn deposit, located along the Yukon-Northwest Territories border in Northwestern Canada exhibits a number of unique properties that preclude a simple mathematical approach to ore re- serve estimation. This deposit is used to demonstrate methods for modeling geologic controls and geostatistical properties for a skarn deposit.

A 300 m deep test hole at Ontario Hydro's Darlington nuclear plant site, 65 km east of Toronto, was used to determine the state of stress in the Paleozoic limestones (O-22O m depth) and the Precambrian granitic gneiss (220-300 m). The results of the hydrofracturing measurements indicated a state of high horizontal stress along the depth of boring and a consistent orientation of principal stresses in each geologic unit. These results were confirmed by a borehole TV camera survey, and by overcoring tests. The magnitudes and orientations of the measured in situ stresses were used in a feasibility study of siting an underground nuclear plant, and in particular in the geotechnical design of proposed reactor caverns in Precambrian rocks. Their implications on cavern stability under operational and accident conditions were analytically studied, taking into consideration the potential superposition of thermomechanical stresses under loss-of-coolant condition, and the possibility of thermal spalling in the host rock.

Improvement of current leaching technology was found necessary when processing ores which are more difficult to leach because they generate highly viscous, air-rejective pulps. Cyanidation of these pulps has to run at low oxygen concentrations if the conventional aeration technique with compressed air is used. Since the dissolution rate of precious metals mainly depends on the concentration of dissolved oxygen in the pulp [1, 4, 5], the kinetics of the gold extraction become slow in such cases, which in turn often leads to a significant decrease in the overall gold output within the conventional leaching time of up to 48 hours.

This paper presents an overview of the New Mississippi Tunnel Outfall for the Transportation Expansion Project (T-REX). The Outfall conveys highway and other urban drainage to the South Platte River as well as provides long needed relief from flooding problems in the southeastern portion of the Interstate 25 highway corridor. The Outfall tunnel incorporates a one-pass precast concrete segmented liner to convey storm water under I-25 then under Mississippi Avenue to the river. The Outfall crosses both the existing I-25 as well as the future improvements including under the Light Rail Transit, a new bridge abutment, widened lanes, and new retaining walls. The Outfall also crosses adjacent to several buildings and five bridges, under major traffic and utility intersections, and through difficult geology.

This paper is written primarily from the standpoint of the miner and consumer of Missouri fireclays in refractory products, principally firebrick used in the linings of blast furnaces, hot metal transfer cars, the recuperators of glass melting tanks, and other allied uses involving contact with liquid metals and reactive slags. For these uses the manufacturing plant requires forecast of certain physical characteristics, as well as chemical characteristics, of the raw clays as a determination of practicability of mining, treatment such as pre -firing or calcining, and final usage area. These methods and results may leave something to be desired from an academic view, but are used my operation as an on-running guide to seeking and mining raw material. The high quality fireclays of Missouri are generally differentiated by the user as the softer, somewhat plastic, "bond" clays and the so-called flint clays suitable for a fired or unfired aggregate portion of a brick composition. The semi-plastic "bond" clays are mined in a producing area of northeast Missouri including Montgomery, Audrain, Callaway, Monroe, and Lincoln counties. In this geographic area the clays are the members of the cheltenham formation and occur in rather large lenses in which the usable members may approach 15 meters in thickness and an area of 6o to 8o acres. Overburden is dependent on the surface topography and, in our operations, varies from 8 meters to 25 meters. It can be up to 36 meters in the prairie uplands, but this is rarely strip mined. There was former mining by shaft and drift methods in which the overlying coal was also worked. These clays are primarily used as a binding material for other clay aggregates and is characterized by its lower refractoriness-cone 3o (165o c) to cone 321/2 (172o c), in terms of pyrometric cone equivalent, and an alumina - Al2o3 - content of plus or minus 31%. This paper proposes a novel method, "integrity factor approach," of mine-pillar stability evaluation based on in situ triaxial-loading measurement. The pillar integrity factor is defined as the quotient resulting from division of integrated total pillar strength across the critical dimension by the integrated total pillar load across the same dimension. The integrity factor is dynamic, while the conventional safety factor is static. With this approach, the pillar stability can be evaluated at any stage of mining progress during panel operation. It automatically considers the progressive failure of the pillar and post-failure strength without the need to clearly define the boundary between yielded and intact zones of the pillar. Based on two case studies, the integrity factor approach is shown to be a practical, effective technique for evaluating stability of conventionally designed pillars. It is suggested that a more realistic estimate of in situ pillar strength could be made based on the combination of in situ triaxial-loading measurements and laboratory true triaxial compression tests, rather than through the traditional combination of biaxial-loading measurements and conventional triaxial compression tests.

The Mission Valley Light Rail will loop through San Diego State University (SDSU)and to minimize the impact of construction most of the works will be underground. The project will require construction of a 330-m long (1080-ft), 11.24-m wide (36.9-ft),single twin track tunnel through Stadium Conglomerate, a poorly cemented dense sandy gravel with cobbles. Key technical issues are discussed including the ground conditions and predicted ground response, the use of sequential excavation methods to control deformations and specific construction concerns such as instrumentation and monitoring. Management of the construction process to minimize risk is particularly important in this environment and the strategy selected to control the works is also considered.

"THAT WHICH WE CANNOT SEE" INTRODUCTION Often it has been stated that the greatest of all fears is fear itself - fear created only by that which we cannot see or by that which we fail to understand. The elimination or minimization of fear can best be accomplished by a thorough understanding of the underlying causes of the fear. As related to the mining industry the omnipresent fear is the dread of acquiring cancer through accumulated exposure to "that which we cannot see" - radioactivity. The understanding of the resulting exposure effects can best be obtained through acquisition of authentic data and the subsequent analysis of the same by a group of highly qualified specialists. I may point out that the nuclear industry and its source, uranium mining, greatly surpass any other industries in the degree of public awareness as to its potential environmental effects. Public out-cry has always influenced major decisions relating to how industries conduct their operations and much of their effort has resulted in many changes. The issues of health and safety in the mining industry have created considerable public concern, but intense concern to those of us directly involved within the industry. Increasing concern regarding the effect of human activity on the quality of the outer environment of air, land, and water has developed within the past two decades. There is now a growing concern about the health and safety of persons at work in their inner environment, of their working-places in industry. Hearings and investigations conducted in Canada by three appointed "Royal Commissions" have all confirmed that this concern is well justified when focused on the health and safety of workers in our mines. REGULATORY CONTROL OF URANIUM MINING OPERATIONS In Canada, the ownership of mineral resources and the control of their extraction, except for uranium, is vested under the "British North America Act" in the provinces. In all provinces the statutory basis for health and safety provisions in the mining industry can be found in the provincial "Mining Acts" with each province assuming the responsibility to produce its own "Mining Act". In particular, all of the Mining Acts in Canada place upon the management of a mine the responsibility to ensure that provincial provisions are met. This paper describes the project implementation from financing, through the engineering and construction phases, mine and process plant commissioning as well as operating experience realized to-date. The single line flowsheet used to process the lateritic nickel ore to a 75 percent nickel matte is presented with emphasis on the main pyrometallurgical operations. These include a rotary dryer, a unique reduction kiln, a 45 000 kVA electric furnace and two Pierce-Smith type converters. Associated infrastructure facilities and services necessary to sustain the 11 300 tonnes (12 500 short tons) per year nickel production rate are also described.

This paper describes the techniques implemented at Randfontein Estates to develop twin-haulages at 'high speed'. An operation which culminated in the world record advance for twin-end multiblast cyclic development in hard abrasive quartzites. A major expansion project was planned for the mine, with the sinking of a third twin-shaft system (to be known as Cooke No. 3), to raise the level of ore production from 3 500 000 to 5 000 000 tonnes per alumm. Subsequent redesign of the proposed shaft system as a single 9 m brattice wall shaft took place, reducing the planned shaft sinking period by 12 months and saving an estimated R 250 000 (U.S. $ 330 000) in sinking costs. The advancement of the Cooke No. 3 Shaft sinking and development programme necessitated a rapid excavation schedule for two interconnecting twin-haulages from the existing Cooke No. 2 twin shaft complex to provide a second means of egress. An early holing between the two shafts would provide significant financial and technical benefits. Pre-development and equipping of shaft pillar excavations would enable a rapid shaft production build up and blocking out of at least one year's ore-reserves.

Consolidation Coal Co. tested the agglomeration of fine coal using a laboratory pellet mill. The principal operating variables examined were feed coal moisture, coal size distribution, and additives to the feed coal. The moisture of the feed coal was found to be critical to both the pellet mill operability and the product strength. Coals, with feed moistures too high to pelletize, could be pelletized if mixed with lime or a water absorbent material. The addition of dry starch binder improved the product strength.

Epidote is a common hydrothermal alteration product in many copper deposits of the southwestern United States. In many of these deposits epidote, along with calcite and chlorite, generally characterize a distal or halo propylitic alteration assemblage, but the mineral can occur within the central potassic alteration zone as well. Epidote is also a common alteration mineral in deposits formed in calcareous host rocks -- the skarn or pyrometasomatic ore bodies. Within the past 15 years, studies of the major and trace element composition of other alteration phases, principally biotite, associated with base metal ore deposits have demonstrated that some hydrothermal alteration minerals are compositional distinct from their igneous or metamorphic counterparts: However, the use of major and minor element content to identify and zero in on mineral¬ized areas does not appear to be very promising. Little work has been published upon the geochemistry of epidote from this standpoint and the results of my work suggest that a similar conclusion can be applied to epidote. My work (Fellows, 1976) suggests that epidote minerals in hydrothermal alteration suites from porphyry copper deposits in the southwestern United States are generally iron-rich rather than aluminum-rich. As a group, these alteration minerals differ compositionally from epidotes of regional metamorphic terrains. I ascribe these differences to the variations in the oxidation character of the respective environments. However, it appears as though the use of major element compositional variations of epidotes as an exploration tool is severely limited. Epidote is a complex calcium-aluminum silicate. I INTRODUCTION The Washington Metropolitan Area Transit Authorities (WMATA) rapid transit system (METRO), currently under construction, will have a total length of 98 miles. Forty-eight of these miles are underground and require either open cut excavations or tunnels. Despite stringent construction controls, it is inevitable that some ground settlement will occur adjacent to the deep open cut earth excavations and large diameter earth tunnels. It is therefore essential to underpin nearby important structures to prevent excessive differential settlements and Fig. 1 presents the METRO criteria for this underpinning. This paper describes the underpinning methods currently used on METRO and evaluates the effectiveness of each method. II DESCRIPTION OF SUBSURFACE STRATA The foundation materials in the Washington, D.C. area are extremely variable. Fig. 2 presents an idealized profile showing typical subsurface strata. The engineering properties of each stratum have been determined by extensive exploration and testing programs. Fill: Washington, D.C. fills consist of every variety of soil and rubble. They are not important to this study because no underpinning is founded on fill material. An innovative biological process is described for the treatment of cyanide-, metals- and nitrate-contaminated mine process water. The technology was tested for its ability to detoxify cyanide and nitrate and to immobilize metals in wastewater from agitation cyanide leaching. A pilot-scale demonstration is described in which a pilot plant was constructed to demonstrate the technology on a mine process-waste stream at a mine in Nevada. The demonstration was performed jointly under the Mine Waste Technology Program (MWTP), funded by the US Environmental Protection Agency (EPA) and jointly administered by the US De¬partment of Energy's (DOE) Western Environmental Technology Office (WETO) under Interagency Agree¬ment Number DW89938513-01-0. The Superfund Innovative Technology Evaluation (SITE) demonstration program was also involved in the project. MSE Technology Applications Inc. (MSE), Butte, MT, was the contractor responsible for conducting the project, and Pintail Systems Inc., Aurora, CO, was the technology provider. The pilot-scale unit was field-tested at Echo Bay's McCoy/Cove Mine southwest of Battle Mountain, NV. The biotreatment process was considered successful in destroying cyanide in the mine process water. The process was also determined to be effective in removing metals. The pH was consistently neutralized and nitrates were successfully removed from the mine process water. From the results of these pilot-scale tests, it was concluded that the biotreatment process potentially of¬fers an innovative, cost-effective alternative for the treatment of mining wastewaters.

In addition, dewatering is seldom complete because of aquifer irregularities and an operator's natural reluctance to start a costly study program, provision of wells, and pumping long before mining begins. In some cases, water pumped from the mine is used in treatment. This use is suggested as a way to minimize effluent effects. The true objective of water supply, however, is to provide water of satisfactory quality at the rate needed and at the least cost. Pumping to permit efficient mining isn't likely to coincide strictly with that objective during much of the mine life. The history of mining is replete with efforts, some highly ingenious, to control mine water. Methods that might be used to tackle the challenge Operators of wet mines are faced with both obvious pumping costs and some unquantified water costs. It is possible to reduce both types of costs, generally by reducing inflow to the mine area-and a surprising number of methods have been used to do this. Both the obvious and unquantified costs at a wet mine are now multiplied by: •Increasing costs of power, labor, equipment, and supplies; •Work at greater depth and, in some cases, in wetter ground; •Increasing use of hydraulic fill; and •Increasing zeal in protection of surface and groundwater quality. There are many easily overlooked ways in which mine water may add to hazards and costs (Loofbourow, 1973). As to their importance, consider these examples: •Increased maintenance of equipment, tires, roads, and ditches; •Increased difficulty in supplying proper ventilation; •Increased hazards from ice and use of electric power; • Loss of friable ore minerals and fines stuck on conveyances and in chutes; •Need to use more expensive methods and explosives; and •Decrease productivity of equipment and personnel. Expressed as cost per unit of ore produced, these unquantified costs can be high. Ideally, advanced dewatering should eliminate most of them. Advanced dewatering is a highly effective water control method, but it isn't problem free. Mines in ideal ground for advanced dewatering are most unusual. To be effective, water must be pumped at a comparatively high rate for a period longer than the life of the mine, from below mining depth. Effects on both groundwater and surface water are likely to be drastic. of increasing mine water costs are listed in the accompanying table. Ten groups of possible methods are cited. Most have been demonstrated in mining; two are known from industries other than mining.

The Caribbean islands, with their very diverse geology, are a source of several industrial minerals both for their own domestic consumption and for export. The geology of the Greater Antilles, which comprises Cuba, Hispaniola, Puerto Rico, and Jamaica has a Mesozoic or pre-Mesozoic basement overlain by sediments and volcanics, the latter being dominantly island arc in character. Later granitoid intrusions were emplaced. Obduction of ophiolites also occurred variously from the mid- Cretaceous to the Palaeogene. Thick accumulations of limestones surround the older strata, along with Neogene and younger sediments. The Lesser Antilles islands form an arcuate chain, mainly of volcanic rocks of calc-alkali or sub-alkaline affinity with some younger limestones and siliciclastic sediments. Trinidad and Tobago have closer similarities with the South American continent in their geology. Tobago has a metamorphic complex, juxtaposed with a volcanic-plutonic complex, and limestones. Trinidad has very thick Cretaceous to Recent exposed sedimentary sequence. The current exploitation of industrial minerals in the Caribbean is dominated by construction raw materials (mainly sand and gravel, limestone, and cement), although there is extraction of gypsum, silica sand, marble, clay (almost entirely for construction use), pumice, and natural asphalt. Salt is obtained from solar evaporation of seawater. Limestone of high purity and high brightness, gypsum, pumice, and high-density igneous rock have potential for further development of their markets, particularly ex- ports. Potential new and undeveloped industrial-mineral resources include residual and sedimentary kaolin, bentonite, zeolites, magnesite, and talc. Cuba could be a source for many industrial minerals in the future.
