As coal mines age and become more developed, ventilation modeling becomes more important for the planning and continued operation of the system. Numerous studies have been performed and presented that address the collection of data and measurement of airway friction factor and resistance per unit length values. However, a quantitative analysis of the resistance for stoppings in coal mines for different construction materials and methodologies has not been adequately addressed. In order to develop an accurate/realistic ventilation model both airway resistances and stopping resistance values need to be determined. Over the course of the past two decades Mine Ventilation Services, Inc (MVS) has measured the resistance of stoppings of various construction types in mines throughout the world. An analysis of this data is presented in this paper along with a discussion of measurement methodology.

1. Theory of Wet Dust Suppression Techniques Wet dust suppression is the utilization of a liquid for the control, reduction or elimination of airborne dust, or the suppression of such dust at its source. Effective control involves: a. The confinement of the dust within the dust producing area by a curtain of moisture. b. The wetting of the dust by direct contact between the particles and droplets of moisture. c. The formation of agglomerates too heavy to remain airborne, by combining small dust particles with each other and with the droplets of liquid. From the standpoint of economy, availability and safety, water is the ideal fluid. From the standpoint of effectiveness, however, it leaves much to be desired. As a result, a tech¬nique has been devised in which very small percentages of specially formulated dust control compounds are blended with water to greatly enhance its dust suppression qualities. The terms "dust control compounds, wetting agents and surface active agents" are frequently used interchangeably. Although dust control compounds represent a specific type of wetting agent, a great many wetting agents are far from satisfactory for dust control. "Wetting Agents" is a broad category which covers such items as emulsifiers, solubilizers, detergents, foamers, penetrants, thickeners, etc. Dust control compounds, on the other hand, are carefully formulated blends in which one or more special surface active agents have been incorporated.

The summer joint meeting of the East Tennessee and Carolinas Sections of SME was held in Morristown, TN, on July 29 and 30, 1994. The Friday portion of the meeting began with a field trip to Asarco Inc.'s Young Mine and Mill, one of four mines operated by the company in the Mascot-Jefferson City district. The Young Mill processes ore from two other mines as well as its own, first by heavy media separation and then by standard flotation processes. Zinc concentrates are shipped by truck and barge to an electrolytic refinery in Clarksville, TN. The heavy media rejects and the dolomitic limestone tailings are sold through Asarco subsidiary American Limestone Co. Saturday's technical session, organized by Program Chairman Bob Fulweiler of the Tennessee Division of Geology, provided a review and status report of the zinc industry in Tennessee. This article summarizes papers presented, including one on recent developments in underground blasting.

The growth of solvent extraction in Chile has been astonishing during the last years and has been established as a very successful technology. However, there are still limitations that must be improved, mainly, the problem of carry over from one phase to the other and the losses of organic reagent associated with the crud formation. These are problems that our company has been taking care, solving them with high efficiency and low costs, allowing important increases in the copper output of our plants and capital savings by means of the optimization of the use of nonproductive units in the SX plants.

INTRODUCTION To be effective and useful, monitoring of tunnel construction must be carefully planned throughout all steps. A vital and frequently overlooked step is a clear definition of the specific purposes of the instrumentation. Most tunnel construction monitoring has in the past been of benefit to research, the advancement of tunneling practice, wittingly or not. The development of monitoring instrumentation for the benefit of the project from which the data are recovered has very significant potential for risk and cost reduction of soft ground tunneling. A systematic approach to tunnel construction monitoring, from conception to full implementation, includes at least the following nine tasks or steps: Definition of benefits and purposes; design and project specification to draw full benefits; selection of monitoring parameters; selection of instruments and writing of specifications for procurement and installation; procurement and installation; reading and maintenance; data storage and retrieval; interpretation; implementation. Some of these steps are fairly easy and resolved through the use of established theories and technologies. The difficult ones are those that require the bending of minds, those that involve changes in the ways engineers design soft ground tunnels, the way owners pay for tunnels, and the construction is managed, inspected and controlled. Cleveland's Southwest Interceptor Contracts No. 3 and No. 4 are continuations of Contract No. 1 addressed at the 1987 RETC with geology, equipment, and methods that differ greatly. The two contracts consist of 791 m (4.22 miles) of 3.5 m (11.5 ft) tunnel lined to 2.9 m (9.5 ft), nine access shafts, six drop shafts, and six collection structures. The excavation drive was completed by the use of a 1970 vintage Robbins TBM hybrid for this particular job through the use of both new and old technology. All other excavations were successfully accomplished through drill and blast method in tight residential areas. Concrete lining and connections were completed nine months after holing through.

In ME'S 1994 Powder River Basin (PRB) coal transportation article, the lead author described some destinations pursued by the railroads. As with many destinations, though, they turned out to be merely stops on the way to places that have yet to be reached. Along the way, the railroads discovered that making it better is a continuous process, not just something done in several phases. This was always known but not at the awareness level that exists in 1998 railroad environments. This update of the 1994 article includes railroad companies' plans for the future of rail transportation in the PRB.

This paper focuses on the use of a numerical tool known as the discrete element method (DEM) to study the motion of ball charge in ball mills (14-18 ft). DEM is employed to simulate the motion of individual balls. While doing so, the effect of liner design on the grinding performance of the mill is studied. Two important factors such as the configuration of the liner and the geometry of the lifting surfaces are correlated with the overall mill performance. An attempt is made to show the effectiveness of the lifter bars in transmitting power from the mill shell to the interior of the mill with particular emphasis to large diameter mills.

Ground deformations are of major concern during tunneling, especially in downtown environments, since they have a significant impact on the costs and practicality of tunneling. This case history describes soil and groundwater conditions and ground behavior during the construction of twin transit tunnels for the Downtown Seattle Transit Project (DSTP). The tunnels were excavated through complex glacial soils ranging from hard glaciomarine drift to flowing sand. The tunneling process was greatly facilitated by the prediction of soil layer positions to an accuracy of ±0.6 m (2 ft). Tunneling was complicated by the presence of over 500 temporary tiebacks and by disturbed ground overlying an operating railroad tunnel. A variety of ground improvement techniques were used to successfully minimize settlements, which ranged from 1 cm (0.4 in.) in glaciomarine drift to 6 cm (2.4 in.) in flowing sands. Ground improvement techniques included compaction grouting, chemical grouting, jet grouting, and eductor well systems.

It is advisable, for any heap leach project, to develop an historical metallurgical data base to predict production heap performance before ore is mined and placed onto the heap. A data base would include results from: interval assays, cyanide solubility tests, and bottle roll tests on exploration drill cuttings samples; and those results plus column leach test data on diamond drill core or bulk ore composites. Subsequent larger scale heap leach test data can then be compared to the historical data base, to blast hole composite data during mining, and eventually to production data. This paper does not discuss metallurgical comparisons between assays, cyanide solubility tests, and bottle roll tests on exploration drill cuttings samples, but does discuss metallurgical comparisons from bottle roll tests, laboratory scale column leach tests, and pilot scale heap leach tests on core and bulk ore samples with operating data for three U.S. commercially producing heap leach operations. Provided that representative core or bulk samples are used for evaluation, heap leach test results accurately predict or understate the success of the commercial operation and remove most of the uncertainty from the investment decision.

The electrochemical nature of mineral-grinding media interaction in the wet grinding of one and two sulfide mineral ores was investigated with regard to the flotation behaviors of the minerals. Two iron sulfides (pyrite and pyrrhotite) and mild steel were used to represent the sulfide minerals and the grinding media, respectively. Galvanic currents in two-and three-electrode combinations under abrasive and non-abrasive conditions were correlated with the floatabilities of these minerals under corresponding conditions.

In 1959, The Australasian Institute of Mining and Metallurgy (Aus. I.M.M.) was asked by the Federal Government of Australia and the State Government of South Australia to join in the formation and management of a new contract research organization which was subsequently named The Australian Mineral Development Laboratories (Arndel) ? This body was formerly the Research and Development Branch of the South Australian Department of Mines which had been set up to develop the Radium Hill uranium deposit. It had then gone into contract R&D and the State felt that it would be more appropriate for the Branch to become a separate national organization. The Aus. I.M.M. decided that a professional institute could not participate directly in Arndel and, as there was no other suitable industry group to do so, it formed the. Australian Mineral Industries Research Association Limited (AMIRA). AMIRA held its first Annual General Meeting in September 1959 when the first Council was elected and the Memorandum and Articles of Association were adopted. The initial task of AMIRA was to raise guarantees of work or cash from its members to underwrite Arndel for the first five years of operation. The Federal and State Governments also provided guarantees and Arndel commenced operations in January 1960.

INTRODUCTION The basis for any measures in radiation protection is the quantitative assessment of the radiation exposure. Due to the extensive requirement in health physics manpower and related cost it is necessary to develop certain criteria regarding the necessity of monitoring and the selection of population groups to be monitored. Depending on the overall objective of the particular programme, the specific requirements for the measurement of atmospheric levels of radon, thoron and their daughters for practical radiation protection purposes differ significantly for those in the case of research applications, such as use of data for epidemiological studies. As part of the OECD-NEA Programme on Radon Dosimetry and Monitoring Task Group 1 reviewed available models for lung dosimetry in the case of inhalation of radon 222, radon 220 and their daughters (James et al., 1981). Using defined reference atmospheres for underground- and open-pit mining conditions as well as for dwellings, normalized conversion factors were calculated for the mean bronchial dose (mGy) per Working Level Month exposure (WLM). Task Group 2 discussed the features and adequacy of the Working Level (WL)-concept as a physical correlative of the absorbed lung dose and its limits of confidence and accuracy (Johnson and Leach, 1981). The WL-concept was found acceptable for radiation protection purposes provided that modifying factors like particle size, unattached fraction and respiratory minute volume did not cause the effective dose equivalent per WLM as calculated by either the James-Birchall or Jacobi-Eisfeld lung models to be more than 50 % above that given by ICRP of 0.01 Sv/WLM. For application in epidemiological studies the WLconcept is considered acceptable if the calculated absorbed dose to the tissue does not vary by more than 50 % (at the 95 % confidence level) from that given for defined reference conditions. In the following, objectives and requirements for the measurement of radon, thoron and their daughters are discussed for operational health physics routine and special research applications according to the scheme outlined in Fig. 1.

The Colorado Joint Review Process (JRP), a bold step to expedite energy and mineral projects, is off and running. Blazing the trail is Amax Inc., which serve as guinea pig in JRP's development and is now test-flying the process at its Mt. Emmons molybdenum property in Gunnison County, CO. Although JRP is still in its infancy, the new permitting review process has drawn enthusiastic applause from across the resource spectrum: William K. Reilly, president of the Conservation Foundation, said JRP is "one of the most interesting projects I've seen" and called on environmentalists to monitor its progress "because it appears worthwhile." Stan Dempsey, vice president of Amax Inc., noted that of all the locales in which Amax operates, Colorado is "the only place where the complicated mine permitting scheme appears to work"-an achievement he attributes to JRP. Lynda Lee Brothers, the federal Energy Department's assistant deputy secretary of environment, reported that an extensive DOE search has not turned up "another single mechanism in all of government and private industry as good as JRP as a model for the proposed federal Energy Mobilization Board."

In mining industry, one of the simplest methods to smooth the standard deviation of a given ore controlled property is to build longitudinal blending piles. The effect of homogeneization is obtained due to the fact that an entire cross-section of the pile is reclaimed at each time. The variance of the pile output is the sum of the internal cross-section slice variance plus the reclaimed slice variance. While the first term is a tipical short-term parameter and is absorbed by the process, the second one may be or may not be absorbed. The goal of designing blending piles is to minimize the reclaimed slice variance. Conditional Simulation as described in this paper, is an alternative method to do it. It is devised to design longitudinal blending piles, taking into consideration economical, geometrical and statistical parameters of the ore to be blended, in order to estimate the resulting effect. It presents advantages in relation to other methods for its adaptability and flexibility in simulating pile performances.

The continuous operation of decanters in the mining industry relies heavily on the use of synthetic flocculants. Today, as plants seek to lower production costs by increasing throughput it is necessary to obtain optimum performance from the flocculant. Factors affecting such optimization include charge and molecular weight selection, and efficiency of mixing the highly viscous polymer solution with the feed slurry. Beyond maximizing dilution of the solution, the last factor is often ignored. This paper describes a series of calculations, based on fundamental transport theories, that have been used to describe flow conditions within decanter feed wells and to help select flocculant addition points. Examples are shown for the case of hydroxamated polyacrylamide flocculants in the Bayer Process, where proper selection of the addition points can result in lower flocculant dosage and better control of the decanters.

Neanderthal technology is a harsh and inaccurate way to describe modern underground construction and mining practices, but such an exaggeration helps to focus on a major problem or wasted opportunity of modern society. Why is it not safer to excavate in the underground? Why are the working conditions still so unfavorable? Why are urban freeways, shopping malls, warehouses, power plants, sewage disposal treatment plants, and similar facilities still constructed on the surface of the ground--because it is a better location? On the contrary, if underground technology made full use of existing knowledge, underground resources and space would be much more effectively used. And why is the technology so inadequate? Certainly, researchers and practitioners are aware of the shortcomings and are equally aware of problems that have to be overcome. One of the most important reasons has to do with the type of policy goals that society has set in the past. Policy makers may have agreed that improvements would be desirable but no serious commitments have been made--that is, there has been no major allocation of resources to advance these technologies. And yet, to bring about significant changes will require significant time and resources. The resources that are needed are far in excess of what industry can afford to invest, particularly since the pay-off may be far in the future. So the problem reverts to society in general. As long as society is willing to tolerate the present costs and safety requirements for recovering minerals and for constructing underground facilities, then the changes will be slow in coming. The regulation of exposure of underground personnel to radon and its daughter products has significantly changed since the 1950's. The U.S. Bureau of Mines - Mining Enforcement and Safety Administration (MESA) - Mine Safety and Health Administration (MSHA) sequence of standards and regulations have lowered the maximum allowable occupational exposure and now the new Environmental Protection Agency (EPA) National Emission Standards for Hazardous Air Pollutants, effective in 1990, have further regulated uranium mine emissions. Under the authority of Section 112 of the Clean Air Act (42 U.S.C. 7401), the EPA has set regulations for the control of radon (Rn-222) emissions from underground uranium mines as well as other sources. Since the venting of radon from the mine atmosphere to the outside air is a major component of the miner's protection, and since this is the first quantitative effort to limit gaseous mine emissions to the environment, it was felt that it would be useful to examine the implementation of the EPA regulation at working mines. The concern was not only for determining compliance with the regulation but also for observing what effect the rule might have on mine air quality and thus on worker exposure. The regulation is stated in terms of the maximum permitted radiation dose to the closest potentially exposed individual, which is calculated from a computer program supplied by EPA and radon emission rates measured by the mine operator. Relative proximity to nearby populations determines the allowable magnitude of mine exhaust ventilation emissions. For some mines this is a serious operational constraint.
