The aim of this paper is to present the progress of the plan of the Greek Public Power Corporation S.A. (PPC S.A.) at the Lignite Centre of Megalopolis in Peloponnesus (southern Greece) to manage impacts on local communities in areas affected by its activities during the lignite mining operation and post-closure. The reclamation works in the waste dump areas of the mines that constitute the Megalopolis Lignite Centre, concerning the utilization of waste dumps for infrastructure community projects constructions are discussed. Moreover, selected environmental indicators concerning land use and closure and rehabilitation are presented.

Recent on-going efforts to develop commercial coal cleaning beneficiation processes using chlorinated solvents-as the separating media will be described. True heavy media separations were performed on raw coal feedstocks, including Pennsylvania anthracite; Western, Eastern, and Midwestern bituminous; and lignite coals. Separation techniques included bath-type devices, cyclones, and liquid/liquid partitioning. Details on separation devices, removal of solvent, and recovery and recycling of solvent will be discussed. Projected costs of full-scale plants will be given for various coal sizes. A number of the coals evaluated are good candidates for beneficiation using chlorinated solvents. Coal beneficiation is desirable to provide needed coal quality. These needs include low ash fuels for coal water slurries and low sulfur fuels to meet emission regulations. In October of 1985, a paper, "Chlorinated Solvents for Coal Beneficiating"' was presented at the fall meeting of SME-AIME at Albuquerque, New Mexico. It reported the results obtained from various coals as feedstocks and of the separations using chlorinated solvents. These beneficiation results depended on true heavy media gravity and liquid/liquid partitioning separations. This paper will include detailed descriptions of the liquid/liquid partitioning process used in "Dow's Advanced Coal Cleaning Technology?2 and of the "Dow Solvent Recovery Technology.?3

A lysimeter designed to measure suction and collect a pore water sample from unsaturated waste rock has been developed and its performance has been verified in two large scale column tests. The test columns were constructed to bracket the envelope of grainsize curves for waste rock from Northern Saskatchewan. The suction profile within the columns was measured under a series of infiltration rates using tensiometers and these were compared to the lysimeter readings. The rate at which pore water samples could be collected was also measured under each infiltration rate. Lysimeter measurements of suction were found to be slightly lower than the tensiometers.

Until recently, the generation of electricity was regulated in all states, and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies important problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

Gold mineralization at the Mercur Mine was controlled primarily by structure and secondarily by lithology in Mississippian-age sedimentary rocks. Gold was localized where Sevier-age high angle northeast-striking faults are intersected by younger northwest-striking fault zones. The Lulu Graben is a northeast- striking fault zone composed of a south-dipping master fault coupled with subsidiary or antithetic faults. The Twist Fault zone, a sinuous, low-displacement , north-striking zone of fracturing, bisects the graben. Large- tonnage disseminated ore bodies formed east of the Twist Fault zone within silty, thin-bedded, bioclastic carbonates. West of the Twist Fault zone, gold was restricted to rock near peripheral faults surrounding a subvertical collapsed pipe developed within the graben. An overlying thick carbonaceous shale capped the ore zone. Presence of abundant limited- displacement faulting and of hydrothermal jasperoid is associated with cartonate-hosted disseminated gold. Conversely, increased fault displacement and widespread brecciation are associated with reduced dissemination of gold into normally receptive carbonates.

The contribution of the various outby sources to the contamination of the panel intake air has been the subject of a relatively small number of studies. In this paper, after a brief review of past studies, results from recent experiments on rates of contamination of intake air by outby dust sources are presented. Present study indicates that each outby source by itself may not be a major contributor. The loading point in the continuous miner section did not appear to be of major concern from contamination point of view. Belt entry including transfer point contributes significantly to the intake air dust level, though reentrainment was not a major source of dust. In longwall panels, the stageloader-crusher was the most dominant source. The panel-to-main belt transfer point was not a major source. Taken collectively, the contribution of all outby sources can be significant. In one longwall section, at the beginning of the longwall face, the contribution of all the outby sources and the headgate cut-out operation was observed to be about 80% of the permissible exposure limit (2 mg/m3). In modem high production longwalls, the application of effective dust control measures to reduce the dust generated from the outby sources is essential to achieve compliance with the dust standards.

Destructive wave interference has been studied in theory for many years. In application however, limited information can be found. Recently, circumstances have enabled a multidisciplinary team to utilize electronic detonators and seismograph analysis to create destructive wave interference in an underground production blasting application. Springfield Underground, located in Springfield, MO, in conjunction with Orica, ETI, White Industrial Seismology, and the University of Missouri – Rolla has shown the ability to use destructive wave interference in underground blasting to reduce ground vibrations directly above. In order to develop additional reserves a reduction in vibration levels was necessary for tunneling under the Springfield Municipal Water Supply. The paper discusses the process by which the reduction in vibration was achieved in practice, as well as a technical explanation of the effects of destructive wave interference and sacrificial holes.

A process has been developed to recover gold and copper from two waste materials at the Bougainville Copper Limited mine in Papua New Guinea. It involves the bioleaching, in reactors, of a pyrite concentrate to liberate refractory gold and generate sulphuric acid, ferric sulphate and biomass for bacterial leaching of a chalcopyritic waste rock dump. Gold is to be recovered by cyanide leaching and copper by solvent extraction/electrowinning. The reactor bioleaching was developed in continuously operated reactors of 1 m3 capacity by CRA Advanced Technical Development at Cockle Creek, while the dump leaching was developed in 750 kg columns on site at Bougainville Copper Limited. The process was to be piloted on site.

The significance of surface settlement over soft ground tunnels is well recognized. Cracked buildings, streets transformed into lakes, broken utility lines, to underpin or not to underpin--all are familiar problems. The basic causes of surface settlement are recognized. Possibly the most common and troublesome cause is "lost ground" during construction. Lost ground refers to removal of a larger volume of ground (Ve) than is eventually occupied by the final tunnel structure (Vt). A number of sources of lost ground in shield tunneling have been identified, as illustrated in Fig. 1. These include 1) face loss, 2) overcutting loss, 3) annular tail void loss, and 4) loss through the lining. The ground generally does not stand unsupported around the completed tunnel lining as illustrated in Fig. 1, but moves in to fill the lost volume, resulting in subsidence of the overlying ground surface as shown. As suggested in Fig. 1, lost ground and surface settlement associated with overcutting and the annular tail void tend to occur systematically along the tunnel length. This "systematic" lost volume is "limited" in the sense that it is restricted to an upper limit determined by the shield and lining geometry. Partially controlled face loss may sometimes contribute to this systematic loss. This lost volume is commonly a few percent of the nominal tunnel volume. The resulting surface settlement over the tunnel is commonly in the range of a few inches or less and develops over a period of hours to days. Although they may have a significant impact on surface facilities, systematic ground loss and settlement frequently have little adverse effect on tunneling progress.

INTRODUCTION The Keystone Tunnel project consists of widening an existing 7.3 m-wide (24 ft) highway tunnel to a width of 13.7 m (45 ft) to provide a three-lane, two-directional highway tunnel. The 13.7 m-wide tunnel was excavated in a staged drill-and-blast sequence through foliated schist, and was supported using pattern rock reinforcement and shotcrete. Notable project features are: the low vertical cover over the tunnel is less than the span of the opening; the project is the second instance where the Federal Highway Administration (FHWA) has accepted rock reinforcement as a permanent support element; and the project is the first instance where the FHWA is accepting shotcrete as the final interior surface of the tunnel. This paper covers the design and construction phases of the project. PROJECT DESCRIPTION The South Dakota Department of Transportation (SDDOT) retained Woodward-Clyde Consultants (WCC) to evaluate the feasibility, prepare construction plans and specifications, and provide construction management services for the widening of the Keystone Tunnel. The tunnel is located in the Black Hills National Forest area of South Dakota near the southwest corner of the state. The Keystone Tunnel is on U.S. Highway 16A, about 0.8 km (1/2 mile) north of Keystone which is approximately 32 km (20 miles) south of Rapid City (Figure 1). Highway 16A serves as an important transportation link between Rapid City and the Mount Rushmore National Monument which is located about 2 miles west of Keystone. The definition of refractory gold ores and concentrates, including mineralogical characteristics, is reviewed. The chemistry of roasting and process conditions such as feed size, temperature, and time are discussed. A typical metallurgical program for developing a roasting process scheme is presented. The application of various types of furnaces for roasting is described. Requirements for scrubbing off-gases to meet environmental air emission regulations, and general information regarding engineering design parameters for roasting are presented. Roasting is sound technology for processing refractory ores and concentrates, but it is essential that the metallurgy of each ore or concentrate is well defined before commercialization. A fluid-bed roaster is the preferred type of furnace for roasting. Environmental regulations for air emissions must be carefully addressed.

INTRODUCTION In this paper, we are describing a current concept for placing intercontinental ballistic missiles (ICBMs) in sites deep underground to be used as a strategic Future Secure Reserve Force (FSRF). The objective of such concepts is to utilize soil and rock cover to protect high value strategic weapons from destruction by nuclear attack. The burial deep underground achieves two purposes. First, it imposes a miss distance upon the attacking weapon equal to the depth of burial minus any penetration capability the weapon might have. This tends to offset increasing accuracy of weapon delivery. The other purpose is to absorb as much of the weapon's energy as possible, thus reducing the effects of powerful weapons. This use of soil or rock cover over military facilities began with the development of man's capability to loft projectiles. Until recently, underground military installations, by their nature, performed defensive functions. Since they are not mobile and their weapons in the past had very limited range, an enemy would have to approach them before an engagement could take place. The hydrochemical method, which is based on the separation of aluminium oxide and silicon oxide by the hydrothermal decomposition of aluminosilicates by alkaline solutions in the presence of calcium oxide, can be effectively used for the complex processing of high-silicon aluminium ores. In this case, the silica is bound to a slightly soluble compound: Na20.2Ca0.2Si02•H20 (under the conditions: [&k]= 9, CaO/SiO2 = 1.05, alkali concentration in the solution: over 300 g/l Na20, T = 240...300 °C). If alkaline solutions of 100...150 g/l Na20 concentration are used, Ca0•SiO2•H20 or 2Ca0•Si02.0.5H20 compounds, depending on calcium oxide dosage, are formed at 280...320 °C. New methods for the crystallization of Na20.Al203.2.5H2O from concentrated alkaline solutions rand low-concentration solutions are proposed to isolate aluminium from solutions. The hydrochemical method, which involves no sintering process allows one to decrease the expenditure of heat by a factor of two, to reduce the investment and to exclude the pollution of the ambient air by dust-laden gases. "The purpose of this paper is to review the most effective methods of reducing chloride transfer and chloride removal in the solution extraction and electrowinning (SX/EW) process. Elevated chlorides in electrolyte have various negative effects including a reduction in current efficiency, increased handling costs at rod plants and smelters, increased anode corrosion, cobalt losses due to increased electrolyte bleed, degradation of HDPE piping, and increased corrosion in the SX/EW plants. Historical controls that Sierrita has used to control chloride transfer, in order of effectiveness, have been chloride gasification at the EW that is directly correlated to amperage and chloride concentration in electrolyte, wash stage bleed and efficiency, width and velocity of aqueous bands, and electrolyte bleeds. Maintaining high bleed rates and high amperage settings has been a challenge with decreasing pregnant leach solution (PLS) grades, so keeping chlorides out of the electrolyte has become imperative. The effectiveness of reducing aqueous entrainment, optimizing wash stage efficiencies, and improving organic quality to reduce the transfer of chlorides to the electrolyte are illustrated in this study. INTRODUCTION The transfer of impurities from PLS feed streams to electrolyte in the Copper Solution Extraction process is a very common problem and is the reason that the wash stage exists in most SX operations. The main impurities affecting the SX process are iron, chloride, nitrate, and manganese. Elevated chlorides in the electrolyte have various negative effects including reduced current efficiency, increased handling costs at rod plants and smelters, increased anode corrosion, increased cobalt losses due to increased electrolyte bleed, degradation of HDPE piping, and increased corrosion in the SX/EW plants. Freeport-McMoRan Sierrita Hydromet is unique in that a high-chloride byproduct stream from the molybdenum process is pumped into the SX raffinate solution pond. This byproduct steam accounts for the majority of chloride introduced to the circuit, and over the years has built up to a point where 4000ppm chloride is consistently in the PLS feed to the SX. Concentrations of chloride over 70 ppm in electrolyte will result in downgraded cathode, so it is important to limit chloride carryover from SX as much as possible. Historically, Sierrita has been able to manage chloride levels with reactive techniques including increasing electrolyte bleeds and rectifier amps. Decreasing copper in PLS has made high amps harder to maintain, and increasing bleed rates have a direct impact on production goals."

What is your assessment of the current state of the minerals industry? It is no understatement that domestic mining is facing a severe crisis at this time. The sharp decline in commodity prices and demand is putting a great strain on domestic and worldwide mining, causing major declines in profits and market capital of mining companies. This, in turn, has lead to major production cuts, layoffs, shut-downs of operating properties, and the deferral of new and expansion projects. These changes in the minerals industry have played a major role in the health of the economy. Operationally, the industry continues to develop new technologies that are making our work more efficient, more cost effective and more environmentally acceptable and safe. During downturns like this, companies generally pay closer attention to operational efficiencies and process optimization. Historically, new technologies and processes tend to be developed during down markets, and I believe we will see the same thing as companies strive to preserve liquidity and maintain or improve their margins. On the positive side, the drop in commodity prices has resulted in a reduction in operational costs, as the costs for fuel supplies and construction materials have decreased.

On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. The new legislation is sweeping in its demands for cuts in smog, acid deposition, toxic air pollutants and ozone-depleting chemicals. The Amendments will siqnificantly alter air quality permitting and compliance and are estimted to cost billions of dollars to implement. This article provides an overview and summary of each of the eleven titles of the Amendments. It also addresses how the Amendments will be implemented.

This article introduces the basic definitions and philosophy behind process hazard evaluation procedures and the determination of risk as being a function of accident probabi1ity and accident consequence. The general concepts of good engineering practice and predictive hazard evaluation are discussed. The most commonly employed methods used in the processing industries are reviewed with an eye towards briefly presenting what each method offers as far as information, time and resources required, etc. Some initial references on the actual practical use of each technique in the processing industries are also given.

The use of activated alumina for the removal of selenium from heap leach detoxification solutions was studied at a laboratory scale. Three different aluminas were studied, one unmodified and two chemically modified to function better in a basic pH range. The best performer, Discovery Chemicals DD-6, readily accumulated selenium oxyanions. Furthermore, it could be stripped of selenium and several metals by a mild caustic solution (pH 11.5 – 12.0) and regenerated for further use. Tests using - 600 µm, + 300 µm (28 x 48 mesh) material indicated that 96 % could be removed from solution and using – 1.18mm, + 600 µm (14 x 28 mesh) material 91 % could be removed. However, soluble silica can accumulate on the activated alumina and subsequently interfere with its regeneration and should be removed from the detox solution prior to use of the adsorbent.

FOREWORD In 1974, the Ministry of Housing and Reconstruction (The Client) which subsequently became the Ministry of Development and New Communities of the Government of the Arab Republic of Egypt assigned responsibility to the Arab Contractors (Osman Ahmed Osman and Company) for the design and construction of the tunnels under the Suez Canal. For this project the Arab Contractors of Cairo and Tarmac International of London formed a joint Venture, called Osmac. Sir William Halcrow and Partners of London are responsible for the design of the Ahmed Hamdi Tunnel as a Sub-Contractor to the Contractor. The advisory consultant of the client is a joint Venture between Tippetts-Abbett-McCarthy-Stratton (TAMS) of New York and Arab Consulting Engineers (ACE) of Cairo. INTRODUCTION A site investigation was carried out between Km 141 and Km 150 Suez Canal chainage to determine the ground conditions relevant to design and construction of a road tunnel under the Suez Canal. A feasibility study included aerial surveying, geological mapping and the drilling of 8 boreholes. Detailed investigation included the drilling of 105 boreholes, sampling, piezometer installation, pumping tests, and the digging of trial pits and trial excavations. In-situ work comprised SPT, permeability tests and dilatometer tests. Laboratory testing included soil classification tests, compaction tests, California Bearing Ratio tests, shear strength determination and oedometer consolidation tests as well as chemical analysis of both soil and ground water. The investigation revealed that the ground conditions at the first proposed El Shatt site (Km 148.5) were not favourable for bored tunnelling, whereas they were more favourable at the southern El Shatt site (Km 150.0).
