Current Techniques - Fire Assay Fire assay of gold has been used for several thousand years and is a well known technique to the traditional assayer. Very few assayers wish to use the method but to date there has been no viable alternative. Fire assay is expensive in labour, time, capital and running costs. Workers can be exposed to hazards and uncomfortable working conditions such as lead fumes, heat stress, dust and eye strain. The high capital cost of putting up the building and equipping it, together with running costs which increase annually at a prohibitive rate makes the technique less attractive each year. The main requirement in most assay laboratories is to maximise throughput economically. This is difficult with fire assay as it is impossible to automate. Each sample for analysis is handled by at least 12 people and each person represents a potential source of error. Record keeping and report generation has to be done manually which is both slow and prone to errors. Replacement of staff requires a considerable training period and with a large turnover of personnel this presents yet another problem. The presence of silver and dross in the gold sample affects the accuracy at low gold values. X-ray fluorescent analysis Two methods of XRF instrumentation have been used with limited success. INTRODUCTION Decision-making in the design and construction of underground facilities must be made under conditions of varying geologic uncertainty, uncertainty which can have a major cost impact if not properly regarded. Of the two approaches for dealing with this variability, preparing for the "worst" anticipated conditions and optimizing design and construction in-situ, preparing for the "worst" conditions is the more if not solely conventionally practiced method in the United States. While the conventional approach is recognized at times to be extremely overconservative, it will remain preferred until a more adaptable method is shown to be economically superior. This paper presents research aimed at providing just such answers as to when and if an adaptable tunnel design and construction approach is more cost effective than a non-adaptable one. To fully understand the characteristics of this choice between adaptable and conventional tunneling alternatives a summary discussion of adaptable methods is presented. An acknowledgement of the importance of geologic and other factor uncertainties in making this decision leads to the adoption of decision analysis as a quantitative methodology for formalizing the problem. Exercising this methodology on three prototypical tunneling scenarios--urban deep, urban shallow, and transmountain--allows an isolation and ranking of the most crucial factors in making the basic approach decision. One scenario, a transmountain highway tunnel, is carried further through a detailed probabilistic analysis to show under what conditions of varying uncertainty adaptable approaches possess economic advantages.

Two types of airflow splitting methods for improving longwall dust control were investigated by the National Institute for Occupational Safety and Health's Pittsburgh Research Laboratory. Investigated were a translucent mesh barrier and a staged spray barrier system to confine the shearer-generated dust to the coal-extraction side of the longwall face while maintaining a cleaner split of airflow on the opposing worker walkway side of the longwall face. In laboratory experiments and in a longwall field evaluation, the translucent mesh barrier was shown to provide notable dust-control effectiveness for a distance of up to 60 m downstream of the shearer, provided that the mesh barrier remained relatively parallel to the airflow. The staged spray barrier system showed marginal dust-control effectiveness in the laboratory and, therefore, was not field tested.

This paper presents-:a new multivariate mineral resource estimation model, referred to as the Related. Information (RI). Instead of relating a mineral resource descriptor directly to a set of geological variables, the RI model relates the mineral resource descriptor to a synthesized information measure RI, which is created from a set of geological variables. All of the variables are transformed into binary characteristics. This model comprises two stages of estimation: estimation of a synthesized information measure and estimation of mineral resources. The information carried by a variable is classified into three types: mineralized-barren information, mineral resource variation information, and variable-controlling information. The synthesized information measure is defined as the product of the three types of information and the responses of binary geologic characteristics. The RI model is demonstrated on the pegmatitic Nb+Ta deposits in China.

25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today's complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company's dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1. A phase-species classification is suggested for the mathematical models of flotation kinetics. Important models are discussed and the structure of their rate constants and parameters is analyzed. Split or enhancement factors are formulated for different kinetic models. The steady state dynamics of the flotation circuits can always be described in terms of these factors. For simulation of circuits, feed is characterized in a formal manner starting from a multivariate distribution of particles in flotation rate, size and mineral content. Synthesis of optimum circuits which simultaneously searches for the best process variables and structural parameters from a generalized master network is described. Trends in the areas of search algorithms, role of middlings and feed identification etc. are indicated.

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. In a market society, the private sector is presumed to be the most appropriate economic agent. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

Oklahoma is a region of complex geology where a mobile belt of Paleozoic geosynclines and uplifts on the south abuts against the margin of the North American craton to the north. The state contains many classic areas where fundamental concepts of sedimentation, stratigraphy, structural geology, historical geology, mineral investigation, and petroleum exploration have been formulated through the years. In the southern Oklahoma mountain belts, there are exposed a great variety of igneous and sedimentary rock units seen at few other places in the Midcontinent area. Major geologic provinces of Oklahoma (Fig. 1) include: (1) the cratonic and relatively stable northern shelf areas, including the Ozark uplift; (2) the Ouachita geosyncline (now the Ouachita Mountain belt) and associated Arkoma basin in the southeast; and (3) the southern Oklahoma aulacogen (geosyncline), comprising the area of Anadarko, Ardmore, Marietta, and Hollis basins, as well as the Arbuckle and Wichita Mountain uplifts. The three principal fold belts, the Ouachitas, Arbuckles, and Wichitas, all originated from a series of Pennsylvanian orogenies (about 300 million years ago) in the two Paleozoic geosynclines.

In the mining industry and in new and expanding fields, such as electronics, nucleonics, and astronautics, a new type of manager has evolved. The name most generally used is project manager. His business is to create a product and the principal means through which he accomplishes this is project management. In this chapter, new information is the product of the project manager; as such the products, for which the computer methods described throughout this volume are designed, fall in the domain of project management. It has been the author's experience that project management is the management tool to effectively direct the information technology function within an organization. The purpose of this chapter is to describe project management and to identify and present a solution to the problems associated with project management in the development and application of computer methods in a minerals environment. Specifically, the problems to be addressed will center around: (1) recognition of the need for project management in terms of business-environmental factors and product characteristics, (2) formulation of a method of operation in terms of organization and implementation, and (3) application of project management to the minerals industry.

Talc is used as an essential ingredient in a variety of plastics applications ranging from polyester body patch compounds through polypropylene automotive, appliance and household furniture components to high performance parts made from liquid crystal engineering resins. This paper focuses on polyolefin applications, the three-tier market for talc in polypropylene, the effects of various tales in typical compounds and trends in each market segment. Emphasis is given to emerging markets, examples of which are polypropylene compounds that mimic higher cost resins, and polyethylene films. Customer requirements for tales for these purposes are discussed.

Kyanite. andalusite, and sillimanite are anhydrous aluminum silicate minerals, and they have the same chemical formula, Al2SiO3. Dumortierite and topaz are also classified as aluminum silicates although they contain boron and fluorine respectively. Mullite (a rare mineral named for its discovery site, the Scottish island of Mull) is produced when kyanite, andalusite, or sillimanite are heated. Synthetic mullite, also classified as an aluminum silicate, is formed by melting alumina and silica, bauxite, and kaolin or alumina, kaolin, and kyanite, depending on the type of synthetic mullite desired. These materials are either sintered in rotary, periodic, or tunnel kilns, or fused in an electric arc furnace. The world's largest producer of kyanite is the United States. Domestic kyanite is presently produced from one company at two sites in Virginia; Kyanite Mining Corporation mines kyanite from Willis Mountain and adjacent East Ridge in Buckingham County in the central Piedmont province of Virginia. Internationally, kymite is produced in Australia, Brazil, India, Kenya, Sweden, and Zimbabwe; the former USSR also produces kyanite (Fig. 1). Andalusite is produced by Piedmont Minerals Company, Inc. in the Piedmont province near Hillsborough, NC. Andalusite is also produced in France, India, the Republic of South Africa, and Spain (Fig. 1). Sillimanite is produced in Australia, Brazil, India, Spain, and the Republic of South Africa; the former USSR is also thought to be a major producer (Fig. 1). Some of the countries produce only for domestic use. Synthetic mullite, made by sintering and by electric arc fusion, is produced by Mulcoa (Mullite Company of America) in Andersonville, GA, and by Washington Mills Electro Minerals Corporation in Niagara Falls, NY. Annual world production of kyanite, andalusite, sillimanite, and synthetic mullite is approximately 672 727 tons (Potter, 1988). GEOLOGY Mineralogy Kyanite is a blue to light-green, triclinic mineral that occurs in long, thin-bladed crystals and crystalline aggregates in gneiss, schist, and pegmatites. The mineral has a hardness of 5 parallel to the long axis of the crystal and a hardness of 7 across the crystal. Andalusite is a yellow, brown, green, or red orthorhombic mineral that occurs in thick, almost square prisms in schist, gneiss, and hornfels. Gem quality andalusite exhibits a strong pleochroism; brownish-green in one direction and brownish-red perpendicular to it. Andalusite also occurs in placer concentrations where it has weathered out of rock. Sillimanite is a brown, pale-green, gray, or white orthorhombic mineral that occurs in long, slender, needlelike crystals in schist and gneiss. Chemical and Physical Properties Chemical and physical properties of kyanite, andalusite, and sillimanite are noted in Table 1. Kyanite is the only mineral that irreversibly expands when heated (calcined to produce mullite) and may offset the shrinkage of most ceramic or refractory ingredients when heated.

Mining project investment concerns the installation of mine capacity for the purpose of generating a stream of future economic benefits. In order to make this type of investment decision, the optimum specifications for the project must first be determined. Then, the economic justification of the investment tin be evaluated based on these specifications. Economic evaluation to guide mining project investment decisions is based on a proposed plan for mining the deposit over its operational life. If single point estimates are made of deposit characteristics and environmental parameters* as the basis for assessing a future stream of economic benefits associated with the investment, a future mining-plan can be optimally fitted to these estimates and, to the extent that such estimates are actually realized, this plan will retain optimality.

"To Sink or Not to Sink"; this play on the Bard's words sums up the considerations and problems that face the owner on every potential shaft sinking project. The growing demand for access into the earth is pressing construction into new areas and to greater depths. The following discussion will entertain some of the effects of these new and unknown aspects upon the approach to designing and sinking of deep shafts. We will also look at the current shortages of equipment, materials and skilled manpower, and their effect upon the planning and sinking of shafts. Particular emphasis will be placed upon equipment selection, and we will discuss how economics, while always a prime consideration, is now, more than ever, both an incentive and a detriment to the industry. FUTURE CONSIDERATIONS Shaft construction is assuming ever increasing importance both in mining and civil endeavors. The rapid depletion of near surface mineral reserves is requiring the mining industry to look deeper into the earth for new sources. These greater depths increase the exposure to unfavorable geological conditions; heavier ground, high water pressures, and high temperature. South African gold mines have now reached depths of 12, 000 feet, where the rock temperature is 1380 and water bursts from the fissures. Lightweight concretes date back to before the Roman Empire. The earlier concretes were made by combining a burnt lime for cementious material with pumice or volcanic rock for aggregate. Although structural value was limited due to its primitive nature, many structures were able to withstand the test of time. The rotary kiln expanded shale industry had a slow start that began around 1908. The industry was founded by Stephen J. Hayde of Kansas city, Missouri. Mr. Hayde noticed that the bloating effects of some aggregates were undesirable by the brick industry. Material of this type was considered waste and avoided in brick production, but he realized it had all the qualities and basic requirements for a concrete aggregate that would reduce weight and still retain structural value. It came into national attention by use in ocean-going vessels through a shipbuilding program undertaken by the united states Fleet Corporation. This research was brought about by the need to find a suitable material to replace high-grade plate steel due to a shortage created by World War I. The need prompted the government to supply the reserves that Stephen Hayde desired to continue and complete research into producing a uniform lightweight aggregate. His results pointed to the rotary kiln method for which he was granted a patent in 1918. One of the most famous and largest concrete ships built through this program was the U.S.S. Selma. Sewage presently being discharged into the Tijuana River Valley pollutes the valley as well as the beaches in the South Bay of San Diego, making the beaches unusable nearly year round. The SBTO will convey flows down a 8.5 m (28 ft.) by 58 m (190 ft.) deep drop shaft, through a 3.35 m (11 ft.) by 5.8 km (3.6 mile) long tunnel, and up a 46 m by 2.7 m (150 ft. by 9 ft.) riser shaft connecting to a 1.5 km (0.95 mile) of seafloor pipeline and 1.2 km (0.76 mile) of diffusers on the ocean floor. The drop shaft will be sunk through 38 m (125 ft.) of saturated sands and gravels and 20 m (65 ft.) into the dense fine sands of the San Diego Formation. The tunnel liner has been designed as a five piece, single pass, gasketed, bolted, reinforced concrete liner designed to withstand an external head of 76 m (250 ft.) of water and internal operating head of up to 27 m (89 ft.) and to accommodate movement at the numerous fault crossings. The tunnel is contemplated to be driven with a state-of-the-art Earth Pressure Balance Machine (EPBM) or slurry shield machine through a wide range of conditions from clay to gravel with boulders.

The McLaughlin Mine is a world class epithermal gold deposit located in the coastal thrust fault of Northern California, U.S.A. Homestake adopted a proactive strategy in the permitting of the Mine. Extensive environmental baseline studies were undertaken. Engineering and process alternatives were evaluated for environmental impact along with other factors. A unique pressure oxidation process was selected. Screening studies were conducted as a basis for the selection of waste rock and tailings disposal sites. Project engineering and permitting were fast tracked. Construction required eighteen months, and the first gold bar was poured in March of 1985, six years after the initial discovery. Project facilities are designed and operated so as to minimize environmental impacts. A comprehensive monitoring program demonstrates permit compliance. Reclamation of the site is ongoing throughout the Mine's twenty year life. Nonmined lands are managed to maximize wildlife habitat value.

In early June, 1986, a fire of unknown origin erupted in one of several main entries of a coal mine located in southwestern Colorado. The fire was aggressively fought with high- expansion foam. As a result of several strategic decisions, the fire appeared to be held in check. Unfortunately, sufficient quantities of foam were unavailable and as soon as the foam was depleted, control of the fire was lost. To prevent further damage and the possibility of an explosion, all entries to the mine were sealed. This paper recounts activities from the discovery of the fire to the initial reentry of the sealed mine including location of the fire, the decisions made to best combat it, and the steps taken to rapidly and securely seal the mine when this became necessary. The mine operator requested the Bureau's assistance in obtaining and analyzing mine fire gases taken from sampling ports placed through the mine seals. This report describes how samples were taken and what gases were analyzed. In addition, this work describes the initial exploration of the sealed mine by personnel using oxygen breathing apparatus.

A small placer operation can be defined as one with a throughput capacity of 250 cubic yards an hour or less. The success of small placer operations after the values have been established, depend entirely on having the proper design. There are various types of placer deposits including marine, beach, desert, stream, bench, underground and even frozen placers. Each is unique and requires special considerations. Size distribution of alluvial placer ore varies from sand to large boulders. When boulders occur, they can become a problem to all types of excavating to a greater or lesser degree. Clay content and cementing are common in placer deposits. Some clay disperses easily in water while others, if not handled properly, will form clay balls that pick up gold and carry it to tailings. Overburden, depth of bedrock, vegetation, and ground and surface water must all be considered when designing a plant. Any equipment chosen should be capable of processing large volumes of material at a high efficiency. There are usually five steps to processing placer gravels, as follows:

Cationic reagents have been utilized in mineral processing since the mid 1930's and are based upon fatty nitrogen derivatives. The initial commercial development was centered around a flotation collector capable of separating potassium chloride from sodium chloride - potash flotation. The first commercial sale for Akzo, known then as Amour and Company, was realized in the summer of 1940 to a potash producer in Carlsbad, New Mexico for the flotation of potash. The success of the potash flotation collector led to the development of other cationic mineral processing reagents. Flotation collectors for iron ore, phosphate, calcium carbonate, silica sand, feldspar, and other silicates materialized into a large commercial business. Another area that realized commercial success was the development and use of anticaking/antidusting reagents for hygroscopic salts, fertilizer mixes, and granular fertilizers. A more recent development has found use in the trona industry as a defoamer and crystal growth modifier during the crystallization of sodium carbonate liquors. A review of cationic reagent chemistry and applications will be given and the potential for new application areas will be explored.

In spite of the tremendous amount of research conducted in the last few decades. no single blasting theory has been developed and accepted that adequately explains the mechanisms of rock breakage in all blasting conditions and material types. Given specific test environments, conditions and assumptions, individual researchers have contributed valuable information and insight as inputs into blasting theories, although a simple "plug-in" type formula for predicting optimum fragmentation, muck pile geometry and casting distance, is still largely unresolved. There is as yet, no consistent and widely applicable theory of blasting, but only a number of limited and disconnected theories; many of which are empirical in nature and based on ideal blasting conditions. Blasting theories have been formulated and based on pure speculation, years of blasting experience on a trial-and-error approach, laboratory testing, field investigation, and mathematical and physical models adapted from other disciplines of science.
