The development of the uranium mining industry in Romania started in 1950. The exploitation of Bihor region, one of the most important metallogenic zones of the country, began in 1962. Uranium exploitation activities were ceased in 1995 due to the exhaustion of the ore deposits. Between 2001 and 2002, due to the entire mining zone closure, ecological rehabilitation and decommissioning was initiated. The proposed solutions, concerning terrain, equipment and buildings utilization were elaborated according to the guidelines of the Romanian Environmental and Nuclear Authority.

A pneumatic impact breaker is used to fragment the rock at the shaft bottom, replacing the drill and blast cycle. A backhoe-type mucker removes the broken rock. The operators are in protective cabs below the bottom work deck in the shaft. Preliminary testing has been accomplished at underground and surface test sites in Arizona. Seven, approximately 6.4 m deep by 7.3 m-diameter (21 ft by 24 ft) test holes, (a total of 45 m (148 ft)), were recently excavated in various rock types, including jointed and massive quartz monzonite and rhyolite. An average advance rate of .4 m/hr (1.24 ft/hr) has been achieved. This includes breaking and mucking the rock. Further data is being sought from an in-shaft demonstration.

The longwall face supports are provided to prevent the caving of the immediate roof at the working face. The thickmess of the immediate roof may be obtained from the working height and the average bulking factor. A strong bed, capable of withstanding maximum bending moment among the beds within the above roof, can be identified. The load on the strong bed may be obtained by finding out the overlying beds that will rest on the former during sagging. The limiting span, L, for this unsupported loaded bed, as a beam with built-in ends, can be calculated. The support density required at the supported span (face to goaf edge), a, during the first fall, is now estimated with a view to have a safety factor 2 at the face end, when bending failure occurs at the barrier end. However, the above value is inadequate to provide necessary safety margin against bending failure at the face end, during the subsequent cavings as cantilever, for L/a less than 20.6. d For the latter case a separate expression is derived.

Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau's responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau's mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman's appointment as acting director, he has spent considerable time on the road explaining his agency's redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau's 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau's history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency's eventual demise. We felt the Bureau's mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow's technologic advances. Don't confuse us with policymakers, we're not. But we are policy analysts; we're scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I'm biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. The sign of the surface charge of selected potassium soluble salt minerals namely KClO4 , K2SO4 , KNO3, and KCl was determined from nonequilibrium electrophoresis measurements and found to be negative for each of the salt. Dodecylamine flotation of these salts revealed that the concentration of amine required for flotation increases in the order KClO4< K2SO4< KNO3<KCI. Precipitation of the amine collector colloid was not required for flotation of the oxyanion salts and in this case it appears that adsorption of the dodecylamine cation is sufficient to create the hydrophobic surface state. The order for flotation is explained in terms of surface hydration of these respective potassium salts based on contact angle measurements and FT Raman spectroscopic characterization of water structure.

This paper presents the excavation of the Roosevelt Island Valve Chamber, the final of three chambers in Stage One of New York City&apos;s Third Water Tunnel. The valve chamber and passageways 13 379.7 cu m (17 500 cu yd) are drilled and blasted. The rock is stabilized by grouted rock anchors. The 6.1 m (20 ft) diameter shaft is drilled, blasted, rock bolted and wire meshed for a depth of 70.7 m (232 ft). Then shaft excavation proceeds with immediate concrete lining for another 120.7 m (396 ft). Two 6.1m (20 ft) diameter manifolds are excavated using heading and bench. The raise drilling of eight 3.7 m (12 ft) diameter laterals occurs during lower shaft sinking.

Perhaps the hottest item on the agendas of most state legislators this year is the state budget. The main question: Where will all the dollars come from to finance health care programs, state jobs, unemployment compensation programs, and on and on? This is especially so since people are out of work, business bankruptcies are up, sales are down, and incoming revenues from some sources have decreased or dried up. A sure bet is that state taxes will be increased in some form or another. The mining industry could face increased income taxes, property taxes, severance taxes, or even a host of new taxes (if the state does not already have them) like a gross receipts tax, investment tax, or tax on revenues made outside state borders. That&apos;s bad news for an already depressed industry, even though increased taxes may be the least of the industry&apos;s worries in the current economic climate. While reopening existing mines and developing most new mineral projects depends primarily on higher commodity prices, new taxes still could pose long term concerns for mine project development. Just how mineral tax law impacts a project is not easy to figure. It involves a complex set of calculations based on interpretations of numerous federal, state, and local tax laws that change almost annually. At best, projections of tax effects for the life of a mine are educated guesses. At the same time, projections are necessary to evaluate the economic feasibility of a mineral project. At a recent Technology Transfer Seminar, the US Bureau of Mines introduced a computer software program designed to evaluate the feasibility of a mineral project and to determine the tax effects on the project&apos;s discounted cash flow rate of return (DCFROR). The program, called MINSIM, began in 1967 as a 200-statement FORTRAN II program for evaluating a hypothetical large-scale open-pit gold mine. This single-commodity oriented program employed discrete simulation techniques and a continuous DCFROR was used to measure the effect of changes in revenues and costs. Over the past 15 years, MINSIM has developed into a program 70 to 100 times larger than the original. Basically, it will analyze costs and parameters specific to an identified deposit, then determine the DCFROR. Or by using a specified DCFROR, it will determine the primary commodity price required to attain that specified rate of return. MINSIM, which is explained in detail in this article, is available from the Division of Minerals Availability, USBM free of charge. Written in FORTRAN IV, it comes on punch cards or magnetic tape and is compatible with most major computer systems. The MINSIM Program The main objective of any freeenterprise mining venture is to make a profit. To determine profitability of a given project, alternate methods of operating and financing must be evaluated. That is the purpose of MINSIM. While there are a number of methods of evaluating the economic profitability of a mining project, MINSIM uses the Discounted Cash Flow Rate of Return (DCFROR) method as its major criterion because DCFROR considers the time value of money and gives the truest measure of profitability. One disadvantage is that the calculations are deposit oriented. In other words, MINSIM analyzes only those costs and parameters specific to the deposit. It cannot be used to evaluate the overall corporate picture. The program is designed to simultaneously handle five different commodities and a leach operation for any type of mining project. For example, analysis of a coal project would include only one commodity-coal at the mine mouth. Analysis of a copper operation might include numerous commodities-from the raw material to the refined product. Input MINSIM considers capital investment-recoverable exploration, acquisition, and development costs; depreciable capital investments such as mine plant and equipment, mill plant and equipment, and infrastructure costs; all general and commodity specific operating costs; and the cost of alternate financing methods. The program has the capacity to incorporate different types of depletion allowances, numerous commodity-dependent severance taxes, variations of property taxes, and many methods for calculating state or provincial taxes. There are even many different ways to calculate federal and national taxes. The capacity to handle tax variations is generated from an internal subroutine in the program called the "open file." The user can reconstruct, customize, or evaluate any kind of tax desired. Outputs Given this kind of capacity for numerous input parameters, MINSIM is capable of the follow¬ing major outputs:

A computer package has been developed which is capable of evaluating alternative production schedules (long and short range) of an open pit mine once the ultimate pit limits have been defined. The model user can choose the best alternative according to cash flow considerations and the particular mining conditions. The package involves a combination of simulation for long range production scheduling and linear programming for short range scheduling. The simulation model based on an iterative technique, maximizes the profits within each long scheduling period (eg. year or sixth month period), and at the same time defers stripping as long as possible. A minimum exposed ore quantity is kept at the beginning of each mining period. The final long range schedule satisfies a set of constraints for each period, mainly ore quality and quantity constraints for ore and waste. An interactive smoothing procedure at the end of each period results in a schedule that is feasible in terms of mining practice. Finally a cash flow analysis model carries out cash flow calculations so that the user can select the best alternative. The linear programming model, based on a certain number of shovel regions, defined interactively by the model user, calculates the optimum production schedule for each short period under consideration, so that a set of constraints is satisfied.

The tailings produced from the Kirki (Agios Filippos) high sulfidation epithermal deposit processing plant are laminated, weakly cemented and their particle size ranges from fine sand to fine silt. They are mainly composed of milling residues of gangue (quartz, dickite/kaolinite, pyrophyllite, illite); sulfides and secondary minerals (jarosite group minerals, butlerite, anglesite, beudantite and gypsum) are present to a lesser extent. They have high Pb and Zn (average 0.75 % and 0.57 % respectively) and low S (1.04 to 2.92 %), Cu, As, Cd, Ni and Sb content (average 248, 163, 59, 27, 20 g/t respectively). Stagnant waters forming small ponds on the surface of the impoundments exhibit low pH and high heavy metal and sulfate concentrations. Negative Net Neutralization Potential (NNP) characterizes the tailings, indicating moderate to high potential for acid generation. Application of the TCLP test revealed that the tailings are characterized as toxic because of the increased solubility of Pb and Cd. On the other hand, As TCLP solubility is very low.

This paper illustrates an approach to quantitatively document the degree of technical conservatism to be incorporated into the design of a waste isolation system in bedded salt. It is anticipated that for an actual repository site the key performance constraints and/or design bases identified in this paper will be reviewed, and modified or supplemented as required. Ultimate acceptance of a repository will be dependent upon scientific peer input and scrutiny of the demonstrated conservatism inherent in each specific repository site and design.

INTRODUCTION The shield-driven method in Japan has been adopted widely in soft ground tunneling, namely, subway, water supply, sewer and utility tunnels, and recently this is an indispensable method in urban area. Since this method was started to adopt on a full scale from the beginning of 1960, construction achievements in length were about 830 km for 15 years until 1974 (1). According to the recent informations of the Japan Tunneling Association, the achievement in length under construction as of December, 1977, was about 350 km (2) and the extention of increase in shield-driven method can be guessed (Tab. 1). The environment at the lunar surface is drastically different from the one we are used to on Earth. The Moon has one-sixth of Earth&apos;s gravity, virtually no atmosphere, a surface bathed in radiation and micrometeorites, large temperature gradients, low seismicity, and a dusty, rubbly surface. To successfully mine and process materials on the Moon and to mitigate degradation effects in the hostile lunar environment, these factors require new designs for equipment and development of new techniques and technologies.

A powerful methane explosion in the mid-shaft pump station of a main service and ventilation shaft killed several persons on the station; more workers were killed when a mancage travelling down the shaft fell to the shaft bottom under a pile of broken concrete slabs from a brattice wall destroyed by the explosion venting into the shaft and a tangled mass of twisted steelwork from the equipped compartment. The newly-commissioned shaft serves a recent extension of an established mine on the Orange Free State (OFS) goldfield in South Africa. After outlining the circumstances in which the paper was written, and reviewing the nature and extent of the methane hazard in OFS mines, the paper describes the physical layout of the shaft and summarises evidence given by witnesses at the official inquiry concerning events prior to the explosion. No attempt is made to apportion blame for the incident.

Estimating the lithologic composition of gravel deposits for aggregate quality using standard field and laboratory techniques is costly and time-consuming. As an alternative, digital geologic maps and elevation models may provide a means for predicting the lithologic composition of channel and terrace deposits. Digital geologic maps can be used to evaluate the distribution of map units: their geomorphic setting, and the physical properties of the gravel source. To test this concept, the lithologies and topography of the upper drainage basin of the Big Thompson River along the Colorado Front Range were used to examine various factors that may control the final lithologic composition of channel and terrace gravels downstream. The simplest factor is the area of each of the map units in the upper drainage basin area, which can be easily measured from the digital geologic map. The percentage of each map unit within the total area provides a estimate of the pro- portions of each map unit that might be expected to occur in the downstream gravels. Published estimates of the hardness and durability of each map unit were used to calculate physical property-weighted areas; these areas are an estimate of the potential of each unit to be eroded and transported as gravel-sized particles. The areas of each map unit at 1-kilometer intervals from the drainage basin exit point were used to calculate a distance-weighted area for each map unit. For this study, a simple inverse relationship (area/distance) was used for distance weighting, but a more complicated distance function may ultimately be required. The topographic setting of exposed rock units should exert a significant influence on whether material will move slowly or rapidly through the drainage system. Two topographic factors were examined: gradient and slope. A simple gradient between map unit occurrences and the exit point of the drainage basin was used to calculate a gradient-weighted area estimate for each map unit. The slope-weighted area estimate uses the slope steepness (in degrees) in the immediate vicinity of each map unit occurrence as a measure of the tendency of material to begin moving into the sediment transport system. The primary intent of this study was to test the concept of using digital geologic map and elevation images to estimate gravel composition, rather than actually producing a useful analysis of a drainage basin. Each of the controlling factors was examined independently to gain an understanding of the magnitude of the effect of each factor. Ultimately, a comprehensive predictive model will be constructed using a combination of the various controlling factors.

Today, approximately 31% of underground coal mining operations have designated occupations or areas with more stringent (below 2.0 mg/m3) respirable dust standards in place. Many U.S. coal mines have been able to maintain compliance with very low dust levels, and the Bureau of Mines, in an effort to identify those factors contributing to low dust levels, completed a survey of twelve continuous miner sections which were able to maintain their dust levels at or below 0.5 mg/m3. The quantity and quality of face ventilation appeared to be the most important factor in controlling dust exposure. The results directed Bureau research towards identifying improved face ventilation techniques for reducing quartz dust levels on continuous mining operations. This research has involved the evaluation of a half-curtain face ventilation technique which reduces the cross-sectional area of the entry, thus increasing the air velocity over the operator. The Bureau has also conducted extensive laboratory studies to compare tubing versus brattice, including an evaluation of both systems in a crosscut turn. In an effort to improve ventilation and reduce dust exposures of roof bolter operators working downwind of the continuous mining machine, the Bureau has evaluated two novel face ventilation systems. The first system consists of a fan discharge tubing technique which routes dusty air away from the return entry being bolted. In a technique similar to the fan/tubing concept, exhaust air from the upwind continuous miner face can be scrubbed using a dust collector to capture a portion of the dusty air, clean it, and supply it to the bolter operators as a split of clean intake air. A better understanding of face ventilation techniques should lead to solutions to the problem of more stringent dust standards due to quartz.

This paper presents EOLAVAL, an integrated mine ventilation design software. In its new expanded version it is a user friendly and fully interactive computer package. The features of the new version are a graphics interface fully compatible with Autocad files, an integrated database of fan characteristics and the optional use of the thermodynamic approach in carrying out network simulations. This software can be used in underground mine ventilation planning: mine ventilation network analysis and simulation, economic design of airways, auxiliary ventilation design, calculation of a mine air heating plant, and evaluation of the natural ventilation and pressure losses in a mine shaft. This paper presents a case study illustrating the use of the computer package in mine ventilation design.

An airborne dust cloud is an ensemble of particles of varied size, density, shape and states of aggregation. An understanding and quantifying of the dispersion and deposition of the dust generated in mines is essential to the development of measures for reducing worker exposure to dust. In coal mining, the major portion of the dust is generated during the cutting of coal using a shearer or a continuous miner. The major phenomenon affecting ambient concentration is the deposition of dust. Particle deposition may take place due to the effect of gravitational, inertial, electrostatic, and thermal forces, and mechanisms such as Brownian and eddy diffusion and inertial impaction. The three major mechanisms of deposition in turbulent flow in mines are diffusion (Brownian and eddy), sedimentation and inertial impaction. The mechanisms determining particle deposition are size dependent. From a review of the literature, there appears to be a knowledge gap in the understanding of the deposition phenomena in mine airways. In order to obtain a better understanding of the deposition of dust for various particle sizes, and to develop a set of data for evaluating predictive mathematical models for dust-flow in mines, a series of dust flow experiments was performed under controlled conditions in mine airways. It appears that the deposition data generally follow the theoretical behavior of dust based on the combined effect of diffusional and gravitational deposition. In this paper, the findings of the study on the deposition of dust in mine airways and its dependence on size, velocity and concentration are discussed. A set of deposition equations that could be used to determine the approximate deposition at various points in a mine airway are presented.

The 345 km long Taiwan High Speed Rail Project will connect the island’s two most populated cities, Taipei and Kaohsiung. Kaohsiung is the world’s third busiest port. The 23 km of alignment on Contract C230 requires the construction of 5,879 m of shallow mined tunnels ranging from 137 m to 1,285 m in length. All nine of these tunnels are mined using NATM methodology. Two of the tunnels, T01 and T08 are in the Toukoshan Formation. This paper will discuss the mining methods, ground support design, and the instrumentation installed to monitor and verify its effectiveness in the two aforementioned tunnels.

INTRODUCTION This paper describes one of several research projects funded by the Advanced Research Projects Agency to extend the technology of rapid underground excavation. This study and field research effort are to investigate alternative means to determine rock and geological conditions in advance of a tunnel boring machine (TBM). Approximately 1 year of a planned 3-year program has resulted in the definition of three candidate drill systems. Hardware has been assembled to field test these candidates and testing has begun. The 3-year objective is to develop a single optimum prototype drill and test it in an active TBM operation.
