The region of Asturias, located in the northwest of Spain, has an extensive mining history; coal, gold, zinc, lead, copper, cobalt, mercury, iron, manganese, fluorspar and others have been extracted from the antiquity. In the Asturian Central Coal Basin, the closure of all open pit coal mines and their restoration, the progressive closure of underground coal mines that is happening from the 1980?s, and the restoration of spoil heaps, provides post mining lands for alternative uses. In relation to metallic mining, the abandonment of all mercury mines without restoration in the 1970´s, has left significant quantities of wastes and mining works. More than thirty years later most of them remain without restoration. In these sites the legacy of the historical mining activities is apparent in the form of shafts, galleries and transversals, old mining installations and spoil heaps. Mine wastes have eventually become important Hg and As pollution sources, resulting in a widespread contamination of the surrounding soils and surface waters. Abandoned mines of other metals such as copper, cobalt, iron, etc. and industrial minerals such as fluorspar, have also left a mining legacy to take into consideration. In this context of declining mining areas, some remedial options have been applied to specific areas resulting in alternative uses as pastures, agro-forestry, industry and socio-cultural activities.

Drainage and erosion control often become problems at mine reclamation projects. An example of this was an abandoned surface uranium mine on the south Texas plains. Engineers with the Texas Railroad Commission solved these and other problems with a three-dimensional geomatrix erosion-control matting at the 69-hm2 (170-acre) site, about 70 km (45 miles) southeast of San Antonio. Enkamat, manufactured by Akzo Nobel Geosynthetics, was installed to reinforce the grass waterways that handle runoff from the reclaimed mine. Reclamation was completed in the spring of 1992. Bill Walker is regional manager for Erosion Control Systems. He worked with the contractor to identify an erosion control product that complied with the project's design and installation parameters. "Use of erosion control matting enabled us to reduce erosion control costs," said Mark Rhodes, with the Texas Railroad Commission. "Also, the erosion control material was more aesthetically compatible with the reclaimed landscape." The commission's design called for a terrace ditch to be constructed midway up the reclaimed spoil slope to catch and collect water. Commission engineers selected spoil slopes, ranging from 5% to 8%, to build reinforced grassed waterways to drain the collected water from the terrace ditches. This was done instead of dropping the water at steeper slope location in rip rap- or concrete-lined channels. Enkamat's three-dimensional geomatrix of heavy nylon monofilaments is 95% open space that aids root growth. Its root-reinforcement system resists the hydraulic lift-and-shear forces created by high-volume discharges of water. In addition, fine eddy turbulences are prevented from isolating and uprooting individual roots and clumps of vegetation. Enkamat is flexible and lightweight. This makes it easy to install. And, because grass grows into it over time, it "disappears" after installation. Between 12,540 and 14,200 m2 (15,000 and 17,000 sq yds) were installed in the waterway using 150-mm (6-in.) staples to fasten the matting, said contractor Dale Blackstock. "It was easy to use; no problem at all to put down." Blackstock selected Enkamat from a list of eight different channel lining materials described as acceptable in the commission's design specifications. The design specifications were based on the results of channel-lining performance tests conducted by the Texas Department of Transportation. Rhodes said that the commission's Abandoned Mine Land Reclamation program had installed Enkamat on other abandoned uranium mines and on an abandoned surface lignite mine near Austin. "Pretty much all of our installations of Enkamat have worked out well," he said. "There have been no failures. The reinforced grass waterways have performed as designed."

Environmental impacts from acidic mine drainage are growing national concerns that are particularly acute in the headwaters of the Rocky Mountain region. In the Black Hills of South Dakota, approximately one thousand mines are inactive or abandoned, most of them in the headwaters of major drainages. This paper examines the Bear Butte Creek basin, a heavily mineralized watershed with significant historical mining impacts and a surface gold mine permitted in 1997. The watershed loses its surface discharge to swallow holes in the karstic Madison Limestone. The integrity of the aquatic ecosystem was monitored with a suite of site-specific bio-indicators. Stream surveys covered the entire reach of Bear Butte Creek from near its headwaters to the swallow holes in the Madison aquifer. Data from the stream surveys, water-quality sampling, and bio-indicator surveys clearly showed that water-quality impacts are limited mainly to Strawberry Creek and to the area of Bear Butte Creek near and downstream of the town of Galena.

An extensive geotechnical instrumentation program was undertaken during the construction of a 6.7 m (22 ft) inside diameter tunnel to monitor the ground-structure response and to check assumptions made for design. The tunnel was advanced through sedimentary and igneous rock using a fully shielded tunnel boring machine (TBM) with both temporary support and final lining provided by precast concrete liner plates erected in the tail section of the TBM. The parameters measured and evaluated include rock deformation, strain in the precast concrete liner, changes in tunnel cross section and groundwater response. In addition, an automated camera system is described which was mounted on the TBM to provide a continuous photographic record of the bedrock conditions exposed at the tunnel springline. The performance of various types of instrumentation equipment in an underground construction environment is also evaluated.

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. A Simulation/Animation Model (SAM) with several unique features has been developed for continuous mining in room-and-pillar production systems. Initial cut data are generated by the program based on a short list of general section parameters, and is graphically displayed on the screen for checking and editing. This portion of the program includes several intelligent features. For example, a different cut sequence will be generated for uni-directional section ventilation than for bi-directional flow. Once the data are accepted, the entire simulation may be viewed in animation. Effectively, much of the data are checked visually by watching the actions of the mining equipment. Following the simulation, results are summarized as bar and pie charts, as well as printed output. In addition to the extensive use of graphics, the program contains several advances in simulation techniques as well.

In recent years, research in the field of artificial intelligence (AI) has had many important successes. Among the most significant of these has been the development of powerful new computer software known as the "expert systems". Expert system programs designed to provide expert-level consultative advice in mineral exploration (Duda et al, 1981), scientific (Feigenbaum, Buchanan and Lederburg, 1971) and medical (Shortliffe, 1976) problem solving are generally acknowledged to be among the forerunners of this research. As the decision makers virtually in all fields face a more complex and involved world within which to operate, the need for some decision support is also becoming urgent. Thus applications of expert systems continue to spread out reaching problems that, because of their dimensions or particular aspects, set more demand on the decision methodologies. To meet these new requirements, many activities which were performed in the past by the domain expert or engineer must become automated. Furthermore, previous research (Dawes and Corrigan, 1974; Dawes, 1979) has shown that automating an expert's decision rules often provide better decision than the expert does. For large systems it would be very useful (or even necessary) to have formal tools, allowing one for example, to automatically discover inconsistencies, contradictions or redundancies, or to identify the possibilities of wrong lines of reasoning in the decision process.

In May 1998, Hanson Aggregates Midwest, as an outcome of mine planning, offered a 10-acre tract of land containing the famed fossil-bearing Silica formation, to the City of Sylvania, OH. in the form of a 99-year lease agreement. The Olander Park System, and Ohio code park operating within Sylvania Township, was then approved by Hanson and the City to manage and fund the park. All parties signed the lease in August of 1999. In November 2001, local residents voted to fund the park by a margin of 2 to 1. The park will consist of a shallow (approx. 20 ft.) former cement production quarry that is 700 ft. long by 300 ft. wide. Hanson’s motivation and vision for the park was fivefold: 1) the site was located away from long-term reserve access; 2) it would serve nicely as buffer property for the active quarry; 3) it had become an area of illegal dumping by locals in the past; 4) trespassing and safety issues would be limited by allowing supervised usage; and 5) the shallow outcropping contains the world famous, fossil-bearing Silica shale. Hanson will supply shale to the park perpetually via stripping activities in the process of uncovering quality construction aggregate limestone and dolomite reserves. Thousands of enthusiastic fossil hunters have already combed throughout the shale in their quest for “treasures”. The park’s master plan also features nature trails, picnic areas, a fossil-themed play area, amphitheater, visitor’s center and gift shop. Given the natural and people resources that Sylvania Fossil Park will have to offer, Hanson is confident that it will become the premier invertebrate fossil hunting site in the United States. It will also remain a solid community relations vehicle for years to come.

"The adoption of tunneled combined sewerage interceptors and outfalls leads to design linings which are often subject to internal pressures that are larger than the external pressures, resulting in significant tension loads. The need to meet stringent durability conditions for the normal design life of 100 years often drives client specifications to require a double pass solution with a cast in situ secondary concrete lining. However, improvements in concrete technology and the need to seek efficiency in terms of time and costs, have driven designers to consider single pass segmental linings. The Riachuelo Sanitation project in Buenos Aires is subject to these constraints both upstream and downstream of a sewage treatment plant. This paper describes how the challenges of up to 2 bar pressure differential have been addressed by careful analysis of soil structure interaction to ensure that the full benefit of external ground pressure is realized, resulting in a more optimal design for the constructor both in terms of cost and time. INTRODUCTION The construction of long sewerage interceptors and outfalls is becoming an increasingly common piece of infrastructure for modern urban cities facing a large water front and estuarine conditions, which are under a significant environmental burden imposed by decades of sustained growth. Such works intercept most of the distributed sewage discharges to then divert them to a central treatment point from which it will be finally diffused via an outfall into a water body capable to accept these discharges under acceptable environmental conditions. Depending on the magnitude of the sewage load to be handled, the configuration of the urban environment and the conditions of the receiving water body, both in terms of oceanography forces and seabed conditions, these schemes will vary in length, conveyance capacity and design and construction requirements. When conditions permit, the current trend is the execution of long outfalls using flexible solutions (such as the use of HDPE pipes) which usually require some form of concrete ballasted weights to resist off shore dynamic forces when directly laid over the sea bed. However, this concept faces limitations when the conveyance requirements indicate the need for large diameters (typically above 3000 m) and also when the outfall needs to avoid deep features off shore such as navigation channels. When this occurs, tunneling, particularly segmentally lined tunnel constructed by TBM emerges as the most feasible approach for large diameter, long deep outfalls. The operating conditions often result in internal pressures that are larger than the external pressures, resulting in significant tension loads in the lining. The need to meet stringent durability conditions for the normal design life of 100 years often drives client specifications to require a double pass solution with a cast in situ secondary concrete lining."

The new Lyon-Turin railway project involves the construction of a 57 km twin-tube tunnel between France and Italy. Pini France (project leader) and Systra-SWS are the designers of Construction Site 8 (CO8). This part of the project includes the construction of the tunnel portal on the Villard-Clément platform, two 2.8 km long tubes of the base tunnel in the direction of Saint Martin la Porte, the cross-passages between tubes and the niches. This paper presents the general approach followed to design the temporary support for the base tunnel, cross-passages, and technical rooms. The design of the temporary support accounts for the variability of the ground and water conditions, the excavation attended behavior, the construction planning and the identified geological hazards that could be encountered along the alignment. Particular attention is paid to the intersections between the tunnels both in terms of numerical modelling and construction methods and phases. Two types of intersections are present in the project: the intersections between the cross-passages and the base tunnel and the intersections between the base tunnel and the niches. 3D models have been developed for the tunnel intersections.

This work is concerned with the extraction of refractory metals using an electro-reduction process, in which a molten oxide melt, instead of halide, is used as the electrolyte. The process may provide an alternative method of producing refractory metals from their ores through use of a reverse-polarity direct current (DC) plasma arc heating process. In such a process, the plasma torch itself acts as an anode, and resulting liquid or solid product metals work as a cathode, whereas the molten oxide melt plays the role of an electron transfer layer. The focus of this study is: the electro-reduction of scheelite; vanadium pentoxide; and chromite. For the vanadium pentoxide, the proposed melt is mainly composed of CaO-V2O5/Li2O-B2O3-V2O5or FeO-CaO-SiO2-V2O5-Li2O with the addition of other alkali and alkaline metal oxides. In the case of scheelite ore, the SiO2-CaO-Li2O-WO3system is used as melt and metal aluminum or nickel could be used as a collecting media. As for the reduction of chromite ore, SiO2-CaO-Cr2O3-Li2O system with trace amount of CaF2is used as the melt. As a demonstration, chromium was successfully produced at a laboratory scale through the plasma driven electro-reduction process. One of the studied slags had a composition of 13.8% CaO; 4.9%CaF2; 36.4% Cr2O3; 6.9% Li2O; and 38.0% SiO2. Two observations are significant in this laboratory scale study. The first one was that the amount of Cr2O3and FeO, which were predominantly electronic conductors in the oxide melt, greatly affected the conducting mechanism of the melt. With high concentration of Cr2O3and FeO in the melt, the current efficiency was fairly low. In this case, chromium was found to be barely reduced because of electronic conducting mechanism. For example, with initial slag of 60% Cr2O3, no chromium was found reduced. With low concentration of Cr2O3and FeO in the studied melt, typically no more than 30% Cr2O3, it was observed that chromium was readily reduced due to the dominant ionic conducting mechanism. The second observation was that the addition of SiO2tothe melt helped to make the oxide melt more ionic, which was apparently desirable to the molten oxide electrolysis. However, high content of silica had a negative effect on the fluidity of the melt. This was resolved by adding trace amounts of CaF2to the melt. Therefore, by judicious selection of oxide melt, refractory metal oxides might be dissolved into it and yet the melt itself retains the required ionicity. A reverse-polarity DC plasma driven molten oxide electrolysis may prove to be a viable alternative route for the extractive metallurgy of refractory metals.

Production In 1993, it was estimated that United States mine production of barite increased 24%. Barite consumption, either sold or used by grinding plants, increased by 39% and imports increased 4%, according to the US Bureau of Mines (USBM). Nevada continued to be the leading producer of barite with 80% of the total, followed by Georgia. It is estimated that 83% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 17% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Tennessee was used in the non-oilfield sector. Prices The value of domestically produced barite, f.o.b. mine, decreased 1%, according to the USBM. The declared value c.i.f. US port of all imported crude barite during 1993 decreased from $40.09/t ($36.37/st) in 1992 to $37.72/t ($34.22/st). Uses Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 90% was used in drilling fluids and 10% in the non-oilfield sector. This included barium chemicals, fillers in paper, plastics, brake shoes and glass. The tonnage consumed in the drilling fluids market increased due to the higher average rig count during 1993. The average number of rotary rigs operating in the United States was 754, 5% greater than the 1992 average of 717. Imports Crude barite imports in 1993 were 443 kt (488,000 st) greater than 1992, representing an increase of 137%. Imports accounted for 67% of the barite consumed (apparent) in the United States.

Many factors must be considered when designing a heap leach pad. Geotechnical properties of the ore, can and will affect how well an ore leaches, the solution recovery, stability of the heap, and settlement. As a heap is stacked some of these properties will change due to the increased load. In order to properly design a heap these properties should be determined beforehand so that the heap performs as intended.

This paper describes recent ground control challenges encountered at the longwall recovery areas of one of Bailey Mine?s two longwall faces and the proactive measures taken by CONSOL management and engineering to mitigate them. The challenges derived primarily from the following causes: (1) irregular roof coal and draw slate thickness, (2) presence of thick sandstone at the recovery area and extremely weak rocks below the sandstone, (3) close proximity to a regional anticline, (4) low shield set pressure and tip load, and (5) ineffective primary roof support that led to progressive failure of the headgate roof. The presence of the anticline contributed to extensive fracturing of the sandstone. Excessive pot-out in advance of the shields frequently occurred near mid-face due to the presence of thick draw slate and irregular roof coal near the recovery area. This, in turn, resulted in face heights that exceeded the maximum reach of the shields. Subsequently, during longwall meshing, when the advance rate slowed considerably, fractured sandstone would often break loose, causing the shields to yield, thereby reducing the height and inhibiting shearer movement. To improve the headgate and face conditions within the longwall recovery area, several actions were taken, including: (1) assessing site-specific roof geology by conducting in-mine roof coring around the recovery areas and by mapping immediate draw slate and roof coal thicknesses within surrounding entries, (2) increasing pump pressure and thus shield set pressures (3) diligently monitoring shield set pressures and longwall extraction horizon, (4) installing additional cable bolts and roof screening to prevent progressive failure of the immediate headgate roof, (5) fully-grouting supplemental cable bolts to improve headgate support stiffness, and (6) gluing the headgate roof within the recovery areas with polyurethane. As a result of these collective efforts, longwall recovery delays at Bailey Mine were reduced from 21 days in 2006 to nearly zero in 2009.

INTRODUCTION In Canada, radium-226 is removed from uranium mining and milling effluents by the addition of barium chloride to precipitate barium-radium sulphate. Large settling ponds are provided to effect solid-liquid separation. However, the barium-radium sulphate precipitate [(Ba,Ra)S04] is a fine, slow-settling crystalline solid which is not easily removed by simple sedimentation systems. Consequently, settling pond effluents may contain appreciable quantities of particulate or suspended radium-226, depending upon the specific pond system and/or the time of year considered. Also, current technology is expected to be incompatible with ultimate disposal goals since safe recovery of the barium-radium sulphate sludge from the settling ponds may be difficult to achieve (IAEA, 1976). Under the auspices of Environment Canada, a Government-Industry Mining Task Force established a Radioactivity Sub-Group in 1974 to assist in the development of effluent regulations and guidelines for the uranium mining industry. Among the recommendations of the Sub-Group was the need to seek more effective methods of radium removal, including development of physical--chemical treatment systems as an alternative to settling ponds. In response to the Sub-Group recommendations, a bench scale feasibility study began in March 1976 at the Wastewater Technology Centre (WTC) of Environment Canada. The bench scale work was expanded and accelerated in 1977 with financial assistance provided by the Atomic Energy Control Board. The results of this study indicated that coagulation and flocculation of the (Ba,Ra)S04 precipitate greatly increased settling rates (Wilkinson and Cohen, 1977). Subsequently, a research program with a larger scope was initiated in January 1978; this program is jointly managed and funded by government and industry as indicated in Table 1. The principal goal of the Joint Government-Industry Program is the development of a physical-chemical process to reduce the radium-226 content of uranium mining and milling effluents. The following effluent radium-226 activities were established as targets for the program: 0.37 Bq/L (10 pCi/L) as total radium-226; 0.11 Bq/L (3 pCi/L) as dissolved radium-226. 6.1-SOIL MECHANICS WALTER C. SHERMAN, JR. 6.1.1-DEFINITION Soil mechanics is concerned with the behavior of soils in relation to the design, construction and performance of engineering works. In this context, soils include all uncemented materials, such as, gravels, sands, silts and clays, either naturally or artificially deposited, and, under certain conditions, weakly cemented, badly broken or weathered rocks. Many types of mine wastes have physical properties similar to those of soils and thus are amenable to analysis by the principles of soil mechanics. The principles of soil mechanics are used to solve such problems as the stability of various types of structures with respect to failure of the supporting soils, determination of soil pressures and deformations in the design of foundations and retaining structures, analyses of seepage and under seepage, and stability with respect to sliding of excavated and natural slopes and embankments. 6.1.2--SOIL PROPERTIES Soils are classified on the basis of index properties, such as, particle-size distribution and plasticity characteristics. The Unified Soil Classification System1 used to classify soils for engineering purposes is shown in Table 6-1. Other physical properties important from an engineering standpoint include natural water content, density, permeability, shear strength and compressibility. Physical properties are evaluated on the basis of carefully conducted laboratory tests. Procedures for laboratory testing are presented by Lambe. 2 Soils, either of natural or artificial deposition, are complex three-phase materials consisting of solids, water and gas (usually air or water vapor). One of the most important principles in soil mechanics is based on the concept of effective stress in the soil-water system. A stress, a, applied to a saturated soil is taken partly by the soil particles (effective stress, a'), and partly by the water in the voids (neutral stress or pore water pressure, u,) so that a' = a - u,. Only the effective stress affects the mobilization of frictional resistance between soil particles. In partially saturated soils, the pore-water pressure is negative due to capillary effects. The effective stress relation remains valid for small negative pore pressures, but anomolies arise if the soil is significantly unsaturated. In this case, the pore pressure is commonly assumed as equal to the pore air pressure, u,, so that [ u' = u - u..] 6.1.3--SOIL EXPLORATIONS Soil explorations are carried out by borings or test pits. Hvorslev3 has reviewed procedures and boring requirements, such as, type, depth and spacing employed. In general, soil strata are logged and representative exploratory samples are recovered for classification purposes and for determining the subsurface soil profile, which is constructed utilizing also knowledge of the geology of a site. In the UK a high proportion of land-won sand and gravel is extracted from sub-alluvial gravels and river terrace gravels located within river valleys. However, extraction from deposits of this type is increasingly proving to be less acceptable. Quarries within river valleys often have a high visual impact and the cumulative impact of these operations in close proximity to each other can be high (figure 1). River valley operations are almost always restored to open water. Whilst these may be attractive for nature conservation and provide leisure activities, they can also have a serious impact on the natural hydrology of the flood plain. Wet restoration of quarries located close to airports or airfields can also lead to concerns regarding increased risk of bird strike on aircraft. The Civil Aviation Authority recently suggested that an exclusion zone of 13 km be applied around all airports and airfields to reduce the potential for bird strikes on aircraft. This action is likely to have a serious impact on the availability of potential sand and gravel extraction sites in river valleys.

Introduction The design of wet grinding circuits may vary considerably according to the duty which is to be performed. Grinding machines which are commonly used in these circuits are rod mills, ball mills, autoge¬nous mills, and pebble mills while size separation machines commonly used are vibrating and wedge-wire screens, hydrocyclones, and rake classifiers. In some circuits, such as those producing feed to cement kilns, all the ore entering the circuit is discharged in a single product stream. In others, such as those operating on magnetite-taconite ores, the feed entering the circuit leaves in two or more streams. Grinding circuits in flotation plants normally include sections in which either the concentrate or the tailings from the primary flotation circuit is reground and these additional sections should be regarded as an inte¬gral part of the grinding circuit. A typical circuit is shown in Fig. 18. Problems in achieving maximum efficiency may occur at three stages: 1) At the design stage when the optimum size reduction flow¬sheet must be selected with respect to the types, numbers, and sizes of processing units. 2) At the operating stage when the correct selection of values must be made for those variables which may be altered while the circuit is off-line but which are constant while the circuit is on-line, for instance the vortex finder diameter of the cyclones. 3) Under conditions of continuous operation when changes in the circuit feed or in the mechanical operation of the circuit may cause undesirable changes in the circuit product. The first two prob¬lems are concerned with optimization, that is, with making the best choice from many possibilities, and the last with control. Optimization Problems. The main purpose of a wet grinding circuit is to produce particles with a sizing distribution which will ensure optimum performance of the later chemical reaction or physical concentration circuits, because it is on the efficiency of these later circuits that the economics of the total mineral treatment process depend. The size distribution of the product from a grinding circuit may be affected by many variables, some concerned with the arrange¬ment and operation of the machines and some concerned with the ore characteristics, and it is important that these should be recognized in the design and operation of the circuit. For instance, in a simple ball mill-cyclone circuit the variables which affect the product size even for constant feed characteristics are shown in Fig. 19. In addition, the rate, size, hardness, and mineralogical composition of the feed will affect the performance of the circuit and the product size. When the circuit contains more than one mill, both the number of choices available and the complexity of the problem are increased consider¬ably. Consequently, one type of problem which is to be solved if an optimum product is to be obtained from an existing grinding circuit is that of circuit design, and this includes arrangement of processing units and selection of those operating conditions which cannot be altered when the circuit is operating, such as mill speed and cyclone inlet and outlet dimensions. The other major problem in optimization is encountered at the design stage when a choice must be made about the type, number, and size of processing units. For instance, for a typical high-capacity size reduction operation, should two circuits each containing one rod mill and two ball mills or three circuits each containing one rod mill and one ball mill be used? Alternatively, should ball mills only be used and if so, how many, what size, and what arrangement?

As the 2012 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2012 issue of the Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 332. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2012 Transactions is the third Transactions to take advantage of new publication technologies. It is available solely as an online subscription. The new format better suits the way this material is used and, ultimately, better enables the transfer and dissemination of knowledge. The 2012 Transactions contains some of the most interesting research from the past year, including a paper on the uranium boom in Namibia, work on improving the safety of coal pillar extraction, ways to improve the optimization and efficiency of various mine activities and the newest research from the U.S. National Institute for Occupational Safety and Health (NIOSH). The 2012 Transactions consists of a total of 67 technical papers (550 pages, including index), including all 18 papers published in 2012 in the Technical Papers Section of Mining Engineering magazine (Vol. 64) and all 31 papers published in 2012 in Minerals & Metallurgical Processing (Vol. 29). Additionally, this volume contains 18 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 67 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2012 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

A hydrologically isolated surface coal mine was reclaimed using acid material handling, alkaline addition and ground-water management techniques. Eight pit floor drains were installed during reclamation to intercept ground-water flow in the mine backfill and minimize water table buildup. All drains began flowing within six months of installation. Water quality and ground-water discharge have been monitored for four years after mine closure. A thin water table aquifer about five to seven feet thick has developed in minespoil about 20 to 40 feet thick. Ground-water flow direction is largely controlled by geologic structure and the drains. Median ground- water discharge is about 0.43 gallons per acre per minute, and varies an order of magnitude between wet and dry seasons. About 19 % of precipitation enters the aquifer as recharge. Seven of the eight drains typically discharge net alkaline water. Alkalinity is produced continuously and concentrations are highest during dry periods. Conversely, sulfate and acidity concentrations increase during wet periods as slugs of accumulated acid products are leached. Overall water quality is controlled principally by minespoil geochemistry and added alkaline material. The drains have successfully directed ground-water to a planned discharge area. Without the drains, a ground-water mound was expected to form against a buried highwall and discharge over a large area.
