Discussion by G. Le Bel The paper proposes three methods to determine optimum lifetime of a mining project 1. The conclusion is that the three methods arrive at the same optimum production rate (by coincidence). It is also stated that: "The stochastic and option pricing models, in addition to providing a more realistic optimum mine life than the traditional NPV (net present value) calculation, showed that the example project has the potential for substantially higher return. By explicitly considering a project's potential risks, the stochastic or option pricing techniques can more accurately describe its probable investment performance." This discussion is intended to demonstrate that: •It is no coincidence that the three methods arrive at the same optimum production rate. • The stochastic and option pricing models do not provide a more realistic optimum mine life than the traditional NPV calculation. •The potential for a substantially higher return is misrepresented. First, a review of investment decision theory in mining is needed. Net present value is the preferred performance measure because of the flexibility offered when comparing various alternatives. However, it presents the following disadvantages: • The discount rate selection is not straightforward. • The NPV obtained represents a deterministic characterization of the variables included in the cash flow calculations, i.e. a single-point estimate. Discount rate selection The opportunity cost of capital represents the rate of return that would be obtained if the capital was instead invested in other opportunities considered to exist. Such opportunities must be bypassed if the available capital is invested in the project studied 2. If these other opportunities carry risk similar to the project under analysis (for example, if they are other mining projects), there is no need to add incremental [ ] risk factors. On the other hand, if these opportunities are represented by the acquisition of government bonds yielding 7%, a risk premium factor must be included. The types of risks associated with a mining venture are shown in Table 1. Together they represent the "business risk" of being a mining company. The individual project risk is important to investors if it differs substantially from the business risk of the company and that of the other investments in mining ventures that we must pass up to invest in this particular project. A risk premium or discount would then be required. This can be illustrated by the following example. Consider that a company has two investment alternatives: one is the Cavender hypothetical project located in Nevada, and the other is the same project located in a civil war zone of central Europe. The second project requires a risk premium factor on the discount rate. Conversely, a project showing highly uncertain returns that are negatively correlated with the returns of the firm's other assets may decrease the company's corporate risk. Deterministic character of NPV calculation The cash flows used in NPV calculations are obtained from a set of variables. These variables are estimated using one parameter obtained from the engineering studies. Each parameter is thus a single value that is often termed a "realistic" or "best estimate" as opposed to "optimistic" or "pessimistic." The Urad property had been worked intermittently for over 50 years before American Metal Climax (AMAX) started an extensive exploration program on this property in 1961. The detailed studies of the property proved a large ore body of low grade molybdenum ore that could be mined by modified panel caving methods. Mine development and mill construction for a 5000 TPD operation was completed in July 1967. The Urad mine and plant site is located 55 miles west of Denver near Berthoud Pass. The plant elevation is 10,200 feet. The crushing plant is located underground because available surface area is re¬stricted by snow slide hazards. Crushing plant layout and ventilation system design for the Urad mine was based on our operating experience at similar crushing facilities located at the Climax operations. Low speed conveyors of generous width, adequate exhaust volumes at all ore transfer locations, large hoods and good conveyor skirting have made the Urad underground crusher dust control operations very satisfactory. Good maintenance and cleanup of the crusher facilities have made a clean working area with very low dust exposure. The ore from the mine is dropped approximately 1000 feet through ore passes to scraping drifts above the crusher and then transferred to the coarse ore bin by 150 h.p. slusher hoists. A reciprocating plate feeder under the coarse ore bin feeds a 48 x 60 jaw crusher. Ore from under the crusher is conveyed on a 48 in. belt to a vibrating screen where oversize passes through a 7 ft. Standard cone crusher. The crushed ore along with the screen undersize is conveyed on a 42 in. belt to a 1000 ton surge bin.

The Rio Blanco Oil Shale Company completed a modified in situ oil shale retorting demonstration at its Tract C-a Lease in the Piceance Creek Basin of northwestern Colorado during the spring of 1982. This demonstration was the first MIS project with shafts rather than adits for access to the mining operation, and it involved several potential hazards which required that particular attention be paid to mine ventilation. Methane was first encountered during shaft sinking and ultimately resulted in the mine being classified gassy by MSHA. Secondly, we encountered hydrogen sulfide in association with the ground water, and this proved to be a more persistent problem than did the methane. Thirdly, in order to burn the underground retorts, it was necessary to provide for potential leakage of retort gases and to obtain a modification to the MSHA standard which forbids fires under- ground. This modification had a significant effect on the ultimate ventilation procedures at Tract C-a. An extensive under- ground air monitoring program was included in the ventilation system.

The Wellman-Lord SO2 Recovery Process is operating commercially at one location in this country and at two locations in Japan. Tail gases from a sulfuric acid plant, from an oil fired steam generator and from a sulfur recovery unit are the respective applications. 1) At the Olin Corporation's Paulsboro, New Jersey, stack gas from a spent acid regenerative sulfuric acid plant-45000 SCFM - is treated in the W-L unit to reduce sulfur dioxide concentrations from 4500 ppm to less than 500 ppm. 2) At the Japan Synthetic Rubber plant in Chiba Prefecture, stack gas from an oil-fired steam generating plant - 120,000 SUM - is reduced from 2100 ppm S02 to less than 200 ppm. 3) At the Toa Nenryo Kogyo refinery in Kanagawa Prefecture, tail gas from a sulfur recovery (Claus) unit - 41,000 SUM - with, an inlet SO2 concentration of up to 13000 ppm is reduced to less than 200 ppm. The three installations are operating successfully and are capable of reducing S02 emissions to levels significantly below the concentration guaranteed. With the one exception of a higher than guaranteed chemical make up requirement at Paulsboro, utility and chemical requirements will be less than design.

Pyrometallurgical products from lime roasting of refractory gold ores, pyrite, and arsenopyrite have been examined for their mineralogy, porosity, permeability, retention of contaminant sulfur and arsenic, and potential effectiveness of gold extraction. Cathodoluminescence microscopy, supplemented by X-ray diffraction and scanning electron microscopy-energy dispersive analysis study, has shown that the products phases have characteristic cathodoluminescence properties as follows: anhydrite (CaS04), deep blue; unreacted portlandite (Ca(OH)2), deep purple; oldhamite (CaS), light yellow to rarely pink or orange; a sulfur-rich, arsenic-poor phase, violet; an arsenic-rich, sulfur-poor phase, non-CL. Within the temperature range examined (400-850°C), hematite exhibits greater porosity and permeability at the intermediate roast temperatures of 600-650°C.

The flotation performance of Sodium O, O-diisobutyl Di thiophosphate (referred to as reagent A) was compared with Aerophine 3418A (referred to as reagent B) for floating a complex copper ore grab sample (Ore A). Preliminary test results indicated a cumulative copper concentrate grade of 10.19% with a recovery of 86.31%, which was achieved with reagent A from a feed consisting of 5.32% Cu. The grade and recovery achieved using reagent B are 9.11% and 87.85%, respectively. A comparative analysis based on the preliminary test results indicated that reagent A’s performance is better than that of reagent B at lower concentrate grades, specifically below 12% Cu. However, the flotation performance is better for reagent B at higher concentrate grades (>12% Cu). A more detailed study was conducted to optimize the grade-recovery performances achievable from both reagents on a complex low-grade copper ore sample (Ore B) from Western USA. Test results indicated a copper concentrate with a grade of 5.5% Cu and 78.59% recovery was obtained with reagent A compared to 4.31% Cu and 62.04% recovery with reagent B from a feed consisting of around 0.25% Cu.

"BACKGROUND In the event of an explosion or fire in an underground mine, workers can be exposed to a deficiency of oxygen, an excess of carbon monoxide, or both. These threats can occur as separate conditions or simultaneously. A lack of oxygen in the breathing air can only be addressed via the use of a self-contained breathing apparatus (SCBA) acting as a source of oxygen. An excess of carbon monoxide can also be addressed via the use of an SCBA, but if the threat occurs in isolation (that is, the atmosphere still contains sufficient oxygen to support life) and the concentration of the threat gas is not extreme (< 2%) then the carbon monoxide threat can also be addressed by the use of a filter self-rescuer (FSR). Used together, the SCBA and FSR offer a far more efficient and universally capable life support system than when used in isolation. However, the SCBA does not take advantage of the fact that the surrounding atmosphere likely contains some level of useable oxygen; i.e., the SCBA always supplies the total required oxygen from its limited supply, resulting in a ceiling on its useful life regardless of the level of oxygen in the surrounding air. To address this technology gap, what is needed is a ""smart"" SCBA that provides filtration and catalytic protection against threat gasses and has an extended duration life-sustaining oxygen inhale stream independent of the threat content and oxygen deficiency of the surrounding atmosphere. DEVELOPMENT Developed under contract with NIOSH the Smart Escape SCBA is comprised of three major components including; 1) oxygen supply, 2) oxygen sensing & dosing electronics and, 3) a CO catalyst and carbon bed broad spectrum FSR. The SCBA is designed as a hybrid system that provides non-toxic breathing air by using an approved Chemical, Biological, Radiological and Nuclear filter self-rescuer and a catalyst to convert high levels of carbon monoxide to harmless carbon dioxide (CBRN FSR/CO). In addition, the Oxygen Sensing & Dosing Electronics (OSDE) package adds sufficient oxygen to make up for deficiencies detected in the ambient air (Figure 1). By making use of the ambient oxygen, less oxygen is required for a one-hour unit life. This means that the Smart Escape SCBA fits in a smaller and lighter package than a similar-duration conventional Self-Contained Self-Rescuers (SCSR). Alternatively, taking advantage of available ambient oxygen could offer a significant increase in working duration in a unit with the same size as current SCSRs. The research performed under this NIOSH contract involved numerous tasks including: (1) definition of performance and system requirements for the Smart Escape SCBA, including keeping environmental stressors within acceptable ranges, providing at least one hour of breathable oxygen supply, and using a mask or hood that allows high-quality voice communication; (2) designing, building, and evaluating prototype units to support extensive bench top testing at Avon Protection and third party labs to demonstrate the device’s capabilities; (3) building sufficient quantity of Smart Escape SCBAs designed to be intrinsically safe (per MSHA criteria); (4) testing and evaluation by the National Personal Protective Technology Laboratory (NPPTL)."

Samples of the same coal measure overburden spoil were obtained from three different mine sites. Site A used a 27-m3 tub-mounted dragline, Site S used a front-end loader and truck combination, and Site C used a 6-m3 crawler-mounted dragline. The spoils were analyzed in the laboratory for the strength parameters using drained triaxial tests conducted on 150-mm diameter specimens. Regression analysis was utilized to determine the appropriate failure criterion for the strength data from each site. Spoil obtained from Site S yielded higher shear strengths than Sites A and C.

FMC Corporation has achieved a significant cost reduction through a new proprietary solution mining and processing technology at its Green River, Wyoming Soda Ash Facility. In the first phase, completed in October 1995, trona ore is dissolved, recovered and processed with the new technology, and then fed into an existing refining plant, replacing dry mined and calcined trona ore. The second phase, completed in April 1996, produced a fmal high purity product and increased capacity by 635,000 t/a (700,000 tpy). Both phases were completed under budget and well ahead of schedule.

Disc Cutter Wear is influenced by several geological and technical factors and excessive wear can have a major impact on the excavation efficiency of Tunnel Boring Machines (TBM). Disc cutter replacement events cause a disruption to the construction schedule and costs, and should be minimized throughout the project to the extent possible. A well-executed cutterhead inspection and maintenance plan can help mitigate abrupt cutterhead interventions and reduce its effect on project schedule and cost. This paper examines cutterhead inspection and disc cutter replacement events as well as subsequent wear data recorded in the first 7km of the 10.3 km long, 6.3 m diameter Coxwell Sanitary Bypass Tunnel (CBT) project in Toronto, Ontario. The CBT alignment is mainly through Georgian Bay Formation shale.

In just over a generation, the United States bentonite industry has grown from almost a rake and shovel operation into one with a multimillion ton annual production rate and exports to all corners of the globe. Bentonite production, pressed to keep pace with the soaring demand, has increased more than 10 fold in the last 30 years. The worldwide demand for bentonite is expected to double during the next eight to ten years. It remains to be seen whether U.S. producers will be able to maintain the dominant position in the world market. It should be noted that accurate statistical information regarding production or market information is difficult or impossible to obtain abroad and also within the United States. Published information obtained in response to questionnaires of the Bureau of Mines tends to be on the conservative side. FOUNDRY It has only been in the last thirty or forty years that bentonite has become an indispensible part of the age old metal casting industry. The relationship has proven most beneficial to both industries and promises to be long lasting. Demonstrating aquifer restoration is an essential component of regulatory approval needed to mine uranium, copper, and other minerals by in-situ recovery (ISR). A PHREEQC geochemical model provided a useful means of forecasting the time for restoration and predicting future groundwater quality following low pH mining at Strata Energy’s Ross ISR Project in northeast Wyoming. The model simulated groundwater quality at three phases of the process: at the end of mining; during restoration; and post- restoration. The model utilized the one-dimensional reactive transport and dual porosity features of PHREEQC. Mineral surface ion-exchange, dissolution/precipitation reactions, and adsorption processes were simulated to estimate water quality as the pH was shifted from circumneutral to acidic during mining and back to neutral during restoration. The model results showed that cost-effective management of mine water could meet regulatory requirements. Additionally, the model was used to interpret results from a field trial and inform operational decisions. The predictive approach and geochemical understanding developed have application in assessing aquifer restoration for other ISR projects.

Predictive geochemical and limnologic modeling of pit lakes is an important aspect of modern permitting. One of the key assumptions of many predictive pit-lake models is that highwalls and pit backfill become unreactive once submerged by the filling pit lake. Existing pit lakes provide useful data to test this assumption. The Sleeper pit lake (northwestern Nevada) is near hydrologic equilibrium and contains good-quality water that generally meets regulatory requirements for pit lakes. Despite the overall stable geochemical composition, seasonal trends in the hypolimnion indicate the generation of solutes and fluctuations in pH. This work applies mass balance, analysis of subaqueous pyrite oxidation, and trends in solute concentrations to evaluate the potential causes of long-term solute generation in the hypolimnion of the Sleeper pit lake. Results will aid in refining the effect that inundation of highwalls and waste rock has on ultimate pit lake chemistry and long-term closure planning. In the case of the Sleeper pit lake, ongoing solute loading does not substantially change the closure plan at this time as influent groundwater contains abundant alkalinity. INTRODUCTION As mine pit lakes become more widespread, regulatory agencies are increasingly requiring advanced predictive modeling of pit-lake geochemistry during permitting. The end goal of all those involved in these permitting actions (i.e., the mining company, the regulatory agencies, and the public) is to have pit lakes become geochemically and hydrologically stable for the long term, which may then allow mining permits to be relinquished. The modeling endeavors therefore are important to inform long-term closure of pit lakes. The conceptual models and numerical methods used to predict pit-lake water quality are complex and require substantial amounts of data and a variety of assumptions (Castendyk et al., 2015). One of the common modeling assumptions is that solute generation via acid mine drainage is eliminated (or at least decreased) by the filling of the pit lake and inundation of highwalls and any in-pit waste rock. However, few studies have reported on observations that support or refute this assumption. The water-quality record of the Sleeper pit lake is an ideal dataset with which to test these assumptions. The former Sleeper mine is located in northwestern Nevada (Fig. 1), and has been inactive (in terms of ore extraction) since 1996. The mine extracted Au and Ag from the famous high-grade Sleeper vein and associated widespread stockwork mineralization (Nash et al., 1995). Water quality in the pit lake has been monitored since the cessation of dewatering in 1996. The current pit lake actually occupies three separate sub-pits, the Sleeper, Wood, and Office pits (Fig. 1). The Sleeper and Wood pits undergo regular water-column monitoring using a conductivity-temperature-depth (CTD) probe, and sampling for dissolved inorganic constituents at several depths (~10, ~130, and ~330 ft. below lake surface). Groundwater quality is also monitored using a series of wells (Fig. 1).

INTRODUCTION Boom-type miners mechanize the cutting and loading of a solid face of rock having a compressive strength as high as 124 MPa (18,000 psi). These machines differ from continuous miners in that they can cut much harder rock for any given cutter-motor power. In addi¬tion, a boom miner is more flexible, selectively cutting any cross-sectional configuration from circular to square arched faces, 1.57-rad (90°) turns, and mixed faces. The basic operational concept of these machines, utilizing a rotary cutterhead mounted on a slewing boom, gained importance in Europe during the 1960s, where, due to their specialized use in roadway development in coal mines, they were called roadheaders. Along with continuous miners, boom miners share the ability to fully mechanize the cutting and loading of rock, while eliminating the need for explosives and the shattering and overbreaking of roof and rib rock that is normal with conventional mining methods. The machines are crawler-mounted and most have a gathering-arm load¬ing system that, moves the cut rock onto an internal chain conveyor, subsequently discharging the rock into a transport device such as a shuttle car or a bridge conveyor. Light- to medium-weight boom miners are cutting softer rocks and minerals successfully, including coal, shale, rock salt, potash, phosphate, weak sandstones (e.g., those associated with uranium ore), and other softer ores such as iron. Heavy third-generation ma¬chines have extended rock cutting to much harder ores such as borate, oil shale, and almost all rock associated with coal seams, except for the harder sandstones and limestones. The mention herein of specific manufacturers, brand names, or models is made by way of example only and does not constitute endorsement by the author or The Pennsylvania State University. All costs cited herein are in 1977 US dollars. TYPES OF BOOM MINERS All boom miners utilize drag bits fixed on a rotary cutterhead that is powered by an electric motor mounted in the slewing and elevating cutter boom. The cutter¬head is either a ripping or a milling type, and the machines have evolved through three generations (Boldt, 1977). As shown in Fig. 1, only one boom miner cur¬rently produced can use both ripping and milling cutter¬heads on one machine. Table 1 lists boom-miner models built in large num¬bers and/or successfully used or marketed in North America. Table I excludes machines of which only a few have been produced and none sold in North America, such as those manufactured by Demag, Eick¬hoff, Paurat, and Thyssen-Rheinstahl. The only Ameri¬can boom miners are the F-16 and Super ROC¬MINER"&apos;, manufactured by AEC, Inc., State College, PA. Machine Generations Three generations of boom miners can be distin¬guished according to their times of introduction, their rock-cutting abilities, and their weight classifications. Fig. 2 illustrates typical best-practice production rates possible from boom miners for selected cutter-motor power sizes (other power figures can be interpolated). A risk analysis on mine fires for all U.S. underground coal mines from 2000–2012 was completed to identify locations that have a high risk for fire incidents. The data for this analysis was extracted from the Mine Safety and Health Administration’s (MSHA) mine fire accident reports database. After identifying fire incidents from this database, a risk matrix was developed for underground locations that showed a significant propensity for fire incidents. This matrix associates the hazards and risks with the severity and frequency of their consequences at each location. These significant mine areas will be the concentration of future studies in fire behavior, suppression techniques, and simulation methodologies. INTRODUCTION Fires in underground mines pose significant hazards to personnel because of inherent restrictions to movement and limitations to egress routes. Despite improvements, mine fires remain serious hazards in underground coal mine. In order to better mitigate the risks from fire hazards in the modern underground mining environment, a better understanding of where fire events occur must be gained. The following paper presents an investigation on the number of fatal and non-fatal incidents in underground coal mines fires from 2000 to 2012. Three phases of risk assessment (i.e., risk identification, estimation, and evaluation) were applied to the recorded fire events from the MSHA incident database that occurred during this time period. Using this process, a fire hazard was first defined. This definition was then used to identify any incidents that had occurred as a result of the defined hazards. The seriousness of the injuries and damages were finally quantified for each incident though an estimate of severity and frequency and then aggregated according to underground location (ISO, 1999; Van Duijne, 2008). Using this approach, locations prone to incidents resulting from fire hazards were first identified. The risk for the occurrence a fire incident in general was then estimated for each of the identified locations. The results of this assessment will be used to improve fire simulation techniques for the identified, high risk underground locations. RISK IDENTIFICATION A risk for this assessment was defined as any single occurrence of a fire initiated by the ignition of gas, dust, or electricity. Each recorded occurrence of such an event in the MSHA incident database was counted as a single fire incident. Both non-fatal incidents that were reportable but did not result in a fatality and fatal incidents that fell into the aforementioned criteria were counted. Incidents in the MSHA database that were already classified as “generic” were not considered. The remaining incidents were then totaled and aggregated according to the underground location in which they occurred. In previous studies, a number of locations, which are listed in Table 1, were highlighted as high fire hazard areas (McDonald et al, 1980; Pomroy et al, 1995; De Rosa, 2004). These locations were used to group the fire incidents extracted from the MSHA incident database. The compiled numbers of non-fatal and fatal underground coal fire incidents from 2000 to 2012 are displayed in Table 1.

"INTRODUCTION As underground mining continues to operate at deeper depths and in more complex geologic and geometric conditions, there has been an increased demand for higher design standards in ground control safety and stability within the mining industry. Over the past 20 years, NIOSH has developed, validated, and distributed a number of free software packages (ALPS, ARMPS, AMSS, ARBS, etc.) for the safe design of underground coal mines with respect to ground control. While these programs were initially developed on a, “stand alone model,” where all program data resides on an individual or workgroup computer, modern day web applications have begun to migrate toward a, “multiple-tier model,” allowing multiple users to access an application through an Internet connection. webGroundControl provides users with access to NIOSH ground control design software (ARBS, ALPS, and ARMPS) utilizing a web-based three-tier architecture allowing users to easily access ground control designs, perform on-demand calculations, and provide online collaboration between operational personnel and engineers through a web server. Given advancements in cloud computing as well as the expansion of Internet connectivity on the surface and underground, webGroundControl users will be able to access the applications anywhere (where permissible) at any time. As web-based computing technologies continue to advance and cloud computing gains popularity and momentum, there is an industry need to develop Internet based applications for mine and ground control design (Barczak et al., 2016). The purpose of this paper is to introduce and familiarize those in the mining industry with the basic framework and, more specifically, the user-interface of the webGroundControl application. It is expected that the mining industry will rapidly embrace this new product and webGroundControl will be a new paradigm for mining engineering computer applications. APPLICATION ARCHITECTURE With the advent of cloud computing, web-based applications have become more popular with their adoption of multiple-tier, or n-tier, architecture containing independently operating tiers. The three-tier application architecture utilized in webGroundControl (as outlined in Agioutantis and Newman, 2016) contains a Presentation Tier (Web Server), Logic Tier (Logic/Application Server), and Data Tier (Data Server) as shown in Figure 1. While tiers have the ability to be deployed across and operating on multiple servers, webGroundControl is currently being deployed on a single server located on a university desktop computer. The separation of the application into a series of tiers greatly increases the maintainability and scalability allowing for the adoption of new technologies that can be applied to a single tier without redesigning the software package. The Presentation Tier maintains the user interface translating client requests (through a web server) and displaying results (through a web browser). The Presentation Tier allows for on-demand access from multiple users and compatibility with a variety of personal computers, Smartphones, tablets, etc. on different operating systems. The Presentation Tier has been developed with respect to the HTML and JavaScript languages. Through the utilization of CSS, a coding language which describes the style of an HTML document, the webGroundControl display is able to spontaneously adapt to any browser and any screen. The development of the Presentation Tier will be discussed in more detail in subsequent sections of this paper."

The mine fire at Wilberg Mine in 1984 reached the surface resulting in the failure of the vertical ledge forming the roof and entrance for three main intake portals. The fallen material was covered with a concrete cap to seal the air from the mine. As the mine was recovered and ventilation pressure was placed on seals on the perimeter of the fire area, the concrete capped rubble proved ineffective. Due to the steep and rugged terrain and the inaccessibility to the portals from underground, horizontal holes were drilled into the portal entries and three seals were placed remotely. The seals in conjunction with pressure balancing the seals around the perimeter of the fire area resulted -in the control of the mine fire.
