17.1--CURRENT AND FUTURE STATUS OF SURFACE MINING PAUL T. ALLSMAN AND PAUL F. YOPES 17.1.1--CURRENT The history of surface mining essentially is one of mining coal, copper, iron and aluminum ores, of placer mining gold and tin, and of pits and quarries producing clays, gypsum, phosphate rock, sand, gravel and stone. Table 17-1 is a summary of the estimated world and United States production of crude metallic and non¬metallic ores and coal in 1969. It includes estimates of the quantities produced by surface-mining methods. Two-thirds of the 10 billion tons are mined from the surface, ranging from a third of the coal. 57% of the metallic ores, and nearly all clays, stone, sand and gravel. Production by surface methods in the United States, parallels that of the world with one exception: about 90% of the copper and iron ore is mined from the surface, whereas elsewhere only about half the copper ore is surface mined. In Canada, surface mining of the Athabasca tar-sand deposits is a recent large-scale unique operation. In surface mining of coal and, to a lesser extent, metallic ores, much waste is stripped, but in nonmetallic pits and quarries the ratio between waste and ore usually is small. Limestone neutralization of acid mine drainage has been proposed and examined as a method of treatment. However, limestones differ greatly in composition and structure. The reactivity of 14 selected limestones was studied, both by chemical and physical properties and by relative effectiveness in neutralizing synthetic and actual mine waters, and several guidelines for the choice of limestones are given. The particle size should be at least as small as 74 microns and preferably smaller. The most effective limestones are most nearly pure calcium carbonate. Stones which have a relatively low calcium con- tent but which contain calcite and have a large surface area are also effective neutralizers. Magnesite and dolomitic limestones are much less reactive. Disadvantages in using even the most reactive lime- stones for neutralization are indicated.

This paper summarizes the results of an investigation into possibly the largest coal pillar failure in the USA. The newly opened drift mine is located in Southeastern Kentucky and worked an 11 feet thick coal seam, all other mines in the District worked seams 4-5 feet thick. The initial mine development consisted of 14 main entries (Fig. 1) which were driven in two sets of 7, under increasing depth of overburden. As the left seven entries came under deeper overburden the pillar ribs began sloughing which caused many of the concrete-block ventilation stoppings to crack. The mine management stopped the advance in the left seven and continued with the right seven entries. During the spring of the following year development resumed in the left seven, rib sloughage occurred again and this time severely cracked many stoppings and many were totally disintegrated from the excessive deformation. Within few weeks the sloughage was so heavy that many of these entries behind the active face were filled with piles of sloughed coal slabs. When the face reached a depth approximately 1150 feet, the sloughage became a slow, massive squeeze. The entry convergence (closure) reduced their height from 11 to 7-8 feet and the squeeze spread back to shallower depth covering an area roughly 300 pillars.

Using K-oleate as a collector and alizarin red S (ARS) as a modifying agent, selective depression of dolomite from francolite was achieved in alkaline medium (pH> 9.0). Interestingly. ARS was also found to depress igneous apatite in alkaline medium in oleate flotation of apatite and calcite. Adsorption of ARS alone on dolomite was found to be higher than that on francolite. Complimentary adsorption experiments of ARS and K-oleate showed that oleate adsorption was increased in the presence of ARS on francolite but not on dolomite. K-oleate adsorbs on both francolite and dolomite and causes precipitation of calcium and magnesium oleate. Such precipitates can be pre-vented when ARS is present. The results are explained in terms of competitive adsorption for the active sites on francolite and dolomite by oleate and ARS, and their interactions with dis-solved mineral species in solution.

The chemical reactions that occur within a copper-leach recovery system are discussed, and the impact on the overall acid balance is evaluated. Both oxide and sulfide mineralogy are addressed, and their effects on acid consumption, generation and solution buffering are presented. Two case studies that apply the discussed chemistry show the practicality of using a computer spreadsheet acid-balance model for the early planning and design of copper-leach systems.

As a result of recommendations made in the 1988 Report of the Mine Safety and Health Administration Advisory Committee on Standards and Regulations for Diesel-Powered Equipment in Underground Coal Mines, the Mine Safety and Health Administration (MSHA) initiated a program to develop and test a diesel particulate sampling device. The sampling device employed the principles of inertial impaction to separate respirable dust into two fractions; one fraction containing particulate material having an aerodynamic equivalent diameter equal to, or greater than, 1.0 micrometer, and the other fraction containing particulate material having an aerodynamic equivalent diameter less than 1.0 micrometer. The design criteria were based on data which showed that virtually all of the diesel particulate material and very little of the mine generated dust was less than 1.0 micrometer in size. The instrument was tested in underground dieselized coal mines and in the laboratory. Comparative measurements were obtained with the MSHA designed impactor sampler, a University of Minnesota (UM) designed impactor sampler and MSHA's standard respirable coal mine dust sampler. Simultaneous measurements were also obtained with five of the MSHA and five of the UM designed impactor samplers to investigate between sampler precision. The paper discusses the design differences between the MSHA and UM impactor samplers, the precision of replicate measurement obtained with both instruments and compares measurements obtained with the respective samplers of the sub- and supermicron fractions of the respirable material.

In modeling of hindered-settling bed separators, the published separation mechanisms are based on differences of particle density and size distributions, without the details of complexity of particles-liquid interactions. A fluid dynamic model for the separator is developed using Euler-Lagrange approach of Computational Fluid Dynamics (CFD). Fluid motion is obtained from solving the movement of liquid governing equations. The damping effect on flow pat-terns caused by the movement of particles resulted in liquid-particle coupling is included in the model. Effects of particle size, and particle density compositions, feed rate, feed water flow rate, upward fluidizing water flow rate, etc., are simulated in the 2-D separation model. Flow pattern effects on the separation of fine particles in the separators with center downward-flow and side cross-flow feed systems are investigated.

Dolomite is found to undergo preferential dissolution in aqueous solutions and this is found to be strongly dependent on the solid to liquid ratio (SIL). Electrokinetic studies done under the sump conditions revealed that the mineral surface charge is also affected markedly by the solid content in the suspension. Conditioning of the dolomite at low SIL ratios for short time intervals showed preferential dissolution of calcium leading to a magnesium-enriched dolomite surface. At higher SIL ratios and longer conditioning times, calcium depletion from the solution and a calcium-enriched dolomite surface resulted. The results are discussed in terms of surface precipitation and/or bulk precipitation and surface conversion of dolomite to the calcium-enriched phase (calcium carbonate and/or magnesian calcites).

The floatability of a typical boron mineral, colemanite (Ca2B6O11.5H2O), is shown to be hindered by the presence of montmorillonite type clay minerals. The clay is found to act in the form of slime coating. The mechanism of slime coating is investigated using pure colemanite and clay and their mixtures with an anionic reagent in a microflotation cell. Adsorption, flotation, solubility, zeta potential and scanning electron microscope studies reveal that slime coating occurs through electrostatic attraction. It is possible to minimize the effect of slime coating either at high surfactant concentration or at high pH values.

In beneficiation of phosphate ores it is common to use screening to produce the coarse "pebble" concentrate, and flotation to process the -1+0.1 mm size fraction. The -0.1 mm desliming product is treated as tailings. A new partially hydrophobic flocculant, P(MAAA) latex was developed to enhance flotation recovery of fine apatite particles through selective flocculation.

Sometimes a project is born easy, sometimes a project has a hard time being born. Probably every project can say we had tremendous problems to overcome and they would all be right. This project had all things happen to it. Born easy, a hard time after being born, there were tremendous problems to overcome but here it is, a major copper project, a major operation, and a new source of copper for Mexico and the world market. La caridad is an ore body located in the state of Sonora in northwestern Mexico. It is at an elevation of 1,200 meters above sea level and the nearest major city is Hermosillo, the capital city of Sonora. Hermosillo is located approximately 270 kms (about 168 miles) to the southwest of la caridad. North of la caridad, 130 kms (about 81 miles), is the U.S. border town of Douglas, Arizona, which has a sister city on the Mexican side of the border -Agua Prieta.

Dredging and Flooding was completed on the Falconbridge Limited "New Tailings Area" in the period from 1996 through 1998, as part of their site closure measures. Part of the decision making process and closure planning was water quality prediction, including oxidation and diffusion modelling. The purpose of this modeling was to define the potential water quality that would result during and after dredging. A significant body of research on the geochemistry and oxidation kinetics of this site had been compiled. The results of the modeling provide practical insight on the potential water quality that may be expected. Water quality in the pond has steadily improved since flooding was completed with the exception of short term peaks during spring runoff. Aquatic vegetation is appearing through natural recovery and transplanting of local species, and colonies of minnows are now observed in the ponds.

A site-characterization strategy formulated for the probabilistic assessment of rock mass properties is presented. The strategy, which takes into account the variability of rock properties and the stochastic nature of the rock-failure process, entails determining probability distributions of rock properties by utilizing extreme value statistics and Monte Carlo simulation. Laboratory and, field test data are analyzed and presented to illustrate the methodology. The results indicate that the distributive characteristics of rock mass can be estimated by using this proposed method. The results of the analysis can be incorporated into the design of underground structures. Then, the relative uncertainties of the failure probability of the structures can be assessed.

Aggregate resources should be considered primary factors in urban development. Resource planning is essential because land values, previous construction, or zoning restrictions often preempt exploitation of aggregate deposits within an urban area. Sequential land use practices allow development of areas prior to urban development. Population and aggregate consumption trends in Austin, Texas, indicate that substantial quantities of reserves will be lost to future development. Aggregate materials are present in nearby seas. However, a comparison of transportation and reclamation costs indicates that reclaiming land after mineral extraction can be significantly cheaper than transporting materials longer distances.

The increasing size of flotation cells as the use of flotation has increased is traced from the first United States application of the process in Montana in 1911 through the following eight decades, using data from the Taggart handbooks (1927) and (1945), from the SME Handbook (1984), and from recent manufacturers' catalogues and other sources for the 1980s and 1990s. With the earliest mechanical cells less than 1 m3 (359) in volume and the largest now available at 200 m3 (7,000ft3), three requirements are necessary: 1) demonstration of advantages in replacing smaller volume by larger volume cells; 2) estimating power requirements, impeller dimensions, and operating rpm by correlation equations; 3) considering effects of using larger cells, in necessarily much shorter rows, on process kinetics. The resulting seven tables that address these problems are presented, and their implications discussed.

During the ongoing research into the possible applications of Virtual Reality in underground operations, the AIMS Research Unit has developed a user-interface driven program which enables a user to input the geometry of underground mines, and add equipment and working processes in order to produce an accurate simulation of their operation. This paper describes the main features of this system (VR-MINE). Virtual Reality is a field which has grown out of three dimensional computer graphics techniques, and allows a user to move freely around a model held within the computer's memory. Movement around this model is carried out by the use of intuitive peripherals such as joysticks, with the user's view from their position within the model being produced in real time on a computer monitor or other device (such as a headset). This enables a user to interact with any three dimensional model and see the results of their actions immediately. VR-MINE is broken into two separate programs, both running under Microsoft Windows 3.1 or above. The first, the editor, allows the user to develop the mine layout and add equipment and personnel. The mine geometry is considered to be made up of various types of objects, for example a straight roadway segment which can be inclined, a junction roadway segment, and a turning segment. The geometry can then saved into a file to be loaded in by the second program of VR-MINE, the viewer. This generates a real- istic representation of the mine, with undulating floors and walls. It also has the ability to display multiple windows on the mine at the same time, which are arranged interactively. The simulation occurs within this program, with the user traversing the model in real time to examine possible areas of improvement in operations. This paper gives a number of examples of how the AIMS Re- search Unit has applied this technology to a range of underground mining scenarios to improve the safety of workers in the under- ground environment. The application discussed include computer graphics and Virtual Reality systems to training, risk analysis, visualisation, simulation, accident investigation and major hazard planning.

THE UNIT process of adsorption involves two steps: 1) Loading of the adsorbent. 2) Recovery of metal values from the adsorbent. Charcoal is the adsorbent commonly used in extractive metallurgy. The discovery of the adsorptive power of charcoal from solutions is generally accredited to Lowitz (1785), who observed that several dissolved organic substances were precipitated on charcoal. Graham was the first to demonstrate that inorganic substances were also adsorbed on charcoal. In 1830, he reported that iodine dissolved in KI solution was adsorbed on charcoal. As the 2013 president of the Society for Mining, Metallurgy and Exploration, Inc., I am pleased to present the 2013 issue of the Transactions of the Society for Mining, Metallurgy and Exploration, Vol. 334. The timely publication of professional papers that promote the advancement of scientific and technical knowledge is critical for enabling technology transfer. SME plays a key role in this process through its publications. Communication within the mining community is the key to a successful profession and society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2013 Transactions contains 73 papers covering most every aspect of the mining life cycle and encompassing the diverse sectors of our industry including coal, industrial minerals, metals, health and safety and computational methods. It includes all 18 papers published in 2013 in the Technical Papers Section of Mining Engineering magazine (Vol. 65) and all 33 papers published in 2013 in Minerals & Metallurgical Processing (Vol. 30). Additionally, this volume contains 22 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. Some of the many research highlights from 2013 include discussions of perennial issues, such as how to adequately prepare the next generation of mining engineering students for the workforce (Frimpong et al., pp. 44-52) and how to predict and prevent coal mine bursts and bumps (Pariseau, pp. 60-68), the highly anticipated February Rare Earths issue of Minerals & Metallurgical Processing, and papers analyzing electrical injuries in the U.S. Mining industry (Homce and Cawley, p. 367-375) the latest in assessing the safety and efficiency of operations. All 73 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2013 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

Sales of these value added minerals to small markets generally require a different marketing approach compared to bulk or commodity markets for traditional minerals. In 1907, the Oklahoma Portland. Cement Company built a small dry process plant at Ada, Oklahoma, then Indian Territory. This plant was later acquired by the Ideal Cement Company of Denver, Colorado, who in 1918 built a new wet process plant along side the old dry plant. The older plant was later shut down .and eventually razed. In 1955, the Ideal Cement Company decided to increase the production at its Ada, Oklahoma operations. After many studies it was decided to build a complete new plant along side the old, near the site of the original 1907 plant. .The new plant was to have a. production of three million barrels annually while the plant then in. operation had an annual production of two and one quarter million barrels
