Mining companies registered with the SEC were required to comply with Regulation S-K 1300 for their annual report covering the first fiscal year ending on or after January 1, 2021. Consequently, most mining registrants filed their first S-K 1300 compliant disclosures in 2022. The US Securities & Exchange Commission (SEC), as part of its disclosure review program, has been issuing comment letters in response to these filings. This paper presents an overview of the trends in these comment letters. The authors reviewed comment letters retrieved from the SEC’s EDGAR database based on Standard Industrial Classification (SIC) Codes that cover mining, the content of the comment letter (whether it references S-K 1300 or not), the names of SEC staff listed in the comment letters, and other criteria. The analysis shows the SEC staff's reviews have been comprehensive covering the breadth of S-K 1300 and eliciting compliance with the rule. The staff through their comments are eliciting all the disclosures required by S-K 1300 and are not allowing registrants to substitute disclosures based on other standards for S-K 1300 disclosures. It is important, however, not to over generalize as the comments are based on the particular context.

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. Investment decision for large mining projects imply an enormous financial risk and therefore, require a more complex risk evaluation methodology taking into account all sources of uncertainty from each process in the project value chain. Generally, the main sources of risk are those related to uncertainty on grade and other techical variables of the orebody. In this study, conditional simulation is applied to develop a risk management model to quantify and to manage financial risk associated to uncertainty on the grade of the orebody. The model was validated in case study on a real porphyry copper orebody in Chile.

The City of Toronto's Coxwell Bypass Tunnel is currently being constructed by North Tunnel Constructors (NTC) ULC, a joint venture of Jay Dee Canada, C&M McNally Tunnel Constructors and Michels Canada. This project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five 20 meter diameter storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. 120 m of Starter tunnel and 70 m of Tail tunnel were excavated with roadheaders to help with the launch of the TBM and as part of the contract base scope work. JayDee Canada in Collaboration with Everest Equipment Co. developed an innovative approach to design and build a stand-alone Ring Machine Erector nicknamed Enterprise to erect precast segmental lining in Starter and Tail tunnels in lieu of Cast-In- Place concrete. This paper describes the design and provides feedback on the innovative procedure used to install the rings.

There are many risks associated with the storage of nuclear or other toxic wastes. One of the major risks is the escape of material from the repository. No matter how well a storage facility is engineered, the potential escape of dangerous material must be studied. This kind of study will include some estimation of the "travel path" of the particles. The travel path of a radio-nuclide particle will depend on the geological and hydrological parameters of the surrounding rocks. These parameters must be estimated from a limited number of samples available within the study area. Any estimation will -of necessity -contain a certain amount of uncertainty or "estimation error". This uncertainty will be carried through to the analysis of potential movement of particles, so that the estimated travel path itself will be subject to some error. This paper discusses an approach which may lead to a quantification of the uncertainty on the predicted travel path.

For mineral processing spirals, mathematical force equilibrium models are sought to extend the spiral performance envelop. In Part 1 of this report, a complete geometric description of the helical spiral and its trough or channel contour is provided. The secondary circulatory fluid motion in the transverse direction that develops when water flows down a tightly turning curvilinear path and its implications for gravity separation are discussed. Different forces that act on the particle during its passage through the spiral are enumerated and quantified for a better appreciation of their relative contributions and roles in the separation process. Three force equilibrium models from the hydrology literature on sed iment transport are employed to simulate a typical spiral. While the results are promising in that the models mimic the broad performance characteristics of the spiral, what is needed is a more general spiral model taking explicit cognizance of the missing components essential to the spiral description. These are such components as centrifugal force and the steep tangential slope of the channel deck. Results of this latter exercise are deferred to Part 2.

The interaction of soluble salt particles in their saturated brines is of interest from both a fundamental and practical perspective. The state of dispersion/aggregation of alkali halide particles as determined by optical microscopy can now be described based on non-equilibrium electrokinetic measurements for alkali halides. These results indicate that the sign of the surface charge has a significant effect on the extent of particle dispersion/aggregation. Atomic force microscopy (AFM) is now being used to directly measure the interaction forces responsible for the stability of these alkali halide aggregates observed in optical microscopy studies. These experimental results can be explained based on the interfacial polar interaction theory. In this regard the nature of such particle interaction forces at high ionic strengths are examined to improve our understanding of these systems.

Figure # 1 Shows a new concept combining some of the proven application advantages of the power shovel with which we are all familiar, and applies the advantages of the dragline for the benefit of the user. First, the hydraulic excavator enjoys tooth forces of the shovel because the dipper is attached to the machine with a dipperstick and boom, and can often actually realize greater tooth forces than a shovel because of the prize action of the dipper in hard digging. Second, the hydraulic excavator enjoys the application advantage of the dragline because both the operator and the machine are up above, sitting on top where the operator oversees the excavation and the machine's operating work range is greatly increased.

Control of coal dust has long been an important aspect in the conventional mining of coal; the main reasons being from a health and disaster standpoint. With the advent, of mechanized longwall mining, the control of dust has required more attention due to the high extraction rate common to most longwall systems. The purpose of this paper will be to describe the dust abatement activities of the longwall operation at Sunnyside. Kaiser-Steel Corporation has three mires located at Sunnyside, Utah, with a total production averaging 6,800 tons of clean coal per day. Of this 6,800 tons, 71 % is mined with continuous miners, the remaining 29% coming from one longwall unit located in No. 3 Mine. Our first longwall panel was started in November, 1961. In October, 1966, we started mining our seventh panel. The present panel is located in the Upper Sunnyside Seam which averages five feet in thickness, but does get as low as 51 inches. The seam pitches 5.5% in this vicinity. The roof is generally good and is comprised of 10 inches of shale cap rocs overlain with sandy shale and sandstone. The floor is sandy shale and is quite undulating in nature. The present panel is 3,800 feet in length with a face of 670 feet. The major equipment employed on our longwall unit is a 125 H.F. Anderton Shearer-Loader, British Jeffrey Diamond armored conveyors and a Dowty self-advancing-roof support system. The Anderton Shearer in use on our longwall unit has a 60" diameter x 27" cutting drum. During the shearing cycle, it traverses the face at 20 feet per minute with a cutting rate of 7.5 tons/minute.

The remarks that follow are based substan¬tially on experience covering 45 years, 80% of which have been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more-difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1 ½ . The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present.

In the course of the grinding experiments conducted at Climax over the past twenty years one interesting phenomenon was discovered. This was that balls made of certain types of steel grind more ore than some others. The most significant variation was found in the results secured with a hard alloyed forged bail compared with the forged carbon ball supplied by most ball manufacturers These findings were confirmed in many repeated controlled tests. The value of these tests depends on the methods used, the facilities available and the care with which the investigations were conducted. These are described in the following. This testing has largely been done in eight 91 x 81 low discharge ball mills in closed circuit with 7811 duplex screw classifiers. The mills run at 20 RPM on a feed approximately minus 3/8 inch. The ore is ground through 28 - 35 mesh in one stage. Each mill and auxiliary classifier is in a separate, parallel grinding and flotation section The, ore to each: section is the same in every particular and is fed to each mill bin from a common conveyor tripper. The ore from the bin to the ball mill is weighed on a conveyor scale. The power input to each mill motor is determined with a watt hour meter which measures the power to the mill motor only. Both the scales and meters are checked periodically by standard methods and have been found to give consistent readings. Automatic samplers are employed on each section to obtain accurate measurement of the size reduction. A size analysis of the classifier overflow is made each shift and a composite size analysis is obtained from a weighted average of the various shift analyses. The mills are driven by 450 horsepower synchronous motors so that there is no speed variation and shell liner age is kept as nearly the same as possible in mills under test. The same set of operators is assigned to a mill under test as to the control mill. In all other particulars such as ball load, mill density, liner design, etc., the mills are operated in precisely the same manner. This is an ideal arrangement for plant testing. From observations of ball mill performance over the past twenty years, it is the opinion of the operating staff that variations of as little as one to two percent in mill capacities may be determined if sufficient operating hours are devoted, to a test. Relations between mill capacities, fineness of grinds and power consumptions have been established with a high degree of accuracy. In Table I are given the figures for one test. These show that while the grind with the hard ball was slightly coarser, the tons ground per hour was 5.4 percent greater with the soft ball, and 6.1 percent greater on the basis of minus 100 mesh produced. The power consumed per ton with the hard ball was 4.4 percent greater on a tons per hour basis. The soft ball was inferior in wearing qualities and steel consumption per ton of ore was 24 percent greater with it. In this test the mills were charged with the two different balls for a period of three months to allow the ball loads to come to equilibrium. In Table II are given the specifications of the two balls. The difference in grinding rates may be accounted for by the nature of the ball surfaces. The surfaces of the soft balls after being worn a while are rougher to the touch. Enlarged photographs of the worn-in surfaces of hard and soft balls are shown in Figure I. These show the presence of scratches or skid marks on the hard ball surface which indicates less nipping effect. The Climax ore pulp has a pH of 6.0 and is in a dispersed state. The viscosity is low compared with most ores especially those that are conditioned with lime. This would lower the tendency of the pulp to adhere to the balls with a lower grinding efficiency as a result. It was also thought that the relative rates of wear from surface to center might affect the make-up of an equilibrium ball charge. This probably has little effect on capacity as shown by the size analyses of the two ball charges in Table III. This hypothesis was subsequently investigated by the use of rationed charges. The CH Leaching process is a new, more sophisticated, form of gold, silver, uranium and sulfide copper heap leaching wherein each layer of a multi-layered heap is divided into a number of independent cells, each of which are successively formed and leached in the top layer of the heap to their maximum economic recoveries, and then rinsed and sealed from further leaching. Triangular earth berms form the outside walls of the heap and a gridwork of rock-filled berms on top of the bottom pad form independent under- heap solution storage zones. The high degree of solution recirculation and staging that occurs in this process produces a relatively small volume of very rich pregnant solution. The cellular heap design and its mode of operation result in a uniform, intensive, long-term leach for all of the ore particles in the heap. Besides improved metal recoveries, the process appears to have several cost and operating advantages. In the CR2MR process, sulfuric acid and a soluble sulfide are added to a gold and/or silver pregnant leach liquor to precipitate most of the contained silver, mercury, copper, etc. as sulfides at a pH below 2.5. The other product of the reaction is solubilized HCN. Following a liquid-solid separation step, cyanide is regenerated in the supernatant solution by raising the pH to a level above 9.0. This process regenerates a portion of the cyanide used in the leaching step, removes contaminant ion species (silver, copper, mercury, etc.) from the leach solution and, in a subsequent step, recovers the gold in an enriched form. It is believed that substantial cost savings may be experienced by the use of this process in some gold and/or silver leach systems.

The transportation of mine products incurs a cost which can have a significant bearing on the competitive position of the manufactured product. Clearly, the engineer who is responsible for selecting a mode of transport must base his decision, at least in large measure, on economic comparisons. And today, the engineer usually finds that he has to choose between several modes, including slurry pipelines. For the purpose of an initial economic screening, it is not necessary to go deeply into the technical details of a slurry system. What is usually needed, however, is a method with which the engineer can make a quick economic assessment to determine whether a slurry pipeline should be included in the detailed final analysis. This paper presents a rapid method for making such a preliminary appraisal. Experience with commercial slurry pipeline systems in several countries and with a variety of solid materials has shown that if several assumptions pertaining to critical design variables are made, it is possible to roughly estimate the transportation cost of a slurry system on the basis of only three factors: the specific gravity of the solid material, the length of the system, and the quantity of slurry to be pumped each year. It is assumed that conditions pertaining to field construction, corrosion inhibition, and the like, will be favorable. This assumption is critical because any factor which analysis shows to be particularly unfavorable will raise the total transportation cost estimate which this paper establishes. If the engineer employs this estimating procedure and decides that the use of a slurry pipeline is economically unattractive, his chances of being wrong are small. Conversely, if his quick appraisal indicates that the use of a slurry system is economically favorable, the engineer is justified in committing the time and money needed to make a more detailed investigation of the slurry pipeline potential.

Modified contact grouting was introduced almost 15 years ago as a methodology combining traditional contact grouting and consolidation grouting to address groundwater infiltration into hard rock tunnels that utilize cast-in-place concrete as permanent tunnel support. This process has been used on additional tunnels (since initially presented) as a measure to mitigate both groundwater infiltration and exfiltration. During this time, self-sealing grouts have been developed and have been added to the process to further reduce groundwater infiltration that occurs through cracks and discontinuities within the concrete liner itself. This modification is presented and additional results from the grouting process are discussed.

The paper presents the results of a plant test using WEMCO 1 + 1 enclosed flotation machines for inert gas (nitrogen) flotation of by-product molybdenite from copper sulfide concentrate. Copper depressant consumption in the rougher flotation stage was reduced by 68% as reagent consuming oxygen was removed from the flotation air. Unlike other nitrogen flotation systems used in the industry, nitrogen is recovered above the flotation cells and from froth in tails and concentrate streams and recycled, resulting in minimal nitrogen makeup requirement.

Surface mining consists of the removal of the geologic strata overlying the coal seam usually with large electric shovels, draglines or bucket wheels. The method produces more or less parallel ridges or peaks of cast overburden, usually called "spoil banks". The mined lands vary widely in their inherent characteristics to produce a vegetative cover and thus can be put to a wide variety of uses. Use is the key to economic and social benefits. Physical and Chemical Characteristics of Soil Material of Surface Mined Lands after surface mining operations, the soil material is a heterogeneous mass whose physical and chemical properties are dominated by the character of the geologic strata overlying the coal. These strata are highly variable in thickness and character. They may include the surface soil, loess, glacial till, sands, shales, slates, limestone and sandstone rock. The method of mining with the several types of mining equipment will also affect the resultant mined area.

Several years prior to 1962, it became obvious that in order to develop ore reserves below the Storke Level, it would be necessary to devise a method to facilitate the ore being lifted three hundred feet to the surface or six hundred feet to the mill. The final plans called for an underground crusher complex with two stages of crushing and a conveyor belt gallery for transport of the ore six hundred feet above, to the third crushing stage. Access into the area was gained in 1962, by sinking Five Shaft approximately one quarter mile southwest of the proposed complex site, and drifting into the area. Collar elevation of Five Shaft is three hundred feet above the 600 Level Crusher Complex. All muck was loaded into ten-ton granby cars, hoisted to the surface and dumped. (See Figure 1 for the relationship between Five Shaft and the Crusher Area) Drifting into the Crusher Area contunued until 1965 at which time the Crusher Room Cutout was started. The Crusher Access Drift (CAD on Figure 2) war driven and mining pm- ceeded according to the description on drawings marked Figure 3a and 3b. After the arch portion of the Cutout was excavated and concreted, removal of the center "pillar" commenced. This muck was removed with an Eimco 123C crawler-mounted front-end loader. (See Figure 4) A total of 576,000 cubic feet of rock was removed from the Crusher Cutout. All sup- port was afforded by grouted roofbolts on a specified pattern, as shown in Figure 3c. Crane support columns were put into place and held by braces welded to roofbolt heads. Sidewalls and endwalls were formed and concreted. (See Figure 5 for the finished product)

After stating the advantages of the magnetic roasting technique as applied to iron ores, the authors report on technological research by I R S I D * in the field of magnetic roasting in fluid-bed furnaces This investigation was conducted first on an experimental two stage fluid-bed furnace which processed permanently 100-200 kg/h of ore, then on a three stage fluid-bed furnace with 1-2 t/h working capacity and at last on a 250 t/day pilot furnace The specific features of the IRSID process comprise - on the one hand, using special burners in the roasting reactor thereby ensuring a high production rate of the furnace - on the other hand, using a heat-exchanger where the preheating and cooling stages of fluidized ore are associated, so as to allow an efficient and simple cooling of both roasted ore and waste gases flowing out of the roasting reactor, thereby supplying heat to the crude ore and combustion air for the reactor burners Starting in 1965 the operation of the 250 t/day pilot plant at the Bazailles mine gave IRSID the opportunity of improving the conveying appliances and adapting them to the process, while perfectly confirming the metallurgical results obtained under ideal laboratory conditions
