This paper provides a brief look at a proposed short-longwall for coal, development. The proposed method is an attempt to realize the advantages of longwall mining in deposits that, historically, would only be minable by continuous mining methods. An overview of the proposed layout, development requirements, production rate, ventilation scheme and other associated features is provided. This mining method could help operators in above-drainage seams where minable areas are smaller. It may also have application in areas that are peppered with gas wells and in environmentally sensitive areas which preclude the use of conventional longwalls.

During slow-cooling crystallization of iron-making blast furnace slags, most rare-earth elements in the feed recrystallize as cerite-calcium while scandium and europium concentrate in a sheet-like "mineral". The mineralogy of this "mineral" is studied with one of the objectives being the extraction of the "mineral" from the slag for recovery of Sc and Eu. This "mineral" has been identified as one of the mica group minerals and can be named as rare-earth-bearing barium fluorophlogopite. The mineralogical characteristics of this "mineral" are investigated and discussed. This "mineral" can be effectively recovered from the slag by flotation with dodecylammonium acetate or a combination of dodecylammonium acetate and sodium oleate as a collector.

INTRODUCTION Coal is geologically a sedimentary rock with distinct bedding planes containing a mixture of petrographic constituents. Yet. because of its chemical nature, it also has some of the characteristics of a polymeric material. In addition, it is extensively precracked to give a macropore structure and also has a substantial internal volume of microporosity. Add to this the mineral constituents dispersed in the coal in a variety of forms and sizes. and it can be readily appreciated that coal is a complex and heterogeneous material. It has to date not been possible to predict the particle size distributions produced by breakage of coals from a priori application of the principles of fracture mechanics. However, there is a substantial body of data resulting from empirical observation of size distributions produced under various conditions, primarily from grinding mills. It is the function of this review to outline how this empirical information can be used to predict product size distributions for those systems which have been studied systematically, and to suggest future avenues of research using similar methodology. FRACTURE THEORY APPLIED TO COAL It is, of course, possible to devise experiments for slow crack propagation in a coal. However, the evidence is that coal breaks by brittle fracture in the mills and mining machines of industrial importance and therefore the theory of brittle fracture is sufficient to illustrate the important features of the fracture of coal. In order to produce size reduction a solid must be stressed by the application of force. The force can be a tensile (stretching), compressive, or shear force, and the three dimensional stress pattern in the solid represents the tensile, compressive, and shear forces per unit area acting in any direction through any point in the solid. As an illustration consider the case of a simple one-dimensional tensile stress: then stress is defined as a=F/A where F is the force. A is the cross-sectional area of the solid normal to F and strain. E, is defined as the fractional change in the length of the solid. so that E= x/L where x is the extension of an original length of L. Coal behaves as an elastic material over short times (although viscoelastic creep can occur if the stress is maintained over long times) and if it is not stretched too far the coal returns to its original shape when the stress is removed; otherwise catastrophic failure occurs and the coal fractures at a stress termed the tensile strength. The failure under stress of an elastic material is termed brittle fracture. Elastic material fails at small stain and the stress-stain relation to where brittle fracture occurs is the empirical Hooke's law. a= YE, where Y is Young's modulus. The work done on the solid to take the solid from zero external stress to a stressed state by slowly increasing F up to a final stress u is the integral of the stress times the strain. This reversible strain energy is stored in the solid and. using Hooke's law. is u /2Y per unit volume of solid. If the solid is immediately loaded to u the work done is [EAuL] which Is a2 /Y per unit volume, that is, twice the reversible work.

The naturally occurring aged manganese oxide coated on the granular media was found to have a catalytic effect on the removal of low concentration of Mn(II) (-1 ppm) from drinking water. Applying this principle, a manganese removal technique was developed for removal of higher concentration of Mn(II) (-100 ppm) from mine drainage by using various aged filter media and synthesized granular media with manganese oxide coatings. Laboratory-scale continuous granular media column experiments were conducted to assess the feasibility of manganese oxide-coated granular media for Mn(II) removal from synthesized mine drainage. The removals of Mn(II) were evaluated as a function of operation parameters including solution pH, manganese oxide concentration coated on the media, interstitial velocity, and oxidant concentration of influent. Higher solution pH and/or higher manganese oxide concentration promoted the removal of Mn(II) on the oxide-coated granular media under low interstitial velocity. Addition of sodium hypochlorite as an oxidant in the influent resulted in continuously regenerated oxidized surface to serve as the catalyst for Mn(II) oxidation reaction on the surface of oxide-coated media.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. The coal mining industry is divided into two distinct economic segments based on Coal Supply Agreements. Coal supply agreements generally fall into two categories, spot or long-term, with the selected contract term being driven by the buyer's market expectations, security of supply considerations, fuel tonnage and quality requirements, and economics. Short-term or spot coal purchases are generally market driven and are highly competitive in today's marketplace. Long-term contracts, particularly those involving captive mines and mine-mouth power plants, are commonly driven by considerations other than economics. These other considerations, such as Reserve Conservation and Resource Recovery, Security of Supply, and Maintenance of Levelized Costs may increase the cost of coal, often needlessly and without benefit to the buyer or seller. The basic economic principles which guide the market driven metals industry and generally guide the spot coal sector of the coal industry should apply equally well to the long-term coal supply contract. The artificial constraints imposed as a result of regulated rates of return should be re-examined and in most cases, abandoned. There are many methods of surface and underground coal mining being used today such as, open-pit, contour, mountaintop, and area mining for surface mineable reserves; conventional, standard continuous and super-section continuous miners, and longwalls for deep reserves; and highwall miners, thin seam miners and augers in between. This discussion is primarily directed to surface mining, however the same principles of least cost mining on a Net Present Value basis must be considered in all cases.

"Prevalence of lung disease in younger miners surprised industry regulators, congressional members, researchers and black lung clinic staff members. Mitigation researcher focused on low-coal mining in the Appalachian regions until Miners Colfax Medical Center (MCMC) Black Lung Clinic examinations discovered 25 of 72 Wyoming coal miners with lung disease. To reverse recent upward trend in lung disease, research programatic have been directed at reducing exposure to respirable “float” dust. This paper suggests broadening the scope of research to include boundary detection in efforts to improve outcomes. Beginning with a better understanding of biochemistry of anaerobic bacteria methylation processes precipitating sulfur and heavy metals into thin seam boundary layers. Expanding research and development objective to focused on minimization of bit-pick crushing cone volume and preventing mining thin boundary coal layers and out-of-seam dilution. Black lung clinical evaluations of miner will confirm outcomes directed towards reduced occupational disease and smoke stack emissions. INTRODUCTION Miner exposer to bit-tip crushing cone volume, fragmentation and auger movement generated respirable “float” dust and boiler emissions are related science-technology –engineering-mathematics (STEM) problems. Formidable but not intractable problems are driven by oxidation of upper flood plain elements in the periodic table and biochemical metabolic presses occurring in coal basin. Because of burial compaction, quartz and trace heavy metals (Fe2+, Mg2+) are concentrated in thin seam boundary layers. By not cutting through thin boundary coal layer and out-of-seam into hard quartz containing rock layers, miner lung disease and smoke stack emissions are minimized. Cutting bit-pick elastic wave hydrodynamic principle force vectors in the coal layer must be aligned to minimize respirable dust generation, constrained by fragmentation size. Dust abatement by water spray and machine design are effective; but for, failure to address cutting cone dust volume generation and its distribution along run-of-mine (ROM) transportation systems the boiler. Real-time precision thickness measurements by integrated cutting drum (icDrum) sensor, machine man-interdiction from a dust free control room, is a cost effective way to prevents respirable dust exposure. The recommended STEM research and demonstration initiative addresses issues raised by discoveries of increased rate of lung disease discovered in young miners and concerns over emissions from coal-fired electric generation stations (Global Warming). In-mine demonstrations must be validated by on-site MCMC mobile Black Lung Clinic data acquisition and analysis."

A mobile-modular carbon adsorption mill design and operation for small to medium sized heap leach precious metal mines is presented. In the mobile-modular strategy, charcoal columns with adsorbed metal move from small strategically located carbon adsorption loading stations to a central stripping facility and back. The design has many advantages: 1) It scales-up from pilot plant to full production. 2) It has low capital requirements. 3) Operational costs are competitive with other systems. 4) Mill production can react quickly to changes in ore grade or property area. 5) The solution circuits are simple and easy to maintain. 6) Charcoal damage is reduced.

Experiments were performed under batchwise wet grinding conditions with dolomite mineral. The vibration signal was received by an accelerometer and transmitted to a mini-processor. The signal was first stored on a digital tape recorder (OAT) in voltage format during the grinding tests. The original signal was then re-sampled and converted into data format for IBM or compatible personal computer by a digital oscilloscope. The root-mean-square (RMS) and power spectrum was estimated on the time-domain vibration signal. A partial correlation analysis was applied to the frequency-domain signal to detect the non-zero correlation between the frequency bands and the operating parameters. A multiple stepwise regression was used to locate the key frequency bands for describing a particular operating parameter. After vibration analysis, the operating parameters in grinding, for example, the mill speed, the powder filling, the pulp density, the pulp temperature and the particle size were found to be strongly correlated with a few frequency bands. The grinding process could therefore be monitored using the vibration signal.

The role of ZnSO4 in activation of sphalerite (ZnS) and deactivation of lead-activated sphalerite has been investigated. Adsorption of metallic ions at the solid-solution interface, electrokinetic results for sphalerite under different chemical conditions, and thermodynamic calculations were used to elucidate the mechanisms involved. It is shown that flotation response of sphalerite in absence of activators is rather weak and that adsorption of ethyl xanthate on the mineral mainly electrostatic in nature. Zinc sulfate is found to activate the mineral but only in a narrow acidic pH range. This is attributed to the increase of zeta potential as well as the possible increase in amount of negatively charged bulk precipitated zinc xanthate. Lead ions activate sphalerite in a wide pH range and the lead activated mineral assumes a flotation behavior similar to that of galena (PbS). However, addition of ZnSO4 depresses the lead-activated sphalerite by replacing lead ions at the mineral/solution interface.

Like our wives, the comminution of brittle solids is easy to recognize but difficult to describe. However, describing it we must. Describing the fracture mechanism of brittle solids permits the eventual mathematical quantification of the results, process optimization and control strategies. This paper presents a physical model of brittle solid comminution that explains why the slope of the log-log size distribution curves have a slope of one or less in the smaller particle sizes. To develop the hypothesis, modifications of the Gaudin Meloy physical model are made. In brittle solids, comminution takes place by cracks propagating through the material. These cracks may bifurcate as they move. Cracks may terminate either on the original surface of the material, or on a secondary crack within the material formed earlier in the comminution process.

The concept of bolting mine roofs to prevent roof falls was initiated in the 1950's and was quickly accepted by the mining industry because it was inexpensive, effective and convenient. The principle regarding roof bolting were that: a) the loose and fragmented rocks were suspended from or clamped to more competent surrounding rock and b) generally, by clamping several layers of thin and laminated strata, a more competent monolithic beam is created.

Natural Zeolites are a less expensive and in certain applications a superior alternative to organic ion exchange resins. Mining and metallurgical waste streams are difficult to treat because the effluents which contain potentially valuable heavy metals such as copper, lead, and silver are often highly acidic and contain significant quantities of suspended solids. Under rigorous operational conditions, certain natural zeolites can remove the metals, which if desired can be recovered by either elution or conventional smelting techniques. There are significant differences in cation exchange rate, selectivity and capacity as well as resistance to either high or low pH, blocking cations and tolerance to elevated or depressed temperature and pressure not only between different zeolite minerals but between the same mineral from different deposits. Applying natural zeolites to the treatment of mining and metallurgical waste streams depends on matching the specific zeolite to the effluent by characterization of the zeolite minerals.

The Moab Uranium Mill Tailings Remedial Action (UMTRA) Project Site (Site) is a former uranium-ore processing facility near Moab, Utah, where production ended in 1984. The United States Department of Energy Office of Environmental Management (DOE-EM) is responsible for remediating the site to meet 40 Code of Federal Regulations (CFR) 192 standards promulgated by the United States Environmental Protection Agency under the authority of the Nuclear Regulatory Commission (NRC). Tailings from the former mill were stored in an unlined impoundment (tailings pile), totaling 16 million tons of waste material. Surface cleanup has been ongoing since 2009 and consists of removal and transport of tailings via rail to an off-site disposal facility in Crescent Junction, Utah, with an estimated completion date around 2029. Gravity-driven migration of tailings fluids and recharge through the tailings pile and former on-site ore storage areas in the northeastern part of the site led to contamination of site soil and groundwater. The primary contaminant of concern is ammonia, which was present in fluids used in the milling process (DOE 2003). Uranium is a contaminant of potential concern. An interim groundwater remedy is currently in place that utilizes a system of extraction and injection wells to limit discharge of contaminated groundwater into the nearby Colorado River. Exceedance of surface water standards for ammonia are a principal concern due to potential endangered species fish habitat areas along the Colorado River adjacent to the Site. When necessary, surface water diversion is used to lower surface water ammonia concentrations when suitable habitats develop for endangered young-of-year fish. Once surface cleanup concludes and the tailings pile is removed, a formal groundwater remedy must be selected and documented in a Groundwater Compliance Action Plan (GCAP). Under Title 1 of the Uranium Mill Tailings Radiation Control Act, natural flushing (i.e., monitored natural attenuation), may be selected as the groundwater remedy if it can be demonstrated that the remedy will achieve groundwater standards within 100 years. The 40 CFR 192 groundwater standard for uranium is 44 micrograms per liter (μg/L), and the target groundwater concentration of ammonia based on adverse effects on local fish species is 3 milligrams per liter (mg/L). A collaboration with Geosyntec Consultants, Inc. (Geosyntec), the Moab UMTRA Project team, the DOE Office of Legacy Management, the DOE-EM, and the Network of National Laboratories for Environmental Management and Stewardship was held in 2022 with the goal to generate actionable recommendations to develop a GCAP for the Site. The primary recommendation was development of a groundwater fate and transport model to predict the remedial timeframe under various groundwater remedies. This paper presents the results of soil and groundwater sampling, geochemical modelling, and laboratory column and batch reactor testing that will be used to parameterize a numerical model for estimating the remedial timeframe under various scenarios, including natural flushing.

"Health and Safety problems can make a mineral deposit or a portion of one, an operating plant, or finished product unprofitable or worthless. Therefore they need to be reviewed when reserves are established and yearly thereafter until the deposit is closed down. Health and Safety regulations serve as a guide, but I have always done more frequent checks, when adding new products with different specifications or during times of bad weather and crisis. Water quality and quantity are always in question. Health and Safety are quality of life issues which are at or near the top of priorities for communities, companies, employees, and government bodies. Georgia dropped from one to three in U. S. for business development due to “Quality of Life” issues. Remember crystalline silica is present in nearly all sedimentary and acidic rocks and basic igneous rocks are the perceived home of asbestos. These health issues, any other safety and health issues or perceived issues need to be resolved initially and any time they come up during life of deposit. When handled properly good safety and health programs add to the profitability of a deposit, not to the costs. Daily safety checks in operating plants and mines, and visual check of all drilling core with an eye for changes are a key to successful programs. Both plants I turned around had terrible safety records, too much airborne dust, and maintenance problems resulting in low productivity. In almost every case cost reduction was tied to eliminating maintenance and spillage problems which caused health problems and increased possibility of accidents. Implementation of these safety and health programs around 1970 starting prior to government programs, working with new MSA/MSHA regulations, working to improve the regulations as a president of a state mining organization, and maintain profits was a challenge, but very rewarding. Reducing time to make repairs and work simplification gleaned from observations and employee recommendations learned from making multiple daily inspections resulted in years without lost time accidents at two plants, reduced maintenance and 33-75 % improvement in cost per ton at A. P. Green Refractories Co. Eufaula Calcining Plant 1972-77 and Oil-Dri Ochlocknee plant and mine 1979-82. The Ochlocknee mine worked 1981-2007 without a LTA. The author participated in 16 acquisitions and new plant design projects. All of above reduced costs allowed mining deposits with higher overburden to be used and considered. Thereby increasing reserves considered in all operations."

This paper considers simulation of truck dispatching system designs using maximum expected production of the truck-shovel system as the measure of performance. Two methods are utilized, multiple comparisons with the best (MCB) and the combination of MCB and the variance reduction technique known as common random numbers (CRN). These two techniques are compared via simulation experiments. The results show that the combined procedure of MCB with CRN is the superior tool to reduce the total number of replications needed to ensure the specified probability of correct selection over the finite number of designing systems. In this case study, MCB with CRN reduces the variance by 29% and the number of required replications by 48%. Also, the MCB with CRN procedure narrowed the confidence interval by 18%.

Secondary Ion Mass Spectroscopy (SIMS) was used to study copper ion adsorption, and its effect on subsequent sulfide collector adsorption, on pyrite and pyroxene minerals under flotation related conditions. Copper was found to adsorb on both of these minerals and cause enhanced sulfide collector adsorption. The distribution and depth profile of copper and collector on these mineral surfaces were obtained by using SIMS in the imaging mode. The results of this study have provided a valuable insight to understanding pyrite and gangue flotation observed frequently in operating plants.

Infrastructures continue to age and drinking water supplies are becoming scarce in the San Fernando Valley of Los Angeles, California. Frontier-Kemper Constructors, Inc. (FKCI) was engaged by the Los Angeles Department of Water and Power (LADWP) to complete the River Supply Conduit Improvement Upper Reach—Unit 7 Project (RSC7). Two tunnel sections were bored using a 2.64 meter diameter Microtunnel Boring Machine (MTBM) and a 4.12 meter diameter Earth Pressure Balance Tunnel Boring Machine (EPBTBM) to excavate approximately 3,733 meters (3.7 km) of tunnels through highly abrasive late-Pleistocene-age Quaternary alluvial deposits (Old Alluvium) and Holocene age Young Alluvium deposits above the water table. This paper discusses the challenges encountered managing the TBM’s equipment degradation, use of soil conditioners, cutterhead wear, torque and advance rates while maintaining the necessary face-pressures and parameters to limit over excavation and ground settlement.
