Aggregate is an essential input to every economy, so governments need to ensure a sustainable supply of these resources through planning. There is also a need to shift from a linear economy to a more circular one, in which wastes are recycled rather than landfilled, so as to increase eco-efficiency. The purpose of the Sustainable Aggregates Planning in South East Europe (SNAP-SEE, SEE/D/0167/2.4/X) project is to develop a Toolbox for Aggregates Planning to assist governments and stakeholders in national, regional, primary and secondary, aggregates planning in southeast European countries. The Toolbox comprises documents on stakeholder consultation, data and analysis methodologies, a vision of best practices in aggregates planning and how to build an aggregates plan. The Toolbox will also support ongoing efforts to enhance minerals policy in the European Union (EU) as called for by the European Innovation Partnership on Raw Materials. Industrialized and developing nations see long-term and continued economic growth as essential to the well-being

"What is your history and how did you get involved in mining?Like many SME members, I came from a mining community with a family history in mining, in my case Walkerville, MT. Both of my grandfathers were underground miners. My father was a miner for a short time. He later sold drinks to the miners. Unfathomable by today’s standards, my dad would pick up the miners’ checks at the pay office and have them cashed and waiting with a shot and beer for the miners when their shift ended. My mother was a nurse, who from time to time, would patch up an unfortunate miner. I remember walking past multiple picket lines on the way to and from grade school, watching homes being boarded-up. I grew up with a deep respect for the critical relationship between labor and management.I had no intention of going into mining and initially set out to pursue a career in chemical engineering. But I attended my first two years of engineering at Montana Tech, due to the proximity and affordability. This is where I met Dr. Tom Finch, a mining professor who taught statics to the engineering students. After a coaching session in a hallway, half way through my sophomore year, I switched to mineral processing engineering. In his colorful way, Professor Finch advised me that, “You do not want to make #@*!! erasers and #@*!! Jell-O the rest of your life go talk to the guys in mineral processing.” He was very persuasive and here I am today.How about your involvement with SME?I encountered SME out of school and a little later in my career. Terry Maio and Jim Arnold invited me to local section meetings in the Missouri Lead Belt. That was my first exposure to the technical programming and relationship building that was possible at the local level. After Ozark Lead shut down and I relocated to Nevada, Rich Johnson, Scott Barr and Dave Collins encouraged me to attend my first annual meeting in Salt Lake City, UT. I joined SME at that time and was fortunate to be engaged by members like Art Schweizer and Jim Arnold, and I soon began the leadership progression for the Mineral & Metallurgical Processing Division. Since then, I have supported SME at the national and the local level serving in multiple roles and capacities."

Heavy metal ions exist in waste effluents including mining tailings, manufacturing discharges, and smelting and metal plating process wastes. Various methods are available to treat industrial effluents containing high levels of metal ions, but when confronted with wastewater that has low metal ion concentration below 500 mg/L, most techniques suffer from low removal or separation efficiency as well as high operating cost. ELM-based techniques can be used to solve these problems.

"While coal fueling China's economic growth it has already been causing severe pollution and amounts of CO2 emission. How to make deep reductions in carbon emission is not only a huge challenge for the greatest consumer of coal, but also a revolution for China’s coal industry. The paper explores how to shrink CO2 emissions during the lifetime of coal. The paper points out that increase of coal mine efficiency and productivity, green mining, utilization of coal mine methane and environment-friendly disposal of coal gangue can reduce CO2 during coal mining; coal preparation and coal by wire can decrease CO2 during coal preparation and transportation; improving combustion efficiency, CO2 capture and storage (CCS) and coal transformation can lessen CO2 during coal utilization. The paper also points out that Circular Economy Park is a practical way to develop a low carbon economy for coal industry. An econometric model for total coal industry and each sector are constructed to measure carbon emissions based on CO2 equivalent emissions, then with detailed calculations, based on potential greenhouse-gas emission's reduction, a most likely low carbon roadmap of China's coal industry is depicted with scenario analysis method.Introduction Global warming poses a profound threat to humanity and the natural world and is one of the most serious challenges humankind has ever faced. According to the 2007 Fourth Assessment Report by the Intergovernmental Panel on Climate Change (IPCC), global surface temperature increased 273.89 ± 273.33K during the 20th century (IPCC 2007). Increasing concentrations of greenhouse gases have caused most of the observed temperature increase since the middle of the 20th century (United States National Academy of Sciences 2008), and CO2 is the most important cause of global warming. In 2005, CO2 contributed 76% of global greenhouse gas emissions, CH4 contributed approximately 16%, N2O contributed approximately 6% and the combined F-gases contributed approximately 2% (IEA 2010). Among the many human activities that produce greenhouse gases, energy use is by far the largest source of emissions. Since 1870, CO2 emissions from fuel combustion have risen exponentially (IEA 2009). Of the three types of fossil fuels - coal, natural gas and petroleum - coal constituted only a quarter of the world total primary energy consumption in 2007. The situation is even more critical in China than in the rest of the world, as energy-intensive industrial production is growing rapidly, and large coal reserves exist in combination with limited reserves of other energy sources. The development and production of the coal industry provide stability in China's economic growth. There are more than 7000 coal enterprises in China; the coal enterprises are the main contributor to China's ""economic miracle""."

Antimony has been used extensively in industry and in everyday life since the 19th century, and antimony sulfides have been known since around 4,000 B.C. Antimony’s most significant applications are as a flame retardant in the manufacture of electronics and textiles, as a catalyst for plastic fabrication, and as paint pigment and fining agent in glassware, opacifier in ceramics and an alloying element in ammunition and battery manufacturing plants. It is also used in vehicle brakes and tires. Brake pads contain stibnite (Sb), the sulfide compound of antimony. In particular, stibnite is used in automobiles as a lubricant, vibration reducer and friction stability improver. Anthropogenic activities are the primary source of antimony in the atmosphere [1,2]. Annual global consumption of antimony has increased to more than 1.4 × 105 t, and China is the most significant producer [2].

Over the next two decades there will be significant trade and development opportunities in China for mining, engineering, equipment, and construction companies interested in becoming part of the development of China's chemical and fertilizer industries. At last count, China's phosphate ore reserves of 11.8 Gt (13 billion st), ranked fourth in the world behind the US, the USSR, and Sahara-Morocco. However, a recent statement by the head of the Ministry of Geology and Minerals, Sun Daguang, claims that with increased prospecting in the last few years, China's phosphate reserves now rank first in the world. Whatever the actual size of its known and potential reserves, China's present phosphate processing capabilities fall far short of demand, while the substantial progress that has been made in this area points out the severity of the problems that still remain. Since 1949 China has developed 181 mines and increased its phosphate concentrate production from 10 kt (11,000 st) to 10.86 Mt (11.97 million st). By the 1980s, China was the third largest chemical fertilizer producer in the world-although this claim is slightly misleading as China's nitrogen/phosphate potassium ratios are far from average world ratios and even further from US standards. According to the Sixth Five Year Plan promulgated in 1982, the country's development plans emphasize the expansion and upgrading of key energy and industrial sectors, including that of fertilizer production-specifically phosphate and potash. Within the framework of the plan, the Ministry of Chemical Industry's development priorities are to: • Increase potash production by 150% to 50 kt (55,115 st). • Raise phosphate fertilizer production 21.2% to 2.8 Mt (3.1 million st), 46 kt (50,705 st) of which will come from new projects constructed and completed within the Sixth Five Year Plan, with projected new production of phosphate concentrate and complex fertilizer in the next decades totaling 500 kt (551,146 st). • Commence work to increase phosphate ore production by 8.33 Mt (9.18 million st). Facilities for 2.43 Mt (2.68 million st) will be completed and come on stream by 1985. • Commence work to increase iron pyrite ore production by 3.69 Mt (4.07 million st), facilities for 2.9 Mt (3.2 million st) will be completed and come on stream by 1985. • Verify 600 Mt (661 million st) of new phosphate ore reserves. Since the promulgation of the Sixth Five Year Plan, Chinese authorities have announced that 70 key construction projects will receive top priority in the implementation of the plan. These projects include five in the chemical industry area, including the construction of four fertilizer plants in Urumqi (Xinjiang), Zhenhai (Zhejiang), Beijing, and Lucheng (Shanxi), and a pyrite mine in Yunfu (Guangdong). In addition, by 1985 the state will expand or construct three major phosphate mines: Wangji in Hubei, Kaiyang in Guizhou, and Kunyang in Yunnan. Fertilizer Ratios In 1982, China's fertilizer production was slightly higher than 12 Mt (13.2 million st) and consisted of 80% nitrogen, 19% phosphate, and 0.19% potassium. By 1985, state officials project that fertilizer production will reach 13.4 Mt (14.8 million st) and consist of 78.4% nitrogen (10.5 Mt or 11.6 million st), 21.2% phosphate (2.8 Mt or 3 million st), and 0.39% potassium (52.3 kt or 57,605 st). To attain the world average using the country's 1985 projected production level for nitrogen, China will have to double its 1985 phosphate production to 5.76 Mt (6.35 million st) and increase its 1985 potassium production almost 80 times to 4.1 Mt (4.5 million st). These numbers demonstrate the seriousness of the fertilizer production problem in China today and the long-term nature of the problem's solution. Development Examples Yunnan is the third largest phosphate-rich province in China with verified deposits of 1.9 Gt (2.1 billion st). Despite this abundance, the province only mines around 3 Mt (3.3 million st) of phosphate rock annually. In June of this year, Yunnan announced its intention to initiate 39 development projects within the next two and a half years, requiring an estimated $200 million worth of foreign investment. Production forecasts derived from the medium-term schedule represent the best path forward for underground mining operations to achieve corporate and operational goals. Unforeseen circumstances, such as equipment breakdown, can cause significant deviations from established production forecasts in the short term. Such situations require timely mitigation of the effects of the deviations in order to stay as close as possible to the medium-term plan. This paper presents a deterministic mathematical formulation for short-term scheduling that addresses this challenge. The formulation is able to make up for deficits resulting from operational disruptions by minimizing deviations from medium-term production goals and medium-term activity start dates. We demonstrate this in a case study by simulating disruptions involving reduction in ore extraction capacity and development advance rate. Aside from the rescheduling capability, this formulation can help mine planners conduct analysis on the impact of various disruptions on the schedule. The formulation can help identify those conditions or disruptions that are more detrimental to the achievement of forecast targets, or otherwise. The formulation also affords mine planners the flexibility to prioritize one production goal over the other, depending on operational conditions at the mine. In the future, we seek to incorporate in the formulation respirable dust, diesel particulate matter and ventilation constraints in order to create more realistic schedules, and enhance miners’ health and safety.

Since our firm was established by Mr. Price in 1937, we have followed an investment philosophy which is based on the belief that investment in growth stocks is the most assured way of achieving superior, long term investment accomplishment. There are many criteria that we use to select growth companies but the most important is a combination of superior management operating in an industry with above average growth potential. This growth stock approach is the cornerstone of our investment strategy for two of the three mutual funds sponsored by the Price organization and for our private clients. However, during the past 5 years we have seen inflation accelerate due to a variety of factors including the inability of our government to meet seemingly unlimited needs with limited revenue sources. While there might be temporary periods of price stability, we believe that inflation will still continue to be the investor's greatest problem in future years. Our conviction that inflation would increase combined with the acceleration of inflation in the late 1960s stimulated an intensive investment research effort, on our part, to identify those companies with strong natural resource bases -- who own or control large, secure, and low cost tangible assets. Over the longer term and in an environment of a depreciating dollar some of these firms should be able to develop and sell these assets at higher prices. While we still believe that investing in growth companies is a sound investment strategy to offset inflation, we also believe that certain natural resource companies will show well above average investment performance. In the newest Price mutual fund, The Rowe Price New Era Fund, we have, as a matter of policy, placed a large portion of the portfolio in natural resource companies.

The Mine Safety and Health Administration (MSHA) promulgated a rule in 2014 that required numerous changes in compliance dust sampling requirements for coal mine operators. Two key parts of this rule were the lowering of the respirable coal mine dust standard from 2.0 mg/m3 to 1.5 mg/m3 and requiring operators of underground coal mines to use a continuous personal dust monitor (CPDM) for compliance sampling. The CPDM currently approved for compliance sampling is equipped with a display that provides miners with in-shift information on their respirable dust exposure. The goal was to provide an indication of a potential overexposure and empower the miner and mine operator to implement changes in controls and/or operating practices to prevent an overexposure from occurring.

Among underground coal miners, hearing loss remains one of the most common occupational illnesses. In response, the National Institute for Occupational Safety and Health (NIOSH) conducts research to reduce the noise emission of underground coal-mining equipment, an example of which is a roof bolting machine. Field studies show that, on average, drilling noise is the loudest noise that a roof bolting machine operator would be exposed to and it contributes significantly to the operators? noise exposure. NIOSH has determined that the drill steel and chuck radiate a significant amount of noise during drilling. NIOSH and the Corry Rubber Corporation have developed a bit isolator that breaks the steel-to-steel link between the drill bit and drill steel and a chuck isolator that breaks the mechanical connection between the drill steel and the chuck. This effectively reduces the noise radiated by the drill steel and chuck and reduces the noise exposure of the roof bolter operator. The paper documents the evolution of the bit isolator and chuck isolator. Laboratory testing confirms that production bit and chuck isolators reduce the A-weighted sound level generated during drilling by 3.7 to 6.6 dB

Polymorphic transformations taking place in grinding processes, of massicot to litharge in PbO system, and of y to a in Fe203 system, were re-investigated. Grinding was carried-on in a steeel rotation mill charged with WC balls, under inert atmosphere. The kinetics of transformation in PbO was established by means of quantitative X-ray diffraction analysis. The resulting data fit a modified logistic growth function up to about 75% of transformed volume fraction, when a mixture at steady-state equilibrium is formed. The reasoning for the use of a modified logistic function is discussed. A sigmoidal growth function can be used if resulting data fit also an empirical power relationship between transformed volume fraction and time. However, it lacks the significance expressed by a modified logistic function. Assuming, the loss in magnetism is directly related to the amount of transformation in Fe 203, a quantitative analysis was performed using a magnetic balance method. The results fit only the modified logistic growth function, and transformation proceeds almost to completion. A wide literature survey of the subject is given. Available data from literature is compared with the results of the present study, and is shown also to fit a modified logistic grown function, with surprisingly similar slpes in a linear plot, independently of the material. The instrumentation effect on kinetics parameters, and the establishment of equilibrium mixture values, are discussed.

While there could be as many directions on regulations as there are viewpoints surrounding the asbestos controversy, there are a few basic criteria that generally will influence government thinking, namely: - their definition of the problem to be regulated, - their interpretation of the scientific evidence available to them, and - their sensitivities to the views of, and the implications for, various interest groups in society. Clearly, different assessments of these criteria by various governments will lead to differing regulatory regimes. The consequence, of course, is a patchwork of non-conforming regulations among nations, with all that thin implies for the distortion of international trade and the unsettling of international relations. I would therefore argue that when governments are examining regulatory action, they should explicitly take into account their common interests in stable and cordial international relations, and when possible, efforts should be made to ensure that movement on regulation is at least, in principle, in accord with the general views of the international community.

Reducing the contribution of heavy- and light-duty diesel-powered equipment to concentrations of aerosols and gases is essential to industry’s efforts to improve air quality in underground mining operations. The results of this study demonstrated a potential of control strategies based on retrofitting existing power packages with diesel oxidation catalyst (DOC) and diesel particulate filter (DPF) systems and repowering existing systems with advanced power packages to reduce contributions of diesel-powered vehicles to concentrations of diesel aerosols and criteria gases in underground mines. The implementation of viable exhaust aftertreatment systems and advanced diesel power packages could be instrumental in the underground mining industry securing a clean, economical and dependable source of power for mobile equipment.

Introduction Located in Russia’s Chukotka Autonomous Region near the Arctic circle and 425km from the seasonal port of Pevek (population approximately 4600), Peschanka (or ‘Anyui’) is perhaps the world’s most isolated CuMoAu porphyry deposit of significant grade and tonnage. In addition to its extreme remoteness (66°36'N/164°30'E) and lack of developed infrastructure, Peschanka is located in one of the world’s coldest regions, with annual average temperatures well below freezing. Soviet exploration up to 1985 defined four zones with inferred resources of roughly 940Mt @ 0.51% Cu, 0.42 g/t Au, 1.4 g/t Ag and 0.019% Mo (1).

Fly ash samples were collected from two large lignite-fired power plants of Ptolemais region, northern Greece. Environmental Scanning Electron Microscopy (ESEM) was applied for the characterisation of the samples. ESEM coupled with Energy Dispersive System (EDS) provided fast and accurate results on the morphology, mineralogy and chemical composition of the fly ash particles. Fly ash consists mainly of aluminosilicate glass, silicates, oxides-hydroxides, sulphates, carbonates and char. Various types of chars, spheres (e.g. ferrospheres, cenosphers, plerospheres etc.), spheroids, agglomerates and mineral crystalls were observed. The size distribution of the fly ash particles was correlated with their mineralogical and chemical composition. Possible environmental impacts and potential utilization is also discussed in this study.

A computer model called the Quality Compliance Model was developed to optimize the mine planning and sequencing in area coal mining with respect to the limit on pounds of sulfur dioxide per million BTU imposed by regulations. The objective of the model is to maximize the amount of high sulfur coal mined from various benches while meeting the specified compl'ance standards. Given multiple seams and multiple benching operations, the mining sequence from each pit is simulated. The rate of mining is controlled such that the in-pit blending will maximize the usage of high sulfur coal and meet compliance standards. The compliant coal can be stockpiled for usage at a later date, or it can be disassociated. This calculation can be based on any given rate of production, i.e., from as small a unit as a unit train to as large as monthly or yearly production.

A number of studies have attempted to correlate the semiconducting properties of mineral sulfides with their chemical reactivity. Frequently such studies are conducted on polished or abraded electrodes. Defects produced by abrasion may mask the influence of the semiconducting properties of electrodes, e.g., by pinning the Fermi level at the surface or by reducing the lifetimes of photogenerated charge carriers. It is shown that pyrite and galena electrodes have photocurrents that are extremely sensitive to abrasion of the electrodes. On freshly fractured galena surfaces, the space charge layer is readily polarized. Wet-abrasion is shown to produce a relatively thick ptype layer on galena electrodes and this p-type layer has a pronounced effect on the photoresponse. On freshly fractured pyrite surfaces, the Fermi level at the surface is pinned by a surface state. Wet-polishing reduces the magnitude of the photocurrent by over an order of magnitude.

"Unmanned aerial vehicles (UAV), or drones, capable of collecting and retrieving water samples from pit lakes, tailings ponds and other mine water basins will revolutionize environmental programs by lowering sampling costs and reducing safety related risks. Costs typically include a boat and associated equipment, boat transportation, road maintenance, water safety devices, water safety training, and additional staff. Typically, the total cost can exceed $20,000 USD per sampling event (excluding lab analyses). Hazards include potential for drowning, unstable pit walls, and unconsolidated sediment surrounding tailings ponds. Hatch has developed a novel device for aerial drones which currently enables the collection of water samples from depths up to 390 ft (119 m). This system only requires a pilot, a sample technician, and a safe operations point overlooking the water body. Hatch anticipates this will reduce monitoring cost by at least 50% while improving safety, reducing staffing requirements and accelerating data acquisition. This manuscript demonstrates profiling and sample collection from a 95 ft (29 m) deep reservoir and a 377 ft (115 m) deep pit lake, and highlights the potential of this emerging technology. INTRODUCTION Working on or near water at active, closed, or abandoned mine sites is inherently dangerous. Between 1996 and 1999, the United States Mine Safety and Health Administration (MSHA) reported 17 fatalities involving drowning at US metal, non-metal, and coal mines (MSHA, 2000). Open pit mines which fill with water following mine closure, called pit lakes, present numerous risks to environmental monitoring teams including drowning, hypothermia, falls to the ground from the top of high walls, and rock avalanches resulting from steep, unstable pit walls. Some pit lakes are simply not easily accessible for ongoing monitoring. However, the routine collection of water samples from the entire water column on at least an annual basis is required to monitor the evolution of water quality over time, to verify the accuracy of numerical predictions, and to manage lake water chemistry in order to produce “treatable” influent to water treatment plants, and ultimately, produce acceptable site discharge water quality. As a product of these risks and the need for water sample, mining companies spend considerable expense on pit lake safety as part of monitoring. This includes training personnel for “on water” duties and hazards, purchasing or hiring specialized equipment and personnel (such as boats, boat operators, personal floatation devices, and mustang suits), stabilizing pit walls and maintaining safe access roads to the lake surface, employing spotters with direct communication to emergency medical services to watch sampling activities (because cell phones and radio signals can be blocked by pit walls), and utilizing redundancy to prepare for unexpected incidents and accidents. For example, one Canadian mining company requires pit lake water samplers to hold Marine Emergency Duties (MED) training to ensure the entire boat crew is sufficient and competent for the safe operation of the vessel, and uses three boats for water sampling: two on the water at all times, and one on the shoreline, ready to deploy. The costs of these safety mechanisms greatly adds to the overall expense associated with pit lake sampling. Consequently, environmental programs may need to reduce the frequency of pit lake sampling in order to keep monitoring programs within an acceptable budget"

Progressive Design-Build (PDB) is an emerging variation of alternative delivery programs in the underground construction industry. PDB refers to the way a construction project design is developed by the Owner and the Design-Builder in a step-by-step process. According to the Design-Build Institute of America (DBIA), Progressive Design-Build allows the design and construction team to collaborate during the earliest stages of project development. This enables engagement between the three key players in a construction contract: the owner, the designer, and the contractor. Is the PDB the best alternative program delivery for large contracts? What is the perspective of the private sector? This paper will provide an overview of the different alternative delivery programs used in the underground industry, pros and cons of each of programs, and the perspective of the designers and contractors. The paper will focus on how the PDB works, reasons why owners should consider PDB for their projects, best collaboration strategies among owners, designers, and contractors to deliver a successful project, and how to manage the project risks using a PDB method.
