This paper examines Bolivia's General Environmental Bill recently passed by Congress: a multi-purpose law with two primary objectives: a) the protection and conservation of the environment, and b) the promotion of sustainable development. In this law, environmental benefits are emphasized by stating general principles, not by attempting to define the means. Regulations are left to the writing of subsequent complementary codes. This paper shows that much of the controversy surrounding the legislation disappears when it is seen as guide rather than an operational part of Bolivia's industrial policy. In essence, the law addresses recent environmental awareness in a region more anxious than ever to speed economic growth.

Two-phase (water and air) flow in a self-aspirated WEMCO flotation machine has been investigated using computational fluid dynamics (CFD). The geometric model is a replica of a 300 m3 cell. A 72-degree sector containing two blades of the ten-blade rotor has been modeled and periodic boundary conditions are applied in the circumferential direction. Simulation of a sector of the machine allows acceptable resolution of the mean flow field using 4x106 grid points. The flow is modeled by Euler-Euler approach, and transport equations are solved using a commercial software ANSYS-CFX5 [1]. Unsteady simulations have been performed. In a self-aspirated machine, airflow rate is not known a prior; it is an output from the CFD simulation. Uniform mean bubble diameter of 0.7 mm has been specified as an input for the simulation. Air flow rate and power consumption have been monitored with time, and results indicate a stable operation. Air volume fraction contours and velocity field in different regions of the machine are presented and discussed.

This paper describes the formulation of mine ventilation network optimization as a standard nonlinear programming problem and the solution of the problem using the generalized reduced gradient (GRG) method. In general, the GRG method is regarded as one of the most effective and efficient methods for solving large-scale nonlinear programming problems. The variables considered in the network optimization include air quantity, regulator pressure loss, and fan pressure for each branch. Each of the variables is constrained by lower and upper bounds. This facilitates proper assignments of ventilation requirements and provides a great flexibility to include various situations encountered in mine ventilation. The objective of the network optimization is to minimize the overall air power consumed by or supplied to the network; whereas the constraints are, in addition to the variable bounds, the two fundamental network laws: Kirchhoffs voltage law and Kirchhoffs current law. A computer program has been developed based on the GRG method for the network optimization. An example of network with 18 branches, 8 regulators and 3 fans is included for illustration.

The molecular form of aliphatic amines precipitates in alkaline solutions when the amine solubility limit is exceeded and forms a typical colloidal system. The zones of mines precipitation and micellization are defined and it is shown that the appearance of a colloidal system in a certain pH range is a unique feature that makes weak electrolyte type surfactants differ from strong electrolytes. The formation of iono-molecular complexes reported in the literature is shown to be a pre-precipitation phenomenon. The zeta potential - pH curves for minerals and bubbles in the presence of amines in the pH range where the amine forms a colloidal precipitate are entirely determined by the precipitate. The pH dependence of the flotation of certain minerals using amines is discussed in the light of these findings.

Providing adequate airflow to effectively dilute and remove diesel pollutants in large mine working headings is a little researched area. A simulated diesel mucking operation was carried out in the Exxon Colony Pilot Mine in Colorado to establish expected levels of diesel pollutants in dead-ended working headings. This heading was nominally 15.3 m (50-ft) wide by 9.2 m (30-ft) high. Two face ventilation systems were tested using sulfur hexafluoride tracer gas to represent the diesel pollutants. The results of these tests showed that conventional face ventilation systems operating at high flow rates could adequately ventilate diesel equipment in the 447-522 kw (600-700 hp) range, even in a dead heading 91.4 m (300 ft) in length.

The development of liquid-level control algorithms, based on sets of linguistic rules expressing human operator's "intuitive" control strategies, have been reported. The main objective of the present paper is to illustrate the implementation methodology. The experimental work was done with a 28.3Lflotation cell. The control variable (height of pulp in the cell) was controlled by manipulating the outflow rate. The controller algorithms were programmed and implemented using an Applelle computer and a Keithley das Series 500 measurement and control interface. It is pointed out that the scheme of fuzzy controllers is simple to use and powerful enough to handle complex and nonlinear systems.

The Nordhalde is a waste rock pile resulting from uranium mining near Ronneburg, Germany. The pile contains over 27 million m3 of waste rock. Typical seepage water has a pH of 2.7 and a sulfate concentration of 10,000 mg/L. Geochemical investigations of the Nordhalde from 1993 to 1996 included drillholes, test pits, ABA and metals analyses, column tests, and a detailed review of the construction history of the pile. In 1996, eight drillholes were instrumented for monitoring oxygen and temperature. Monitoring continued for a fill year. Hourly temperature and pressure readings were taken by automated data recorder. Oxygen concentrations were measured three times per week, and periodic gas samples were obtained for complete analysis. The resulting data set is believed to be one of the most comprehensive of its kind. Effects noted elsewhere, such as thermal convection, are evident. However, unlike other data in the literature, the NordhaIde data shows a strong seasonal effect, with convection dominating oxygen transport only in the winter months. Analysis of the data allowed the amount of contaminants associated with ongoing and historical oxidation to be compared, and results were used to assess the potential effectiveness of proposed remediation measures.

Coconut shells are the most widely used raw material for the production of activated carbon used in the gold production by cynanide leaching. There have been efforts to find alternatives to coconut shells. Shells and stones of certain fruits, have been tested. Although promising results to some extent were obtained, coconut shells remain the main source of activated carbon. Türkiye has become a country of interest in terms of gold deposits of epithermal origin. Four deposits have already been discovered and, mining and milling operations are expected to start in the near future. Explorations are underway in many other areas of high expectations. Türkiye is also rich in fruits which can be a valuable source of raw material for activated carbon production. In this study, hazelnut shells, peach and apricot stones, abundantly available locally, have been tested to determine whether they are suitable for the gold metalurgy. Parameters of carbonization and activation have been optimized. Gold loading capacity and adsorption kinetics have been studied.

TRANSPORTATION TUNNELING The use of tunnels for transportation, namely rapid rail transit systems and highways is on the increase. How much that increase might be through the 1980's is the question that is discussed in this paper. In 1975, there were 218 route miles of subway tunnels for rapid rail transit and 154 lane-miles of highway tunnel. From the viewpoint of many transportation planners and designers, the tunnel is one of the tools which may be used to by-pass many types of obstacles: a mountain, a body of water, or a Central Business District (CBD). Therefore, the transportation tunnel is a rural as well as an urban solution with major emphasis on the latter because of the current transportation needs of our cities. In the case of rural locations, tunnels are usually constructed through mountains in order to eliminate miles of steep grades and dangerous curves, such as the Eisenhower Tunnel which cuts through the Continental Divide in Colorado along 1-70 and saves 10 miles and 40 minutes of driving time. Tunnels also provide an excellent transportation link across bodies of water in order not to interfere with shipping lanes. The Chesapeake Bay Tunnel and Bay Tubes of the BART system are excellent examples of this type of tunnel.

A detailed study of ponding phenomenon relative to surface subsidence due to longwall mining was conducted for various surface stream conditions. Based on field monitoring, the stream-ponding process and three forms of stream water are described. Also discussed are the criteria of stream ponding and the influences on the ponding process by two key factors: the angle of stream flow and the change in the stream-bed gradient. A numerical (mathematical) model, which combines trend surface technique that describe the topographical features in the vicinity of a stream and the modified influence function, which represents the profile of the surface subsidence trough (or basin), is constructed to predict the formation characteristics of stream ponding in terms of location, boundary and accumulated water volume of migratory and stationary ponds produced by the stream-ponding process. Three cases are analyzed using the model to predict the interaction of the underground operations and the environmental impact due to stream ponding. The feasibility of various mitigative measures are assessed.

Current competitive demands on the process industries stimulate the need for improved operating efficiencies and compliance to stricter governmental regulations. Emerging information technologies allow narrowing the gap between management business objectives and the process control level. Benefits come from enhanced energy management, operating costs reduction, enhanced scheduling of activities, reduced quality giveaway, enhanced market driven production and enhanced decision making. Plant management systems integrate economic performance monitoring by controlling the business rather than just throughput and product quality. Sound business based decisions about how to operate the plant can be achieved by adequate dynamic performance monitoring at the plant level and the enforcement of the desired targets at the process control level. This paper describes some of the key requirements to implement a process management system to meet stricter process performance standards. Extensions are made to facilitate conforming with regulations established by various governmental and industry monitoring agencies.

The appropriate software and hardware necessary to adapt an X-ray CT analyzer for the determination of coal washability was developed and successfully tested for well-characterized samples under laboratory conditions. Evaluation of the CT-based analyzer under simulated on-line conditions is also presented to verify the on-line capabilities of the newly developed X-ray CT analyzer for the control of coarse coal cleaning circuits. The investigation shows that the data obtained from CT washability analyses compare favorably with experimental sink float data. Further, image frequency was considered to evaluate the CT-Based coal washability analyzer for simulated on-line conditions. Specifically, the number of observations (image spacing) needed for accurate sampling and the total time required to perform the calculations for a representative data set were determined. The Coal supply and demand review arrived too late to appear in the May issue. In 1991, the US coal industry produced 902 Mt (994 million st) of coal, according to preliminary data compiled by the Energy Information Administration (EIA) (Table 1). This amount was 32 Mt (35 million st) less than the record 933.5 Mt (1 billion st) produced in 1990. Most of the decrease in coal production occurred east of the Mississippi River. The substantial stock buildup that stimulated production in 1990 was not repeated in 1991. In addition, coal consumption by electric utilities and coke plants dropped by about 1.8 Mt and 4.5 Mt (2 million and 5 million st), respectively. Moreover, a higher level of coal exports failed to bolster the 1991 production. Production Surface mines accounted for about 59% of the 902 Mt (994 million st) of coal produced in 1991. Underground mines produced for 41%. More than one-fourth of the total coal output was from federal and Indian coal leases. Production of all ranks of coal, except subbituminous, declined in 1991. Bituminous coal is produced mainly in the East. It totaled an estimated 590 Mt (651 million st), a 6% decrease. Production of subbituminous coal, mostly in the West, rose 3% to a record 228 Mt (252 million st). Lignite output was from Texas and North Dakota. It decreased by 1 % to 79 Mt (87 million st). Anthracite production, all from eastern Pennsylvania, fell by 17% to 2.7 Mt (3 million st).

Thermodynamic solubility of chromium in pickling solutions (i.e., HF- HN03-H2O solutions) was determined as a function of HF and HNO3 acid concentrations at 298K. Pure Cr, AISI type 316 and 416 stainless steel were used in this study. The results showed that the solubility of Cr increased with increase in the concentrations of HF and HNO3 acids in solutions. The solubility of Cr increased in the order of pure Cr > 416 SS > 316 SS. The theoretically calculated Cr solubility data were in reasonable agreement with the experimental data.

Mine Safety and Health Administration (MSHA) regulations require underground coal mine operators to dust their mine corridors with an inert material to prevent coal dust explosions. The most commonly used material is pulverized limestone. Current practice to determine compliance with MSHA regulations requires the coal mine foreman or an MSHA inspector to collect samples of the deposited dust, a mixture of coal dust and limestone rock dust, for above ground laboratory analysis. To expedite this process, the U.S. Bureau of Mines has developed two instruments to facilitate the inspection and rock dusting processes, the explosibility meter and float dust deposition meter. The explosibility meter is a hand-held instrument which provides an in situ measurement of the explosible nature of homogeneous mine dust samples. The float dust deposition meter measures the mass loading density of the top layer of coal or limestone dust deposited on the mine floor during mining operations by the ventilation air. It may also be used to automate trickle rock dusting equipment. The operation of each device is based on the difference in the optical reflectance between the light limestone dust and the dark coal dust. The principal of the explosibility meter is based on the observation that, for a fixed coal volatility, the optical reflectance of dust mixtures is relatively constant at the limit of flammability, and independent of the coal dust particle size.

Today many small diameter tunnels are being constructed in Metropolitan areas and towns as transmission holes for utilities such as water, electricity, natural gas and sewage, to name a few. These tunnels function as utilities beneath the streets, highways, railways, and other structures where open-cut techniques are impractical for any one of a number of reasons. Many such bores range in diameter from 15 to 72 inches and in lengths from 100 to 500 feet. Auger drills with auger type heads have long been used to bore these "road crossings" as they are usually termed; however, many such crossings must be bored in rock with rock-boring heads. Rock with a compressive strength of 15,000 p.s.i. and higher seems to present the greatest challenge for the contractor. These rocks include most igneous and metamorphic rocks and some sedimentary rocks. In general, this grasps most granites, basalts, gneisses, slates, schists, quartzites, limestones, and cherts. In the past ten years boring machines have been developed and used to excavate road crossings through hard rock. Many crossings have been successfully excavated using these machines, and the degree of success has increased substantially in the last few years. A variety of machines have been built and manufactured to bore most rock in a range of diameters up to 72 inches. The machines vary in capabilities, size ranges, and designs but all perform the same basic task and function of boring horizontally. In recent years, there has been an increasing use of two-pass tunnel lining system consisting of segmental unbolted expandable precast concrete initial lining and cast-in¬place concrete final lining in the United States. Used so far in soft ground tunneling performed under free air, it often includes a waterproofing or gasproofing membrane placed between the initial and final linings. This paper describes the utilization of this two-pass system for an extension of the Baltimore Metro, constructed in part under compressed air. It offers a description of the extension project, known as Section C; addresses the tunnel lining selection process and the design of the lining elements; examines the effect of the adopted lining system and tunneling technique on the design of the project's major structural components; and describes design modification instructions in order to accommodate constantly changing field conditions.

What does the information age mean to mining companies? The perception of greatly increased access to information is based on modern communications through ‘smart’ fax machines and computer networks. Computer media allow us to `talk' to the President or to a sister in Australia. If we need data to help put together a mining permit, we can find that data somewhere on computer media. The vast amount of easily accessible information quickly overwhelms us. To avoid `information burnout,' we must learn to target searches and be able to discriminate between dross and information that is useful to our goals. If you watch commercial TV, you have learned to screen out most product commercials. A similar screening process must be applied to computerized information sources. You may need to sort through a lot of irrelevant information before finding the pearls you are looking for. ‘Smart’ fax machines can send information with no direct human intervention. MINES FaxBac, for example, from the US Bureau of Mines instructs you to enter four-digit numbers to have particular reports sent directly to your fax machine. Software vendors use a similar system to supply information about their products. You select an item by number, and the related brochure is faxed to your machine. To compete, the industry must maintain access to as many information sources as possible. The availability of computers and software for almost every conceivable application allows us to accomplish work faster than we ever thought possible, even as recently as 10 years ago. Most mining companies have become aware that doing geology, reserves, mine planning and other technical tasks completely by hand is much too slow. The world moves faster, drilling happens faster, mining happens faster, all related activities happen faster. We no longer have the manpower or time to keep all maps. calculations and records up to date.
