Few factors are as important as fluctuations in aggregate economic activity and exchange rates in determining the profitability of mineral investments. Macroeconamic theory explains how the two factors are interconnected in today's world and in tomorrow's. We can use macro¬economic theory to lessen some of the risks in mineral investments. And in the current state of the world the risks are high. The above paragraph summarizes our argument. Our goal in this paper is to examine the nature of contemporary business cycles so as to explain their implications for the metal industries, particularly the implications for capacity. Thus, our first section examines the workings, causes, and history of the recent economic fluc¬tuations. In doing so we must understand how current world economy is interconnected, that is, how economic events in one country are trans¬mitted to the rest of the world. Our view is that governments and central banks are key actors in the creating of economic fluctuations. Then, in section two, we work out the implications of section one for the metal industries focussing on comparative advantage, trade, and capacity decisions. Over the last fifteen years the world economic system has had slow overall economic growth and has had strangely unpleasant recessions. While future business cycle will not repeat the de¬tailed pattern we have seen, there will be similarities. The similarities need to be under¬stood before investment occurs. The slow growth in the world economy since the early 1970s has aggravated the problems from business cycles, created its own problems, and has partially hidden the effects of other events. Major realignments of currencies are likely to take place over a business cycle. The nature of the causes of the cycle will determine the direc¬tion of change in the exchange rates. For example, whether a USA recession will be accompanied by a weaker or a stronger dollar will be determined by the cause of the recession. The realignment of currencies over a business cycle leads to a realignment of comparative advantage in the metal industries. Thus, not only will world metal consumption vary over the business cycle but the impact on various countries' metals industries will differ consi¬derably. Competitiveness often depends more on the value of the dollar than it does on inherent efficiency and wage rates. Capacity decisions are inherently riskier due to the country specific nature of exchange rate risk. A realignment of currencies changes the pattern of trade if and only if the country with the cheaper currency also has idle capacity. The importance of our topic is indicated by Table 1 which shows the impact of cyclical and exchange rate shocks on the USA metal industry. ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. In June 1992, the Mine Safety and Health Administration (MSHA) published the 'Report of the Coal Mine Respirable Dust Task Group; Review of the Program to Control Respirable Coal Mine Dust in the United States." As one of its recommendations, the report called for the accelerated development of two mine dust monitors: (1) a fixed-site monitor capable of providing continuous information on dust levels to the miner, mine operator, and to MSHA, if necessary, and (2) a personal sampling device capable of providing both a short-term personal exposure measurement as well as a full-shift measurement. In response to this recommendation, the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center, initiated the development of a fixed-site machine-mounted continuous respirable dust monitor. The technology chosen for monitor development is the Rupprecht and Patashnick Co., Inc. tapered element oscillating microbalance. Laboratory and in- mine tests have indicated that, with modification, this sensor can meet the humidity and vibration requirements for underground coal mine use. NIOSH is continuing that effort by developing prototypes of a continuous dust monitor based on this technology. These prototypes are being evaluated in underground coal mines as they become available. This effort, conducted as a joint venture with MSHA, is nearing completion with every promise of success. The immediate benefit of this effort will be to researchers, regulatory personnel, and mine personnel, by permitting evaluation of specific mining practices to see which expose mine workers to excessive dust levels. Using this information, mine personnel can optimize mining procedures to reduce dust exposure. MSHA and the operators will also be able to use the dust concentration data to judge whether dust plan parameters are adequate to continuously maintaining environmental dust levels below the applicable standard. The second development recommended by the Dust Task Group was a person-wearable version of the continuous dust monitor. It will be a monitoring system designed to provide a measurement of worker exposure to respirable dust, both during and at the end of the shift.

The rock laterite was first discovered and described in the State of Kerala, India in 1800 A.D. by Francis Buchanan. It had been used here, and elsewhere in India, for many centuries as a building stone, but in Buchanan's time it was not known that some of these laterites were highly aluminous and could be processed to produce alumina. After World War I India started searching for bauxite reserves with a minimum grade of at least 50% A12O3. By 1960, it was estimated that India had a potential reserve of 245 million tonnes of bauxite, about 10% of which was in the "Proved" category. Subsequent geological exploration now reveals that India has an overall resource of more than 2 billion tonnes of aluminium ore, not all of it bauxite, as defined by earlier geologists. In this paper, the geology, resources and distribution of bauxite and aluminium ore throughout India are described. The generalised stratigraphy, typical laterite and bauxite profiles and summary of the resource position are shown in the attached Tables 1 to 8. It is generally agreed that a tropical to sub-tropical climate, intermittent wet and dry season, good permeability of country rock and suitable drainage, as well as physiographic and ground water conditions are important in the development of bauxite.

With a view toward increasing its product competitiveness in the foreign market, SAMARCO MINERACAO S/A has developed high MgO type pellets at its pilot plant for performing direct reduction simulation tests. Additives such as dolomitic lime and magnesite were used for increasing pellet MgO content. Comparative direct reduction simulation tests were conducted both in SAMARCO and foreign laboratories. The test results showed that it is possible to produce direct reduction type pellets with satisfactory metallurgical properties, which can be successfully processed at increased temperatures in direct reduction furnaces.

The southwestern United States has an abundance of natural lightweight aggregate (NLA) deposits of volcanic origin that are being used in the construction industry within the region. New Mexico, Arizona, Nevada and California utilize NLA in portland cement concrete and concrete masonry units for weight reduction and related economic reasons. The geological environment of the western United States is amenable to the occurrence of natural lightweight rocks because it contains Tertiary and Quaternary volcanic products that include low-density glass and vesicular material. There are two major classical types of natural lightweight materials of igneous origin; pumice and cinder. These account for the vast majority of volcanic rocks that are presently utilized as NLA. Pumice is an ejecta product generally found as part of tuffaceous units associated with nearby siliceous volcanic centers. Cinder, also an ejecta product, is associated with mafic volcanics and is most often found as a cinder cone. Both are highly vesicular. A third type of natural lightweight material, though also associated with siliceous volcanics, is less vesicular than pumice. It is best described as being a slightly pumiceous rhyolite or rhyolite-tuff breccia that occurs as a siliceous dome or tuft unit that is most likely to be glassy. Uses of these natural lightweight rocks center on the construction industry where they are utilized in lightweight portland cement concrete and lightweight concrete masonry units. The major reason for usage in portland cement concrete is cost saving effected by weight reduction in high-rise construction. The major usage in concrete masonry units, or "block", is for weight reduction that enables a mason to lay more lock.

DEFINITION OF BAUXITE The term "bauxite" (1) dates back to 1821, when it was assigned to a deposit of red earthy material outcropping near the village of Les Baux in Southern France. Chemical analysis indicated the presence of aluminium oxide, iron oxide and water. Deposits of bauxite are widespread throughout the world although the major developments occur within 30 degrees of the Equator. Essentially bauxite is the product of weathering and leaching of a variety of sediments or rocks, generally in a high-rainfall tropical or sub-tropical climate, resulting in the enrichment of the aluminium oxide content. It is characterised by the presence of one or more of the minerals, gibbsite, boehmite, and diaspore. The other constituents are usually clay, (typically kaolin), hematite and/or goethite (iron-oxides), anatase (titanium oxide), and possibly silica as quartz. A variety of minor elements may be present, such as calcium, magnesium, phosphorus, vanadium, gallium, manganese, and many others in very small quantities. Organic compounds are normally present from development in association with a soil horizon where vegetation may be encouraged by the high rainfall necessary for bauxitisition. The physical form depends upon the geological history of the deposit and correlation also exists with the mineralogy. Older deposits which have been subject to burial are invariably hard and compact with the alumina predominantly occurring as boehmite or diaspore, while the more recent, surface deposits are frequently less compacted and gibbsite is the dominant alumina mineral. In these later deposits, the physical form can vary from the fine red soil (terra rosa) of Jamaica to the Weipa pisolites to the cemented Arkansas type. The presence of concretionary structures is an important aid in identification in the field.

With new mineral deposits found in areas of difficult terrain, and annual production capacity increasing in mines over the last decade, the aerial ropeway is proving to be a viable, economic method of transportation from mine to processing plant. Of the more conventional designs, a bicable ropeway is more suited to difficult country than the simpler monocable. The bicable, however, does have limitations in the difference in levels it can accommodate in one section at a given capacity. This is noticeable where hilly terrain and high capacity imposes a limit on the length of each section. Increasing the number of sections for a relatively short conveying distance tends, in the case of conventional bicable, to unbalance the normally favorable economics of the ropeway. In addition to analyzing hauling rope stresses, other areas have to be considered when looking at high capacity ropeways. Bucket capacity, speed, and the wheel load on track ropes are examples. These and other factors led British Ropeway Engineering Co., of Sevenoaks, Kent, UK, to produce the twin-track system. Using twin track ropes, larger capacity buckets, and, if the height differential warrants, the installation of twin hauling ropes, BRECO produced a ropeway design for areas of hilly terrain and at higher capacities than had been considered suitable for aerial ropeways. Designs have been produced for systems handling 1.5 kt/h (1,650 stph), and the potential exists for expansion to above 2 kt/h (2,200 stph). The arrangement of ropes provides high stability of the cars and is especially suited to areas where high winds occur during normal operation. This development allows the aerial ropeway to be applied economically in difficult areas and at the increasingly high capacities demanded by engineers. Ropeway Transports Limestone to Sudan Cement Plant Maspio Cement Corp. of Atbara, Sudan, will soon use an aerial ropeway to deliver its entire limestone requirement 20 km (12 miles) from quarry to plant. The Atbara plant is located north of Khartoum, near the east bank of the Nile River. The quarry is west of the river, in hills rising from flat desert country. The original transport system was a 24-km (15-mile) railway from the quarry to the west bank and a monocable ropeway that crossed the Nile and continued to the fac¬tory, a distance of about 2.5 km (1.5 miles). This original ropeway had a capacity of 60 t/h (66 stph). With the extension of cement-making capacity in the late 1970s, 2.5 kt/d (2,755 stpd) of limestone was required and a new mono-

Once exploration is complete, "winning" of the ore can be viewed as fundamentally a bulk handling proposition. Whether it is to strip, break, size, extract, load, haul, or even process, the success of each of these phases will depend upon how effectively one can utilize-the methods and tools that are available in bulk handling. Since as much as 30 to 60% of the total delivered price of raw materials can be attributed to handling and shipping (ref. 1), this expenditure may spell the success or failure of an entire mining venture. In fact, it has become increasingly evident that handling and shipping are so intimately associated with mining that only when they are duly considered throughout the mine-to -smelter master plan as an integral part of a total system can an optimum operation be expected and the most economical ton of ore obtained, this total systems approach should not only take in handling and haulage in and out of the mine, but also storage and transfer at the terminals (ref. 2,3,t), including ship and barge loading and unloading which are likewise a major consideration (ref. 5). Much has been developed during the past century in bulk handling, particularly in its expanding use in the mining industry. In view of the major role bulk handling has played and will continue to play in mining, in commemorating AIME's centennial, this paper will attempt to outline the state-of-the-art at this three-quarter point of the 20th century - one that is marked by its industrial revolution and rapidly accelerating technological advances. Bulk handling systems Although many developments in bulk handling are worth noting. The most significant during the past three-quarters of a century are: the total systems approach to solving problems, automation, the increase in speed and capacity.

The Mississippian Salem Limestone, from which dimension stone is quarried in Indiana, is principally a calcarenitic rock formed of fossil bryozoans, echinoderms, and specimens of Endothyra. Numerical associations of the fossils, binding materials, oölitically coated fossils, and voids were determined by counting points on the surfaces of 278 thin sections of the limestone. Median sizes, coefficients of sorting, and skewness numbers were computed from measurements made of constituents in these thin sections. Many other samples and numerous exposures of the Salem and contiguous parts of adjacent formations also were studied. The organisms that furnished the skeletal material for formation of the Salem Limestone were chiefly gregarious and communal. Salem rocks are formed of nearly whole skeletons, of dismembered or slightly damaged skeletons, and of skeletons thoroughly ground up, because currents in the Salem sea varied in their ability to move and damage these materials. Locally the sediments are of uniform grain size because of sorting by currents and because related organisms grew to similar sizes. Rocks of the formation contain different proportions of the fauna both because the animals lived in these proportions and because their skeletons were mixed together by currents. The proportional relationships between members of the fauna were constant locally and for short periods of time. Study and mapping of the faunal associations, numbers of oölitically coated fossils, bedding structures, and size parameters enables geologists to suggest sedimentologic histories and sequences in areas of various sizes. Interpretations based upon such areal studies are necessary for evaluation of the dimension-stone potential within the Salem Limestone.

BACKGROUND Gold Fields Mining Corporation started their Chimney Creek operation in late 1987. The dump leaching operations commenced in October and the mill startup took place during the last half of November. The milling process at Chimney Creek is almost a conventional CIP plant with the major exception being the installation of a second thickener as a washing stage prior to CIP12 ' A simplified flow sheet is shown in FIGURE 1. Most of the gold in the mill is liberated by grinding in cyanide. After grinding in a conventional SAGball sill circuit, the cyclone overflow reports to the thickeners. The thickener overflow from the first thickener is pumped through 5 stages of carbon columns for gold adsorption. Slurry from the thickener underflow is leached, washed, re-thickened and pumped to CIP. After approximately 6 hours of retention time in CIP, the slurry is pumped to tailings for final deposition. The carbon from CIP is transferred to the third stage of carbon adsorption and then advanced as normal through the columns and strip circuit. Loaded carbon is stripped at approximately 1500C (3000 F) and 55 kPa (80 psi). After 4-5 hours of stripping, the grade of four tons of carbon is reduced from 5,140-6,860 g/t (150¬200 oz/ton) to typically 17 g/t (0.5 oz/ton). Zinc precipitation is used to recover the gold from the pregnant solution. After a water wash, the stripped carbon is transferred to acid wash or to the kiln feed tank for reactivation. All strip lots are acid washed in 3.0% HC1 and all stripped carbon passes through the kiln for thermal reactivation. Then the carbon is quenched, sized and stored in tanks or bins for transferral to CIP or to the carbon columns. Loaded carbon from the dump leach circuit is treated in a circuit consisting of five carbon columns which are parallel to the mill circuit. No distinction is made between the mill or dump leach carbon once the gold has been stripped from them. 16.1.1-VENTILATION'S ROLE Importance of Ventilation and Environmental Control-Mine ventilation is necessary for the preservation of human life and for the conduct of operations involved in the underground extraction of minerals. It clearly is the most essential of the functions attendant to mining, yet it is auxiliary to the primary objective in mineral extraction. Ventilation in mining thus poses a paradox: ideally, it should be carried out with minimum interference with and cost to production operations, yet it is absolutely vital in providing adequate environmental con¬ditions to support mining. Deterioration of the atmosphere, along with rising ground pressure, imposes the ultimate constraint with depth in underground mining. Ventilation requirements and costs rise rapidly with depth. To preserve atmospheric quality under intense heat conditions, ventilation at great depths must be supplemented by air condition¬ing. Likewise, when mining at any depth under severe or excessive conditions of gas, dust or humidity, supplementary control measures must be employed. In recent years, environmental standards in mines have been raised substantially. While limits are based on human tolerance, increasing concern is being expressed for standards of human comfort. The reasons are economic, as well as humanitarian. Worker performance and longevity correlates closely with environmental quality. Further, adverse accident and insurance compensation rates are a consequence of unsatisfactory environmental conditions. No mining company can afford to be lax in its environmental and ventilation practices. Functions and Processes-Ventilation is the control of air movement, its amount and its direction. As a means of quantity control, it is one of the constituent processes of total air conditioning, the simultaneous control within prescribed limits of the quality, quantity and temperature-humidity of the air. Ventilation is the most common and most. important conditioning process employed in mines for air environmental control. In mine ventilation, air is coursed through the mine workings and openings themselves and, for auxiliary purposes, through vent tubing and ducts. Thus, many interdependencies exist between the mining system and ventilation method. In fact, the two often have evolved ,jointly, as in room-and-pillar extraction of bedded or tabular mineral deposits, such as coal. Ventilation in mines today is provided almost exclusively by large fans, although air flow may result due to natural (thermodynamic) conditions. As mines increase in depth, size and complexity, demands on the ventilation system to maintain more stringent standards of environmental quality likewise rise. On the other hand, never have the technology and resources of the mining industry to cope with environmental problems been so well developed as they are today. In spite of rising costs, it is unlikely that further progress in mine ventila¬tion and air conditioning must await technological breakthroughs. 16.1.2-NATURE OF THE MINE ATMOSPHERE Air Mixtures-Air is a gaseous mixture comprising the natural atmosphere at the surface of the earth. INTRODUCTION Shotcrete can be defined as spray-applied concrete with a maximum size aggregate in excess of 9.5 mm (0.375 in.). The concept evolved from guniting, which uses smaller aggregate and generally produces concrete with poorer physical properties. The larger aggregate used in shotcrete requires less water in the mix, while offering larger bonding surfaces, thus imparting greater tensile and compressive strengths. TYPES OF MACHINES Two basic designs of shotcrete machines in general use are the wet or prehydrated zero slump and low slump type, and the dry or nozzle hydrated machines. Fig. 1 shows a typical zero-slump machine in a con¬figuration commonly used for small-volume require¬ments. The prehydrated zero-slump machine mixes exactly proportioned batches in a sealed pressurized chamber. "Slugs" of hydrated shotcrete mix and com¬pressed air are sent through a distribution hose to the nozzle where the wet mix emerges as a spray. The spray is directed onto the rock surface by the nozzle operator. The low-slump machine is similar, except that a thick slurry mix of aggregate is delivered throughout the distribution hose to the nozzle. Fig. 2 shows a typical low-slump shotcrete machine used in moderate-volume applications. The nozzle-hydrated shotcrete machine accepts a premixed "dry" (4 to 6% moisture) batch of aggregate and cement. A constant feed of this mix is directed by compressed air through the distribution hose to the nozzle. At the nozzle, water for hydration is introduced into the emerging spray. The hydrated mixture is di¬rected onto the rock surface by the nozzle operator. Fig. 3 shows a typical dry-mix machine. The major difference between the two basic machine designs is the consistency of the shotcrete quality. Pre¬hydrated machines have high degrees of consistency and produce high-strength concrete, resulting from their ability to produce exact mixtures of zero or low-slump concrete within the machine. Nozzle-hydrated machines tend to produce poorer quality concrete because of the difficulty in controlling the water content at the nozzle. Water input essentially is an art. As such it is not precise, and the shotcrete produced is of variable quality. MATERIALS HANDLING Materials handling presents a problem to either type of shotcrete machine. In Europe, novel low-cost excavator-mounted Multi Tool Miner (MTM) systems, consisting of cutter head, hammer, bucket and drill attachments permit one unit to perform multiple tasks replacing several purpose-built machines. At the Weser Tunnel in Germany, cross-passages between the twin tubes were excavated in frozen ground with a remote-controlled mini-excavator equipped with a quick-change cutter head, ripper tooth and bucket. In Switzerland at the N2 interstate near Basel, W. Dietrich AG enlarged a 2-lane tunnel to three lanes with a cutter head mounted on a special excavator. Blasting and heavy hammers were not permitted due to the closeness of the “live” twin tube. At the N20 Zurich bypass, the Joint Venture of Jaeger, Frutingerand AHB excavates highway tunnels, some with extremely large cross sections, conventionally. A cutter head mounted on an excavator removes the rock shattered by blasting precisely to the pay line, thus preserving the rock’s self-supporting capacity preventing subsidence and damages to water resources and buildings on the surface under low overburden.

Since the advent of resin-in-pulp (RIP) technology for treatment of uranium-bearing ores in the 1950?s to current carbon-in-pulp (CIP) processing of gold values, metallurgies and operators alike have wrestled with the problem of interstage screening. Early gold CIP plants such as at Homestake utilized externally mounted vibrating screens in conjunction with air lifts to effect carbon-pulp disengagement. It is prudent to interpret atmospheric monitoring signals in real time for checking the safe limits of the air conditions in underground mines. In gassy mines, real-time evaluation increases the safety of operations. In all mines, continuous monitoring and evaluation contributes to maintaining air conditions within healthy and safe limits. Signal interpretation for safety conditions in mines is difficult for many reasons. An increase in hazardous contaminant concentrations can be predicted by signal pattern recognition, root cause analysis of rapid changes toward deterioration, and forward prediction in time using algorithms and numerical models. The paper describes an early warning system for analyzing monitored signal patterns continuously in real time as well as forward predicting the various environmental and working conditions to recognize dangerous trends that may affect safety and health in underground mines. A dynamic, numerical ventilation model with heat and gas contaminant simulation components is used for the analysis of atmospheric data. Methods and test results are discussed with numerical examples for signal propagation prediction. Several mine examples are studied using controlled, synthetic data for malfunction simulations to evaluate time delays between the detection time of suspicious signal trends and the time of dangerous threshold crossing marking an accident scenario. Delay time is found in the order of 20 min in the examples, signifying the useful time period for preventive intervention between EWS warning and the likely breakout of a following accident.
