Major scientific discoveries cannot be programmed. New or frontier technology, however, can and should be planned. It is the vital force underlying the business strategy of a vigorous and profitable mining and metals company. Generally, a radical departure from existing technology is required to 1) Enhance the competitive value of ore reserves, i.e., to turn low grade or marginal reserves into competitive reserves. 2) To increase yield and decrease costs. 3) To decrease investment. 4) To increase mine life. 5) To improve product quality to meet market demands. The very definition of frontier technology implies that it is so different that the old plant, if already in use, will not be directly suitable to use the new technology. Therefore, a priori, we know that the commercialization of frontier technology would very likely involve new investment. The recommended technique of economic and technical analyses, I propose to call "Success Analysis.'' Simply stated, it forces us, by step- by-step procedure, to ask "what is needed to succeed in this particular project." Therefore, the first step is to identify what is meant by "success." The definition of "success" requires an agreement with top management or sponsors of the project as to what constitutes "success" in their minds as contrast to the technical people perception of "success." In general, top management would define success as meeting: 1) The technical objectives, i.e., technology being developed would produce the desired product at the acceptable quality. 2) Financial objectives, i.e., when commercialized, the project's capital cost, operating costs and return on investment are better than the projects they would normally fund. The return has to be better because new technology is inherently riskier. 3) Marketing objectives in that the project will produce product of acceptable quality in timely manner, i.e., scale-up to commercial plant would not cause undue delays in start-up and that large fix-up expenditure would not be required to protect the projected return on the investment. Many projects are started in the laboratory to develop "Frontier Technology" in mineral processing. Most of these efforts are never commercialized. There are many causes of these failures. The major causes are listed below: 1) Inadequate communication with the sponsors of the project so that project objectives are defined and agreed to by all. 2) Ill-defined technical problems. 3) Incomplete development of technology. This has two major components: a. Incorrect scale-up and engineering. b. Inadequate start-up and maintenance planning. 4) Incomplete and over-optimistic process economics. 5) Lack of understanding of the future behavior of the marketplace. 6) Failure to complete R&D effort by the time it is needed. 7) Incorrect projections of human resources required; that is, technical, managerial and operating. 8) Lack of realistic forecast of the expenditures required for commercialization of the R&D effort. These pitfalls can be avoided by comprehensive planning and the use of success analysis technique. The major elements in "Success Analysis" are: 1) Identification of the "need" for new technology. 2) Unbiased and complete scale-up engineering. 3) Acceptable economic feasibility with enough margin of error in the sale prices and operating costs to justify the inherent risks in frontier technology. 4) Timing for availability of investment capital and markets. Many failures in the development of frontier technology are preordained because the initial selection of the research project has been without adequate attention to the needs of the industry. Many very innovative hydrometallurgical processes for recovery of copper from concentrates were developed in the past twenty years. They have not adapted except to a very minor extent because they did not satisfy the success analysis criteria. Alaska's Arctic Slope lies between the Brooks Range and Beaufort Sea and is a region about the size of Nebraska. It has some of Alaska's richest hydrocarbon deposits. In addition to containing petroleum and natural gas. Much of the area west from the Colville River has low-sulfur coal deposits which are shallow enough for surface mining. Developing those resources will require a firm and realistic' commitment to protecting and rehabilitating the natural habitats. Balancing such a commitment with economic constraints in a practical sense requires knowledge of the environment and its associated biological components, i.e. the soil/water-plant-animal relationships.

One of the rare consensual points among different resource-based economic analytical approaches refers to the strategic role of rent from mineral extraction, as a decisive tool to ensure that the temporary wealth generated in the present can turn into permanent income in the future. For this reason, evaluation, distribution and use of mining rent plays a central role in the sustainable development of mining cities. Brazilian legislation provides for this at the municipal level by means of participation in the financial results of mineral extraction accomplished in these municipalities, with the Financial Compensation for Mineral Exploration (CFEM). CFEM is a type of ad valorem royalty, which charges taxes of up to 3% of the net revenue of mineral production. However, legislation does not establish how these resources should be used. Therefore, there is wide variation in the use of CFEM income among Brazilian mining cities. A study from a sample of the 15 largest mining cities in eight Brazilian states made possible identification of two main patterns with regards to the use of CFEM which were labeled "sustained use" and " the pitfall of the single treasury." In that regard, this article discusses the pressuring factors that contribute to these patterns, as well as the institutional arrangements which may be more favorable to inducing more sustained use of CFEM.

ABOUT BENTONITE TUNNELLING Much has been written and many learned papers given on this subject whose generic term is Slurry Tunnelling. This paper is about the particular form of slurry tunnelling known as the Bentonite Tunnelling System. This method. of tunnelling was invented by J.V. Bartlett of consulting engineers, Mott Hay and Anderson in 1964. The general principles are incorporated in British Patent No. 1083322. It was not until the early 1970's that serious experimental work was started to prove the technical feasibility of the process. In the U.K. in 1971 Edmund Nuttall Limited started on an experimental length of 3.8m diameter tunnel at New Cross in London. In Germany at about the same time Wayss and Freytag were starting on a 3.7m diameter collector sewer tunnel in Hamburg. In Japan early slurry tunnelling work was carried out in the 1960's. In the early 1970's a large number of slurry tunnels of various diameters were carried out in that country. This paper is being presented at a time when this system of tunnelling has become an accepted method throughout the developed world. As a result of the work carried out so far there is now a large amount of data existing regarding the effects on the ground in the immediate area of the tunnel, settlement at the surface and the ability of the system to cope with ground varying from clays to coarse gravels and containing large erratics such as granite boulders. The low-shear viscosity of kaolin slurries is one of the principal characteristics that determines whether the clay can be utilized for paper and ceramic applications. In this work, causes of poor low-shear viscosity and methods of improving rheology have been investigated. The presence of fine-grained smectite impurities within the kaolin was shown to detrimentally affect the low-shear rheology of slurries produced from these clays. It was also shown that mechanically working (i.e., pugging) a crude kaolin followed by desliming to remove these impurities can reduce the low-shear viscosity.

INTRODUCTION Phase I of the Los Angeles Metro Rail Project, known as MOS-1 (Minimum Operable Segment-1), is the first phase of the 27 km± (17 mi) subway starter line. MOS-1 is currently under construction and involves approximately 6.4 km (4.4 mi) of subway, five stations, yards and shops routed through the downtown area of Los Angeles. The project will form the initial heavy rail backbone of a more extensive light and heavy rail transit system planned for the greater Los Angeles area in the future. Construction Contract A-171 is one of 4 tunnel contracts within MOS-1 and involves construction of twin tunnels running from the downtown metropolitan area west to MacArthur Park. The heavily populated and developed downtown area, potentially gassy ground conditions, and the possibility of undocumented abandoned oil wells in seismically active southern California made the design and construction of Contract A-171 a uniquely interesting project. This paper summarizes the construction history to date (December, 1988) including design geotechnical considerations, tunnel support design, as-built geologic conditions, shield tunneling performance through soft ground, and ground response. Alkaline solution rinsing for decommissioning of an acid-leached residue was evaluated by column experiments, neutralization tests and solid characterization by XRD and SEM. It was found that consumption of a strong alkali during residue neutralization was much greater than that required to neutralize the soluble acidity. The excess alkalinity was consumed by solid-phase conversions unnecessary for the success of decommissioning. Alkaline rinsing did not reduce the time requirement for decommissioning when compared with plain water rinsing. Since no benefit is gained to compensate for the additional costs associated with excess alkali consumption, we conclude that strong alkaline solution rinsing is in fact inferior to simple water rinsing.

The use of pneumatic methods for measuring interface level in flotation columns is analysed. It is shown that errors can vary over a wide range (e.g. 40 cm. in one industrial application) depending on bubble size, particle size, bubble loading, liquid hold-up and bulk slurry density. Accurate measurements (+ 5 cm) can be obtained by measuring intensive properties of the froth near the interface. Methods based on the measurement of temperature and conductivity are described and analysed. Control of the interface level using these measurements subject to various disturbances is demonstrated.

The mechanism of gold uptake from iodide solutions by carbon has been investigated. Adsorption isotherms for gold and iodine were established. For activated carbon, approximately 300 mg of gold and 1000 mg of iodine were extracted per gram of carbon at maximum loading. Examination of loaded activated carbon particles by scanning electron microscopy reveals isolated patches of gold deposited on the carbon surface. High-resolution transmission electron microscopy shows that fine gold particles (1-4 nm diameter) are uniformly distributed within the carbon. Iodine was also observed throughout the matrix. The uptake of gold by carbon from iodide solution involves a combined reduction and adsorption process, where the gold iodide species is reduced to the metallic state superficially and adsorbed in the porous structure of carbon. A few experiments for the gold-chloride and gold-bromide systems were carried out for comparison.

The limitations in mechanism research of mineral comminution in the past and the basic features of the comminution process have been analyzed. Two kinds of catastrophe model, i.e., cusp model and swallowtail one in the mineral comminution have been put forward. The dissipative structure of the mineral comminution: entropy production rate, extra entropy, extra entropy production and system stability has been discussed. The physical nature of the behavior that an old structure was destroyed and a new one was produced in the mineral comminution process has been brought to light.

OPEN STOPING An open stope is an underground cavity from which the initial ore has been mined. Caving of the opening is prevented (at least temporarily) by support from the unmined ore or waste left in the stope, in the form of pillars, and the stope walls (also called ribs or abutments). In addition to this primary support system of open stoping, some secondary support may also be required using rockbolts, reinforcing rods, split pipes, or shotcrete to stabilize the rock surface immediately adjacent to the opening. The secondary reinforcement procedure does not preclude the method classified as open stoping. There are many forms of open-stope mining used to extract the initial material from a mine. Having once established that the mineral and waste rock are competent enough to use an open-stoping method, and assuming that the reserve is not classified as gassy, the Form which the method will take is primarily determined by the dip and thickness of the reserve. How these two factors affect the selection of the open-stope mining is discussed in a later chapter. At this point it will suffice to say that the classification of the open-stopes mining system which follows is based on whether dry' broken materials flows by gravity or whether it must be moved by nongravity methods where energy must be supplied to move the material. Room-and Pillar-Mining Room-and-pillar mining is an open-stoping method where mining progresses in a nearly horizontal or low angle direction by opening multiple stopes or rooms, leaving solid material to act as pillars to support the vertical load. Since the direction of excavation (angle of dip) is below that which would cause the dry material to flow by gravity to a drawpoint or gathering point, the material must be loaded in the room where it was extracted and transported to a point where it will flow, either by gravity or mechanical means, to a central gathering point to be taken out of the mine. This is an important aspect of room-and-pillar mining which differentiates the system from other open-stope mining methods which rely heavily upon gravity to transport ore from where it was broken to a lower elevation, usually through a drawpoint. There are many variations of the method which go by a number of names in local districts: breast stoping, breast-and-bench stoping, board-and-pillar, stall-and-pillar, and panel-and-pillar are all basically open-stope room-and-pillar mining. In some instances detailed stope planning is almost nonexistent; i.e., the operator simply follows the visual pay values, leaves pillars only where necessary, and tries to locate them in the zones of lower value. This method of mining is as old as the beginning of underground mining itself, dating back thousands of years. Early in the history of mining in this country, the term "gophering" was used to describe this method (Peek 1941). The term is appropriate, for it brings to mind the exact results of this type of system-a random and irregular room-and-pillar mine. In other instances where the mineral values are consistent both in physical dimensions and quality, the mine layout can be planned to the last detail, resulting in a uniform room-and-pillar mine. Coal, trona, gilsonite, potash, oil shale, salt, limestone, and sandstone mines can usually follow such a system. Today, most metal mines using a room-and-pillar operation try to mine as regular a pattern as possible but deviation in height, width, thickness, dip, and grade of the ore results in comparable deviation in the mine plan. Variations of the Room-and-pillar System It is necessary to briefly describe some of the many variations of the room-and-pillar system of mining, enabling the reader to fully explore the concepts and become familiar with the terminology used before going on to the details of mine design. Full-Face Slicing: If in the process of opening the rooms the total vertical extent of the mineral values of the particular seam or strata are extracted from the advance of one vertical face, the term used to describe this is full-face slicing. This face is also known as the "breast." There is no mineral of economic value intentionally left either in the floor or the roof (back) to be mined later. To be able to extract the full-face height in one pass, the mining equipment must obviously be designed to reach as high as the back. In an Appalachian coal mine, this may be all of 660.4 mm (26 in.); for a future oil shale property it might be 15.24 m (50 ft). Normally, however, in a majority of mines where the mining face gets over 6.09 to 6.7 m (20 to 22 ft), the tendency is to divide the face into more than one pass. Over this height, it becomes difficult to properly see and remove loose rock from the back with a hand "mining bar." Where the process of taking down loose rock has become mechanized, higher full-face mining can be safely practiced. Most eastern and midwestern coal seams and western uranium, trona, and potash seams in the United States are easily reached in a single face; many limestone, lead, and zinc mines must resort, at least in part, to "multiple-slicing" to remove all the minerals of value. Multiple Slicing (also known as multiple-pass mining): In many cases it is not practical to carry the full vertical height of the mining horizon as a full face. The face is divided into parts known as the breast, bench, and/or brow. Because of its many advantages, roof bolting has been widely used in hard-rock underground mines. In this paper, the applicability of roof bolts to mine openings in frozen ground, and the affects of bolts on the stability of the openings are presented. A comprehensive finite-element program, ABAQUS, was used to analyze the temperature distribution, the stress field and the displacement, field around a mine opening. Openings that were supported by roof bolts and openings that were unsupported were both analyzed. The thermal and mechanical processes were treated as a quasi-coupled problem, with the thermal analyses being conducted first, followed by the mechanical analyses in each case. For the opening under consideration, i.e., a roof area of 15 m2, five to seven roof bolts are appropriate. When the number of bolts is less than five, the displacement within the ground can be improved only locally.

Numerous techniques for treating, controlling, and preventing acid rock drainage have been applied at the Summitville Mine Superfund Site. Challenging aspects of the remote mine site include the wide-spread occurrence of acid-generating soils and rocks, extensive surface and underground mine workings, and a cold and wet climate. Water treatment was an immediate necessity when the Government took control of the abandoned site in December of 1992. Subsequent reclamation activities have emphasized prevention and control of ARD to minimize future water treatment requirements. A combination of conventional, innovative, and experimental methods are being applied to successfully mitigate ARD at Summitville.

Surveying and mapping are used to locate and visually portray objects, lines, or areas in relation to a reference point or line. The actual making of the measurements to locate the objects and points falls under surveying while mapping is concerned with putting the survey information into a graphical form. Generally, the type or class of proposed survey depends on the precision required. Some surveys may need only approximate measurements which can be obtained by simply pacing or by using an ordinary measuring tape; others may require much accuracy, thus calling for the use of an engineer's transit or theodolite along with a graduated steel tape for horizontal measurements, or a level and a graduated rod for measuring vertical distances. Mapping is likewise dependent on accuracy requirements. For example, a general layout showing the relative position of surface facilities may not call for a large scale of dimension or great precision whereas for detailed work, a large scale plus care in plotting points and drawing lines and curves are important factors.

INTRODUCTION Technologic progress depends on new and innovative ideas, the practical application of these ideas, and finally as the technology is developed and demonstrated, the engineering improvement or replacement of existing capabilities. In many areas the new ideas, although known, are not immediately put to practical use in all applicable fields. Good technologic forecasting for research and development within the excavation field coupled with adequate technology transfer is necessary to ensure timely application of innovative ideas to remove bottlenecks in the total system. The purposes of this paper are (1) to show the potential ability of technologic forecasting to meet future demands in rapid excavation through the acceleration of excavation rates by research and development in several related technologic fields, (2) to provide a brief review of the initial development of the ARPA (Advanced Research Projects Agency) Rock Mechanics and Rapid Excavation Program, (3) to draw attention to the research projects completed or underway in the FY 1970-1972 ARPA program and explain where information or program results can be obtained, (4) to summarize the progress and accomplishments of applied research contracts in the rock disintegration element of the ARPA program, and (5) to discuss the research directions planned for the remaining years of the program. Large metallurgical complexes have more data than a small city and much of it is "real time," changing rapidly as internal and external conditions evolve. As corporations buy and sell assets and reengineer their staff, the structures and tools that were used to understand these data are lost. The lack of an integrated approach makes the profitability of metallurgical plants lag behind that of other industries despite technical advances that have occurred in recent years. This results in significant deterioration in the ability to maintain a "smart” operation. The solution is to use the sophisticated new tools built for the Internet so as to leverage information in a familiar browser format that people can use and understand. Combining real-time infrastructure with portal technology is becoming an accepted methodology. This paper introduces real-time portals and team sites to support decision making by work- groups which require both real-time and documentary information from manufacturing assets, vendors, head office and the Internet. Workers get insight from the overall process effectiveness index based on key variables such as losses due to plant availability, performance efficiency and rate of quality. Real-time portals and smart clients are part of any real-time performance management (RtPM) solution. Three case studies in large metallurgical complexes are presented. It is generally agreed that C.C. White was the first to describe and market coal mine roof trusses beginning as early as 1967. White was issued a patent in 1969 1. Coal mine roof trusses were extensively used in the 1970’s, and their use has proven valuable in many difficult conditions. Beginning in the mid 1990’s, several types of bar/cable trusses have been introduced. A new and innovative bar/cable truss recently introduced offers several advantages. By eliminating many small parts, and simplifying the installation, these new trusses are much easier and faster to install, thereby increasing operator safety.
