Contract practices affect cost and schedule of tunneling works, impacting risk allocation between Owners and Contractors. The Authors compiled a dataset of projects constructed in the Toronto Area between 1990–2020 procured either Design-Build or Design-Bid-Build. Data were analyzed identifying independent cost variables across the two methods. Overall industry efficiency further comparison with historical information demonstrates the costs of engineering ongoing escalation due to rising trends in environmental requirements and public consultations stirred through modern communicative platforms. These hard to predict and estimate costs need to be included in the risks evaluated and managed by Owners and not by Contractors

Webster's dictionary nearly equates portland cement with its current primary definition of cement. Although such equation may be a triumph of common usage, the confusion between the terms cement and concrete unfortunately is very widespread. Full definition of cement properly would extend to many substances, but for purposes of this chapter cement is restricted to varieties of portland cement including portland-pozzolan cement. Among the usually recited historical notes concerning cement is that it was developed by the Romans. Their use of cement in the great structures of Rome, and even in the far comers of their Empire, such as Hadrian's Wall in the north of England, testifies to the antiquity of a major cement industry. From English sources we know of John Smeaton's carefully proportioned hydraulic cement mixed in 1756 and of Joseph Aspdin's patented cement to which, in 1824, he gave the name portland cement. (He claimed that his cement mortar looked like the famous dimension limestone quarried from the Isle of Portland on England's south coast.) The year 1971 marked the centennial of portland cement manufacture in the United States. A fair historical account of the many real contributors to the cement industry since 1756 unfortunately would be too extensive for this chapter. Development of rotary kiln practice and burning at higher temperatures clearly was the major move into today's technology. Cement manufacture is the processing of selected and prepared mineral raw materials to produce the synthetic, mineral mixture (clinker) that can be ground to a powder having the specified chemical composition and physical properties of cement. Cement making incorporates a number of distinct steps, but it is characterized by the key pyroprocessing (or burning) step, which brings about the necessary changes in the raw materials. This pyroprocessing is a chemical process. Conversion of large volumes of mineral raw materials into specification-controlled cement at relatively low cost is the objective. Statistics on the cement industry are of uneven quality. The US Bureau of Mines (USBM) is the principal collector of available data. These statistics can be only as good as the quality of information supplied by the reporting companies. The data perhaps most often questioned relates to productive capacity of the industry. The questions submitted by USBM are valid, nevertheless, and the information gained from them, as good as is available, is what is generally used. The Portland Cement Association also is a source of much quality information. In analyzing cement industry production rates, it is well to keep in mind that measurement of raw materials requires the reader to recognize that approximately 1.6 t of dry raw materials are required to make 1 t of clinker. This number can vary depending on the amount of kiln dust wasted. Also that to produce 1 t of portland cement required .94 to .96 t of clinker, the remainder being gypsum or anhydrite. A ton of masonry cement or pozzolanic cement re- quires considerably less clinker.

The shift to lower grade iron ores, e.g., magnetic taconites, resulted in a shift towards agglomeration practices which could effectively deal with the fine particle sizes generated in the liberation and concentration processes. If the iron bearing particles are not extremely fine, e.g., -1/2 in + 100 mesh, sintering is an adequate means of agglomeration.(1) For the more dispersed ores which result in fine concentrates (more than 80%,-325 mesh), the fine particles must be agglomerated by mechanical means before final hardening, e.g., pelletizing.(1) In the pelletizing process, the essentially mechanical step of balling is extremely critical since the strength of the pre-fired pellet determines the firing conditions. The ability of the proper amount of moisture to hold together a ball of the very fine ore concentrate particles has long been recognized. It is a charac¬teristic of the reaction at the interface between the ionic solid of the ore concentrate and the polar water phase which overlays the solids. The strength in such moisture laden balls, the green strength, is a strong function of the water content (Figure 1) and thus deteriorates rapidly for either a small excess or a small deficiency of moisture. For purposes of commercial practice, the control of green ball handling properties by accurate control of ball moisture is too demanding. Moreover, as the ball is heated towards its hardening tempera¬ture, e.g., 1300'C, there is a substantial drying reaction which would lead to such a low dry strength of the ball that it would not support its own weight much less the weight of other balls in a firing furnace.

The advent of inexpensive computers has opened vast opportunities for improved planning and control of capital projects. The mining and mineral processing industries have welcomed the opportunity, and new and improved quantitative management techniques have abounded. This chapter will discuss commonly used computer applications for economic justification of the project, preparation of the cost estimate, planning the work schedule, monitoring work progress, and control of costs and productivity. Finally, there is a review of the degree to which the industry uses these applications. Our experience suggests that while we in the industry have been quick to adopt the new techniques, the quality of our input data has not always kept pace. During the next decade, our push should be toward improving the quality of the basic data and assumptions so that we can fully benefit from the sophisticated techniques. The GIGO (garbage in, garbage out) principle is a wellworn cliche, but it is especially valid here. One of the keys to getting good input is commitment. Unless the managers who are to use or benefit from the system are committed to it, the effort will fail. They must be com- mitted to the underlying principles of planning and control sufficiently to expend their time and resources on them; planning should be especially given emphasis. They can't be too busy to plan.

Nahcolite is a naturally occurring sodium bicarbonate mineral found principally in the Piceance Creek Basin of northwest Colorado. An 8-m thick nahcolite bed, 610 m below the surface, is the target of this first commercial nahcolite mine. A chamber and pillar mining system is developed by solution mining parallel 8-m tall by 18-m wide by 450-m cavities initiated along horizontally drilled holes. Hot water leaching, cooling crystallization and flash drying is the process. The sodium bicarbonate product is consumed by the baking, animal feed, industrial and acid rain abatement markets. A project overview, emphasizing the combination of horizontal drilling and solution mining technologies, will be presented.

Land Application Discharge (LAD) is a useful method of disposing of waste water from mining operations and in certain climatic regimes, stormwater runoff. LAD systems function under the premise that metals, salts and nutrients in water are dispersed over a large area and are effectively assimilated into the soil profile. Depending on the soil structure, migration or mobilization of dissolved metals through the soil profile can be Substantially reduced. Land application of treated effluent from sewage lagoons or waste water plants was probably the first general use of land applied water. LAD has gained popularity with the mining industry as a means of disposing of waste water and process water. In addition, large volumes of snow meltwater and stormwater are often placed in storage in Montana during spring, and Land Application Discharge has shown to be an effective method for disposing of stormwater during the dry, summer season. LAD can also provide an alternative to recycling or treating waste water at on-site waste water treatment plant&. Application of stormwater or process water can result in little or no change to the background concentrations of metals in baseline water quality samples. One cautionary note about LAD: high salt concentrations and pH values are associated with process water from heap-leach facilities and are known to cause burning of local vegetation. Some pre-treatment of process water may be necessary to prevent such environmental problems.

The bed filtration of colloidal particles has been modeled by performing a differential particle balance. The balance considered the localized particle deposition rate to be the sum of three rate resistances: 1) mass transfer to a region near the surface; 2) adhesion onto a partially filled surface; and 3) resuspension from a partially filled surface. The differential particle balance equations, one for the free particles and one for the adhered particles, were solved by a finite difference algorithm. The results of this model are compared to experimental filter breakthrough curves.

A surface charge sensor has been developed that responds to changes in the double layer properties of colloidal silica during the cationic flotation of silica from taconite ores. Sensor design allows for the measurement of two aspects of the electrical double layer surrounding all solids immersed in ionic solutions. One aspect responds to a flow induced change in the double layer properties of a solid. The other is a function of the chemical composition of the aqueous phase. Evaluation of sensor performance during froth flotation experiments has been encouraging. Process monitoring capabilities are indicated.

Most coal being used in the United States has been subjected to one or' more processes of coal preparation. The physical and chemical characteristics of a coal have a marked influence on the ultimate uses that coal may have. The selection of the proper preparation processes may similarly be important in producing the best practical coal product for any particular use. The physical composition and distribution of physical constituents in the coal will partially determine the efficiency of the preparation process chosen and conversely distribution and concentration of coal macerals will, to a degree, be controlled by the preparation process. A number of preparation processes have been evaluated to determine this interrelation. If a coal having' certain specifications is desired, these evaluations trill assist in providing information needed for the production of this coal.

U. S. consumption of sulfur and sulfur products is expected to increase at a rate of 8 percent per year between now and 1980, largely as a result of their use in fertilizer markets. World consumption is also increasing rapidly, but at a-lower rate, about 6-percent per year. In 1965, sulfur recovered in the United States from purification of natural gas; nearly doubled from the 1956-1960 average; production from pyrites declined; and production of elemental sulfur increased 15 percent. Concern about air pollution resulting from sulfur oxides produced from the combustion of fossil fuel has lead to intensive research on methods of removal before combustion, during combustion (in-process methods), and from the resulting flue gases. If all the sulfur in fossill fuels were recovered, more sulfur products would be produced than were consumed in the United States in 1965. Removal of sulfur from coal before combustion could result in a product sufficiently-high in sulfur to be a suitable raw material for sulfuric acid manufacture. In-process methods produce solid sulfates, some of which may have commercial value. Flue gas removal' methods for sulfur oxidest generally result in the production of a byproduct either of sulfuric acid or sulfur. The projected sale of these materials significantly lowers the anticipated cost of sulfur dioxides pollution abatement. Alternate methods for sulfur dioxide reduction are discussed. The various proposed processes are described and costs are given for the various methods for which estimates have been made.

During 1982 Ash Grove Cement Company contracted with Wagester, Walker, Thornton & Company to convert a Calcimatic rotating hearth kiln at its Portland, Oregon lime plant from gas/oil to coal firing. Increasing costs of natural gas and No. 6 fuel oil made this conversion mandatory if the plant was to remain competitive. Unique features of this project are 1) the distributors of pulverized coal to eighteen small burners around the inner and outer perimeters of the doughnut-shaped kiln, and 2) the attrition-dryer-pulverizer mill. Ash Grove, a century-old lime and cement producer headquartered in Overland Park, Kansas (Kansas City area), looked at various schemes for multiple burner firing before employing Wagester, Walker, Thornton & Company. W.W.T. of Pitts- burgh, Pennsylvania was formed in 1980 by acquiring the Solid Fuels Division of the Pullman Swindell Corporation. This division had been active in developing solid fuel firing for brick tunnel kilns, principally in the Southeast. They continue to supply such systems firing wood waste as well as coal to the brick industry and have also converted two Calcimatic lime kilns for Dixie Lime, Sumterville, Florida, a fluid bed calciner for Texas Gulf in Aurora, North Carolina, and a chrome concentrate kiln for Diamond Chemicals at Castle Hayne, North Carolina. Testing and a proposal have been made for INMETCO, Elwood City, Pennsylvania, on an annular hearth furnace for direct reduction of iron ore to metallic iron.

The adsorption of uranium onto Wyoming bentonite was measured in carbonate media over the range pH 8-11. Uranium was removed from solution onto the solids by a rapid reaction, proposed to be adsorption of the anionic uranyl tricarbonato complex onto edges of the clay platelets, and a slow reaction which may be precipitation of a hydroxide. The changes in uranium content of the aqueous and solid phases of a uranium ore carbonate leach slurry were also measured as the slurry was progressively diluted. There was an increase in the uranium content of the solids as the pH of the suspension was lowered, as was observed with the Wyoming bentonite. The results indicate the conditions that should be met with respect to pH control in order to prevent the problem of excessive uranium adsorption in the counter-current decantation washing circuit of a conventional leaching process, as well as in the leaching and restoration phases of carbonate solution mining.

A systematic, comprehensive, balanced approach is presented for underground coal mine design, capable of being standardized and generalized. This approach epitomizes professionalism and must preceed the physical product. Design involves a varied senior staff and requires extensive selective input data. Engineering follows a total systems approach, operating in and for a constricting geologic setting, heavily constrained for safety, health, and environmental protection. It must also anticipate execution and operation. Engineering prominence and momentum are maintained, with sub-optimizations balanced by judgments--the "art and science" of engineering. The flow-chart starts with organized input data: Company Capabilities, Property Description, Geologic Analysis and Reserve Analysis. Engineering combines Ground Control with Excavating and Bulk Handling to map feasible Mining Methods, the crucial Milestone Diagram. Layout and Sequencing follow, with numerous alternatives examined. Scheduling is performed on the best designs, using predicted advance (performance) rates. Active and mined-out areas are isolated into time-related parcels, or increments, for the mine life. Bulk Handling, Life Support (especially ventilation and drainage), and Normal Support systems occupy each parcel. Regulations are then checked. Management concerns are covered, and an Economic Analysis is performed for profitability. This and the design represent an Initial Tentative Solution. Continued iterations produce multiple and improved choices.

Martin County Coal Corporation's operations are located on Wolf Creek in Martin County in the eastern part of Kentucky. The mining complex was started in 1971 and has grown to a 2.273 Mt/a steam coal operation. All of the production goes to Duke Power Company's Belews Creek electric generating station in North Carolina. Production comes from four seams that are mined by deep and surface mining methods. Surface mining accounts for 55% of the production and the remainder comes from 2 underground mines. Continuous miners are used exclusively underground. The preparation plant was originally designed to take coal at the rate of 907 Mt/h but that has gradually been increased to 1134 Mt/h. Other cleaning equipment includes Daniels DMS vessels, Model 77 Deister tables, 355.4-mm R. & S. Hydro- cyclones, Krebs 254-m classifying cyclones, Daniels froth cells and in 1980, 3 Krebs 508-mm heavy media cyclones were added to recover some lost and misplaced material. CMI centrifugaldryers and a Hey1 & Patterson size 100 thermal dryer are also part of the coal preparation equipment.

This paper deals with the causes and mechanisms of pillar failure in a southern West Virginia coal mine. The conclusions are based on in-mine observations and analysis of mining methods, eyewitness account of the sequence of events, topographic and geologic conditions, and mechanical properties of mine roof, coal, and floor. The study indicated that massive pillar failure was caused by the collapse of the mine roof. The collapse of the mine roof was due to the combined effects of high lateral compressive stress and high extraction ratio causing excessive bending of the roof beyond its limit. It was assumed that the higher lateral compressive stress under such a shallow cover was probably due to the drastic change in the structural geology of the area and possible residual stresses. Eased on the analytical study it was concluded that the sudden release of elastic energy (shock) due to the rupture of the roof caused the squeezing of approximately eighty mine pillars.

Demands on available lands will continue to increase due to the projected increase in population and industrial expansion. Though there is an upper limit on the available lands, the multi-use nature of the lands will make it possible to meet these demands. However, this will not happen without adequate planning. Land uses can be broadly categorized as non-renewable and renewable. Lands with mineable resources can be dedicated at some point in time to the extraction of resources. Such a dedication, however long-term, is only temporary because of the non-renewable nature of the mineable resources. Implied here is that the land will be available before and after mining for other uses. Planning for such lands must have the objective that, as far as practicable, no non-renewable uses are pre-empted and no renewable uses are permanently destroyed. The primary aspects of this planning process will be addressed in this paper, These aspects include a discussion of planning responsibility, data needs and availability, the integration of mine planning and post-mining land use planning and a long-term plan for resource conservation and utilization. Minerals, together with agriculture and forestry products, are the primary sources of wealth. Therefore, to avoid land development that may pre-empt future mineral resource utilization, the local planning groups must be aware of the mineralization and mining potential. Much work needs to be done to identify and characterize the mineral resources. Even more work is needed in land use planning for lands with mineral deposits.

The term shortwall mining is somewhat of a mis¬nomer. It may infer a longwall mining system, but of much shorter face length. Actually, continuous pillar mining is a more descriptive term. Coal is mined using a continuous miner as would be done in pillar extrac¬tion, but with the addition of roof supports to control the caving. Face length on such a system typically is 46 to 61 m (150 to 200 ft). The coal is cut in front of the roof supports in the same direction as with a long¬wall shearing machine or plow, but it is mined with a continuous miner and shuttle cars of the same type as used in continuous mining. ROOF SUPPORTS Roof supports for shortwall mining must be con¬siderably larger than those used for longwall mining because of the additional roof to be supported by the wider 2.6- to 3.4-m (81/2- to 11-ft) cut of the continuous miner. Capacities of shortwall chocks in current use vary from about 454 to 726 t (500 to 800 st). The higher capacity as compared to longwall roof supports is needed primarily because of (1) the greater support length, hence more roof weight, and (2) the presence of draw slate in the eastern coal seams, where shortwall is being used. The most popular shortwall support currently used is the four-leg 590 t (650 st) model. This support is shown in Fig. 1. The price of this support is approxi¬mately $25,000 each. As shown in Fig. 1, the shortwall chock incorporates an unusually long forward bar that has an additional hydraulically operated extension bar to provide face support for the wide miner cut. METHOD OF OPERATION Mining Sequence In shortwall mining, two or three (depending upon the chock design) move up cycles of the chock are needed because of the miner cut width. The following report details the successful construction of Contract 2A of the Three Rivers Water Quality Management Program, Intrenchment Creek Combined Sewer Overflow Conveyance System, in DeKalb County for the City of Atlanta, Georgia. The contract required construction of approximately 2878 m (9443 ft) of tunnel bored to an initial diameter of 7.95 m (26 ft 1 in), with provisions to concrete line those portions designated by the engineer to a finished internal diameter of 6.91 m (22 ft 8 in). Flanking the tunnel are two shafts. The upstream shaft was excavated to a nominal diameter of 4.87 m (16 ft) to accommodate a finished internal diameter of 3.66 m (12 ft). This shaft required a transition boot fully concrete lined to final dimensions of 6.91 m (22 ft 8 in) wide, 13.72 m (45 ft) long, and varying in height from 6.91 m (22 ft 8 in) to 12.80 m (42 ft). Associated work necessary to complete the contractual obligations included installation of 22.86 m (75 ft) of cut-and-cover box culvert, 484 m (1589 ft) of open-cut sewer installation in sizes ranging from 0.30 m (12 in) to 1.68 m (5 ft 6 in), one river crossing, 137.46 m (451 ft) of monolithic concrete trapezoidal channel, and installation of 19125 cu m (25000 cu yd) of select fill material compacted and graded to finished contours. The downstream shaft was excavated to a minimum diameter of 12.04 m (39 ft 6 in) and concrete lined to a finished internal diameter of 10.67 m (35 ft). Requirements here included installation of a complete pumping station with all mechanical, electrical, and structural elements necessary for dewatering the tunnel through the controlled use of four 250 hp submersible pumps discharging into the facilities of the Intrenchment Creek Water Pollution Plant. "During his presentation at the 2016 George A. Fox Conference about the history of public-private-partnerships (PPP) in the tunneling and underground construction industries in New York, Vincent Tirolo, Jr., told a story about how, as a young engineer in the late 1960s, he and others pooled money to purchase a calculator for $75 that had the ability to perform sine and cosine functions. That was a big deal in those days and would make their job much easier. Oh how far things have come. Tunnel and underground construction engineers can now virtually map out and plan entire projects before the first shovel ever breaks ground. And the machines that are used to build the tunnels have advanced in ways that could not have been imagined 50 years ago.The calculator is just one example of innovation in the industry and on Jan. 26, more than 400 industry professionals attended the George A. Fox Conference at the Graduate Center of New York (CUNY) to learn more about the next innovations, new tunneling technologies and what the future might hold for the industry. The conference included sessions on contracting models, rescue and fire life safety and new technological developments as well as an international project spotlight presentation from Nasri Munfah about the Eurasia Tunnel, connecting the European and Asian sides of Istanbul, Turkey.The project, also known as the Istanbul Strait Road Tube Crossing project, was named the 2015 Major Tunneling Project of the Year by the International Tunneling and Underground Space Association.The tunnel boring work for the 3,344-m (11,000 ft) long tunnel under the Istanbul Bosphorus Strait was completed in August, heralding a new era in tunneling.Tunnel boring work was launched in April 2014 with a ceremony with then Prime Minister Recep Tayyip Erdogan in attendance. The work was completed on Aug. 22, 2015 with Prime Minister Ahmet Davutoglu participating in the ceremony."
