Considerable attention has been given to the restoration of low-level radioactive (<1000 pCl/g) sites contaminated during the early years of the atomic energy program. Current clean-up activities which involve the relocation of contaminated soils to licensed disposal sites have been shown to be very costly due to the large volumes of soils which must be excavated, transported and stored. Recent characterization studies conducted at Virginia Tech suggest that the volume of soil requiring disposal can be greatly reduced using mineral processing techniques such as classification, density separation and froth flotation. This article discusses the application of these technologies for soil remediation and describes a conceptual flowsheet for treating soil samples from two contaminated sites.

The wide scale acceptance of the heavy media separation is due to its simplicity and efficiency. The two most important variables of the process are specific gravity and consistency of the medium. The latter is a function of the settling rate of the media solids. The almost always present clay in the feed and conse¬quently in the medium acts as a stabilizing agent, and its optimum concentration varied between 3-4%.(1,2) Since polymers essentially perform the same function in oil well drilling muds - i.e. to suspend cuttings during drilling - as the fine clay in heavy media separation, this led to the investigation of whether polymers could be used in heavy media separation as supporting agents. During the first phase of the work, it was found that by the controlled addition of polymers, the stability of the heavy media increased without unduly increasing viscosity of the suspensions, thus yielding conditions for more effective and efficient separation. The results of the experiments were reported in a paper at the AIME Centennial Annual Meeting, March 1971.(3) This paper presents the results of the experiment carried out during the second phase of the work.

Pillar stability continues to be a significant concern in multiple-level mining conditions, particularly for deep mines when pillars are not stacked or the thickness of interburden between mining levels is thin. The National Institute for Occupational Safety and Health (NIOSH) is currently conducting research to investigate the stability of pillars in multiple-level limestone mines. In this study, FLAC3D models were created to investigate the effect of interburden thickness, the degree of pillar offset between mining levels, and in situ stress conditions on pillar stability at various depths of cover. The FLAC3D models were validated through in situ monitoring that was conducted at a multiple-level stone mine. The critical interburden thickness required to minimize the interaction between the mining levels on top-level pillar stability was explored, where the top level mine was developed first followed by the bottom level mine. The model results showed that there is an interaction between numerous factors that control the stability of pillars in multiple- level conditions. A combination of these factors may lead to various degrees of pillar instabilities. The highest degree of local pillar instability occurred when pillar overlap ranges between 10 and 70%. On the contrary, the highest degree of stability occurs when the pillars are stacked, the underlying assumption is that the interburden between mining levels is elastic (never fails). Generally, for depths of cover investigated in this study, the stability of top-level pillars shallower than 100 m (328 ft) or with interburden thicknesses greater than 1.33 times the roof span—16 m (52.4 ft) in this study—does not appear significantly impacted by pillar offset. The results of this study improve understanding of multiple-level interactions and advances the ultimate goal of reducing the risk of pillar instability in underground stone mines.

Tar sand deposits in the. Stare of Utah contain more than 25 billion barrels of in-place bitumen, Although thirty times smaller than the well-known Athabasca tar sands, Utah tar sands do represent a significant domestic energy resource comparable to the national crude oil reserves (31.3 billion barrels), The term "tar sand" refers to a consolidated mixture of bitumen and sand, Based upon a detailed analysis of the physical and chemical properties of both the bitumen and the sand, a hot-water extraction process for Utah tar sands is currently being developed in our laboratories at the University of Utah. This process involves intense agitation of the tar sand in a hot caustic solution and subsequent separation of the bitumen by a modified froth flotation technique., Experimental results indicated that, for a given tar sand sample, percent solids and caustic concentration were the two most important variables controlling the performance of the digestion stage, These variables were identified by means of an experimental, factorial design, in which coefficients of separation greater than 0.90 were realized. Although preliminary in nature, the experimental evidence gathered in this investigation seems to indicate that a hot-water extraction process for Utah tar sands would allow for the efficient utilization of this important energy resource.

The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp, for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in south-eastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm&apos;s project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retorting of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama&apos;s Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. Draglines are dominant machines and the most electricity consumers in surface coal mines. With the growing price of energy, environmental concerns, and the high sensitivity of mine profitability to dragline productivity, any improvement in efficiency of draglines can be beneficial for mines. Research has shown that operator skills have a significant impact on energy efficiency of loading machines. This study suggests a method to identify the key parameters that lead to differences in operator energy efficiency (responsible parameters). First, correlation analysis is used to identify parameters that are correlated to energy efficiency. Second, linear regression of a difference matrix is used to determine responsible parameters. Since this method is based on pair-wise comparison of operators, equal number of cycle is required for pairs of operators. Complete case analysis (CCA) is used to handle missing data problems. The final conclusion is made after removing the effect of random sampling and by considering all pairs of operators. Identifying responsible parameters can improve operator training programs. The suggested method is illustrated with a case study using field data.

"Lindgren (1933) defined a belt of alkaline-igneous rocks associated with large quantities of gold and rare earth elements (REE) that extends from Alaska and British Columbia southward into New Mexico, Texas and eastern Mexico. The North American Cordilleran alkaline-igneous belt since has been exploited for numerous types of mineral deposits. In New Mexico, Mid-Tertiary alkaline to calc-alkaline rocks are found with seven types of deposits in these districts: (1) polymetallic epithermal/mesothermal veins, (2) gold-bearing breccias/quartz veins, (3) Cu-Au, Au and Mo porphyry deposits, (4) skarns and carbonate-hosted deposits, (5) iron skarns and replacement bodies (with some gold), (6) gold placers, and (7) Th-REE (with some U, Nb) epithermal veins. Some of New Mexico’s largest gold and REE deposits are found within this belt. Their origin is not well understood, but a compilation of new data (age dates, isotopic and chemical analyses) allows for a better understanding. The diversity of igneous rocks and associated mineral deposits along this belt suggests that this region is characterized by highly fractionated and differentiated; multiple pulses of magmas and involves both upper mantle and lower crustal sources. Once magmas and metal-rich fluids reached shallow levels, local structures and wall rock compositions determined distribution of and final style of intrusions and resulting mineral deposits. INTRODUCTION Lindgren (1933) was one of the first geologists who noted that a belt of alkaline-igneous rocks extends from Alaska and British Columbia southward into New Mexico, Trans-Pecos Texas, and eastern Mexico (Fig. 1) and that these rocks contain relatively large quantities of gold, fluorine, zirconium, rare earth elements (REE), and other elements. Since then, the North American Cordilleran alkaline-igneous belt has been explored and exploited for numerous types of mineral deposits, especially gold. The North American Cordilleran alkaline belt is a north-south belt of alkaline igneous rocks and crustal thickening, roughly coinciding with the Great Plains physiographic margin with the Basin and Range (Rio Grande rift) and Rocky Mountains physiographic provinces (Mutschler et al., 1985, 1991; Bonham, 1988; Thompson, 1991a; Richards, 1995; McLemore, 1996; Jensen and Barton, 2000; Kelley and Luddington, 2002). Deposits within this belt have produced significant amounts of gold in the United States and Canada and include Cripple Creek, Colorado (702 metric tons of gold production), Black Hills, South Dakota (235 metric tons gold production) and Landsky-Zortman, Montana. In New Mexico, the North American Cordilleran alkaline belt extends from the Sangre de Cristo Mountains near Raton, southward to the Cornudas Mountains, in the northern Trans-Pecos alkaline belt (Fig. 2). The alkaline-igneous related mineral deposits in New Mexico have been referred to as Great Plains Margin (GPM) deposits by North and McLemore (1986, 1988) and McLemore (1996, 2001). Alternative classifications by other workers include Au-Ag-Te veins (Cox and Bagby, 1986; Bliss et al., 1992; Kelley et al., 1998), alkalic-gold or alkaline-igneous related gold deposits (Fulp and Woodward, 1991a; Thompson, 1991a, b; Bonham, 1988; Mutschler et al., 1985, 1991; Richards, 1995), porphyry gold deposits, and the North American Cordilleran belt of alkaline igneous rocks (Woolley, 1987; Mutschler et al., 1991)."

The U.S. Bureau of Mines investigated rapid froth flotation through more efficient bubble-particle collisions that improved the overall flotation kinetics. An in-line static mixer efficiently mixed the bubbles, water, and ore, selectively attaching these bubbles to the hydrophobic mineral&apos;s surface. As the mixture entered the flotation chamber, the hydrophobic mineral was already attached to the bubbles and was quickly floated away from the remaining ore pulp. The rapid flotation system was evaluated for beneficiation with a western porphyry copper ore containing 0.67 pct copper, and a phosphate-bearing amine flotation tailings sample containing 9.5 pct P2O5 in a quartz matrix. Over 88 pct of the copper was recovered from the ore in a rougher concentrate containing 5.9 pct copper at a rate 7 times faster than conventional flotation. Sixty percent of the quartz in the phosphate-bearing sample was floated at a rate 4 times faster than conventional flotation. The unfloated product retained 80 pct of the phosphate in a l6.9-pct P2O5 concentrate.

Grinding efficiency in a vertical stirred mill is affected by a wide range of process and mill configuration variables. Of these, the media fill, size, and intrinsic density have a significant effect on power draw and grinding performance. Media-related factors that influence grinding performance include, e.g.,a higher media filling providing additional particle breakage sites, or a lower bead density decreasing the running torque at a given media filling. It has been estimated that the grinding media can cause up to a 30% change in the specific energy required to grind. FLSmidth has generally recommended that the intrinsic density (specific gravity) of the grinding media be more than triple the slurry density. This density difference helps to ensure that sufficient stress intensity is generated in the mill to provide particle breakage. It also reduces the chance of media ?float? if there is a spike in either slurry density or slurry flow rate. The VXPmills have historically operated at slurry density values between 1.2 and 1.5 kg/L, which translates to nominal bead intrinsic density range between 3.6 and 4.5 kg/L. The current trend towards regrinding bulk flotation concentrates to even finer sizes, to improve recoveries of fine grained minerals, has provided motivation to consider closed-circuit operation of stirred media mills. The slurry density in this application is typically higher than in open-circuit operation due to the higher percent solids in cyclone underflows. An additional effect is that closed-circuit operation increases the potential for media float due to higher flow rates as slurry is recycled to the mill. The normal progression in extending the operating range of existing equipment is to carry out laboratory testing before pilot-scale and plant-scale trials. The results presented in this paper examine the media density to slurry density ratio and its effect on grinding performance.

The in-situ FTIR/IRS technique has been used to spectroscopically characterize interfacial water near a hydrophilic surface. Interfacial water was examined spectroscopically over known distances from the surface of a silicon single crystal by appropriate design of the geometry and optics of the internal reflection system. The in-situ FTIR/IRS spectra of interfacial water were examined by consideration of the 0 -H stretching region (3000 -3800 cm-1) associated with the vibrational spectra of water. The broad peak: in this region which describes the interfacial water structure was deconvoluted in order to isolate the overlapping spectral features of the interfacial water. Preliminary spectral results indicate the prevalence of an ice-like water structure (-3200 cm-!) at the silicon surface. Importantly, it appears that the interfacial water structure may extend a considerable distance (several tens of molecular layers) from the surface as established from the spectroscopic depth profile measurements which show that the free OH stretch at 3600 cm-1 becomes very significant at distances from the surface exceeding 400 nm.

Long tunnels with only one access shaft pose many program problems for logistics, combine these with the requirement to drive directly out under the seabed for 10.2 km, and the program issues become even more challenging. The Musaimeer outfall tunnel was one such tunnel and to meet and eventually improve on the planned completion date required a complex and extensive management of all tunnel logistics required to support consistent tunneling for a two-year period. This technical paper will discuss the management issues and solutions implemented to meet the challenges of the Outfall tunnel construction.

"To explore blast furnace slag as a secondary resource for rare earth elements (REEs), blast furnace slag containing lanthanum (La), cerium (Ce), erbium (Er) and neodymium (Nd) in concentrations of 17, 16, 4 and 44 ppm, respectively, was processed with sulfuric acid while optimizing the parameters of acid concentration, temperature and pulp density. The experiments showed that recovery rates of 92, 36, 35 and 52 percent for La, Ce, Nd and Er, respectively, were achieved at 1 to 5 weight/volume (w/v) percent pulp density using particles smaller than 250 µm and treating with 1 M sulfuric acid for one hour at room temperature. Raising the temperature to 95 °C promoted the dissolutions of Ce and Nd to 89 and 84 percent, respectively, for the same 1 M acid concentration and one-hour duration at 5 w/v percent pulp density. Cyanex 923 was preferred over Cyanex 301 for the purification of REEs from leach liquor. In another route, the leach liquor was subjected to precipitation with 0.5 to 1 M oxalic acid, resulting in a product with 4 to 5 percent concentration of REEs.IntroductionRare earth elements (REEs) are important materials in numerous high-technology applications, but they have high supply risk, giving rise to the study of new sources. The recycling of REEs has been well researched, especially on a small scale, but has not been widely implemented. Less than 1 percent of REEs were recycled in 2011 (Binnemans et al., 2013). REEs occur in a large number of minerals in oxidic compounds, such as oxides, carbonates, phosphates and silicates, and are present as mixtures at 10 to 300 mg/kg concentrations in many rock formations, such as basalts, granites, gneisses, shales and silicate rocks. The most abundant REE in the Earth’s crust is cerium (Ce), at a concentration of 20 to 70 mg/kg, followed by neodymium (Nd) and lanthanum (La), with heavier REEs being less abundant (Binnemans et al., 2013). A laboratory-scale investigation of the effect of milling operation and catalyst addition ( K2CO3) on the partial reduction of low-grade pyrolusite ore pellets was carried out using coke as a reductant. Thermogravimetric analysis was used to understand the correlation between milling and catalyst addition parameters with the reduction temperatures. DTG analysis of pyrolusite pellet reduction showed three distinctive peaks associated with a three-step reduction mechanism (i.e., MnO2→ Mn2O3→Mn3O4→MnO). The results showed that the grinding and addition of the catalyst have a significant effect on lowering the MnO2 reduction temperature independently. But maximum reduction temperature drop is obtained when combining grinding and catalyst addition in this work. By 3 h milling and 10 wt% catalyst addition, the reduction temperatures were reduced by more than 200 °C compared to the raw ore pellets. These results obtained from the DTG analysis were further supported by XRD analysis of the reduced samples.

The Federal Coal Management Program represents the culmination of several years of effort by the Department of the Interior (001) to reformulate the manner in which coal owned by the United States is leased and developed. These efforts began in 1970 with a study by the Bureau of Land Management (BLM), which indicated that unless drastic changes were made in. the federal coal leasing procedures, federal coal lands would be leased almost for the asking while production of coal from those lands had been decreasing. Consequently, informal action was taken in 1971, which resulted in no further leasing being authorized until February, 1973. At that time, a formal moratorium on most coal leasing was established, with exceptions granted only for leases needed to satisfy short-term needs such as maintaining existing mines or supplying reserves for new contracts in the immediate future. This leasing policy embodied a long term objective of developing an entirely new planning system for federal coal leasing, as well as to schedule the preparation of a programmatic impact statement for this new system. As a result of the 1973 moratorium and the ensuing application of short-term criteria, only 10 federal coal leases (covering approximately 30,177 acres) were issued from February, 1973, through January l, 1976.

Copper electrowinning operations have dramatically improved their ability to produce high quality copper at low costs over the past several decades. Even so, some fundamental knowledge is still lacking that could allow operations to run even more efficiently. For example, a rule of thumb exists that estimates a current efficiency loss of 2-3% per gram per liter of iron in the electrolyte. While several laboratory studies have been performed that demonstrate this rule of thumb is likely true, no definitive relationship exists. In this paper, the first steps in developing a definitive relationship are presented. The effective diffusivity of ferric ions in synthetic copper electrowinning solutions was measured using chronoamperometry and the Cottrell equation. The effective diffusivity of ferric ion was determined as a function of electrolyte concentration and temperature. Synthetic electrolytes were then used in laboratory-scaled copper electrowinning experiments, where relationships between current efficiency and solution composition were found to exist under stagnant conditions. Haul truck fatal accidents and injuries continue to be a significant concern for the mining industry. However, the availability of high-quality training materials continues to be limited. Near-miss incident accounts, if packaged well, could help fill this gap, because for every fatality, there are hundreds of reportable accidents and thousands of undocumented near misses. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected detailed accounts of 21 near-miss incidents in virtual interviews with mineworkers at surface mining operations across the country. From these interviews, researchers created four simulation videos. The videos bring these events to life through first-person retelling and various visual perspectives of actual events. Each video exemplifies a critical safety message and a common haul truck hazard. This paper describes the process of taking narratives and turning them into impactful visual stories. NIOSH plans to co-release these simulation videos with the Mine Safety and Health Administration (MSHA) to the mining industry to raise awareness and ultimately help reduce haul truck-related accidents and fatalities in mining.

HAPPY BIRTHDAY Not only is 1971 the Centennial Year of the AIME, but it also marks the One Hundredth Anniversary of the United States Portland Cement Industry. On September 26th in 1871 David O. Saylor of Allentown, Pennsylvania, received his patent Numbered 119,413 for the manufacture of portland cement. "Cement" had been used in the United States before that. This was, however, natural cement - a direct product of rocks as found in nature, usually burned at low temperatures in open kilns. During the early 1800s this natural cement played an important role in such projects as the building of the Erie Canal. It was only after the Civil War that small amounts of high priced portland cement was imported from Europe. The successful use of this material in construction led to Saylor&apos;s experiments and subsequent patent for the manufacture of a scientifically controlled product in this country. These one hundred years have witnessed four major "ages" of cement . . . three of them occurring in the last quarter century since World War Two. The first age was the "Age of Development", a seventy-year period which saw the growth of cement and its concrete end uses as major construction materials. Next followed a period called the "Age of Demand" when, after the war, cement became in short supply relative to large building requirements. In effect a cement shortage existed. The decade of the Sixties proved to be the "Age of Reaction", with its courses of action coming in response to the problems that arose when the industry&apos;s expansion programs provided too much capacity. Today cement, and the concrete industries, find themselves entering the "Age of Reason". Overcapacity, low price, rising costs, and poor returns are several of the reasons behind that name, As these industries face the construction challenge of the Seventies, and beyond, the application of basic management principles (otherwise known

Gold continued to be the primary focus of minerals exploration worldwide during 1995. Other targets, though, included primary diamonds and base metals, especially copper deposits amenable to solvent-extraction/electrowinning (SX/EW) processing. The discovery of nickel, copper and cobalt at Voisey Bay in Labrador, Canada was an unusual surprise. Meanwhile, exploration geochemistry continues to evolve to meet new challenges. The major event in this category during 1995 was the17th International Geochemical Exploration Symposium (IGES) held in Townsville, Queensland, Australia in May. The meeting was sponsored by the Association of Exploration Geochemists, which celebrated its 25thanniversary of service to the mineral industry, and the Economic Geology Research Unit of James Cook University, Townsville.
