At the present time, the Florida phosphate industry is experiencing one of the worst marked slumps in its one hundred year history. Recent agriculture over-production has caused low grain prices such that the net income of U.S. farmers is expected to drop to its lowest level since the 1932 depression. The farmers' low income, along with high interest rates that preclude them from borrowing to purchase fertilizer, make the immediate U.S. phosphate market outlook bleek at best. The export outlook is also pessimistic due to world recession and the U.S. dollar's high exchange rate. In June, 26% of the phosphate industry's workers were laid off for an indefinite period of time. Despite the immediate painful slump, the long-term outlook for the industry looks good. Florida has enormous reserves and will continue to produce a third of the world's phosphate supply simply by making changes in the present system of mining, beneficiation, waste disposal and land reclamation.

For more than fifty years Walter Kidde & Company, Inc. has engaged in the development and manufacturing of both fire suppression and detection equipment. Our initial work for the mining industry centered around dry chemical extinguish-ing equipment for mine haulage cars. To fulfill this need, Kidde engineered and developed a manually activated dry chemical system to provide protection for the wheel wells, cable reels, and motor compartments on various pieces of underground mining equipment. The next phase of mining operation fire protection for Kidde was the area of detection and automatic fire suppression for conveyor belt heads. Early in 1970, a field evaluation program and belt head demonstration unit was taken to 10 areas throughout West Virginia, Kentucky, Pennsylvania, and Ohio. This extensive field program was a joint effort with National Mine Service Company of Pittsburgh, Pennsylvania. The objectives of this program were to study mine hazard problems and to determine further requirements of mine operators. The resulting belt head detection system centered around our Continuous Strip Thermistor Core heat detector in conjunction with a Kidde stored pressure dry chemical extinguishing system. Continuous Strip detection has been in use for a number of years in aerospace applications. It has proven flexible and reliable for the rapid detection of overheat conditions and fires in engines of over half the aircraft flying today. The use of Continuous Strip gave us flexibility to protect surface areas over and around the actual conveyor belt head equipment. The nature of Continuous Strip allows us to bend, wrap, and attach the 20 foot long thermistor element over the desired protected points of the belt head. An integral part of the conveyor belt head protection system is the control panel utilizing our comprehensive knowledge of fire alarm control logic. This panel contains supervision circuits which sound trouble signals upon detecting a break in the Continuous Strip; breaks in the wiring to the remote electrical extinguishing activators or to the alarm bell; or loss of primary power. Accurately predicting coal seam discontinuities is an important part of modern underground coal mining. Conventional methods of coal exploration sometimes fail to identify rapid variations that may seriously impact mining and quality. Radio Imaging Method (RIM), a geophysical approach to mapping longwall panels, has been developed where electromagnetic signals are transmitted and received though the coal block. The amount of signal loss for a given distance, when compared to the coal seam characteristics, identifies anomalous areas. A comparison of RIM predictions with actual geologic conditions encountered during longwall mining demonstrates the accuracy and usefulness of the data.

Proper employment of numerical stress analysis design tools is based on the demonstrated ability of a model to capture key elements of the geologic site model and accurately simulate how these elements interact with a mine design. While these tools have progressed markedly, they are, at heart, a gross simplification of the abundant complexity of a natural setting and its response to mining. A generic deep longwall site model was developed that includes aspects of the geology of deep coal mines in the Wasatch Plateau and Book Cliffs coal fields of Utah. The site model contains a set of common features and observations of how these features typically respond to mining. This site model was the basis for evaluating use of empirical, boundary element and volume element stress analysis tools to analyze the distribution of stress around a deep longwall panel. More specifically, this evaluation examined shifting of stress to panel abutments and gob, distribution of stress in the abutment and deformation and failure of bridging strata. Measurements of abutment stress changes at two sites in the Wasatch Plateau region were used to illustrate model calibration. Overall, these comparisons highlight the considerable differences between methods. Volume element tools can incorporate considerable detail and have fewer underlying assumptions, but this detail carries a considerable computational cost. Boundary element tools are much more efficient. However, this efficiency comes at the cost of added assumptions. These assumptions were challenged by the presence of a strong sandstone unit in the overburden, leading to boundary element results that depart significantly from volume element results. Empirical rules are the simplest, but are even more burdened by assumptions, many of which are implicit in underlying cases. Insight into the nature and impact of underlying assumptions in each method is essential to the proper use of results in mine design.

The conversion of organic matter to petroleum by hydrothermal activity is an easy process, occurring in nature in many types of environments. Geologically immature organic matter of marine sediments is being altered by this process in Guaymas Basin (Gulf of California), Escanaba Trough and Middle Valley (northeast Pacific), Bransfield Strait (Antarctica), and Atlantis 11 and Kebrit Deeps (Red Sea). Contemporary organic detritus and viable microorganisms are also converted in part to petroleum-like products by the same process when present to become entrained, as for example on the East Pacific Rise at 13o N and 21o N and on the mid-Atlantic Ridge at 26oN. The hydrocarbon products (methane to asphalt) generated in all these areas have been elucidated in terms of composition, organic matter sources, and analogy to reservoir petroleum. This petroleum represents a major input of carbon to the primary chemosynthetic productivity of hydrothermal vent systems and may be important to interactions with metals in hydrothermal ore formation.

In a proposed rulemaking regulating asbestos, nonasbestos varieties of Tremolite, Anthophyllite and Actinolite would be excluded from the regulations controlling permissible exposure to asbestos fibers. This proposed rulemaking is perceived as improving the scientific basis of the regulation of asbestos because it recognizes that there are no scientific data, either mineralogical or health related, which support the regulation of nonasbestos Tremoiite, Anthophyllite and Actinolite in the same manner as asbestos fibers. However, the proposed regulation, while representing a major advance in the treatment of AT A for regulatory purposes, does not provide an adequate analytical method for distinguishing between asbestos and nonasbestos particles, nor an adequate description of the regulated minerals. This paper addresses those topics, recommending that OSHA include an appropriate mineralogical definition, and implement a discriminate counting procedure to distinguish asbestos from nonasbestos particles.

"The City of Atlanta’s Water Supply Program Tunnel project includes a 7,315-m (24,000-ft) long, 4-m (13-ft) diameter, hard rock tunnel. A complex aspect of the project involves connecting five, blind bore shafts to the tunnel in a location close to current drinking water reservoirs. During the supplemental geotechnical investigation following the initial contract award, results from additional borehole geophysics were reviewed. Unfavorably oriented fracture sets forced a change in the original pre-excavation grouting program designed for that site. Real-time grout monitoring and geophysical data were compared to provide assurance that the program, as designed, correlated with the in situ ground conditions. Following grouting, results were modeled, and all grouting data were reviewed to determine if grouting was complete.Project backgroundThe current water supply system operated by the city of Atlanta’s Department of Watershed Management (DWM) consists of four, aged, raw-water pipelines, one of which dates back to 1893. Based on previous assessments completed by the DWM, the entire water supply system is at, or will soon reach, its recommended useful life. As such, the city acquired the Bellwood Quarry in 2006 with the intention to create a water storage facility with a volume of approximately 9.1 billion L (2.4 billion gal) to serve approximately 1.2 million people.The project location is shown in Fig. 1, which is generally in the northwest part of downtown Atlanta, GA. The overall project has been divided into two phases. The Phase 1 project connects the quarry and the Hemphill Water Treatment Plant (HWTP), and the Phase 1 Extension project connects the HWTP to the Chattahoochee Water Treatment Plant (CWTP) and the Chattahoochee River. A 7,315- m (24,000-ft) tunnel with a finished diameter of 3 m (10 ft) connects all three elements. The HWTP location is also where the city’s two most proximate drinking water reservoirs are located."

This paper discusses the process involved in developing an optimum method of treating and removing heavy metals from water that have leached out from the native rock -prior to discharge back into the environment. Also designed into the system is a manner to stabilize the metals removed as a precipitate, so that they can be disposed of as a non-hazardous waste.

During the 1980 decade, the rapid price increase for flake graphite has generated a high degree of interest for the discovery and the development of alternate occidental sources of supply in response to fluctuations in quality and availability from current producers. Alike many industrial minerals, graphite draws its complexity not only from its mineralogy and unique properties but also from the very large spectrum of industrial applications each calling for specific quality criterion. As new high technology uses are being developed, more rigid specifications will apply. Discovered during the latter part of 1988 by Mazarin inc., some 30 Km South of Fermont near the Quebec-Labrador border, the Lac Knife deposit was quickly identified as one of the world major long term alternate source of stable supply for this mineral. This paper also reviews the status of the project development as of late 1991, while updating previous papers published by Industrial Minerals1990 and Mining Magazine 1990.

Exploration for SX-EW copper deposits and plant operation depend largely on the copper and gangue mineralogy inasmuch as? they govern the feasibility of leaching. Mineralogical parameters are pivotal in identifying if an ore is suitable to dump, heap, thin layer, vat or agitated leaching and/or if the ore requires curing, bioleaching or alternate lixiviants. Problems in metallurgical testing, production leaching and recovery forecasting are very often related to lack of mineralogical data. This presentation will illustrate the use of quantitative mineralogical analysis for exploration, acquisition assessment and optimization of copper leach operations.

In practice, geochemical analyses can be grouped in two broad categories according to their aim. Those that seek to determine the exact chemical composition of geological materials fall under the heading of assays, whereas applied geochemistry concerns itself with the detection of anomaly contrasts. Recent trends have blurred the distinction between both approaches for many users, as methods that were traditionally used for assays are being adopted in applied geochemistry and assays make increasing use of instrumental techniques. Nevertheless. it is important to keep a clear distinction between the two types of analyses because it has immediate practical consequences, cost is the most obvious, as well as fundamental implications. In the broadest terms, the goal of geochemistry is to strike an optimal balance between throughput and accuracy, at the lowest reasonable cost, while assays strive for accuracy. Traditionally, complete silicate analysis has been the concern of assayers whereas exploration geochemists have been more interested in base metal analyses where acid extractions of the elements, without dissolution of the silicate matrix, has been the norm. This kind of distinction is less realistic now, especially with the growth in lithogeochemical studies, and some overlap in methodology is unavoidable. However, where such overlaps occur the distinction remains in the emphasis of the work. A commonly used example is that although HF acid preparations are used by both, the emphasis in applied geochemistry is on sample throughput and batch analysis, whereas assayers are more concerned with the range of elements to be determined (Thompson and Walsh, 1983).

Cobalt, nickel, and manganese can be recovered quickly, cleanly, and selectively from cobalt-rich manganese crust by leaching in dilute acid solutions in the presence of hydrogen peroxide. Common selective precipitation methods can then be used to recover these metals from the leach liquor. The leaching reaction produces only oxygen as a byproduct, and the waste residue from leaching was tested and found to be non-hazardous under existing EPA specifications. The leaching process is effective in either fresh water or seawater. This research is a part of the Bureau of Mines program to identify the mineral resources of the Exclusive Economic Zone and devise methods for recovering their valuable components.

As national and international health and safety management system (HSMS) standards are voluntarily accepted or regulated into practice, organizations are making an effort to modify and integrate strategic elements of a connected management system into their daily risk management practices. In high-risk industries such as mining, that effort takes on added importance. The mining industry has long recognized the importance of a more integrated approach to recognizing and responding to sitespecific risks, encouraging the adoption of a risk-based management framework. Recently, the U.S. National Mining Association led the development of an industry-specific HSMS built on the strategic frameworks of ANSI: Z10, OHSAS 18001, The American Chemistry Council’s Responsible Care, and ILO-OSH 2001. All of these standards provide strategic guidance and focus on how to incorporate a plan-do-check-act cycle into the identification, management and evaluation of worksite risks. This paper details an exploratory study into whether practices associated with executing a risk-based management framework are visible through the actions of an organization’s site-level management of health and safety risks. The results of this study show ways that site-level leaders manage day-to-day risk at their operations that can be characterized according to practices associated with a risk-based management framework. Having tangible operational examples of day-to-day risk management can serve as a starting point for evaluating field-level risk assessment efforts and their alignment to overall company efforts at effective risk mitigation through a HSMS or other processes.

"INTRODUCTION Mine Ventilation has come a long way over the years. The main purpose of mine ventilation is to keep conditions in the mine safe for the worker so that the mine will be productive and profitable. Technological developments to the mine ventilation system itself and the development of mining techniques have helped improve the safety and productivity of the miners and the mine. Most of the developments to mine ventilation and to safety devices came as the result of serious mining disasters. Another effect of those mining disasters, especially in the late 19th century and after, was legislation to set specific safety standards for mines, especially in the underground coal mines. This paper will focus on the connection between mines disasters and the mine safety legislations promulgated because of those disasters. A BRIEF HISTORY OF MINE SAFETY LEGISLATION Mine legislation has a long history in the U.S. dating back well in the 1800’s. However, mine safety legislation is considerably newer. In 1891, the U.S. Congress passed the very first version of mine safety legislations setting up minimum safety standards. By today’s standards, the 1891 legislation was incredibly basic (7). It took a series of horrific mining disasters for Congress to take action a second time. In 1910, Congress established the Bureau of mines. The role of Bureau developed and changed over next 60 years. In 1995, Congress voted to disband it (27). Initially the Bureau was only charged with investigating and coming up with ways to reduce accidents in coal mines. It was not until 1941, when Congress formally allowed Bureau of Mines’ Inspectors into the mines. In 1947, the Congress enacted and adopted a set of federal safety regulations for the inspectors to follow (1). Finally, in 1952 Congress granted the Bureau of Mines the authority to inspect the mines and to issue citations and/or orders of withdrawals. This act was known as the 1952 Coal Act and the penalties were limited to civil penalties. It would take a couple more iterations of mine safety legislation for monetary and criminal penalties to be introduced (10). Up until 1966, mine safety legislation was directed primarily at underground coal mines and surface coal mines. Congress passed the Federal Metal and Nonmetallic Mine Safety Act of 1966, thus providing a set of standards for all mines to follow (1). The 1952 Coal Act was amended again to be the Federal Coal Mine Health and Safety Act of 1969. This amendment was the beginning of modern mine safety legislation (13). In 1973, Congress created what can be considered the first ‘version’ of the modern day MSHA (Mine Safety and Health Administration). The initial version was the Mining Enforcement and Safety Administrations or MESA. Congress created MESA to act as the enforcement agency, relieving the Bureau of Mines of that responsibility so they could focus on their initial purpose, the development of countries natural resources (14). As mining industry grew, mine safety and health became a greater concern and priority. More efforts were put in legislating the industry. The Federal Mine Safety and Health Act of 1977 provided the platform for today’s mine safety and health legislation. Under the Federal Mine Safety and Health Act of 1977, also known as the Mine Act, MSHA came into being (1)."

The response of feldspar flotation to tallow diamine dioleate collector in the presence of sulfuric acid is studied using batch flotation experiments. Application of this non-hydrofluoric acid (non-HF) reagent system in the flotation of mineralogically and chemically different feldspar ores is compared with that of the conventional hydrofluoric acid system. The dependence of flotation recovery and concentrate grade on feed particle size distribution, conditioning time, pulp density, and pH, combined variation of collector and acid addition rates, sodium hydroxide concentration in the collector solution, and initial pulp pH prior to conditioning is studied. The results have been discussed in relation to applicability of the non-HF system to plant trials, and the nature of the collector adsorption in the selective flotation of feldspar.

The majority of individuals involved in the mining industry can appreciate and under-stand that mining is an activity that is necessary to satisfy the very basic needs of society, and to assist in accommodating our ever-changing world. As the expression goes, ?if it can?t be grown, it has to be mined.? And at this point in time, society has granted the mining industry the right to go about the business of mining, with the general anticipation that the work will be carried out without causing undue harm to the environment or populations in and around the mining operation. The term ?sustainable development? is gaining momentum as a popular concept, and indeed it has become something of a catch-all phrase, but it is important that the idea behind the term is not cast aside as a nonsense buzz word, as it simply is an indication that development (e.g. mining) can be satisfactorily carried out with an eye toward stewardship of the environment and society. On Feb. 19, 2010, a round-table discussion (Roundtable 2010) on ?Strides Toward Sustainability in Mining? was hosted by Knight Piésold and Co. (Knight Piésold) at the Red Lion Inn and Casino in Elko, NV. Knight Piésold had local representatives (Bryan Ulrich and Steve Boyce), as well as representatives from other office locations (Cynthia Parnow and Rick Damiani from Denver, CO, and Rick Frechette from Tucson, AZ) to help facilitate the discussion. The meeting played host to 30 attendees from five states. Attendees included personnel from nine mining properties and various corporate offices. The majority of participants were people who are directly involved with environmental work on a day-to-day basis. Others were project managers whose jobs involve some level of environmental focus.

The pockets of high silica blue dust across the entire high grade hematite deposits in the Bailadila sector bothers the excavation activity due their iron content, which is higher than the threshold value specified by the Indian Bureau of Mines and the agony of stacking them separately due to their fragile & powdery nature. The physical nature of blue dust and its negligible alumina content makes these a potential source of hematite, which is a blessing in disguise. As most of the particles are in the form of an independent grain making it appropriately suitable feed for dry magnetic separation and thus the dry beneficiation has turned a bane into boon by enabling to produce concentrate either suitable for using as DSO or amenable for blending. The emphasis on carrying out dry beneficiation studies in the present context serves the purpose of mineral conservation, mitigates the issues of excavation and stacking as well as conservation of water resource. This paper describes the laboratory and pilot scale dry beneficiation studies carried out on blue dust of 48 – 60%Fe and Silica up to 30% at 25 Kg/hour to 400 Kg/hour, resulting in production of concentrate assaying 60 – 65%Fe. INTRODUCTION High silica blue dust (HSBD) is associated with Banded Hematite Quartzite (BHQ) and is available in abundance in various pockets across the Iron ore body in the Bailadila region of Chhattisgarh state. High Silica Blue dust occurs in the form of free granular particles and also as friable lumps. The chemical quality of this falls under sub-grade category (45 – 55%Fe) and as per the guidelines of Indian Bureau of Mines, these are to be stacked and conserved as future resources of Iron if it can’t be utilized in the present circumstances. Due to its friable nature, stacking of HSBD is a challenge and it is also compounding the problem by polluting the air under high velocity wind conditions. Because of its physical nature and occurrence in pockets pose challenge to systematic mining. The existing processing set up of the operating mines is designed to treat either Direct Shipping ore (DSO) or Run-of-Mine (ROM) have grade >60% Fe. The present practice of beneficiating iron ore fines (<1 mm) comprise combination of two or more processes such as desliming, hydraulic classification, magnetic separation and flotation apart from requirement of grinding depending on liberation characteristics. The HSBD which is predominantly occur as free granular particles, is significantly low in its alumina content. This gives us an opportunity to utilize them by exploring a suitable beneficiation process so that the concentrate produced can be used as a sweetener for alumina rich iron ore/concentrate. Thus, in the present study, an attempt has been made to adopt dry high intensity magnetic separation technique to explore the amenability of the high silica blue dust for beneficiation.

"Production of industrial minerals remains important to the rural economy of New Mexico. In 2014, 226 active mines and mills were registered in New Mexico and included four coal, eight potash, 11 metal, 33 industrial mineral and 170 aggregate and stone operations. New Mexico leads U.S. domestic production of potash, perlite, zeolite and travertine. Other production includes aggregate, humate, pumice, gypsum, salt, common and fire clay, scoria, limestone, fly ash, cement, magnetite, silica and decorative stone. New Mexico also has the potential for additional production of industrial minerals. One company is exploring for garnet. Cretaceous black sandstones in the San Juan Basin have drawn interest for titanium, rare earth elements (REEs), niobium and zircon, and other REE deposits are being explored. REE-thoriumuranium veins have been found in the Gallinas, Capitan and Cornudas Mountains and Laughlin Peak-Chico Hills. Exploration for beryllium has occurred in the Ojo Caliente No. 2, Cuchillo Negro and Victorio mining districts. Companies also are examining high-calcium limestone and high-magnesium dolomite for potential development, while aggregate continues to be important in urban areas and along highways. IntroductionIndustrial minerals and rocks are literally the building blocks of our way of life. They are an exceptionally diverse and vital group of raw materials that underpin almost all aspects of human activity, infrastructure and standard of living. Industrial minerals and rocks are used in the manufacture of many products, from ceramics to plastics to refractories to paper. Although industrial minerals permeate nearly every aspect of daily life, their presence and their roles are typically invisible. A widely used definition of industrial minerals and rocks is “any rock, mineral, or other naturally occurring substance of economic value, exclusive of metal ores, mineral fuels, and gemstones: one of the nonmetallics” (Bates, 1975). This definition includes the important construction materials sector as well as specialized industrial minerals, but complex interactions between consumer industries produce a number of apparent anomalies to this definition. Some metals are included as industrial minerals because their use is industrial rather than as a metal. Sulfur is now predominantly extracted as a byproduct of cleaning natural gas, one of the world’s major energy fuels.Production of industrial minerals has been and remains important to the rural economy of New Mexico. Industrial minerals constitute nearly 41 percent of the more than $3.1 billion generated by mineral production in New Mexico in 2014 (Table 1). INTRODUCTION The Metropolitan Water District of Southern California (Metropolitan) is the largest water wholesaler in southern California. Its service area spans the major urbanized portions of Ventura, Los Angeles, Orange, San Bernardino, Riverside and San Diego counties. More than 15 million people are serviced by Metropolitan through its 27 member agencies. The primary sources of Metropolitan&apos;s water supply are the Colorado River Aqueduct (CRA) and California&apos;s State Water Project (SWP). Currently, planning and design level studies are underway by Metropolitan to expand the water storage and conveyance systems within the service area for the purposes of providing increased efficiency and flexibility to manage limited water supplies, improving water quality, and increasing system reliability. The system reliability issue is particularly significant because the conveyance facilities from both the CRA and the SWP must cross the active San Andreas fault. This fault is considered to be the source fault for the anticipated "Big Earthquake" in southern California. To meet these objectives, Metropolitan&apos;s expansion plans involve a major new storage reservoir, new large diameter pipeline and tunnel conveyance facilities, more efficient utilization of existing groundwater basins, and an aggressive public awareness and conservation program. This paper focuses on the planning studies that have been carried out for over 50 miles of tunnels being considered for several of Metropolitan&apos;s proposed conveyance systems. These tunnels have ranged in length from a few hundred feet to over 42,000 feet, with depths of cover ranging from a few tens of feet to over 3,000 feet, and finished diameters ranging from 10 to 20 feet.
