The resultant data was compiled to give specific use information on the seven instruments. During the course of the study attempts to evaluate the Griswold Gage were abandoned when it became apparent that the gage was not being commercially produced. One company is developing the gage for its own use. The information presented is the result of over 1200 inquiries.

A concentrate biooxidation process was successfully demon­strated in the field in a remote part of northwestern Mexico. A 275 tonne (300 st) biooxidation heap was constructed using GeoBiotics' proprietary GEOCOAT™ coated concentrate process. The pyrite/chalcopyrite/sphalerite concentrate was bioox­idized in the heap for 60 days. Cyanide leach recovery of the con­centrate increased from 68% gold recovery at a cyanide consump­tion of 1.6 kg NaCN/g Au (llO lbs/oz) in the as-received concen­trate, to 94% gold recovery at a cyanide consumption of 0.37 kg NaCN/g Au (27 lbs/oz) in the biooxidized concentrate. The heap was constructed at a rate of7 tonnes (7.5 st) concentrate per hour, using typical heap leach equipment and easily scalable methods. Heap operations demonstrated that energy dissipation in the humid summer environment was easily controlled by low pressure aeration and management of solution chemistry and application. Observations of the demonstration heap appear to support the presence of reflux of moisture within the biooxidation heap.

The Tennessee Valley Authority began employing geophysical well logging for foundation investigations in October 1973. Since that time more than 3,000 holes have been evaluated for engineering purposes. The Tennessee Valley Authority has not actively used geo-physical well logging for exploration of construction materials, but we feel that much of the information derived from geophysical logs for foundation exploration is applicable to the construction materials industry. This paper will then discuss geophysical logging as applied to foundation engineering and, by implication, the feasibility of use in construction materials exploration. The use of geophysical logging and percussion drilling instead of coring has greatly expanded TVA's data acquisition capabilities and has also resulted in substantial savings in time and money. Economical boreholes are obtained through the use of large percussion track drills (Figure 1). This equipment is capable of drilling through the overburden, setting steel casing on the top of rock, and drilling the rock beneath the casing. Holes as deep as 400 feet (121.9 m) have been drilled by this method.

Following the wide-spread acceptance of ANFO as a useful, low cost blasting agent, studies have been made to adequately describe the physical and explosive properties of this material (1). As the quality of the AN blasting prill improved, reliability and sensitivity to initiation were greatly increased and many methods of priming were chosen from the standpoint of economics with little appreciation for the need to initiate so as to obtain the most efficient detonation. Under certain conditions, ANFO could be initiated with primers no more powerful than a No. 8 blasting cap (2). Research on primers for ANFO followed and it was demonstrated that this blasting agent was subject to extreme transient velocities upon initiation with wide variations in energy output depending upon the nature of the primer. For these reasons it was shown that powerful priming was economically justified (3). These studies helped to define the properties of an effective primer and the guides for its efficient use. In the vast surface coal mining industry, technological advances in earth moving equipment were paralleled by the development of larger and larger borehole drills (4). Even though ANM) was the major blasting agent used in this industry, investigations of priming techniques in these larger boreholes was almost non-existant. In 1962, Mr. Cleon Woolsey of Enos Coal Company disclosed to the industry that dramatic improvements in blasting production could be achieved with new priming and boostering methods (5). The research program at the Atlas laboratories was designed to explain these results and extend the study of initiation of ANFO with both high explosives and slurry explosives and to define the principles involved.

INTRODUCTION This paper is for the mining manager, generally meaning mine superintendent, chief engineer, and others who have control over the mine operation responsible for feeding the insatiable beast called the mill or processing plant. The author is not from mine management but from the field of technical mine engineering consulting. This fact illustrates the authors gross inadequacy to comment on this subject. On the other hand, the consulting profession allows visits to many mine operations, worldwide, supplying many different commodities. The common complaints and misunderstandings that have been heard worldwide will be shared within the following few paragraphs. In order to discuss optimization, one must first define it. There certainly will be many papers in the following sessions that claim to optimize something, or other, based on a technical definition of cost, efficiency, throughput or some other quantifiable basis. DEFINE OPTIMIZATION Actual optimization of an operation is not as easily achieved as most of us in the technical world would like. Borrowing terminology from the technical world, the boundary conditions and the optimization function are usually not well defined. The problems in many cases do not lend themselves to quantification. Typical management procedures are to establish goals or strategies that set the approach or general boundary conditions to the overall plant. Three simple cases are listed below as possible corporate strategies to optimization of a mine-process plant complex. 1) Maximized discounted cash flow 2) Minimized long term cost of product 3) Maximized resource utilization This list seems simple when presented in the above context, uncluttered by constraints such as market position, capital availability, or environmental limitations. After World War I the character of my mining life changed completely. Before then adventure had been almost continuous but after the war there was lots of staying in one place, almost routine, between adventures. This was fortunate, as the life of a mining engineer is a wandering one at best, and it makes being married and raising a family a dubious enterprise. It would have been quite out of the question with the life I led before I got married at the end of the war The new sort of life made the "beaconing of adventure" intermittent. There were often long stays at home between wanderings which was fortunate as it changed the continuity of these memories. I must briefly summarize accounts of the more or less routine periods and concentrate on the occasional exciting episodes between. After a long visit with friends in Berkeley, Dorothy and I left for Arizona and three days at the Grand Canyon that were nearly too much for both of us. One beautiful day we started a short walk down the Bright Angel Trail. It was such a lovely bracing day that we kept on walking and enjoying the views until, just after noon, we reached the Colorado River. We were the only ones in sight so to enjoy the sunshine to the full we both had a good swim in the swiftly flowing river. So far, everything was wonderful. But when we started to climb back up the trail, rising nearly 6000 ft in ten miles we soon found that we had counted too much on our youth and endurance. We had to rest every few hundred feet and it seemed as though we would never reach the top. It was eight o'clock in the evening when we finally staggered into our room and collapsed. On the way to the Canyon I had seen John Greenway and Dr. Ricketts in Santa Barbara and they had little idea what would happen to them or to me. Before resuming his position as general manager of Calumet and Arizona and New Cornelia, Greenway must recover from the effects of the gas he had suffered in the war. Dr. Ricketts

The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The AMI workshop further outlined five 1997 funded AMI projects of potential interest to the mining industry. They were: ? Acid mine drainage (AMD) can occur as a natural phenomenon through oxidation of sulfide minerals. Oxidation by air and water can be exacerbated by mining. Because AMD can exhibit low pH, it is capable of extracting heavy metals from mineral deposits. The result is highly acidic drainage with elevated heavy metal concentrations -the combination of which can cause extensive environmental damage. Because of the importance of these factors, this paper is focused on sulfate based AMD. Due to widespread mining, the occurrence of AMD is ubiquitous. As a result, several approaches to treatment have been developed. Chemical treatment using alkali is most commonly employed to treat AMD. There are alternative methods of treatment, as well as alternative ways of handling treatment sludges or concentrates. Dewatering of sludge or concentrates is beyond the scope of this paper.

"Sound Transit’s East Link Project, a $3.7 billion (2015 $), 14-mile light rail extension, will connect downtown Seattle with the rapidly developing east side cities of Bellevue and Redmond. Among the most technically challenging aspects of the Project is the 2,435 foot long Downtown Bellevue Tunnel (DBT), which will be constructed through the central core of Bellevue underneath 110th Avenue NE using a combination of Sequential Excavation Methods (SEM) and cut and cover tunneling. The 1,980 foot long central SEM component of the DBT will be mined at shallow depth through challenging and complex geology, comprised of glacially overconsolidated soils, containing both regional and perched groundwater conditions and in close proximity to existing high rise buildings. The paper shares lessons learned from the planning decisions and risk based approach to the investigation, design and procurement processes which shaped the DBT configuration and enabled a successful transition to the project’s construction stage. INTRODUCTION The East Link Project is a voter-approved $3.7 billion (2015 $), 14-mile extension of the existing Sound Transit (ST) light rail transit (LRT) system from downtown Seattle, across Lake Washington via I-90, to the cities of Bellevue and Redmond on the east side of Lake Washington. With targeted completion in 2023, East Link will provide riders with an efficient and reliable connection between the largest population and employment centers on the east side and downtown Seattle. The project alignment is indicated in Figure 1 below.ST completed the Preliminary Engineering (PE) phase of the East Link project in late 2011. Subsequently the final design contract for the easternmost seven miles of the project was awarded to the H-J-H Team, a joint venture comprised of HNTB, Jacobs Engineering and Hatch Mott MacDonald in February 2012. H-J-H’s final design scope includes approximately 7 miles of double-track LRT between the east end of the I-90 East Channel Bridge and the Overlake Transit Center Station. While the project scope is extensive and diverse, the focus of this paper is the DBT. The DBT is located immediately north of the East Main Station, and travels approximately one half mile through downtown Bellevue under 110th Avenue NE between Main Street and NE 6th Street; terminating at the Downtown Bellevue Transit Center (BTC) Station. The location and extent of the DBT is indicated in Figure 2."

A critical path approach is presented for the problem of mine ventilation net- works where regulators and fans are employed to control the airflow distribution which is preassigned. The problem is a classic one which arises in mine ventilation planning. By identifying the analogy between the network for controlled flow and that for CPPI, the applications of the well known CPM technique to the ventilation network problem become straight- forward. The mathematical formulation of the problem is presented and the solutions are illustrated with examples. The effect of booster fans on the total air power consumed in a ventilation network are also discussed.

"Scrubbing both horizontal (drum) and vertical (attrition) are considered simple unit operations in the beneficiation of phosphate ores. In general, the operating conditions are fixed at high solids content based on the experience of the engineering or equipment manufacturing company responsible of designing this beneficiation step. Nevertheless, scrubbing is a complex unit operation designed to clean the surfaces of phosphate mineral particles of slimes, break loose weak inclusions or attached particles of impurities, and break aggregates of clayish material. Therefore, it is considered that as high solids content as possible should be used to enhance particle-particle interactions (impact and rubbing) without taking into consideration the rheology of the system. However, scrubbing unit operations design requires studying the balance between the increase of particle-particle interactions with the cushion effect that may occur when slimes, clays and fines decrease the availability of free water increasing the apparent viscosity of the phosphate slurry up to that of a paste consistency. This paper presents data from laboratory tests to determine the best operating conditions for the design of these unit operations based on the highest P2O5 grade obtained with the lowest impurities for different size fractions. INTRODUCTION In the beneficiation of phosphate ores, unit operations such as horizontal scrubbing (drum) and vertical scrubbing (attrition) are considered simple unit operations. Therefore, little attention is given to the design of horizontal and vertical scrubbing during the basic engineering studies, and the detail engineering stage, the manufacturers recommending “standard” units and operating conditions based on their experience. Due diligence of several beneficiation phosphate plants at industrial scale indicates that a deficient scrubbing of the phosphate ore results in significant problems in downstream unit operations, such as classification, clarification, gravity separation, magnetic separation, flotation, dewatering, and filtration. Scrubbing is in fact a complex unit operation designed to clean the surfaces of phosphate mineral particles of slimes (clays and fines), break loose weak inclusions or attached particles of impurities, and break aggregates of clayish material. Two phenomena occur, the particle-particle interaction (impact and rubbing), and the rheological effects of releasing significant amount of fines into the slurry. Therefore, high solids contents are recommended to enhance the particle-particle interactions, which may result in a change in the rheological regime of the system due to the slimes, clays, and fines decreasing the availability of free water. This increases the apparent viscosity of the system up to that of paste consistency resulting in a cushion effect that suppresses scrubbing. Under these conditions, not all fines are release and rejected (deslimed), downstream unit operations being affected by the release of clays, resulting in P2O5 losses."

To gain insight into the current status of pillar design practice in the underground coal mines of United States, a survey has been undertaken in the late 1993 and early 1994. A total of 552 room-and-pillar mines and 75 longwall mines have been surveyed to collect general, geological and mine plan information. The collected information are critically analyzed with special emphasis on the pillar design criteria adopted in these mines. A safety factor analysis has also been carried out for the pillars in room-and -pillar mines.

"Failures of coal ribs are major hazards in underground coal mines. For the period of 2010 to 2014, rib falls were the leading cause of groundfall fatalities and accounted for 35% of all groundfall-related fatalities. Currently, the National Institute for Occupational Safety and Health (NIOSH) is conducting a research project to develop an engineering-based design methodology for rib control in coal mines to reduce rib fall accidents and fatalities in underground coal mines. Numerical models can be used as part of the design methodology provided the models are appropriately calibrated and verified. The paper presents a coal rib model to simulate the mechanism of the coal deformation and fracturing that can lead to stress-driven rib falls. The proposed coal rib model was calibrated against published data from an instrumented rib site at the West Cliff mine in Australia. Fracturing of the coal rib was defined by critical values of shear strain of the coal material and rib displacement. A critical plastic shear strain of 2.8% and a sudden increase of rib displacement of 30 to 45 mm were sufficient to develop a fracture plane in the rib model. Accordingly, a discontinuous rib deformation was achieved and it compared favorably against field monitoring data. INTRODUCTION Coal ribs are the vertical walls of coal formed when entries are developed in a coal bed. Failures of coal ribs are a major hazard in underground coal mines. Furthermore, failing ribs can contribute indirectly to roof and floor instability by increasing opening widths across intersections and entryways. Over the last 18 years, there has been a continual occurrence of injuries and fatalities in underground coal mines due to rib falls. For the period of 2010 to 2014, rib falls (excluding longwall face and bursts) were the leading cause of ground fall fatalities and accounted for 35% of all groundfall-related fatalities [1]. Despite the threat of rib falls, the amount of rib falls and rib support research conducted in the U.S. is limited compared with what has been done in pillar and roof support design. Currently, the National Institute for Occupational Safety and Health (NIOSH) is conducting a research project to develop an engineering-based design methodology for rib control in coal mines to minimize the number of rib fall accidents and fatalities in underground coal mines."

The Vernal phosphate rock concentrator is located in the Uinta Mountains near Vernal, Utah. Ore is sedimentary rock from the Phosphoria Formation. Truck and shovel mining is done at a rate of 11,500 TPD. Run of mine ore is crushed and then milled through a SAG mill and ball mill to minus 16 mesh. Milled ore is deslimed using cyclones and hydrosizers. Sands are conditioned with fatty acid, petroleum sulfonate, diesel fuel and frother prior to primary rougher and cleaner flotation. Primary flotation tailing is milled to 95% minus 48 mesh, deslimed in cyclones, conditioned using reagents previously described, and then processed through rougher and cleaner scavenger flotation. Product of scavenger cleaner concentrate is upgraded by reverse flotation of dolomite. Flotation concentrates are combined and dewatered, pulp being milled to 99.5% minus 65 mesh and then thickened to 65% solids. Product is pumped from storage through a 10 inch, 94 mile pipeline to a conversion plant at Rock Springs, Wyoming. Mill tailing is stored behind an earthen dam, water from the settled tailing being reclaimed for mill use.

In recent years in situ leach mining has emerged as a viable technology for the recovery of uranium from strata in South Texas which contain relatively low concentrations of uranium ore. Because the ore bodies lie within groundwater aquifers, a significant determinant in the economics is the requirement that such aquifers be protected from contaminantion. Since ammonia is one of the constituents of the leach solutions now being field tested, one environ- mental problem to be resolved is the removal of ammonia at the end of mining. A second related question is the fate of the ammonia which is not removed by the restoration procedure. This paper considers the displacement and migration of ammonium in a flowing electrolyte with concomitant ion exchange. The ion exchange is an important feature since, during the solution mining phase, ammonium saturates the mineral exchange sites and must be removed from these sites. A mathematical model is used to simulate this process and the model is tested against the results of laboratory experiments. It is found that the simulations are adequate if an appropriate selection of parameters is made. The model is then used to investigate the effect of cation composition and concentration of the restoration medium as well as dispersion on the overall effectiveness of the process. It is concluded that increasing the concentration of monovalent ions in a solution containing a mixture of both monovalent and divalent ions decreases the adsorption selectivity of the divalent ions with respect to all monovalent ions including ammonium. Thus increasing the ionic concentration of a restoration fluid by increasing the concentration of a nonselectively adsorbed (with respect to ammonium) ion may have a very limited benefit. Dispersion attending the flow of fluids in a porous medium is also shown to be an important factor. The effect of dispersion can greatly reduce the benefits of having a displacing cation which is adsorbed selectively with respect to ammonium. Since dispersion increases almost linearly with fluid velocity, an optimum displacement rate may exist.

While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. In no Confederation of Independent States (CIS) country does the mining sector play quite so commanding a role as in the mountainous Central Asian republic of Kyrgyzstan. Its president, Askar Akayev, says he would like to develop his country into "a Central Asian Switzerland." However, in Switzerland, the gold is largely under the street along Zurich's renowned Bahnhofstrasse. In Kyrgyzstan, though, the gold is still in the mountains. Accordingly, Kyrgyzstan's recent adoption of a comprehensive new mining law has attracted widespread attention. Akayev recently completed a tour of the United States. His visit drew large crowds from the business community at events staged in New York and Washington, DC. The success can be attributed as much to the attractiveness of Kyrgyzstan's min¬ing sector as to the personal charms of the nation's president. Led by a half-billion-dollar investment by Canada's uranium giant Cameco, the mining sector is leading Kyrgyzstan's economic revival. And Bishkek is beginning to show some of the same signs of a "boom town" that already mark its Kazak neighbor, Almaty. Mercedes and BMWs already outnumber the Volgas on Bishkek's major traffic arteries. After nearly two years of debates involving government advisors and a final round of deliberation in Parliament, Kyrgyzstan finally adopted its second mining law. This followed quickly in the wake of measures enacted in neighboring Kazakstan and proposed in Russia. Kyrgyzstan's new law replaces the 1992 law "On Mineral Resources." It was one of the first enactments of an independent Kyrgyzstan. The 1992 law made a major contribution to the introduction of free-market economics in the country by ending the state monopoly over mineral exploration and development. It also laid the groundwork for an independent mining industry. According to Kyrgyz government reports, Kyrgyzstan has about 270 commercially viable deposits of almost 40 types of mineral resources. These include oil, gas, coal, precious-, nonferrous-, ferrous-, rare- and basemetals. However, the nation's key draw is gold. Since enactment of the first law, the government has issued more than 100 licenses for geological prospecting for and development of established deposits of gold.

"Refuge alternatives (RAs) are required in underground coal mines to support life post-disaster. RAs are mandated by MSHA to maintain an apparent temperature (AT) at or below 95°F (35°C) while providing a safe and livable shelter for a minimum of 96 hours. Because strata composition and mine temperatures will affect the final AT within an occupied RA, NIOSH researchers have collaborated with five underground coal mines across the US to characterize the effects of geographic location and seasonal temperature fluctuations on mine air temperature, relative humidity, and mine strata temperatures. The data collected indicates that some mines will experience greater temperature fluctuations than others, based on geographic location. The mine which demonstrated the greatest temperature differential over the course of the year resulted in a mine air temperature that ranged from 53.4°F (11.9°C) to 84.2°F (29.0°C) and a rib surface temperature that ranged from 55.4°F (13.0°C) to 82.8°F (28.2°C). This data suggests that the location and seasonal peak temperature can significantly affect the mine strata temperature, which could lead to a fully occupied RA exceeding the 95°F (35°C) AT limit over the course of 96 hours. The data reported in this paper could be used to examine the heat buildup inside an RA for actual mine conditions. Thermal simulations could be implemented to evaluate maximum occupancy ratings based on actual mine temperatures and strata compositions. INTRODUCTION In the event of a mine disaster, miners’ primary focus is to escape. Should their attempt be futile, they can enter a refuge alternative (RA) to await rescue. In 2008, the Mine Safety and Health Administration (MSHA) mandated that underground coal mines implement RAs within 1,000 ft (304.8 m) of the working face and spaced within one-hour travel distances in outby areas where persons work such that persons in outby areas are never more than than a 30-minute travel distance from an RA or safe exit. These RAs are required to provide a safe and habitable shelter for a minimum of 96 hours and to prevent the apparent temperature (AT) from exceeding 95°F (35°C) [1]. There is concern throughout the industry that in some cases the internal ambient of occupied RAs may exceed the 95°F (35°C) AT limit due to the potentially hot mine atmosphere as well as the metabolic heat generated by RA occupants and the carbon dioxide scrubbing system. The National Institute for Occupational Safety and Health (NIOSH) has conducted tests in its Safety Research Coal Mine (SRCM) and its Experimental Mine (EM) to investigate heat buildup in RAs. It was found that the number of occupants in an RA may need to be reduced based on the ambient mine temperature, which varies from mine to mine [2]. Further testing and analyses were completed to evaluate the mechanisms (conduction, convection, radiation) by which heat is transferred from an RA to the mine surroundings. Additionally, the effects of varying mine strata compositions on the heat buildup inside an RA were studied [3]. The mine strata temperatures will increase due to heat transfer from within an RA. Depending on the mine strata composition, some mines may be more thermally conductive than others. For example, sandstone is much more conductive than shale or coal (i.e. it disippates heat at a quicker rate). All things being equal, the air temperature inside of an RA after 96 hours will be higher for a mine with strata that has low thermal conductivity compared to a mine with high thermal conductivity."
