Public-private partnerships (PPP) are gaining in popularity at the federal, state and local levels as the public sector seeks private capital to finance infrastructure and other projects that traditionally have been funded with public funds. In general, a PPP involves a development agreement between a public owner and a private sector concessionaire. Under the development agreement, the concessionaire is responsible for financing, designing, constructing and typically operating and maintaining the completed project for a concession period (often multi-decades in duration). The concessionaire typically enters into an agreement ? the design-build agreement ? with a design-builder to design and construct the project. The concessionaire may secure financing from banks, investors or from a combination of these and other sources (collectively the financier). While the PPP experience in the United States has been modest to date, an increasing number of projects involving tunneling or other significant subsurface work are already being delivered in the PPP mode. Public owners have significant options to address risk allocation for subsurface conditions on PPP projects. The same sound and fundamental principles of fairness in risk allocation that apply in other major subsurface projects should be applied and adopted in the PPP context

Refractory copper ores (CROs) in central Africa contain copper minerals that are locked up in a micacious solid matrix or associated with carbonate, sulfide and phosphate minerals. Several researchers have reported that the recovery of copper from CRO material by an acid-leaching process is not economically feasible, due to the presence of excess gangue-acid-consuming minerals such as calcites, dolomite, asbolane and iron oxides. Since the proportion of acid-insoluble copper (CuS) is about 28% of total copper and total free sulfur is extremely small, sulfide flotation was considered unfavorable. Consequently, hundreds of millions of tons of CRO material have been stockpiled specifically at the Nchanga Mine of Zambia. In terms of copper distribution in CRO material, a significant portion of total copper exists as carbonates (39%) and oxides (17%), while 28% of the copper is acid-insoluble (CuS). The rest of the copper is in the form of carbonates (16%) and (hydr) oxides (17%). This means that only about 72% of total copper is recoverable through the non-oxidative acid-leaching process. In this study, batch leach tests were performed on CRO solids (d95 = 95%) to establish the gangue acid consumption values at different feed pH values and to evaluate the leaching characteristics of copper, manganese and iron within the CRO material. Subsequently, continuous leach tests were performed on CRO solids (106 um, 80% passing) using optimum leach conditions derived from batch tests. This paper aims to show that sustainable copper recovery can be achieved by selecting leaching conditions whereby gangue acid consumption (GAC) values become significantly small and the final concentration of manganese and iron in the leach solution are appreciably low.

Increased emphasis on industrial pollution control has intensified investigation of waste treatment technology for methods of reducing the amount of pollutants discharged by industry. The mining and mineral processing industry can point to a record of considerable accomplishment in the field of wastewater treatment and reclamation because these operations are so frequently an integral part of the entire operation of an ore dressing facility. This is amply demonstrated by metal producers in the arid regions of the Southwest where water shortages require maximum use of available water. For example, the copper industry in Arizona during 1960 employed an estimated 184 billion gallons of water of which 87% was reused water. (1) Only 0.0003% was discharged to streams and the remainder was consumed by evaporation (8%) and seepage (5%). The most severe pollution problem facing the mining and ore processing industry today is that resulting from acid mine drainage. This problem is largely associated with the mining of coal although it occurs to a lesser degree with the mining of other materials. The degradation of streams by acid mine drainage in the vicinity' of the Appalachian coal fields has been widely publicized and a major effort is underway to determine the best means of correcting this situation. Other forms of pollution from mining operations are less well-known, but it is anticipated that improved or advanced waste treatment techniques will be required for segments of the industry to comply with new pollution control regulations. The current emphasis on redefining hazardous levels for heavy metals and various chemicals with regard to the total environment will in all likelihood lead to tighter discharge controls in some cases. In July 1968, P.T. Inco Indonesia was granted a Contract of Work to explore and develop the nickel laterite resources on the southeastern peninsula of the island of Sulawesi. Since 1970, exploration has centred on the deposits at Soroako as the site for initial project development. This paper describes the exploration methods used to evaluate these rather unique laterite deposits, the geology of which is described in the first section of this volume.

The economics of a mineral-processing circuit is dependent on the numerous sensors that are critical to optimization and control systems. When a sensor goes off calibration, it results in errors that can have a severe impact on plant economics. Classical statistical approaches fail to detect when errors are “subtle,” unless they grow and become large enough to be “gross,” whereas methods based on signal processing and artificial intelligence fail in dealing with the complexity of process fluctuations. Due to the sheer volume of sensors, undetected errors are not remedied until the next calibration, which on average are a year apart across all industries [1]. This research aims to detect such subtle errors (2 percent bias) in shorter time spans of about a month — rather than wait for errors to grow — using innovative data-mining techniques and algorithms.

Bituminous sands of the Lower Cretaceous McMurray Formation in northern Alberta constitute the ore for the surface mining operation at Syncrude Canada Ltd. These sediments represent a complex succession of fluvial, estuarine and marine depositional environments. Grade prediction is realized through a combination of geological interpretation, computer modeling, and reference to past mining experience. Accurate forecasts of feed grade permit reliable predictions of volumes for removal to meet budgeted synthetic crude oil production. This planning facilitates efficient allocation of mining equipment and resources. The feed grade to the Extraction Plant is monitored at various points along the delivery system.

When designing an efficient and effective support system for burst-prone ground, it necessary to select the most appropriate, i.e., the ‘right’ support components, including areal and reinforcement components. For this paper, it is assumed that the areal support is not the weakest link and the support performance is controlled by the rock reinforcement and holding components (bolts). We discuss the loading modes of rockbolts under static and dynamic loadings and analyze published data from laboratory and field tests. The mechanisms of energy absorption of dynamic rockbolts are presented and rockbolts are categorized based on factors such as energy absorption capacity, energy absorption rate, direct and indirect energy absorption capacities, rock mass bulking or displacement control, and shearing resistance capacity. Guidelines for selecting the ‘right’ rockbolts to build an effective rock support system for burst-prone ground are provided.

Extraction and separation of La, Sm and Dy ions from acidic sulfate-phosphate solutions was investigated using a cation exchange extractant, bis(2,4,4-trimethylpentyl) phosphinic acid, CYANEX 272, in kerosene. The influence of shaking time, equilibrium pH, extractant, sulfate and phosphate ion concentrations, diluent type and temperature was studied. The extraction was found to be pH-dependent, and increasing the phosphate ion concentration inhibited the extraction which was found to be endothermic. The stoichiometry of the extracted metal species was found to be MOH.H2OHSO4H2A.A2. Aliphatic diluents were found to enhance the extraction compared to aromatic diluents. The results showed that there was a separation mode between the metal ions when varying the hydrogen ion and sulfate ion concentrations, under the used experimental conditions. The investigated process was used for the recovery of La, Sm and Dy from the acid solution resulting from the leaching of low-grade monazite.

Preparation of briquettes by adding CaF2 reagent into the Australian iron ore powder. The structure and morphology of iron ore briquettes during various reduction stages (i.e., Fe2O3→Fe3O4, Fe3O4→FeO, and FeO→Fe) were observed via an ore microscope and scanning electron microscopy. The results showed that CaF2 reacted with SiO2 to form CaO and SiF4 gas during the roasting process. The reduction swelling index decreased from 12.36 to 8.83% when the CaF2 content in the briquettes increased due to CaF2-mediated refinement of the hematite grains during the first stage of the reduction process. Lattice distortion resulting from the presence of Ca2+ in the FeO lattice during the second stage of the reduction process, coupled with an increase in the porosity of the iron ore briquettes and the formation of a low-melting-point slag phase, promoted the anisotropic growth of FeO lamellar crystals, which resulted in an increase in the reduction swelling index from 4.27 to 7.36%. During the third stage of the reduction process, the growth of iron whiskers was promoted by wüstite (FeO) lattice distortion caused by a solid solution of Ca2+ in the FeO lattice; the reduction swelling index increased from 15.61 to 24.72%, resulting in the catastrophic swelling of the iron ore briquettes.

Increasing interest in the Bucket Wheel Excavator (BWE) technology calls for a universally understandable definition of suitable performance factors which would reflect the unique features of this technology. The importance of properly designed and calculated performance factors for the BWE systems cannot be overemphasised. They are used by all levels of management in any mining organization for a wide variety of purposes, in particular for budgeting, for selecting new equipment, for monitoring current equipment and for comparison with other operations.

Scale physical models, constructed according to the principle of similarity theory, are widely used to simulate the mining disturbances to surrounding strata and to evaluate the effectiveness of implemented ground-control techniques. This technique has also been used for studying mining-induced surface and subsurface subsidence. The movements of the observation points installed on the physical model at different mining stages are currently measured using a total station, which is time consuming and inaccurate, especially on small-scale models.

A modified push-pull field test and a computer model of cation exchange were developed to aid in evaluating cation exchange parameters prior to in situ mining. Reliable determination of these parameters is essential when modeling restoration of ground-water quality. The field test involves a much larger volume and much less disturbance to the ore sample than is feasible with laboratory measurements. This test can be per¬formed in two or three weeks. It is relatively inexpensive, requiring one injection-production well and two or more wells for collecting samples of leach solution. The use of the model in interpreting test results is illustrated with field data from an in situ uranium mine. Much of the research was performed by the University of Texas at Austin and was partially funded by the US Bureau of Mines.

The importance of grinding as a unit operation in all industry has caused much effort to be expended toward improving the facility with which grinding can be done. Endeavor has continued nearly 100 years to formulate laws governing crushing and grinding. This has not been without controversy. However, grinding is an experimental science and our useful knowledge originates in experience. The recorded experience is grinding history. Today, many types of size reduction equipment, each with variations, are available to industry. Frequently, more than one type of grinding equipment will meet a requirement of grinding. However, an economic evaluation of installation and operating costs generally indicates a preferred type. The selection of grinding equipment requires' a consideration of the purpose in grinding, the characteristics of the material to be ground, equipment available for grinding, and the manner in which it can be applied best.

Low-grade iron ore received from the West Singhbhum area of Jharkhand state in India was used to develop a beneficiation flow sheet to remove alumina (Al2O3) and silica (SiO2 ) from the ore to get iron (Fe)-rich product for steel plants. Mineral characterization showed that the main mineral constituents present in the head sample are goethite, limonite, hematite, quartz, clay and gibbsite. The head sample contained about 49.2 percent Fe, 8.79 percent alumina and 12.01 percent silica. The received iron ore sample is amenable to upgradation through beneficiation to get pellet grade concentrate. The beneficiation process was established, involving crushing, screening, jigging, spiral separation, size reduction, desliming and magnetic separation. The process showed significant enrichment in Fe values to 63.5 percent Fe in concentrate, from 49.2 percent Fe. From the developed flow sheet, it is possible to obtain pellet grade fines with 63.5 percent Fe, 2.92 percent SiO2 and 2.61 percent Al2O3 with 50.6 percent weight recovery. The overall tailing loss is 49.4 percent with 34.3 percent Fe, 21.28 percent SiO2 and 14.64 percent Al2O3

The application of an open-pit Materials Handling Simulator (OPMHS) to analyze mine planning and scheduling problems in large surface mines is discussed. The mine chosen for this application employed a large stripping dragline working in tandem with a shovel-truck haulback system for removing overburden. Large bottom-dump trucks were employed behind a coal loading shovel to transport the exposed coal out of the pit. Specifically, the current operations and the recommendations for short term and long term improvements were simulated on OPMHS. The effects of changing the operating parameters of the equipment on the total system were evaluated. Several alternatives were also studied for the best use of the existing equipment if the current operating parameters could not be improved upon. The results of the application are discussed.

A major design feature to consider from the initial pioneering works until reaching full mine production of icy regolith at the South Pole of Moon will be the ramp. This will allow the access of equipment and personnel in and out of the excavation area. Although most of the requirements considered when designing a ramp on the Earth are similar, the fact of working in low gravity, with zero atmosphere, the potential exposure to high radiation, extreme temperature levels and drastic changes of illumination, from intense light to total darkness, are new factors to be included. Transversal sections are obtained according to the progression sequence of the production levels, with changes in length, gradient, friction factor of the terrain and curvature when required by the location characteristics and the specification of the equipment utilized. A MATLAB script was developed to calculate all the variables, in order to obtain 3D generated surfaces from the range of possible profiles.

Acid ferric sulfate solution has been used for heap and dump leaching of low-grade chalcopyrite ores and is being considered as a possible lixiviant for the hydrometallurgical processing of copper sulfide concentrates. For many years, researchers have attempted to explain the leaching behavior of chalcopyrite, since the reaction rate kinetics are extremely slow and seem to be significantly influenced by the nature of the reaction product. A summary of conclusions drawn from reported literature on chalcopyrite leaching is found in the paper by Munoz, Miller, and Wadsworth(1) and more recently by Dutrizac.(2) Lowe(3) and Jones and Peters (4) attributed rate control to a surface reaction. Linge,(5) Dutrizac,(6) Bauer,(7) and researchers at the University of Utah(1,8) reported that the reaction rate is limited by transport in the chalcopyrite lattice or through the elemental sulfur reaction product layer. Munoz et al.(1) presented a model, derived from the Wagner theory of oxidation, which is based on the formation of a protective sulfur layer with rate control by electron transport through the insulating sulfur layer. The Atlanta Plane Train Tunnel West Extension was excavated at Hartsfield-Jackson Atlanta International Airport using Sequential Excavation Methods (SEM). At its shallowest point, tunnel cover to bottom of Domestic Terminal footings was limited to 6 feet in soft ground. To mitigate risk of excessive building movement due to tunneling-related activities, the columns near the alignment were directly underpinned. Underpinning was accomplished using a combination of grouted mini-piles, installed under low headroom conditions, that supported steel framing spanning over the tunnel excavations. This paper focuses on design and construction of the underpinning system used to mitigate risk from tunneling.
