Deregulation, as authorized by the Energy Policy Act of 1992 (PL102-486) allows free-market competition in the electric-utility industry. As the act unfolds, though, uncertainties abound about the type, degree and direction of impacts throughout the affected economy — from fuel suppliers to electricity generators and from power distributors to energy consumers. Instead of having a familiar base of captive customers and electricity prices fixed by negotiation with state public utility commissions, utility companies are preparing for open, free-market competition. They are looking at all areas, including fuel supply, to cut costs to remain competitive. Humorous anecdotes are told about utility companies shunning insiders for senior executive positions. Instead, they are opting for people from the telephone or other industries with deregulation experience. And there are light-hearted stories about a trend away from traditional electric-company names, such as the name of a city or state followed by Edison or Power and Light, to space-age names, such as Ameren, Entergy, Illinova or Unicom. No one wants to be left behind or be perceived to be left behind.

M.S. Azun The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also, I do not agree with the conclusion implying that the main goal for state companies is to capitilize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondant government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

Surveying is to tunneling, as a steering wheel is to a car—somewhat essential if you want to end up in the right place. The principles of tunnel surveying have remained unchanged since the first tunnels were constructed: To mathematically connect the selected start and end points of a tunnel and physically translate that alignment onto the ground. The alternative is just dead-reckoning and leaves the probably less than satisfying end results to chance. Today’s laser-guided tunnels often have to thread the needle through a maze of soil types, utilities, structural features and other underground considerations. Surveying makes it possible.

The Meikle Mine is a high grade, underground goldmine utilizing primary-secondary longhole open stoping with delayed backfill to produce 2700 tpd(3000 stpd) of ore. Hot and reactive ground conditions were encountered early on in the mine life. Ground temperatures up to 166°C (330°F) were measured. In the early stages of mining, the mine experienced premature detonations using different explosive products. The learning curve to safely mine this high-grade gold deposit in hot and severely reactive ground was indeed very steep. Currently, the Meikle Mine uses a special buffered bulk emulsion in all blasts to address hot and reactive ground concerns. In addition, exacting procedures are also followed to ensure safe work with explosives. The combination of new explosives technology and strict loading procedures permits high mine productivity with the highest degree of safety.

Many modern industries rely on rare earth elements (REEs) to produce products that are essential to both civil and defense applications. In a prior study (Vass et al., 2019), the authors showed that REE grades in acid mine drainage (AMD) and associated byproduct precipitates from AMD treatment (AMDp) warrant evaluation as a feedstock for REE production. The current work extends that effort through a broad survey of 141 AMD treatment sites in Northern and Central Appalachia. In this study, 185 raw AMD and 623 AMDp field samples were obtained and analyzed to assess the REE and major metal concentrations. Results show that an average of 282 μg/L and 724 g/tonne of REEs occur in AMD and AMDp respectively. Additionally, both basins contained similar distributions of REEs, and these distributions tended to favor heavy and critical REEs when compared with traditional REE ore deposits. Geospatial analysis identified a total resource of 340 tonnes stored at the 141 sites sampled in this study. While this analysis did not quantify the basin-wide REE inventory, it does indicate the impact that processing cut-off grades will have on the overall AMDp resource base.

"In 2017, the total estimated value of nonfuel mineral production in the United States increased by 6 percent from 2016 (Table 1). The value of metals produced domestically increased by 12 percent and the value of industrial minerals produced domestically increased by 3 percent. Some metal commodity values (cobalt, magnesium metal and palladium) increased by more than 35 percent in 2017 from 2016 owing to higher prices.Some U.S. metal mines and processing facilities remained idle in 2017, including three primary aluminum smelters in Indiana, Missouri and Washington; a titanium sponge facility in Utah and a byproduct vanadium production facility in Utah. In contrast, new gold mines opened in late 2016 and 2017 in Nevada and South Carolina, respectively, and iron ore mines in Michigan and Minnesota restarted or operated for the full year. In addition, increased oil and natural gas drilling activity led to increased production of some industrial mineral commodities that are used for oil and gas drilling. Production of some industrial minerals, especially those used in infrastructure and residential construction, remained essentially unchanged in 2017, a reflection of the limited growth in construction activity. The production of some metals, including iron and steel, aluminum and other nonferrous metals and nonmetallic mineral products increased. Overall, mining activity trended upward as the result of increases in coal mining, oil and gas extraction and metal mining (Table 2).Discussion of mine production is commonly segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). Industrial minerals can be further subdivided as construction aggregates and other industrial minerals. Metals tend to have higher unit values but very low production quantities compared with those of industrial minerals, such as crushed stone or construction sand and gravel, which have higher production quantities but are lower-valued materials. Therefore, for discussion and analysis of the performance of the nonfuel minerals industry, the value of production is used rather than the tonnage produced. Tonnages of natural aggregates are orders of magnitude larger than those for most other mineral commodities, thus making direct comparisons based on weight meaningless (Fig. 1)."

The aim of this study is to synthesize hydrated compounds of calcium silicate (tobermorite) using as siliceous source perlite milling process wastes, containing more than 70% of SiO2. Calcium silicate hydrates are mainly used for construction of lightweight building materials, plasters, tiles and filters. The effect of temperature, time and particle size of perlite on the quality and composition of the solid product was studied. The solid products were characterized by X-ray Diffractometry, Differential Thermal Analysis and the amount of Acid Insoluble Residue. The synthesis of tobermorite was per-formed by the hydrothermal treatment of perlite waste with a saturated calcium hydroxide solution at a molar ratio CaO/SiO2 of 1, liquid to solid ratio 10 mL/g and 1% w.t. NaOH addition. Three experimental sets were performed. In the first series of experiments the synthesis temperature was kept constant at 205°C while the synthesis time varied from 0.5 h to 24 h. In the second experimental series the synthesis time was kept constant at 2 h while the temperature varied between 150°C and 245°C. In the third experimental set the temperature was 205°C and the reaction time was 2 hours and two perlite waste size fractions were used, a coarse (d50=18 µm) and a fine grained one (d50=8 µm). Reaction products consisted of semicrystalline calcium silicate hydrate (I) and crystalline Al-substituted tobermorite or a mixture of both. An isomorphic Si4+ ions substitution with Al3+ ions in the hydrated calcium silicate lattice was detected by thermal analysis. The experimental results show that good quality crystalline Al-tobermorite can be produced after 6 hours of autoclaving at 205°C or after 2 hours of hydro-thermal treatment at 225°C. Generally, the in-crease of synthesis temperature or time favors the crystallization of calcium silicate phases and enriches them in aluminum. The use of fine grain size perlite is more efficient for the hydrothermal synthesis of calcium silicate hydrates.

The discovery of a major porphyry-type copper deposit on the Papago Indian Reservation in Pinal County, Arizona was announced by El Paso Natural Gas Company in 1968. The deposit, known as the Lakeshore Property, contained an estimated 470 million tons of sulfides and oxides averaging 0.75 percent copper. History and Geology of the area have been described by Harper and Reynolds (1969). El Paso subsequently&apos; entered into the agreement for joint development of the property with Hecla Mining Company, with Hecla as the operator. The authors previously developed a methodology that combines injury and citation measures into an overall mine safety performance evaluation tool, called the safe performance index (SPI). It can be easily adopted by mine operators to monitor trends in their injury and citation experiences as a risk assessment method. In this paper, six normalized safety measures and the SPI are used to evaluate the health and safety risk that existed at mines in the two years preceding the occurrence of a fatality. The percentage of mines is given for which the risk was high or where trends of some of the safety measures indicated moderate risk. In 50% of the mines, this mine safety performance tracking method could have been helpful to the companies, state agency or the U.S. Mine Safety and Health Administration (MSHA) in recognizing and addressing emerging problems with actions that may have been able to predict high-risk conditions, the fatality and/or other serious injuries. The approach would have given extra scrutiny to the risk for mines that encompassed 74% of the fatalities during 2007-2010.

This study focused on joint interpretation of the aeromagnetic and radiometric data to allocate and describe the structural elements and mineralization zones such as uranium, gold, and sulfide in the Gebel Umm Tineidba and its surroundings, Eastern Desert, Egypt. The study region is covered by exposures of Precambrian rocks such as gneisses, migmatites, ophiolitic mélange, metavolcanics, younger granites, and Quaternary sedimentary covers. The application of the total intensity magnetic and reduced-to-pole maps, power spectrum, analytic signal, tilt-angle, and local wavenumber maps helps in recognizing magnetic sources distribution, lineament features, and mineral zones delineation. The obtained results indicate that the depths of the deeper NE–SW, NNE–SSW, and N–S trending structures extend from 400 to 1750 m and shallower ones range from 100 to 400 m. Finally, the main trends of these structures affect the probable mineralization zones.

Phosphate ores upgraded by flotation are widely used as vital raw materials for the sustainable production of phosphate fertilizers to maintain the food supply. High-grade phosphate reserves become more and more depleted. Low-grade phosphate mining and processing are in the spotlight of the fertilizer industries to cope with the exponential growth in the world’s population and meet the increased demand for fertilizers. As part of a series of research works conducted within a major project aiming at upgrading a low-grade phosphate ore never-exploited before, the present work endeavors to optimize the flotation of this ore using the response surface method (RSM) as a follow-up of a screening study. Unveiling new insights on such a strategy paved the way for improving flotation performances. This work demonstrated that an optimum 30.18% P2O5 with 88.07% recovery was achieved using 63.10 g/t of sodium alginate (NaAL) and 2484.72 g/t of sodium oleate (NaOL) at pH 11.40. This maximum was contrasted with a new formulation of fatty acids (FAM). The 30.76% P2O5 grade with a recovery of 89.72% was attained using 50.94 g/t of NaAL and 1455.40 g/t of FAM at pH 11.68. FAM collector markedly outperformed NaOL at low concentrations proving the efficiency of synergists.

This paper delivers insights into how high availability combines with high efficiency at the Yanacocha Plant, Newmont Mining Corporation, Peru. Advances in motor design and maintenance with integration of smart control support the approach plant maintenance staff is applying to deliver such excellent results for availability and efficiency in Yanacocha and elsewhere. Detailed efficiency and availability data for 2011 and 2012 in Yanacocha are provided. ABB and Yanacocha teams collaborate closely by combining their experience and continuous development of gearless mill drive procedures and maintenance knowledge to deliver the impressive performance being achieved. The secrets for high performance shared by the Yanacocha maintenance operations point to their systematic, practical adherence to modern asset management and maintenance concepts.

Ground falls (roof and rib) have historically been responsible for about 50% of all fatalities in bituminous underground coal mines. In some recent years, the number of ground fall fatalities has approached zero, indicating that significant progress has been made. On the other hand, last year?s Crandall Canyon twin mine disasters, in which 9 miners perished in violent coal bumps, provided a stark reminder that complacency is premature. One important success has been a great reduction in the number of miners killed inby roof supports. Throughout the 1990?s these accounted for nearly half of all roof fall fatalities, but there have just been two inby incidents in the past 5 years. Progress has also been made in pillar recovery. Safer mining technologies have reduced the number of fatal incidents, but some recent failures have underlined the need for careful management of the retreat mining process. On the other hand, more than 400 miners continue to be injured each year by rock falling from between supports, and 100 more are injured by rib falls. Together, these two categories also account for a large percentage of recent ground fall fatalities. Available technologies such as roof screen, rib bolting, and inside control roof bolters could dramatically reduce injury and fatality rates if they were used more widely. Further advances in these areas will likely be the next big advance in ground control safety. At this point in time, approximately 800 M tonnes (880 M tons) of coal are mined each year in the United States. Forty percent of this coal or approximately 320 M tonnes (350 M tons) is taken from underground coal mines, and from this subtotal 16% or 50 M tonnes (55 M tons) is from longwall panels (1). If, for the sake of argument, an aver- age extraction thickness of 1.5 m (5 ft), an aver- age extraction ratio of 50 percent and an in situ density of 1360 kg/ms (85 lb/ft3) for this coal are assumed, then the 320 M tonnes (350 M tons) of underground coal translates to over 310 km2 (76,000 acres) that is undermined each year. Con- sidering that the total U.S. production of under- ground longwall coal to date is approximately 345 M tonnes (380 M tons), then a total of approximately 165 km2 (41,000 acres) (considering 100% extraction) has been directly undermined by longwall coal production in the United States. If the angle-of- draw is considered, the total area affected by longwall subsidence in the United States is probably twice the above value or 330 km2 (82,000 acres) . In the future, a number of other miscellaneous factors seem likely to multiply the number of potentially damaging situations that occur due to longwall coal mining. First, the overall production of coal in the United States is expected to gradually increase. This factor is further com- pounded by both the fact that the percentage of the overall production due to underground mining is bound to increase, since the vast majority of U.S. reserves (68%) are only recoverable by underground methods, and the fact that the percentage of the underground production of coal that is recovered by longwall mining is drastically increasing (1). Finally, as the nicest underground reserves are depleted, the remaining reserves will tend to be deeper, which increases the affected surface area, and under denser population concentrations, which increases the likelihood and severity of possible damages. Overall, considering the number of factor which are biased towards increasing the amount of undermined acreage, it appears that there must certainly be a corresponding increase in the number of possible damaging situations due to longwall-induced, ground subsidence.

The main aim of this work is to evaluate whole-body vibration (WBV) of dozer operators based on three sitting postures (i.e., with 15° lean forward inclination posture, vertically erect posture with no inclination, and with 15° lean backward inclination posture) in Indian surface coal mines. A seat pad tri-axial accelerometer was used to collect WBV data from six dozer operators for three different sitting postures. Results showed that except for Dozer-1, 2, 4, and 5 operators during lean forward sitting posture and Dozer-4 operator during vertical erected posture, no other dozer operators have exceeded an exposure limit value (ELV) of 1.15 m/s2 in any of the considered sitting postures. Similarly, the vibration dose value (VDV) based on exposure action value (EAV) of 9.1 m/s1.75 has surpassed for all the dozers. But no dozer operator has exceeded an exposure limit value of 21 m/s1.75. The outcome of the study infers that based on “above health guidance caution zone (HGCZ)” for daily vibration exposure, i.e., A(8) measurements, for the operator sitting in lean backward postures the vibration amplification was reduced by 32.89% less compared with lean forward posture and 16.23% less when compared with vertically erected posture. Similarly, based on VDV(8), the exposure to vibration for the lean backward posture was reduced by 33.34% when compared with lean forward posture and 17.11% less when compared with vertically erected posture. Based on the above observation, it is concluded that lean back inclination with a trunk flexion of 15° is a favorable sitting posture, as it exposes the dozer operators to minimum vibration.

The need for a successful, efficient and reliable continuous face- haulage .system for use with continuous mining machines has been apparent since the first continuous miners were introduced some twenty-five years ago. Some thought and effort were given to the development of continuous haulage over the last twenty years or so. Some initial success was experienced in this area by The Long Company with a system involving bridge conveyors, as far back as the late 1950&apos;s. However, extensive success with continuous face haulage for use behind modern, high product¬ion, continuous miners escaped the industry until the early 1970&apos;s. It is true that continuous face haulage was successfully introduced into low seam mining, generally in seams ranging under 1.07 m (42") in height, in the 1960&apos;s, for use with relatively low production, low seam, auger type continuous miners. However, those available systems which have achieved success in the lower seams, where relatively low capacities are adequate, are not directly applicable for use with today&apos;s medium and high seam miners with their standard production capacity of 9.1 - 10.9 mtpm (10 - 12 tpm). Since the late 1960&apos;s and early 1970&apos;s, several machinery manufacturers, and at least two major coal companies, have devoted considerable expense, time and effort to developing truly successful continuous face haulage for use in coal seams ranging upward from 1.2 m (4&apos;) in height. Continuous face haulage equipment has been developed in the last five years employing a variety of transportation media and design concepts, including some which have received wide publicity such as those employing hydraulics, and pleated belt. The truth of the matter is, however, that the only universally applicable and widely successful continuous face haulage equipment introduced to date has been that employing a combination of bridge conveyors and mobile, self-propelled, bridge carriers, connected at the inby end to the tail of the high production continuous miner, and at the outby end attached directly to the panel conveyor (Fig. 1 & Fig. 2) or, on occasion, to a short, self-contained conveyor which, in turn, empties directly onto the panel conveyor. While these bridge type continuous haulage systems are available with both belt and chain conveyor components, the most widely applied and successful system in seams above 1.07 m (42") in height is that offered by The Long-Airdox Company. The standard unit for use with 9.1 - 10.9 mtpm (10 - 12 tpm) continuous miners is normally equipped with belt. However, they have built, and successfully applied, versions of this system employing chain conveyors, (Fig. 3), mainly for operators having extremely difficult mining conditions, including excessive amounts of water

About 15,000 tonnes of zinc per year is present in the dusts and fumes produced in electric arc and BOS steelmaking, secondary copper refining and brass ingot making. Apart from the use of some copper-smelter fumes for zinc chemicals manufacture, zinc is not recovered and their disposal by landfill entails some risk of pollution by leach-out. The paper describes processes for recovering the zinc based on leaching and electrowinning. It was shown that the procedures normally employed for purifying zinc-electrolytes derived from primary sources are sometimes ineffective for secondary materials. Alternative process routes are proposed. Source materials were leached with acidic or alkaline reagents and solvent extraction was employed for electrolyte purification in addition to the usual techniques involving precipitation. Examples of integrated flow sheets for specific source materials are presented.

Even in an otherwise care-fully done sampling procedure, reducing subsample weight, or splitting, when the grain size of material is too large commonly generates significant error. Such error can be estimated from the standard deviation of differences between values of PAIRED ASSAYS. Samples from split-ting steps immediately before comminution, and showing a restricted range of grade, generate paired assays. Splitting steps characterized by relative standard deviations exceeding 16% generate nonrepresentative data. Such steps should be redesigned to optimize reliability of assay-dependent studies. A sampling scheme can be graphically characterized, and then redesigned as appropriate, using a SAMPLING NOMOGRAPH. Use of the nomograph avoids continued replication of assays. Generally at a splitting step, excessive error can be reduced by comminuting more material. Unnecessary effort can be mitigated by comminuting less finely and/or by splitting to a smaller weight.

Peru is a mineral hot spot in the world today. Newmont is in the exploratory phase of this mining cycle, a phase full of optimism and expectations. But exploration is high risk. There will be successes but also failures. Many foreign companies will come and go. But it is the responsibility of the mining industry leadership of Peru and the government to continue to foster an environment conducive to investment. This is the time of year companies begin planning their next annual report. Last year, Newmont’s was called “new horizons.” It highlighted the company’s global expansion into Peru, Uzbekistan and Indonesia. Now, projects that were only on the horizon a year ago are moving into production. So “turning opportunity into gold” may be this year’s theme.
