Flotation is the most efficient and preferred solid-solid separation method in mineral processing. However, enhanced production of high-grade concentrates at sufficiently high recovery still poses technological challenges to-day. A novel flotation method to produce final-grade concentrates from finely-ground ores in a single step is being developed and tested by CANMET. For the complex sulphide ores tested, grades are superior while recovery is considerably improved. Furthermore, concentrate production rates, at similar recoveries, are faster than for the conventional rougher-scavenger-cleaner configuration. This paper discusses the physical operating parameters affecting Cu-Zn flotation metallurgy.

With a growing number of mines reaching closure and seeing closure costs materialize, regulators, lenders, and banks are observing projects that fail economically by miscalculating these costs. Mine closure costs are often categorized as a type of liability which is defined as the money owed by the company to offset effects from the project, and the money available to pay for those debts (e.g., bond). Often, decisions made before Day 1 of mining (e.g., co-disposal, dry stack tailings, waste segregation) can significantly change the bond calculation. Once the bond is calculated and funded, operators are encouraged to conduct closure research and use applied science for progressive bond release prior to final closure. However, this author has observed few instances of financially significant progressive bond release, as there are typically no robust procedures for bond return, either before or during closure activities. As a result, many companies decide that entering a state of Care & Maintenance (C&M) is less risky than attempting to fund closure activities with an unknown bond return mechanism. Although perhaps less risky in the short-term, the primary long-term risk with entering C&M is that it increases the chances of the bond not covering the cost of closure and the chances of the government/regulatory agency inheriting the mine closure. Bonds are typically reevaluated on a regular cycle (e.g., five years) so every mining company goes through this financing challenge eventually.

Universities and colleges in three countries -Australia, Canada and the United States, recognized the need to establish and reorganize geoscience programs at the vocational and two-year technical levels. To accomplish this goal, a cooperative study with industry in one state or province from each country was initiated. These include 1) Tasmania, Australia, 2) British Columbia, Canada and 3) Alaska, United States. Over one hundred mineral exploration companies and private consultants cooperated in the study by providing information regarding their specific training needs for support personnel, the data gathered has been used to identify training area for semi-skilled, skilled and technical personnel in geophysics, including, but not limited to, geo-logical skills, geophysical skills, surveying skills, environ-mental skills, and computer skills. With areas of major educational need defined for geophysical exploration, an educational field skills model has been developed for the three levels of training. The depth of each level of education and the training objectives for the work force at each level will he discussed.

Fluorspar was not mined in the United States during 2004, although a small amount of usable synthetic fluorspar (CaF2) was produced from industrial waste streams. The majority of fluorspar consumed in the United States came from imports or stockpiled material purchased from the National Defense Stockpile (NDS). In addition, consumption is supplemented by use of by-product fluorosilicic acid produced at phosphoric acid plants. In 2004, annual production of fluorosilicic acid was 50kt (55,000 st) or about 88 kt (97,000 st) of 92 percent fluorspar equivalent. U.S. feldspar output sold or used in 2004 was estimated to be 790 kt (871,000 st), valued at $43 million free-on-board plant. This was below 2003 and about the same volume as 2002. The strong housing market in the United States maintained demand for ceramic tiles, plumbing fixtures, and fiberglass insulation requiring feldspar and shipments of glass containers increased by about 4 percent. Imports of ceramic tiles and plumbing fixtures continue to increase, taking the place of U.S. produced goods, and the feldspar required to make them. Output included flotation concentrates, feldspar content in feldspar-silica mixtures, potash feldspar and aplite.

CRU estimates that the global supply of metallurgical grade alumina (MGA) grew by 5 percent during 2005 to a little more than 61 Mt (67 million st). About 30.7 Mt (33.8 million st), or 50.3 percent, of that originated from Oceania (principally due to the commissioning of the CAR refinery in Australia) and Latin America. In this context, Chinese production surged by 20.5 percent year-on-year to 7.7 Mt (8.5 million st) on the crest of a 17-percent rise in that country’s primary aluminium production. Meanwhile, on the demand side, there was a 6.7 percent climb year-on-year in global consumption to 62.3 Mt (68.6 million st). This reflected a healthy demand for primary metal from aerospace, construction, packaging and passenger transportation (to a lesser degree) in the United States, China, Brazil, South Korea and India. So there was an overall supply deficit of more than 1.2 Mt (1.3 million st). This, combined with an 18.3-percent diminution in closing stocks (down to 35 days of requirement), lifted the average spot price of MGA by 17.6 percent year-on-year to US$448/t (US$406/st).

Due to safety-imposed constraints on clearances for mobile bulk handling equipment, it is necessary to optimally select a unit based on speed and size. The unit cannot be both large and fast. Since output is proportional to both size (or capacity) and speed, the combination must be carefully examined to maximize output. A simple graphical procedure and a calculus-based solution are presented to accomplish this. While the procedure applies to all mobile bulk handlers, as an example of the solution technique, attention is focused on shuttle cars. Background Major variables To fully define a bulk handling problem, the conditions, equipment, and activities must be characterized. The conditions and activities, when lumped together, are termed "encumbered space," since they "act to impede motion, as with a burden" (Lineberry, 1979). The insertion of mobile bulk handling equipment into what is already a difficult set of conditions and activities compounds the state of encumbrance, as limited space is competed for by many normal and life support systems. Long (1972) recognized the effects of design criteria, including road width, on haulage vehicle speed and, therefore, on production. Velocity -clearance curves Velocity-clearance curves are either available or can be constructed in the field. A preliminary set of curves for average conditions and activities is shown in Fig. 1, where clearances are only for the side of the vehicle (Lineberry and Adler, 1984). These curves set the safe speed limits for a vehicle operating at given clearances, under given conditions and activities. When feasible, velocity-clearance curves should be constructed through field measurement and observation. Curve construction should also consider haulway roughness, distances, and operator skill, as well as loading and dumping characteristics. It should be noted that haulage capacity determination is a total systems problem, not one just dependent on velocity and clearances. Production requirements and company capabilities also influence capacity determination.

Preliminary design is underway for a new Southern Nevada Water Authority (SNWA) project that will ensure one of America’s most reliable water systems by providing continued, reliable water service to existing and future customers. The Horizon Lateral is a $1.6 billion water transmission pipeline that includes 7–10 miles of 108-inch finished diameter rock and soft-ground tunnels. The tunnels will traverse volcanic rock in or around the McCullough Mountain Range and the surrounding alluvial basin. The tunneling community will find relevance in hearing about this critical infrastructure project from a leading wholesale water utility owner with a proven track record for on-time, collaborative projects.

U.S. feldspar output sold or used in 2005 was an estimated 760 kt (838,000 st), valued at $44 million free-on-board plant. This was below the 2004 volume and was the second year of decline in a row. Output included flotation concentrates, feldspar content in feldspar-silica mixtures, potash feldspar and aplite. The strong housing market in the United States maintained demand for ceramic tiles, plumbing fixtures and fiberglass insulation requiring feldspar. Shipments of glass containers were about the same as in 2004. Imports of ceramic tiles and plumbing fixtures continued to increase, taking the place of U.S.-produced goods and the feldspar required to make them. For 2005, 80 percent of the ceramic tiles sold and 50 percent of the plumbing fixtures sold in the United States were imported. Since 2000, manufacturing plant closures in the plumbing fixtures industry have reduced the demand for feldspar and feldspar-silica mixtures by 100 kt (110,000 st). Increased demand from the ceramic tile industry has partially offset the lost volume.

The aggregates industry is the largest minerals industry in the United States producing over 2.6 billion metric tons of crushed stone, sand and gravel annually. Approximately 5% of that production is fine material, passing a 75-micron mesh sieve. Of that amount, about 77% is not sold and represents one of the major industry issues. The material accumulates in stockpiles and settling ponds having an operational and economic impact on the site’s bottom line. Many factors cause this material to be produced: from blasting and processing techniques all the way to end use specifications.

Mining managers trying to rapidly reduce production costs tend to implement a traditional set of top-down managerial practices: layoffs of employees, renegotiation of supplier contracts, cancellation of employee training, restrictions on travel, reductions in office supplies, and so forth. While these practices do reduce costs, the benefit is often limited in both magnitude and duration, and the workforce is usually left demoralized. Successful cost-cutters take a different approach. They make the continuous reduction of costs a priority for all members of the organization, whether managers or workers. The culture of these firms emphasizes the commitment, voluntarily given, of individuals and work groups to this goal. Cost cutting practices often reject all of the traditional methods mentioned above, but are far more numerous, innovative, and successful. This culture of cost reduction is the result of a set of leadership competencies that establish direction for the organization, align the organization’s various constituencies with this direction, and motivate and inspire the organization. Dramatic cost reduction then becomes a routine task rather than a heroic achievement.

Uncertainty estimates on coal resources were computed as part of the U.S. Geological Survey’s National Coal Resource Assessment study of more than 60 coal beds and zones in the Appalachian Basin, the Colorado Plateau, the Gulf Coast, the Illinois Basin, and the Northern Rocky Mountains and Great Plains. The estimates were made to provide zone specific measures of uncertainty on the historical categories of geological assurance, namely measured, indicated, inferred and hypothetical. Previous estimates were based solely upon distance from a drill hole. These new estimates incorporate site-specific variability and spatial correlation and indicate that there is considerable difference in variability within and between regions. Uncertainty estimates for the measured category are discussed in this paper.

In 1998, Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903 +/- hectares (22,000 +/- acres) on Black Mountain, which contains the state’s highest point, as unsuitable for mining. A fast track legislative process was triggered which could have "taken"100 million tons of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed.

The behavior of non-sulphide gangue in chaloopyrite flotation circuits has been investigated. Plant and laboratory tests were carried out on five different ores, and linear relationships were found to exist between the rates of recovery of water and free nonsulphide gangue in the concentrates although there was evidence from pilot plant tests that these were linear approximations to parabolic curves over the limited regions which were observed. There was evidence that the free non-sulphide gangue enters the concentrate by hydraulic classification and a classification function has been proposed to define this behavior. This function is suitable for inclusion in a mathematical model of the process.

The speed and internal accuracy of today's electronic calculators can be utilized to write an efficient slurry calculation program. The calculator's input/output printing feature offers additional benefits for data organizing and record keeping. This program allows slurry calculations to be performed without the urgency of immediately transferring a calculated result onto a process flowsheet or specification sheet. The number of flowsheets required for some hvdrometallurgical processes means the number of process stream blocks or ladder diagram entries can become substantial. Slurry calculations for such projects tend to become repetitious and tedious, and the chances for errors increase both in calculation and data entry onto process documents. Using this program has minimized both types of errors. Checking process flowsheets is particularly expedient with the program because you may "walk" through the flowsheet on a weight basis, i.e., solids rate and solids density, and have the program verify and/or correct the volume entries, gallons, and specific gravities. The program was initially used on a beneficiation project to check some 500 data entry values on ladder diagrams covering seven process flowsheets. Numerous hand calculation errors were determined and corrected, and the time for completely checking and correcting the flowsheet ladder diagrams was substantially reduced.

In the fairly recent past, with a history of cheap and abundant energy, it has been possible to predict with reasonable confidence that world energy demand would continue to double about every 15 years. Those who attempted to forecast the role of nuclear energy in future electricity generation could also start with the fairly safe assumption that electricity demand would increase even faster : with a doubling in demand about every 10 years. To estimate the likely future world demand for uranium it was then necessary to introduce a number of other assumptions including the rate of penetration of nuclear energy, the timing and the specific fuel requirements. This series of assumptions naturally compounded the uncertainty, but, remarkably, usually led to future uranium demands being overestimated. Such a bias which has almost always been observed in predictions made over the past 20 years has increasingly made uranium producers sceptical when expected to match the forecast demand with increased production capacity and supporting reserves. This scepticism has, of course, been reinforced by the persistence so far of a buyers' market in uranium throughout the entire period of emergence of commercial nuclear electricity generation.

Most coals are susceptible to spontaneous heating which in turn creates problem to mining, storage and transportation of coal. It is impossible in actual practice o eliminate spontaneous heating but spontaneous combustion can effecively be controlled through a clear understanding of its mechanism and the factors affecting it. There are altogether six stages in the process of spontaneous combustion. This includes the water adsorption stage and six oxidation stages: chemi-sorption (upto 70°C), decomposition of peroxygens (70°C-150°C), oxy-coal formation (150°C-230°C), combustion initiation (230°C) and active combustion (> 230°C). Heat is produced in all these stages. On the other hand heat is also dissipated so that some equilibrium temperature is reached. If this temperature exceeds a certain critical value (generally about 70°C), coal oxidation may advance to spontaneous combustion. The major factors influencing spontaneous combustion of coal are: coal rank, maceral composition,, water, mineral matter, joints and fissures, seam depth and thickness, mine Layout, method of ventilation, etc. Susceptibility is high for low rank coals and generally decreases with increase in rank. Of the macerals, the exinites are generally most susceptible, the inertinites least and the vitrinites somewhere in between. Water plays a major role on the spontaneous heating of coal, assisting in someways and inhibiting in other. Unrecovered coal in the gob (generally in thick seams) is a major source of fire hazards and this is specially important in shallow mine. Proper design of mine ventilation system can substantially reduce the risk of mine fire. Panel layout and load transfer can affect the development of induced cracks which in turn influence spontaneous heating. Finally, the difference between the spontaneous heating of coal in a seam and that in storage or transportation is mainly due to the change in moistured content, air circulation through the coal and coal fragmentation. These aspects have been analyzed in this paper with a view o reducing the risk of spontaneous combustion.

Early identification of adverse geologic conditions and high stress concentrations during the high-speed extraction of coal using modern mechanized long wall systems is a major challenge facing the mining industry. Often, unexpected geologic anomalies that affect rock mass quality are encountered more rapidly, leaving the mine operator with insufficient time or information to deal with the changing ground conditions. The RockVision3DTM seismic tomographic system, developed by NSA Engineering, Inc., offers substantial benefits over conventional geologic/stress-detection methods and has been used successfully in coal mines worldwide. Tomographic images, produced economically and in near-real time, are easy to interpret, allowing mine operators to deal with potential hazards on a day-to-day basis. This paper focuses on the application of RockVision3DTM technology for delineating hazards caused by stress and geologic anomalies. Case studies for two bump-prone coal mines will be discussed. For example, (1) in a German deep (>1,130 m) mine, the drilling-yield method was used to verify the effectiveness of this technology in detecting stress anomalies ahead of longwalling; (2) in a Polish mine (-500 m deep), two longwall panels 4 km apart were monitored to assess structural and stress-related factors contributing to differences in mining conditions and magnitude of structural failures.

Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry's manpower requirements and academia's ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining's employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government's Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. Acid-Minesite-Solutions (AMS) are defined as copper-containing pit lake, tailing pond, acid-mine-drainage, and heap and waste dump irrigation solutions. All of these solutions are characterized by copper, acid and water contents that have value as individual commodities. HW Process Technologies, Inc. (HWPT) has developed nano- and hyper-filtration membrane methods for the separation of copper and other base metals, acid and water from AMS. These treatments are collectively called HWPT?s Engineered Membrane Separation® (EMS®) systems. The EMS® method of copper recovery produces small volumes of higher-concentration copper solution from large-volume, copper-dilute AMS. A case study of the 4,000 gpm Cananea EMS®-AMS plant for the recovery of copper from an acid-pit-lake resource is described. The EMS® method of copper removal from AMD and tails pond waters has been bench-scale demonstrated and are described, complete with projected budgetary capital and operating costs. Additional treatments for the recovery of sulfuric acid and high-quality water from the permeate (membrane passing) waters for the above-described AMS treatments are presented, with budgetary capital and operating cost estimates.
