This paper presents a succinct overview of the Canadian coal situation. The topics treated specifically are: the rates of growth of coal supply and demand; the relationship between the coal and electricity generation industries which form its dominant market; the unique impact of nuclear generation on coal demand in Canada; and finally, a view of the developing technologies which will create opportunities for growth in the coal industry of the future. Resources The most important element of coal supply is the resource. The disposition of Canada's coal resources has a marked effect on their utilization, since industry in Canada has not generally developed around coal-fields. The distance from the major industrial centres of Ontario and Quebec to the major region of coal supply in Alberta and British Columbia has crested an economic barrier to the expansion of the use of domestic coal.

Conveyors are a highly effective means of transporting material over long distances. Recently there has been a trend toward long conveyor systems with high capacity single flights. These conveyor systems are an efficient alternative to costly truck fleets. Also with deeper mines, the use of diesel driven trucks becomes more difficult. Another trend is in underground mining, where conveyors are an efficient alternative to drift hoists or dedicated rail systems.

Reducing the number of roof fall injuries is a goal of the NIOSH mine safety research program. Central to this effort is the development of assessment techniques that will help to identify the nature of the risks associated with working under potentially hazardous roof conditions. This paper discusses a method to determine the roof fall risk using a qualitative risk analysis technique. The ability to determine roof fall risk has been a long-standing goal of safety professionals and can provide the kind of information, needed by on-site personnel responsible for worker safety, to mitigate roof fall injuries.

Additional field evaluations of a modified continuous miner using a new spray system and modified scrubbers have been conducted by the authors. In this demonstration, a comprehensive package for dust control on a continuous miner which included previously developed modifications to the scrubber, scrubber intakes and the innovative chassis spray system was demonstrated. Side-by-side comparisons of the modified miner and regular miner indicated that the miner operator with the modified miner was exposed to 62% less respirable dust. Ram car operators with the modified miner had 38% less respirable dust exposure and the return air on the modified miner had 19% less respirable dust. The mining conditions during side-by-side testing were very comparable. These results support the findings of the modified spray system studies conducted earlier at different mines in Illinois on four occasions and the modified scrubber system field evaluation studies.

Analysing a flotation plant?s operating performance requires accurate metallurgical sampling. Typically, the aims of performing flotation plant surveys are to establish a consistent and accurate understanding of the operation of the circuit as well as to identify potential areas for improvement. Once the data have been collected, a mass balance is required to provide a consistent set of data from which plant performance can be assessed. Mass balancing is a key skill that many metallurgists and mining industry professionals are familiar with. Mass balancing reconciles the feed and product streams throughout the plant and is sometimes used for accounting of the material entering and leaving a system (eg. JKMetAccount). However more common reasons for mass balancing are: better understanding of the flowrates within a system, assessing the quality of data obtained from sampling and surveys, and providing a key dataset for assessing and improving the performance of unit operations. Mass balancing requires practice and experience to determine if the results are reasonable. There are various software programs available to assist in the mass balancing and understanding of processing plants. This paper is focused on JKMultiBal initially developed by Gay (1993), and then later commercialized by JKTech. JKMultiBal in its current release is for balancing data in both one and two dimensions, i.e. balancing data on either sized or assay bases as well as size-by-assay. With the recent trend in flotation circuits becoming more complex, JKMultiBal has been used to gain a better understanding of the processes occurring within the circuit. This paper provides a description of the program as well as several case studies where the two-dimensional mass balancing has resulted in improvements in plant performance.

Outcrop barrier pillars serve to keep mine personnel and the public safe from sudden uncontrolled flows of water accumulated in active and abandoned underground mine workings. When an outcrop barrier fails, the result is an outbreak of water to the surface and is termed as blowout. Mine blowouts are associated with above-drainage mines and can occur through the coal outcrop and sealed portals. A blowout is often catastrophic, a threat to the people on the surface living or working in the path of a potentially large flood. In addition, blowouts can destroy homes, cause landslides and severe erosion and release pollution and acid mine drainage. This paper provides guidance on the planning, design, evaluation and inspection of barriers to address the problem of mine blowouts associated with above-drainage coal mines.

Good times make for happy miners. And the past few years have seen a lot of smiling mining engineers, geologists, metallurgists, corporate executives, analysts, investment bankers and shareholders. And nowhere was that more evident than at the 74th Prospectors and Developers Association of Canada’s (PDAC) annual meeting. The meeting, held in Toronto March 5-8, attracted a record 14,500 people. Of those, the PDAC said attendees came from an estimated 100 countries. And about 40 countries sent national delegations to the meeting. Argentina, for example, sent nearly 100 people. The PDAC meeting has always been a event where companies and individuals can get a look at numerous properties in all parts of the world that could potentially become major mines. And through the many receptions, hospitality suites and just sitting in the local restaurants and taverns, deals are usually made.

The existing main mine ventilation system for the production areas to the Kiruna mine was constructed during the period 1994-1996 and extended with 4 more shafts, including fan stations, for the sea ore body from 1997-1998. Two papers have been presented from this project at the 7th US Mine Ventilation Symposium in 1995 and at The 6th International Mine Ventilation Congress in 1997. In 2005, pre-studies for a new main haulage level were started. Different haulage methods were presented including ventilation systems. The pre-studies showed that the existing ventilation system, including fan stations for the new main haulage system in the production area, could be extended. However, a new system for the central area, which was not in the initial investment program, would be needed. In the beginning of 2006, a decision was made to design a new ventilation system for the central area to make it possible to get air to the development work for the new main haulage system, independent of the haulage method. This system was operational by the beginning of 2007. The new main haulage system, which was decided to be located on level 1365 m, only requires that the existing shafts be extended - the capacity of the fans seems to be enough. However, the problem is that the existing level 1045 m and the new level 1365 m have to be in operation in parallel for approximately 7-8 years. The challenge for the moment is determining how to ventilate the production areas for both levels at the same time, while simultaneously constructing the extended system. This paper will describe the problems associated with the extension of the main ventilation system and some potential solutions for these problems. The new main haulage level 1365 m must be in operation by 2012.

In this study, a 3D model of the shovel motion based multi-body system dynamics in the Automatic Dynamic Analysis of Mechanical Systems (ADAMS) environment was developed. The kinematics model of the shovel was modeled as a multi-body system, which comprises the lower, upper, and the attachment mechanisms. The Euler-Lagrangian equations were employed as the computational framework to describe the dynamic behavior of the model. A virtual prototype of the shovel was built in the ADAMS software environment. This environment allows the visualization of a 3D motion of the general mechanical system and the prediction of interference of the moving components of the shovel. The numerical analysis and animation of digging, swinging and dumping motions for the shovel were performed. The superimposed display of the deployment for the shovel in three phases allows a detailed examination of the dynamic interference among assembly components. Selective flocculation and dispersion processes for the concentration of hematite ore are strongly dependent on the ionic content of the process water. It has been noticed that magnesium ions are more detrimental to iron recoveries during desliming and flotation processes than calcium. This phenomenon was studied by measuring the zeta potential of hematite ore at various concentrations of magnesium, calcium, strontium and barium at a pH of 11. Results show that zeta potential inverts from negative to positive at very low concentrations of magnesium ions in the solution. It takes a significantly higher concentration of calcium, ions to achieve the same effect. This difference may be attributed to the ability of magnesium ions to adsorb to all surface hydroxyl groups, whereas calcium, due to their larger size, can only adsorb to every other hydroxyl group. This hypothesis was confirmed by results similar to those seen with calcium when this test was repeated with strontium and barium ions. The tendency for calcium ions to adsorb to every other surface hydroxyl group causes higher concentrations of calcium to be less detrimental to hematite concentration processes than magnesium.

Traditional fine grinding mills in mineral processing relied on the use of steel medium for particle size reduction. The successful development of the Isa Mill(a horizontal stirred mill with 3000 litres of net chamber volume and 1120 kW rated motor power)adopted a novel product separator design that has led to a major revision of medium use in fine grinding. The Isa Mill separator has also successfully operated with a wide variety of medium types such as silica sands, river gravel, smelter slag, run-of-mine ore fractions and steel shots, with size ranges from 0.5 to 10 mm. A great flexibility of the Isa Mill operations has been achieved for processing a feed as coarse as 120 um to a product as fine as 5 µm. This paper discusses the performance of two inert grinding media used in the Isa Mills in Mount Isa Mines of Australia for processing galena and sphalerite bearing ores to below 10 microns. They are the copper reverberatory furnace slag (CRFS)and the heavy medium plant rejects (HMPR). A methodology was also demonstrated for comparing the medium performance and for scaling up the Isa Mills from a 1.5-litre laboratory batch mill to a full scale 3000-litre mill.

Traditionally, mineral sands are evaluated by preparing several mineral products using a combination of heavy liquid-, magnetic-, and electrostatic methods. Whole-rock assays (WRA) are then conducted on ilmenite, rutile and zircon products in order to determine trace element contents, which may affect project feasibility. Combined methods can be time consuming, expensive and even outdated due to the use of banned and toxic chemicals such as clerici solution. Coupled with large field-sample quantities, these procedures can potentially introduce unacceptable sampling and related errors. Modern mineralogical analysis techniques can provide complete mineralogical inventories on a single THM product, reducing the amount of processing involved in satisfactory characterization of early exploration samples. A small exploration sample can be processed to produce a small THM concentrate using readily available gravity/density methods. In turn, the THM product is submitted for Whole Rock Analysis (WRA) and mineralogical inspection by X-ray diffraction (XRD), and microscopic evaluation. Modal mineralogy and textural data can be determined using optical methods, automated image analysis, and scanning electron microscope (SEM) based systems. Benefits of automation are reproducibility and the capability of rapidly analysing thousands of particles as opposed to manual optical methods. Automated systems include the use of Automated Digital Image Analysis (ADIS), and SEM-based systems such as the Mineral Liberation Analyser (MLA) and QemSCAN. For detailed mineral chemistry, microanalysis techniques ranging from electron microprobe (EMPA) to Secondary Ion Mass Spectrometry and Laser Ablation Mass-Induced Coupled Plasma-Mass Spectrometry (LAM-ICP-MS) are used. Examples of these automated and analytical methods are presented. ADIS at SGS-Lakefield Research uses optical characteristics to identify and measure mineral species in THM samples; rutile, pseudorutile, ilmenite and leucoxene can be distinguished. Analysis of a single THM product provides bulk modal mineralogy and grain size distribution of particles and the individual mineral grains. Textural information is also obtained detailing mineral associations as well as degree of alteration. Where textural and chemical resolution renders mineral identification ambiguous, SEM-based methods offer better resolution. Examples of this ambiguity are shown in this paper, which leads to QemSCAN as the preferred method where within-grain variability is concerned. Sampling and measurement strategies are followed to meet study objectives, providing a value-added framework for a sequential, cost-effective strategy, which will meet due diligence and bankable accreditation criteria. Studying a THM product by electron microprobe and LAMICP-MS may reveal potential fatal flaws related to mineral chemistry. Low detection limits in the range of 200 to 500ppm are possible using electron microprobe analysis for suitable matrixes (U, Th in zircon). For the detection of ultra low level elemental contaminants, LAM ICPMS is the most accurate method of evaluation. Elements including U, Th, La, Ce, Nb, and V in Ti-minerals can be determined down to 50 ppm.

Haile Gold Mine is located near Kershaw, South Carolina, approximately 50 miles south of Charlotte, North Carolina. Gold was first discovered at the site in 1827, and the property has been through several operating periods since. The relatively low grade and refractory nature of the deposit has been a challenge for efficient processing since the start of mining on the property. Early processing techniques included gravity separation and barrel chlorination. The last operation employed heap leaching in 1985 through 1992. After being closed and reclaimed for over 20 years, the property is poised to re-open and produce once again. In this chapter of the Mine?s legacy, flotation and ultra-fine grinding will be employed to achieve economic extraction of gold and silver from the pyrite. This paper briefly reviews some of the mine?s history, the metallurgical testing, the flowsheet and discusses design considerations. National income originating compared to physical production for an enterprise or an industry reflects its ability to strengthen the national economy. For a single industrial sector or for an industry this comparison can be useful to reflect changes that may occur in this ability to contribute because of changing supply-demand-income-investment equilibria. A favorable relationship can be postulated by specified economic incentive, and the accompanying technologic input required can be shown. The new index proposes the use of the Federal Reserve Board indexes of production divided by the constant dollar income originating in the petroleum industry which reflects increases or decreases in performance. When compared with other mineral industries and with, total industry, an approximation of relative strength is evident. By constructing three different hypothetical conditions for future petroleum imports, assuming a constant excess capacity requirement for domestic production, and providing an estimate for future domestic demand for petroleum, the impact on the performance index can be shown. Thus, a strong position for the petroleum and natural gas industry can be stated. If this is done, it becomes evident that because of restrictions on cost-price relationships, a drilling program that would provide enough domestic oil to meet demand may not be practicable. By difference, the amount of improvement in methods of production and processing through technologic advancements can be stated explicitly.

In England, the provision of aggregate is determined by the historical relationship between construction and aggregate consumption. This approach does not necessarily lead to sustainable decision-making and can be seen as being driven by political expediency, rather than reasonable environmental consideration. The introduction of the statutory requirement for Strategic Environmental Assessment (SEA) in the UK has provided the opportunity to examine this issue on a more rational basis. This paper provides a practical application of a SEA based approach, to the provision of aggregates at a regional level. The process, underpinned by relevant information on resources and environmental assets, suggests that alternative supply scenarios for aggregate provision are tested in a transparent, consistent manner with increased genuine stakeholder consultation. It supports a move away from "predict and provide" approaches to one where aggregates are sourced with the best balance of environmental costs and benefits.

Mega projects present unique challenges with regard to estimating costs. With such projects, which may span decades, these challenges often begin as soon as a project is conceived. The importance of having a sound, resource based estimate avail-able early in the process cannot be overstated because it provides the basis for ongoing project decisions. For the final phase of providing an updated cost estimate, often while bidding by contractors is underway, the Engineer?s Estimate (EE) must incorporate present market conditions; account for possible volatile material price swings; be based on actual labor and fringe costs; rely on meaningful productivity rates; and accommodate any recent technology advances while identifying and allowing for risk factors. This paper explains the benefits associated with consultants adopting a contractor?s estimating approach when preparing the Engineer?s Estimate on mega projects like the various tunneling projects in New York City.

Bulkheads, also known as hydraulic seals, are used to seal abandoned workings and protect adjacent active mines from explosion and control unwanted inflows of water from poorly sealed shafts, water-bearing strata, and abandoned mine areas or gobs (1). At coal seam outcrops, bulkheads have typically been used to prevent access and to control acid mine drainage. Bulkheads have also been installed at outcrop openings located within the footprint of an embankment dam, or within the reservoir of an impoundment, to prevent stored water or slurry waste from flowing into active or inactive underground mine workings (2). Components of MICON Bulkhead Seal MICON bulkhead seals in mining applications refer to seals designed to impound liquids or slurry. The MICON bulkhead seal is comprised of two concrete block walls set in the front and back and a polyurethane/aggregate core (Figure 1). The two walls are usually dry-stacked, surface-bonded walls constructed with solid load-bearing concrete blocks (ASTM C90) or concrete building brick (ASTM C55). The surface bonding material used in the wall construction must be MSHA-approved. The type of stone, if any, used to fill the space between the walls is not essential. However, MICON generally uses No. 57 limestone in 50 lb. bags, specified to moisture control, shrink-wrapped and palletized. The polyurethane foam used in the construction of the bulkhead seal is engineering specified and formulated by density based on the optimization of cost, seal core thickness, required adhesive strength, the use of stone filler and other required physical properties.

With the burgeoning development of precious metals heap leach mining projects throughout the country regulatory agencies are beginning to take a closer look at the short-and long-term environmental consequences of heap leach mining. This increase in regulatory review is occurring on federal, state and local levels, and is affecting both large- and small-scale mining developments. Small-scale mining developments are receiving especially critical regulatory scrutiny because in the eyes of some regulatory agencies, small developers lack the credibility automatically accorded to major mining companies. This is due in part to a bad image of small miners based upon past environmental problems and permit violations caused by a few, small operators. The proponent of a small mining development thus faces special problems during the project permitting process, and must convince the regulatory authorities of his company's ability and commitment to plan, develop, and decommission a mining operation in compliance with environmental regulations. Not only must the small developer have a thorough understanding of the regulatory requirements affecting his project, he must also devote considerable effort to careful internal planning in order to produce a well organized approach to project permitting. The importance of proper planning cannot be overstated. Project planning is key to convincing the regulatory agencies that the small miner is capable of developing a viable project. More- over, the economics of a small mining project demand permit acquisition at modest cost and in a timely fashion. A well planned permitting effort will thus ensure that permits are received within budget and on schedule. This paper will review the federal, state, and local permitting requirements for heap leach projects, and the variability of these requirements from state to state. The environmental assessment process for projects developed on public lands, and the acquisition of zero- discharge water quality permits, air quality permits, and local special use permits as they apply to small mining developments will be discussed. The paper will conclude with a review of project decommissioning and cyanide neutralization requirements and their implications for small-scale heap leach projects.

Coal production in the United States in 2007 totaled 1.03 Gt (1,145.6 million st), according to preliminary data from the Energy Information Administration (EIA) (Ta-ble 1). This is a decrease of 1.5 percent, or 15.6 Mt (17.2 million st) from the 2006 record level of 1.05 Gt (1,162.7 million st). Although coal production declined in 2007, U.S. total coal consumption increased for the year. Coal consumption in 2007 in the electric power sector was higher by 1.9 percent, while coking coal consumption decreased by 1.1 percent and the other industrial sector declined by 5 percent. (Note: all percentage change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2007, while coal imports remained at about the same level. Total coal stocks increased slightly during the year, as some consumers continued to rebuild their stockpiles that had been seriously depleted in 2005 due to transportation issues. The growth in coal consumption during the year was primarily a result of the weather-related increases in the demand for electricity in 2007. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers) in the United States grew in 2007. Coal-based generation also increased, resulting in a 17.9-Mt (19.8-million-st) increase in coal consumed in the electric power sector. Coal use in the nonelectricity sector decreased by 3.8 percent to 74.7 Mt (82.4 million st). In the international markets in 2007, U.S. coal exports increased to levels not seen in recent years while coal imports were mostly static. U.S. coal exports totaled 53.7 Mt (59.2 million st), an increase of 8.6 Mt (9.5 million st) above 2006. Coal imports in 2007 ended the year at 32.9 Mt (36.3 million st), 91 kt (100,000 st) higher than in 2006. Coal prices in 2007 were split, with most domestic prices higher for the year while the international prices were overall lower. What a difference a year makes. One year ago, the iron mining industry and the steelmaking industry in the United States were in trouble. Many companies were in bankruptcy, and talk of plant and mine shutdowns was rampant. At that time, it seemed difficult, if not impossible, to remain competitive with imported steel. In addition, the World Trade Organization declared as illegal the tariffs placed on imported steel. And many questioned the viability of the ironmining and steel industry in the United States. At that time, global economic conditions were the main contributors to the industry’s problems. However, since last year’s meeting, changes in global economics have actually helped the steel industry in the United States. Heavy global demand for steel has caused raw-material shortages worldwide. Much of the increased demand is a result of the economic boom in China. In addition, because of a weak U.S. dollar and higher international freight rates, steel imports into the United States have been reduced to about 50 percent of recent levels. These factors have contributed to a rebirth of the U.S. iron mining and steel industries.
