The uranium industry has made a dramatic turnaround in the past three years that even the most optimistic economist was not willing to predict during the uranium downswing of the 1990s. Uranium reached a 30-year low in February 2001 of $6.50/lb. By the end of February 2006 it had soared to $38.50/pound. This nearly 600% increase in the uranium spot price within 4 years dwarfed the increase in gold price that has barely mustered a 100% increase. The initial slow rise from $6.50 in February 2001 to $10.75 in April 2003 (fig. 1) was primarily driven by the decrease in the value of the dollar. Since then several factors have contributed to the soaring price: (1) The awakening of many to the simple fact that uranium supply has not met demand for several years and that the world’s stockpiles are being drawn down, (2) How sharply this fragile supply can be impacted by disasters at the world’s major uranium production facilities, such as a) the flooding of the McArthur River Mine in the spring of 2003, b) fires at Olympic Dam, c) the potential that Rossing, with an annual capacity of 4000 tonnes uranium might close by 2007, (3) the withdrawal of Tenex from the HEU (highly enriched uranium) feed agreement, and (4) the announcement by the Chinese of their intent to build 30 new nuclear reactors.

Coal mine longwall face ventilation is an important component of the overall mine ventilation system. Increases in the production rate due to higher capacity mining equipment tend to increase methane emission rates from the coal face, which must be diluted by the face ventilation with a minimal opportunity for assistance from additional control equipment (i.e., surface boreholes). Increases in panel length, in some mines approaching 6,100 m (20,000 ft), and panel width provide additional challenges to face ventilation designs. Face ventilation can also be affected by communication with the methane-laden gob gas reservoir. Except in a two-entry system, belt air cannot be used to ventilate the face in the US, except in limited cases. This relatively recent requirement has further challenged the mining industry in maintaining adequate longwall face ventilation. To assess the effectiveness of current face ventilation practices, a face monitoring study was combined with a tracer gas test on a longwall face. The study was conducted at a US mine operating in a thick, bituminous coal seam with some self-heating tendencies. Multiple gob gas ventholes were located near the face and produced a small portion of ventilation air in their production flow. Initial results show that emission rates on the longwall face showed a very limited increase in methane concentrations from headgate to tailgate despite the occurrence of methane delays during monitoring. Increases in methane concentrations in the tailgate entry in the vicinity of the longwall face T-junction appeared to be produced primarily by gas flow from the gob, not from increased emissions from the face. Barometric pressure variations were substantial over the course of the study and varied on a diurnal basis, as is typical of many mining operations. Suggestions are forwarded for reducing longwall face methane concentrations.

Major world ilmenite and rutile accumulations reveal similar regional geology and Proterozoic age deeper crustal source rocks. During crustal collision titanium crystallizes as ilmenite and rutile at buried sites of high pressure and temperature rock metamorphism. Hydrothermal activity can convert titanium minerals to rutile, but titanium migration and enrichment seem only local. Many melts crystallize rocks with iron-titanium oxides in solid solution, but titanium enrichment at economic scale takes place in basic intrusive melts often associated with anorthosites and charnokite. Sedimentary placer enrichments have formed since the Proterozoic with water-resistant ilmenite, and rutile segregating by gravity from quartz sands deposited from flowing water. Placers have residual, alluvial, strand and shallow marine variants. Time, organic acids, and sand permeability play lead roles in the leaching of iron from ilmenite during weathering and diagenesis.

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. The Hallandsås project with a long history, first started in 1991, is well known in the tunneling community. In the past it has been stopped twice for technical and environmental reasons. The third attempt started in 2004 using a dual mode rock TBM. The heterogeneous highly fractured and abrasive rock mass as well as large areas of water bearing zones present most difficult subsurface conditions. The tunneling concept is based on the use of watertight segmental lining and a TBM able to operate in open mode, possibilities for extensive pre excavation grouting and high pressure closed mode operation up to 13 bar to cover exceptional conditions.

Since 2007, a number of Multivariable Predictive Control (MPC) Applications have been implemented on SAG mills, among others, within the Kairos Mining Concentrator Automation Program using ?Profit Controller?? and other tools comprising the ?Profit Suite??. Along this journey, several interesting and challenging issues related to SAG mill operation and control have been faced, which are relevant to be shared with the Mineral Processing community. These advanced control applications have an operational objective whose goal is to increase marginal profit on the concentrator, together with increasing mill stability. In regard to this objective, the issues to be presented and described are in direct relationship with ?Profit Controller? features and the SAG role; they are also stated and linked to get the most of the mill. Some conclusions and findings are also presented, leading to recommended practices on how to use the controller. These findings have also lead us to decide further actions to be taken on new applications to deploy and also on devising and implementing some complementary components to increase robustness of the overall automation solution, as well as reducing the need for operator intervention.

The Cities Service Company's Pinto Valley mine and concentrator lie about 6 miles west of the town of Miami, Arizona at an elevation of approximately 4,000 feet above sea level. The concentrator started its first ballmill in July 74 and all six were available by November. Every effort was made to reduce capital costs, consequently, each unit process was studied critically to eliminate excess capital costs without loss of efficiency. Equipment selection was made on the basis of proven dependability and operating costs rather than on low bids. The result is a very workable plant with some important innovations. The concentrator is nominally 40,000 tons per day. The flowsheet is typical with 3 stage crushing, single stage closed circuit grinding, flotation, regrinding of rougher concentrate and cleaning of the rougher concentrate. The increase in depth of mines due to the depletion of surface deposits leads to unsafe tunnel construction and overall ore extraction. This is due to tunnel instability associated with the surrounding rock mass’s ability to exhibit creep that occurs over time. However, the explicit description of this mechanism using conventional constitutive models has proven to be difficult and inadequate. Hence, this paper presents an integrated viscoelastic viscoplastic visco-damage model with the Duvaut-Lions function. The presented model is calibrated by experimental data to determine the viscoelastic viscoplastic and visco-damage parameters. It is further implemented in a finite volume numerical code and verified on an experimental scale by numerical modeling of a cylindrical specimen. It describes the 3-phase creep mechanism perfectly as compared to the inbuilt conventional integer-order derivative model. Results from the conducted verification show that it can successfully be employed to describe the long-term behavior associated with the creep mechanism.

This paper presents the use of non-parametric approach (i.e., data envelopment analysis, DEA) for the development of environmental sustainability indicators in mineral processing using environmental, economic and/or integrated indicators (i.e., indicators that interrelate two dimensions of sustainability). A case study based on real publicly available data is presented to illustrate how the proposed approach can be implemented in practice. The merit of this approach, which is based on the productive efficiency framework, is that it provides environmental sustainability indicators that can be used internally for benchmarking purposes and externally for sustainability reporting.

Several candidate sites have been proposed for the Deep Underground Science and Engineering Laboratory (DUSEL), a facility that would provide over 2000 meters of overburden to screen out cosmic rays that would otherwise interfere with experiments. Types of anticipated experiments include: detection of dark matter and stellar neutrinos, and evaluation of deep microbial life forms. Engineering experiments might include more refined scanning devices to “see” rock defects ahead of tunneling, improved predictive models for groundwater inflows and tunnel support requirements, and improved instrumentation for monitoring in-situ stresses, rock deformations, and pore water pressures. Spin-offs from this research might include more sensitive security detectors for scrutinizing shipping containers, new drugs based on new microbes, and improved sensor systems for tunneling. A site near Leavenworth, WA, was assessed and shown to have numerous topographic and geotechnical advantages. Rock cover is on the order of 2250 meters. The granitic bedrock is suitable for tunneling a variety of large underground openings.

Twenty field-scale tests were conducted in a 28 MW pulverized coal power plant in Healy, Alaska, to examine mill power consumption in relation to coal grind size. The intent in this field-scale study was to verify if grind size truly impacted power consumption by a detectable amount. The regression model developed from the data indicates that grind size does impact mill power consumption, with finer grinds consuming significantly more power than coarser grinds. However, other factors such as coal hardness (i.e., the lower the Hardgrove Grindability Index, or the harder the coal, the higher the power consumption) and mill throughput (i.e., the higher the throughput, the higher the power consumption) had to be included before the impact of grind size could be isolated. It was also observed that combining amperage and flow rate into a single parameter, i.e., specific amperage, hurt modeling. Cost analysis based on the regression model indicate a power savings of $19,972 per year if the coal were ground to 50% passing 76 mm rather than the industry standard of 70% passing 76 mm. The study also demonstrated that size reduction constituted a significant portion of the power consumption.

The subsurface investigation for the Reach 4 Tunnel was expected to be completed in a single phase. This assumed that data from two nearby previous tunnels, combined with limited new subsurface information and surface mapping would be sufficient to characterize the rock behavior. Unforeseen rock conditions and complex faulting led to the recommendation for a second phase. This decision was not reached easily, as much of the follow-on work required helicopter support, and associated costs. The second phase of drilling found significantly more variability than the first phase and led to a very different and better understanding of the geologic and geotechnical conditions, and rock characterization.

After years of steadily declining employment and production, the U.S. coal industry is having a moment. In 2016, when Donald Trump was running for U.S. President, he cast a spotlight on coal mining in his campaign speeches, promising to end the “War on Coal.” Fast forward to 2025. On the first day of his second term, President Trump signed the National Energy Emergency Act, which emphasizes domestic energy production as a matter of national security and focuses on incentivizing domestic energy resources. Then on April 8, President Trump issued an executive order opening federal land to coal mining to reinvigorate “America’s beautiful clean coal industry.” As the nation seeks to identify reliable solutions to meet its ever-growing energy needs, the administration is going all in on proven, reliable and readily available natural resources, including coal. This means the coal industry is positioned to play a pivotal role in the administration’s stated energy policy, and highwall mining could be an integral factor in helping the industry optimize the extraction of ore to make the most of this moment. The White House noted in a statement that the United States’ “abundance of energy and natural resources … have historically powered our Nation’s economic prosperity” and vowed to remove regulations that have hindered developing these resources — regulations that resulted in job reductions and higher energy costs for U.S. consumers, while weakening national security. “There has been an increase in electricity prices in the United States of over 30 percent in the past four years,” said Rich Nolan, president and chief executive officer of the National Mining Association (NMA). “This administration wants to focus on that, inflation and on increasing electricity availability to help lower the price over time by incentivizing energy policy. Coal is definitely a high priority for this administration.” Part of the White House’s strategy is to facilitate investment in coal-fired plants. The shift comes at a time when the reliance of coal-powered energy plants has been waning. According to the U.S. Energy Information Administration, 7.5 GW of electrical capacity from coal-fired plants was retired in 2024, following the retirement of 22.3 GW of electric generating power the two years prior.

The metallurgical processing industry is in the midst of a hydrometallurgical revolution with mining companies looking for low cost, energy efficient and environmentally friendly technologies for processing sulfide ores and concentrates. The Intec Copper Process is one of the most advanced of these technologies and has the potential to greatly change the way copper concentrates are treated in the future. Specifically, the Intec process has the ability to be built on a small scale and at mine sites while being much more economic than conventional smelting. Intec Copper has constructed a I tonne of copper per day demonstration plant in Sydney, Australia designed to verify metallurgical and operational performance. This paper will describe the process in more detail and provide preliminary results of the process based on the plant's performance. It will also compare the Intec Copper Process with a few of the competing technologies and evaluate the relative economic merits of Intec.

South Coast Water District (District) operates the Beach Interceptor Sewer Tunnel (BIST) in South Laguna, Orange County, California between Mon-arch Beach and Aliso Beach (Figure 1). The 10,424-foot long BIST houses a 24-inch Techite gravity sewer pipeline critical to the District Sanitary Sewer Collection System that conveys 1 MGD of raw sewage to a wastewater treatment plant. The original tunnel was constructed in 1954 and the sewer line replaced in 1974. Periodic inspections by sewer pipeline maintenance crews have documented deterioration of specific intervals of the tunnel within the past few years (Sancon 2003). Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline. A 50-foot section of the tunnel was determined to be in need of immediate repairs, which were carried out from January to August in 2007. This section was enlarged to a horseshoe shape and lined with shotcrete. The pipe was encased in concrete in the invert of the new enlarged cross section. Hatch Mott Mac-Donald (HMM) designed the emergency repairs, carried out an assessment of the rest of the tunnel alignment, and is currently developing a work plan for rehabilitating the entire tunnel.

Low-rank coal (LRC) drying processes are generally categorized by operating temperature, drying environment and type of feed (either sized or ground coal). Within these broad categories, drying processes differ according to the type of drying equipment and methods of quenching and stabilizing the dried products. This paper focuses on the produce quality of various LRC drying processes including conventional low and high temperature evaporative drying and non-evaporative, hydrothermal drying. The former may be preferred if the dried product can be utilized immediately, but moisture reabsorption, spontaneous heating and fines production during handling are problems associated with longer term storage, transportation and utilization. Methods for reducing these problems are discussed. Hydrothermal processing is an advanced technology featuring high pressure, non-evaporative drying, which solves stability problems by producing a liquid feel.

The Washington, DC Water and Sewer Authority (WASA) has implemented facility planning for the Anacostia River Projects portion of a program to bring its Combined Sewer System (CSO) into compliance with federal water quality regulations by 2025. The program includes approximately 19 kilometers (12 miles) of deep CSO storage/conveyance and flood relief soft ground tunnels, construction, vortex drop, overflow, maintenance and air release shafts, as well as near surface diversion structures and conveyances. The Project encompasses major technical and non-technical challenges including completion under a federal consent decree schedule, construction within the confines of heavily developed urban areas, difficult ground conditions, major infrastructure crossings, and close coordination with several major public agencies. This paper discusses the planning stage considerations related to the geotechnical investigation program, discusses obstructions that influenced alignment selection, and provides two examples of preliminary estimates of settlement induced ground movement due to the tunnel and shaft construction.

Tunnel contracts in New York have in recent years had few bidders with the bids received being much higher than anticipated. Since 9/11, security has become a key issue in planning key infrastructure projects in New York. This is especially true in the case of large water supply tunnels. Striking the right balance between cost and security was the major factor in determining the best configurationfor the Kensico-City Tunnel. This paper outlines the efforts made to determine realistic probable bid costs for the tunnel contracts, and the innovative approaches taken to deal with security issues.

The Project alignment initiates north of Pinerolo, along the State Road 23[S.S. 23] that is one of the principal arteries to the northwestern Alps where a number of Olympic events for the 2006 Winter Games will be held. The 3.5 km ring road bypasses the Porte habitat by traversing twice the Chisone River. It consists of the following principal structures [Figure 1]: San Martino bridge [130 m in four bays] Prarostino viaduct [130 m in four bays] Craviale tunnel [1055 m] Turinella bridge [a 50 m long bridge that connects the two tunnels] Turina tunnel [665 m] Malanaggio viaduct [350 m in 9 bays]. The road section is 13 m wide and is made up of two 3.75 m lanes, a hard shoulder [1.50 m wide] and a 1.25 m wide curb for each lane. The Project maximum velocity is 100 km/h.

Unique onsite assembly of a 12.43 m Main Beam TBM and back-up system was completed on September 18, 2008 in the remote mountains of the Sichuan province of China. The equipment was assembled onsite, without previously having been assembled and tested in a factory, utilizing a method called Onsite First Time Assembly (OFTA). The Jinping-II hydroelectric project features four parallel headrace tunnels approximately 18 km long, two of which will be excavated by TBMs and two by drill and blast. A nearby fifth tunnel is being excavated by a 7.2 m TBM to draw down ground water in advance of excavating the headrace tunnels.
