The Henderson/ML King CSO Project is a major combined sewer overflow (CSO)reduction project for the Department of Natural Resources and Parks of King County, Washington. The central element of the project is the 3100 lineal feet long, 14'-8"diameter 42nd Ave S Storage/Treatment Tunnel. During the course of the project, the owner and consultants evaluated numerous elements of the tunnel including the alignment, geotechnical conditions, tunnel liner, and settlement monitoring requirements. The contractor utilized innovative shaft construction methods for the tunnel portals, and adhered to strict contract requirements in successfully constructing the tunnel. This paper provides an overview of the design and construction elements of the 42nd Ave S Storage/Treatment Tunnel that led to the successful completion of the project.

Present and emerging technologies are renewing interest in domestic rare earth elements (REE) production. REE deposits throughout the North American Cordilleran alkaline-igneous belt are being re-examined for their economic potential. In New Mexico, the mineral deposits found in this belt are associated with Eocene–Oligocene alkaline to calc-alkaline igneous rocks. Four areas in New Mexico have been examined for their REE potential. The chondrite-normalized REE patterns are similar for all four districts, even though different REE minerals are found. Crandallite, xenotime, bastnäsite and brookite are found in fluorite veins and carbonatites at Laughlin Peak. Bastnäsite was extracted during fluorite processing from 1954-1980 from the Gallinas Mountains, where samples as high as 8% total REE are found in fluorite veins. Other REE minerals include agardite, parasite, xenotime, and monazite. Allanite, thorite and as much as 8133 ppm total REE are found in fluorite veins in the Capitan Mountains. In the Cornudas Mountains, exploration along the outer edge of the Wind Mountain nepheline syenite laccolith and within phonolite dikes, plugs, skarns and carbonate-replacement deposits in Chess Draw contain as much as 3110 ppm TREE, hosted in eudialyte, monazite, bastnäsite, and calciocatapleiite.

It is the hope of the author that this paper, largely a compilation of observations and opinions built up over 20 years of experience in cold and remote areas may be of some help to others in designing better plants for the future in the north. The north is not as difficult to operate in as the better story tellers make it appear to be. ()n the other hand for 6 months of the year the cold is always there, and it seems to be waiting for someone to make a mistake. The simplest things can shut a multi-million dollar plant down at -4n' F with a 4n M.P.H, wind. It only takes one man door improperly latched to freeze up all the pumps on the bottom floor. Someone can poke a one inch hole in an outside wall in July and six months later while you are having Christmas dinner, a watchman will call up to report that the whole plant is flooded because the main water line just froze up and burst. Basic things to remember in plant design for cold and remote areas are: everything in these areas is more expensive due to long and difficult supply lines. Fuel is expensive and would be a major cost item even if it were not expensive, due to the extended periods of low temperatures. Building volumes should therefore he kept to an acceptable minimum. Service areas on the other hand must he adequate, because maintenance generally has to be conducted inside in a heated area. Supply vehicles for instance have to get completely inside the building to unload. If you try to unload a supply vehicle with the door open at -50° F, you won't be able to find the vehicle for fog and if you take more than 5 minutes half the water lines in the plant will freeze up. People in a remote area are expensive. The capital investment per employee may be as high as $30,000; with fringe benefits per annum costs of an employee will he as high as 812,000 per year regardless of basic wage rate. It

This paper describes the use of post- tensioned rock anchors to reduce the risk of future damage to a residential structure as a result of coal mine subsidence. The project described in this paper was performed by the Office of Surface Mining Reclamation and Enforcement (OSMRE) of the U. S. Department of the Interior. The OSMRE was created to administer Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977. The responsibilities of OSMRE include "reclamation and restoration of land and water resources, adversely affected by past coal mining including prevention, abatement, control of coal mine subsidence. ?('l) Consequently, OSMRE has been addressing mine subsidence problems since its initial subsidence stabilization project in 1979. Stabilization activities have primarily consisted of supporting the overburden material by injecting materials through drilled bore holes into the underground mine voids. Injection of various materials into mine voids, including fly ash mixtures, coal refuse, cement grout, and gravel has proven to be a successful method of reducing mine subsidence-related surface movements, and has been extensively utilized in mitigating mine subsidence problems. However, the cost of drilling for injection can be extremely high in areas where the depth to the coal seam is great.

Microorganisms are finding more use in the mineral industry, with extensive research efforts being reported in 1991. Most of these research efforts were presented in two major meetings, the SME Annual Meeting in Denver (February, 1991) and the Engineering Foundation Conference about Mineral Bioprocessing in Santa Barbara (June 1991). In addition, several articles were published in the IMM Transactions, Minerals and Metallurgical Processing and Water, Air. and Solid Pollution Journal. The literature can be categorized as: • Review articles presenting an overview of the activities in the use of biotechnology in mineral processing. • Research efforts into genetic manipulation of microorganisms to perform a specified job. • Studies in bioleaching of metals from different types of ores. • Biotreatment of wastes from the mineral industry including acidic mine waters, uranium tailings, cyanide destruction, etc. • Investigations into the role of microorganisms in the energy materials, such as oil, coal, tar sands, oil shales, etc. Smith (Mineral Bioprocessing Conference) presented a review of research efforts as well as practical applications of biotechnology in the mineral industry. In another article, Smith et al. (Minerals Engineering) emphasized that extensive fundamentals and applied research work should be pursued to explore the fundamentals, potential and practicality of the various possible uses of microorganisms in mineral engineering.

The purpose of this paper is to demonstrate how the Computational Fluid Dynamics (CFD) technique can be an attractive approach to evaluate the performance of face ventilation systems. To present the capability of the CFD for such a study and for design purposes, a series of simulations using CFD have been performed at the Department of Mining Engineering, University of Kentucky, for different face ventilation arrangements (e.g. different scrubber geometries, brattice (curtain) and continuous miners locations, airflow quantities, etc.). Results from these simulations are displayed as three dimensional graphs and discussed. Needs for the field validation of these results and refinements of design methodologies are also discussed.

GermanyINTRODUCTIONThe mining industry is currently characterized by various factors such as environmental impact, resource scarcity, social responsibility and geopolitical uncertainty. The production of minerals required to meet the demand for renewable energy is expected to increase by 500 % by 2050, particularly for critical minerals such as graphite, lithium and cobalt 1. Easily accessible deposits are often depleted, meaning that deeper and more complex deposits need to be developed. Furthermore, investors’ value systems have shifted towards more sustainable practices. Alternative approaches to solving this problem are therefore currently being developed, such as the Modular Mining Systems concept for scalable and adaptable mining projects 2. Many mining companies have also taken important steps to become more sustainable, implementing measures such as proactive closure strategies, restoration programs and the development of renewable energy projects. In the European Union, laws such as the Critical Raw Materials Act and the Net Zero Industry Act support the mining industry 3,4. They see it as important for the energy transition and promote more sustainable ways of working in the industry Particularly negative environmental impacts such as land degradation, scarcity of local water resources, water pollution and greenhouse gas emissions are ingrained in society’s memory. Despite these efforts, the public image has not yet changed. To change this perception, the industry must strive to better communicate its sustainable practices and the steps it is taking towards a more responsible and sustainable future, promote transparency and build trust.Digitalization, automation and electrification are driving the digital transformation in mining. However, their implementation can lead to higher capital expenditure, limiting their adoption across the industry. Furthermore, implementing new technologies can be a daunting task for any organization. Change management comes into play when introducing such disruptive technologies. It involves preparing an organization for change, potential resistance and establishing effective communication. This helps to ensure that the implementation is successful and the benefits of the new technology are maximized. Digital transformation requires well-trained, young mining, electrical, mechatronic and software engineers with a deep understanding of information systems. Unfortunately, the industry faces the enormous challenge of attracting this younger generation, who have little interest in the extraction of raw materials. The need for action is compounded by an aging active workforce heading into retirement and the forecast of increasing demand for critical minerals.In this challenging environment, the concept of Blue Mining with its constant further developments represents a promising approach. This implies a shift from a linear to a sustainably oriented circular economy. For the mining industry, this specifically means the introduction of innovative technologies, the increased recovery of materials from waste and the consistent questioning and application of circular principles along the entire life cycle of a mine. Such a change can not only reduce the environmental impact, but also contribute to economic resilience and increased social acceptance of mining.

As part of a $2.2 Billion bridge project that will link Indiana and Kentucky, an interchange project northeast of Louisville will require the mining of a 6-lane tunnel system about 2,000 ft long in order to cross beneath the historic Drumanard Estate. This paper will discuss preliminary engineering that has been undertaken to compare two-bore and three-bore layouts, the planning of an exploratory tunnel facility, and the potential for including a test chamber to investigate the ability of high capacity roadheaders to mine the 22,000 psi limestones.

INTRODUCTION The solid fossil and nuclear fuels, but especially uranium, are given prominent, indeed leading, roles by energy experts in most long range estimates of world energy futures. Optimistic forecasts are inspired partly by the disproportionately large solid fuels resource base compared to present rates of consumption or to oil and gas resources, and partly by the vision of inexpensive high technology applications. Such a view overlooks the fact that while resource- use disparities and new technologies give allure to the promise of the solid fuels, they do not guarantee cheap solutions to the basic problems of solid fuel uses: viz., their relatively difficult conditions for efficient ignition and control, including the management of environmentally acceptable residuals disposal. Contrary to the varied versions of this optimistic hypothesis, this paper shows that a great many persistent economic and technical problems interfere with such a simple inference. These act as constraints which qualify or dispute much of the national energy policy based on existing modeling of solid fuel requirements and optimistic engineering evaluations. The assumptions and techniques of such exercises are sometimes at fault. As often as not, however, the distortions created in open market fuel com- petition due to misdirected national energy policies themselves are to blame for misdirected efforts. A number of interesting implications result. Among them are the distinct possibility that the low technology applications will dominate, so that more direct coal and less synfuel or nuclear use will occur; that, accordingly, exhaustion rates for uranium will be low, that the most extensive growth of solid fuel through 2000 will be in conventional pulverized coal cumbustors, and that the traded share of the world coal bum will be much larger than predicted. These trends will place much more pressure on oil and gas prices than forecast by most experts. On the way to these findings the paper demonstrates that solid fuel resource adequacy in situ, balanced against the projections of demands as capacity requirements, mean little as conventionally measured by years to exhaustion or potential supply schedules. Indeed, all stock concepts of demand requirements or of fuel re- sources must be tied to the paths of the unit costs and the deliverable prices of all substitute fuels and systems over time. This requires a dynamic analysis of supply and demand, integrated with geological and engineering constraints, to provide insights into the multiple modes of market and product substitution. Market forces rather than technical promise will determine the allocation of the solid fuels. Moreover, the equilibrium paths of individual fuel prices and market shares are not easily simulated by general or network models, and decision makers will continue to rely on the partial, local comparison of alternatives in their choices of fuel systems at any time. The world's largest grinding mill operates at the Cadia Hill Mine in Australia. Svedala Industries supplied the 12.2-m- (40-ft-) diam, 20-MW Cadia gearless, semiautogenous grinding mill (SAG). This was a leap of more than 40% above the largest operating SAG mill. This article reviews the significant items involved in the development, design, manufacture, installation and operation of this mill. Description of the Cadia project The Cadia Hill Mine is located 25 km (15 miles) southwest of Orange, in the Central Tablelands of New South Wales, Australia. The mining lease covers about 3,100 hm2 (7,660 acres) of the Cadia Valley. The Cadia deposit is a large, homogeneous, low-grade, porphyry-type, gold-copper resource. Current reserves stand at 202 Mt (222 million st), grading 0.73 g/t (0.02 oz/st) gold and 0.17% copper. They contain 146.2 t (4.7 million oz) of gold and 347 Kt (382,500 st) of copper. The operation consists of openpit mining and ore processing to produce gold bullion and a gold/copper concentrate. The operation processes 17 Mt/a (19 millon stpy) of ore to produce 91 kt/a (100,300 stpy) of concentrate and 9.1 t/a (293,000 oz/year) of gold. The plant operates two 12-hour shifts a day and had a targeted availability of 94%. The plant facilities include a copper concentrator, o water supply system, an openpit mine, tailings pipeline and dam, and a concentrate pipeline and dewatering facility located in Blayney, about 35 km (22 miles) from the concentrator. Significant features of the process plant include o primary crusher and stockpile, a reclaim conveyor system feeding, the Cadia SAG mill (Figs. 1 and 2) and two 6.7-m- (22-ft-) diam ball mills (Fig. 3). A portion of the gold is extracted in a gravity circuit. The balance is extracted with the copper in the flotation section of the plant. Concentrate is thickened and piped about 35 km (22 miles) to the filter plant and rail loadout facility located in Blayney. Tailings are pumped to a tailings dam and process water is reclaimed from the tailings dam. The water system is designed to control and capture available runoff from local creeks, and to store these waters in dams and weirs. In addition, a major portion of the water for the process plant is treated effluent from the city of Orange and a smaller portion from Blayney Mill selection. The low-grade ore posed a dilemma for Cadia. To achieve a satisfactory economic operation, large-scale processing was required. The selection of the mills, equal to the largest designed and operated at the time, gave a plant configuration consisting of two 11.1- x 5.8-m (36- x 19-ft) SAG mills and three 6.1- x 9.1-m (20 x 30-ft) ball mills. This configuration did not provide the most satisfactory economic model for the project. A review of the single line configuration indicated that a significant reduction in the overall capital cost of the plant could be achieved by increasing the size of the mills and reducing the quantity. The preparation of a paper reporting fluorspar economics in the United States at one point in time could have been somewhat complicated be- cause of the number of producers, both large and small, that derived production from different locations throughout the Western U. S. and the Southern Illinois and Western Kentucky fluorspar districts . Companies such as Allied Chemical and William- son Mining operated in the Jamestown district of Colorado. In Walden and Salida, Colorado, the Colorado Fluorspar Company operated mines and mills.

Utilization of x-ray diffraction data for mineral identification has been well documented and accepted as an analytical tool in industrial and research organizations. However, the search for new methods to minimize errors affecting measured reflection intensities is being carried out by all concerned. Recent application of computer capability has greatly reduced the time required in handling data for mineral analysis and has increased the capability of accepting more data for greater precision. The purpose of this communication is (1) to describe the concept of cross-power in XRD analysis, and (2) to show that direct comparison analysis for multiphase systems has improved analytical accuracy when all available x-ray diffraction data are used in conjunction with high speed data processing by computer.

"In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can't make a silk purse out of a sow's ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.

A 16.5-kt/d underground molybdenum mine is being developed at Questa in northern New Mexico by Molycorp Inc., a wholly-owned subsidiary of Union Oil Company of California. The new $200-million underground project will revitalize mining and milling activity at Questa, where small scale underground mining first began in 1920. Large scale open-pit mining was initiated in 1965 but now, because of the high stripping ratio, surface mining is being phased out. Construction of the underground mine began in 1979, and first produc¬tion is scheduled for early 1983. The company expects full capacity-9 Gg of molybdenum per year-to be reached in 1984.

Glass sands fall into that extremely select category of mineral deposits that requires a fantastic degree of natural concentration (95% +) of a single component before they can even be considered as ores suitable for further refinement. The combination of geological factors that has produced such an environment of "mineralogical single-mindedness" has appeared only rarely. Factors that require consideration in the economic evaluation of a potential glass-sand deposit can be grouped into three categories: 1) geological (e.g., size, shape, structure); 2) petrographic (e.g., grain size, accessory minerals, nature of iron contaminants); 3) geographic - political (e.g., proximity to consumer, size of market, zoning restrictions). Of particular con ern is the nature of the iron contamination. Iron-bearing species appear as 1) accessory mineral grains, either detrital or authigenic, 2) cements, 3) grain coatings, and 4) quartz-grain inclusions. Selection of the cheapest form of beneficiation requires precise information on the mineralogy of the iron species and their detailed petrography. Because of the antipathetic relationships, in many parts of the United States and Canada between the geographical locations of glass plants and the geological distribution of glass sands, the selection of ac suitable source for a particular glass plant may be dichotomous. One may seek either an exceedingly pure "classic" type glass sand that is relatively distant and whose cost includes a major transportation charge or a relatively proximate and somewhat "impure" source whose cost includes a substantial fee for beneficiation.

In 2009, the Gold Quarry openpit mine experienced multiple large-scale slope failures of the upper east highwall that reduced gold ore extraction for nearly 18 months. The slope failures occurred within a weak, consolidated sedimentary sequence that exhibits strength characteristics that are transitional between soil and rock. Instability initiated as mining exposed the lower, high plasticity subunits of the Carlin Formation. This deformation created preferential flow paths that allowed ground water from the upper sandy subunits to infiltrate low-permeability, clay-rich subunits, thereby enhancing deformation of the slope toe, which, in turn, destabilized the upper portion of the highwall. The outcome was a 160 m high slope failure that had a lateral run-out of 850 m. The effort to return the pit to ore production required geotechnical and hydrogeological investigations and the preliminary remediation mining activity to be concurrent. This required the development of detailed safety procedures and a requirement to modify the remediation design as new results were obtained. An initial challenge was to mitigate a near vertical, 90 m headscarp with localized, blast-induced slope failures. Back-analyses with numerical modeling software indicated that the failure surface could be shallower, which contradicted the initial failure interpretations. Eventually, drilling results confirmed this alternative failure geometry. The final remediation design incorporated shallower slope geometries and an approximately 3 Mt buttress along the base of the Carlin Formation and bedrock contact to reinforce the subunits with residual strength properties. The results are a stable highwall within the Carlin Formation following nearly 10 years of repeated slope failures, and an example of the necessity to conduct appropriate geotechnical and hydrogeological studies during the early stages of a new layback evaluation or new openpit development.

To accommodate larger double-stack rail cars through a tunnel, the existing active tracks were to be lowered. The tunnel is an elliptical, horseshoe-shape with concrete base support, removal of which would jeopardize the tunnel integrity, particularly since the soils beneath part of the tunnel floor included soft, saturated silt overlying rock. Grouted bar anchors combined with a SuperJet soilcrete strut replaced the existing support in situ prior to floor lowering. Close cooperation and detailed timely engineering support provided a quality project. Project design and construction, ground improvement methods, and the performance of the work are described.

As one begins to contemplate the organization of a talk with the title "Iron Ore - The Permanent State of Evolution," the main divisions appear to be the past, the present, and the future. But distaste for repetition of the present production achievements, which scarcely need additional description on this occasion, soon leads one to the conclusion that a more appropriate division of the subject is simply the past and the future . . . with emphasis on the future. We are working in the present, but it can only be understood by what has taken place in the years and decades gone by, and/or under what terms we will have to face the future. Evolution is more often thought of as a steady change - but steady change is really the product of revolutions, sometimes making headlines but often unnoticed at the time. With hindsight, we recognize the great importance of the emergence of the Bessemer converter and the open hearth and the vast influence that both have had on steel making and the changing ore demand. In this country we also see schooners opening the era for lake transportation of iron ore from Michigan to Take Erie. Later, steamships haul the ore from the Mesabi Range to the steel centers of the country. In order to take full advantage of the inland seaway, there had to be revolutions in ship design, loading and unloading facilities and channel and lock development. Full scale utilization of the resources of the Mesabi Range, itself, required parallel upheavals such as the development of new production equipment, and substitution of modern forms of energy for horsepower, and, yes, manpower, as well.

In creating a surface mine design, a complicated series of events may be required to meet both mining and environmental objectives. Envisioning the mine at every step of the operation can greatly assist the engineer to identify design and operational problems that might otherwise go undetected until the field operations reach the problem. Providing operations a visual progression of the mine ensures that critical designs generated by the engineer are understood and effectively communicated to operations. Providing the plan as electronic data to the surveyors and/or on-board GPS systems can ensure successful implementation of the design. This paper discusses using computer technology to generate a virtual mine plan and strategies to consider when communicating a virtual mine plan through electronic and paper formats.

As the popularity of precast concrete segmental linings for tunnels is growing in North America, some problems related to grouting of, and near, these linings are starting to appear. The installation of a segmental lining behind a TBM requires that the annular space around the lining be quickly filled with grout to prevent collapse of the ground. In practice, the filling of the annulus is frequently delayed and takes place a distance behind the machine typically via grout ports centrally located in the segments. If partial collapse of the annulus has occurred, it may become necessary to use higher grouting pressures in an attempt to distribute the grout. There have been several occasions where these increased pressures have caused damage to the tunnel linings. Similarly, compaction grouting adjacent to a tunnel lining can cause damage.
