The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several stages—basic (mining), intermediate processing, manufacturing of finished goods and construction. The estimated growth rate for the real GDP of the United States for 2006 was 3.2 percent. The nominal GDP was about $13.2 trillion. The value of minerals mined in the United States in 2006 rose significantly because of increased unit price for some metals—particularly copper, zinc and other base metals. There was also a significant reduction in metals stocks. Infrastructure expansion and manufacturing in China and India have been absorbing a significant portion of world output. Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. Near misses can enhance awareness of the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, the value of these reports and how they influence subsequent actions or controls to reduce on-the-job risks are unclear. Researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. The analysis provides insight into ways that risk-communication and management programs can be improved to reengage workers and their situational awareness on the job.

Fluorite (calcium fluoride—CaF2), also known as fluorspar, is an industrial mineral used in metallurgy, hydrofluoric acid production, and ceramics manufacturing. Based on the results from a previous study, a low-grade fluorspar by-product (20.0% CaF2) originating from the exploitation of a rare earth carbonatite deposit can be improved to 75.4% by combining magnetic separation and acid leaching. The present research aimed to develop and optimize a column flotation process to increase the purity of this fluorspar by-product by removing residual silicate minerals and meeting the requirements for ceramic manufacturing (> 85% CaF2). The optimal flotation conditions required for maximizing the recovery and improving the grade of a fluorspar by-product were identified using a conventional approach combined with a response surface methodology (Box-Behnken design). Optimal fluorspar flotation was achieved under the following conditions: 3.6 g/kg of sodium oleate as the collector, 2 g/kg of sodium silicate as the pH modifier and depressant, a conditioning time of 35 min, a flotation time of 7 min, and a solid-to-liquid ratio (S/L) of the pulp of 5%. Under these conditions, 86.8% fluorspar recovery was achieved, and the grade increased from 76.5% in the feed (metallurgical grade) to 88.6% (ceramic grade) in the final concentrate. The silicon content decreased from 5.66% in the feed to 1.12% in the fluorspar concentrate. Using magnetic separation before the flotation improves the final content of fluorspar in the concentrate with the final grade of 94.4%.

Last month's engineering fundamentals article discussed some general considerations of underground mine ventilation. This month's article takes a look at auxiliary ventilation-brattice, fans, and ducting-in underground mines. The need for good, efficient auxiliary ventilation increases as mines get deeper and move farther from ventilation shafts. New mining methods and equipment resulted in faster work area advances, liberating more dust, gas, and heat. As a result, worker health and safety requirements in the face area have become more stringent. For all these reasons the safety and efficiency of any underground mine depends heavily on its auxiliary ventilation. The purpose of such ventilation is to supply sufficient quantities of clean air to the face of the drift and to maintain air quality within desired limits until expelled from the mine.

"A limestone mine in Ohio has had roof instability problems that have led to massive roof falls extending to the surface. This paper describes a collaborative study of these events undertaken by the National Institute for Occupational Safety and Health and the mine owners. The study focuses on the roles that weak, moisture-sensitive floor and weak bands in pillars play in a general instability that led to roof falls at this mine. The NIOSH Stone Mine Pillar Design software (S-Pillar) does not include analysis for weak floor or weak bands and recommends that when such issues arise they should be investigated further using a more advanced analysis. It is important to recognize that without the impact of the floor or weak bands, the calculated inherent stability factor for these pillars is within the recommended design range. Therefore, to further investigate the observed instability occurring on a large scale at the Ohio mine, FLAC3D numerical models were employed to help determine the failure mechanism. Roof-to-floor extensometers were also installed in the areas predicted to have further instability. This case study will provide important information to limestone mine operators regarding the impact of weak floor causing the potential for roof collapse, pillar failure, and subsequent subsidence of the ground surface. This recent case demonstrates that weak floor can be a significant factor in pillar stability and should be assessed during the design stage of the mine.To an area-wide failure (Zipf, 2001). In that case, it appears that the pillars had actually remained intact. However, moisture-related yield of the weak floor caused deformations which passed through pillars and into the roof, triggering roof collapse around the intact pillars (Esterhuizen et al., 2011). This previous case and the case presented in this study, while not identical, both demonstrate that weak floor and/or bands within pillars can be a significant factor leading to instability."

The Stormwater Management and Road Tunnel (SMART) Tunnel is a world first in the use of tunnel space transmitting both road and water through the same spatial envelope. The unique aspect of the SMART project is that the highway decks are used periodically for the conveyance of water. This aspect of the project has posed its own technical challenges that have been overcome in the design stage of the work allowing the project to be taken forward to construction with confidence in the systems to be Installed in the tunnel.

In January 2001, French and Italian governments signed an agreement for the construction of a new Lyon-Turin railway line. This project includes a tunnel of 53.1 km length and a maximum of 2500 m overburden to be designed for a reference speed of220 km/h. The tunnel crosses major part of the West Alpine geological formations, which are very complex and contrasted in terms of the nature of rocks and the mechanical and hydrogeological conditions. In addition to the twin single-track tubes, numerous intermediary shafts, security station and intervention sites and cross passages should be built to respond to the security, operational and construction requirements. This paper describes the results of the preliminary engineering design and multiple challenges of this very long and deep railway tunnel.

"Diesel-powered equipment has allowed the mining industry to raise production rates and significantly improve productivity, as it is rugged, mobile and reliable, but its widespread use in underground mines has generated concerns regarding the exposure of mine workers to harmful diesel engine exhaust gases and particulate components such as diesel particulate matter (DPM), which has recently been classified as a human carcinogen by the International Agency for Research on Cancer. The agency expressed further concerns that workers’ exposure to high DPM concentrations can increase the risk of cardiovascular, cardiopulmonary and respiratory illnesses. Three emerging technologies could have the ability to replace dieselpowered equipment and remove DPM from underground mines: fuel-cell-powered mining equipment, battery-powered mining equipment and advanced material handling systems. This paper reviews them and assesses whether they have reached the point where the pollutants emitted by diesel-powered equipment can be removed from underground mines through the introduction of zero-emission mining equipment and power systems. Information is also provided from the results of a feasibility study, including a detailed cost benefit analysis, carried out at six Canadian and nine U.S. underground mines, which looked at the possibility of replacing diesel-powered production equipment with fuel-cell-powered equipment. The remarkable pace at which battery technology is progressing is also reviewed, and the feasibility of replacing diesel-powered mining equipment with battery-powered equipment is assessed. IntroductionHazardous pollutants in underground mines. Why is it important to remove diesel particulate matter (DPM) from underground mines? Over the past 40 years, diesel-powered equipment has allowed the mining industry to achieve rising production rates and major improvements in productivity, as the diesel engine is an economical source of power and diesel-powered equipment is usually rugged, mobile and reliable. On the negative side, the toxicity of some diesel exhaust gases is well known (Grenier et al., 2001), and the widespread use of diesel-powered equipment in underground mines has generated increasing concerns about the occupational exposure of mine workers to harmful diesel engine exhaust gases and particulate components such as DPM. Diesel equipment also entails other hazards like heat and humidity. Exposure to excessive heat can cause heat illnesses, such as heat rash, heat exhaustion and heat stroke (Donoghue, 2004; Roghanchi et al., 2016), and a hot and humid underground environment negatively affects the efficiency of the workforce, which may result in a decline in production output (Roghanchi et al., 2017)."

The National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine the effectiveness of a filtered air delivery system to reduce respirable dust exposure to roof bolter operators in underground coal mines. When performing roof bolting operations, roof bolter operators may experience exposure to high levels of respirable dust during a working shift, especially when working downwind of the continuous mining machine. While drilling and installing roof bolts, this filtered air system supplies a clean curtain of air over the roof bolter operator by means of a plenum mounted beneath the canopy. This experimentally designed air curtain, adapted for roof bolting machines used in this study, is based upon previous design prototypes, computational fluid dynamics (CFD) simulations, and trial-and-error testing. Both prototype and final designs were tested in the full-scale mining galleries at the Office of Mine Safety and Health Research (OMSHR) in Pittsburgh before being taken underground for field testing. Test results of the system in both laboratory and field studies show reductions in operator exposure to respirable dust when the operator is positioned directly under the protected zone of the canopy.

This paper presents a vision system capable of providing an accurate estimate for the volume of stockpiles using 2D images. By imaging a stockpile from multiple viewpoints with a two-camera system, a 3D point cloud of known scale is generated using image-based 3D reconstructions. With a small amount of user interaction, the points that correspond to the surface of the stockpile are extracted and used to measure the volume. The hardware required for the two-camera system is light enough to be carried by a small unmanned aircraft and is a cheaper alternative to LiDAR while still being competitive in terms of accuracy. When testing the volume measurement algorithm on a stockpile of known volume, the measured output was found to have less than a 3% error from the ground truth.

In 1994, the East Bay Municipal Utility District (EBMUD) commenced a system-wide Seismic Improvement Program to protect their facilities from catastrophic damage. A primary focus of this program has been on retrofitting the 75-year old Claremont Tunnel, which crosses the active Hayward Fault zone. A large earthquake on the Hayward Fault could generate enough right-lateral fault slip to effectively sever this important lifeline. The retrofit project involves construction of a new bypass tunnel through the Hayward Fault zone, together with systematic contact grouting and localized structural repair of the existing concrete liner. Several innovative design measures have been incorporated into the seismic retrofit design, including an oversized tunnel cross section, backfill concrete side drifts, seismic isolation of an internal structural pipe, and shear fuses in the final lining.

Oregon Resources Corporation (ORC), an industrial minerals mining company, is currently engaged in the development of a new process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be mined efficiently and economically, creating an additional domestic source for chromite, garnet, and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America. Metallurgical study of the placer material was grouped into four distinct samples based on marine terrace deposition, geological facies, and mineralogy. Because the metallurgical samples represented the extremes likely to be encountered in all future Oregon paleo-beach placer ores, the process design is highly dynamic and will successfully adjust to meet the production needs. Water availability at the mining area is seasonal and will not support a typical placer operation?s water requirement needs for heavy mineral concentration. For this reason, ORC has developed a plan to construct the ore processing facilities near Coos Bay, where a municipal source of water is available. Raw ore will be transported from the mining sites approximately twenty miles one way to the processing facility with return loads hauling tailings back to the active pit. The need to haul dry tailings, return dry material to the pit for reclamation, and limit the amount of water being purchased from the municipality has driven the design of a unique water reclamation system. BACKGROUND Location and Access Economic concentrations of ?black sand? or heavy mineral (minerals with specific gravity greater than 2.85) have been recognized and studied in marine placers from Coos Bay to the mouth of the Rogue River, a distance of approximately 75 miles along the southern Oregon coast (Hornor, 1918; Griggs, 1945)(Figure 1). ORC will begin mining existing reserves approximately 20 miles south of Coos Bay in a region known locally as Seven Devils. Ore will be trucked north to the processing site near Coos Bay via use of existing county and state roads, including U.S. 101. The available facilities at the processing site include highway, rail, municipal water and electricity, natural gas, and a deep water port. At the time of this writing, the rail line had been abandoned, but was being pursued by the International Port of Coos Bay. It is anticipated that this will be serviceable at some time in the future. History The southern Oregon marine placers have garnered the interests of miners since 1852, when present day beaches were exploited for gold. The beach deposits were small and irregular in nature and were easily washed away by the major storms the coast endures during the winter months (Hornor, 1918). [ ] In the 1920?s, deposits at the beach were followed upstream to their paleo-beach terrace origins (Pardee, 1934). These terrace placers were mined, but with little success, as the cost of mining and processing was greater than at the present day beach deposits. The greatest effort to understand and delineate the paleo-beach terrace placers came during World War II. As the need for a domestic source of steel hardening chromite was evident, the heavy mineral bearing placers of southwestern Oregon provided just that. The U.S. Geological Survey, under guidance from the Oregon Department of Geology and Mineral Industries, began exploration drilling of the paleo-beach terraces in 1940 (Griggs, 1945). This work was part of the investigation of strategic mineral deposits and would ultimately supply much needed chromite for the war efforts. The Greater Vancouver Water District is currently constructing the Seymour-Capilano Water Filtration Project to enhance the quality of drinking water in the Vancouver metropolitan area. The Seymour-Capilano Water Filtration Project comprises the 1,800 million litres per day Seymour-Capilano Filtration Plant, the 1,080million litres per day Capilano Pumping Station, twin tunnels with associated shafts, and the Capilano Energy Recovery Facility. The twin tunnels will convey raw water under pressure from the Capilano Reservoir to the Seymour Filtration Plant and return treated (filtered) water for distribution. The Twin Tunnels component of the project comprises twin, 3.7 m diameter, 7.2 km TBM bored tunnels, the 180 m deep Seymour Shaft as the main launch shaft, and two 4 m diameter, 268 m deep raise bore exit shafts at Capilano. The Twin Tunnels have been planned as predominantly unlined tunnels sited at depth entirely within granitic bedrock and cross under two major buried glacial valleys of breadths in excess of 1500 metres that are filled with glacial sediments to depths up to 200 metres. The maximum overburden along the tunnel alignment is approximately 400 metres. Comprehensive site investigations and studies were completed during the detailed design stage of the project. The construction of the twin tunnels started in the fall of 2004 and is planned to be completed by mid-2008.

Several hydrometallurgical leach processes have been recently proposed for the recovery of copper from copper concentrates. These include the Cymet Process of Cypress Metallurgical Processes Corporation, the Arbiter Process of the Anaconda Company, and the Treadwell Process of Treadwell Engineering company(1). These processes and similar processes for recovery of other minerals, have several phenomenological similarities which make their quantitative description difficult at best. These include (a) the presence of more than one phase, (b) non-uniform mineralization of the feed concentrate, (c) surface and diffusional effects, and (d) a particle size distribution which varies with time. Semi-theoretical, rather than purely empirical, treatment of such processes in their developmental stages will result in a better understanding of the physico-chemical mechanisms in effect. This, in turn, will allow reliable process designs to be made on reasonable time scales for reasonable development costs. Once a production unit is built, such an approach will provide straightforward methods for process control and optimization. A research and development effort to determine criteria and procedures for semi- theoretically characterizing such mineral leach recovery processes has been initiated in a joint venture by the Arizona Bureau of Mines and the College of Mines at the University of Arizona. This group has as its task the mathematical characterization of hydrometallurgical leach recovery processes using semi- theoretical mechanisms for the underlying phenomena. The resulting models are experimentally verified and parameterized on the laboratory scale in such a way that they can be utilized with similarity criteria to provide reliable scaleup to production designs. This discussion will be centered around the elements of such an approach and how they fit together.

Energold specializes in mineral exploration in remote locations with limited infrastructure. Such locations require the smallest footprint possible going in, leaving as little or no evidence on their way out. Energold?s rigs can be transported by helicopter or manually on footpaths as narrow as 1 m (3.3 ft). They set up quickly and then are struck and packed out, with any sign of their presence quickly disappearing behind them. Energold has teamed up with Atlas Copco and its team of engineers in North Bay, Ontario to design small rigs capable of drilling to a variety of depths, as required for each project.

Effective solids suspension is a necessary precondition for particle collection, and solids suspension is largely dependent on the hydrodynamics of the flotation cell. This study attempted to correlate the status of the suspension of apatite particles of different sizes in a Denver laboratory flotation cell versus the impeller rotational speed (N) adopted to operate the machine. The latter variable (N) influences the impeller capacity to lift the particles from the bottom of the tank and also to disperse them throughout the volume of the vessel. Such an impeller capacity can be characterized by the critical impeller speed for the accomplishment of solids off-bottom suspension (Nz) and also by the velocity of the radial water flow discharged by the impeller (U) divided by the particle terminal settling velocity (Us). This way, the status of the suspension of apatite particles inside the flotation cell can be characterized by one of three categories: ?segregation? (N/N2 < 0.60 and Us/U > 0.08); ?suspension? (0.60 = N/N2 < 1 and 0.06 < Us/U < 0.10); and ?dragging? (N/N2 = 1 and Us/U = 0.03). The range of impeller rotational speed (N), which was able to suspend the finest particles (Dp = 90 µm), was unable to suspend the coarsest particles (Dp = 254 µm). Conversely, the high value of N (N > 1,300 rpm), which is adequate to suspend the coarsest particles, may promote the entrainment of the finest particles to the froth layer.

P&H MinePro Services Canada is supplying Syncrude Canada three more of its model4100BOSS electric mining shovels. The shovels will be delivered during 2003. Syncrude’s oil sands operations already use five P&H shovels. The first 4100BOSS shovel was commissioned at Syncrude’s operation in northern Alberta, Canada in October 2001. The unit loads more than 9 kt/hr (10,000 stph) of unblasted oil sands. Since it began operation, the 4100BOSS has shown a 28% production increase over the four P&H 4100TS shovels also on site.

Fatigue in mining operations is a serious issue and a significant contributor to incidents and accidents. While mine operators are using or introducing new technology to monitor operator fatigue, there is little work that focuses on the subjective experience of fatigue and the use of fatigue monitoring technology. To investigate this issue, eight focus groups with a total of 44 operators of heavy haulage equipment working for two mining companies in the Mountain West of the USA participated in 1-h focus groups. The topic of the focus groups was the experience of operator fatigue and issues surrounding fatigue at the workplace. The results of the content analyses suggest that operators are well aware of the signs of fatigue, and that they understand the severity of these signs as well. In addition, they are aware of the effect of fatigue on driving performance and are using a wide range of methods to manage fatigue. Finally, based on participants’ assessment, current fatigue monitoring systems lack face validity and reliability and are perceived as not being effective. The results of this study emphasize the importance of a socio-technical systems perspective in the context of miner health and safety management. Only such a comprehensive perspective can result in improvements that are sustainable.

"Point cloud technology is now an indispensable tool in geological and geotechnical data collection, interpretation and analysis. Open pit and underground mines of all sizes are regularly collecting point cloud data as Laser Scanning (LiDAR) and Photogrammetry surveying devices have finally become affordable and the workflows fast and efficient. Past challenges of large data processing and manipulation are gone with recent technological advancements in computer hardware and software. These innovations reduce file sizes, ease rendering requirements and allow for the implementation of real-time 3D viewers and surface meshing tools. With its ability to remotely (safely), rapidly and accurately extract large quantities of georeferenced and 3D-oriented data, point cloud technology provides numerous applications to the geomechanical field. The list of uses is continuously growing, so this paper specifically focuses on digital outcrop modeling and digital terrain engineering. INTRODUCTION Point Clouds The high-resolution and increasing availability of point cloud technology is rapidly improving open pit and underground mines’ investigation, interpretation and characterization of site geology and rock mass properties (Kemeny et al., 2015; Lyons-Baral, 2012). LiDAR and photogrammetry are common remote sensing methods employed to measure the coordinates of surfaces in three dimensions (3D), providing the X, Y and Z locations, and typically the reflective intensity and/or the visible three-band color of each point (Figure 1). LiDAR uses either a time-of-flight or phase-shift measurement of a laser beam reflected off targeted surfaces and received back into the device. Photogrammetry generates point clouds by merging multiple overlapping photographs and uses stereographic plotting to define the locations of object points in 3-D space. These methods can be deployed from airplanes, unpiloted aerial systems (UAS or drones), tripods, land vehicles, and even in a mobile backpack shown in Figure 2. RADAR, Total Station-Prism and other remote sensing systems also offer very precise “point clouds”, but this paper does not address these due to their higher cost and lower versatility and mobility. Technology In the past few years point cloud acquisition device prices have dropped significantly, devices have become lighter, smaller and easier to operate, and processing and utilizing the data has also become faster and easier. Device size improvements include mobile backpacks (Figure 2) and handheld mobile LiDAR (CISRO, 2014), allowing mobile scanning in tight spaces both above and below ground or inside and outside of man-made structures. Airborne data acquisition options have expanded dramatically with the spread of UAS technology as seen in Figure 3 (Hexagon Geosystems, 2015). Once UAS usage regulations are sorted out, these versatile machines will be everywhere, offering high resolution coordinate scans, imagery and other remote sensing. While backpacks and handhelds allow access to tight quarters, UAS permit rapid data capture from narrow to broad areas with multiple perspectives reducing data “shadows.”"
