The East Side Access (ESA) project is the largest underground rail infrastructure project under construction in New York City, USA. The Manhattan segment of the project is to be mined through rock and consists of 4.1 miles of Tunnel Boring Machine tunnels for track work and mined excavations to house rail switches, air plenums, and other rail facilities. This paper considers different methods for concrete lining, such as the use of fixed forms, adjustable forms, and pneumatically applied shotcrete. The advantages and disadvantages of these methods are discussed and the basis for considering one over the other are illustrated. Further discussions on design development and preparation of documents to facilitate quality and constructability in the field are presented.

Mining has one of the highest annual average fatality rates among major US industries. Health and safety dangers have been inherent to mining since the early days of picks and shovels. Even though miners’ health and safety has improved over the years, mining is still one of the most dangerous occupations. Mining was traditionally a low tech industry. It is now driven by competitive pressures to go high-tech by using programmable electronics (PE) for machine control, atmospheric monitoring and material processing. The industry’s experience with the functional safety of PE is limited compared with other industries. Thus, PE is an emerging technology for mining that can potentially create or worsen hazards.

The mechanization of hard rock underground mines offers a large potential for reducing cost, improving efficiency, and increasing profitability. However, in spite of serious efforts by quite a number of equipment developers and mining company initiatives, the industry has achieved little real progress. The task is difficult and the blasting alternative to mechanical excavation is an effective and well-developed method, which continues to improve in spite of its inherent limitations. A large number of machines have been built and tried. Only a few developments have succeeded to make a major impact on underground hard rock mining. It is certain that hard rock mines would be laid out and designed quite differently if the mining engineers knew they had available continuous mechanical excavation machines. In the absence of the machines, mines will be designed for excavation by traditional methods. It is not easy to utilize mechanical excavation in a mine which is designed to operate with normal drill and blast excavation. This is certainly an impediment to machine development. But what if an ore body cannot be mined conventionally, simply because the mining company cannot get permits to satisfy the ever increasing strict EIS requirements of the general public and governmental agencies? This may provide the incentive necessary to develop the equipment that will be needed by a new mining method that will have almost no impact on the environment.

"A numerical conditioning analysis for mineral recovery estimation was performed for industrial flotation plants, considering the copper (Cu), molybdenum (Mo) and iron (Fe) separability. A modified relative condition number, ?, was presented that allowed sensitivity analysis to be evaluated for the component recovery by means of an analytical formula. This closed form made it possible for the error propagation to be determined from feed, concentrate and tail grades with different orders of magnitude. The ? parameter can be evaluated using available grade data from the design criteria or historical mass balances, in which the variability is typically unknown. Reconciled data from different Cu/Mo concentrators were employed to evaluate the effect of small numerical disturbances in the grade data on the mineral recovery estimation. Higher error propagation was typically observed for Fe. The Mo minerals presented numerical problems, mainly in second cleaners and in the first cell of rougher banks. Lower condition numbers were observed for Cu due to the higher flotation rates.Mass-balance data reconciliation without redundancy was evaluated for a typical Cu/Mo flotation circuit using relative error minimization. Significant relative errors in the mineral recovery estimation were obtained with nonreconciled data in ill-conditioned problems. Negligible improvements in the mineral recovery estimation because of the data reconciliation with regard to the nonreconciled approach were obtained in well-conditioned problems. In addition, the improvements in mineral recovery estimation by using Cu, Mo and Fe in the data reconciliation were nonsignificant with respect to using only the best-conditioned component in well- and ill-conditioned problems.Despite the effort in data reconciliation and data repetition, poor performance may be obtained in ill-conditioned problems, which can deteriorate the flotation rate characterization. The error propagation has a negative impact on the mineral recovery of the first cell, which may significantly bias the flotation rate characterization of both valuable and nonvaluable elements.IntroductionMass balances have been extensively used in flotation processes to determine the mass flowrates (production) and mineral recovery (efficiency) of valuable minerals. Simple relationships for steadystate processes based on the feed, concentrate and tail grades can be obtained by taking a black-box approach. However, the calculation of concentrate flowrates from different components of the system, such as size fractions, chemical elements or minerals, does not satisfy the mass-conservation principle because of measurement errors (Smith and Ichiyen, 1973; Romagnoli and Sánchez, 2000). Mass-balance data reconciliation allows for obtaining a unique solution that satisfies the total and component mass balances, making small adjustments to the process data and taking advantage of the information redundancy (Narasimhan and Jordache, 2000). This methodology, which is based on a constrained weighted least-squares minimization, has proved to be robust when measurement errors are normally distributed, in the absence of gross errors.Commercial software has been developed to conduct massbalance data reconciliation in flotation processes, including MATBAL (Algosys, 2002), BILMAT (Algosys, 2013), JKMultibal (JKTech, 2013), BILCO (Caspeo, 2013) and HSC Chemistry (Outotec, 2013), which accomplish the reconciliation using known data accuracy in the optimization problem. The data accuracy can be obtained by sampling a stream n times in a run, known as repeats, each with independent chemical assays. Some unmeasured variables can be estimated using the measuring redundancy and sensor location. At present, grade and flow rate sensors may be incorporated in flotation to conduct real-time mass balances. "One of the most significant technical and practical challenges facing the tunnel construction team on the Legacy Way road tunnel project in Brisbane, Australia was how to erect the pre-stressed precast concrete slabs to form the smoke duct in the tunnel boring machine (TBM) tunnels. An essential part of the tunnel ventilation system, the smoke duct, extends the full length of the 4.6km long twin, two lane tunnels. The vast majority of the tunnels (approx. 4.3km) were constructed using two 12.4m diameter double shield TBMs. The refurbished Herrenknecht machines broke several world records on the way to completing the tunnel excavation works in just over nine months. With the excavation complete the focus turned to solving the complex civil tunnel fit out challenges. A key component of the civil fit out of the tunnels was constructing the smoke duct in the TBM tunnels which was designed as a precast solution. The slabs which each measure 8.62m long by 2.0m wide by 200mm thick and weigh close to 9 tonne need to be erected above cast in situ corbels whilst other tunnel finishing works continue. The space proofing clearance offered by the design to the support corbels below and the precast segmental lining above was in the order of only 100mm. This paper details the events of how the Transcity JV tunnel fit out team, comprising some of Europe and Australia’s leading tunnel construction specialists, drew upon the global strengths of the existing JV member companies and the global reach of leading TBM manufacturer Herrenknecht to develop an innovative system to solve this challenging problem. This globetrotting story, which starts in Australia, visits Europe and mainland China before returning to Brisbane where it all began."

The Niagara Tunnel Project (NTP) is a 10.4 km (6.5 mi) long, 14.4 m (47.5 ft)bored tunnel that will run under the City of Niagara Falls from the Upper Niagara River to the Sir Adam Beck Power Station. The completed project will enhance the capacity of the Sir Adam Beck Power Station by adding 500 m3 (17,657 ft3) of water per second through the tunnel. The paper describes the project in which the world’s largest hard rock TBM at14.4 m (47.5 ft) in diameter is being used to excavate the tunnel. Features of the project include the use of a High Performance (HP) Main Beam TBM, state-of-the-art ground support and tunnel logistics systems. A continuous conveyor is used for muck transport from the TBM to the disposal area. The paper will also discuss the optimization of the TBM system as the tunnel advances through the varying geology. In June 2004 the Ontario Government announced that Ontario Power Generation(OPG) had been given approval to proceed with the third tunnel under the city of Niagara Falls—the first two tunnels were constructed in the 1950s using drill and blast techniques. The third tunnel, appropriately named The Niagara Tunnel Project (NTP), consists of a 10.4 km (6.5 mi) long TBM-bored, concrete-lined tunnel with a finished diameter of 12.5 m (41.1 ft). In August 2005, OPG announced the selection of Strabag AG of Austria, one of the largest construction companies in Europe, as the contractor to build the NTP Project at a price of CAN $600 million. In September 2005, Strabag A.G. selected The Robbins Company of Solon, Ohio to design, manufacture and deliver a new 14.4 m (47.5 ft) diameter High Performance state-of-the-art Main Beam Hard Rock TBM to be used in the excavation of the tunnel. In order to meet the aggressive construction schedule as requested by OPG/Strabag, the TBM needed to be supplied as “ready to bore” within a 12 month period after the contract was awarded to Robbins.

One would be hard pressed to find another project as complex as this one given its configuration, the variety of issues to address and the required construction techniques. Contract C710 is currently under construction as part of Sound Transit’s Link Light Rail, connecting downtown Seattle with Sea-Tac Airport. The paper describes the construction-to-date of the deep mined station under Beacon Hill using the Sequential Excavation Method (SEM). This deep “binocular” station is being mined through some of the most challenging soft ground conditions in the USA. The excavated volume of the station is approximately 60,000 cy (46,000 m3) and the station comprises a variety of geometries and cross sections ranging from 235 sf (22 m2) up to 1,670 sf (155 m2). This underground complex includes platform, concourse, cross-passage and emergency ventilation tunnels together with station egress and ventilation shafts. Various excavation sequences are in use for the different tunnels including the twin-sidewall drifts for the impressive45 ft (13.7 m) wide by 42 ft ( 12.8 m) high concourse cross adits. This station has two train platforms approximately 165 feet (50m) below the surface. This station, constructed in highly variable glacial deposits including water bearing sands and silts approximately 50 ft below multiple perched water tables in an urban setting, creates a very unique and challenging situation. To understand why some companies excel in creating value, Jim Collins (2001) and a group of postgraduate business students engaged in a comprehensive, five-year research project. They examined 1,435 U.S. companies for more than 40 years, seeking those that made significant improvements in their financial performance over time. The distinctive pattern sought was: ?Fifteen-year cumulative stock returns at or below the general stock market, punctuated by a transition point, then cumulative returns at least three times the market over the next 15 years. ?The search identified 11 outperforming companies, all in different industries, that were called the ?good to great? companies. To contrast these companies with similar peers within the same industry, the search also selected a group of comparison companies that failed to make the leap from good to great. Collins then set out to examine the transition point. What distinguishing features did the good-to-great companies have that their industry counterparts did not? At the heart of the findings about these outstanding companies is what Collins refers to as the ?hedgehog concept? ? how to find the one big thing that the company must focus on. According to Collins, those who built the good-to-great companies were, to one degree or another, hedgehogs. Those who led the comparison companies tended to be foxes, never gaining the clarifying advantage of a hedgehog concept, being instead scattered, diffused and inconsistent. This insight is complemented by Peter Drucker (2004), an influential management guru, who asserts that the first question an effective executive should ask is: ?what needs to be done?? Asking this question and taking it seriously, he asserts, is crucial for managerial success; and that the answer almost always has more than one urgent task, but the effective leader only concentrates on one task. In this last respect, Drucker emphasizes: ?If they [executives] are among the sizeable minority who work best with a change of pace in the working day, they pick two tasks. I have never encountered an executive who is effective while tackling more than two tasks at a time.?

There are two types of ore transportation systems in use at Newmont's Magma Copper Co. San Manuel mine in Arizona-rail-mounted, box-type rotary cars and the newer rail-mounted, bottom-dumping ASEA cars. Though the cost per car for the ASEA units greatly exceeds the cost per rotary car, the advantages of the ASEA units, including much faster dump times, have made the ASEA system a successful alternative at the San Manuel mine. The rotary system of ore transportation has been in use at San Manuel since production began in 1956. The system employs 7.9-m3 box-type cars to transport ore by rail to shaft pocket areas. A rotating dumping mechanism turns three cars at a time upside down to empty them, and returns them to an upright position. Trains of 15 cars each are dumped in about six minutes. Each 15-car train is pulled by an 18-t rated trolley locomotive. There are about 400 rotary cars in service at San Manuel and the system is used for the majority of ore haulage. This well-proven rotary method was instrumental in achieving the December 1977 world record of 272 Mt hoisted from an underground copper mine. Magma Copper Co. began using ASEA cars in late 1977. Designed by ASEA of Sweden, the cars are built for San Manuel by Kasper-Hall Manufacturing Co. in Tucson. The cars basic design feature is a hinged floor that opens at the side as the car is pulled through the dump. As it passes over the dump, a fifth wheel attached to the hinged floor (opposite the hinges) travels along a rail in the dump. This rail dips down into the pocket and then returns to track level. As the fifth wheel travels along the rail, the car floor opens, the car dumps, and the floor is then returned to track level. As the car is dumping, the body remains suspended over the pocket by wheel rollers attached to each side of the dump. Trains of 10 cars each are emptied in about 45-50 seconds. Each ASEA train is pulled by an 18-t rated trolley locomotive, adapted at San Manuel to allow it to pass through the ASEA dump. At minimal cost, "wings" are welded to each side of the locomotive. These wings suspend the locomotive over the pocket as the train passes through the dump. Advantages of the ASEA System Major design characteristics of the ASEA and rotary systems are shown in the accompanying table. The comparison points out some of the following advantages demonstrated by the ASEA system. • Faster dumping-An ASEA train dumps in 50 seconds, while a rotary train takes at least six minutes. There is no stopping or starting when dumping an ASEA train. The train enters the dump area, dumps, and leaves in one continuous motion-in contrast to rotary trains which must stop and start five times to dump. With the rotary system, three cars are spotted in the dump mechanism by remote control. When the cars are in place, the train operator activates the dump, the cars are turned over, and then returned to an upright position. This process is repeated until all 15 cars in the train are emptied.

Accurately estimating load distributions and ground responses around underground openings play a significant role in the safety of the operations in underground mines. Adequately designing pillars and other support measures relies highly on the accurate assessment of the loads that will be carried by them, as well as the load-bearing capacities of the supports. There are various methods that can be used to approximate mining-induced loads in stratified rock masses to be used in pillar design. The empirical methods are based on equations derived from large databases of various case studies. They are implemented in government-approved design tools and are widely used. There are also analytical and numerical techniques used for more detailed analysis of the induced loads. In this study, two different longwall mines with different panel width-to-depth ratios are analyzed using different methods. The empirical method used in the analysis is the square decay stress function that uses the abutment angle concept, implemented in pillar design software developed by the National Institute for Occupational Safety and Health (NIOSH). The first numerical method used in the analysis is a displacement-discontinuity (DD) variation of the boundaryelement method, LaModel, which utilizes the laminated overburden model (Heasley, 1998).

High-angle in-pit conveying is an idea that is being seriously studied by a number of important mining companies in North America. Its application in coal, iron ore, and copper mining is expected to reduce mine operating costs considerably compared with the conventional discontinuous methods, such as truck haulage, which are fuel, labor, and maintenance intensive. Therefore, a mine introducing high-angle in-pit conveyors will gain a competitive advantage over mines which continue to use conventional haulage. While the capital outlay for in-pit conveyor systems obviously varies depending on pit depth, the angle of incline, and the capacity required, it generally will not exceed that of truck haulage when all Factors are taken into consideration. These factors include the cost of excavation, as measured in relation to the volume of minerals mined, the cost of building truck ramps and roads, and the capital outlay for the trucks and maintenance facilities. In many cases, in Fact, the capital outlay will be less than for truck haulage. This cost advantage will best be realized by new mines, whereas in existing producing mines the switch from truck haulage may involve the abandonment of a substantial capital asset.

Combustion processes, comminution and materials handling can generate airborne particulates. Regulation of these particulates by the U.S. Environmental Protection Agency (U.S. EPA) is becoming progressively more stringent, and regulations will soon include ?nanoparticulates,? which are particles finer than 100 nanometers (0.1 mm). Nanoparticulates are believed to have significant negative health effects due to their high surface area and reactivity. Although it was argued that nanoparticulate concerns were only important for combustion, studies at Michigan Technological University have shown that materials handling and comminution release significant quantities of nanoparticles into the air. Laboratory studies have shown that the use of sodium metasilicate reduced airborne particles finer than 10 mm (PM10) by 86% and particles finer than 2.5 mm (PM2.5) by 80% for iron ore. Additional studies were conducted that revealed that nanoparticulate emissions were present in the types of operations conducted at pyrometallurgical facilities.

"In today’s tough mining environment, the key difference between surviving and thriving is how effectively miners optimize their mining operations. This paper explores the compounding effects material fragmentation has on mining costs and productivity. Starting with Drilling & Blasting and moving through Loading, Hauling and Crushing, we will illustrate the opportunities to improve operating costs and thus reduce the Total Cost of Ownership (TCO) of the total mining system. Material size and volume requirements are defined by the needs of the mill or plant, and drive the rest of the mining operation from the bench through the primary crusher. At the start of the cycle, where the rock mass is drilled and blasted, the degree of fragmentation and the muck pile configuration is determined, as are the effects on cost and productivity of all subsequent operations. The cost of managing oversize material, including secondary handling, overloading, reduced diggability, higher load factors, extra pass loading, increased wear factors and reduced throughput rates are all opportunities for improvement. INTRODUCTION Having visited many mine sites, customers are asking about the end to end mining value stream from loading to the crusher and how to measure the cumulative effects on each part of the mining value chain. All too often improvements with the drilling and blasting may impact fragmentation but do not improve the diggability so the net change on cycle times or fill ratios is perceived to be negative at the point of loading but they may have a measured improvement going through the primary crusher. This makes it imperative to measure performance at each segment of the overall cycle and not just to the crusher but thru it. The mine material process originates with solid rock, in-situ, and progresses to the output of the primary crusher. Once the material has passed the primary crusher the fragmentation size will be fairly consistent and promote consistent throughput of the plant or mill. In late 2015 a team was conducting a reassessment visit to a mining site where we had conducted the original assessment the previous year. Though many recommendations had been implemented some had been so recent they had not resulted in the expected improvements. Several of our discussions kept returning to the impact fragmentation has to both the individual components of the mining cycle but also the effects compounded throughout the end to end process. Let’s move on to the big picture before we zoom in on any specific operation. To get from native solid rock in the ground to a concentrate or a saleable rock product we have the same steps from one end of the chain to the other. We start with a good geological understanding of the rock type, characteristics and structure to design a program to drill and blast the rock. The height of the bench is relevant to the annual production requirements and the specific digging equipment models best sized to make that production possible. The equipment selection influences the bench height which has a minimum and maximum hole diameter to maintain a safe blasting operation. The diameter of hole burden and spacing all contribute to a good distribution of explosives in the rock mass that maximize the fragmentation and preconditioning of the rock when blasted. The timing and sequencing of hole initiation will yield a fragmentation ratio and diggability factor. Fragmentation size adjustments will change the meters drilled per cube and the explosives consumption will change accordingly. Drill cost is measured by meter drilled so a direct relationship exists between cost and fragmentation sized achieved."

Following a successful investigation on the Central Zone sample, a cyanidation study was conducted on an ore sample from the AD-MW Zone of Clarence Stream Property, owned by Freewest Resources Canada, to develop a leaching strategy to extract gold. At a grade of 6.48 g/t, gold is present in the forms of aurostibite, free gold and electrum. The ore contains 4.3% berthierite/gudmundite, 1.3% pyrrhotite, 0.7% pyrite, 0.07% stibnite and 0.9% arsenopyrite. Similar to the Central Zone, the extraction of gold from the AD-MW Zone can be performed at atmospheric pressure, pH 10.5 and with a low concentration of cyanide. The grind size had no effect on gold extraction between a P80 of 28 to 71 µm. The oxygen and cyanide requirement significantly increased with a ?ner grind. Consequently, a very close control of cyanide addition is required to minimize passivation of gold. Lead nitrate, added in the pretreatment, increased the extraction of gold by 2.3%. Leaching at pH < 10 improved gold extraction but increased the cyanide consumption by 5%. Passivation of gold occurred when the pretreatment was longer than 2 hours. A longer pretreatment reduced the cyanide consumption by 5%. Mineralogical characterization of the leach residue with no gravity pretreatment prior to leaching indicated the presence of unleached gold grains and passivated gold grains. Removal of coarse gold by gravity increased the extraction by 2.8% (leach residue at 0.74 g/t Au). Increasing the DO to 16 ppm or the lead nitrate from 500 to 1,000 g/t increased the overall gold extraction to 90.4% (leach residue at 0.62 g/t), which is the maximum gold extraction obtained. The leaching parameters were 800 ppm NaCN, DO 16 ppm and pH 10.5 for a duration of 120 hours. The associated cyanide consumption was 4.0 kg/t. Gold leaching was not sensitive to cyanide concentration. Reducing the cyanide concentration to 250 ppm resulted in a gold extraction of 89.5% with a cyanide consumption of 2.6 kg/t.

Slurry pipelines are used in a number of countries to convey processed ore mixed with water over long distances from remote mine sites to ports or plants for further processing. In Egypt and Sudan, numerous mineral resources are scattered in remote areas. Through the years, Egyptian geologists have identified 268 sites for metallic ores and 386 sites for industrial nonmetallic minerals. A large portion of these sites are in the Eastern Desert in an area called the Nubian Shield. Similar sites are found in the Sudan where mining contributes to less than 1 percent of the gross domestic product (GDP). There are three important components of infrastructure needed to develop these resources ? power, water and transportation. While Egypt is able to satisfy 70 percent of its needs in iron ore from the Gadideh Mine in the Western Desert, it needs to expand its other resources to reduce imports heavily sedimented. Dredging of these sediments and transporting them by slurry pipelines would enhance an industry of bricks or agricultural development based on tailings technology often used in mining. This article explores the potential for slurry technology for opening new mines in the desert or recuperating the sediments of the Nile. The technology by itself would be new to both countries and would benefit from collaboration, particularly to de-silt the Nasser-Nubia Lake.

The Getchell Mine, near Winnemucca, NR, was discovered in the 1930s and was initially mined to recover gold from oxide ores. During the 1940s and 1950s, gold was recovered from the highly refractory arsenic sulfide ores using horizontal kilns to roast the ores. During the 1960s, fluid bed roasters were used to oxidize the ore and recover the gold. The mine was shut down from 1968 through 1985. In 1985, heap leaching was started on the low-grade oxide ores that were available. In 1989, a pressure oxidation circuit was started to recover gold from the higher grade sulfide ores. Flowsheet The basic plant flowsheet of the Getchell Mine are shown in Figs. 1 and 2. The plant was designed to process a nominal 2.7 kt/d (3000 stpd) of ore with about an 85% onstream availability and a gold production of 15.5 kg/d (500 oz/ day). Run-of-mine (ROM) ore is fed directly to a wet semiautogenuous grinding (SAG) mill after the +457-µm (+18in.) rock is removed on a stationary grizzly. From the SAG mill, the ore goes to a ball mill where it is ground to 80% -75 µm (-200 mesh) and is then sent to a thickener. The SAG and ball mill operate in closed circuit using cyclones.

In 2005, CANMET-MMSL used its pool of expertise in ground control, open pit and underground mine engineering, mineral processing, information technology and applied mineralogy to launch a mine-to-mill research project. The objective of the project was to optimize the distribution of rock breakage energy among blasting, crushing and grinding activities, thereby maximizing the efficiency of energy utilization within comminution processes. Tests were designed to demonstrate that this approach could reduce energy consumption, thus contributing to the reduction of green house gas (GHG) production in the Canadian mining industry. The project was accomplished in collaboration with DynoConsult and Dyno Nobel Canada Inc., a world leader in commercial explosives. Data analysis from 12 blasts (six with electronic and six with pyrotechnic detonators) in three different geological formations of a quarry (soft, medium and hard rock) shows that electronic blasting technology increases rock fragmentation by 15% (in hard rock) to 20% (in soft rock). A more uniform rock fragment size distribution is also obtained. The impact of the improved quality blast product on downstream processes of the quarry is a productivity increase of 5% in rock excavation and transportation, an energy reduction of 10% at the primary crusher and an increase of 15% of the primary crusher throughput. Extended to the Canadian mining industry, such results would represent a GHG emission reduction of about 0.05 Mt/y. A soft-sensor prototype, based on primary crusher data (i.e., energy consumption, throughput, feed and product size distribution) and a simplified computerized process model, was developed for on-line measurement of the rock operating work index. Additionally, 385 rock samples and specimens were collected and prepared to determine the tensile and compressive strength of the rock material, to evaluate the aggregate crushing work index and to examine the development of micro- and macro-fractures by means of binocular and SEM microscopy. Blast-induced rock damage was evaluated at the end of the laboratory-testing program. Even though a reduction of rock hardness of around 30% was observed after blasting, the impact of the blasting method (i.e., use of electronic or pyrotechnic detonators) on the induced rock damage could not be observed. It is either absent or not perceptible with the accuracy of the measuring techniques and the number of samples analyzed.

Factory beet molasses media were used as cheap sources of sucrose for microbial leaching of Greek nickeliferrous laterites using strains of Penicillium and Aspergillus sp. Nickel recoveries of up to 62% and cobalt recoveries of up to 50% were obtained by leaching in a two-phase system in which bioacids were produced by fungal metabolism in molasses ferrocyanide pretreated media. The addition of potassium ferrocyanide to the molasses substrates prior to leaching was found to have a beneficial effect by increasing the level of citric acid bioproduction, thus improving the leaching efficiency of the fermentation liquid. The metals known to interfere with citric acid production (i.e., Fe, Cu, Ca and Mn) were those most efficiently precipitated. Considering the much lower commercial price of molasses in the industrial market compared to sucrose and glucose carbohydrate media, molasses could prove to be a promising alternative, despite the cost of the required pretreatment.

The Georgia kaolin district is the world’s largest producer of kaolin. Georgia production tripled from 2.87 Mt (3.17 million st) in 1968 to8.35 Mt (9.2 million st) in 1998. Development of the Georgia kaolin industry can be traced to the identification of the mineral resource, the adoption of innovative process technologies and the creation of markets for kaolin. Georgia kaolin is an abundant and high-quality resource that shows a range of advantageous properties. Technical developments in wet processing, delamination and calcination allowed production of high-value products. The use of kaolin pigments in the paper industry provided a market that absorbed the rapid growth in kaolin production.

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America&apos;s minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation&apos;s economy and national defense. But the administration just didn&apos;t seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford&apos;s resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan&apos;s efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan&apos;s mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration&apos;s deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration&apos;s plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA&apos;s Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. The administration opposed the council creation contending that the Cabinet Council
