The mineral processing and the management of the mining waste will be covered by the new amendment of the Seveso II Directive, by a Best Available Techniques reference document (BREF) describing the Best Available Techniques of mining waste management and a new directive on the mining waste management. At the same time initiatives as the environmental liability, the energy taxation for environmental reasons and the natural resources management policy, which will have a positive impact on the protection of the environment, will affect the extractive industry operation procedures.

Recent experiences within certain sectors of the international mining industry suggest an underestimation of the environmental risk associated with the design of mine waste management facilities. These experiences show that the technical and managerial challenge of responsible mine waste management is not always fully appreciated. Unfortunately, the image of the mining industry's environmental performance is negatively impacted by a relatively few number of failures. This negative view overrides the many positive contributions made by the majority of mining companies. The fact that these failures continue to occur to this day in both developed and developing countries is indeed remarkable, and indicates a degree of risk-taking approaching unacceptable levels. The design requirements for tailing storage facilities are, in many cases, more demanding than those of conventional water dams, because seepage of fluids which contain dissolved metals may pose a greater threat than the mere loss of water.

The ultimate objective of mine design is to determine the development and untilization of mining resources. Computer Aided Design (CAD) and automated mapping are becoming very popular in engineering and in mining. Any computer program which produces a design or model with the interaction of an engineer can be considered computer-aided design (CAD), but' the term CAD is often associated with interactive graphic design and mapping capabilities. Graphics can be effectively used to describe and model two-or-three dimensional mine workings, orebodies, and geologic structures. Interactive computer graphics is applied to mine design with a combination of deposit modeling techniques and the use of AutoCAD for interactive graphics and mapping. The combined system can perform a large part of the calculations and drafting work for geologic and mining design. Using computer calculation and graphics techniques, comparisons of alternatives, can be made quickly.

A mathematical model based on the pertinent fluid dynamic equations to predict the performance of the hydro cyclone has been developed which will eventually replace the empirical model. Experimental measurements of fluid velocity profiles made in a 75 mm hydrocyclone by laser Doppler velocimetry (LDV) agree well their predictions by solving the Navier-Stokes equations numerically. Particle slip velocity and particle trajectory were computed which in turn, yields separation curve of the hydrocyclone.

I'm really very pleased to be talking with you today about the environmental impacts of gold ore processing as part of this symposium on emerging process technologies for a cleaner environment. But before I talk about some of the newer developments that are coming, I would like to set the stage by reviewing some of the recent past. Over the last decade or so the U.S. gold mining industry has experienced remarkable growth, primarily in heap leaching operations, and not surprisingly there has been parallel growth of environmental regulations. At Homestake, we have had the excitement of bringing on-line a new mine embodying state-of-the-art technology and environmental planning, and during the same period the flagship of our company, the Homestake mine, has been brought into modern day compliance through the application of innovative environmental technology. This has been a learning process; in both cases we found that we had to develop new ways to meet our objectives. At our McLaughlin mine in California a major achievement was pioneering the use of pressure oxidation, or autoclaves, for refractory gold ores, and at the Homestake it was the development of a unique bio-treatment plant for wastewater. These projects were developed balancing operational goals, environmental concerns and costs, and I would submit that being cost-effective is our greatest challenge in the development of new, environmentally sound, process technology. In meeting that challenge, our job has not been made any easier by the myriad environmental laws and regulations that directly affect the design and operation of our facilities. Most of these constraints have evolved through the political process more or less independently, but in their application there often are over-lapping provisions. Adding to this complexity is the fact that action takes place in both state and federal arenas. As a result, state and federal roles sometimes become intertwined, and a good case in point is provided by various cyanide issues faced by gold producers. The vast majority of U.S. gold mining takes place in the so-called "mineral States," the western States that come under the Mining Law of 1872 as amended. This is the basic statute that provides for access and tenure to develop mineral resources on federal lands in those states. There is gold mining outside the defined mineral States, and there is also gold mining in the mineral States on private lands. Our own Homestake mine in South Dakota is one of the best examples of the latter category: located entirely on private land, it is nevertheless subject to at least 13 federal environmental statutes and some 29 federal regulatory requirements. There are also nine significant state statutory and regulatory requirements that apply. On federal lands in the mineral States there are numerous federal statutes and regulations which affect mining, over and above the current Mining Law. These, which are in addition to the laws applying to private land, include the National Environmental Protection Act and the Federal Land Policy and Management Act, among others. Still, those who advocate radical changes in the basic Mining Law would have us believe that sweeping environmental protection and reclamation provisions, not to mention new land use restrictions, are needed. Such changes could effectively prohibit mining on the federal public lands. Strict enforcement of our current Mining Law would have presented most of the abuses cited by the critics but if the Law is to be changed at all, I believe that, at a minimum, the principles of self-initiation and security of tenure embodied in the present statute should be maintained. These are critically important concepts, but there are other statutory and regulatory issues constantly before us as gold miners. There are, however, only a few Primary Mills in operation with "solid" rubber linings because available materials and designs are often not cost efficient in comparison with steel alloys on a cost per ton basis and/or downtime for liner replacement would be too high.

Experiments were carried out to determine the efficacy of bubble column flocculation. An acid-base neutralization method was used to determine the mixing time in a 0.064- by 1.5-m bubble column equipped with a Mottporous sparger. The mixing times decreased as the tracer injection point approached the gas sparger. Preliminary flocculation experiments on two clay samples were carried out. The effects of frother addition and airflow rate are presented and discussed.

The ore-processing plant of the Soremib mine Pour a (Burkina Faso) has now been in uninterrupted operation for 3 years. Ores from the oxidized and non-oxidized zones of the deposit are processed together in one flotation unit. About 60% of the gold is free and is recovered in a gravity processing unit. The residual gold in the flotation concentrate is processed on the spot by cyanidation and carbon-in-pulp.

The presence of calcium ion in iron ore pulps causes heterocoagulation of rnontmorillonite on hematite leading to indiscriminate dispersion. Two methods were investigated to control the adverse effect of montmorillonite: a chemical method using such complexing agents as EDTA and sodium tripoly- phosphate, and a mechanical method involving ultra- sonic treatment. Their roles in controlling the adverse effect were investigated by zeta potential measurements, starch adsorption tests, and flocculation and selective flocculation tests.

The stability of underground openings and mining systems is closely related to the in situ stress field. This paper presents a short discussion of the three-component borehole deformation gage and overcoring technique which the Bureau of Mines uses to measure in situ stresses, and a summary of stress data that the Bureau has gathered in the process of evaluating ground control problems. Specific ground control problems and stress distributions are discussed as examples.

The Mineral Hill Mine, owned and operated by TVX Gold Inc., is located in the Beartooth Mountains, 5 miles north of Gardiner Montana, U.S.A., which is the north entrance of Yellowstone National Park. Mining is carried out underground using ramp attack cut and fill as well as room and pillar mining. The mine currently employs approximately 145 people and is producing 550 tons per day at a grade of around .21 oz/ton.

"In March 2013, the Sanitation Districts of Los Angeles County began final design of the Joint Water Pollution Control Plant (JWPCP) Effluent Outfall Tunnel project. The new, approximately 7-mile, 18-ft internal diameter tunnel will provide additional capacity and redundancy for the existing 8- and 12-foot diameter tunnels, which were built in 1937 and 1958, respectively. Connections to an existing, active 14-foot arch force main and four existing ocean outfalls ranging from 5- to 10-foot diameter are required. This paper will present geological features for the project, and details of the proposed post-tensioned tunnel liner and associated structures. INTRODUCTION The Sanitation Districts of Los Angeles County (Sanitation Districts) are 23 independent special districts serving approximately 5.3 million residents in Los Angeles County. Seventeen of the districts that furnish sewerage services to the metropolitan Los Angeles area are signatory to a Joint Outfall Agreement that provides for a regional, interconnected system of facilities known as the Joint Outfall System (JOS). The JOS service area is shown in Figure 1. The JOS serves an area that encompasses 73 cities as well as unincorporated territory and parts of the City of Los Angeles. The JOS provides wastewater collection, treatment, reuse, and disposal for residential, commercial, and industrial users, and it includes seven treatment plants, the largest of which is the JWPCP, located in the City of Carson. Currently, secondary treated effluent is conveyed through two 6-mile long parallel tunnels, 8- and 12-feet in diameter, from the JWPCP to a manifold structure located at Royal Palms Beach, near White Point on the Palos Verdes (PV) Peninsula, from which four seafloor outfalls extend offshore. The two main outfalls, 90- and 120-inches in diameter, extend approximately 1.5 miles offshore and discharge at a depth of approximately 200 feet below sea level. The other two outfalls, 60- and 72-inches in diameter, are used for additional capacity during heavy rain events and extend a shorter distance offshore and discharge at shallower depths. A schematic of the existing system with the proposed tunnel and structures is shown in Figure 2, and the proposed 18-ft diameter tunnel alignment is shown in Figure 3. Both existing tunnels and main outfalls are required to be in service at all times."

"The Eglinton-Scarborough Crosstown Project builds a 19km LRT corridor that includes a 10km underground portion, between Keele Street and Laird Drive. The West Tunnel Contract (ECLC1-15) includes 6.5km of twin EPB TBM bored tunnels with a 5.75m internal diameter precast concrete segment lining (PCTL), between Keele Street and Yonge Street. This paper summarizes the overall scope of work, the technical challenges faced and innovative solutions developed by the contractor during the TBM move across an existing subway tunnel using state of the art high capacity strandjack gantry crane.1. PROJECT OVERVIEW The Greater Toronto and Hamilton Area (GTHA) is Canada’s largest urban region, populated with over 6 million people, and is one of the most rapidly growing regions in North America. One forecast estimates that the population of this region will increase to 8.6 million by the year 2031. In September 2008, Metrolinx, an agency of the Government of Ontario, launched a 25-year regional transportation plan named “The Big Move” to cope with the expected increase in transportation demand. The Eglinton-Scarborough Crosstown, one of the projects included in “The Big Move”, is a light rail transit (LRT) that will run across Toronto in an east-west direction between Mount Dennis and Kennedy along Eglinton Avenue. In October 2012, the West Tunnel Contract of the Crosstown LRT (ECLC1-15) was awarded to Crosstown Transit Constructors (CTC), a joint venture between Obayashi Canada Ltd., Kenny Construction Company, Kenaidan Contracting Ltd. and Technicore Underground Inc. The project includes approximately 6.2 km long twin bored tunnels, 9 cross passages, 1 emergency exit building, 7 sets of station headwalls, and an intermediate pair of extraction and launch shafts. Each of 6.5 km long twin tunnels are divided by the existing subway station into two drives: the first half from the launch shaft LS-1 (west of Keele Station) to the extraction shaft ES-1 (west of Eglinton West Station), and the second half from the launch shaft LS-2 (east of Eglinton West Station) to Yonge Station, as shown in Figure-1. The TBMs are extracted at ES-1 and moved to LS-2 over the existing Yonge-University Subway Line at Eglinton West Station before resumption of tunneling at LS-2."

"An innovative method to reduce acid rock drainage (ARD) and sediment loading of a recreational lake was used in the Red River watershed in northern New Mexico. The Red River drains a mining district that contains multiple naturally occurring hydrothermal alteration zones that release ARD and sediment to the river during episodic summer rain storms. A lake is near the mouth of the watershed and is filled with water from the river through a sluice gate and diversion. An automated actuator was installed on the sluice gate to close when the river is impacted by high-suspended sediment. Water quality probes were installed at the sluice gate to monitor the river water for turbidity, specific conductivity and water depth. If high turbidity is measured, the sluice gate closes automatically. Remote access is setup with a computer view screen to review the real-time system status. Once the turbidity drops below a threshold, the sluice gate is reopened remotely. The automated sluice gate has successfully reduced the amount of ARD and suspended sediment entering the lake. This reduction has resulted in an improved aquatic habitat for the fishery and benthic macroinvertebrate community. BACKGROUND The Red River is located within the Sangre De Cristo Mountain Range in northern New Mexico. The river drains an area of approximately 190 square miles and spans elevations from 6,600 feet at its confluence with the Rio Grande to its headwaters near 12,000 feet (Figure 1). The river generally flows to the west along most if its length.The Red River watershed includes several hydrothermal alteration zones. The alteration zones were created by intrusion of high-silica granites and subvolcanic porphyries, with associated hydrothermal fluids, into the volcanic rocks of the Questa Caldera. The hydrothermal alteration is also responsible for the molybdenum deposits in the area. Rapid chemical weathering and physical erosion of pyrite-rich hydrothermally altered rocks has resulted in the formation of alteration scars. The alteration scars are characterized by steep, erodible slopes with little vegetation and incised gullies. Debris fans from the drainages containing active alteration scars have formed and typically consist of poorly sorted sand and gravel that is distinctly pale yellow in color. Some of the more prominent scars are located in the Hansen, Straight and Hottentot Creek drainages downstream of the town of Red River."

The development of heap leach technology for the treatment of low grade gold and silver ores has led to a boom in gold production in the Western United States in the last 15 years. The heap leaching process consists of stacking the mined ore on a specially prepared leach pad followed by leaching with dilute alkaline cyanide solution. Depending on the nature of the ore, it may require crushing and/or agglomeration prior to stacking on the leach pad. As the dilute alkaline cyanide solution migrates down through the stacked ore, the precious metal values along with a portion of the base metal values present in the ore are dissolved to give a pregnant leach solution which is collected at the base of the stacked ore. The precious metal values are then recovered by zinc precipitation or by adsorption on activated carbon. Once all of the economic metal values have been leached from the ore, the spent heap leach pad, the leached materials, and associated process solutions must be decomissioned. Decommissioning requires that the spent heap leach pad along with the leached materials and process solution be treated to reduce the concentration of the residual cyanide, base metal cyanide complexes, and other anionic metal species to levels where they no longer represent a long tenn liability for the environment and the operator. The levels to which these components must be reduced is dependent upon the applicable water quality standards as determined by the responsible federal, state, and local agencies. As environmental awareness has grown, these standards have become increasingly stringent. A number of treatment options have been developed for the de-toxification of the process residues. These include natural degradation which incorporates bio-degradation, fresh water rinsing, alkaline chlorination, hydrogen peroxide, and sulfur dioxide/air. Each of these options has been reviewed with regard to relative effectiveness, generation of hazardous by­products, reagent handling considerations, relative costs, and time requirements by Denton, Iverson, and Gosling I. As an outgrowth of the program to develop Henkel's guanidine based gold extractants, COGNIS, Inc., the environmental ann of Henkel, has developed the CyanoMet R process for the extraction and concentration of the various cyanide and anionic metal species from the dilute aqueous alkaline solutions generated during the process of detoxifying spent heap leach pads. This paper describes the CyanoMet R process, its application to three different feed solutions, and treatment of the concentrate generated by the process.

We have heard a lot during the recession about the mining industry now competing in a world market for sales of such commodities as copper, lead, zinc, molybdenum, iron ore, and phosphate. If the US mining industry is to survive, do we not have to reduce direct operating costs to a minimum? How significant is labor cost compared to consumables, electricity, fuel, maintenance, materials, and transportation? Ore grade is ultimately the dominant factor; but can we offset its dominance by improving productivity? Is the US mining industry perhaps only 25-30% as productive as it might be? What prevents the industry from being more productive? Can we retrofit older plants to be more productive or does it take a new plant with the largest equipment available for each unit operation? Present Productivity A copper industry study a few years ago covering 13 US copper concentrators ranging from about 10-45 kt/d (11,000-50,000 stpd) showed that productivity did not vary with capacity above 18 kt/d (20,000 stpd). Operating productivity varied significantly, however, from about 180-635 t/d (200-700 stpd) per operating hourly worker in most units, but one operation had 900 kt/d (1,000 stpd). Concentrators with more than 545 t/d (600 stpd) per hourly worker were in the 23 kt/d (25,000 stpd) or more category. Maintenance productivity covered about the same range, but most concentrators were in the 270¬635 t/d (300-700 stpd) per hourly maintenance worker. Again, one company stood well above others by exceeding 1 kt/d (1,100 stpd). Total hourly productivity ranged from 125-280 t/d (140-310 stpd) per hourly worker for most concentrators. The company with the most productive operation, however, was above 455 t/d (500 stpd). Salaried worker productivity for most operations was in the 725 t/d to 1.2 kt/d (800-1,300 stpd) per salaried worker range. The best operation was 2.2 kt/d (2,400 stpd). The end result is, of course, tons per day per total personnel. Most operations fell in the 110-220 t/d (120-240 stpd) range with the best operation at 400 t/d (440 stpd). This is the productivity definition that is most directly related to unit costs. Many of these operations have made some productivity progress

For some time, selenate has eluded water treatment by conven­tional means such as precipitation and clarification. This has been due to the nearly universal solubility of all oxidized sele­nium species, the low levels required for surface discharge, and almost identical chemical behavior to all forms of oxidized sul­fur. The last characteristic makes selenate particularly difficult to deal with in acid mine waters where sulfate can easily be on the order of one gram per liter. Approaches such as ion exchange or reverse osmosis often tum into total demineraliza­tion schemes for the sake of removing a "trace" selenium species that may be present on the order of 108 sulfate/selenate. Reduction of selenate to selenite or elemental selenium by chemical means has been relatively unresearched. Some limit­ed success has been reported (Murphy, 1988) using ferrous hydroxide as a reducing agent; however, the reaction time as reported is too slow to be useful in a practical plant design. One significant difference between selenate and sulfate is that selenate has been discovered to be reducible in acid solution by elemental iron when catalyzed by soluble copper. Since the +4 or zero valence states of selenium are rather easy to deal with by coprecipitation with iron salts or alum, the elemental iron dis­solved in the process contributes to the overall process by pro­viding sludge upon raising the pH that can be separated by con­ventional clarification. Commercial production of selenium using copper catalyzed reduction of selenite to selenium metal via sulfur dioxide is well established, however, at the < 5 ppb requirements for surface discharge this reduction process equili­brates at levels far too high to be useful to low level selenate removal criteria. The reaction reported herein uses elemental iron for reduction of selenate with copper acting either as a cata­lyst or as a coprecipitation agent. This method, employed with conventional sludging, clarification and filtration can provide an economic method to achieve non detectable selenium (< 0.005 mg/I). Iron consumptions for the conditions tested have been on the order of 3 lbs/1,000 gallons treated. This represents as little as $0.06 or $2.00 per 1,000 gallons based on using a scrap source of iron or the purchase of electrolytic iron for the process.

Skam deposits considered as porphyry copper deposits have been classified into three basic prospecting models: (I) the skam deposit associated with a mineralized intrusive (Pima-Mission), (2) the deposit associated with a barren igneous stock (Ertsberg), and (3) mineralized rock that seems to have no clear association with apluton (Phoenix). Pima-Mission, Christmas, and many other copper-bearing skarns developed in carbonate sequences near mineralized intrusives form an important part of the deposit. Historically, copper derived from the mineralized intrusion accounts for less than half of the metal produced by most porphyry mines, as most mineralization occurs in the intruded rocks. Skam mineralization is an important part of wall-rock metal deposition, because carbonate sequences are preferentially replaced by sulfide and skarn minerals. Exploration for skam mineralization is an important phase of porphyry copper exploration. Impure carbonate beds can become better host rocks for skam deposits than pure carbonates, and these in particular should be included in porphyry-exploration programs if the impure strata are cut by the stock. Skam deposits can also form near stocks that are barren of sulfide. In this model, the two best ore guides are strata favorable for mineralization (usually impure carbonate beds) and the intrusive contact. Faults can also act as important ore controls. Some skarn deposits form that have no clear genetic connection with a stock, although intrusive rocks are known in the district. In such cases, the best ore guides are strata and district-wide faulting. Dikes and sills are also common and mineralization can locally prefer their contacts even though the igneous rocks are barren. Skam minerals are influenced by the chemical composition of the carbonate. Forsterite, brucite, tremolite, and talc are common in skams developed in dolomitic beds. Skams derived from calcic beds often contain wollastonite, calcite, stilbite, or idocrase. Diopside, however, is a common accompaniment of copper sulfide in skam regardless of the original composition of the carbonates. Tremolite and possibly other amphiboles and chlorite can occur significantly in the zinc-lead portion of skams. Gamets occur in magnetite, copper, and zinc-lead zones of skams, but are not as diagnostic as diopside for the copper zone or tremolite for the zinc-lead zone. A general desciption of skam-deposit mineralogy can be used to construct prospecting models of porphyry copper skams. An abstract of such a description follows.

This new chemistry is based guanidine functionality - (R2R2N) 2 C = N R2 on the In developing the use of the guanidine functionality for the recovery of gold as the aurocyanide anion from leach solutions and pulps, Henkel has, as its objective, the development of an effective gold selective ion exchange resin. As will be seen, the initial investigation of the properties of the guanidine functionality in the solvent form for gold recovery lead to some significant metallurgical developments of their own but, the foremost objective was, and remains, the development of a resin for gold recovery. As a part of this development project, Henkel has entered into association with Mintek, South Africa, and this ongoing association has the potential to develop RIP/RIS technology for the gold industry. More details on Henkel's gold recovery technology and Mintek's role in this programme are given in (1). an The application of ion exchange resins to gold recovery is not new and many reviews have been published on the advantages of this process, and on the current state of the art of gold recovery by ion exchange resins. (2)(3)(4) Widespread application of ion exchange resin based processes for gold recovery has, however, not occurred to date. Fleming and Cromberge (5), described some significant pilot plant RIP trials in South Africa and the partial success of these pilot plant trials held out the tantalising possibility of a breakthrough in gold recovery based on RIP technology. Despite this pioneering work, only two really significant applications of RIP technology for gold recovery exist today. These are the Golden Jubilee Plant in the Eastern Transvaal South Africa and the widespread, although in some respects technically backward, use of ion exchange for gold recovery in the former USSR. There are two main reasons for the current scarcity of RIP and RIS plants used for gold recovery. These are: 1. 2. The perceived problems of engineering RIP plants The lack of a resin having suitable chemistry for both gold loading and gold elution The problems of engineering RIP plants have been largely overcome in the last 25 years. Much of the development in RIP plant design took place in the uranium industry during the rapid expansion of that industry in the mid 1970's. In addition, the development of CIP engineering systems has lead to the development of in-pulp solid extractant based metallurgical plant designs which can, with limited modification, be adopted to RIP.
